The City of Campbell River is one of 17 local governments that has issues with B.C.’s controversial auditor general for local government. Some of the issues were revealed in a survey conducted by the Union of BC Municipalities (UBCM) of
local governments that were selected to undergo audits by the province. Survey results, which were released last week, reveal that all but one local government felt the auditors demonstrated a lack of knowledge of how local government works. That delay is among the reasons Basia Ruta, who was appointed the first auditor general of local government in January, 2013, was fired on March 23 of this year. Ruta’s work had been called into question after a review of her office found she had only completed three audits in the three years since her position was established by the premier. She was expected to complete 18 local government audits in one year. Ruta was ultimately fired after being accused by the minister responsible

They came back a year or two later and did it all over again – again, more staff time and more cost to the city.” Survey respondents also reported problems with what they were being asked for. “While a majority of respondents (10 of 17) believed the scope was adhered to, a similar number (nine of 17) thought that the questions asked during the audit process were not consistent with the scope,” according to a survey report. “A narrow majority of those surveyed were of the opinion that the AGLG
(auditor general for local government) and staff did not understand the audit topic.” Municipalities also felt the cost to their staff was high. “ The majority of respondents indicated a staff involvement of six to 10 staff members,” reads the report. “Fourteen of the responding local governments also provided an estimated cost to fulfill audit requirements, with an average per community of $12,378. One respondent summed up the view of many by saying their staff were ‘frustrated by being asked the same questions over and over again by auditors

for her department of obstructing the review of her office. Municipalities who took part in the audits report that the department’s poor performance was in part related to a high turnover of staff. Coun. Morris said Campbell River is still in the middle of the audit process and is awaiting the results of its audit. Former auditor general for B.C., Arn van Iersel, was appointed acting auditor general for local government in April and is working with the UBCM to improve the audit process, including training for auditors.

Construction is underway on an artificial turf field at Robron Park. Machines have torn up the grass on the upper field across from the lacrosse box to make way for the allweather, synthetic field. Construction of the $2.27 million project began at the start of the month and is expected to last until early November. The project includes not only the new turf, but also sports lighting and improvements to the pathway system around Robron Park. City council approved spending $1.09 million to dig up the grassy field, another $475,000 for the artificial turf, and a further $140,170 for the new lighting. Mayor Andy Adams, who has been an advocate of the Robron project for several years, said it’s a major investment in the community. “Council sees this as another critically important investment in our youth, families, and recreation in our community,” he said last month when council gave the project the green light. “Currently many (soccer) games are cancelled due to unplayable weather and players and coaches are having to go elsewhere down-Island to participate in rep teams and larger tournaments.” But at the same time, Adams acknowledged the turf field is a hot button topic. “I want to point out, because there is controversy with this, the majority of council campaigned in the last election to move forward with this project,” Adams said. “This council is getting things done and moving ahead with a promise of what they would do.” A parks survey done by the city last year revealed that upgrades to Robron Park were survey respondents’ number one priority, but others in the community argue that taxpayers have already said no to the project. Adams pointed out, however, that a 2008 referendum in which voters rejected the Robron Park project, the upgrades were lumped in with a new downtown arena and would have required the city to borrow $20 million. Adams said the turf field is a smaller scale project and won’t require the city to take on any debt. He noted that council has set aside $750,000 in parks parcel taxes and the city will also be able to use federal Gas Tax funds to pay for the project. Aside from the project costs and the referendum, another point of contention is the possible health effects associated with artificial turf fields. Some in the community have voiced concerns about the impacts from the crumb rubber turf which is made from recycled tires. Ross Milnthorp, the city’s general manager of sports, recreation and culture, said in July that the city did extensive research before moving forward with the turf and reviewed more than 50 independent studies from across Canada, the U.S. and Europe, and all indicate that the new artificial turfs using crumb rubber have no known health or environmental risks. Election 2015: More time to pay attention When the writ was dropped for an 11-week campaign for the upcoming federal election, most of the discussion I heard and read was about how bad that would be for all the federal parties who don’t have the finances to sustain such a lengthy campaign (hint: all the ones who aren’t in power right now). While the speculation continues about who a long campaign period will benefit and who it will harm, I’m focused on who is saying things I want to hear and who isn’t – or more importantly, who is saying and doing things I DON’T want to see and hear. Let’s put it this way: the extralong election campaign period gives everyone more chance to turn me off from voting for them. Most people pay far more attention to the Canadian political landscape during election time than they do at other times, so a longer campaign

All unmanned aerial vehicles, or UAVs, are not created equal. While flying a hobby store model for fun or filming one’s recreational activities from a unique angle, for example, will continue to grow in popularity, the industrial uses of UAVs have us excited to see what comes next. South of us, a Victoria-area fire rescue was given a taste of the potential effectiveness of UAVs last weekend when firefighters were called to haul yet another fallen hiker off Mount Finlayson – that’s eight this year, and counting. Commercial operator David Carlos flew his camera-equipped aircraft during the rescue. Aware that being called in rescue situations might happen more frequently, he recently asked Transport Canada for the O.K. to fly at a moment’s’ notice – as when asked to help out in an emergency situation, for example. He got a thumbs up and was told to file his flight information immediately afterwards. Sounds to us like Transport Canada is willing to loosen the reins for people who have proven to be reliable and trustworthy with UAV use. As with any new technology, it takes a while for the humans in charge to catch up and create policies that make sense in the real world. Transport Canada guidelines seem to indicate that they have given plenty of thought to the multitude of uses of such vehicles, from single-propeller, lightweight recreational models to multi-prop aircraft controllable at long range and capable of reaching high speeds and altitude. We like that a government agency appears to be using logic and common sense to determine the best way forward and that local agencies might one day have another valuable tool in their toolbox. And while stories of inappropriate use of remotecontrolled aircraft have hogged attention in recent years, the positive uses of this emerging technology are more interesting to us. -Black Press

How do you feel about the cuts to the CBC? There’s a resource online to tell you how each party feels about those cuts, too. How do you feel about the corporate or personal income tax structure? Or immigration reform? Or pipelines? Or evidence-based science informing policy decisions? How do you feel about how elections themselves are run? Or the environmental protection of our waters? This long campaign is the perfect opportunity to find out where the people you’ll be choosing between stand on all of these things. Do your research. You don’t need to rush, but start paying attention. Because the more you see and hear from these people, the better informed you’ll be when you approach the booth, and the more likely it’ll be that we’ll have a government that represents us as we move forward into the future.

Criminal record check fee disappointing
Filed for publication with the Mirror This letter is written in response to the article published in the August 07, 2015 edition of the Campbell River Mirror. It is written with disbelief and disappointment that our community would even consider instituting a fee for Criminal Record Checks for volunteers. The Mirror quotes a city staff member: “The city recognizes that volunteers are key to the success of the community, period.” This proposed fee does not give evidence of that recognition. I understand that the costs for completing the Criminal Record Checks are presently paid by the City of Campbell River to the RCMP on behalf of the volunteer community. Volunteer Campbell River acts as an agent, receiving and distributing completed forms on behalf of the many non-profit and volunteer agencies of our community. This program is not a drain on resources: it is an
investment in the people of this community. It is a nod of approval toward the kindness and generosity of those who give freely of their time and talent. It is an acknowledgement of the priceless contribution that volunteers offer to our community. It is tangible evidence that our city cares for the safety of its people, particularly the most vulnerable. This proposal indicates that the way has been lost. While some communities have instituted fees for completing Criminal Record Checks for volunteers, many have not. As an example, our nearest neighbours, Courtenay and Comox, do not charge a fee to volunteers. The article noted that the City of Campbell River has already accessed a free online program (The Criminal Records Review Act) for its summer employees. I respectfully suggest that the city provide expertise to Volunteer Campbell River, enabling them to access and administer
this program. Through them, the entire volunteer community could utilize this service in a timely and ‘user friendly’ manner. There is no need for each non-profit volunteer based agency to create its own account. Volunteer Campbell River is well suited to act on behalf of all the agencies it represents. Once the program was in place, there would be no further cost to the city. There would be no need for any volunteer to pay a fee for the completion of a Criminal Record Check. Untimely waits for the completion of Criminal Record Checks would no longer exist. The burden on the local RCMP detachment would also be eliminated. I also suggest that the City of Campbell River allocate sufficient resources so that the current backlog of volunteer Criminal Record Checks can be expedited in a timely fashion. Perhaps the RCMP detachment is in a position to collaborate with the city
in processing the 139 volunteer applications currently awaiting completion. The safety and well-being of our citizens are well worth this onetime effort. Our entire community awaits a wise response. Brenda Merk Hildebrand Campbell River

S
aturday, Aug. 15 marked 70 years since Japan surrendered to the Allies, effectively ending the war in the Pacific. It may have been the end of a conflict, but it left a lasting effect on many who survived the tumultuous era of Japanese domination in southeast Asia. One such survivor is Beja Koeleman, a resident of Campbell River, who for many years lived with dark and obscure memories of her early childhood spent in a Japanese camp in Indonesia, until her husband Pieter Koeleman
decided to bring to light the story of her family’s confinement. Pieter was aware that for many years Beja suffered from nightmares. She would wake up terrified, with a vision of a sandy beach and an airplane on fire up above. He knew that his wife was born in Indonesia in the years it was under Dutch rule, and had spent her early years interred in a Japanese camp, but he knew little else. The few memories she had were vague, and Beja said that while her father was alive he was reluctant to talk to her about the war. But every March, the time of year when the confinement began, she

would think about the past and wonder about uncovering her buried memories. Finally in 2008, Pieter decided it was time to find out what had actually happened in Indonesia during World War II, and how his wife’s experiences fit into the larger story. All Pieter and Beja knew to begin with was that Beja was just two years old when the Japanese invaded Indonesia in early 1942. Her father, Leendeert van Duijn, was called to military service with the Royal Dutch Indies Army and was away when her mother Thea, herself, her month old baby sister Helene and paternal grandmother Elisabeth Lucht-Kuiters were grouped together with other women and children, forced to leave their home and interred in a Japanese camp. They found out later that the father had already been confined to a camp for men. He wasn’t even aware that he had a second daughter. Pieter began his search

by placing an ad in a Dutch newspaper de Krant asking for anyone who might remember the van Duijn family. He received a surprising response. A lady in Arizona by the name of Ina Leidelmejer wrote to Pieter and Beja saying that she not only knew the family, but that she was actually interred in the same camp with Beja, her sister, mother and grandmother. Ina was able to enlighten the Koelemans with many facts about the place where the van Duijn family had lived in the colony the Giesting (South Sumatra) and that she knew the family when they resided there. Their contact with Ina proved to be invaluable and she became a family friend, and continued to correspond with them up until her death in 2012. In all, Pieter corresponded with seven different people. Another Dutch Indonesian from California supplied Pieter with further clues. He was sent excerpts from a book

entitled Geillustreerde Atlas van de Japanese Kampen in NederlandsIndië 1942-1945 (An Illustrated Atlas of Japanese Camps in Dutch Indonesia, 1942-1945). Pieter eventually spoke to the editor of the book who was able to track down a copy of the book for him, which turned out to be in two volumes. The Atlas, which contains numerous revealing photos of
camp prisoners, illustrates the appalling state of people’s health and how poor camp conditions were. Pieter also read an account of camp life by Helen Colijn. A representative of the Dutch War Documentation Centre provided the additional information that the family was moved eight times to different camps during a three and a half year time period, something

the Koelemans had been unaware of. The result of Pieter’s research is a booklet he wrote about the van Duijn family history and their experiences in Dutch Indonesia. It isn’t surpising that Beja’s memories of the war years would be obscure. Both her mother and grandmother passed away while they were confined, and one of Beja’s few clear memories is of the day her mother died. A nun took Beja – who by this time was about five years old – and her sister to visit their mother who had been placed in a sick hut. In her hand, Beja had a small biscuit which she gave to her mother, who was laying inert on a cot. The next day she found out that her mother had passed away, and thought that it was because of the food. Finding Beja in distress, a kindly nun took her to look at the night sky and pointing at the stars said, “Look at that bright star Beja, that is your mother.” Although the Japanese surrendered in August, it took about two months before people were released from the camps. The two girls were taken to the city of Palembang, where they were cared for by nuns with the other motherless children. It wasn’t until the spring of 1946 that their father finally found them. He hardly knew Beja, who was four years older than when he had last seen her, and he didn’t know his other daughter at all, who had to introduce herself saying, “I am Helene Harriete van Duijn.” As a result of Pieter’s efforts, a dark period in his wife’s past came to light, and Beja realized that as they uncovered her story, her nightmares went away. After her father found them, Beja and her sister went with him to Holland; a new and strange country for her as she had never been there before. In 1960, she met Pieter Koeleman and in 1963 they married. Pieter trained as a physiotherapist and they had four children, then after visiting Pieter’s two brothers in British Columbia, decided to emigrate to Canada in 1985, and have lived in Campbell River ever since.

The mining company petitioned the city last year to move a 140-hectare site it intends to purchase from TimberWest, into the city. Quinsam Coal’s rationale for moving the property out of the Strathcona Regional District’s Area D electoral area, and into the City of Campbell River, is to ensure Quinsam Coal only has to deal with one local government and to help streamline operations. The site in question borders lands already owned by Quinsam Coal and which fall within the jurisdiction of the City of Campbell River. Now that the city has obtained permission from its voters to proceed with the boundary extension, council will have to petition the provincial Minister of Community and Rural Development for permission to move the plans forward. If the province gives the city the goahead, the new Quinsam Coal property will be taxed at the city’s industrial tax rate and is expected to generate roughly $6,600 per year in property tax revenue for the city. According to a March report from the Strathcona Regional District – which has already endorsed the boundary extension – the loss of tax revenue to that organization could result in an increase of less than $0.01 per $1,000 of assessed property value to the rest of Area D.

The results of a vote to allow the city to extend its boundary are in. City Clerk Peter Wipper announced last week that the city has obtained the assent of electors to extend its boundary into property that falls within the jurisdiction of the Strathcona Regional District. “As directed by council, staff conducted an alternate approval process to seek approval of the electors for the extension of municipal boundaries of the City of Campbell River to include approximately 140 hectares of land, contiguous and adjacent to Quinsam Coal Corporation lands,” Wipper said. Campbell River voters had until July 20 to sign an opposition form and return it to City Hall if they were opposed to the boundary extension. Wipper said the city received nine opposition forms but 2,417 were required to defeat the proposal. Under the alternate approval model, more than 10 per cent of eligible voters (which is estimated at 24,167 in Campbell River) have to sign an elector response form in order to defeat the process. Wipper said because that didn’t happen, council can now move forward with the boundary extension, which is intended to accommodate Quinsam Coal.

Cortes Island Business & Tourism (CBIAT) is requesting a grant of $50,000 from the Strathcona Regional District’s (SRD) Gas Tax Fund to help tourists find their way around the island. Cortes has approximately $350,000 of Gas Tax Funds allocated to it, based on the island’s population. That allocation needs to be spent by 2024, and this money would come out of that pool. The expression of interest from Sandra Wood on behalf of the CBIAT was presented by Cortes Director Noba Anderson at the Aug. 12 meeting of the SRD board of directors. In it, CBIAT says its project, “fits the new Gas Tax grant categories of Tourism & Regional Infrastructure that will encourage and support
the creation of an environmentally responsible tourism-based economy on Cortes Island.” It would do so by incorporating a mobile visitor information kiosk, complete with educational brochures and safety information, inside the BC Ferry terminal at the Campbell River dock (which could be moved to other locations should it be deemed more effective at any given time) and a planned park infrastructure enhancement in the form of signage and maps. “Cortes Island hosts thousands of tourists,” the letter states. “The majority of visitors arrive by BC Ferry at Whaletown, or by boat and water taxi at the public docks where there is little signage and no proper visitor orientation. This gives a poor first impression and is a lost opportunity to properly greet
and orient visitors, or to direct them to the Museum for more tourism information.” The project’s total budget is set at $67,000. The CBIAT says it has raised $15,000 so far for the project, but $7,500 of that money is from the Island Coastal Economic Trust (ICET) and is contingent on them securing funds from the Gas Tax Fund before they can access it. The ICET deadline for the CBIAT to secure the Gas Tax funds from the SRD was set at Aug. 20, but the CBIAT has applied for an extension. Director Anderson recommended SRD staff prepare a report to see how the CBIAT program would mesh with work done by the parks department, as there is some overlap in the goals of those groups. The the Gas Tax application will be reviewed during that process.

If I was to purchase a membership at Storey Creek, I would need to play more than 30 rounds per year there to justify that expense. While I would very much love to play 30 rounds at Storey Creek in a year – it’s one of my favourite courses ever – I just simply don’t have that kind of time. I’m lucky to get in 30 rounds of golf per year in total, and diversity is the spice of golfing life, at least for me. While I’m having the annual discussion with myself about whether to buy a membership somewhere, I inevitably fall back to the question, “Will it keep me from playing anywhere else?” and the answer is always, “Of course it will.” I like to play a variety of courses throughout the year. I rarely play the same track twice in a row, in fact, and prepaying for “all-you-can-play” at one course would certainly
limit that. I would simply not be able to justify paying money to play golf somewhere when I’d already paid to play somewhere else. Don’t get me wrong, I fully support people getting memberships and becoming part of the culture at a particular club, provided the value is there for them to do so. I certainly intend on buying one when I retire, for example, when I will have the time to play as much as I want. I could easily do those 30 rounds per year at Storey Creek if I wasn’t working full-time (who am I kidding, I would have those 30 rounds played by May if I didn’t need to work for a living). Heck, I’ll probably buy more than one per year. But for now – for me – it just makes more sense to pay green fees wherever I want to play whenever I can find time to play. It makes the golf season more spontaneous and varied, for approximately the same cost, probably, and spreads my golf dollars around to different courses, doing my part (albeit a small one) to keep the golf economy strong. Pre-deceased by: Susan Derksen (Enns) Spouse. Pearl-Daughter, and Son-Trevor. Plus five siblings, Jacob, Gatha, Jake, John and Frank. His family moved to Abbotsford in 1945 and purchased a Berry Farm. His love of running farm equipment and driving eventually lead him to apply for work via MacMillan and Bloedel in Vancouver and landed a job logging in Campbell River. He met his wife Sue shortly after that through the small Mennonite settlement in Black Creek.

He eventually owned his own off highway Logging Truck business and highway Freight truck. Having sold the business, he then drove for Elk River Timber for a number of years prior to retiring at the age of 60. Dad loved the outdoors, camping, fishing and sports. Above all he loved his kids and Grandkids. Dad spent the last four years at New Horizons in the Special Care Unit. He struggled with Dementia over the last 15 years and a stroke this Spring slowly brought his days, this side of eternity to a close. His favorite food group was Dessert and his last meal was ice cream. He transported to Heaven peacefully. He now has the brilliance of Einstein and the heart of Jesus. Our Dad was bigger than life and will be missed. We are filled with gratitude for the “Angels� at New Horizons who cared so deeply for Dad and his wellbeing. There are not enough hugs (or Starbucks Coffees’) to begin to show our appreciation. The Celebration of his Life will be held at C.R. Baptist Church, Sat. Aug. 22, 2015 at 10:00 am. In lieu of Flowers, you are welcome to donate to the Alzheimer’s Society.

The following is a list of the primary duties associated with the position: - Implementation of Chief and Council strategic plans; - Provide Administrative Leadership to Halalt Administration; - Oversees, plans and implements policies and procedures for all areas of Halalt operations; - Oversees and provides direction and support to administrative staff, contractors and consultants; Ensures Halalt budgets are executed and managed as directed by the Halalt Chief and Council within appropriate accounting principles; - Actively seeks funds for operations, projects and programs outside AANDC funding programs; Provides input into short-term and long-range planning and develops and implements budgets accordingly; - Organizes and completes internal and external communications; - Represents Halalt Administrative interests on various boards/ committees for associated organizations. QUALIFICATIONS: Must possess a minimum of a Bachelor Degree from a recognized college or university in Business Administration, Indigenous Governance, or Public Administration and/or at least five years Senior Management experience working in First Nation organizations/governments;- Strong track record for proposal writing and acquiring funds; - Strong oral and written communication skills is a necessity; - Proven record of financial management skills and experience with financial reporting; - Proven ability to work cooperatively and effectively with others; - Ability to motivate, inspire and lead a small but focused team; - Must be able to maintain strict rules of confidentiality and be loyal to the office of Halalt First Nation. WORKING CONDITIONS Halalt First Nation is a small community located in Chemainus B.C. area. The Director of Operations usual work arrangement is Monday through Friday, 8:00am to 4:00pm, but it is a requirement to attend evening Chief and Council meetings and occasional weekend community meetings. Local athletes lead medal parade at Games With Campbell River swimmer Jesse Shade leading the way as its flag-bearer, Team BC marched in to claim the aggregate point winner’s trophy at the close of the 2015 Western Canada Summer Games Sunday in Fort McMurray. “Jesse was selected based on his performance and team leadership here in Fort McMurray,” Diane St-Denis, Team BC Chef de Mission, said before the ceremony. “We are very proud of his accomplishments and are confident Jesse will be an excellent representative for the Province of British Columbia and the entire team.” Team BC amassed 280 podium finishes, topping the 255 the team collected in 2011. They included 134 gold, 86 silver and 61 bronze — and the six-member Campbell River delegation made a major contribution. All six athletes won at least one gold medal, beginning with Campbell River Judo Club teammates Kelsey Painter and Anthony Henry in the opening days of competition. Henry, 14, competing in the men’s under-50kg weight class, finished 2-1 in roundrobin bouts to earn a berth in the gold-medal match against Nick Gagnon of Alberta. Henry, who also topped Gagnon 10-0 in the roundrobin, posted a 5-0 win in the final. Henry then participated in Team B.C.’s comfortable 30-17 win over Saskatchewan in the gold medal final in the team competition. Painter, 15, competing in the women’s 70+kg class, cruised to the individual gold with a pair of 10-0 wins over her only opponent in the

I’m speechless.” Ralston, 15, won the 100metre para-freestyle in one minute, 5.25 seconds; the 50-metre backstroke in 1:15.09; the 50-metre freestyle in 30.17; the 100 butterfly in 1:18.41; and the 200metre individual medley in 2:47.67. Padington, 16, wrapped up a busy two weeks of competition by snaring the gold medal in the female 400 individual medley in 4:44.45 and
helping B.C. to golds in the 800 freestyle relay, in 8:04.11; the 400 freestyle relay, in 3:43.80; and the 200 freestyle relay, in 1:42.91. She added a silver medals in the 400 freestyle, in 4:13.99, and the 200 individual medley, in 2:17.43. Padington was coming off of appearances in both the Canadian age-group swimming championships and the Canadian National Championship meet the previous two weekends. Skuse, 16, swam to gold

Individually, he finished just off the podium with a fourthplace showing in the 200 individual medley, in 2:08.36, and had the fifth-fastest time in the 5-kilometre open water swim, at 58:55.31. In addition, Cindy Simpson served as manager of the Team BC Badminton team, which won gold in the mixed team competition. Also representing the community was Darryl Rudolph, coach of the Campbell River

In the Killer Whales swim club, Rudolph also works with Shade, who impressed the rest of the B.C. coaching staff while posting times rivaling those of “able-bodied” swimmers. “Jesse is a very strong swimmer and a natural leader in and out of the pool,” says Shade’s coach Brianna Kowalski. “He has the qualities in an athlete I can’t teach, dedication and commitment… and he has a great attitude.”

Salmon Fest boosts Campbellton Neighbourhood Association By John Twigg, Secretary, Campbellton Neighbourhood Association The Campbell River Salmon Festival's 48th annual Logger Sports competition was a big success again this year, including giving a boost to the Campbellton Neighbourhood Association. Attendance was down slightly for the three-day event (Aug. 7-9), due mainly to some heavy rain on Saturday, but entries were up about 20 per cent for professional competitors in the various events (it's one of the top prize packages in North American logger sports) and overall the weekend finished as another job well done even though it ran about about two hours overtime due to the extra competitors. The clear winner on overall points was local logger Dave MacLeod, who also played a key role in organizing and running the event, copped a world championship in the choker race and even closed the event with a hilarious comedy routine from atop a climbing pole before he flew out early the next morning on a job as a faller.

the event's announcer. The long-running event in fact is a most notable one on the calendar for Campbellton businesses because many of them are involved in forestry and logging or providing goods and services to those industries and have done so for many years.

A right-handed shooting blueliner, Knowles, 16, emerged from the recent U-18 team selection camp in Calgary, which wrapped up Sunday. She was one of 23 players selected to represent the under-18 team, and another 22 players were named to the national development team.

Coming off a trip to Colombia for the World Youth Track and Field Championships in July, Campbell River distance running standout Brendan Hoff was feeling the effects as he traveled to Montreal for the Royal Canadian Legion Youth Championships this month. “I was exhausted and a little worried about my fitness,” said Hoff, 17. “I couldn’t get that pop back in my legs I had just before worlds.” With one lap remaining the 3,000-metre final, the pop returned. Hoff broke away from the pack with a blistering burst at the final-lap bell and cruised to his third national championship in as many years. The former Carihi student, who now attends Reynolds Secondary while training at the Canadian Sports School, finished in eight minutes, 31.42 seconds — nearly 12 seconds better than his previous personal best and three seconds better than the BC provincial age-group

record. “It was surprising for me to pull it off,” Hoff said of the personal-best time. “The first kilometre was slow, and the second kilometre was a little faster, but it wasn’t until the last kilometre we started to pick it up.” The national title is added to his 2,000-metre win outdoors in 2013 and his 3,000-metre indoor title, won in 2014. “I really just wanted to go to Montreal and relax, just run with a smile on
my face,” he said But as the lead pack of 10 runner began to stretch out over the final four laps, and Hoff was still right in the thick of it, he decided to try something new and — for him — bold. Normally a strong finishing sprinter who wins his races in the final 200 metres, he opted to make his break with a full lap — 400 metres — left. “Before, I’d always been kind of cautious. Why lose a race in the final
hundred metres?” Hoff said. “But the adrenaline was pumping and I felt confident. I thought, hey, why not win and make a big statement at the same time?” After what he termed a brief hesitation, he put the hammer down and built a 10-metre lead through the first turn over his closest pursuer. He held the gap down the back straightaway and, as he cruised through the final turn, realized he had the race in the bag. “It’s nice to finally know I can kick at 400 (metres),” he said. “It’s something I’ve never done before, but now I can use that to my advantage if I want to run a race that way.” It may also help with his university recruitment, with 10 schools currently interested. “It’s a n e x c it i n g moment in my life, having these opportunities,” Hoff said. “At the same time, I’ve got to stay humble and enjoy the moment. I’m looking forward to spending some time in Campbell River enjoying my family and friends.”

Why join the Board? This is an opportunity to play a role in land-use decision-making in Campbell River. No specific knowledge or qualifications are required, but an interest in civic governance and land use regulations is important. The Board meets when applications are received, typically 4 to 10 times a year. Criteria for membership on the Board includes being available to meetings during working hours, with at least 10 days’ notice. Meetings generally last no longer than an hour. During a meeting, the Board will consider whether the application is “minor” and whether “hardship” is evident, and will either deny or approve an application. The Board hears representations from an applicant and/or their neighbours before making a decision. City staff provide administrative and technical support. The term for this position will commence October 1, 2015 through to March 31, 2018.

Drought Levels And Watering Restrictions…What’s The Story? The City of Campbell River is fortunate to have such a clean, resilient and large watershed, with a series of lakes that store water. The Campbell River watershed is more than 1,800 square kilometres in size. This is approximately 3.5 times larger than the Comox Valley watershed – and provides our community with a very generous and reliable source of water throughout the year. As a result, the City of Campbell River does not face the same concerns about running out of water that other communities may face.

If we can keep water use at current levels, we should be able to avoid further restrictions.
