Community input requested for social needs assessment Members of the community are being invited to participate in a social needs assessment currently being undertaken by the Town’s Family and Community Support Services department. With the town’s increasingly diverse

population growing at around five per cent per year, the assessment will help Town staff better understand the community’s social needs and plan for the future accordingly. Residents are asked to provide input via a 15-minute confidential online survey, and

to encourage friends, family members and neighbours to do the same before the survey closes Aug. 25. The survey can be accessed online at

Sponsors being sought for second annual Flags of Remembrance tribute JASMINE O’HALLORAN–HAN SYLVAN LAKE NEWS

A tribute to Canadian soldiers missing or killed in action is returning to Sylvan Lake this fall, and the community’s participation is already being sought. The Flags of Remembrance tribute, put together by Veterans Voices of Canada, saw 116 flags erected along the south side of Highway 11 east of Sylvan Lake last year. This year there will be 128 flags, with over half still needing to be sponsored. The flags will be raised Saturday, Oct. 17 at noon, at which time they’ll be manned by a service person in uniform. The flags and their accompanying engraved plaques will this time line both sides of Highway 11, and each represent 1,000 soldiers. Veterans Voices of Canada founding executive director and producer Allan Cameron fondly remembers people walking along the row of flags and reading the names on the plaques last year. “It was pretty amazing when you see people walking the flag line and reading each of the names,” he said. “It means the names of those veterans on those plaques will never be forgotten.” For the first time, the tribute is also taking place across the country in

Kelowna, Ponoka, Kingston, Amherst and Charlottetown. “It’s a visual reminder,” Cameron said. “This is a visual way for people to

see what we do.” The initiative is meant to remember, honour and give tribute to past and present war veterans, and show patriotism.

It’s a also a good fundraiser for Veterans Voices of Canada, and helps the organization continue documenting veterans’ stories for historical and educational purposes, Cameron said. “We need to show we’re proud of our county and our veterans, and what Canada stands for.” Cameron’s hope is for all of the flags to be sponsored by the end of this month, allowing plenty of time for the plaques to be engraved. For those who wish to sponsor a flag, but need a

veteran’s name, Cameron can suggest many. “It would be sad to see any of those flags not sponsored or not have a name on them,” he said. “I’m fairly confident that as long as people know about it, they will sell out.” Some of the veterans named on last year’s plaques were even able to take in the tribute and its accompanying ceremonies, he added. “What’s really cool about this is it shows the (veterans) who are with us now that we’re honouring and paying tribute to them

now,” Cameron said. “They know that even when they are gone, we’re still going to be remembering them.” The flags and plaques will be taken down Nov. 12 and given to sponsors during a closing ceremony at a location yet to be determined. Businesses, organizations and community members are being invited to sponsor the remaining flags. For parents of kids with diabetes, the beginning of each new school year brings not only the usual preparations, but also fears for their child’s health and safety. This is especially true if their school or school district does not have a policy to ensure staff are knowledgeable about diabetes, know how to prevent emergencies, and are able to assist students with daily diabetes tasks. Type 1 diabetes affects more than 34,000 Canadian children under the age of 19; another 1,800 have Type 2 diabetes. Type 1 diabetes is when the body is unable to produce insulin, a hormone that controls blood sugar. It has no known cause or cure and usually begins in childhood, and is the most common diabetes in children. Type 2 diabetes is the most common among all people with the disease, where the body either cannot effectively use or pro-

duce enough insulin. Type 2 diabetes usually develops in adulthood, although more children and adolescents are being diagnosed. Most students can manage their diabetes independently or with minimal support, and they can fully participate in school activities, including gym, field trips and celebrations. However, some, especially very young children with Type 1 diabetes, may need trained personnel to help administer insulin, monitor blood sugar levels or supervise food intake and activity. Students with diabetes may also need flexibility in school rules to prevent low or high blood sugar, and, in some cases, may also need help with recognizing “lows” and “highs.” A supportive school environment is critically important for keeping children with diabetes safe and healthy. Proper diabetes management reduces the risk of life-threatening emergencies, prevents or reduces the risk of serious long-

term complications, such as heart disease, limb amputation, kidney failure and blindness, and ensures that students with diabetes are able to learn and participate fully in school activities. Yet only five provinces have guidelines for children with diabetes at school: Newfoundland and Labrador, New Brunswick, Nova Scotia, Quebec and British Columbia. Ontario recently formed a working group to address this issue and other jurisdictions have signaled their interest in forming such policies. At the schoolboard level, some boards and even individual schools have developed policies, leading to a patchwork of different care standards among school districts, and even among schools in the same district. Many schools and districts have no diabetes policies in place at all. It is important that all children with diabetes be afforded the same protections and given the same opportunities to succeed,

no matter where they live or attend school. It is a team effort to enhance the health, safety, emotional well-being and participation of each student with diabetes. Everyone has a role in the care of the student to ensure a safe and healthy school experience. Parents and guardians need to notify the school of the diagnosis and meet with the school to develop an Individual Care Plan (ICP) so the necessary supports are arranged. School personnel need to participate in annual diabetes education, training and resource review to learn how to manage diabetes, including emergency procedures. Healthcare providers act as resources to the schools and assist in creating the student’s ICP. But perhaps, most importantly, our provincial governments need to make proper diabetes management at school a priority. Every province and territory should establish clear standards of care that school boards can follow to

ensure the safety, health and optimal education for children with diabetes. In the interim, school boards can begin the process of creating pragmatic guidelines such as those outlined by the Canadian Diabetes Association so that diabetes care across regions is equitable, safe and organized. Clear and consistent policies are better for the schools, better for families and provide an open and transparent process for communities to work with. Everyone should also work to prevent students with diabetes from experiencing stigma and discrimination by promoting a positive, caring and inclusive learning environment through communication, education and cooperation. Medical clinic parking issue needs to be resolved Dear Editor, I am astonished that there is no handicapped parking in front of a particular medical clinic in Sylvan Lake. When I approached the doctor about this, he said there was handicapped parking at one time and that the Town of Sylvan Lake decided it was not to be. I had noticed this several times before, but when I had to walk three blocks to get parking when the concert on the beach was on, I physically felt it. I feel terribly sorry for people who are much more disabled than me. True, a car can stop outside of the clinic and tie up a four-way stop, or the vehicle could illegally double park to let patients in the clinic. However, what happens to disabled drivers with canes, walkers, etc., who have to park great distances? I hope this critical problem will be rectified Marilyn Kowalski Sylvan Lake

It also acted as the pinnacle of a three-part series held in the festival’s wake, with organizers noting previously that they had plans sit down at some point in the near future to discuss the festival’s future. “We’ll have a board meeting sometime in the next few months and decide where we want to go and what we’re going to do for the coming years,” said Allison, who’s president of the Jazz at the Lake Festival Society. Volunteers needed for annual Underwater Cleanup next month JASMINE O’HALLORAN–HAN SYLVAN LAKE NEWS

Volunteers are being sought to help with the Sylvan Lake Underwater Cleanup scheduled for Sept. 27. The annual event typically receives at least 45 volunteers, who spend around two hours doing one of three jobs — scuba diving (if certified), paddling and shoreline support. The cleanup takes place in the morning, as boaters typically become more active in the afternoon, making the safety of volunteer divers a high priority. Volunteering to clean up is not only serving and giving back to the community, said Alberta Underwater Council executive director Cathie McCuaig; it also provides insight into the devastating effects of what can happen when trash begins to collect on the bottom of the lake. The impact of human activity will be seen in the garbage collected throughout the cleanup’s duration, she added. As will where it all goes and how it’s disposed of. “It’s environmental awareness of what we’re doing to our lakes and rivers and oceans by just a careless act of dropping a cigarette butt,” she said. “Fish could eat it and just die, because it plugs up their digestive system.” Food containers, fishing nets, alcohol and pop bottles and broken glass are among the items collected during the cleanup in previous years. Once the garbage is collected on shore, the pieces are counted, and the data recorded. The information is then made available worldwide. Two male siblings, aged 28 and 30, were involved in a consensual fight. The 30-yearold male was transported to cells until sober. No charges were laid. 7:47 a.m. – A 22-yearold Sylvan Lake male was transported to cells after a complainant reported an intoxicated male walking erratically on Highway 11 near Range Road 11. RCMP located the male who advised that he was walking home from a party in Red Deer. A check on the male resulted in his arrest on an outstanding warrant. July 28 4:13 p.m. – A traffic stop on 43rd Street at 45th

Avenue in Sylvan Lake resulted in fines against a Nova Scotia resident. A 26-year-old male was fined after the plate on his vehicle was determined to be invalid. The driver was charged with driving an uninsured and unregistered motor vehicle as well as failure to hold a valid driver’s license. A 20-year-old male passenger was arrested on outstanding warrants out of Calgary. The vehicle was towed at the scene. July 29 10:00 a.m. – RCMP are investigating a stolen vehicle complaint on Industrial Drive in Sylvan Lake. A male reported that his Dodge Ram was stolen from a business in the overnight hours. July 30 5:37 a.m. – A Ford truck was stolen from a residence on Lodge Place in Sylvan Lake. The vehicle was recovered by Calgary Police Service after it was involved in a collision. One male sus-

pect in the vehicle was arrested and another is being sought. 11:51 a.m. – Police attended a residence on 50A Avenue in Sylvan Lake after a report of a domestic dispute. A 19-year-old female and a 20-year-old male were involved in a verbal dispute as a result of a separation. Members kept the peace while both individuals gathered their belongings prior to exiting the residence. 7:19 p.m. – A 57-yearold Bentley male is facing an impaired driving charge in relation to an incident involving a quad. The male was observed by a witness rolling the quad while attempting to turn onto 48th Avenue from 47th Street in Bentley at a high rate of speed. The male was transported to hospital by EMS after being ejected from the quad. July 31 8:31 a.m. – A Ford F350 was stolen from an

address on 43rd Street in Sylvan Lake. The owner reported that the locked vehicle was stolen overnight. The vehicle was subsequently recovered. 11:19 p.m. – A 911 call was received of a single vehicle rollover on Range Road 14 in Lacombe County. A 23-year-old male from Edmonton was traveling on a gravel road when he lost control and rolled his truck into the ditch. Alcohol was not a factor and the male did not sustain any injury. August 1 2:06 p.m. – The attempted theft of a truck was reported to RCMP. The owner of a Ford F350 truck advised that he parked on the street at Lucky Place in Sylvan Lake. A traffic stop was initiated and the driver exhibited signs of impairment. A 36-year-old Edmonton male is facing charges of impaired driving and having a blood alcohol level over .08. August 3 10:48 p.m. – A report of an altercation involving a group of males outside a liquor establishment on Lakeshore Drive in Sylvan Lake resulted in police attendance. A complainant reported that a male had been assaulted however the victim was not located. Two males and a female were arrested at the scene, however no charges were laid. Alcohol was a factor. August 4 7:01 a.m. – A vehicle theft was reported from a residence on Fern Crescent in Sylvan Lake. The owner reported that his trailer and quad were stolen from his property. The trailer and quad were later recovered by police outside of Calgary. August 5 6:24 a.m. – An attempted theft of a Jeep was reported to RCMP. The owner advised that the locks and ignition were damaged on the vehicle which was

August 6 10:56 p.m. – RCMP attended 46th Street in Sylvan Lake after a 911 call was received of an erratic driver colliding with parked vehicles in the area. August 7 9:41 a.m. – A 28-yearold Sylvan Lake male is facing charges in relation to a domestic disturbance. RCMP attended a residence on 46th Avenue in Sylvan Lake after a 28-year-old female advised that she had been threatened with a knife by her boyfriend. Several weapons were seized by police. The accused is charged with uttering threats and possession of a weapon for a dangerous purpose. 5:25 p.m. – RCMP were called to an address on Hinshaw Drive in Sylvan Lake after a complainant advised that an intoxicated male had passed out in bushes outside of a building. The 25-year-old male was located and was transported to cells where he remained until sober.

Over 70 producers provincewide will open their doors to show people how their food is produced during Alberta Open Farm Days on the

weekend. The event — Aug. 22 and 23 — is an opportunity for consumers to visit different farms and be educated on the methods producers use to grow crops and raise livestock. The event closes the

gap between rural and urban audiences to increase agricultural understanding, said Luree Williamson, CEO of Agriculture for Life. “There’s a lot of consumer interest in understanding where their food

comes from,� Williamson said. “There’s a huge local movement of supporting local farmers and producers, and Alberta Open Farm Days is a bridge that connects those audiences together.� Consumers can plan

POSITION TITLE: Finance Manager Reporting to the Finance Director, this position will be responsible for the accurate and timely management of the financial records as well as supervision of all positions within the finance department. SUMMARY OF FUNCTION: • Provides strong supervisory leadership to all financial areas such as payroll, tax, A/P, A/R, Utilities and Front Desk Reception including hiring, performance review and process coordination. • Responsible for the maintenance of the financial system to ensure current and accurate balances for General Ledger and sub-ledgers • Document and assess current accounting systems to suggest and implement adjustments and improvements • Lead role in working with all departments to compile budget for presentation to Council • Work with Director in preparing financial plan for formal adoption. • Work as a Business Partner in providing financial reports, variance analysis, etc. to management and Council • Coordination and preparing year end working papers for the annual audit TRAINING AND EXPERIENCE REQUIREMENTS: • University Degree or College diploma in a related field, and/or current enrollment in a recognized accounting designation. • A minimum of 5 years related supervisory and accounting experience. • Proven ability to build high performing teams • Experience with municipal legislation and public sector accounting principles are definite assets as is experience with Dynamics GP and WorkTech • Excellent written and verbal communication skills are essential • Has the ability to work independently, remain professional at all times, and maintain a high level of confidentiality • Strong initiative to make appropriate decisions and ensure smooth work flow process. This is a terrific opportunity to be an integral part of the management team in directing the financial systems of the organization. Sylvan Lake residents fighting to keep two proposed fourplex buildings from being built in their neighbourhood are expected to soon learn the fate of their efforts. Residents living near the proposed 48 Street developments crowded council chambers in the Town’s Municipal Government Building on two separate occasions last week — the second of which was on Wednesday for a Subdivision and Development Appeal Board (SDAB) hearing. The application in question was submitted by Hafso Homes Ltd. in April and subsequently approved by the Town’s Municipal Planning Commission (MPC) in June. It calls for the construction of fourplex units at 4629 and 4633 48 St. near 47 Avenue, with a parcel coverage relaxation for one of the units from 55 to 61 per cent. It also includes the relocation of a 900-square-foot accessory building (garage) and the demolition of other existing buildings. The developments are proposed discretionary uses within the R2-zoned (medium density residential) district. In late May, Town staff received 11 responses from adjacent landowners objecting the application. By late June, following MPC’s approval of the application, eight formal appeal letters had been received. At the appeal hearing, adjacent landowners expressed concerns pertaining to parking, congestion, traffic, privacy and garbage facility accessibility. “It’s an extremely densely populated area, and it’s medium density — not high density,” said Loretta Hermary, a resident of 48 St., addressing the SDAB. “If you allow this to happen, you will open up a can of worms you won’t be able to close, and you will see the repetition of these same problems.” Ches Hafso, president of Hafso Homes, speaking in support of the application, noted that the developer has “had very great respect from neighbouring properties in past situations in both in Red Deer and Lacombe.” The units proposed, he added, would be “very well managed.” “They’re nice, nice units, and they attract a very strong and good clientele. They’ll be adding to the neighbourhood, and not detracting in any way.” The SDAB was to make its decision within seven days, with further time allotted in which to make the decision public.

Sylvan Lake’s Coreen Spencer just can’t seem to keep away from the Enbridge Ride to Conquer Cancer. But given the approximately $40,000 she’s raised for the Alberta Cancer Foundation in her five successive years of participating, that would in no way appear to be a bad thing. “In my mind, this was to be my final ride, but I wanted to make this my banner year and really go out with a bang,”

she explained. “And then I registered again.” Spencer took part in the 232-kilometre bike ride through the foothills southwest of Calgary for the fifth time on Aug. 8 and 9, and a banner year it undoubtedly was. In recognition of her five-year milestone, Spencer was presented with a golden helmet. She also received a silver ambassador jersey for raising in excess of $10,000, ammassing an astonishing $15,079.50 for the cause. She’ll now take a well deserved break before repeating the process again — albeit somewhat unexpectedly.

“The Friday before the ride, I registered to ride for 2016 — one more time,” she said. “I was waffling on it, but as we were checking in to our motel room before we went to orientation Friday afternoon, David (Spencer, Coreen’s husband) said we may as well book the same weekend next year as we’d probably need it.” Spencer began this year’s race after a “short and restless night” and a 4 a.m. awakening the next day. She quickly consumed a cold breakfast burrito before the sun came up, and began to “focus myself on the people and the reason I am riding.” The opening ceremonies that followed, she said, are “always an emotional time — it pays to have an extra Kleenex or two.” She then set off on the ride route with the 1,740 other riders — some of whom have either beat cancer or are currently facing the battle. Along the way, Spencer contended with strong headwinds, soaring temperatures and steep hills, dedicating each of the lattermost to one of the many individuals in whose honour she was riding. “I named quite a few hills and some of them got named more than once,” she said. “It was that mental push I needed to give myself to keep on peddling.” After an overnight stay, and more than 230 kilometres and 11 hours of riding later, she arrived at the Calgary Olympic Park finish line in a moment she described simply as “amazing.” “Already the harsh memories of those brutal hills and wind started to fade,” she said. On the Friday preceeding the ride, it was announced that riders this year had raised $7.8 million for the Alberta Cancer Foundation. That takes the event’s seven-year tally to over $54 million, which Alberta Cancer Foundation CEO Myka Osinchuk said has made an enormous impact in the lives of cancer-stricken Albertans. “Thanks to crucial Ride dollars, the Alberta Cancer Foundation can continue to power research to speed up clinical trials, shorten recovery times and provide even better care for patients and families,” she said in a media release. “The Enbridge Ride to Conquer Cancer is crucial to achieving the next advancements that will not only improve quality of life for patients and their families, but are also making life better for Albertans facing cancer.” Donations to Spencer for her ride in 2016 can be made online at ab16.conquercancer.ca.

Two golf tournaments held last Friday were well supported by the community. The Sylvan Lake and Area Urgent Care Committee’s Golf for Urgent Care was held at Meadowlands Golf Club; the Sylvan Lake Minor Hockey Association’s fundraising tournament at the Sylvan Lake Golf and County Club. Golf for Urgent Care was the first golf tournament fundraiser put on by the Urgent Care Committee; the minor hockey association’s tournament is held annually.

Susan Samson, Urgent Care Committee chair, estimated that the urgent care event brought in between $20,000 to $25,000 — money that will be held in the David Thompson Health Trust and eventually used to purchase medical equipment for a future urgent care facility. Shea Karcha, vice president for the Sylvan Lake Minor Hockey Association, said there wasn’t a specific fundraising goal at the minor hockey tournament, but emphasized how appreciative association members are with the funds they receive, with donations put toward the

Organizers of both events were pleased with their respective results. “We had excellent feedback from the golfers, and everybody seemed to have a really good time,” Samson said. According to Karcha, everyone at the minor hockey tournament “was smiling and having a good time.” “Everyone had fun,” he said. The urgent care fundraiser also served as a reminder that the need for enhanced health care access is a priority for the town and its surrounding area. With the closest hospital being in Red Deer, people currently have a difficult time accessing vital emergency health care, Samson explained. “If you get hurt after hours, or if you’re here as a visitor, or if you get sick in the night, you are going to the Red Deer Regional Hospital Centre, and that’s unacceptable,” Samson said. “We’re a community of 14,000, and we need firsthand medical services here in this community.” With a new arena being built and dealing with the wearing out of equipment, Karcha expects costs to be higher this year. The association’s goal, he said, is to help provide the means for children to play hockey, regardless of circumstance. “We have a great association of people that support it,” he said. “We’re just really appreciative of everything that we get, and at the end of the day, it’s to try and make it financially viable for every kid to play hockey, regardless of anything else.”
