The Rock Creek/Westbridge fire continues to burn, though it is now 25% contained. According to BC Wildfire, the fire’s growth has slowed in recent days, though it’s size remains at slightly more than 4,000 hectares. The fire began on August 13 at approximately 1:30 p.m. Its origin has been identified as the sharp highway curve known as Bishops Bend, at the beginning of the long climb toward the Anarchist Summit, and is suspected to be human-caused. The fire moved rapidly and destructively, consuming 14km in approximately five hours. At last report it had reached approximately two kilometers beyond the Christian Valley junction. Hulme Creek resident Nick Bond described the flames at one point as “Hiroshima-like.” As the fire burned out of control, evacuation orders were quickly put in place, forcing residents to flee with any possessions they could gather and, just as importantly for many, get their animals together as best they could and attempt to get them to safety. The corridor that the fire was ravaging, primarily on the west side of the Kettle River, is made up largely of ranch land, home to thousands of domestic animals as well as hundreds of pets. Many simply opened their gates to allow their animals to flee independently, providing them with the only chance at survival they might have. Many residents refused to leave their properties, instead choosing to battle the fires themselves. While authorities are highly critical of

Premier Clark visits area IT’S NEARLY HUNTING SEASON Premier Christy Clark paid a visit to the Rock Creek fire evacuation center in Midway on Sunday afternoon to offer support to the evacuees and volunteers. She spoke to numerous people directly affected by the fire, as well as spending time with the numerous local residents who have stepped up to help those displaced by the blaze. During a later press conference, she outlined her government’s goals regarding fire preparedness and prevention. “We need to build up our capacity to prevent and fight these fires,” said Clark. “Because the reality is that this isn’t going to be an unusual event in the future just in terms of the number of fires we have so we need to expand capacity. The forestry ministry has done an incredible job of keeping people safe and protecting homes, but we want to have fewer fires and when we have fires we really want to tackle them and get them under control as fast as possible.” Accompanied by MLA Linda Larson and Forestry minister Steve Thompson, Clark also responded to the possibility of the fire being human-caused, specifically by a motorist that threw a burning cigarette from their vehicle. “I was told that there were witnesses and there
may be a government video of somebody throwing a cigarette butt from a vehicle and if we can find evidence that a specific individual is responsible for this fire we are going to do whatever we need to and use all the tools available to ensure that people are held accountable for irresponsible behaviour,” said Clark. “We are having discussions right now across the province regarding potential penalties for those found throwing cigarette butts out of their car. Perhaps one of the penalties available is that we take away their car, or the use of their car for a period of time, though we have not decided anything yet.” Clark thanked the residents of the Boundary for their contribution to the relief effort. ‘The people of Midway and Rock Creek have really stepped up and for that we are so lucky,” she said. When asked about the cost of fighting the fires this season, which has already hit $2 million, the Premier noted that because the province is in good fiscal shape, with a $1 billion surplus in the books, paying for the fire fighting efforts this season would be manageable. “We won’t have to go into debt to pay for this”, said Clark.

“Legislated rules govern who can access the province’s disaster financial assistance”, said Forests Minister Steve Thomson. “Fire is an insurable risk, so it’s not directly eligible under the program,” he said. In other words, because homeowners and renters can get personal insurance to cover fire damage, the province is highly unlikely to cover the losses. With continued hot and dry conditions forecast, one of the worst wildfires ever witnessed in the region appears likely to continue for weeks to come.

Helping hands While visiting wildfire-impacted communities, Minister of State for Emergency Preparedness, Naomi Yamamoto announced today that a resilience centre for British Columbians impacted by wildfires in Rock Creek and Oliver will be set up to provide programs of support. “We know this is a difficult and uncertain time for many residents. Our hearts are with those who have had to leave their homes, and especially those who have suffered the terrible loss of losing a home to the fires,” said Yamamoto. “On top of the Emergency Social Services support the Province and partners are providing, we are seeing a tremendous level of resilience. Communities are coming together to help one another and agencies are joining in to provide vital support. This is the true co-operative spirit of British Columbians, working together to help each other in a time of need.” Through the local authority and supported by the Integrated Disaster Council of B.C., the community resilience centre in Midway will help connect residents with support programs offered by agencies like the Canadian Red Cross, the Salvation Army, Samaritan’s Purse, Mennonite Disaster Services, the Canadian Disaster Animal Response Team and the Insurance Bureau of Canada. Counselling support through Disaster Psychosocial Services is also provided to help residents and volunteers work through the emotional trauma that a disaster can present. Parliamentary Secretary for the Minister of Forests, Lands and Natural Resource Operations, Mike Morris, joined Yamamoto on the visit to survey the impacted area and speak with impacted residents and volunteers, commending the communities that received evacuees for their generosity, selfless and tireless efforts to help those fleeing the fires. “The people of Rock Creek, Westbridge, Oliver and others affected by these fires must now focus on rebuilding their communities and their homes which makes this type of relief so important,” said Morris. “I want to make sure that we do what we can to prevent this from happening again while we also focus on helping the citizens of this region return to normal. Greenwood hosted the BC ATV association’s Jamboree last week, and, while certainly impacted by the Rock Creek fire, the event nonetheless proved a success for the association and local merchants alike. Riders were offered a number of different guided and unguided tours of the area, including Greenwood mine sights, Jewel Lake and Grand Forks. A vehicle escort, as required by the RCMP, accompanied all riders and, according to local chapter president John Ingbritson there were no reports of mechanical failures or injuries. The event also included the association’s AGM, a karaoke night which filled the Greenwood Legion to near capacity, as well as a banquet finale at the community center. Personal or group insurance….which is right for your situation? As summer ends and kids prepare for school in the coming weeks, now may be a good time to review your personal financial situation and find out exactly what your group benefit package really offers. Many employers and professional associations offer inexpensive group insurance coverage to their employees. If you happen to be one of these workers, you may consider yourself lucky, but not all insurance is alike. Most group benefit programs today offer coverage such as life and accidental death insurance, disability insurance, and extended health and dental insurance. While these benefits are a good start towards your financial planning goals, there are a few things to be aware of so that you know what you are getting. With a group benefit program, your employer owns the policy and can cancel or alter your coverage at any time without your permission. This can happen when the employer renegotiates with a new insurance carrier or needs to cut costs by changing benefit amounts. Benefit programs usually offer limited amounts of coverage. Typically I see life insurance coverage at a flat $25,000 or a 1 or 2 times salary basis. Depending on your circumstances, you may need a higher insurance amount or other features than those available under the plan. The coverage offered is probably term insurance that may terminate when you leave the group or reach age 65 or 70. What happens then? Everyone knows that the older you are the more you will pay for insurance. You do have the option to convert your group coverage to personal coverage within 30 days, but the choice is limited. Often you will have about two or three choices that may or may not meet your lifelong goals. In general, most financial planners will recommend that at least
50 per cent of a person’s total life insurance coverage be personally owned. This approach gives you personal control of your insurance coverage, and protects against the possible loss or eventual termination of your group coverage. When you have your own individual life insurance policy, you own the policy. Coverage cannot be cancelled or altered unless you request it. You don’t have to worry about losing your insurance if you change employers, or your company downsizes. In addition, you choose the amount of insurance to meet your specific needs. You can choose a term policy that can be converted to a permanent policy regardless of your health (subject to age limitations) or permanent coverage that will meet your lifetime needs. You can also personalize your policy by adding attachments such as Waiver of Premium, Guaranteed Insurability, Spousal & Child Term, Etc. Quite often I see people rely solely on their group insurance coverage until it’s too late. By the time they enter retirement they are off of their group benefit plan and find themselves without coverage. At this age, purchasing a personal policy is quite expensive and is usually more challenging due to health issues that may have come up by this time. By taking the time earlier on to know the limitations of your group insurance coverage, people can take the necessary steps to ensure that they are not left without coverage when they finally leave their job.

Scott Matthews, a representative from Fortis BC described the damage to hydro infrastructure as extensive. “We have determined that 76 three-phase poles were destroyed and will have to be completely reset.” This morning, eight L-tech crews will be on-site to work alongside Fortis workers. Matthews projected that the work to will take up to a week to be completed and power restored to Westbridge. Individual tap lines into properties will then have to be rebuilt in order for the homes to powered-up. Evacuated residents were also able to discover the fate of their homes on Sunday, though as yet there is no word as to how many of the owners have learned whether or not their properties were destroyed.

The trio, who live in Gibson’s on the Sunshine Coast, were able to billet at a home in Midway on the weekend. “We were in our fourth day there,” she said. “We were getting back from a bike ride. We stopped and had lunch and noticed the bright orange. We had just had a big fire in Sechelt and the orange was the same. We sort of knew something was going on. We went to the river and we could see it right there.” Daniels said by the time they got back to their campground the fire had jumped the river. “The firefighters were going through and said, ‘leave your stuff. Everyone is going to the clearing,’ So we left with nothing,” she said. Daniels said they did get their dog and went to the train bridge and were bussed to the muster station in Rock Creek soon after. They were then bussed to Midway to the evacuation centre. “It’s been phenomenal here,” she said. “We thought we’d be staying at the school but the volunteers said they had a family that could take us in. There were eight of us there in all.” Daniels said she and her husband have been very impressed with the outpouring of the community. “I’m from a small town and I know how hard our guys and ladies work,” she said. “We do the same thing there. Everyone goes into emergency mode when someone needs help. They’ve done it here. It’s been great. It’s pretty easy being here.”
