Observatory project scrapped Council lists concerns, including Heritage Park building violations Kevin Mills Mission Record

There will not be an observatory in Fraser River Heritage Park. The project, which is already under construction, will be re-purposed according to a press release issued by the District of Mission. The release lists a variety of reasons that the project will be abandoned, including building code violations, safety concerns and an unrealistic business plan. The district claims the construction of the observatory proceeded without the required drawings and permits in place and professional consultants demonstrat-

ed that the Mission Heritage Association’s business plan “is inadequately developed.” The release also says the construction and operation costs are drastically under-estimated while the revenue estimates are unrealistically high. “The observatory is dead,” said Mission Mayor Randy Hawes. “All of the stuff that we were told about the business plan, the research, all of it was really smoke and mirrors, not factual.” Council has not decided what to do with the partially constructed building. “What we want to do is take a look at a host of potential uses and then do some consultation with the public. I’ve got to be

honest, included in that host of potentials would be to tear it down and just take it away. “We don’t know if it meets any kind of building code at the moment,” said Hawes. The observatory isn’t the only building project, organized by the Mission Heritage Association, that council is concerned about. The release lists similar concerns regarding the Clayburn building, Blackberry Kitchen and other MHA projects. MHA president Brian Antonson told the Record that the association has heard these claims from the district before. “We’ve discussed this many times with

them,” said Antonson. He called the three buildings in question works in progress, adding the district told the association that it was assuming control over them. “All of the deficiencies that are mentioned there would have been looked after if we kept on building. But we were told to stop. So we did,” said Antonson, adding there are two sides to every story. Antonson said the MHA is not without some blame. “There have been errors made, and we were working on eradicating all those things.” Continued on 3

Threat closes First Ave. Kevin Mills Mission Record

A bank robbery and bomb threat had much of First Avenue closed for business last Friday. Carlo Billinger, president of the Mission Downtown Business Association said many merchants felt the sting caused by the four-hour closure. “That really interrupted business,” he said. “It’s not just the shutting down (of stores). You couldn’t park downtown, people were afraid, people left – this was serious stuff.” Billinger said the impact of the event could be felt on Saturday as well. He plans to draft a letter from

charged 34-year-old Jason James Allison. The suspect entered the Scotiabank on First Avenue in downtown Mission, allegedly demanded money and indicated that he had an explosive device. The area was evacuated, the RCMP explosive disposal unit was called to the scene, and a bomb removal robot was deployed. The bomb threat was a hoax. That evening, police saw the suspect, who forced his way into a residence on Fleming Ave. He held a woman hostage and a long standoff began. At 4 a.m. he released the woman unharmed. Two hours later he surrendered to police.

• There are numerous safety and financial concerns with the expansion of the Blackberry Kitchen. Its foundation has potentially been compromised because the cutting of the basement wall significantly exceeded the cut in the district-approved drawings and additional work was done without a permit. The current electrical, wiring, and architectural problems that exist will cost the district $300,000 to rectify in addition to the estimated $100,000 required to install new equipment for the kitchen. • The construction of the Clayburn building did not follow the approved structural drawings. The resulting safety and construction problems must be rectified. It will cost $150,000 to bring this building and the caretaker’s suite up to code. • There have been allegations of problems regarding workplace harassment in the park that are currently under investigation by WorkSafe BC.

He feels the association should be allowed to continue its work. In December 2014, the district gave notice to the MHA that it would not be renewing its agreement to maintain the facilities at the Fraser River Heritage Park. MHA members have been vocal in their opposition of the decision. The BBQ and fryer were located below the suite and the fryer in the concession was not equipped with adequate ventilation or fire suppression equipment.

Fencing in the museum Council to spend $20,000 for security, video camera Kevin Mills Mission Record

The Mission Museum is going to receive a new video monitoring system and six-foot black metal fence to keep the building safe from trespassers and vandalism. Council made the decision last week after considering a previous request, made on July 6, from the Mission District Historical Society. Originally the society asked for a four-foot high fence, but it was decided that a six-foot high structure would be more effective in keeping people off the property at night. The project is expected to cost the city $20,000 to install, plus $1,260 per year for monitoring services. The museum, located on Second Avenue, has experienced a lot of damage to the grounds in the past few years. Despite volunteer efforts to beautify the building and grounds, after-hours visitors have caused excessive damage to the site and put some staff at risk. Drug paraphernalia is often found in the area and many people congregate there at night. Council was told that, because the museum is on public property, it

Staff indicated that a fence, with a gate that closes, would give the RCMP the ability to tell people to get off the property when the museum is closed. Coun. Pam Alexis supported the ideas, but said she believed signs have to be posted

whenever video surveillance is used. Coun. Jim Hinds said the new fence should complement the museum. “I just want the public to know that it will be as visually appealing as you can get,” he said adding it will be in the Edwardian-theme. The new metal fence

will be a simple style with spear points on top of the pickets. While the proposal should help the museum’s vandalism problems, Mayor Randy Hawes said it doesn’t solve everything. “We can lock them out, but they aren’t going to leave the area. They’re going to relocate somewhere. So now we are going to have a problem trying to figure out where they are going to go,” said Hawes. While he doesn’t know where that is, he is hoping the Mission RCMP has some ideas on where and how to relocate the trespassers. “It should be somewhere where we want them to go, not where they choose to go,” he said.

Park debate heats up It appears that the observatory project at Fraser River Heritage Park is dead. Mission council issued a press release indicating many problems with both construction, financing and the Mission Heritage Association’s business plan, and stating that the project will be repurposed. Along with the press release was a copy of an independent consultant’s report that cast doubt on the MHA’s business plan. The release also listed numerous construction concerns and safety issues with other building projects in the park – including staff reports to back up those concerns – all which were being developed by the MHA.

Do you agree with council’s decision to stop the observatory project?

There has been plenty of public debate about the district’s move to end its maintenance contract with the MHA and take over control of the popular park at the end of the year. We now have a detailed explanation of why the decision was made. If all that the district claims is true, and there doesn’t appear to be a reason to believe otherwise, then the observatory should not continue and the remaining buildings must be brought up to code. However, there are always two sides to story. It will be interesting to see if the MHA issues its own statements indicating how and why the buildings ended up with these problems.

Please, no more bad decisions Last month I had the dubious pleasure of attending a meeting between Mission City Council and the Mission Heritage Association to discuss the new Heritage Park governance structure. We got off to a bad start. Council originally would not agree to an open meeting that citizens could attend and the MHA had already made it clear that it would not participate in a closed meeting. Shortly before the meeting was called to order City Council decided that we

could attend an open meeting. Mayor Hawes opened the session with a long diatribe, which left no room for questions, debate or clarification. Mr. Hawes went through his catalogue of items he did not like and ended his judgments on what he found particularly offensive with a bellowing phrase, “bad decision” directed at Mr. Antonson, MHA president. Well, let’s look at some of your recent decisions, Mr. Hawes. I understand that 19 days

Are we a town? Regarding district or city. I agree that district doesn’t seem to reflect us, and City of Mission has a nice ring to it. But would the title make the man? Town of Mission is more fitting to me, as we really are more of a mature and well-established town limited in growth by surrounding agricultural land reserve that is (or should continue to be) protected. (Right?) I am sure that being close neighbours to all that the other cities of Vancouver and Abbotsford have to offer would also appeal to a certain type of outsider or investor who prefers to live and work in a safe, friendly, and accessible community like Mission. All they need to do is look on a map to see how close it is. If our town still turns them off because we’re not a city, then maybe they’re not a good fit?

When we moved to Mission nine years ago, one of the things that really attracted me to the town is the lovely old gardens and the gigantic old trees. In the spring the flowering trees are spectacular. When the property next to us sold, the developer razed a beautiful garden. He told us he would plant the same number of trees he cut down, in a park.

When we drove up Cedar and saw huge old trees lying on the ground in that new development, I felt like crying. How does planting new small trees in another area replace trees that took 100 years to get to that size? Why can’t they leave a few trees instead of stripping the land Brenda Dyer Mission

The Mission Fire/Rescue Service will be conducting “free” smoke alarm assessments in selected areas of Mission on Tuesday, September 1st, and September 8th, from 6 pm to 8 pm.

An altercation between two groups of campers resulted in a Mission man allegedly being stabbed at the 11400 block of Gill Road in Chilliwack on Sunday. Chilliwack RCMP are looking for more information for their investigation of the incident, which sent the 38-year-old Mission man to the hospital with life-threatening injuries. His name has not been released. After police and ambulance personnel responded to the 11 a.m. complaint of the stabbing, a man was taken into RCMP custody and later released. The following day, UFVRD Serious Crime Section officers and Lower Mainland Integrated Forensic Identification Section personnel gather ed evidence at the camping area as they continue to investigative the incident. “The region is a popular off-road camping destination and police feel there are still many witnesses with further accounts to what happened,” said Cpl. Mike Rail of the RCMP. Police believe the two groups of campers did not know each other prior to the altercation, but they suspect the victim was targeted. Police ask anyone with any information regarding this incident to call 604-792-4611.

Protection against auto theft Mission RCMP and ICBC teamed up last week to host Operation Pop Up, an interactive presentation to help teach people to protect themselves from auto

theft. The event took place August 19 at the Junction Mall. Total theft of, and theft from, vehicles has been on the increase in Mission so the object of the event was to create an education and awareness campaign with activities aimed to reduce the incidents of total theft and theft from vehicles in the area. Crime Prevention Volunteers performed parking lot audits and held a “spot the target”

The event is a Night of Thanks Corn Roast – grab a cob of free hot buttered corn and enjoy the sounds of The Mighty Fraser Big Band. The concert runs from 7 to 8 p.m. The Mighty Fraser Big Band is a group of 19 high-energy jazz musicians from across the Lower Mainland, who share a passion for keeping the music and sound of the Big Band era alive. Their repertoire ranges from 1940s swing dance classics to modern big band arrangements in various styles. New lease for LINC Mission has renewed a five-year lease with the LINC (Long Term Inmates Now in the Community) organization to operate the Soapbox Garden on the Leisure Centre grounds. The organization has operated the garden since 2010. It includes 28 garden plots of varying sizes. Rental fees of between $25 and $60 a year are paid to LINC, which provides a number of services to gardeners, including the use of a greenhouse and

tools, and watering and weeding while gardeners are away. LINC also operates two garden plots, with proceeds from the gardens going to fund LINC advocacy work with victims of crime and in re-integration of long-term offenders into the community. LINC also has been contracted by the Correction Service of Canada to provide support services to longterm and chronic offenders in the community.

As school approaches, other interests should be nurtured As September approaches and students get ready to return to school, summer programs are beginning to wind down. However school is just part of a youngsters life. Mission offers many musical and artistic programs for students to enjoy in their spare time. These organizations provide a nice relief from the pressures of studying and also teach kids new talents. Whether it’s music lessons, acting or dance, children may enjoy having more than school in their lives. The Fraser Valley Academy of Dance offers classes in a variety of styles. This summer, several students were accepted into numerous summer intensive programs at prestigious ballet schools across North America, including Joffrey Ballet School in New York City, School of Alberta Ballet, Royal Winnipeg Ballet School, and Canada’s National Ballet School. Mission’s Ann Li Jie Vennes-Ouellet (13) spent four weeks in New York City at the Joffrey Ballet School. While there, she attended Broadway’s most award-winning musical of the season, An American in Paris. FVAD’s artistic director, John C. Carney, and An American in Paris associate director, Jackie Barrett, trained together at the Royal Ballet School and later danced for many years in the English National Ballet.

Fraser Valley Academy of Dance student Ann Li Jie of Mission was in New York this summer. Together, they arranged a surprise back-stage tour for Li Jie to meet the cast. Mission’s Marin Greenan (14) spent four weeks in Toronto at Canada’s National Ballet School. During this time, Jackie Barrett was rehearsing the National Ballet of Canada in Christopher Wheeldon’s A Winter’s Tale. Carney arranged to take Marin to spend the day watching class and rehearsals at the national ballet. While there, she met artistic director Karen Kain.

Both Kaylie Conner (16) and Carissa Selbie (14) were invited to join the fulltime professional division of the School of Alberta Ballet. Kaylie will be attending for 2015-16; Carissa has decided to continue her training at FVAD. Marin also decided to continue training at FVAD for one more year, planning to return to the Canada’s National Ballet School next year. Save on supplies Parents, mark your calendars Back to school season can be as expensive for parents as it is exciting for students. One of the ways to salvage those budgets is to save on school supplies. Fortunately, there are several ways parents can do just that. • Be patient. Shopping early can save shoppers money in many instances, but parents may benefit by exercising patience when it comes to buying school supplies for their children. Teachers often give students lists of supplies they will need for each class, and parents who wait to receive such lists can avoid spending money on items their kids won’t need. • Take inventory. If you have more than one child, chances are you already have lots of school supplies around the house. Dust off kids’ backpacks and study areas from last school year to determine which supplies you need to buy and

which you already have. Going forward, encourage kids to store their supplies in a predetermined area once the school year ends, as this will make next year’s inventory that much easier to examine and assess. • Spend more now to save later. While inexpensive supplies can be hard to resist, such items likely won’t withstand the test of time, forcing you to spend time and money each year buying replacement supplies. Paying more now for certain items, including stronger backpacks and more highly rated calculators, may end up saving you money in the long run.

According to Fraser Health, immunizations are one of the most effective preventative medical interventions available to protect children against serious vaccine-preventable diseases. However, children are not considered fully protected against vaccine preventable diseases until they have completed the recommended immunizations. Children between four and six years old should have up-to-date booster shots to protect against polio, tetanus, diphtheria, chicken pox and whooping cough. Subsequent vaccinations are also received in Grades 6 and 9 at school, with periodic immunizations also recommended throughout adulthood. By ensuring your child is immunized, not only are you protecting their health but those in the community as well. If you need to make an immunization appointment, call your family physician or local Public Health Unit. Fraser Health’s public health teams are supporting parents in keeping up with their child’s immunization schedule, offering convenient access to immunizations clinics during the evenings and on weekends. New comedy play presented by Mission’s Opening Nite Theatre Opening Nite Theatre has announced that open auditions for Garage Sale, a Canadian play written by David King and directed by Norma Rushton, will take place on September 2 and 3 at 7 p.m. Auditions will be held at the Opening Nite Theatre, at 33223 N. Railway Ave. in Mission The play runs Oct. 23 to Nov. 8 and is about Phil, a middle-aged father,who is frustrated with the direction his life has taken. He has a plan though: sell everything and move his wife and two teenagers to the desert. He has, unfortunately, neglected to mention this to his family. Through their discovery of the true reason of the garage sale and the wonderfully strange collection of characters that attend – a cranky neighbour, two bargain fanatics and the disheveled Billy Boyce – we get a delightful day-in-thelife comedy and some surprising resolutions. Approaching the track, traffic slowed and for the first time I had time to admire the beautifully stitched leather interior and controls layout, all of which are definitely all ergonomically correct. The cockpit display takes its cues from the driving mode selected using the Driving Dynamics Control switch, the graphics and colors of the displays indicating clearly which of the COMFORT, ECO PRO and SPORT settings has been engaged. Very cool. And it’s loaded with every safety warning system you can think of: lane departure, pedestrian and collision warning. Adopt A Senior program launched Kevin Mills MISSION RECORD

Mission Community Services has a new program designed to help local seniors. Called Adopt A Senior, the program asks businesses and members of the public for donations to help those who are struggling to make ends meet. Mission, like many areas of B.C. and Canada, has an aging population. According to Stats Canada, as of 2013, there were 5,000 seniors aged 65 and older living in Mission. The number was expected to increase to 6,000 this year (2015). In the next 15 years, that number is expected to reach 11,000. “We are asking for donations to put towards seniors services for those who can’t afford them,” explained

Catherine Imbeault, coordinator for seniors’ programs. Donations will go to the following services: • • • •

Housekeeping services Meals on Wheels Shopping Trips Medical Rides

The Adopt A Senior program only started a few months ago and Imbeault says the details are still being finalized. She explained donators don’t actually adopt a specific senior, rather they give money to help pay for needed programs. “We are open-minded about how we are going to do it,” she said. “We have one person who has offered to do volunteer housekeeping for one of our seniors so it’s going to be a range of ways to help.”

Many Missionites are not familiar with the program yet and Imbeault is hoping to spread the word. She said approximately 177 seniors use the programs offered by Mission Community Services. Most of the programs are free, but some ask for a nominal fee. “We have Meals On Wheels clients who can’t afford their meals so we are hoping to subsidize nutrition for seniors in their homes.” Meals on Wheels volunteers deliver hot meals Mondays, Wednesdays and Fridays (except for statutory holidays) between noon and 1 p.m. This service is available to anyone, any age in the Mission area. Meals are prepared by a qualified local service provider and cost $6.50 per meal and

consists of a soup or salad, entree and dessert. Although Mission Community Services receives some funding to operate some of these services, and also participate in fundraising activities throughout the year, It is still faced with a large wait-list for services. Many seniors find computers and surfing the web provides beneficial ways to cultivate friendships, given safety precautions are observed, but keeping in touch with far away family and friends can be met, in part, via online means. Frequent get-togethers with people can create a sense of companionship that decrease feelings of loneliness. Becoming a guardian to a companion animal fulfills a need for responsibility, daily routine of caring for a pet is useful, creates a meaningful attachment and affection, gaining a feeling of love provides a sense of security and happiness that is vital to mental and physical health. Maintaining a healthy and loving relationship can increase happiness and chase loneliness away. Not everyone has a best friend so don’t fret if you do not. Some people have several (close) acquaintances that give love and support, whereas

some prefer to establish one person they can continually count upon. A best friend will emerge over time and will demonstrate credibility from commitment, loyalty, being able to confide and rely on someone, but be wary the “fair-weather friend” who always lurks in the wings and may abandon you at the first hint of controversy or trouble. Best friends are few and far between to most, so you need to assess how you feel personally but if you feel comfortable and happy about the friendships in your life, don’t fret about not having a best friend. Choose your friends carefully because similar to loneliness, happiness is also contagious. Loneliness is associated with a number of mental and physical diseases that can shorten life it is important to recognize loneliness and try to help those affected. Choose friends carefully, learning is a lifelong adventure and an opportunity to expand your social network, think about volunteering, start exercise, join a dance club at your seniors’ centre but if you suspect someone you know is lonely – reach out! Similarly, if you have been feeling sad or anxious for weeks on end, stressful about financial or family relationships, if you aren’t sleeping and eating well or if you are avoiding people, you may be depressed. Don’t go it alone – seek help! Growing older can mean dealing with many changes. Physical pain and loss of mobility can make it hard to get out. Being on your own or caring for someone can be lonely. Feeling different, feeling depressed or not speaking the same language impact upon connecting with others. Some attitudinal changes to combat ageism and abuse may help. Loneliness is stressful. Some rely upon alcohol or medications to reduce

feelings of fear or anxiety, often leaving individuals more isolated. Some Seniors’ become so desperate from loneliness they consider suicide. Routinely assess your community, how age-friendly is your neighbourhood and is a formal or informal agefriendly program in place to achieve results? Do seniors’ have a dedicated facility to gather and on a year round 24/7 availability, as loneliness doesn’t take time off evenings, weekends or holiday seasons, indeed, it often is exacerbated when comradeship is denied. It is with sadness that we announce George passed away on August 19, 2015 at the age of 90. He is predeceased by his wife Dorothy, sister Lily and survived by his sister Violet. He is sadly missed by his two sons Phil (Laurianne) and Scott (Lisa), his five grandchildren, as well as five great-grandchildren. George was born in Saskatoon, Saskatchewan and moved with his wife in 1956 to Mission. George and Dorothy owned and operated a jewellery store in downtown Mission until their retirement. George will be remembered for his love of golf, gardening and his perfectly manicured lawn. The family is most grateful to the staff of the Deroche Neighborhood at The Residence in Mission for the wonderful care of George and the kindness shown to his family at this difficult time. A private family service will be held. Rest in peace George, you will always be in our thoughts, never forgotten.

Mr. Kurt Walter Krack, late of Chilliwack, BC, passed away on August 24, 2015 the age of 71. He is survived by his wife Gisela Krack, sons: Michael (May Ling) Krack, Ulrich (Michelle) Krack, Robert Krack, daughter Monica (Anthony) Krack, grandsons: Brandon, Matthew, Hunter, Carter, Parker, Logan, granddaughter Emily, brother Martin and sisters Marianne and Brigitte as well as extended family and friends. He was predeceased by his brother Ullie. Kurt was the former owner of Sumas Meats, was an avid hunter, great cook, loved the great outdoors and spending time with his family. MANKY Leon Dec. 17, 1923 ~ Aug. 21, 2015

After a long and meaningful life Leon went peacefully into the presence of his Lord with his family by his side. Born and raised in Steinbach, Manitoba, he left home, moved to Winnipeg and in 1950 married his sweetheart Marge. There they had three children and long cold winters. Being a carpenter who loved to work outside, he packed up the family and moved to Abbotsford in 1966, where he remained for the rest of his life. Leon was a generous man who never said no to someone in genuine need. His integrity and dependability were evident to all who knew him. He is survived by Marge (his wife of 65 years), sons Brian (Jean), Bruce, daughter Brenda, seven grandchildren and four great-grandchildren. A memorial service will be held on Friday, September 4th at 1:00 pm at Abbotsford Pentecostal Assembly, 3145 Gladwin Road. In lieu of flowers, donations may be made to Franklin Graham’s Samaritan’s Purse.
