It has been an honour to spend two years in the role of Minister for Community Sport and Cultural Development, however, it is with great excitement that I introduce myself as the new Minister of Small Business and Red Tape Reduction, as well as the Minister Responsible for the Liquor Distribution Branch. As I reflect over the last two years some of the highlights include negotiating a $2.76 billion dollar deal with the federal government over 10 years to provide much needed infrastructure funding and security for local governments. Having served in local government I know how important these projects are for communities. I was also pleased to be a part of the negotiations with the federal government for the $109 million dollar fund to support local governments to improve mostly water, wastewater and road infrastructure. On the sport side I was so pleased that the Canada Winter Games were so successful. We had originally targeted an economic return between $70-90 million and the final figure was $123.4 million. It is always important to me to support many organizations across British Columbia. Of particular note in Cariboo North Barkerville, Island Mountain Arts, Skyfest, Quesnel Rodeo Club, Lion’s Club, and Quesnel Women’s Resource Centre to name a few. My new portfolio is very dear to my heart. When I first was elected and met with the Premier I talked about my passion and experience of working with small businesses during the fourteen years that I served as the manager of the Quesnel Chamber. I know how critical small businesses are to local economies. As the only province in Canada that has received an A grade from the CFIB for cutting red tape, I am confident that in my work as Minister I will continue to spearhead regulatory reform while supporting economic development and job creation. Alongside these changes, our government has modernized and reformed our liquor laws in ways that are already having a positive effect in our province. This summer, farmers markets have been able to sell local liquor products, BC wine has been put on shelves in grocery stores, and all liquor retailers are purchasing their alcohol at the same wholesale price. There will be a lot for me to learn in this new role, but I look forward to all the challenges and rewards that it will bring. This month has been a time of change as my ongoing partnership with Northern Health and the community team for securing new doctors to Quesnel is moving forward. My constituency office will be relocating to 401-410 Kinchant Street in the near future. Notice came to us mid-August and we set the wheels in motion to ensure that Northern Health could get moving on the renovations required to get the new Primary Care Clinic up and running as quickly as possible. CRD receives Taseko update Richard Tremblay, General Manager; Ben Pierce, Superintendent for Environment and Christy Smith, Manager of Community and Aboriginal Affairs from Taseko Mines Limited appeared before the Board to speak about the water discharge permit application for Gibraltar Mine. The presentation included an overview of the project, the water supply, and the approach to the project. The permit application will be submitted in the fall of 2016. Further information about the Gibraltar Mine discharge permit is available online at tasekomines.com.

Construction The Construction Management Contract for the Sam Ketcham (SKP) Upgrade Project has been awarded to Tango Management. The recommendation from the SKP working group identified Tango as the highest evaluated proponent that bid through the procurement process. The contract is valued at $275,010 including estimated disbursements of $9,000. The term of this contract will be from August 5, 2015 to the conclusion of construction, estimated to be in October 2017. The CRD also endorsed a recommendation regarding the parking and traffic flow component of the SKP Upgrade Project. The plan will include redevelopment of the existing parking area and a parking expansion into a portion of the adjacent ball field. The Central Cariboo Recreation and Leisure Services capital and financial plans will be amended to reflect implementation of these parking improvements at an

estimated cost of up to $1.3 million.

Support for Quesnel Chamber A total of $500, apportioned from Electoral Area A, $250; Electoral Area B, $150; Electoral Area C, $50; and Electoral Area I, $50, was approved by the CRD Board to sponsor the Quesnel and District Chamber of Commerce Annual Business Excellence Awards. The annual event is taking place on October 24, and is held to recognize the contributions of businesses in the Quesnel area.

Support The Cariboo Regional District endorsed a resolution in support of ABC Communications to the Northern Development Initiatives Trust’s Connecting British Columbia account. The application is for a grant of up to $2,510,685 with a total of $1.5 million to be spent within the Cariboo Regional District over a three year project.

Grant The CRD Board of Directors agreed to support three applications to the Northern Development Initiative Trust’s Regional Development funding programs. The first request is for $30,000 in grant funding under the Community Halls and Recreation Facilities program. The funding will be used to develop a multiuse recreational trail at the Xat’sull Heritage Village. The proposed trail is expected to provide greater access and connectivity between the critical elements of the Village including commercial

areas, heritage sites and cultural facilities, which should provide an improved experience for tourists. The second request is for $30,000 in grant funding from the Community Halls and Recreation Facilities program. The funding will be used to modernize the lighting infrastructure at the Hallis Lake Ski Area. The project includes upgrading the lighting to high-efficiency LEDs, installing underground wiring, replacing poles and extending the lighting by an additional 500 metres. The final request is for $30,000 in grant funding under the Community Halls and Recreation Facilities program. The funding will be used to perform upgrades to the Interlakes Community Centre, including the purchase and installation of a new audio-video system, installation of insulating sound boards, construction of a covered entry platform, and construction of a new wheelchair ramp.

Funds approved The Regional District Board endorsed requests for Electoral Areas F and G Director’s Initiative Funds during today’s Board meeting. Electoral Area G requested up to $300 from the Electoral Area G Director Initiative Fund for a plaque and appreciation lunch for the Electoral Area G Advisory Planning Commission Chair as he is stepping down from the Commission. The second request came from Electoral Area F for $500 to support the Xat’sull Save-the-Salmon Traditional Pow-Wow being held at the Horsefly River spawning channel on September 11-13, 2015.

Be part of the solution

E

veryone can be part of the solution to end the scourge of impaired driving Summer is still in full swing, the patios are packed with people enjoying a cold one and backyard barbecues and picnics abound. Unfortunately, summer holidays, sunshine and high temperatures can combine to concoct a deadly cocktail of people drinking and driving. RCMP hold roadblocks and police the roads best they can, but we all need to do our part to end drunk driving. Only a concerted effort will drive the message home that we need to put the brakes on drinking and driving for good. If you know your circumstances may include a couple of drinks, take the time to arrange a ride home or ensure you have a designated driver. It’s much easier to take the time and plan ahead, compared to what you will deal with if you drink and get behind the wheel. It can save your life, the lives of those you love or the lives of innocent others. One bad decision can leave scars that never heal and a trail of shattered lives ruined by a boozefuelled lapse in judgment. You can be part of the solution by letting the police know if you see someone who is drinking and driving. While programs like drinking and driving Counter Attack and media coverage have resulted in a reduction in impaired driving offences, the sad reality is there are still people out there who just don’t get it. So please, enjoy your summer and help spread the word that there are more than just the RCMP watching. – Black Press

Is B.C. really burning? Not exactly O

n a recent drive through the B.C. Interior, I passed through McLure and Barriere, communities north of Kamloops that were devastated by wildfire in 2003. While these communities have recovered, blackened tree trunks are still visible where fires burned for 75 days and forced the evacuation of 3,800 people. With the early start to this year’s fire season, the media attention and effects of an unusual spring drought, you might think that B.C. is on pace to match that terrible summer. You would be wrong. As of last week, area burned and money spent by the B.C. Wildfire Service had only just exceeded the totals for mid-August during last summer’s fire season, which were high but not remarkable. The number of individual fires is higher this year, but that’s mostly a result of lightning storm patterns. Spending has topped $200 million, as it did last year at this time before finishing just below $300 million. The 2003 total was above $400 million, and the 2009

B.C. Views season was slightly below that. Forests Minister Steve Thomson cautions that there are still many weeks to go and hot, dry conditions are expected for much of that. Once the damage is done for the year, the ministry reviews the impact on forests and begins assessment of which areas should be replanted and which should be left to regenerate naturally. Pine forests need fire to regenerate, and the strategy in recent years has been to allow fires to burn out naturally and contain them to protect people and property. Decades of fire suppression, based on viewing Crown forests strictly as a timber resource, helped create conditions for the beetle epidemic that has left vast quantities of dead

appearance this summer, Clark warned that drought and huge fires may be “the new normal” for B.C. as climate warms and shifts. This is great positioning for the government’s plan to attend the latest global climate doom festival in Paris this fall, but it’s not borne out by recent forest fire results. In terms of dollars spent and area burned, the years 2010, 2011, 2012 and 2013 were all well below average. Last year and 2009 were substantially above average, but 2008 and 2013 were among the quietest years on record. Is drought the “new normal” too? The B.C. government’s own climate change forecast is for increasing overall precipitation, albeit with more rain and less snow. Snowpacks for southern B.C. were indeed the lowest on record this past winter, but that record only goes back 31 years. And when were high snowfall records last broken? That would be 2011. wood to fuel more fires. The 2003 fire season set the tone for political debate on forest fire policy that has continued since then. The opposition points to recommendations from former Manitoba premier Gary Filmon that removing fuel from around communities is the best protection. This task has proven impossibly big, especially as rural community tax bases shrink, but the ideological dance continues in Victoria. The NDP campaigned in 2013 on a promise to double tree planting, and its general approach is to spend more money and hire more staff. Speaking of political dances, Premier Christy Clark has made a couple of appearances at fire sites where homes and businesses have been threatened or destroyed. (Today’s big-city media formula is to emphasize danger and promote attacks on premiers of all stripes. If they don’t visit disasters, they are callous and uncaring. If they do, they’re exploiting the situation for photo ops.) In her first fire scene

Living in a speech controlled police state

M

y hat goes off to President Barack Obama for starting meaningful changes to slow down the warming of the earth. It is no surprise that some Republican senators want to sue him on behalf of the coal industry. I think quite a few of these Republicans have taken a course in how to focus on the past. Then there are our Canadian political leaders who seem to think that the environment is not all that important, but they believe they can do something about the economy because that is all they talked about.

FROM WITHIN At least Elizabeth May of the Green Party mentioned the environment in the debate. The fact is that all the important economic decisions are made by the top multinational corporate and financial institutions in the world. If they would have been serious about the

Canadian economy our leaders would have stopped the exodus of our fabrication industry and now the automotive industry, because that is where the jobs were. At this point we are looking at an election that costs millions and millions of tax payer dollars to elect the champion mudslinger. It was under the Conservative Prime Minister Brian Mulroney (1984 – 1993) that Canada was sold out to the international money markets called free trade. Mulroney came close to be taken to court for treason, but somehow that never happened. It

did not take long before the clothing industry moved to India, followed by an increasing amount of businesses that started to move to third world countries or out-sourced the fabrication of their products to third world countries. The profits of the corporations soared. During the Liberal Government under Chretien water was declared a commodity instead of a human need. This made it possible for corporations to sell our water on the open market. It is also the reason we cannot charge existing commercial water users

because if we do, water has become a commodity and is for sale on the open market under the Free Trade agreement. While we are talking about water, a bunch of people in canoes were paddling on the future site of the Site C dam. They were opposed to building a dam there, so they had some signs saying so. All of them are now on the terrorist list which gives the police the right to deal with them differently and they are not allowed to leave Canada, our country proud and free. I find it sad that Justin Trudeau signed Bill C51 which made these people

terrorists. It makes me feel we are living in a speech controlled police state. And all that because a fear of terrorists. Who is winning? Between terrorists and the corporate sector we don’t have a hope in hell. Anyway I am going to take a break from all this sad news of daily murders, earthquakes, disasters of any kind and anything that is horrible. T

ucked away within walking distance of Dragon Lake is a magical property created by Brenda Gardiner. Creative, practical with a heavy dose of whimsy, Gardiner has, through her own labour and vision, designed her property to reflect just exactly who she is and she’s inviting the public to witness her world during BC Culture Days, Sept. 25 – 27. On Saturday, Sept. 26 from 10 a.m. – 5 p.m., people can wander through her diminutive property and experience what Gardiner has, through her own labour, built. Fifteen years ago, the property on Lakeview Drive appealed to Gardiner with it’s rural feel while still providing accessibility to town and a sense of neighbours, after all she would be living here alone. “I love living alone, its your own domain, I had a vision from the very start,” she said. Although she admits the creative process has grown over time, from the very beginning Gardiner depended on amazing finds and following her passion. “I saw a blue door in a magazine and went on the hunt,” she said.

“Now I have three gates/doors that lead to nowhere but they are beautiful.” Labeled eclectic junque, Gardiner finds her treasures just about anywhere and she isn’t adverse to asking for others’ castoffs or stuff normally considered trash. “I’m cheap too, I don’t pay much for anything if I have to pay at all,” she added. She accepts other’s garbage and sometimes people just drop off stuff at her doorstep. “People know my style,” she said with a smile. Several aspects of her garden provided the jumping off point for entire areas and that is never more true than the sweet, tiny little gardening shed at the back of yard. “I won a bet with a friend and the consequence was building my garden shed,” she said. Gardiner proudly claims her status as a weekend warrior, its all about finding the right materials, putting in the sweat equity (most of her creations are the result of her own labour and that of dedicated friends), and having the vision of the finished look. No matter where she travels, Gardiner is on the lookout for items for her yard, some will be stored in waiting for just the right installation.

As with many artists, Gardiner defines her own boundaries in the garden with fences. “I fenced the yard because I need boundaries, I need to know what I have to work with.” Within her garden, most of the elements are strictly for their visual value. The pond, the birdhouse collection, wrought iron and other metal treasures blend with patios, plants, lava rock and myriad of unique and unusual found items that just magically blend in Gardiner’s garden and her mind. “When I was asked to be part of BC Culture Days, I was thrilled,” she said. “Finally someone appreciates my junque. I’ve always appreciated the artfulness of recycling and what can be accomplished in small spaces. People tell me they know where I live because my personality is in the yard.” With several areas still under construction, Gardiner hopes to someday have the yard mostly done so she can step back a little from her weekend warrioring, but knows it will be a lifestyle change she’s not sure she can make. With an extraordinary yard, a perfectly formed little house and a woman with a remarkable personality, a visit to her Lakeview Drive will be adventure. For information on a wide range of

with Lee-Anne Williams B.Sc. (Pharm) There has been much in the news lately about marijuana and whether it truly helps certain medical conditions. The U.S. government granted permission to 10 centres to run trials on cannabidiol, a liquid extract of marijuana that has no psychoactive properties but may have some anticonvulsant properties for people with epilepsy. Preliminary results showed a 46% reduction in total seizures. More studies will be carried out to see if these results are reproducible. Diabetics who inject insulin are reminded to rotate their injection sites regularly. Injecting into the same area all the time can develop fatty scar tissue. Also if you need more insulin than your pen or syringe can hold, do two separate injections rather than keeping the needle in while you measure out the rest of the dose. Cilia are hair-like structures in the inner ear whose job it is to convert sound waves into electrical signals sent to the brain. These hairs are very fragile and can be damaged irreversibly by continuous loud sounds. Using ear buds can contribute to this damage if the volume is too high. You should be able to carry on a conversation with someone nearby while listening. If not, it’s too loud. Pharmacists and doctors use the term “blood thinners” when describing certain drugs like warfarin. These drugs don’t actually “thin the blood”, but rather keep harmful clots from forming in the blood vessels . They do it by blocking the activity of vitamin K in the body. This vitamin is important in blood clotting. Sometimes, simple words are used to explain complex situations. We try to answer your questions in an easily understood manner. Hospice offers a welcoming atmosphere QDHPCA is a charity designed assist those with life-threatening illnesses and end-of-life care

T

he Quesnel and District Hospice Palliative Care Association is a volunteer organization which has been operating in Quesnel for the last 30 years and for the last six years the Hospice has been opening its doors to individuals and their families who need quality care when faced with life threatening illnesses, end of life care and bereavement support. I spoke with Barbara Watson who is the vice president and she told me that she wants to help this ministry because her mother was able to die in peace and comfort . This lady Marian Gillard felt comfortable and the staff were SENIORS’ UPDATE very kind and she was happy in the building. My husband was cared for at Hospice when we needed respite. We found the same welcoming atmosphere and care. There is generally a good balance between the local physicians and the Hospice staff but QDHPCA is working on getting a reduction in rates for those who cannot pay the $33 per day charged by Northern Health. Make a note of the Dinner and Auction to take place on Nov. 21. We may all need the support of palliative care and hospice services so lets come out and support at all their events. A year after my husband, Earle Gillard died I invited our friends to honour him again at a tea in my home and we raised $200 towards this worthy organization. QDHPCA is a registered charity and the Hospice unit is located at 900 St. Laurent Ave and is open 24 hours a day. T

here’s never just one reason we take a risk, try something different, step out of our comfort zone. For Wally Dorn there were many reasons he chose to enter the Ringside World Masters Championships in Independence, Missouri. Boxing has been a passion of Dorn’s for many, many years and although he now primarily coaches young competitors at the Two Rivers Box Club, there’s still a competitor on the inside and when he saw this masters competition, he figured he was in competitive shape so he entered. “I trained seriously beginning in May and lost 30 pounds,” he said. His training was basically the same as the young boxers he trains. “Training is training regardless of your age,” he added. “You set your own limits always aware of your age (Dorn is 70 years old) and compare your cardio level to a 20 year old in the prime of their lives.” By the time he arrived at the masters, Dorn said he was at least 90 per cent there on the fitness level. “I went into it feeling very confident.” Once they arrived in Independence, Dorn did a small workout every day just to limber up and relax. The big push was done, it all had to be there before he left Quesnel. In his division, 55+, there were just three competitors, chosen on a draw system based on experience, age

and weight. The one competitor from California got a bye and Dorn was matched with 62-year-old Richard Andrini from Orlando, Florida. At 70 years, Dorn was the oldest competitor in the championship. As they entered the ring for the first round, Dorn was in the blue corner and Andrini in the red. “We were fairly evenly matched as the round began but for some reason the referee gave me two cautionary 8-counts. I didn’t know why, it was disappointing.” In boxing 8-counts are usually because the referee believes the boxer needs the stoppage, but Dorn felt they were unnecessary. Three 8-counts and they call the bout. “But the referee is the ultimate authority in the ring.” In the second round Dorn said he came out strong, scored well and the referee gave Andrini a standing 8-count. “At one point he was coming at me, I side-stepped and he fell to the canvas. It didn’t look good for him.” “Again in the third and final round I came out strong, again scoring well. Andrini threw a lucky slapping punch to my head and the referee chose to give me another 8-count, which ended the bout. This negated

everything else about the three rounds. It was over.” With everything Dorn has taught his own boxers, he put aside the disappointment and accepted the referee’s decision. And with more than 1,000 competitors in multiple rings, the masters championship carried on. But the irony of the situation was Andrini had injured his shoulder when he fell in the second round and ended up in hospital. Instead of handing the winning belt to Dorn, it passed to the guy from California who never stepped into the ring. Looking back on the trip, Dorn has no regrets. It was a wonderful holiday, met some fabulous people, got into great shape and he’s already making plans to go back after that belt next year. “I’ve never been to anything that big before, it was amazing. It gives you a different perspective on boxing meeting people from around the world who share the same passion for the sport. There were no barriers, everyone got along.” And Independence, Missouri holds another special meaning for Dorn. His grandfather was from the Independence area. “It’s the same area as the James and Younger gangs were from. B.C. seeks mining agreement with Alaska TOM FLETCHER Black Press B.C. Energy and Mines Minister Bill Bennett is spending this week in Alaska, his second trip this year to work out a formal agreement on mine regulation between the state and the province. Bennett has meetings lined up with Alaska conservation groups, state legislators, commercial fishing representatives and Alaska Governor Bill Walker. With major mine projects proposed on both sides of the border and continued public concern in the wake of last year’s Mount Polley tailings dam collapse near Quesnel, Bennett is hoping to have an agreement ready for Walker and Premier Christy Clark to sign later this year. Several B.C. mine projects have opened or received permits to proceed this year in

northwest B.C., where salmon-bearing river systems extend across the Alaska panhandle to the Pacific Ocean. Two of those mines are just north of Stewart B.C. and Hyder, Alaska near the Unuk River, which flows into Tongass National Forest in Alaska. Brucejack Mine is an underground project expected to proceed with construction this year. Its tailings are to be returned to the mine shaft, reducing concern about environmental impact. Near Brucejack is the KSM Mine, one of the largest copper and gold ore deposits in the world. It was given B.C. permits last year for a design that includes open pits and a pair of tunnels to carry ore 23 km away for processing. Bennett plans to fly into the Taku River region, where B.C.

has issued permits for the Tulsequah Chief mine south of Atlin. It also plans a tailings storage site to restart mining on two ore deposits that were previously mined in the 1950s. “We’re going to meet with dozens of different interests and people, do a lot of listening, but also make sure that Alaskans become a bit more aware of how much access their government has to our processes in B.C.,” Bennett said. The Alaska government participated in the approvals for KSM and others, but many state residents aren’t aware of that, he said. Many Alaskans are aware of the Mount Polley situation, where recovery work continues a year after millions of tonnes of mine waste poured into Quesnel Lake. Testing of water and aquatic life continues

and the water continues to meet Canadian drinking water standards. “It’s going to take years to have any long-term certainty on this, but so far it would seem that there hasn’t been a negative impact on aquatic organisms that we know of today, or
