Kootenay zone, the majority of people are good about putting their campfires out when approached by the CO’s but there is always the bad apple that takes a little more convincing. “Each situation is

Sometimes we are dealing with people who have had too much alcohol so that can escalate situations, but so far so good. “As hard as it is not to have a campfire when you are camping, we just want people to respect the campfire ban,” he said. “The ramifications of PUBLICATION: Abbotsford News, Aldergrove stAr, CAmpbell river mirror, CAstlegAr News, ChilliwACk progress, Comox vAlley reCord, duNCAN CowiChAN piCtoriAl NewsleAder, kelowNA CApitAl News, kooteNAy Advertiser, lANgley times, mAple ridge News, missioN City reCord, NANAimo News bulletiN, NelsoN stAr, NortherN CoNNeCtor, pArksville QuAliCum News, peACe ArCh News, peNtiCtoN westerN News, port AlberNi vAlley News, priNCetoN similkAmeeN spotlight, QuesNel observer, shuswAp mArket News, summerlANd review, surrey/N. deltA leAder, trAil dAily times, verNoN morNiNg stAr, viCtoriA regioNAl, viCtoriA sooke News, williAms lAke, wiNfield lAke CouNtry CAleNdAr / AD#: 05-sdm-wlu-2015 / SIZE: 4.3125" x 8"

The current fire ban in the Southeast Fire Centre began on July 3 and is still on-going. Due to campers not complying with the ban, conservation officers (CO) are out almost every night doing

having a campfire with how dangerously dry conditions are right now can have devastating effects for the area, not just from a residential and property perspective but also from a tourism perspective.” Since July 3 in the East Kootenays, CO’s have issued eight $345 tickets for campfires and have put out 55 campfires in that time. Multiple tickets can be handed out around each fire as any person standing around the fire can get a ticket, not just the person that lights it. “Just being at the fire is a violation,” said Schley. “So again the message is just don’t have a wood campfire.” An alternative to a wood campfire is the propane campfires, which are perfectly legal and are a good alternative for people who still want the campfire ambiance. Currently CO’s are seeing approximately 20 of these a night compared to just a couple at the beginning of July. For more information on the fire ban access the Southeast Fire Centre website at http://bcwildfire.ca/ aboutus/organization/ southeast/.

NEB gives long list of conditions for Trans Mountain approval

PHOTO BLACK PRESS

Trans Mountain pipeline expansion work near Jasper Alberta, which was completed in 2008. by Tom Fletcher The National Energy Board has released a draft list of 145 conditions for approval of Kinder Morgan Canada’s oil pipeline expansion project, including environmental protection plans for land and marine operations. Conditions include the possibility of dredging for the expansion of the Westridge Marine Terminal in Burnaby, where the original Trans Mountain pipeline has delivered crude oil and refined products since 1953. Kinder Morgan is proposing to twin the line to ramp up shipments of diluted bitumen from northern Alberta that began intermittently in the late 1980s. The $5.4 billion expansion project would nearly triple the line’s capacity to 890,000 barrels per day, resulting in a seven-fold increase in oil tankers entering and leaving Vancouver harbour. Kinder Morgan Canada president Ian Anderson said Thursday the company will be seeking clarification on the timing of some of the conditions, and will file its comments to the NEB

review panel Aug. 20. Most major conditions, including plans for watercourse crossings along the route, are to be filed at least 90 days before construction begins. “Our initial review of the draft conditions

is that they are rigorous but achievable,” Anderson said. NEB hearings are to resume Aug. 24, where the B.C. government is expected to formalize its position, based on Premier Christy Clark’s five conditions for new heavy oil pipe-

lines. They include a “world-class” spill response capability on

land and sea, approval and benefit sharing by affected First Nations,

Those conditions were included in B.C.’s position opposing the Enbridge Northern Gateway project, which the federal government approved with its own list of more than 200 conditions. The province does not have authority to veto either pipeline project, as each would run from Alberta to B.C. Draft conditions for Trans Mountain include identification of all sites on the proposed second line affected by earthquake, including the “Holocene for Sumas Fault, Vedder Mountain Fault, Fraser River-Straight Creek Fault and Rocky Mountain Trench, as well as other possible hidden faults.” Conditions also include submitting records of landowner consultation on the route, and a plan for aboriginal participation in monitoring construction.

and a still-undefined “fair share” of benefits for the province.

The Weekday View

Letter: Watchful eye on Jumbo Resort Dear Editor: The July 21st, 2015 meeting of Jumbo Glacier Mountain Resort Municipality (JGMRM) received a letter from the Jumbo Glacier Resorts (JGR) and development proponent, Oberto Oberti. It said, “Glacier Resort Ltd. (parent corp. of the proposed JGR) cannot allow the project to be dismissed after having substantially done everything that it was asked to do and was permitted to do up to October

Monday, August 17, 2015 Kootenay News Advertiser

12th, 2014, and it believes that a judicial review (J.R.) will show clearly that the minister did not make a correct decision in declaring the project not substantially started. Glacier’s lawyers will submit a request for a J.R. as soon as the case is prepared.” That will make the fourth J.R. relevant to the proposed JGR and development. The most current is the West Kootenay Eco-Society challenging the authenticity

of the JGMRM. Mr. Oberti’s letter also stated, “GRL intends to work with minor amendments to the Resort Master Plan and the Master Development Agreement, reducing the size of the project below the thresholds of the Environmental Assessment Act (EAA) by moving forward under the All Season Resort Policy (ASRP) as the ASRP does not contain the same substantially started deadline aspect as the EAA.” In a recent interview with my government contact person in the Mountain Resorts Departement of the

MFLRO (Ministry of Forests, Lands and Natural Resource Operations), I learned the following: “There is still some evaluating happening having to do with the latest events for the JGR proposal but we are close to the end. And so far, a scaled-down version has not been submitted. The scaled-down version allows maximum 2,000-bed resort with a maximum of 600 beds for resort guests.” I asked, “Does that mean 1,400 beds for employees and private ownership like condos, townhouses and private residenc-

es?” The answer was affirmative. Any resort proposal over 2,000 beds falls within the EAA. The original Jumbo Glacier Resort and development proposal was for a city the size of Nelson, B.C., with 6,200 hectare land base. Now, looking at a nose count of 2,000, we see a place twice as big as Kaslo. At that July 21st, 2015 JGMRM meeting, council members voted unanimously to give the third and final reading to the Jumbo Official Community Plan (JOCP) and formally adopt it. “The OCP is now a

fact on the ground, one of the few at the moment,” said JGMRM mayor, Greg Deck, adding that “if nothing comes of the proponent’s J.R. petition against Minister Polak’s decision, then I expect the municipality and it OCP and by-laws will be dissolved. If the J.R. is successful, then the OCP is already in place; and if a scaleddown resort proposal ends up going ahead, then we (JGMRM) will do what every municipality does — amend and change our OCP.” So that’s what’s been brewing while we took a little breath-

er — not at all surprising, actually. The ASRP has a reputation for not being as stringent as the EAA so we should expect the pace to quicken. For Jumbo Wilders, it’s back to the front lines while the government and the proponent continue their marathon of smoke and mirrors that has, thus far, been part of three different political parties and eight different governments. ~Rowena Eloise West Kootenay Coalition for Jumbo Wild, Argenta

I had to go to the hospital when I was 14 so I quit for four days. That’s the longest I’ve ever been without a cigarette since.” Lea looked to the Alcoholics Anonymous (AA) program and said that he liked the idea of support. His original idea was just to have himself locked away in a clinic, but decided that this initiative might work better

and would draw more attention to the problem. “There is a thing about going through it with someone else. It isn’t just about them helping you, it’s about me helping them too. It just works better that way. That’s why the offer is only open to people who are also heavy smokers who want to quit.” The ad noted that participants are also required to be available for each other at least by phone and in

person if possible 24 hours a day. While two weeks may not seem long enough to have completely quit the habit, Lea explained that at least then, he will

know that he can quit for that time period. Currently, Lea said that he has had numerous responses to the ad that he is following up on.
