Fire suppression continues in Rock Creek Affected properties referenced with maps and matched with RDKB’s ownership data BY SHERI REGNIER Times Staff

There’s no sense of when the Rock Creek wildfire crisis will end. Alan Stanley, from the Emergency Operations Centre (EOC) in Trail, is mapping out the devastating fire that rapidly spread through the Regional District of Kootenay Boundary (RDKB) jurisdiction west of Rock Creek Thursday afternoon. The fire is now 3,750-hectares in size and considered zero per cent contained. “At this point, it seems to be settling into a bit of a long term event,” Stanley said. Evacuation orders were issued to 240 properties and by noon Friday, Highway 3 and Highway 33 remained closed to all traffic. The corridor section remains too dangerous to access so an aerial assessment of affected properties was made by helicopter Saturday, then cross referenced with maps, and matched with the RDKB’s ownership data base. “At that point we knew the owners and cross referenced

that with the evacuee registers,” explained Stanley. “That was the main way we tracked most of the people down to inform the homeowners of their situation.” Thirty homes and 11 additional properties, most on Highway 33 west of Rock Creek, were destroyed by the fire that grew more than 2,000 hectares in 24 hours. Over the next few days, aircraft including air tankers will be supporting ground crews as they continue to extend control lines near properties by establishing machine-guard and fuel-free areas. The fire is under investigation though suspected to be human-caused. Highway 3 was re-opened Saturday night and 88 residents were allowed to return home Sunday. Evacuees from the Kettle River Provincial Park were transported back to the site that day, to gather belongings and vehicles before vacating the campground. According to the EOC, wildfire and municipal firefighters were able to save all of the camper’s possessions. See ENTIRE Page 3

Chances are you’ve never heard of the UBE3A gene or Angelman Syndrome (AS). The Gould family wants to change that following their sweet little girl’s diagnosis. Fayth Gould is a bubbly Trail toddler who turns three in November. She was born with the chromosomal anomaly, but was only recently determined to be lacking the specific gene which causes AS. To raise awareness about the condition, her family and friends have organized an all-day bake sale slated for Wednesday, beginning at 10 a.m., in the Waneta Plaza.

Money raised is just icing on the cake, says Fayth’s mom Stacey Gould, adding that all proceeds will go to the Canadian Angelman Syndrome Society. “We are baking up a storm, and accepting any and all donations,” Stacey added. “Anything will be appreciated. If people want to donate baked goods, canning, or money, they can just drop it off at the mall the morning of the bake sale.” The syndrome affects about one in 15,000 people, but Fayth is the only known case in the West/East Kootenay. “To me the awareness of this syndrome is most import-

ant,” explained Stacey. “For myself, and just about everyone I have talked to, they had never heard of Angelman Syndrome. Although there is nothing you can do to prevent it from happening, it is something to be aware of. My goal is to spread the word.” The complex neurogenetic disorder is rare and often remains hidden until the infant first shows signs of developmental delay at six months. Diagnosis takes several years because unique clinical features, such as severe speech or intellectual impairment, an unusual gait, tremulous limbs and an unusually happy demeanor, may not

manifest until the child is one year or older. That’s exactly what happened before Fayth was diagnosed earlier this year ®C though maternal intuition told her mom that something was amiss long before. “I have an older daughter as well,” explained Stacey, mentioning Felicity Gould, 6. “When Fayth was not reaching the same milestones, like sitting unassisted and crawling, it caused red flags to go up.” Stacey’s pregnancy was textbook, the C-section birth went according to plan, and by all accounts, Fayth was a healthy newborn. BC Wildfire Services reports 78 new fires burning since Thursday – three of which are spot fires near Violin Lake. Lightning sparked the trio of fires over the weekend and had one helicopter assigned to bucket an area just west of the lake Sunday afternoon. Initial attack crews were responding to the locations Monday, confirmed Melissa Klassen, fire information officer with BC Wildfire Services. Another local wildfire, in the Paulson Pass area, has been burning since Friday. Reported to be north of Highway 3 and visible from the roadway, the fire has spread over 200 hectares in

sion Monday while a 12-man crew worked to establish containment. “Today there’s a potential for fire activity to increase with higher temperatures,” she added. “And we may see open flame and the odd pocket of trees candling.” The highway remains open but is being closely monitored this week as the forecast is calling for another

warm and dry trend. “We are really relying on the public to not pull over in that area and keep moving through because it is an area with an active wildfire,” said Klassen. “We have signage up reminding people to exercise extreme caution.” Northeast of the Paulson Pass, a cluster of three remote lightning-caused spot fires sparked over the weekend and had initial attack crews responding Monday. Elsewhere in the region, crews responded to a remote 820-hectare fire in the Deer Park area, 35 kilometres northeast of Castlegar, Saturday night. Further east, 13 km outside of Creston, the Midgley Mountain Fire was listed as active though reported to be 10 per cent contained Monday. This fire was reported Friday evening and grew quickly due to heavy winds in the area. However, fire activity greatly decreased Saturday,

The initial attack crew is often the first at the scene of a new wildfire. The firefighters operate as a three-person team and work quickly to set up water pumps, remove fuel from the fire’s path using chainsaws or shovels, and dig fire guards to control or extinguish the blaze. Crews are self-sufficient, carrying in up to 200 lbs of necessities. They can remain at the site for up to 24 hours without re-supply.

Drone dummy adds to wildfire threat By Tom Fletcher Black Press

Forests Minister Steve Thomson called for public assistance Monday to identify those responsible for careless wildfire starts, or unauthorized intrusions into evacuation areas and restricted airspace. The B.C. Wildfire Service had to ground eight helicopters and three fixed-wing aircraft for three hours while battling fires around Oliver Sunday, due to an unauthorized drone flying in the area. Thomson was at Oliver airport when crews were called back from efforts to contain the Testalinden Creek and Wilson’s Mountain Road fires that threaten the community. “You could really see the frustration of the pilots and our wildfire team,” Thomson said. “Ticked off would probably be too mild a term to talk about their reaction. It’s really something that is just not acceptable.” Despite the interruption, the B.C. Wildfire Service estimated

Reports of a video showing a smoker igniting the volatile fire west of Rock Creek have not been confirmed, Thomson said. The Rock Creek fire remained unconfined at about 3,750 hectares Monday, and has destroyed 30 homes. Chief fire information officer Kevin Skrepnek said the fire has not spread significantly since it was reported last week, but with hot days ahead that could change. There were 44 new fires reported Sunday, making a total of 239 burning by Monday. There have been 292,000 hectares burned and $207 million spent so far this year, almost the same as this time last summer.

Grace McGregor saw first hand how quick and devastating a wildfire of this magnitude can be. The RDKB board chair and Director for Area C was camping in the Christian Valley when the fire broke and was heading back home to Christina Lake. “We tried to get home yesterday when the fire started up and we got as far as Westbridge,” she told the Trail Times Friday morning. “We were sitting at Westbridge watching that horrible smoke and it was so frightening. I just feel for everybody involved in this.” Fires are all around the region, she said in a shaky

they have more information and as soon as they have the truth of what’s happened.” McGregor shared that communities have quickly rallied to assist the region. “There has been very helpful people,” she said, mentioning groups from Greenwood, Midway the Boundary Similkameen and many others. “Fire departments from all over the place have offered every kind of help they could.” The Red Cross joined the relief efforts Monday, working alongside the RDKB and other agencies to provide assistance to fire evacuees. Drought 4 rating and the Kettle River’s low water level. “We were up there and saw there is hardly anything coming out of any of the tributaries,” she added. “People are really going to need to pay attention to what’s happening this year.” Despite continued efforts of air tankers and ground crews, the dry climate, high temperatures and wind gusts grew the wildfire to its current size, Fanny Bernard, from the Southeast Fire Centre said Friday. Thirty-six firefighters worked alongside the Midway Fire Department before 40 additional BC Wildfire Service personnel arrived on scene late Thursday evening. With more time, will more voters care?

everal readers took me to task for last week’s commentary on the beginning of our long, hot federal election campaign. They pointed out, among other things, that there are substantial cost increases to Elections Canada as well as higher spending limits for the parties. And thanks to generous tax deductions for political donations, taxpayers subsidize all party spending whether they want to or not. That’s the system as it is today, so rather than rail against it, it seems more useful to ask what we’re getting for our forced investment in this exercise. First, more leader debates. The traditional main event organized by TV networks for Oct. 8 appears to be a bust, with only Liberal leader Justin Trudeau and Green Party leader Elizabeth May expected to attend. Conservative leader

Stephen Harper declined, prompting NDP leader Thomas Mulcair to say he will only take part in debates that include Harper.

Harper, Trudeau and Mulcair have agreed to a Sept. 17 debate hosted by The Globe and Mail and Google Canada. This one is to be focused on the economy, which should force participants to get beyond their talking points and pointing fingers. On Sept. 28 there will be a debate focused on for-

eign policy hosted by Munk Debates, a charitable foundation. Harper, Trudeau and Mulcair have accepted. May and Bloc Quebecois leader Gilles Duceppe were not invited to either of these. The national media have decided that the biggest issue currently is the trial of suspended senator Mike Duffy, but this has turned out to be a rehash of facts and assertions heard many times over by those who care. The expense account abuse has pushed the issue of senate reform to the forefront. Harper declared his intention to starve the Senate by refusing any more appointments, after most provinces ignored his call to elect their nominees. Trudeau, having expelled all Liberal senators from the party caucus, has warned that Harper’s plan and Mulcair’s long-standing position to abolish the Senate are both unworkable, if not unconstitu-

tional. Trudeau has promised changes to the senate appointment process, but no specifics so far. Party policies are being doled out one bit at a time, and the national and local candidate debates may help clarify them. Here are a couple that could use closer scrutiny. Harper has promised to revive a stimulus program from the 2009 economic crisis, offering a 15 per cent tax credit for home improvements between $1,000 and $5,000. This sounds great if you’re a homeowner, but does nothing for renters, drives up the cost of housing in already overpriced urban markets and encourages more consumer debt. Trudeau has promised an additional $2.6 billion over four years for First Nations education on reserves, and accelerated spending on school infrastructure. Mulcair has promised to hold a national inquiry into missing and murdered

aboriginal women. Mulcair and Trudeau both pledge to reverse the Conservative moves to eliminate what’s left of door-to-door mail delivery, and to extend the age of eligibility for the Old Age Security pension from 65 to 67. All of these promises are presented in the most appealing way possible by the parties that promote them, and all involve spending and taxation trade-offs that the parties would prefer not to discuss. Another possible dividend from a formal campaign stretching more than two months is that more voters will pay attention to the real issues and actually take the time to cast a ballot. ‘Furious 7,’ One Direction, ‘Empire’ win THE ASSOCIATED PRESS NEW YORK - The 17th Teen Choice Awards threw its full support behind the hit series “Empire,” honoured late “Furious 7” star Paul Walker and paid homage to a respected elder: Britney Spears. The two-hour teen celebration, broadcast live Sunday night fro Los Angeles’ Galen Center. Christopher “Ludacris” Bridges, the rapper and “Furious 7” co-star, was one of three hosts, alongside “Jane the Virgin” star Gina Rodriguez and actor Josh Peck. Bridges’ film, one of year’s biggest big-screen hits, was one of the night’s top winners, winning best action movie and best actor in an action-adventure for the late Paul Walker. “Paul Walker is here in spirit with us,” said Vin Diesel, a star in the street racing franchise. And emissions have been rising whether it be in the area of transportation, industry, or natural gas production. The good news is that our smoke signals have put the climate on the front burner again, so to speak. There’s now an avenue to weigh in on what we all think should be done to fix things. The province has launched the Climate Action Consultation. People were encouraged to take the survey until Aug. 17. “It only takes a few minutes and your input can help ensure a better future for all British Columbians,” read the site. That’s politician speak, of course. There’s a good chance it won’t amount to anything— certainly not a photo op. But now, as we watch our valley swallowed by flames yet again, let’s at least feign interest in saving the world. It’s just a click away. Insite offers more than safe place

An editorial from the Red Deer Advocate There’s no such thing as a “normal” day in Vancouver’s drug scene, but Aug. 9 must have broken all records for abnormality. In that one day, there were 16 potentially lethal overdoses — at least those that made it into the official record. In one hour alone, there were six. The drug involved? It was a pink concoction of heroin, mixed with fentanyl. Fentanyl is deadly — it’s a painkiller

hundreds of times more powerful than heroin and 80 times more powerful than Oxycontin, which is sold on the streets in fake form as green pills that contain fentanyl. The line between getting high on fentanyl and being dead on fentanyl is extremely narrow. But it is cheap for drug cartels to buy in bulk overseas, easy to mix with other substances, and to press into pills and distribute. An overdose is easy to spot and easy to

treat, if someone calls for help in time. A drug called Naloxone, sold as Narcan, can be injected and within minutes it binds to the gateway cells in the brain than take in opiates, blocking opiates from having any effect. In the case of a fentanyl overdose, blocking the effect means the drug user continues to breathe and continues to have a heartbeat. Pretty simple. The federal government continues to oppose at every oppor-

tunity community efforts to reduce the harm of drug addiction and to save the lives of people who have overdosed. Right up to the Supreme Court, which ruled unanimously that Vancouver’s safe injection program, Insite, must be afforded exemption from drug enforcement laws in order to operate. As a result, although people do overdose on their illegal drugs at Insite, thus far, none of them has died from it. That’s a pretty amazing accomplishment.

Man missing, says RCMP The Midway RCMP is requesting the public’s assistance in locating Matthew Straume, who was last seen around 10:30 a.m. on Thursday near Greenwood. Straume was planning on taking his ATV from Greenwood to Beaverdell, using forest

service roads, but did not arrive in Beaverdell and has not been heard from since. He is described as approximately 5’8 tall, 170 pounds, stubble on his face, with short, curly brown hair. If anyone has seen him, call 250-449-2244.

Evelyn Noreen Shankaruk Noreen passed away peacefully at the Kootenay Boundary Regional Hospital with her family by her side on August 12, 2015 at the age of 90. She is survived by her sons Grant, Harold (Marina), Brian (Ann); her grandchildren Ethan and Roan; her sister Isobel; Sister-in-law Mary (Russ) along with many nieces and nephews. Mom knew something was amiss From page 1 “At six months I started noticing these things,” said Stacey. “I took her to the doctor all the time with my concern, but was always told that kids all develop at their own rate and that they were sure Fayth would catch up.” The devoted mom persevered along with her husband Barry Gould, because they instinctively knew that something wasn’t right. She wasn’t “heard” until March 2014, when Stacey described her daughter as “babyish” to Trail’s thenpediatrician Dr. Henry Ukpeh. “It took some convincing and a lot of pushing with my concerns for things started rolling,” she said. “I said to Dr. Ukpeh that ‘Fayth seems so babyish,’ and this sent red flags up for him, so he sent us to BC Children’s Hospital in Vancouver.” For five days Fayth endured a battery of tests. Countless vials of blood were drawn and genetic investigation began, on top of an MRI, a spinal tap, visual screening, and auditory testing. “Her MRI showed she had microcephaly (a small head) and a decrease in grey matter,” said Stacey. “I was told the results from the genetic testing and blood work could possibly take a few months to come back. So we left the hospital with no real answer as to what was going on.” Back in Trail, Fayth was her happy self when she began physiotherapy, occupational therapy and speech therapy at Kootenay Family Place in Castlegar. “During this whole time I remember feeling positive, I kept thinking there was just a glitch and with all the therapies, Fayth would catch up.” Months passed with no word about the test results. Early this year, Stacey and Dr. Ukpeh planned a letter-writing campaign to get medical documents sent to his Trail clinic. The agonizing wait gave way to full blown fear in February, when Fayth began to have frequent “drop” seizures (also called atonic seizures, characterized by a brief lapse in muscle tone, caused by temporary alteration in brain function).

ing I could have done to prevent this, and there is nothing I can do to make it go away,” says Stacey. “There is no cure yet, so we carry on with life and do what we can to make sure Fayth has everything she needs to live an enjoyable life.” She said although doctors gave her and Barry the worstcase scenario, such as Fayth may never walk or talk and will be in their care the rest of her life ®C she’s already beaten the odds. “She walks, she communicates through gestures and

gets her point across,” Stacey added. “To me she is a typical child who just needs a little extra work. They can do anything as long as you provide them the opportunity to learn.” Since Fayth’s diagnosis, Stacey has been communicating with other parents of children diagnosed with Angelman Syndrome. “This one lady said to me, ‘Leave them to be a bump on the log and they will, given them opportunities to succeed and they will.’ “These are words I live by.”

Junior golfer takes Men’s Club title BY TIMES STAFF Fruitvale native Aiden Browell shot lights out at Champion Lakes Golf Course last weekend to capture the Men’s Club Championship. Close to 60 golfers teed off for the annual title that saw the 16-year-old junior golfer card a 4-under par 68 to win the 18-hole event by three strokes over Thomas Talarski who shot a 1-under 71 to win Low Gross for the first flight (0-11.4). Veteran golfer Merv Neil, meanwhile, claimed the Low Net with a 65 on the 5,874 yard par-72 course. Ed Wilcox fired the second lowest round in the first flight with a 74, while Kellen Jones took home low net with a 67, followed by Len Gordon with a 69. In Flight 2, 11.516.5, Murray Price

and Darryle Kohlman shot identical rounds of 84 to take low gross honours, while Rodger Roebuck carded low net with a 68 followed by Trail golfer Ray Porcellato’s 69. In the Third Flight, 16.6-20, Rick Roberts closed out with a 90 to shoot low gross, with Wayne Swan coming in two shots back to take second spot. Low net winners saw Jim Morris and Denis Yee share the lead with a pair of 71s, and Rick Hardie come in with a 73. Montrose golfer Nick Fizor beat Ken Warzocha by one shot to take the fourth flight, 20.1-36, low gross with a 91, while Ajit Dosanj claimed low net with a 68, and Russ Anselmo took home second spot with a 71. Canada wins eighth straight gold medal PENTICTON WESTERN NEWS Four first period goals helped lead Canada to a 7-3 win over Sweden in the Ivan Hlinka Memorial Cup on Saturday in Beclav, Czech Republic. It’s the eighth straight tournament win for Canada. Helping Canada to victory was PierreLuc Dubois scoring the first two goals, while Canada’s final goal was scored by Okanagan Hockey Academy alum Beck Malenstyn, who was set up by Penticton Vees captain Tyson Jost. “I’m really proud of this group of players. They all pulled together for one thing,” said Canada head coach Stan Butler on the Ivan Hlinka website. “We told them when we got here: this is about one team and one goal. We were one team and we chased one goal, which we got here today.” Jost along with Vees teammate Dante Fabbro, helped Canada win all five of its games en route to the championship. In the 25-year history of the tournament, Canada has won it 20 times. Canada advanced by defeating Russia 2-1 on a shootout goal by Nolan Patrick. Canada advanced to the semifinal thanks to a 9-2 win against Switzerland where Jost led the offence with a hat trick.

Matteucci leads Team BC to bronze

BY TIMES STAFF Fruitvale’s Ella Matteucci led the Team BC women’s baseball team to a bronze medal finish at the Canadian Baseball championship in Saguenay, Quebec on Sunday with an 8-2 win over Ontario 2. However, Allison Schroder and the U16 Girls BC Team came up short in their run to the playoffs, finishing sixth in the tournament. The Team BC women had mixed results in the round robin after opening up with a decisive 12-2 victory over Ontario 2, they would drop a 9-5 decision to Ontario 1 on Friday. The team would rebound with a 6-5 victory over Quebec 2 later that day, before falling to Quebec 1 on Saturday 6-3. In Sunday’s bronze medal match against Quebec 2, with

the score tied 2-2, Stephanie Caron’s fifth inning single scored two runs for Team BC to put them into a lead they would not relinquish. Matteucci would come up after Caron and drive in one of her two runs in the game to make it 5-2, and the BC squad would add three insurance runs in the bottom of the sixth for the decisive win. Matteucci was the top BC batter hitting .400 while going 8-for-20, with three doubles, a triple, and six RBIs. In Sunday’s final, Ontario 1 captured the championship with a 3-1 victory over Quebec 1. Results at the National Baseball championship in Saguenay did not go as well for Schroder and the U16 team. The U16 girls jumped out to a good start with a

15-6 victory over Quebec 2 on Thursday, but would fall in Friday’s match to Ontario 14-4 and Manitoba on Saturday 11-1. The 1-and-2 record was not good enough for a berth into the playoffs and the 13-yearold Schroder and the rest of Team BC had to be content with a sixth place finish after losing to Nova Scotia 11-7 Sunday night. Team BC jumped out to a 3-1 first-inning lead when Schroder doubled and scored two. But after going up 4-1 in the second, the Maritimers would stage their comeback, scoring three in the third, and two in the fourth to take a 6-4 lead. BC made it close with two in the fifth, and a single in the sixth to trail 8-7 heading into the final inning, but a three-run seventh would seal the victory for Nova Scotia.

All that has been put to rest. This is a new Day, who has matured into one of the top three players in the world and figures to stay there. “As long as I am healthy, I feel like I’m going to be there a long time,” Day said. “I still want to accomplish that No. 1 goal of mine, which is to be the best player in the world. I’m still motivated and still very hungry for that, even after this win.” Ultimately, that’s what made it so special. Spieth’s plan was to catch Day somewhere along the front nine, though he could tell early that Day was smashing the driver and would be tough to beat. Day really put the Texan in a hole by making a 50-foot birdie putt on No. 7. No one got closer than two shots to Day the entire round. “He played like he had won seven or eight majors before,” Spieth said. The highest praise for Day came in the scoring trailer, when he said Spieth told him, “There’s nothing I could do.”

Anyone who’s glanced at a tabloid recently knows Kanye West as a flashy rapper who is married to reality TV star Kim Kardashian. But “Kanye West: God & Monster” by Mark Beaumont argues West’s talent and influence stretch well past the gossip headlines. Beaumont did his homework - there are eight pages of sources cited in the index piecing together West’s story, using media interviews spanning more than a decade. But the only quotes allegedly said by West and those in his circle are taken from outside reporting, not original interviews, so there are no revelations, and few new personal details. The book follows West’s life from his childhood in Chicago to his first shot in the music business through to the present. The bulk of the content focuses on his creative process writing and producing, so it reads more like a music anthology than a biography. The chapters are long and dense, each

focusing on a particular album, explaining the origin and meaning of scores of song lyrics and musical hooks, and myriad collaborators. West has joined forces with dozens of rap and hip-hop stars and the author names them all, making it a challenge to keep up. While Beaumont is deft at analyzing West’s lyrics and relating them to the rapper’s life experiences, including so many examples becomes repetitive and tedious and breaks the narrative’s flow. A consistent theme in the book is West’s perseverance and his refusal to accept rejection because his artistic convictions and belief in himself are so strong. Beaumont suggests that while West is now a “god” in music, he had a tough time breaking in. The author builds a convincing case that West is a creative music genius, with an eye for fashion, video directing and design. He’s also known among his peers as one of the hardest working performers, producing on a platinum record when he was just 19.

LOS ANGELES - The boys from Compton smashed opening weekend expectations, while the stylish “The Man From U.N.C.L.E.” struggled to find its footing. Universal’s N.W.A. biopic earned an astonishing $56.1 million in its debut, according to studio estimates Sunday. Director F. Gary Gray’s well-received film charts the formation and rise of the influential rap group. It cost just $29 million to produce. N.W.A. members Dr. Dre and Ice Cube served as producers on the film, which has Ice Cube’s real son O’Shea Jackson Jr. playing his father. Dr. Dre also released the companion piece “Compton,” - his first new album in 16 years. Nick Carpou, Universal’s president of domestic distribution, said they were “elated” with the results. Universal had previously predicted a very conservative $25 to $30 million opening. “It really struck a chord with audiences. It’s a story that is resonating right now,” said Paul Dergarabedian, Rentrak’s senior media analyst. “It was one of those records that was an important work and a very important expression of a particular viewpoint. To this day, that album has so much power.” Meanwhile, Warner Bros. PG-13-rated adaptation of the 1960s television series “The Man From U.N.C.L.E.” debuted in third place, behind “Mission: Impossible - Rogue Nation,” with a sluggish $13.5 million. “I was hoping for a little higher number, quite frankly,” said Jeff Goldstein, executive vicepresident of domestic distribution for Warner Bros. The goal had been a modest $15 million. The period spy thriller will have an uphill battle to make up its $80 million production budget. “The Man From U.N.C.L.E.” stars Henry Cavill and Armie Hammer as a pair of American and Russian agents in the fashionable Cold War-era film.
