CONTRACTOR FRAUD

RCMP warn of paving scam Businesses and residents need to be vigilent

RCMP are warning the public about a contractor fraud that may be happening in the community. While the original incident occurred in Prince George, it’s important to be vigilant. Prince George RCMP received a fraud complaint from a local business owner. The owner was at his business when he was approached by a man claiming to work for a paving company out of Langley, BC. A second man remained in an unmarked white Dodge pick-up out of surveillance camera view. The man, who identified himself as ‘James’ and had an Irish accent, provided a written quote to the owner to pave the parking lot of the business. The quote was on professionally printed paper; however the owner didn’t feel right about the business proposition. After conducting computer checks and finding media stories about the scam, the owner called police. The investigating officer found several discrepancies with both the quote and website provided, leading the officer to believe this to be a fraud and that the company does not exist.

Here’s how it works. The suspect provides a quote at a reduced rate and the owner agrees, providing a portion of the money up front. The fraudster does not complete the job and goes on to another victim. Once a contract has been agreed upon, this often becomes a civil issue and may not be a criminal one, leaving the business owner to take civil court action against someone they don’t know and a company that truly doesn’t exist. A similar fraud was reported in the community in 2009. More than six persons were scammed out of thousands of dollars that summer when they entered into a contract with pavers going door to door. Interestingly, in those cases the suspect provided a name of ‘James’ and had an English accent. Police want to warn the public about this scam. Whether you own a residence or a busi-

ness, you could be a target. Please exercise caution when approached by anyone offering a service or product where money is exchanged before the contract is fulfilled. Uninvited businesses that operate door to door are required to provide contracts for their services and products. These contracts are regulated by Consumer Protection BC. Consumer Protection BC and the RCMP want to recognize that there are legitimate businesses that operate door to door. Knowing the difference between invasive Giant Hogweed or native Cow Parsnip Invasive plants, also known as noxious weeds are non-native plants that have been introduced to BC. Without their natural predators that help keep them in check in their native habitats, these alien plants grow very aggressively and pose a threat to our natural ecosystems, biodiversity, humans, wildlife and the economy. One such invasive plant is Giant Hogweed, and it is often mistaken for a local native plant called Cow Parsnip. The two plants do look very similar to each other, but only Giant Hogweed is classified as a provincially noxious invasive weed and has phototoxic stems and leaves containing a poisonous sap that makes skin sensitive to light often leading to serious burns and painful blisters (note Cow Parsnip can also irritate the skin but to a much lesser extent). Protective clothing should be worn when handling either plant and wash any skin that has been exposed with soap and water then keep skin covered. So how can you tell the difference between the two and what should you do?

Giant Hogweed stems are green but with purple/ reddish splotches and much coarser white hairs. • Leaves - Cow Parsnip leaves are similar to that of a maple leaf, while Giant Hogweed leaves have visible knife-like serrated edges (see pictures). • Flower Cluster Cow Parsnip has up to 30 rays per flower cluster, while Giant Hogweed can almost double that and have 50 rays. Rays, are the stems of the flowers protruding from the main stem of the plant (see diagram). For more

Saturday the Quesnel RCMP hosted its tenth annual Kids Camp. Thirty-four children from throughout the community attended the Mini Mountie training which included sessions on handcuffing, fingerprinting, marching and “target practice.” Highlights of the day included the tactical armoured vehicle, obstacle course, tug of war and final graduation. The one day event is aimed at building positive relationships with local youth and providing the kids an opportunity to be Mini Mounties for the day. The Fraser River discharge at Hope measured 31 per cent lower than normal Aug. 10, with the temperature at 19.2 C, one degree higher than average. The Canada-U.S. Fraser River Panel projected a temperature of 20.4 by Aug. 16, with all commercial salmon fishing closed in Canadian waters regulated by the panel. Low stream flow advisories are in effect for those areas and the CaribooChilcotin. The forests ministry extended its stream fishing ban this week on the Okanagan River mainstem between Okanagan and Osoyoos Lakes. The Kootenay and East Kootenay regions have been

declared at level three drought, with voluntary use restrictions of 30 per cent below normal use for municipal, agricultural and industrial water users. Coastal regions have had some relief with rain and cooler temperatures that have reduced the forest fire danger rating to low for much of western B.C. A campfire ban was lifted Wednesday for northern Vancouver Island, and open fires are also permitted in the northwest

and Prince George regions. B.C.’s most active fires and new fires continue in the southern coastal region, including the Wood Lake fire near Harrison Lake, the Elaho and Boulder Creek fires near Pemberton, and the Cougar Creek fire west of Merritt. BC Hydro has also asked customers to reduce electricity use to maintain reservoir levels as dry weather continued in most of the province.

t’s the kind of intersection reporters dream of experiencing. One side of the story is being tightly controlled by the prime minister and his minions. The other side is completely out of his control as the country’s judicial system — which has shown itself recently at the highest levels to not always be in agreement with the prime minister — proceeds with its examination of Duffy, the journalist-turned-senator, and the 31 counts of fraud, breach of trust and bribery he faces. Throw into the mix the man many have been waiting to take his seat and answer questions — Stephen Harper’s former chief of staff, Nigel Wright. The governing Conservative party is dealing with one big part of the campaign it can’t keep quiet or spin. Wright, his generous cheque book and obviously healthy bank account and the senator who said he lives in Prince Edward Island, but really lives in Ontario, among other issues that have led to the trial. As reporter Kady O’Malley wrote in her live blog of the trial this week, Wright’s decision to write that $90,000 cheque to get Duffy off the hook for expenses he claimed that have led to the charges was a decision Wright “lived to regret.” Wright went on to say it was “a relatively quick decision” and that he was often dipping into his own cash to buy staff lunches and pay for his travel because it had “no noticeable effect” on his bank account. Wright acknowledged he was “beyond furious” to discover what he thought was going to be a $32,000 cheque to help out the beleaguered senator was actually almost three times the amount. The trial continues to Aug. 28, when it takes a break until mid-November. That means another 15 days of revelations Harper and his fellow campaigners can’t control. And more than seven weeks till election day. Interesting times, indeed. – BP

The grass isn’t always greener H

ave you ever covered a pimple with a make-up stick, dyed your grey hair back to it’s original shade, or painted your brown grass to a healthier looking green? While lots of us have tried the first two, not to mention many other things to improve the aesthetics of ourselves and the things we own, fewer of us have tried the latter. My friend who recently sold her house did and she was thrilled with the results. “We’d worked hard getting ready for the sale - inside and out,” Jen said about her L.A. home. “But without being able to water the grass, our curb appeal was lousy.” That didn’t make any sense to me since California has been struggling with a record-breaking drought. Surely everyone must be sporting the same dead lawn look? “No,” she sighed. “All our neighbours had their grass painted awhile ago. We were the last hold outs.” Seems lawn painting is all the rage in California and other drought affected areas where people want to restore their lovely yards but can’t turn on their sprinklers. For $375 she had the light brown grass in both her front and back yards

On A Brighter Note painted a natural looking green and she’s convinced that’s what helped sell their home for more than she and her husband were expecting. There was no need to inform the buyers of the cosmetic trickery either. It’s commonly understood and accepted that if your grass is green there, it’s either spraypainted or synthetic. After another dry, hot summer in the Okanagan Valley where I live, there’s plenty of brown grass here as well because of our water restrictions and all the people who choose not to turn on the taps even when they can. But with the exception of golf courses, lawn painting has been far less common. That’s starting to change thanks to people like Lee Coulthard, a young man from Kelowna who’s now out there with his sprayers. Lee had watched the trend grow in the U.S. and educated himself on the environmental ramifications, doing research on different

- perhaps a sea of blue or some rainbow stripes. “Sadly, the distributors haven’t developed other colours besides green, white and bark mulch,” he said. “However, I could foresee some colorful lawns in the future once people catch on to the potential of this application. That is some uncharted ‘turf’ at the moment.” Of course there are alternatives to what we’re traditionally accustomed to for anyone wanting to conserve water and display something different. My friend Kim transformed her yard with some gorgeous, low maintenance rock work last summer and another couple of friends plan to tear up their sad looking lawns and replace them with drought tolerant plants and ground coverings that might not be ideal for kids to roll around in, but they’ll be gorgeous to look at. More gorgeous than a sea of blue grass or rainbow stripes? Depends who you ask. Beauty is most definitely in the eye of the beholder. products that could accomplish the goal of improving the appearance of a yard while not causing any damage. His results ended with him starting up a business called Okanagan Lawn Painting last month, and he’d been revamping yards ever since. “The reaction has been very positive,” he said. “Everyone’s been happy to end up with green grass.” 100 per cent non-toxic and biodegradable, the organic dye is absorbed by the blades of grass and is completely pet and child friendly. The product uses only Earth derived pigments and claims to be the best colour match in the industry with an application that won’t rub off on shoes or clothing, nor will it wash away with regular watering or rain fall. On completely dormant grass, some customers have reported the green lasting four months, but Lee says it will likely need retouching anywhere from two to 14 weeks depending on weather, grass growth and lawn traffic. His minimum charge is $150, which covers about 600 square feet. Every square foot after that is 25 cents. Overly fond of bright colors myself, I couldn’t help but ask what options there were for folks wanting a more creative paint job

The right to say no to danger Editor: We feel a new study reveals that catastrophic mine waste failures are increasing in frequency, severity, and costs all around the world. The authors point toward poor regulations, poor practices, dicey mining economics, and ever larger mines as key factors behind those disasters. This dangerous trend needs to stop. The study by Bowker and Chambers, Risk, Public Liability & Economics of Tailings Storage Facility Failures, found that nearly half of all recorded ‘serious failures’ happened in modern times, between 1990 and 2010. It calculated an average cost of $US 543 million for the most serious spills, with some climbing well above $US 1.3 billion. Since 1990, a dozen spills even resulted in loss of lives – over 380. British Columbia had the largest mine waste spill disaster in Canada’s history last year. Imperial Metals’ Mount Polley dam breached over 24 billion liters of mine waste – equivalent to 10,000 Olympic swimming pools – into surrounding waters. But what has changed since Mount Polley over a year ago? Not much. No new regulations, no new laws, no new financial obligations to cover damages. Only promises for which we are still awaiting concrete results. Why is the mining industry incapable of learning from its biggest mishaps? Why other industries, like the global aviation industry after a plane crashes, are able to turn around – sometimes in matters of days – and implement immediate changes to prevent similar disasters? Would we tolerate embark-

ing an airplane or an elevator knowing there is a good chance it will fail? Would we tolerate a major hydroelectric dam failing? No. So why should we tolerate mining tailings dams to fail? As observed by the International Commission on Large Dams: “tailings facilities are probably the largest manmade structures on earth.” They also contain some of the most toxic metals and substances to human health. For decades now, mining companies have been in a downward spiral, competing for mining more resources out of deposits that are of lower ore grades. In this madman’s race to the bottom, the size of mines and economies of scale become increasingly crucial. Mines are becoming bigger, generating larger volumes of waste, stacked into higher tailings facilities. Mount Polley’s taillings dam, for example, was about 35 metres high before it breached –equivalent to a ten-story-high building. The controversial KSM and Red Chris mines recently approved in northern BC will have waste dams twice as high. Last year’s Mount Polley disaster and this new study on mine waste failures call for major changes in the way the mining industry is regulated in B.C. and around the world. But they also point to the urgent need to change the mining industry’s complacent culture around environmental failures and disasters. Comments like those we heard recently from both B.C.’s Mines Minister Bennett and industry leaders, that tailings “accidents will happen,” implying that not much can be done to prevent them, or

to pay for their damages, are unacceptable. This is precisely what the Independent Expert Panel that reviewed Mount Polley’s spill told us in its January 2015 report: “The Panel does not accept the concept of a tolerable failure rate for tailings dams. To do so, no matter how small, would institutionalize failure.” Much like the ‘zero tolerance’ cultural shift that took place –and that was hard fought by mineworkers’ unions— around health and safety of mineworkers in Canada in the 1970s, we also need to see a major cultural shift toward a ‘zero tolerance’ to environmental mine disasters. All stakeholders -- governments, workers, communities, industry, investors, and insurers, need to deploy the same kind of efforts they did to bring down the rate of costly – and deadly – work injuries in the mining industry. Not many people realize that today’s rate of work-related injuries in the mining industry is one of the lowest of all sectors in Canada, well below the national average, and still going down. Failing to prevent work injuries is not accepted anymore in the mining industry; too costly, too deadly; “zero harm” is the goal. Why should it be different for environmental hazards and disasters? And just as much as mineworkers now have a right to say ‘no’ to dangerous work places, affected communities and the public should also have a right to say no to dangerous mines. Woof Stock looking to help BC SPCA

Billed as an arts, culture and music festival, Woof Stock slated for Aug. 27 – 31, is designed as a fundraiser for the B.C. SPCA in Prince George. However the plan is not to hand over funds raised at the event but rather organizers want to build a $1 million building which will then be handed over to the B.C. SPCA. With nearly 100 bands and musicians scheduled to perform, some live, some electronically, this festival will be rocking several stages. Live performances by Corb Lund, Chilliwack, Twisted Sister, Trooper and several other well-

known bands will blend with electronically presented groups such as The Human Experience, Orphic and FiveAlarmFunk. In addition to the fabulous music, there will be workshops, dance and live art. Quesnel Shiraoi Twinning Society takes charge of their own float

Up until 1995 the QuesnelShiraoi twinning society did not have a float. On a few occasions members and students walked carrying banners and wearing Japanese Yukatas. In the early 1990s members took part with Daishowa Pulp Mill float. That ended in 1995 when Nippon Paper took possession of Daishowa. In 1996 Marie Skinner as president suggested the

society have their own float. The society members asked Phil Demers to design a foundation theme for the float. The Tori gate idea was accepted and Phil donated the construction of the gate. The Tori gate has been the foundation for the float for the past 20 years with new decorating ideas each year from different members. Over the years of Billy

A

lthough they chose a common theme “Flight” the three artists showing this month at the Quesnel Art Gallery lived up to the show name Divergence. Elizabeth Schmit, Patricia Schmit and M.J. Greta Smith followed their own inspiration and created very different interpretations of the theme. “Truly an eclectic collaboration,” they said. Each artist works in their own environment, quite a distance from each other, without collaboration and each chooses their own medium. The matriarch in the group, Elizabeth (Pat’s mother) admitted she’s been an artist most of her life. “At 10 years old I was given a small paint set and that began my love of oil painting,” she said. “I’m very traditional and ever msince I was a small child I’ve

admired oil paintings.” She added with oils she can take her time whereas other media dries too quickly. “I’ve tried others but I always come back to oils.” Pat also confessed to drawing all her life but became more serious about art after moving to Quesnel 31 years ago. “I work mostly in acrylics but share a passion for mixed media with Greta,” she said. “Acryllic is a 21st century medium, it’s plastic which allows for things to be added to change its appearance. But best of all you can paint right over it should you need to.” For the third member

of this show, Greta, a family friend, came to the creative world after her family was grown. “Elizabeth and Pat were both inspirational and offered me a shared artistic experience,” she said. Each artist has taken Island Mountain Art courses in their preferred media. Greta chooses mixed media, acrylic and encaustic. Encaustic is a wax based paint (composed of beeswax, resin and pigment) which is kept molten on a heated palette. It is applied to an absorbent surface and then reheated in order to fuse the paint. “This is a very ancient art form and has enjoyed

a resurgence in the last 10 years,” Greta said. “You can do many things with it. The smell, the touch, translucency – it’s exciting to melt colour and move it around. Encaustic is incredibly exciting and frustrating, but always challenging.” Each artist drew their inspiration from different sources and different parts of the country. Elizabeth lives on the prairies, Greta on Bowen Island and Pat right here in Quesnel. “I love landscapes,” Elizabeth said. “When I’m painting, I can step into my work. It can be an ugly day and the painting takes me anywhere I like.” Although a lawyer by

profession, Pat admits her creative inspirations are somewhat random. “I’m a gadfly,” she said. “I need to exercise both sides of my brain. Painting is incredibly intuitive and abstract, whereas being a lawyer is ordered and structured. I’m seeing the world from a different perspective when I’m painting.” For Greta the process is what inspires her. “It’s about creating something that pleases me from nothing,” she said. “Some of my work is about memory – places I’ve been and people I’ve met.” This show grew from a casual collaboration where Elizabeth suggested

they should have a show. Greta and Pat had already created a project based on a dinner for 10 where they could invite anyone they wanted and painted that image. However, the proposed show would include four pieces from the three painters all depicting flight in any form. The show would be fleshed out with other work by the artists. That was the extent of their defining the show, they never consulted each other during the creative process. The show is an exciting display of very divergent work, with the core flight pieces providing a glimpse into each artist’s style and medium. The three artists encourage the public to drop by and experience the show from a viewer perspective and hopefully be inspired to drop by for a second look before the end of August. The newly constructed Johnson-Meier building at the corner of St. Laurent Avenue and Reid Street has one north-facing blank wall against the main Reid Street parking lot and Cassidy thought it would perfectly suit a photomosaic. Cassidy suggested the owners apply for a building enhancement grant from the city. Several murals and other beautification projects were assisted with this grant program, where the city provides limited matching funding to building owners contributions. In discussions with the owners, the architect and the businesses in the surrounding area, it was suggested the mural needed to be more modern in keeping with the building which is new construction and farther from from the historic downtown area. With permission in place, thanks to the efforts of the building’s architect Lawrence Chuah of Enviro Construction Ltd. who was instrumental in coordinating the owners, city and the artist, the three-panel mural will hopefully be finished by Oct. 31. The panels will be approximately 4X8, 6X10 and 8X12 with the first panel depicting SkyFest, the second Quesnel Rodeo and the third Communities for Veterans/The Ride Across Canada. “Each large photo is comprised of thousands of small photographs pertinent to the subject,” Cassidy said. “I need to have those photographs by Sept. 5 and they must all be digital files. The photographs must also be donated freely without expectation of compensation or return requirements. I’ll name as many contributors as possible who donate their images.” Once all the photos are submitted, there is an extensive sorting process. Every single photo must be assessed. Then Cassidy begins assembling the mosaic. Once the graphics are determined and arranged (which takes a highpowered computer three days to create one panel and there are 6 – 8 panels), the graphics are printed on Alubest, which are aluminum composite panels specifically for outdoor applications. Chemo RV has been helping people get their families into the great outdoors for nearly 40 years. The business is growing, with new store construction planned for Quesnel and an RV storage expansion in 150 Mile House. Owner Jason Bell said that the larger facility will make them a true one-stop shop. “Parts, sales, rentals, service, storage, tune ups, winterizing, upgrades — it’s all here, and there’s nothing we can’t do within reason,” he said. Also new at Chemo RV are units with a toy hauler box for people to bring things like quads and dirt bikes when they go camping. “We also have the Avenger, a new line of travel trailers this year with all new layouts and floor plans,” Jason explained. The RV lifestyle has become quite prevalent in the past 10 – 15 years, according to Bell, who said it’s a fairly inexpensive choice. “You can buy a travel trailer and finance it here with low payments for a long period of time. And it’s an easy getaway in this part of the world: you can hitch up Friday after work and disappear until Sunday afternoon with not a lot of added expense. “There are so many options here; you can drive a half hour or an hour and be at a hundred different lakes.”

He noted that one dramatic change he has seen is accessibility when it comes to purchasing a used or new RV. “It’s much easier: you have a lot of financial avenues now. It’s like buying a car; you can do it all here,” he said. We find the best rates for you — something that fits into your budget and your lifestyle.” He said that technology has also definitely changed RVing. “People want Bluetooth, USB, fireplaces, LED lights, MP3 — everything powered. It’s a very techie industry that fits with our newer customers. The average 30-something now compared to the average 30-something 10 years ago has changed dramatically,” he said. “People want internet and satellite TV when they go camping.” The upcoming generation is changing, however, Bell says. He read recently that people want both plugged and unplugged when it comes to technology. “When they go camping they want to be unplugged: we have a lot of people who want to go off-grid, so we sell a lot of solar inverters and big battery systems so they can go to places where they don’t need power and can be selfsufficient for days or weeks at a time,” he said. “We get both kinds.” Chemo RV does new and used sales, rentals, repairs,

parts and storage. There are three journeyman techs in the 150 Mile House location and one journeyman and two apprentices in Quesnel. “When it comes to finding the right RV for you it’s a matter of deciding what you’re going to do with it,” Jason explained. “The weekend warriors want smaller: they want to be outside, and the ones taking a motorhome to live in for work or heading south for months at a time want something bigger. “We will help you find what fits your life and your budget and your family,” Jason said. He said they share inventory with Quesnel, giving people more convenient options. “Everything on our lot is ready to go within the hour. We want to get you on the road and out where you want to be,” he continued. In almost 40 years, Chemo RV has had two owners: Jack Bell and his son, Jason. “The proof is in the pudding,” Jason continued. We won’t sell everybody and that’s OK. A group of local mud racers from the North Cariboo Mud Racers Association had a successful weekend in Valemount, B.C., Aug 7 – 8 bringing home well- deserved trophies. This was the second race of the North West Mud Racing Associations series. Ty Lefebvre, 16 years old, won first place in tractor class along with winning fastest pass with a 4.35 sec in Rebel Child a ’79 Ford with a 1000 horsepower nitrous fed 532 stroker big block Ford. Ty would like to thank his sponsors, Bob Diewold, Fountain Tire Quesnel and VTL Motorsports for helping him this race season! Mike Rempel in Mud Fever placed third in the paddle class and after only four passes in his new mud racer, Mike was welcomed into the two-second club racing his personal best of 2.99 seconds. Mud Fever runs a Blown Alcohol 540 big block Dart making around 2000 hp. Tony Dreger placed first in ProCut Class and Fast Pass with 2.7 with Ghost Rider. This is a completely custom built blown alcohol engine based on a boss 429 Ford making more than 3000 horsepower. These racers will be off to Chilliwack next weekend and they are looking forward to racing on home soil on Aug. 29 – 30 at the end of Oval Road hosted by North Cariboo Mud Racers Association. This a non-profit organization that will be hosting its 24 Annual race and their first ever Demolition Derby on Saturday evening! Horgan’s handyman stays in Alberta TOM FLETCHER Black Press B.C. NDP leader John Horgan’s chief of staff has resigned to take a senior job with the Alberta NDP government. Lawyer John Heaney took unpaid leave from his B.C. job in May to serve as acting associate deputy minister for policy and planning for Alberta. Horgan announced Monday that Heaney “is in discussions with the Government of Alberta regarding a senior policy position. “While I am sorry to lose his talent here in British Columbia, I am not surprised he has proven to be invaluable to Premier Rachel Notley and the new NDP government of Alberta.” Horgan’s deputy chief of staff Suzanne Christensen will assume the job she has been filling in an acting capacity since Heaney’s departure from Victoria, and

any further changes to political staff will be made in September, Horgan said. Heaney’s jump to a newly created senior administration role with a top salary of $287,000 a year caused a stir in Edmonton, with opposition Wildrose Party MLAs accusing Notley of politicizing the civil service. “Using the non-partisan public service to reward a partisan apparatchik is very dangerous to the ability of the public service to do what is in the best interests of all Albertans,” Wildrose finance critic Derek Fildebrandt told the Edmonton Journal in May. “It is the very thing the Tories have done for decades.” Heaney attracted similar criticism during his days with B.C. NDP premier Mike Harcourt’s government, where he ran a “public issues and consultation branch” that was part of the B.C. public service.

Anti-violence measures increase at four hospitals TOM FLETCHER Black Press The B.C. health ministry is adding an extra $2 million to improve security at four facilities identified as having the highest risk for violence. Extra staff, new alarms and violence prevention training will be among strategies for Forensic Psychiatric Hospital in Port Coquitlam, Hillside Centre in Kamloops, Seven Oaks Tertiary Mental Health in Victoria and Abbotsford Regional Hospital. Health Minister Terry Lake announced the extra funding Thursday with B.C. Nurses’ Union president Gayle Duteil. Eight more health facilities have been identified as priorities for additional help, and more are expected to be identified this fall, Lake said. Duteil said increased staffing around the clock at Hillside psychiatric hospital mean that

nurses will no longer have to work alone. She said violence is a risk for all health care facilities in the province, including residential care. “Health care workers as a whole receive the highest number of WorkSafeBC injury claims for violence-related injuries across this province,” Duteil said. “They actually have more injuries that police officers related to violence.” Duteil said a nurse at the Abbotsford emergency room has not returned to work after an assault in March left him with stitches to his face. Fraser Health reported that there were three security guards on duty at the time who responded immediately to what police described as a sudden, unprovoked attack by a 23-yearold man. Lake said the ministry committed $37 million to violence education in 2011. Since then the annual total of “Code White” violence incidents has declined from 4,300 a year to 3,700.
