Bus 32 takes new route KEVIN PARNELL Lake Country residents will have increased bus service beginning Sept. 6 as BC Transit looks to increase ridership on the area’s newest bus line. Route 32, which had previously linked the Lake’s subdivision with Bottom Wood Lake Road, will begin to service several areas around downtown Lake Country beginning next week, including Swalwell Park, the seniors centre, the curling rink and the new Lake Country Food Bank. “I think this will be a big advantage for the citizens of Lake Country,” said Coun. Bill Scarrow, also a bus driver in Lake Country. “The ridership on the new 32 route hasn’t been really good and we’re hoping by changing the route we might improve it.” Since it began last September, the route that connects the Lakes with Main Street has had a lower than expected uptake in ridership. But Scarrow says adding the new stops will allow people better access to the services around Main Street, instead of just going up and down between the Lakes and Bottom Wood Lake Road. “Ridership has been

spotty since it began but we feel we can serve some of the curlers and hockey and sports activities that occur around that area. We can get some of those people from the trailer parks up the hill that we weren’t servicing before.” With the new Lake Country Food Bank building expected to open by the end of the year, Scarrow says it’s a perfect fit for people that will need to access the food bank and get a ride there and back. “We need to get ridership up or we could lose

the route,” said Scarrow. “I believe the biggest component of this is the food bank and the rec. centre. People can access the food bank and then a half hour later the bus will come back and pick them up.” The new route will run every half-hour from 7 to 9:30 a.m. and then again in the afternoon from 2 to 6:30 p.m. Scarrow says if ridership increases and they can show demand, the hours of operation could increase in the future.
HANDYDART
Another area of transit that Scarrow says needs to improve in Lake Country is the handyDART service, a door-to-door shared transit service for people with permanent or temporary disabilities that prevent them from using fixed-route transit without assistance from another person. Users must register to use the handyDART and in Lake Country there are 196 registered users with just one bus and one driver to service
them. Scarrow says that limits the time that users are able to access the bus. “The people that need the handyDART service aren’t getting to where they need to go on time,” he said. “There is a big need in Lake Country because one bus only has the capacity of eight to 16 people.” Currently the bus and driver are operational for only eight hours and it makes three daily trips into Kelowna where many of the users must access health services. “If we had an extra
bus and a driver we could cover hours from 6 a.m. to 8 p.m.,” said Scarrow. “Council is looking to expand handyDART from one bus and eight hours to two busses and 16 hours.” Despite the need, Scarrow says it’s not a sure thing the handyDART will be increased in the future. “We have to show the need, then we have to apply to BC Transit and they take all of the applications from around the province and decide which ones are approved.”

didate in Kelowna-Lake Country just keeps getting stranger. First, after winning the nomination last
month, Gary Adams told his party voters before they cast ballots for him that he would step down if nominated to
support the Liberal candidate running in the riding. Green Party leader Elizabeth May subse-
quently asked Adams to hold off doing that. And now Adams says he has no intentions of relinquishing the nomination
as the federal party will not allow him to support another candidate as long as he is the Green Party’s candidate.

Asked by Black Press last week if he will give up the nomination, Adams replied: “I have no intention of doing that and no plans to do so.” At the same time, he said negotiations are ongoing between himself and proponents of his initial plan, as well as with the local Green Party electoral district association and the federal party. In a bid to try and unseat Conservative incumbent Ron Cannan, Adams had said he would step down so Liberal Stephen Fuhr would have fewer opponents as he tries to defeat Cannan. Adams said a final decision about what will eventually happen has to be made soon because Elections Canada needs to know if his name will be on the ballot. He said he was surprised it has taken this long to find a resolution to the issue. Last Wednesday, the Green Party of Canada’s director of communications, Julian Morelli, said the issue is currently in the hands of the local Green Party electoral district association. But, he said, the federal party does not allow its candidates to support candidates of other parties. “If he’s talking about supporting another party’s candidate, our constitution’s rules and regulations don’t allow for that,” said Morelli. Where the local electoral district association for Kelowna-Lake Country officially stands on the issue and what it is specifically doing is not known because the head of that association, Zena Ryder, has declined a request to be interviewed. In a brief email response she said she had no information to provide. The plan for Adams to run for the nomination and then step down

Custom, vintage and rare cars shone despite smoky skies KEVIN PARNELL It was a tale of two different days for the seventh annual Lake Country Custom and Classic Car show late last month but in the end, the Lake Country Food Bank came out with about $4,500 towards its new building. More cars were entered this year in the car cruise on Saturday Aug. 22 to kick off the annual event, featuring some of the sweetest rides in the west. Close to 60 classic cars toured Lake Country, cruising around the district, before stopping at the Lake Country Alliance Church for a meal, provided by the church and Cooper’s Foods. That was more than the previous year’s car cruise and took place under bright blue skies. However overnight
the smoke from wildfires south of us rolled in to the area and put a bit of a damper on the actual car show, keeping some cars as well as some residents away.

of learning to do,” said Cross-Franson. “We already have a list of how we can improve for 2016. Everybody seemed to have a good time and there were so many cool vehicles. I think this year we got our feet wet and we will be ready to be even better next year.” This year was the seventh annual car show in Lake Country and the first since founder Ron Volk handed over the organizing duties to the Chamber of Commerce. Volk remained involved in the event, helping to advise organizers throughout the year and also leading the car cruise to kick off the weekend. A new award this year also honoured Volk’s participation in the car show as a trophy was given out for favourite Lake Country entry with the trophy showing a picture of

Car keys left in vehicles a favourite site for opportunistic thieves The local RCMP detachmensts, from West Kelowna through to Lake Country, have seen a rise in vehicle thefts compared to previous years. Statistics from January 1 to August 25,
2015, show that 60 vehicles were stolen in the region. This is up from 2014 and 2013 stats, during that same time period. 2015—60 vehicles stolen 2014—40 vehicles stolen

their keys inside unattended vehicles” said Cpl. Joe Duncan, spokesperson for the Kelowna RCMP. “We hope to educate people before they become victims.”
Riding officials reluctant to talk GREEN PARTY FROM A2 to support Fuhr was originally proposed as a formal co-nomination of Fuhr, but that was quickly nixed by the federal Green Party. A watered down “co-operation” agreement was made that would see Fuhr, if elected, consult the local Green Party constituency executive on issues. While based on a memorandum of understanding drawn up between the local Liberals and Greens, Adams said it was not a signed agreement but rather a “handshake deal.” Meanwhile, Adams said he has been working on his campaign but has not been knocking on doors in the riding seeking support. The former CEO of the Kelowna-Lake Country Green Party
electoral district, Angela Nagy, said she asked the federal party about the local plan prior to the nomination meeting and was told it was not allowed under the Green Party’s constitution. But Nagy said party members voting at the nomination meeting were not told that because the meeting’s rules did not allow any other business than the nomination. Nagy lost the CEO position to Ryder in a vote and is now the association’s financial agent. Nagy opposed Adams’ plan. Neither Morelli nor Adams could say when the situation with the Green Party candidate in Kelowna-Lake Country will be settled, with both saying they needed to hear from the other before a final resolution was reached.

Alaska sits in judgement of B.C. Energy and Mines Minister Bill Bennett spent much of last week in Alaska, trying to assure local fishermen and environmentalists that B.C.’s mine approval process is “basically the same” as Alaska’s. Bennett visited an abandoned mine in northwest B.C. that continues to leak acid and metal pollution into the Taku River, vowing to supervise cleanup by a new operator. He noted that one of B.C.’s proposed new mines includes a 23-km pipe system to move ore out of the shared watershed for processing. This is typical of the discourse between B.C. and our American cousins. Only our industry is questioned. Meanwhile in Colorado, the latest mine spill disaster was blamed on a mistake by the U.S. Environmental Protection Agency. And in Alaska as in the rest of the U.S., new metal mines such as the giant Pebble pro-

Here in Victoria, the Fantasy Island dialogue about oil continued, with Green Party leader Elizabeth May calling a news conference to announce she is (brace yourself ) opposed to pipelines and tankers on the B.C. coast. She stood at Clover Point, where daily Alaska crude tankers sail past, many on their way to vast refinery complexes just out of sight at Anacortes and Cherry Point in Washington. A good portion of B.C.’s gasoline comes
from there. Without a drunk-captain incident since 1989, these tankers load up at the terminus of the Trans-Alaska Pipeline System. Let’s take a closer look. For 47 years, the pipeline has pumped huge volumes of oil across Alaska from the charming northern outpost of Deadhorse to Valdez in the south, just east of Anchorage where cruise ships dock. In his new book, Rust: The Longest War, science writer Jonathan Waldman calls it “the biggest, baddest oil pipeline in the world. “From Prudhoe Bay to Prince William Sound, the Trans-Alaska Pipeline System stretches 800 miles, which leaves engineer Bhaskar Neogi accountable for one of the heaviest metal things in the Western Hemisphere, through which the vast majority of Alaska’s economy flows,” Waldman writes. “Daily, the four-foot steel tube
spits out $50 million of oil.” It was once the largest private infrastructure in the U.S. Today it’s the most regulated pipeline in the world, with planes flying infrared sensors to detect leaks of warm oil and “line walkers” looking for soft spots in the permafrost. And this isn’t lowfat, shade-grown oil for Seattle fuel-sippers. It struggles to flow, with a black asphalt bottom and thick wax that has to be scraped out of the pipeline by the ton with giant “pigs” that clean and monitor walls for corrosion. The five Prudhoe Bay oilfields have been declining in production for 20 years, to the point where the Trans-Alaska pipeline now carries about a quarter of its design capacity. It’s expected to run out around 2040, but for now Valdez still loads more than a tanker a day. Waldman writes that when North America’s
largest oilfield was discovered in 1968, companies first considered extending the Alaska Railroad up to Deadhorse. But they would have needed 63 trains a day of 100 cars each. Trucks, cargo planes and even nuclear-powered submarines running under the Arctic ice were briefly considered. Since we had a bit of hand-wringing last week about a small earthquake near Fort Nelson that may or may not have been triggered by hydraulic fracturing, it’s worth noting that Trans-Alaska oil also causes noticeable tremors as it rushes down the Chugach Mountains to a sudden stop at Valdez. Then I realized several things simultaneously. First, I’d have to write a book. Second, I don’t want to write a book. What if T-Rex could have voted for change?
N
ow I know how the dinosaurs felt. When that giant asteroid smashed into Earth, causing worldwide forest fires, tsunamis and an ‘impact winter,’ they must have been really confused as life as they knew it withered beneath a heavy blanket of smog. It must have made poor T-Rex want to cover his eyes in horror, but alas, his stubby arms wouldn’t have allowed that.

short arms have always seemed like a feature worth discussing and, more importantly, as our days grow cool beneath a smoky haze, I can’t help but think that their fate seems remarkably similar to our current plight. Where we differ from our predecessors, of course, is that our arms are long enough to scratch our heads and our brains are big enough to come up with some solutions. Or, at least they should be.
Trouble is that economic interests always seem to trump environmental issues. When I was a younger, less-jaded reporter all things green seemed to preoccupy both our government and the business community. Greenhouse gas production was being scaled back as a hydrogen highway stretching all the way from Los Angeles to Whistler was plotted out. Covering the Oka-
nagan’s obsession with development was an exercise in Earth-friendly thinking back then, too. If you read this paper eight or so years ago, you probably could have made a drinking game out of how many times the term LEED made it into the paper. Your liver will thank you if you didn’t. One time I was interviewing a builder type, however, and I asked how long he figured it would take until

For all that will be—yes.” I wasn’t always grateful “for all that has been.” We’ve had difficult times. I’ve made some mistakes. If I could, I would love to 5go back and undo them. But I can’t. And if I did, I would be a different person today. I’m the product of my mistakes and failures as well as of my successes and achievements.
But I am genuinely thankful for being here. I’m happy to be me. At the same time, I can’t say I’m looking forward to “all that will be.” Life is still good— in many ways, it’s better than ever—but I don’t have the stamina I once did. I know that aches and pains will multiply. Hearing and smell already suffer; other senses may also decline. As I age I will have to give up some long-held dreams, but I may benefit from giving up some self-delusions. I will grieve the loss of friends—assuming I outlive them. an eye out and you’ll notice that it’s a fairly common passenger posture. I prefer to train my “road safety sights” on those who cause crashes, not on the victims. If we could eliminate the negligent, inattentive driving, we wouldn’t have victims in the first place. It gives me a sick feeling in my stomach to consider this “Yes, but…”: “Yes, if I had been paying attention to the road ahead of me, I would not have crashed into the back of your stopped vehicle, but you weren’t wearing your seatbelt so I shouldn’t be held as accountable for your injuries.” But the feeling in my stomach doesn’t stop those arguments from being made, and our civil justice system will give effect to those arguments in certain circumstances. What circumstances? There must be two critical components. One is a

failure on the crash victim’s part to take reasonable care for his or her own safety. In legal terms, the crash victim must have been “negligent.” What care is “reasonable care?” It’s a level of care that would be used by an ordinary, reasonable person. Way back in the day when I was a child, before seatbelts were commonly used, the failure to wear a seatbelt would not have been negligent. Today, when most everyone

The judge did not find the victim negligent, noting: “…it is not an unreasonable act for a person to travel in a vehicle…placing a foot on the dashboard of a vehicle. I am of the view that a person seated in that manner could not reasonably foresee that it would pose a danger to them.” There has been a dramatic change in the “footstool” since 1989, i.e. the installation of air bags. On air bag deployment, that footstool comes back at you at speeds in the range of 320 kilometres per hour. What will happen to you if your foot, or part of your leg, is in the way of that air bag? It’s not hard to imagine that the consequences would be

One example—I forwarded my wife an article by a trauma surgeon showing the picture of a foot that had been smashed out of the windshield by an airbag, much of the foot scraped off as the upside-down car scraped along the asphalt. Another example is that of Bethany Benson, a young woman who has told her story to help prevent others from suffering the same fate, of her lifelong, disabling injuries arising because her knees were slammed into her face. Regardless of the legal implications, please don’t use your dashboard as a footstool. My wife, on reviewing my draft of this column, has committed to me that she won’t any longer. paul@hlaw.ca

It takes proof, on a balance of probabilities, that the victim’s injuries would have been less had he or she been wearing a seatbelt. While the value of seatbelts in keeping us from bashing into dashboards or flying out of windshields is without question, this is far from a “given” in most, less-dramatic collisions. Is it negligent to use the dashboard as a footstool? My research might not have been thorough enough, but the only court decision I could find that is directly on point was decided in 1989. that fracking is causing earthquakes in the northern reaches of B.C., while we literally breathe in the remnants of a region ravaged by fires. Then, add to the mix that they’re getting snowstorms in Alberta. Seems to me that the “extreme weather events” we’ve been warned of for the last decade or more have decided to rear their ugly heads, and it’s not just costing us our health. The simple fact is that if these events continue as we’ve seen them this summer, they’re going to have a cataclysmic effect on the economy, and not in some far off land. Here, at home, tourism has obviously taken a hit from the smoke, and if this is indeed the new normal, as Premier Christy Clark alluded to when she was at a Westside fire earlier this summer, how many jobs will be lost? Who will even want to live here? It’s enough to make someone want to throw up their hands in despair, but given there’s an election in the offing maybe we can do better. Maybe, we can keep these issues in mind and head to the ballot box this October to affect change in a way that the poor dinosaurs couldn’t. Kathy Michaels is a Black Press reporter.

Bears attracted to ripe fruit, spawning fish It’s not unusual for visitors to many of the Central Okanagan’s regional parks to come across animals in their natural home. And while photos at a safe distance are encouraged, confrontations are not. With ripening fruit in valley orchards and Okanagan kokanee salmon spawning soon, more bears will be frequenting parks, especially those with corridor connections to the higher elevations. “This time of year, our field staff and visitors start seeing more signs that bears are around. As sightings increase, we post signs advising that the animals may be active in the area,” said RDCO communications officer Bruce Smith. To reduce your chance of an encounter, Smith says to travel in a group if possible, make noise or carry something that makes noise. “Make your presence known. During the fall fish spawning season in

Canada’s Worst ‘DIY’ Dental Remidies
Q: My son works up north on the rigs. He says a co-worker last week bad a tooth break off, and he decided to reattach it with crazy glue instead of going to a dentist. The man thinks it is clever and he 'saved' a lot of money. I can't help but think this cannot have a happy ending. What is likely to occur, if anything? A:
We have seen 'just about everything'. The crazy glue solution is actually much more common than one would think. It is usually founded in a deep set fear of the dentist. It won't last. The patient (or victim in most cases) is more comfortable putting any kind of industrial adhesive in their system over visiting a dentist. We're not that frightening! A woman in England made dental news recently with a dozen teeth she had crazy glued. She made such a mess of it that the glue eroded 90% of the bone in her upper jaw, requiring extensive reconstructive surgery and eventually dental implants. The toxins in her system caused permanent health damage which may very easily shorten her life. Never put 'anything' industrial in your system. A bogus physician in Toronto did something similar this very year, filling women's' bodies with drywall adhesive from a hardware store with a caulking gun. It was supposedly to create bumps in all the right places. People have cancer as a result.

As we all know, first impressions are extremely important and can make, or break, your chance to get a potential buyer in the front door for a look! Stand in front of your house with a friend and take note of all things that might improve that all-important first impression. For example, simple things like getting rid of weeds, cleaning the windows, getting pine needles and leaves off the roof and out of the gutter and a raked lawn will make your home look well kept and will brighten and accentuate the foliage that you want to be noticed. A freshly painted front door and a new welcome mat are simple ways to make your home look inviting! Finally, remember to wash your driveway and edge it for that clean, professional look. If you are getting your home ready for sale, remember to have a plan of action and to ask your Realtor for other great tips on how to get your home prepared for buyers!

Other 'home remedies' that are disastrous are anything involving alcohol and teeth. It's odd how whisky and dental problems usually creates poor decisions, resulting in some sober individual treating them post incident to repair it. Another lady used her make-up tweezers to remove calculus, even after being warned against it. She eventually exposed the nerve and lost the tooth. Others visit the natural food supplement store, and believe any propaganda from any source regarding herbal supplements to cure periodontal disease. The interesting thing is they argue with their dentist while trying to rationalize it! One farmer who was a 'hands on' kind of fellow decided his new denture was too thick, and ran it over his grinding wheel in his shop instead of visiting 'the city' to see a dentist. You can imagine how rough it became on the inside of his mouth after that. He only did that once. A colleague had a patient attempt his own root canal with a heated paper clip (from a lighter) dipped in whiskey (another alcohol inspired dental solution), but fortunately it was saved with a conventional root canal. Moral of the story – forget 'Do It Yourself' dentistry!

Reduce your health risk under smoky skies The shroud of smoke covering the Okanagan Valley the last few weeks raises issues for B.C. Wildfire Branch forest firefighting efforts. Kayla Pepper, fire information officer for the wildfire branch, says the smoke wasn’t a factor in responding to three small separate grassfires in the Joe Rich area last week. “There were two fires along the McCulloch Lake forest service road and another near Highway 33 but our ground crews were able to quickly respond and put them out,” Pepper said. But in a situation where air tanker or helicopter support was needed, Pepper acknowledged that air support isn’t available when there is smoke haze in the air. “It presents us with two challenges. One is
visibility as it is more difficult to see plumes of smoke where a forest fire has started when the sky is covered in smoke,” said Pepper, noting that can delay the response time. “The other challenge is air support to fight a fire. Our firefighting policy is to hit it hard and hit it fast so when the sky is full of smoke, that becomes difficult to do.” Pepper said one positive from the smoke is it is keeping the temperatures cooler, but while that may offer a bit of a respite, she said, the fire season is likely to extend well into September. Tips to stay healthy: • People with heart or lung conditions may be more sensitive to the effects of smoke and should watch for any change in symptoms that
may be due to smoke exposure. If any symptoms are noted, affected individuals should take steps to reduce their exposure to smoke and if necessary see their physician. People with symptoms should go to their health care provider, walk-in clinic or hospital emergency department depending on severity of symptoms. • Use common sense regarding outdoor physical activity—if your breathing becomes difficult or uncomfortable, stop or reduce the activity. • Stay cool and drink plenty of fluids. • Smoke levels may be lower indoors; however, be aware as well that levels of smoke particles will still be increased. • Consider visiting a location like a shopping
mall with cooler filtered air. Keep in mind that staying indoors may help you stay cool and provide some relief from the smoke, however many air conditioning systems do not filter the air or improve indoor air quality. • Reduce indoor pollution sources such as smoking or burning other materials. • You may be able to reduce your exposure to smoke by moving to cleaner air. Conditions can vary dramatically by area and elevation. • Residents with asthma or other chronic illness should activate their asthma or personal care plan. • Pay attention to local air quality reports, air quality may be poor even though smoke may not be visible.

Marc van Roechoudt passed away peacefully at home after a yearlong battle with a brain tumour. Marc was born in Geneva, Switzerland, and spent his early years living in the Haute Savoie region of France. During WWII the family escaped occupied France in a canoe on Lake Geneva, while being shot at. They stayed in Switzerland until the end of the war when his father found horticultural work on an Agricultural Experimental station in the Belgian Congo (now the Democratic Republic of Congo). From the Congo the family immigrated to Canada and came straight to the Okanagan. They purchased part of the original Rainbow Ranche in Okanagan Centre, BC. Marc graduated from Rutland High School and went on to attend Royal Military College in Kingston. He graduated as a geological engineer from what is now the Polytechnic in Montreal. After working for several years in eastern Canada, he returned to the Okanagan to help run the family orchard. The van Roechoudt’s were well known as leaders in the tree fruit industry. Marc’s father was the first to plant dwarf trees in the Okanagan and Marc followed in his innovative footsteps by experimenting with high-density plantings and new varieties. Marc took great pride in his apples and recently was awarded the Golden Apple Award, the Farm Family of the Year award along with taking top prizes at the Royal Winter Fair for his Ambrosia and Royal Gala apples. Marc was an active volunteer with both community and industry groups. He sat on the Lake Country Water Advisory Committee (formerly Winfield and Okanagan Centre Irrigation District) for nearly thirty years, was a BC Fruit Growers’ Association committee member, and more recently vice-chair of the Ambrosia Council. Marc’s biggest passion was skiing. You could regularly find him on the slopes of Big White in the winter, often as a Snow Host touring guests around the mountain. He is survived by his wife Tessa, daughters Jessie (Stefan Belavy) and Madeleine (Timothy Lynch), twin sister Anne (Ronald Crozier) and brother Eric (Anne de Blommaert). There will not be a funeral service, but a date for a celebration of life will be announced at a later time.

Keep Wildlife in the Wild Please be aware of wildlife in naturalized areas, orchards and vineyards. Respect all bears and avoid encounters with them whenever possible. Bears can be aggressive, especially when defending their food or their cubs. Dog owners are reminded unless otherwise designated their pets must be leashed and kept on trails at all times. It’s not only the law, but will help avoid any potentially serious wildlife encounter. Residents also have a role to play in preventing animal confrontations on their property by keeping any garbage securely stored and wheeling their garbage cart out only on the morning of their regular curbside collection. If you see a bear or cougar that concerns you, call the Conservation Officer directly at 1-877-952-7277. Water Meter Installations Water Meter installers from Neptune Technologies have now completed the scheduled water meter installations for Lake Country water customers. If you did not yet respond to the mail out and phone call invitation and reminder, please book your appointment immediately by calling: 1-800-667-4387. This phase of the project is nearing completion and home owners that have not yet had a meter installed need to book ASAP to avoid an individual installation fee. Note: If you already have a meter it will need to be upgraded to be compatible with the District’s new meter reading system.
