At this time of year, schools of kokanee salmon risk swimming into potentially dangerous water for them

“T
he Cirque de Soleil” of quartets — one of the top New Classical quartets performing today, is coming to Cranbrook’s Key City Theatre, to heat up the autumn for us. In a career spanning 22 years, Toronto-based Quartetto Gelato has become renowned for their musical versatility and multi-instrumentalism. Their music has been to outer space (Canadian astronaut Dr. Robert Thirsk took their first two CDs with him during his NASA flight on board the space shuttle Columbia), they’ve provided soundtracks for Hollywood (Norman Jewison’s “Only You”), and they’ve sold more than 150,000 records worldwide. The group has become a leading edge
of the emerging “New Classical” movement. Founding member Peter De Sotto, the quartet’s vocalist and violinist explained in a recent interview with the Daily Townsman that “New Classical” as the term applies to Quartetto Gelato has to do with soloist’s encores of old. “When I think about Fritz Kreisler or Jascha Heifetz, at the end of a concert they would play (an encore) and the encore would take more work than the rest of the program, because it had to be either incredibly touching, poignant or romantic, or they had to be quite brilliant and virtuosic, between three and 10 minutes — relatively short pieces,” De Sotto said. “As a kid I would go to a recital, and listen to all the meat and pota-
toes — which I loved — then it would get to the end, to the encores. And I often felt that why couldn’t this go throughout the whole program. “So we decided that this was going to be our format.” As a result, over the years Quartetto Gelato has developed a reputation for virtuosity and ferocity in their performances — with a genre-busting style that incorporates mix of classical masterworks and operatic arias with tangos, gypsy music, folk songs, Italian music and other world themes. And this style is very evident in the quartet’s new album — their ninth — “100% Canadian: All Original.”

A fisheries biologist says there’s no reason for alarm after some dead Kokanee salmon were recently discovered by anglers out on Lake Koocanusa. Reported by a local marina out on the lake, Heather Lamson, a local fisheries biologist wit the Ministry of Environment, took samples on Tuesday and shipped them off to a lab in Duncan. Results should be back in a few weeks, but Lamson already suspects that the cause is likely due to a phenomenon that is becoming more and more common. “It is an annual event, it seems to be in the last few years we’ve had a die-off of Kokanee on Koocanusa, at
least for the last three years,” Lamson said. “It’s always in August, so it’s always a pretty typical summer kill probably, most likely related to high temperatures and low dissolved oxygen. “Because Kokanee are a schooling fish, they’ll school up and they’ll all sort of swim into potentially dangerous water for them, the water that is separated and often you’ll find in lakes where it’s not very windy for a few days, you’ll find a separation of water layers and certain water layers have depleted oxygen so if fish end up in those layers, they can die.”

Taking the fight to invasive knapweed Continued from page 1 Knapweed is a ruthless colonizer — it can suck water deep out of the ground with its tap-
seeds per plant — with that number of seeds, its success rate doesn’t have to be very high. The City of Cranbrook issued a press release Wednesday saysing that responsibility to help control invasive plants lies with individual property owners, businesses and the City of Cranbrook in public spaces and City owned properties. The BC Weed Control Act “imposes a duty on all land owners and occupiers to control designated
root, so it can prosper in drought conditions. Each knapweed plant can produce 40,000

Quartetto Gelato De Sotto is very excited about the new album’s production and release, which features diverse Canadian composers creating works for the Quartet. “I’m overwhelmed with how well this came out,” he said. “The neat thing about this album is that this is our first all original album. These are Canadian composers who are all composing in the eclectic style of Quartetto Gelato. So each one was instructed to compose something in the style of Gypsy, in the style of Ennio Morricone … there’s one piece in the style of Gordon Lightfoot. “Hilario Duran has a three movement suite on it — so obviously Cuban music. Rebecca Pellett wrote this piece incredibly beautiful suite called Amori, and in this piece I feel I’m listening to Ennio Morricone. Jossy Abramovich has written a Gypsy suite for the album — Gypsy music being a strong influence on the quartet, De Sotto says. The record also includes pieces by Michael Occhipinti, Charles T. Cozens and Howard Cable. “It was a pleasure to do this album. Of all the albums we’ve ever done, possibly I’m most proud of this.” De Sotto adds that the group will be showcasing the music on the new album on their tour
— which includes the stop at Cranbrook’s Key City Theatre Sept. 28. With Quartetto Gelato, the whole is greater than the sum of the parts. De Sotto took a moment to speak about himself and his bandmates. De Sotto himself took up the violin at a young age, playing with his violinist father, who he cites as his greatest influence. “I played violin with the Toronto Symphony for 11 year. Then I found out that I had a voice, and that’s when I formed Quartetto Gelato, and since recorded all the major arias (De Sotto has studied Voice with major instructors across North America). “Liza McLellanis our cellist — very theatrical, a very interesting player.
A great soloist and a brilliant chamber musician. “Colin Maier is our secret weapon — he plays 15 different instruments. Usually when one plays 15 different instruments, they’re jack of all trades master of none, but I assure you that he’s a master on all of them. “Alexander Sevastian is a world renowned accordion player. Alex really holds the band together. He’s got an incredible mind that can digest a whole concerto in one week. “I don’t think there’s anything like us. There’s no one who offers as many different varieties of music.” Quaretto Gelato touches down in Cranbrook on Sept. 28, taking the stage at the Key City Theatre at 7:30 p.m.

The Dash Poem
I read of a man who stood to speak At the funeral of a friend. He referred to the dates on her tombstone From the beginning to the end. He noted that first came the date of her birth And spoke the following date with tears, But he said what mattered most of all Was the dash between those years. For the dash represents all the time That she spent alive on earth And now only those who loved her Know what that little time is worth. For it matters not how much we own – The cars, the house, the cash. What matters is how we live and love And how we spend our dash. On the 10th Anniversary of your death, Your family and friends are Forever Missing You. In Memory of Kristen – Hug your family and friends and hold them tight. Say a kind word to a stranger.

Cherry Lake fire grows, Grand Forks on alert Tre vor Cr awley
Strong winds are being blamed for the Cherry Lake wildfire growing to 320 hectares overnight after it’s discovery on Tuesday. Located roughly 25 kilometres west of Lake Koocanusa and 15 kilometres north of the border, the blaze is 35 per cent contained, according to the latest update from the Southeast Fire Centre. The fire, originally mapped at a size of 25 hectares, is in a remote area and isn’t threatening any structures or communities. There are currently 29 personnel working the fire, along with six pieces of heavy equipment and five helicopters are bucketing. Air tankers are also going to be utilized to help lay some guards around the fire. However, the hazy
smoke blanketing the region remains a concern for aircraft support. “It’s all dependent on the visibility, they could be grounded if the smoke gets worse,” said Karlie Shaughnessy, a fire information officer with the Southeast Fire Centre. Crews have also responded to a small blaze just east of Yahk that has grown to roughly one hectare in size after it’s discovery on Tuesday. Elsewhere in the Southeast Fire Centre, the Mount Midgeley fire just outside Creston is roughly 90 per cent contained as crews mop up the perimeter. The fire, visible from the community, was discovered two weeks ago and burned 480 hectares. However, there is growing concern with the Stickpin fire south of the American border as

Kokanee for dead at Lake Koocanusa Continued from page 1 Though that is the most likely cause, she isn’t necessarily ruling out blue-green algae or other bacterial or viral causes, which is what the lab tests will determine. Higher water temperatures and bodies of water with dissolved oxygen isn’t anything unique to Lake Koocanusa. She noted that the water temperature was roughly 20 degrees Celsius when she went out to the lake on Tuesday.
“It does happen throughout North America too, it’s not just Koocanusa that this happens at—it happens on Kootenay Lake, where Kokanee are native; they’re not actually native in the Kootenay watershed,” said Lamson. “The Island has had reports, Okanagan Lake has had reports. It is fairly common and fisheries biologists link it to high temperatures and low dissolved oxygen.” Lamson notes that
she only saw four dead salmon even though there were reports of roughly 100 between Newgate and the mouth of the Elk River, adding that these events affect a fraction of the Kokanee population. “Because they’re such an abundant species, on a population scale, it doesn’t have that much of an effect, we’re not seeing the whole Kokanee stock being diminished because of these kills,” Lamson said.

Global Economy: A Perfect Storm?
Y
ou know how it is with buses? You wait ages for one, far longer than seems reasonable — and then three arrive all at once. Financial crises are a bit like that too. The financial crisis everybody in the business has really been waiting for is a “hard landing” of the Chinese economy, now one of the two motors of the global economy. (The other is still the United States.) Everybody thought it was bound to come eventually — well, everybody who was not too heavily invested in the Chinese market — and it now appears to be here, although the Chinese government is still denying it. The second crisis, less widely anticipated, is a credit crunch that is sabotaging economic growth in almost all the developing countries except India. In many cases their currencies have fallen to historic lows against the dollar, making it harder for them to repay the dollars they borrowed. Moreover, it’s getting harder for them to earn dollars from their exports because commodity prices have collapsed. And a third crisis is looming in the developed economies of Europe, North America and Japan, which can see another recession looming on the horizon before they have even fully recovered from the effects of the banking crash of 2007-08. And it’s hard to pull out of a new recession when your interest rates are still down near zero because of the last one. These crises are all arriving at once because they are all connected. When the huge misdeeds and mistakes of American and European banks caused the Great Recession of 2008, China avoided the low growth and high unemployment that hurt
Western countries by flooding its economy with cheap credit. But that only postponed the pain, and between 2007 and 2014 total debt in China increased fourfold. The Chinese government is more terrified of mass unemployment than anything else. It believes, probably correctly, that the Communist regime’s survival depends on delivering continuously rising living standards. So the Chinese economy went on booming for another six years, but the “solution” was fraudulent and now it’s over. The huge amount of cheap credit sloshing Gwynne around the Chinese economy mostly went into buildDyer ing unnecessary infrastructure, and above all into housing. That did preserve employment, but property values soared and and a huge “housing bubble” was created. There was nobody to buy all those houses and apartments, and there are now brand-new “ghost towns” all over China, so property values are falling fast. Since the crash on the Chinese stock markets began last month, the government has done everything it could to stop it. It has dropped interest rates repeatedly, it has devalued the currency, it has ordered state institutions to invest more — and nothing has worked. Chinese exports have fallen 8 percent in the past year, and even the regime admits that the economy is growing at the lowest rate in three decades. Nobody outside the regime knows for certain, but it may scarcely be growing at all. The “hard landing” is now close to inevitable. Now for the second crisis. While China’s artificial boom was rolling along, its appetite for commodities of every sort, from iron to soya beans, was insatiable, so com-
modity prices went up. The other “emerging market economies” grew fast by selling China the commodities it needed, they attracted large amounts of Western investment because of their rapid growth, and they borrowed freely because Western interest rates were at rock-bottom. The collapse of Chinese demand ends this party too. From Brazil to Turkey to South Africa to Indonesia, exports are falling, the value of the local currencies is tumbling, and foreign investors are fleeing. Capital flight from the 19 largest emerging market economies has reached almost one trillion dollars in the past 13 months, and the outflow is still accelerating. And the third crisis, in the West? The problems that caused the crash of 2007-08 have not really been addressed, just papered over. What limited growth there has been in Western economies is due almost entirely to absurdly low interest rates and“quantitative easing” (governments printing money). The average time between recessions in the West is seven to ten years, so one is due around now anyway. The likeliest trigger for that is a collapse of demand in China and in the other emerging economies, which is now practically certain. And when it hits the West, neither of the traditional tools for pulling out of a recession will be available. Interest rates are already near zero, and the money supply has already been expanded massively. It would be rash to talk about a long-lasting global depression in the style of the 1930s, because a lot has changed since then. But it is certainly safe to say that the global economy is heading into a perfect storm. Gwynne Dyer is an independent journalist based in London

Ducking debates doesn’t do
Re: With more time, will more voters care? Tom Fletcher, BC Views, Aug. 18). NDP leader Thomas Mulcair will not attend a debate October 8th, because Stephan Harper will not be there. What are you, children in a daycare centre? You are asking me for a job. If I went in for a job interview as told the interviewer that I would only participate under certain circumstances, would I get hired? No. We need to hear every word you can say to make an informed decision. We need to hear the truth of your life. I absolutely hate the negative propaganda that I am hearing in the media. I have run in an election and participated in every aspect. I entered every debate, knocked on doors and had public appearances. I lost but I have the knowledge that I tried my hardest. one valuable tool that I can use to help determine the suitability of an applicant, not just with respect to my own personal and professional interests, but also for the sake of doing what I can to ensure that all of my tenants remain safe in their homes. While I myself take the necessary time to look at and consider the nature of any charges, dates, participants, and possible dispositions, I do feel that this information is presented in a manner that may not be correctly interpreted by some people, although I do not believe that the solution is to remove public access to this information. Recently I was able to use CSO as a resource to engage a tenant applicant in a direct, honest conversation about their past criminal convictions and current parole conditions. I am proud to say that this led to a successful tenancy for someone who may not have otherwise been able to secure decent and affordable accommodations due to their history. I value having public access to this information and believe that it can positively serve our society if used with appropriate diligence. Perhaps something can be done to educate employers, landlords, and others so that CSO can continue to be used in a manner that does not unduly penalize people for merely having had contact with our court system. Believing or Following?
illions of people throughout the world call themselves Christians. There is a huge diversity of opinion as to what constitutes being a Christian. A recent survey estimated that there are over 35,000 different denominations in the world, with churches often splitting off from each other over different interpretations of faith or the Bible or what it means to live as a Christian in the world. From Roman Catholics to Protestants, from fundamentalists to liberals to progressives, from Pentecostals to Presbyterians, from Anglicans to Alliance, from Baptists to born–again fundamentalists, one can easily become lost in the complexity of beliefs, dogmas, moral injunctions and religious rites. At the same time, in the larger context of daily life, it is often impossible to distinguish one Christian from another, or even a Christian from a non–Christian. Most Christians blend in with the values, lifestyles, economics and politics of the predominant culture of their society. But it wasn’t always this way. Once upon a time, Christians stood out from the crowd. They walked a different path, and sometimes that path cost them their lives. Like many other great religious teachers, Jesus taught a way or a path to his followers. His teachings point to an understanding of the religious life as a journey. He spoke often about alternative paths encountered on the journey. In their lives, some follow the wide path, while others choose the narrow path. Jesus also used other images — seeking
the kingdom or reign of God, entering into that kingdom. All of these images — following, seeking, entering — are active words. They imply doing something, moving from where we are to someplace new. These are not words of believing the right things, of thinking the right way, of understanding life in the right way. These are words that call us to get up and get going. Jesus called people to follow him in a way of living. As a result, the earliest members of the Jesus movement were known as “followers of the Way.” Lots of people believe Rev. Yme in Jesus (although the Woensdregt number is declining quickly). Lots of people just love him to pieces. They worship and adore him and praise his name. They invite him into their hearts and accept him as Lord and Saviour, and they tell us that if we want to avoid going to hell, we must do the same. But not many people are willing to follow him. For the most part, believing “in” Jesus is really believing things “about” Jesus — that he is divine, that he was born of a virgin, that he performed miracles, and so on. But that kind of belief does not necessarily take the teachings of Jesus seriously. One can conceivably believe that Jesus is the Son of God and yet still live self–centred lives, ignore the cries of the poor, and demonstrate hatred against people of different races, cultures or sexual orientations. After all, the church in Germany supported Adolf Hitler. The church in South
Africa saw no problem with apartheid. The church in the US supported slavery for over a hundred years, and segregation for another hundred. The church in Canada worked with the government in establishing Residential Schools. Presumably, they all believed in Jesus. Following Jesus, however, is about listening and doing. It is about putting into practice the things that Jesus taught. It is about a lifestyle of peace and justice that sets one apart from others. Jesus calls us to transform the world, and to do so not with power, but with grace, compassion, love. As Jesus embraced those who lived on the margins in his world, so Jesus calls us to continue in the same way, walking the same path, reaching out with the same power of love. Jesus calls us to be disciples, spending our lives to serve the least, the lost, the lonely. Following Jesus leads us outside the church building, beyond its walls into the world. Following Jesus leads us to those places where people are hurting, where people are hungry, where people are oppressed, where people are denied justice, where people are dying. Danish philosopher Soren Kierkegaard called the typical Christian response “admiring Christ instead of following Christ.” The issue for those who call themselves Christian is whether we want to move from being admirers or even worshippers to being followers. Following Jesus shows us that Christianity is not a set of beliefs, but a way of life. Yme Woensdregt is Pastor at Christ Church Anglican in Cranbrook
Alaskans warm up to B.C. mines minister C anadian Press
JUNEAU, Alaska - British Columbia’s mines minister says he’s broken the ice with southeast Alaska’s fishing community over their fears that upstream mining could endanger their way of life. Bill Bennett says he’s held about 30 meetings with Alaska’s
tribal associations, commercial fishers and conservationists over the past three days. Bennett says he didn’t realize how strongly people want assurances they will be compensated if another mining disaster washes downriver similar to the Mount Polley spill in B.C.’s interior last August.
Bennett says the solution proposed by the advocates would require agreements between Canada and the U.S., but he believes the people are putting what he calls misplaced faith in an international process. Chris Zimmer, with Rivers Without Borders, met with Ben-
nett and says real progress was made because the minister appeared to genuinely understand his community’s concerns. However, he says they’re still short on details about how Alaskans will actually be protected if a mining accident were to occur.

Los Amigos, a Cranbrook soccer team, finished in third place at a tournament in Crawford Bay this past weekend. Featuring teams mostly from the West Kootenays, Los Amigos won three games and lost two, falling two points shy of getting into the final, as the top two squads in the round robin—Nelson and Rossland—went head-to-head for the championship. Despite missing out on the title match, the Golden Boot—an award for the player who scores the most goals over the course of the tournament—was co-shared with Los Amigos’ own Sam Heap and a Rossland player. The Cranbrook team had a unique roster, featuring players from all around the world, while a few local high school players also came along and excelled against the adult opposition. Los Amigos would like to thank Bridge Interiors and Peak Performance Motorsports for sponsoring the team jerseys.
Cranbrook’s Dustin Nielson makes TSN TV debut Townsman Staff
Within the sporting world, Cranbrook might be best known for sending locally-grown hockey players to the national stage. Now, this East Kootenay mountain town can boast about its homegrown national sports television star. Dustin Nielson, who graduated from Mount Baker High School in 1999, made his national television debut on TSN from Aug. 9 to 16 calling play-by-play for the FIBA Americas Woman’s Basketball Championships in Edmonton, Alta. The Cranbrook native called 21 of the 24 games at the tournament, which featured 10 national women’s basketball teams from North America, Central American and South America. The pinnacle of the week for Nielson and Canadian viewers came Aug. 16 as Canada defeated

Dustin Nielson Cuba by a final score of 82-66 to claim gold along with a berth at the 2016 Summer Olympic Games in Rio De Janiero, Brazil. Nielson called the gold-medal matchup, which was watched by approximately 285,000 viewers on national television. In addition to his play-by-play work, Nielson executed all pregame, post-game and half-time interviews.
Upon graduating from Mount Baker High School, Nielson went on to earn a Broadcast Journalism Diploma from Lethbridge Community College. His first big broadcast break came in 2006 when he was hired to be the play-by-play voice for the Fort McMurray Oil Barons of the Alberta Junior Hockey League (AJHL) in addition to co-hosting a morning show on Rock 97.9 FM. Over his career, Nielson has called AJHL hockey, University of Alberta CIS football and hockey, and most recently expanded his resume by taking on pre- and post-game hosting duties on CFL Edmonton Eskimos broadcasts on TSN1260 Edmonton radio. Nielson can also be heard over the airwaves as co-host of TSN1260’s Nielson and Fraser Show, which airs from 6 to 10 a.m. weekday mornings on TSN1260 and online at tsn.ca/ radio/edmonton-1260.
Early four-way tie atop leaderboard at PGA Barclays Doug Ferguson Associated Press
EDISON, N.J. - The start of the FedEx Cup playoffs brought out the worst score from Jordan Spieth in three months. In his first tournament as No. 1 in the world, Spieth had a pair of three-putt bogeys, hit a tee shot in the water, shot 40 on his back nine and wound up with a 74 in the opening round of The Barclays. It was his highest score since a 75 in The Players Championship, the last time he
missed a cut. Bubba Watson had seven birdies and a pair of late mistakes that led to a 5-under 65 and a four-way share of the lead with Spencer Levin, Camilo Villegas and PGA Tour rookie Tony Finau. Villegas only got into the top 125 to qualify for the playoffs last week at the Wyndham Championship with two shots to spare. That was pressure. Now he feels as though he has nothing to lose as he tries to get into the top 100 who advance to the
second event next week at the TPC Boston. With two majors among his four wins, and nine top-three finishes this year, Spieth is No. 1 in the FedEx Cup and virtually assured of getting to the finale at East Lake with a clear shot at the $10 million bonus. He can afford an off week or three. He just didn’t like it. Watson wasn’t hitting all the fairways, but at times that was to his advantage. The greens are pitched in such a
way that shots have to carry to the hole, allowing for spin to make sure the ball is below the hole. That’s what caused Spieth problems at No. 1, and on the back nine when a sand wedge from the fairway spun back 35 feet. The best starts belonged to the likes of Levin, Villegas and Jason Dufner, all of whom are outside the top 100 and trying to advance. Jason Day joined Phil Mickelson and Rickie Fowler at 68.
ARLINGTON, Texas Yovani Gallardo earned his 100th career victory, Delino DeShields had a part in all the Texas runs even without an RBI and the Rangers stopped the Toronto Blue Jays’ fivegame winning streak, 4-1 Thursday. The AL East-leading Blue Jays lead the majors with 5.4 runs per game, and had outscored opponents 54-19 during their recent string. With two runners on in the seventh, DeShields hit a single that rolled past charging
right fielder Jose Bautista. The ball wound up on the warning track and DeShields circled the bases for a 4-0 lead.
Gallardo (11-9) threw 5 1-3 scoreless innings. He became the fourth native of Mexico to win 100 games, joining Fernando Valenzuela (173), Esteban Loaiza (126) and Ismael Valdez (104).
Shawn Tolleson worked the ninth for his 26th save in 28 chances. Sam Dyson got Troy Tulowitzki to ground into an inning-ending double play with the bases loaded in the seventh. DeShields finished 2 for 2 with three walks. Marco Estrada (11-8) took the loss. Edwin Encarnacion stretched his hitting streak to 22 games, the longest in the majors this season, with an RBI double in the Toronto eighth. He hit a scorching liner that got past DeShields in right-centre as Bautista scored from first.

ANNIE’S MAILBOX by Kathy Mitchell and Marcy Sugar Dear Annie: My parents own a good amount of land in their native country. When I was growing up, they paid for my tuition but were not very supportive emotionally. I sponsored them to come to the U.S., and because they didn’t speak English (and still don’t), I helped them find jobs. The problem is, my parents are giving everything they own and whatever they made during their lifetimes to my brothers as an inheritance. They are leaving nothing to me. I’ve decided to encourage them to move back home and live with their sons. Why should I be handling their bills, buying their groceries, picking up their prescriptions, taking them to the doctor and acting as their interpreter? I’ve paid back every penny they spent on me, including my tuition. I’m angry that I am obligated to take care of them when they are leaving everything to my brothers. Please help. -- Foolish Daughter in the Midwest Dear Daughter: We assume your parents come from a culture that values sons more than daughters, and that daughters are expected to care for the parents while sons inherit property. While this is hardly fair, you cannot expect your parents to overcome their own cultural upbringing so easily. You need to think of this differently: Your parents do not owe you an inheritance. They raised you and helped you get into college by loaning you tuition. Anything you do now is out of gratitude, love, compassion or obligation. And your brothers should welcome the opportunity to do the same. Dear Annie: I am a cross-dresser and like your good advice to “No Life Without Wife.” I married in the early ‘80s and did not tell my wife about my cross-dressing. Nine years later, I wanted her to be part of my complete life. I told her by leaving women’s clothing in the closet and telling her they were mine. She said she needed time to think about it. Nine months later, she still wouldn’t talk about it or see a therapist and said I needed professional help. That led to a divorce. In time, I realized that if I wanted to enjoy my cross-dressing and be able to share my pleasure with someone, I have to tell that person early on. When I told my current wife about my cross-dressing, she asked whether I was gay. I told her no. She asked a lot of other questions and I answered them as truthfully as I could. She was willing to compromise, and now the two of us enjoy both of my worlds. I would strongly advise “No Life” to tell his wife in person, privately and as soon as possible. Turn off all phones, and let her know you have something important to say. Stay calm, and let her absorb the news at her own pace. He also should have the name of a therapist ready in case he or his wife wish to speak to a professional. -- Glad I Did Dear Glad: It is important not to keep such important parts of your life hidden from your spouse. Aside from the surprise, it also feels like a betrayal not to have known. Thank you for your testimonial. About 60 used needles and many more empty packages and protective caps were found dumped behind a commercial building in Maple Ridge, where a shelter and nearby homeless camp have dominated public safety concerns. operative housing developments, whose contracts are expiring over the next five years. The other suggests federal incentives for developers to choose purpose-built rental housing, rather than condominiums and other housing for sale. Vancouver, where housing costs have spiralled beyond the means of many, wants the province to support rental housing and take action to reduce real estate speculation. The Fraser Valley Regional District’s resolution on shelter allowances and rent subsidies
notes that average rent for a one-bedroom apartment in B.C. is $953, and the provincial shelter assistance rate for an employable single parent is $375, unchanged since 2007. Other resolutions: • The Central Okanagan Regional District wants local government authority to lower highway speed limits passing through rural communities and neighbourhoods. Its resolution says Transportation Ministry’s decision to raise speed limits to 100 km/h on some highways last year is raising safety concerns.
• Oak Bay is the latest community to seek federal and provincial help to manage deer and other wildlife populations, after grappling with its own deer kill effort. • Port Moody is calling on BC Hydro to keep the Burrard Thermal gas-fired generating station operational as a backup source of power, rather than shut it down next year. The resolution says standby operation would cost $20 million a year, compared to $55 million paid to keep a smaller gas-fired plant on standby near Campbell River.
Fracking firm linked to 2014 B.C. temblor says cause of recent quake not established VANCOUVER - A natural gas operation that halted work after a 4.6-magnitude earthquake in northeastern British Columbia last week has been linked to the largest earthquake in the province that’s been attributed to fracking. Progress Energy, which is owned by Malaysia’s Petronas, paused its operations after the Aug. 17 quake that occurred 114 kilometres from Fort St. John. The B.C. Oil and Gas Commission has previously said that hydraulic fracturing - or fracking by the same company triggered a 4.4-magnitude earthquake that was felt in Fort St. John and Fort Nelson in August 2014. Progress Energy responded late Wednesday, saying the cause of the recent quake has not yet been established.

Communities struggling to cope with addiction and mental illness are near the head of the line for their annual meetings with Premier Christy Clark and the provincial cabinet. A plea for integrated treatment services to take some of the load from police and hospital emergency rooms is among the main resolutions for the Union of B.C. Municipalities convention in Vancouver Sept. 21-25. B.C. communities are dealing with camps of homeless drug addicts, property crime driven by addiction and violence between drug gangs. The B.C. health ministry recently announced a program to train and equip frontline hospital staff to deal with violent patients in emergency. Sponsored by Delta, the resolution says local governments have made repeated requests for help “without seeing any improvements in services or resources.” It calls for integrated health and psychiatric care, criminal justice reform and access to affordable housing. Maple Ridge has two resolutions dealing with housing. One calls for Ottawa to maintain rent subsidy funding for co-

“The northeast B.C. foothills is a seismically active area with more than 6,000 seismic events each year, 99 per cent of which measure a magnitude so low that they are not felt on the surface,” said a statement from spokesman Dave Sterna. The company has voluntarily installed 17 seismic monitoring stations in its operating area, Sterna added. A report by the commission said fracking has caused nearly 200 seismic events in the Montney Trend, which stretches from the B.C.-Alberta boundary near Dawson Creek to the B.C. Rocky Mountain foothills. The report that inves-
tigated fracking, the process of fluid injection into rock to extract natural gas, looked into quakes recorded between August 2013 and October 2014. A statement from Rich Coleman, B.C.’s minister for natural gas development, said drilling must stop immediately and the commission must be notified if seismic activity reaches a magnitude of 4.0 or higher. “Operations can only resume once a mitigation plan - such as reduced pumping pressures - are agreed on by the commission,” he said. Coleman said quakes related to hydraulic fracturing are rare, with only
about 2.6 per cent of fracking operations in the Montney linked to a seismic event. The province collects earthquake data at 10 stations throughout B.C.’s northeast. “We implemented preventive measures that make sense for our province,” said Coleman. “Seismicity can be managed through geologic understanding, pumping protocols and monitoring.” Energy giant Petronas is also working with the B.C. government on a $36-billion liquefied natural gas project, called Pacific Northwest LNG. The commission did not respond to a request for comment.

SALT LAKE CITY - A polygamous family says the landmark Supreme Court ruling legalizing same-sex marriage shows that laws prohibiting consensual adult relationships are outdated even if the unions are unpopular. Kody Brown and his four wives argue in court documents filed Wednesday that their family life chronicled on the reality TV show “Sister Wives” shows that polygamous marriages can be as healthy as monogamous ones. The Browns are defending a legal victory they won when a federal judge struck down key parts of Utah’s law banning polygamy, removing the threat of arrest for plural families. Utah Attorney General Sean Reyes is appealing. The state contends the law prevents abuse of women and children and courts have long upheld anti-polygamy laws.
Review confirms allegations of mismanagement of Alberta public funds

EDMONTON - A review of whistleblower allegations has found wrongdoing by three senior Alberta government managers in the awarding of contracts. The public interest commissioner received several allegations late last year that staff in two departments ensured eight preferred individuals were top candidates for contracts. Commissioner Peter Hourihan says none of the employees acted out of personal gain. He says they were attempting to simplify hiring and ensure their preferred candidates were successful. Two managers from the Department of Innovation and Advanced Education and one with Alberta Innovates were identified. The report recommends that the government take “appropriate disciplinary action.”
