or when a pardon is later granted to seal the record of a conviction. Absolute discharge conviction records are removed from the public database after a year, and conditional discharges after three years. A stay of proceedings means the online case file is blocked after a year, although records for all cases remain at court registries for access in person. In a consultation memo on the issue, Crabtree notes that B.C.’s Court Services Online help desk received frequent requests to use the service as a criminal record check. The memo says that when information on acquittals was still available, the service received “a significant number” of complaints of negative effects from public access to charges that did not lead to conviction. Some people said they only realized the information was public when they were sent a link by coworkers or employers. The memo offers several options for dealing with peace bonds, which are ordered to restrict activities of parties in a dispute and are currently left online indefinitely. The consultation memo is available at www.provincialcourt.bc.ca under the “news and reports” tab. Submissions can be made by email to info@provincialcourt. bc.ca or by mail to: Office of the Chief Judge, Provincial Court of B.C., 337800 Hornby Street, Vancouver B.C. V6Z 2C5.

Regional business calendar launched W o r k f o r c e Development is a key economic initiative throughout our region; as a result, The Lower Columbia Initiatives Corporation (LCIC) participated in the Regional Skills Training Plan 20132020 developed by Selkirk College and College of the Rockies. One of the goals laid out in the training plan is to enhance training related to small and medium sized enterprises, which echoes the findings from the Lower Columbia Business Retention and Expansion project completed in 2013. Businesses in our region wanted one robust schedule where they could see all the business training opportunities listed throughout the region. The Business Training Opportunities Calendar, initiated by the LCIC, is a ‘one-stop shop’ for businesses and entrepreneurs in the Kootenays who are interested in upgrading their skills. Organizations that provide business training populate the calendar with upcoming courses, workshops and seminars. The beauty of this process is that

all calendars are linked - as one organization adds content, all connected calendars will be updated simultaneously, truly making it a ‘one stop shop’ for businesses and entrepreneurs. Te r r y Va n Horn, Economic Development Officer for the Lower Columbia Initiatives says, “The calendar has been created through Bhubble and will be embedded on sites where regional training opportunities can usually be found. This way, businesses can go to one place and see what courses are available and where they are; meanwhile, the providers can see what other organizations are offering so as not to duplicate efforts. We will also be able to see if there are any gaps in the training demands for our region.” The calendar can be found on the LCIC website http://www. lcic.ca/business-training-opportunities/. If you are a training provider, we encourage you to contact us at kjackson@lcic.ca to find out how your training opportunities can be updated onto this calendar.

10 Neat Things... Fall Colour

1. Bring on the Colour. For some, fall signals the beginning of the end, but some plant are just starting to develop into their prime, including fall mums and fall pansies. They bring colour to any fall landscape, no more reason to have drab looking corners. Pansies, if planted in the fall, may even overwinter up to Zone 4, giving you blooms in the fall as well as the spring. 2. A Feast for the Eyes. While they are edible, flowering cabbages and kales are not as tasty and tender as their culinary cousins. In fact, it is not the final cabbage, but the vibrant purple, pink or white leaves that give the plants their interest as ornamentals. 3. A Visit to Asia. It’s not hard to see where Chinese Lanterns get their name. Given the scientific name of Physalis alkekengi, this plant has large, bright orange to red papery coverings over its fruit, which resemble paper lanterns. They are great in a planter or as cut “flowers” in a fall arrangement. 4. Susan Never Stops. There are at least 25 species of rudbeckia, also known as Black-Eyed Susan, all native to North America. This flower is a favourite among gardeners for many reasons, among them its high resistance to pests, drought-tolerance and long bloom season that stretches from July all the way until October. 5. A Joy to be Around. ‘Autumn Joy’ - the name says it all. This is just one of the varieties of sedum that are available to be enjoyed throughout the gardening season. In the fall, however, they are spectacular. Often called autumn stonecrop, there are hundreds of sedum varieties from which to choose, many are in creeping forms that are good for rock gardens and some are taller, upright ones that are beautiful in flower beds and borders, like the ‘Autumn Joy’. 6. Masses of Fall Blooms. ‘Quickfire’ is just one of the hydrangeas that is sure to blow you away with the stunning display of blooms in the fall. Its flowers open white then turn pink, and turn an extremely dark rosy-pink in the fall. ‘Pee Gee’ is another hydrangea tu turn from white to pink as the flowers age and the white, conical blooms of ‘Pinky Winky’ start turning pink at the base in the fall, giving you all shades in one cluster. 7. This Yard is Going to the Dogs. Dogwood shrubs can add a new dimension to your fall as well as your winter landscape. The ‘Red Osier’ dogwood has soft red leaves in the fall and as the weather gets cooler, the bark of this dogwood’s many stems becomes darker, turning a rich, almost wine-coloured red. The bark of the ‘Yellow Twig’ dogwood becomes bright yellow, making it a focal point in any winter yard. 8. My Yard is on Fire! The Burning Bush gets its name from the vibrant, scarlet foliage it sports in the fall. Its branches are adorned with unusual, corky “wings”, providing some great winter interest. But it is in the fall that this shrub pulls out all the stops. The leaves turn a brilliant red and they remain that colour until they drop. Small, redorange fruit further add to the spectacular effect. 9. Welcome to Canadian Fall. If you are looking to really make a statement in your yard in the fall, consider planting a maple tree. The Autumn Spire Maple, as well as its namesake, the Autumn Blaze Maple, it is noted for the most stunning blaze-red fall colour. In the spring, it has stunning and showy red flowers that appear before the leaves open on the tree. 10. Carefree Fall Bloomer. Fall blooming crocus or colchicum is a bulb that is planted in the fall and will bloom in the fall. It produces large pink, purple or white flowers in the fall when most flowers are all finished blooming. It is virtually care free and will survive for many years without you having to do anything.

The Weekend View

B.C. Views: Is BC burning? Not exactly by Tom Fletcher On a recent drive through the B.C. Interior, I passed through McLure and Barriere, communities north of Kamloops that were devastated by wildfire in 2003. While these communities have recovered, blackened tree trunks are still visible where fires burned for 75 days and forced the evacuation of 3,800 people. With the early start to this year’s fire season, the media attention and effects of an unusual spring drought, you might think that B.C. is on pace to match that terrible summer. You would be wrong. As of last week, area burned and money spent by the B.C. Wildfire Service had only just exceeded the totals for mid-August during last summer’s fire season, which were high but not remarkable. The number of individual fires is higher this year, but that’s mostly a result of lightning storm patterns. Spending has topped $200 million, as it did last year at this time before finishing just below $300 million. The 2003 total was above $400 million, and the 2009 season was slightly below that. Forests Minister Steve Thomson cautions that there are still many weeks to go and hot, dry conditions are expected for much of that. Once the damage

is done for the year, the ministry reviews the impact on forests and begins assessment of which areas should be replanted and which should be left to regenerate naturally. Pine forests need fire to regenerate, and the strategy in recent years has been to allow fires to burn out naturally and contain them to protect people and property. Decades of fire suppression, based on viewing Crown forests strictly as a timber resource, helped create conditions for the beetle epidemic that has left vast quantities of dead wood to fuel more fires. The 2003 fire season set the tone for political debate on forest fire policy that has continued since then. The opposition points to recommendations from former Manitoba premier Gary Filmon that removing fuel from around communities is the best protection. This task has proven impossibly big, especially as rural community tax bases shrink, but the ideological dance continues in Victoria. The NDP campaigned in 2013 on a promise to double tree planting, and its general approach is to spend more money and hire more staff. Speaking of political dances, Premier Christy Clark has made a couple of appearances at fire sites where homes and businesses have been threatened or destroyed.

(Today’s big-city media formula is to emphasize danger and promote attacks on premiers of all stripes. If they don’t visit disasters, they are callous and uncaring. If they do, they’re exploiting the situation for photo ops.) In her first fire scene appearance this summer, Clark warned that drought and huge fires may be “the new normal” for B.C. as climate warms and shifts. This is great positioning for the government’s plan to attend the latest global climate doom festival in Paris this fall, but it’s not borne out by recent forest fire results. In terms of dollars spent and area burned, the years 2010, 2011, 2012 and 2013 were all well below average. Last year and 2009 were substantially above average, but 2008 and 2013 were among the quietest years on record. Is drought the “new normal” too? The B.C. government’s own climate change forecast is for increasing overall precipitation, albeit with more rain and less snow. Snowpacks for southern B.C. were indeed the lowest on record this past winter, but that record only goes back 31 years. And when were high snowfall records last broken? That would be 2011. Letter: Harmful or helpful plants A few weeks ago the Hugs and Slugs column included comments from a reader concerned about an organization spraying invasive plants. They wrote that, rather than educating the public about how to use these ‘herbs’, the organization was ‘teaching the public how to destroy Mother Nature’s gifts’. It may be true that some introduced species have medicinal or nutritional benefits to humans, such as St. John’s Wort (can treat mild to moderate depression), burdock (used to make the famous Korean staple Kimchi), and common tansy (treats migraines and parasites). However, these benefits are commendable if one considers only that, and not the broader impacts of invasive species. There are many reputable health, governing, and humanitarian organizations which have taken a strong stand against the introduction and spread of invasive species. These include provincial,

territorial, and federal governments in Canada and the USA, the United Nations’ Food and Agriculture Organization, the World Health Organization, and 10 globally regional plant protection organizations. The issue is that an introduced plant with health benefits or nutritional value to humans may not be positive for other aspects of Mother Nature in its new location. A good example is St. John’s Wort. In the East Kootenays, plants like St. John’s Wort damage our economy, environment, and human or animal health. St. John’s Wort easily outcompetes other vegetation, and will produce large dense patches where livestock and wild animals graze. St. John’s Wort contains two chemicals toxic to livestock - hypericin and hypericum red. These chemicals can result in extreme photosensitivity, or even death, if the plant is ingested by livestock or native ungulates.

Letter: Consider all the facts when voting I agree wholeheartedly with TJ Byrne (letter to the editor, Advertiser, August 14). We do indeed need to consider our choices carefully before voting on October 19. He might therefore consider the facts, as he has advised oth-

ers to do, rather than perpetuate political urban myths about NDP management of the economy, as he has done in his letter. In 2001, Tim O’Neill, chief economist, Bank of Montreal, wrote: “Under the NDP, BC has a lot going for it...

A St. John’s Wort infestation impacts local ranchers’ and farmers’ bottom line due to increased costs managing an infestation on their land. St. John’s Wort can also damage the environment. It produces seeds which can remain dormant, but viable, for many years. Soil contaminated with these seeds will infest a weed-free site if the soil is moved. Wildlife and range managers see significant environmental impacts from a plant like St. John’s Wort. It vigorously outcompetes native vegetation and displaces important species in precious grassland areas, for example areas near Baynes Lake and Kikomun Provincial Park. This imbalance in plant communities due to invasive species can also result in negative changes in soil conditions and water quality, increased soil erosion and fire hazards, and greater vulnerability to the introduction of other invasive species. Not all invasive (alien, introduced, exotic) species are a priority for control measures by local and provincial agencies. Dandelions, for example, do not

significantly damage the environment or economy in many situations. They do not harm human health. In fact, dandelions are edible and provide good nutrition to several organisms. But science and research has shown that some species require substantial control measures because they can upset Mother Nature’s own balance. The most harmful of these plants are called ‘noxious’ weeds, a legal designation under the BC Weed Control Act for the most serious invasive species. It is those species, and dozens of others on provincial and regional watch lists, that are a priority, and may be sprayed to prevent their spread, and to help protect Mother Nature here in the East Kootenays. For more information please see: w w w. b c i nva s i v e s. ca, http://www.invasive.org/, www.fao.org or contact the East Kootenay Invasive Plant Council at 1-88855-WEEDS or www. ekipc.com.

2011, the Canadian governments most likely to have balanced budgets are those with the lowest deficits were provincial NDP regimes.” So yes, Mr. Byrne, let us be cautious, as you say, and get the facts before we vote on October 19.

2016 Nissan Maxima issan claims that the eighth-generation Maxima is every inch a “fourdoor sports car.” While that statement might seem pretentious — and one we’ve heard before from the automaker — the latest “Max” covers a broad spectrum, from well-equipped luxury mount, to agile sedan capable of snaking around curves and tackling straight-aways at a reasonably rapid pace. For 2016, the Maxima has broken free of its cocoon. The Tennesseebuilt car possesses more swagger and displays an aggressiveness that most other automakers would dare not attempt, especially with an entryluxury sedan. It’s a bold move that should pay big dividends with buyers wanting to stand apart from the mainstream. The Maxima’s flashy chrome grille, curvaceous body panels and sweeping rear end signal that this Nissan is unlike anything else on the road. Underpinning the attractive body is the next-generation Altima-based architecture that’s lighter as well as 25 per cent more rigid. The distance between the front and rear wheels is unchanged, however the new sheetmetal adds just over five centimetres to the car’s length. The width is

also the same, but a slightly lowered and elongated roofline makes the Maxima appear longer. There’s also a revised suspension with new front and rear dampers and larger stabilizer bars to improve road holding. Inside, the Maxima is an ergonomic delight, although it’s difficult to spot the designer’s fighter aircraftinspired styling cues. The controls are straightforward, the “Zero Gravity” front chairs are supportive and the pushbutton starter has migrated to the console right next to the shifter. Back again — sort of — is the 3.5-litre V6 that sends 300 horsepower and 261 pound-feet of torque to the front wheels. That represents a 10-horsepower gain, but the torque rating is the same. Nissan states that 60 per cent of the engine’s components are all new for more rigorous duty (e.g. the intake/exhaust valves are patterned after those in the GT-R super sports car) and to reduce fuel consumption. Also significantly updated is the Maxima’s continuously variable transmission (CVT), which is your only choice. Nissan has been committed to CVTs for more than a decade and has clearly mastered the technology. With its seven built-in

BANKRUPTCY? REPOSSESSION? BAD CREDIT? HIGH INTEREST?

electronic “steps,” most drivers will be hard-pressed to tell the CVT apart from a “normal” automatic transmission. With the improved drivetrain, the fuel-consumption rating is 10.9 l/100 km in the city and 7.8 on

the highway. It’s also responsive. The Maxima reacts almost instantly to throttle inputs, especially when the consolemounted drive selector is switched to Sport mode from Normal.

For 2016, Maximas are available in four distinct trim levels with virtually no options for any of them. The base SV trim level, priced at stout $37,600, is stuffed with dual-zone climate control, leather seat covers (heated in front) and a navigation system with a 20-centimetre monitor. An eight-way power driver’s seat and a four-way power passenger’s seat are also included. The SL trim adds a dual-panel panoramic moonroof and highend Bose stereo, while the top-end Platinum comes with a 360-degree Around View Monitor plus a drowsy-driver alert that warns if you’re nodding off at the wheel. There’s also a system that detects people or objects approaching in the vehicle’s path. For enthusiasts, the sporty SR includes most Platinum content, but deletes the moonroof to help lower the car’s centre of gravity and increase structural integrity. The SR comes with paddle shifters, 19-inch wheels (18-inchers are standard) and electronically controlled shock absorbers that firm up the ride and increase body control. In Sport mode, the SR exhibits some torque steer (a tendency for the car to pull left or right during hard acceleration), but nothing too serious. The multi-discipline Maxima is a significant leap forward over previous generations. It’s a sedan that pampers you and can provide significant thrills. Is it really a four-door sports car this time, though? Well, it’s closer.

Safety Tip:

The interior was apparently inspired by fighter jets, but fighter jets don’t have soft-touch surfaces and fancy trim. Most of this is standard in the base SV model, but the SL, SR and Platinum trims also contain plenty of serious luxury stuff. (PHOTO CREDIT, NISSAN)

Mannequins to help in search and rescue Members of Cranbrook Fire & Emergency Services can now be better trained for search and rescue and first responder calls thanks to its recently expanded “family” of life like mannequins. The department recently acquired 5 new mannequins in a variety of sizes and ages bringing their total to seven, which will allow for better training and for first responders to be better prepared. “We are now in a

position to better train for real life scenarios by using a broader range of victims,” says Chief Wayne Price, Director of Cranbrook Fire & Emergency Services. “These mannequins are designed for use in hazardous material responses, confined space rescue, auto extrication, ice and water rescue as well as first responder medical training.” Most fire departments utilize only two mannequins, which can lead to less realis-

Starlite launches new brand this year In the summer of 2008 the East Kootenay Regional Hospital was undergoing a major expansion with a new emergency department, ambulatory care and registration areas. The exterior design of the hospital offered an opportunity for EKFH (East Kootenay Foundation for Health) to undertake a new annual holiday giving initiative. As with many health and hospital foundations an annual holiday giving program is one of the cornerstones of fundraising. Many charities across the country utilize a Christmas Light a Bulb concept; however EKFH wanted to take the idea one step further. During the original planning stages the foundation felt that it might be timely to move away from the concept of lighting Christmas trees and bulbs to one with a more universal theme. After several brainstorming sessions the idea of lighting stars atop the roof line of the regional hospital came to life. “We had originally intended to purchase commercial grade stars for the project but after extensive research the cost to source the product would require significant outlay that would set EKFH back before even realizing a fundraising benefit”, explains EKFH’s Executive Director Donna Grainger. What happened next is nothing short of a miracle. While overhearing that the Starlite idea might be scrapped the maintenance team at the regional hospital approached EKFH

saying that they would like to take on their own personal project and could build the stars. Grainger shares, “I really was surprised at such an offer but I must admit on one hand I thought, what on earth that team could build that would rise to the occasion and become a signature piece for the foundation, the hospital and fundraising.” A few weeks passed and it seemed the idea had gone the wayside until one day someone walking near the maintenance office came running to the EKFH office and shouted “Have you seen what those Maintenance Guys have built for EKFH?” With a quick run to the shop, and a turn around the corner, the first custom made star, painted gold and beaming a serene blue stood shining in brilliance. It was simply magnificent and the start of a new beginning in holiday fundraising for the foundation began. With metal donations from former Wilkinson Steel, lighting support from BL Lighting and EB Horsman and donated time volunteered by the Maintenance Team (now officially named the EKRH S TA R M A K E R S ) the stars were built. Each Starmaker member took on a task of welding, painting, wiring, or erecting the stars. Ten stars were built, wired and hung for the 1st annual Starlite Campaign for Excellence in Health Care with an to raise funds for hospitals and health care facilities in the East Kootenay.

The first star was officially lit on November 28, 2008 (as part of a 5-year partnership) with the East Kootenay Community Credit Union. The format was simple; donations of any value were accepted and at every $5,000 increment a star would be lit, the first year goal was 10 stars lit and $50,000. The public response was overwhelming with all stars lit by December 16 and by the end of January2009 an astonishing $55,118 given by the generous hearts of donors. In 2012, the Starlite Campaign began the tradition of being a solo EKFH signature event. Over the years the Starlite Campaign has witnessed many heart-warming moments and changes including a campaign name change, the expansion to 17 stars along the roof line and in 2013 a surprise signature star designed by the EKRH STARMAKERS placed at the highest point on the hospital’s roof. In 2014 another 24 smaller stars were added to roofline lighting up the traditional blue and new colours of white and green. For 2015 the 8th annual Starlite Campaign will take on a new brand and remains focused on raising funds for regional and community health programs. These programs are dedicated to helping those with arthritis, diabetes, heart disease, respiratory needs, and more or may require help with chronic disease management, home nursing, inhome oxygen, wound, senior, pediatric and self-care programs. More often than not these programs have smaller equipment needs. However the impact those pieces of

From private and corporate donors, service clubs to crown corporations, hockey players to best friends, in gratitude or in memory … the Starlite Campaign donor rep-

resents many faces of giving, all with a common goal of strengthening health care in their community and the region. Since its launch the Starlite Campaign has seen outpouring of donor generosity with over $700,000 raised for medical equipment and/or patient comforts. Pre Season

Ice training camp The Kootenay ICE Hockey Club will open their 2015 Western Hockey League Training Camp Monday, August 31 at 10:00 am. This year’s Training Camp will once again feature rookie-aged players (players born in 2000), with veteran players (players born in 1995 to 1999). All on-ice sessions will take place at Western Financial Place. “Training Camp brings a sense of excitement and anticipation and this season is no exception. Given the turnover on our roster from last season, there are a number of spots available with our Club and because of this we expect a high level of intensity as we evaluate the development of both our new and returning players,” commented ICE Director of Scouting Garnet Kazuik.

It’s no secret that sports are good for your health. Better coordination, endu rance, strength and muscle tone are just some of the physi cal benefits that are gained through exer cise. It also helps to reduce stress. And what better way to play a sport than to join a team? In addition to keep ing you fit, team sports help you improve your ability to work with others towards achieving a common goal. And learning how to make a place for yourself within the team, trusting your team mates, encouraging others, accepting crit icism and following the rules are all les sons that will benefit you in your free time as well as in your pro fessional or personal life. Being part of a sports team is also a great opportunity to socialize and share your love of the sport

with people who are as enthusiastic as you. In addition, mutual assistance and advice from team mates will help you progress quickly. And you can be sure that your teammates will be counting on you to be another source of motivation for them to get moving. Playing a team sport is also a great way to have fun. There’s something out there for everyone: vol leyball, basketball, handball, football, baseball, hockey, soc cer, water polo, ulti mate Frisbee and the list goes on. While most team sports require you to learn to make good passes (and to receive them), some, such as curl ing, rowing, synchro nized swimming and cheerleading, involve completely different strategies. So, what are you waiting for? Join a team that suits you!

Park-On-Us coming this September The United Way East Kootenay is excited to be celebrating its 13th annual Park-On-Us Campaign this year on Friday, September 18th. This annual one-day event has grown every year from $1,900 in 2003 to $16,056 in 2014. Park-On-Us features a unique win-win community event. This is how it works: Businesses and organizations purchase parking meters for $25 each for the day. Those purchasing multiples of 10, 20, or more will have larger signs depicting their purchase level. The United Way provides signage which volunteers place over the parking meters by 7:00am on Park-OnUs Day. The sign reads: “Park on Us with United Way, Courtesy of the City of Cranbrook and Your Business Name”. Large signs will accommodate your business name and logo, prominently displayed. Please note: larger sign minimum purchase is 10, with levels ranging from Bronze 10, Silver 20,

Gold 30 and Diamond 40.

Capture, EcoGarden Initiatives, Wild Ideas, Wild Nature Tours, and new Food Security programs. New medical residents coming to region

Our strategy on primary care is about working towards a patient-centred care model that works best for British Columbians,”

Bill Bennett, MLA, Kootenay East

As part of the Province’s work to make sure British Columbians have access to high-quality primary care, new rural residency spots for family doctors in training are being established in the Kootenay-Boundary region. “Physicians who train in a region tend to stay and practice in that area. As the first and main entry point for patients, primary care in rural communities is a hub,” said Health Minister Terry Lake. “That’s why we are working to increase the supply of physicians and multi-disciplinary team-based practices, expanding the capacity and quality of care, and training physicians to help in areas of need, such as rural B.C. communities.” “Our strategy on primary care is about working towards a patient-centred care model that works best for British Columbians,” said Bill Bennett, MLA for Kootenay East. “And it’s not just doctors that play an important role - its nurse practitioners, social workers, primary care and chronic disease nurses, dietitians, community pharmacists and many other care providers.” This is part of the Province’s strategy to strengthen access to family doctors and other primary care providers for individuals throughout British Columbia. Through this work, almost 66,000 patients in B.C. have been matched with a GP since 2013. “This new training site represents a significant development for the Kootenay Boundary region, and will help enhance access to physician services and improve patient care in our region. It will also support future physician recruitment and retention to our area by providing medical

residents the opportunity to experience how gratifying it is to practice medicine in a rural area, and encourage them to consider a future career in rural family practice,” said UBC Faculty of Medicine’s Dr. Cheryl Hume, family medicine residency site director for Kootenay-Boundary. “The KootenayBoundary community has enthusiastically welcomed the inaugural group of family medicine residents to our area. We are all very excited to have these residents with us, and appreciative of the opportunity to be part of UBC’s innovative distributed medical education program,” added Hume. Kootenay-Boundary is now one of eight rural sites across the province. Four family practice residents started practicing in the region in July and four more will start in 2016, for a total of eight residents per year in the KootenayBoundary area. Distributed education has established UBC’s Family Medicine residency program as one of the largest in Canada with approximately 300 residents in the program at any given time. “We welcome the expansion of the residency spots in rural areas as another step in addressing patient needs,” said Doctors of BC president, Dr. Charles Webb. “The challenge of attracting and retaining doctors in rural communities is well known, but we are committed to working collaboratively with all our partners - government, physicians, health authorities and others to help recruit and retain physicians in communities experiencing physician shortages.” Over the course of their two-year residency training, the

Family Medicine residents will have the opportunity to work in a variety of communities, including Trail, Nelson, Quesnel, Hazelton, Golden, Salmon Arm, Alert Bay, Osoyoos, Creston, and Grand Forks. After two years of residency training, qualifying residents go on to become family doctors. Kaslo also recently welcomed two new physicians to the Kootenay-Boundary area, who will be sharing a full-time position at Victorian Community Health Centre starting on Sept. 1, 2015. The ministry and Doctors of BC are working together to improve primary care on the ground in partnership with Divisions of Family Practice - communitybased groups of family physicians - and in collaboration with local partners. There are now more than 33 Divisions of Family Practice throughout the province working to create targeted solutions driven by local needs to improve people’s access to primary care, including: * recruiting new doctors, and preparing for physician retirements, * introducing teambased approaches to care (models of care), with a range of health professionals who work together with doctors to provide care to patients, and * helping family doctors increase their office practice capacity to accept new patients. The Rural and Remote Division of Family Practice specifically focuses on supporting physicians who work and live in rural British Columbia. To ensure improved health care for British Columbians in every region of the province, the Ministry of Health has developed the overarching strategy, Setting Priorities for the B.C. Health System. As part of this strategy, a series of policy papers - with a focus on primary and community care, rural health services and health human resources - were created to help guide the Province as stakeholders throughout the system work together to build a better health system.

Badgers face uphill battle as habitat dwindles across the region

Photo Jill Hayward

The North American Badger (Taxidea taxus) is classified as endangered in British Columbia due to small numbers, continuing loss of habitat, persecution, and road mortality. Key badger habitats have been greatly modified or lost to development, and the provincial badger population now stands at less than 200 breeding animals. The badger is at risk in British Columbia due to fragmented and threatened habitat, low reproductive success and high mortality. Badger habitat is limited primarily to the dry, southern interior of the province. The key habitats for badgers – grasslands and open pine or fir forests along the major valleys – have been greatly modified by development of towns, rural subdivisions, ranches, orchards, golf courses and highways. Many former habitats, particularly in the Okanagan area, no longer support badgers. Reservoir flooding in the East Kootenay area has removed badger habitat. Forest succession and encroachment into grasslands is reducing available habitat in some regions, although some habitat has been created in areas where productive forests have been cleared for agriculture. From settlement times until quite recently, Badgers received little or no protection. Many were trapped for their fur or were indiscriminately shot as nuisance animals. Ranchers feared

that their cattle or horses would break a leg by stepping in badger burrows, or that badger digging would damage irrigation works and interfere with operation of farm machinery. Although damage by badgers is usually not serious, it has resulted in considerable persecution. Rodent control programs, that poisoned ground squirrels and pocket gophers, probably reduced the food supply for Badgers and resulted in deaths of some that ate poisoned rodents. These historical factors, in combination, are believed to have seriously reduced badger populations in the province. Today, trapping and sport hunting of badgers are not allowed, rodent poisoning is not practised on Crown Lands, and removal of badgers that cause property damage is strongly discouraged. Nevertheless, badgers are probably still illegally killed each year, or caught in traps set legally for coyotes or bobcats. In addition, badgers are now faced with hazards such as getting caught in fences, drowning in irrigation canals or being run

over by vehicles or trains. Highway traffic is presently the major cause of badger mortality in British Columbia. Human activities here may result in relatively few badger deaths each year, but it must be remembered that the population is already small. Mortality caused directly or indirectly by people, when added to natural losses, could be preventing population increase or causing continued declines in some areas. Continuing development in badger habitats across the province for housing, agriculture and other uses is a major concern, particularly in the Okanagan Valley, but also in the Thompson River and Rocky Mountain Trench areas. As land development continues, badger populations will be further reduced. Very little badger habitat is protected in parks or reserves. Badgers are very difficult to count and intensive monitoring of the B.C. population has only recently begun. Present estimates of their abundance are based on radio-

telemetry studies in the East Kootenay and ThompsonOkanagan regions, as well as on random sightings, digging sign, specimen records, such as from traffic kills, and local knowledge of wildlife biologists and other field workers. Badger populations are difficult to census because badgers are nocturnal and can have very large home ranges, and because

there appears to be no direct correlation between the number of badger burrows in an area and the number of badgers. Analysis of historical information suggests that there are fewer badgers in B.C. now than a century ago. A recent review of Badger abundance in B.C. concluded that the population is less than 200 breeding adults. This small population, spread thinly over several valleys, is extremely vulnerable to regional and provincial extirpation due to further human development in the key habitat areas. Badgers eat large numbers of rodents that may damage pastures or cropland and compete with livestock for forage. Studies of captive badgers have estimated that they need about 2.3 ground squirrels [gophers] per day to meet their energy needs. Badgers in the wild could be expected to severely reduce rodent numbers based on badger population density. Badgers are largely solitary and nocturnal in their habits. In B.C., where suitable habitats have a patchy distribution, home ranges for females average 50 square km, while for males they can reach up to

500 square km. Home ranges of individuals often overlap and there is no evidence of defended territories. In winter, Badgers confine their activities to a small part of their total home range. The badger was originally placed on the provincial Blue List of species vulnerable to human activity, but new information resulting from recent research in the Kootenays and in ThompsonOkanagan resulted in moving this species to the Red List (species being considered for legal designation as Threatened

or Endangered). Nationally, the Committee on the Status of Endangered Wildlife in Canada (COSEWIC) considers the British Columbia subspecies of badger to be Endangered. Since 1967, it has been illegal to trap or shoot badgers anywhere in B.C. It is also illegal to buy or sell badger pelts, and any badgers killed accidentally must be reported to a Conservation Officer.

College of the Rockies transfer students excel academically

PHOTO SUBMITTED

College of the Rockies’ Dean of Academic Programs Darrell Bethune. Students who transfer from an academic program at College

of the Rockies and complete a degree at another BC institution do better academically than most of their peers. Excellent performance is just one of the findings of a recent report by The British Columbia Council on Admission and Transfer (BCCAT), which looked at students who transferred to a degree-granting institution between 2008 and 2012. The report found that COTR transfer students graduated with

a higher grade point average (GPA) than students from most other BC colleges and universities. Further, 85 percent of COTR transfer students completed their degree – the highest completion rate of transfer students from any BC institution. “It’s pretty amazing that our students do so well provincially,” said Darrell Bethune, dean of academic programs at the College. “At UBC Vancouver, for instance, the report compared transfer

students from 24 institutions, and College of the Rockies transfer students ranked first in terms of their graduating grade point average. Our students were also in the top five at SFU and UVic. It is a great testament to the small college experience.” According to the report, students transferring from the College went into degree programs in many fields. Nursing was most popular, followed by Arts or Science, Education,

social services, Engineering and Business. University Studies graduate, Haley Pelton found starting her post-secondary education at the College was very beneficial. “I had no problem getting full transfer credit for the courses I studied at the College. I also found that I had a much better experience of first and second year science courses than other students who completed them at

university, especially labs, because of the smaller class sizes and individual attention from instructors,” she says. “There’s no single reason that COTR does so well provincially, but it starts with having truly excellent faculty members in the classroom,” remarks Bethune. “We also offer more than 60 first year courses and 30 second year courses in University Arts and Science every year, on top of which we have

all the specialized university-level courses in Kinesiology, Tourism and Recreation Management, and Business Administration. Combine that with our UVic partnership degree programs in nursing and education, and our transfer agreements with colleges and universities in both BC and Alberta, and it is very easy for students to begin their degree at the College, taking advantage of lower costs and small class sizes, before transferring to larger institutions.” In 2015 COTR signed a dual admission agreement with the University of Lethbridge that guarantees qualified students a seat in eligible third year programs. The agreement, which covers most arts and science disciplines, gives College of the Rockies students entering third year the benefit of “returning student” status at ULethbridge, which includes scholarship opportunities, early registration, early access to campus housing, education advising from both institutions, and access to Co-op opportunities in the summer semester after their second year at the College. “You can now be a University of Lethbridge student doing your first two years at College of the Rockies,” Bethune adds.
