alex.cooper@revelstokereview.com A rainbow sticker that is the symbol of diversity and the LGBTQ community will be going up on the door of Revelstoke city hall. Council voted to allow the sticker after it received a letter from the Safe Spaces Revelstoke Society asking it be put up. In doing so, council overrode a city policy to not issue proclamations. "Me personally, I don’t see what the big deal is. I know we have this thing about proclamations and we're concerned about other groups that will be asking," said Mayor Mark McKee. "I think everybody around the table supports the concept. So, we’re breaking a little rule here and there. I don’t care. I would rather we just go ahead and did it.” It was the second time the request was made to the city. Last year, Jill Zacharis, the chair of the city’s social development committee, sent a letter to Teresa LeRose

in the administration department asking the city put up the rainbow stickers. LeRose responded saying the stickers amounted to a proclamation, a practice the city discontinued in 1998. “The city prides itself on maintaining its public buildings as a welcoming location for staff, customers, residents and visitors alike no matter their gender, race, colour, ancestry, place of origin, political belief, religion, marital status, family status, physical or mental disability, sex, sexual orientation, age and so forth,” wrote LeRose, the manager of legislative services, in her letter rejecting the request. Over the past year, the rainbow flag stickers have gone up in businesses and other public buildings throughout Revelstoke as a symbol they are welcoming to LGBTQ individuals. However, the city has been a holdout for the reason stated above. Martin Ralph, the president of Safe Spaces, re-submitted the society’s re-

quest with a letter to the new mayor and council, noting that last year’s letter wasn’t seen by council and was only dealt with by administration. “First and most importantly the rainbow flag represents diversity, which our community prides itself in,” Ralph wrote. “It is not in and of itself a gay pride statement of proclamation, and was historically intended to be such, though some incorrectly believe this.” Displaying the rainbow flag indicates that the space is “open, accepting, positive and safe,” he added. Ralph wrote that the flags were received positively, but that some had been defaced or removed. “This tells us that there are members of the community who also do not believe the city inclusion policy is true. Again, hence, why the use of the rainbow stickers is so important.” Council support was unanimous. "I don’t think (staff) did anything wrong, I just think it’s an easy decision,” said coun. Orlando.

ALEX COOPER

alex.cooper@revelstokereview.com A report critical of the Auditor General for Local Government reflects the City of Revelstoke's experience with the beleaguered agency. "I think it's a fair report," said Graham Inglis, the city's Chief Financial Officer. "It encapsulates pretty much the experience we had here in Revelstoke." The Union of B.C. Municipalities surveyed the 17 local governments that had participated in former AGLG Basia Ruta's reviews by March. All but one responded that AGLG staff and auditors lacked understanding of how local government operates in B.C. That, combined with high turnover hampered the work of the AGLG. "The experience of local governments with AGLG operations affects how they view the outputs of the office," the UBCM report states. "If the office is uninformed with regard to local government operations, fails to meet deadlines, appears to be disorganized and mishandles information, the integrity of the office is diminished and its credibility is undermined." On the positive side, the auditors were

praised for their communication skills and being respectful of the demands the audits placed on communities. The City of Revelstoke was selected to undergo an audit looking into its procurement practice. Auditors were at city hall in October 2013, said Inglis, but so far nothing has been received from the AGLG. He said the city was contacted in February of this year, saying they would get a draft by the end of March. On Aug. 5, a different person contacted the city saying someone would followup with the city in September in order to complete the report. The AGLG was formed in 2012, fulfilling one of Premier Christy Clark's promises when she campaigned for leadership of the BC Liberal Party. The agency was hampered by turmoil within the office that led to high turnover. Ruta set a target of completing 18 audits in her first year, but only three have been issued so far. Ruta was fired in March and replaced by former B.C. Auditor General Arn Van Iersel. The UBCM report includes several condemning remarks of the AGLG's work. In one instance, one responded

to the UBCM survey said the auditors "didn't seem to grasp that municipalities and regional districts are separate legal entities with separate adopted budgets providing separate services. Another respondent said they had to spend considerable time educating the auditor on public sector guidelines, corporate policy and the operational processes related to the audit topic. Yet another respondent described the audit process as educating the AGLG, and that "they did not bring anything to the table that I would describe as having any value. Others complained the high turnover and confusion at the office of the AGLG led to communities being asked for the same document multiple times. The UBCM report recommends the office implement a basic course of study in local government operations for all AGLG staff and contractors, reduce turnover, and meet with the UBCM to discuss the report. Inglis said he hopes the report the city receives is "helpful." "We don't want all this work to have gone for nothing," he added. With files from Tom Fletcher, Black Press

THE WAIT TIME TO GET INTO MOUNT CARTIER COURT AVERAGES FIVE MONTHS, BUT FOR SOME SENIORS, THE IT'S DOUBLE THAT. WHEN JOY KNECHT WAS BUMPED DOWN THE LIST FOR SOMEONE FROM GRAND FORKS, HER DAUGHTERS TOOK HER PLIGHT PUBLIC, RAISING QUESTIONS ABOUT WHY JOY COULDN'T GET A SPOT. ALEX COOPER

alex.cooper@revelstokereview.com Joy Knecht has been in Queen Victoria Hospital since October 19, 2014. More than 300 days ago, she was brought to the hospital because her dementia reached the point where it wasn't safe for her to live at home. "Her dementia was quite quickly onset. She was pretty much fine by herself. We had nurses coming in and out before that with the home care system, just checking on her and making sure she was alright," said her daughter Michelle Knecht-Filipovic. Then, "She had a fairly quick decline and had to be hospitalized." Joy was on the waiting list for a space in the

Mount Cartier Court residential care facility then, and she remains on the waiting list now, biding her time in a cramped hospital room. There are two other ladies in the hospital in her situation, said Michelle. Recently, a space opened up in Mount Cartier Court, but it was given to a senior from Grand Forks who had to be evacuated from the Hardy View Lodge care facility when the roof collapsed. Interior Health scrambled to find spaces for the 38 seniors who were left without beds, placing them in various nearby facilities. Knecht-Filipovic wonders why her mother – who is at the top of the waiting list – wasn't given

Revelstoke woman injured in Trans-Canada crash ALEX COOPER

alex.cooper@revelstokereview.com A Revelstoke woman was injured following a crash on the Trans-Canada Highway 35 kilometres west of Revelstoke last Tuesday morning. Police say the incident happened when the driver of a westbound Jeep Cherokee rear-ended an Alberta vehicle that was in the process of turning left into the Enchanted Forest at around 9 a.m. on Tuesday, Aug. 11.

The four occupants in the Alberta vehicle were not injured, however a passenger in the Cherokee, a 54-year-old from Revelstoke, had to be airlifted to hospital, where she is in stable condition. The other people in the Jeep were not hurt. The crash is being investigated by the RCMP Southeast District Traffic Services. The crash closed the highway for about three hours. It re-opened at around 12:30 p.m., however it resulted in a major backup onto Victoria Road and delays getting in and out of Revelstoke, and across the high-

way to and from Columbia Park.

FROM THE WEB The following comments were posted in response to this story on the Revelstoke Review website: Tony Morabito That area has been a high accident area and maintenance problem since the highway was completed in 1962. If twinning of highway ever happens, build above railroad grade and eliminate four bridge crossings

from 19 mile overhead to Crazy Creek. Nancy Jensen I've seen a number of close calls there over the years. Maybe a warning sign or light to warn people of left turns off the highway and a slower speed through that section. Jan & Gerrie Alsemgeest It's crazy you're allowed to make a left turn into the Enchanted Forest. It's a wonder nobody's been killed yet. I had a couple close calls myself there. 500 metres or so is a turn around that drivers should use if they want to go to the Enchanted Forest.

Council defers gravel pit development permit decision ALEX COOPER

alex.cooper@revelstokereview.com Revelstoke council asked for more information about the environmental impact of a proposed gravel pit before issuing a development permit. Revelstoke Sand & Gravel applied to develop an 8.1 hectare quarry on Crown land off Westside Road, across the Columbia River from the golf course. The quarry would be located 200 metres from the river, and about 600 metres from the clubhouse. The company plans to extract about 10,000 cubic metres of aggregate from the pit every year over the first five years of operation. They have filed two applications — a land use application with the province for use of Crown land, and a development permit application with the City of Revelstoke. While the province dwells on the former, the latter went to council last Tuesday, Aug. 11. They were asked to approve a development permit application, with the condition that the proponent conduct a report identifying any "streams, water courses, or other features requiring permitting and/ or reporting to Federal and/or Provincial agencies." Council chose to defer a vote until questions on the environmental impact of the quarry are answered. "I would like to recommend the resolution be deferred until council receives further information from staff with respect to the environmental implications of the proposed development permit application,"

Revelstoke Sand & Gravel has applied to develop another gravel pit along Westside Road. Pictured is the City of Revelstoke pit, which is also in the area. ~ File photo said Mayor Mark McKee. As to what the environmental impact study would entail, McKee said that would be up to the councillors. "Council can ask staff on anything that they like and that's

part of why it's going back, is to make sure we're comfortable in any and all implications," he said. None of those questions were raised during last Tuesday's meeting and it is not

known when the environmental impact study will be ready. The land is zoned RR60, which allows for gravel pit development. It is also identified for future urban growth, though that is likely a long ways off from happening. There are several gravel pits in the area already, including one operated by the city further north on Westside Road and another nearby operated by Interroute. The latter proved controversial in 2010 when it expanded to 16 hectares from five hectares. Resident Stuart Andrews unsuccessfully fought the application. It prompted the city to develop a soil removal bylaw, however the bylaw was never adopted. In 2013, the North Columbia Environmental Society wrote a letter asking no more gravel pit permits be issued near the city, citing health and environmental concerns. Ultimately, the decision on whether to offer up the land for development as a gravel pit rests with the Ministry of Forests, Lands & Natural Resource operations, which administers Crown land in the province. The issue came up in 2012 when Canadian Aggregates applied to develop a gravel pit on Crown landin Maple Ridge. According to an article in the Maple Ridge News, while the Crown had control over the land, under the Land Act, “The applicant must meet the requirements established by local governments through their bylaws, and the province has no ability to override or provide an exemption to them.”

Libertarian candidate makes it five in running KEVIN NIMMOCK Black Press

The federal election race in Kootenay-Columbia has traditionally been a four-party battle, but on October 19th, local voters will have the chance to consider a candidate from a fifth party. Christina Yahn has joined race under the banner of the Libertarian Party of Canada. Throughout the next nine weeks, she is set to duke it out against the Conservative Party, the Liberal Party, the NDP and the Green Party for a job in Ottawa. “We hope to fire a shot across the bow at the status quo parties to let them know that liberty is something that Canadians value,” said party leader Tim Moen. Yahn, who could not be reached for this story, is a beekeeper and founder of The Queen Bee Project, an organization that promotes natural beekeeping techniques. According the Libertarian Party's website, Yahn's campaign platform involves food production, business regulations, the environment and foreign security. According to Yahn's campaign page (visit www.libertarian.ca/ candidate/christina-yahn), food regulation laws in Canada have suppressed local food producers and benefited lower-quality bulk pro-

ducers. Similarly, she believes current taxation policies benefit large businesses and put small businesses at risk. “Small business and healthy competition is part of what drives a strong economy,” Yahn says on her campaign page on the Libertarian party's website. Yahn calls herself an environmental advocate and has sat on many boards for local environmental and beekeeping associations. One of her main passions is sustainable food systems, which she says benefit consumers and the environment. As for foreign security, Yahn believes in non-interventional foreign policy. Essentially, she believes Canada can become a more peaceful nation by removing its military presence from other countries. While Yahn could not be reached for comment, Moen, noting the differences between his party and its competitors, said the Libertarian Party is the only group committed to making government smaller and less present in the day-to-day lives of Canadians. “You might describe us as socially liberal and fiscally conservative,” Moen said. “We want government out of our social lives and out of our economic lives as well. We want to maximize freedom for the individual.”

City should sign onto climate campaign Dear Mayor McKee, Councilors Brother, Duke, English, Nixon, Orlando, and Sulz, and the citizens of Revelstoke, I am writing to ask you to consider adding Revelstoke's name and reputation to the David Suzuki campaign to amend the Canadian Charter of Rights and Freedoms such that it will include the right to a healthy environment. I write as a child of your beautiful town. I was born and raised there and, although life has taken me to other places, my heart still belongs to the valley between Mounts Revelstoke and Begbie and Macpherson. My father, Dave Mitchell, was also raised in Revelstoke. He gave his life to being a teacher and school principal there. My grandfather worked as a boiler maker on the railroad in Revelstoke and

he and my grandmother are buried in the Revelstoke cemetery. The beauty and vibrancy of our mountain ecosystems course through my veins and shape the way I look at the world. I believe every human has a right to be inspired by such natural beauty. The national parks at our doorstep taught me that protection of animal and plant species is the job of our guardianship. That right to natural beauty, however, is threatened. For the guardianship of Earth's local species, we are failing. We and all species are deeply threatened by the horrors of global climate change. Our common sense, which leads us to want to protect ourselves and our environment, is daily overwhelmed by the sheer immensity of the problem and our human smallness in its wake. We find

ourselves feeling helpless, even, paralyzed. And yet we are not helpless. We can fight back; we can stand our ground for what is necessary to our survival and health. The David Suzuki campaign gives us a wonderful opportunity to act appropriately. This letter is part of my own engagement in that fight. Adding Revelstoke's considerable name to the list of municipalities requesting an amendment to the Charter of Rights and Freedoms to include the right to a healthy environment will be a positive step towards survival and health. From the bottom of my heart, I thank you for considering this request. Yours truly, Barbara A. Mitchell Spring, Texas

Editor, Thank you for writing again about our family’s efforts to obtain the proper zoning for our WhiteWorth Lodge proposal. We greatly appreciate you – and the many people–- who took time to attend last week and tell us their thoughts. The meeting went on for almost 2.5 hours and the tone, respect and the outcome was really remarkable. We are grateful for this. Meanwhile, we will continue to work with the Interior Health Authority to ensure our newly installed septic sys-

tem meets, or exceeds, all requirements. In addition, we will be joining with our neighbours and the City of Revelstoke to advance the provision of water and sewer services for all our neighbours. This is a priority for our plans! Last, we will continue to prove our real and proper intentions and true character to the Columbia Shuswap Regional District, and our neighbours, as we move forward in the process. We have noted all comments received — the issues and concerns. We have listened and we have heard. And as we

have stated many times: our main goal is to be a good neighbour – the best kind. We will seriously consider everyone’s thoughtful input and make some decisions shortly on how we might be able to proceed in a way that can work for everyone! Thank you very much again for the opportunity to explain. Christian Hansford Manager Hansford Land Corporation

Province should use local crews first on fires Editor, The current wildfire situation in British Columbia should be of concern to every citizen in respect to the loss of forest land, related values and particularly the massive financial cost associated therewith. It is noted that fire suppression crews

from Australia and South Africa as now undertaking control action in the province at great cost. Meanwhile, resident contract crews, who are fully trained and competent are largely being by-passed and ignored. Local crews, as residents, support our provincial economy, are familiar with our

forest environment and have a vested interest in efficient fire control. In view of this situation one must reflect on this highly questionable approach being undertaken by the wildfire branch. George Benwell Sr. Revelstoke

Sarah Jane Scouten: From the piazzas to the plaza

Fresh off a European tour, Sarah Jane Scouten is returning to Revelstoke. ~ Photo contributed

IMOGEN WHALE

Special to the Revelstoke Review Sarah Jane Scouten vividly remembers her first show in Revelstoke — an intimate show at Sangha Bean Cafe alongside her sister. “Krista (Cadieux, the owner of Sangha Bean) turned the cafe into a tiny concert,” Scouten says. “I stop there every

time I drive through Revelstoke. I can't not go to Sangha Bean, it's like a magnet.” Since then, Scouten has performed in several other venues, but her first Revelstoke performance remains her most memorable. She is returning here this Wednesday, Aug. 19, and Friday, Aug. 21, to play the Summer Street Festival in Grizzly Plaza. Both shows start at 6:30 p.m. Fresh off the European leg of her tour, the musician, singer and songwriter is working her way through British Columbia. After a stint at the Robson Valley Music Festival in Dunster, B.C., Scouten will be rolling into Revelstoke. Scouten is currently touring with her long time friend, Elise Boeur, a gifted fiddler who is on a free ride scholarship at Berklee School of Music in Boston. Scouten, who has a “semi secret obsession” with the fiddle, credits Boeur with improving

Scouten's own fiddling skills. “She plays my music well,” Scouten elaborates, “As well as any other style, including Scandinavian, Appalachian, and even Arabic.” Scouten's style is folk and all the variations the term “folk” can encompass, from string to bluegrass to honky tonk to maritime. She was a nominee for the 2014 Canadian Folk Music Awards for her critically acclaimed record The Cape. “Traditional North American and British music takes me back to another time and my imagination can run wild,” says Scouten. “It feels akin to a soundtrack.” When asked about the differences between performing in Europe and Canada, Scouten notes that in Europe, Americana music is hip, especially in Italy. “People couldn’t get enough, but didn't understand a word,” she explains. “I literally had to travel with a translator.” Records sold like hot cakes. She was, in her own words, rather a novelty. The most dramatic moment of Scouten's tour so far took place overseas. “I was refused entry into Italy because my passport had less than three months until it expired,” she says. “I didn't know that was a problem, especially as I had been allowed into the UK.” With no alternative, Scouten headed for the embassy and was granted a temporary passport just in time to make her flight. “I was so happy I gave the passport agent a thank you card. I don't think that was kosher, but I couldn't care less, I was back on the road!” Already working on new music since the launch of her tour, Scouten generally performs songs only when she starts to feel they are no longer her own. “Then they exist independently and I'm not so precious about them,” Scouten says. Still, audiences should keep their ears LAMPLIGHTER MOTELopen for one of her personal favourite songs, Black Strap Sadie. alex.cooper@revelstokereview.com Fans of Judy Garland will want to head up to Revelstoke Mountain Resort for a special tribute to the songs of the Golden Age of Hollywood. This Friday, Aug. 21, Vernon-based soprano singer Melina Moore will take the stage at Revelstoke Mountain Resort for a special performance called Over the Rainbow. Moore will be singing the songs of Judy Garland, and many other Hollywood stars when she takes the stage accompanied by a quartet of accomplished musicians. The show will include jazz band arrangements of Over the Rainbow, the Trolley Song, Smile, Easter Parade, Embraceable You, and many more hits from the age of the musical in Hollywood. Moore will be joined by Jim Leonard on piano, Doug Sonju on saxophone and clarinet, Bill Lockie on bass and Peter Padden on percussion. Moore is a talented opera singer from Argentina who studied at the Julliard School of Music and performed in New York City before moving out west and settling in Vernon, B.C. She has appeared in a number of Broadway and offBroadway musicals. Last year she performed in Revelstoke alongside musical theatre legend Peter Karrie in a show that paid tribute to the Phantom of the Opera and other musicals. Tickets to the show cost $75 and include a gondola ride to Revelation Lodge and a buffet dinner. Tickets can be purchased at R-Gear at the resort, or through the RMR website.

Residential care placement based on risk & needs, Interior Health says Waiting, from page 3 the space, and the man forced to wait in hospital like her mother. "We have questioned why he couldn't have been moved into hospital the same way as everyone else would have been," she said. "I said to Dr. (Robert) Halpenny (the president and CEO of Interior Health), this is wrong, it's unfair, and you guys have broken your rules." *** Interior Health doesn't have strict rules governing placements in residential care facilities. To be eligible, a health care needs assessment is conducted to see if a patient qualifies, and the applicant must have a health care need that requires 24-hour nursing and personal care. "Placement is based on an assessment of urgency of need and risk," said Dianne Kostachuk, Interior Health's director of operations for community integrated health services. "The risk can be fluid. If you're the first person on the list, if we have a case that is more urgent from a risk perspective and a need perspective, then those with needs will be placed first." Basically, someone who is living alone at home will be considered at higher risk than someone in a place considered safe like the hospital. There is also no official local priority given and placements can be made from outside the community if deemed necessary, said Kostachuk. "We look at it from a broad spectrum across the authority."

Mount Cartier Court, commonly known as the cottages, has 44 private rooms. There is consistently a waiting list. According to Interior Health, there are currently 11 people waiting for a room. IH didn't supply historica waiting list statistics, but the number of people on the wait list is reported to the City of Revelstoke's health care committee. According to the minutes from those meetings, the wait list has ranged from a low of two in November 2013, to a high of 12 in March 2015. Of those 12, five were waiting in the acute care wing of Queen Victoria Hospital. Darshan Lindsay, a spokesperson for Interior Health, said the average wait time to get into the cottages is 142 days. Some individuals are placed quickly, while others are required to wait. "This is due to the fact that individuals are placed in residential care based on urgency of need and risk (safety considerations), and not chronological order on a list," she said in an e-mail. According to government policy, seniors are expected to take the first bed they are offered, regardless of location; they can request a transfer to their preferred facility after they enter residential care. *** Marcy Cohen is a researcher for the Canadian Centre for Policy Alternatives and the BC Health Coalition. In 2012, she produced a report titled Caring for BC's Aging Population that looked at all levels of seniors care. According to the report, access to residential

RMR announces terrain park for upcoming ski season ALEX COOPER

REVELSTOKE

It wasn't just a tease. The terrain park that popped up at Revelstoke Mountain Resort at the end of last winter will be expanded for the upcoming ski season, the resort announced last week in a news release. "Our guests have been asking for a terrain park for quite some time, so we are really thrilled to have the resources and team in place to build a full-size progression park," said Peter Nielsen, the vice-president of RMR. "We are designing the park to appeal to a wide range of ages and abilities, and I think it is going to be a great addition to our winter offerings." The news is sure to delight the many skiers and snowboarders who have been clamouring for a park since the resort opened in 2007.

RMR plans on building an 11-acre terrain park under the Stoke Chair that, when completed, will be 450 metres long, 100 metres wide and include more than 20 jumps and other jib features. Work has already begun to clear the area that will be home to the park. The park expands on the handful of jumps the resort built under the chair at the end of the 201415 ski season. In a interview, Nielsen said the teaser park was a chance for the resort to test out its equipment to see what would be needed to build a full park in the future. "We were curious to see what level of use it would get and what level of excitement it would cause," he said. "Feedback was really positive and we got lots of positive response on social media. People spoke loudly and they wanted a park." The resort will expand its grooming fleet in order to maintain the park. Nielsen addressed concerns about injuries, saying, "We have confidence in the team we have and that we're adding the right people to make sure it's safe and entertaining." Nielsen said the park would add to the resort's list of amenities and would help develop its reputation as more than just a powder destination. He said the resort was shifting from being a destination for "weekend warriors" to those coming for a longer-period of time. Having a park makes it more likely for skiers and snowboarders to consider Revelstoke. "You're going to see it in our marketing," he said. "We didn't have a great powder year last year, but we had a great ski season. More amenities for people to play with when there's not much snow makes sense."
