B.C. SPCA’s Nanaimo branch could be pulling up stakes and moving to its new facility in just a few months. On Tuesday, about 200 SPCA supporters and their pets turned out for the official groundbreaking ceremony for the Nanaimo shelter’s new facility at 154 Westwood Rd. where construction is already underway. The community animal centre, which is projected to cost $3.4 million with $1.3 million of that from the province, $150,000 from the city and the remainder from SPCA supporter donations, is expected to open by early to mid summer 2016. The 700-square metre facility being built on 4.8 hectares of land will enhance or allow features and programs that are either cramped or can’t be done at the Nanaimo branch’s current Labieux Road site. “We are really focusing on community, so we’re going to have dog walking trails and dog parks, a shop and a patio to drink coffee with your friends,” said Leon Davis, Nanaimo branch manager. “We’re going to be able to expand on all our social welfare programs that we have.” The new facility will expand its operating hours. The grounds, which will also include dog washing stations, will be open 9 a.m. to 9 p.m. seven days a week and the adoption centre will be open on Sundays and two nights a week until 9 p.m., Davis said. The new opening schedule also means dogs in the shelter can get out for walks with volunteers several times a day and the shelter can accommodate more volunteers.

A city council meeting to award a work contract for the Colliery Dam spillway project broke up over protest signs in the gallery on Monday. Protest signs in the gallery have been a bone of contention at previous council meetings, but about 25 people, some bearing signs protesting work in Colliery Dams Park, attended the meeting, which started at 6 p.m. Nanaimo mayor Bill McKay opened proceedings by stating signs must be kept from view and if the audience failed to do so or disrupted the meeting he would adjourn and reconvene after having the gallery cleared. Coun. Gord Fuller challenged McKay, arguing the audience should be allowed to remain if they did not obstruct the proceedings. McKay adjourned the meeting several minutes later when protesters shouted at and jeered McKay and refused to lower protest signs. Councillors Fuller, Bill Bestwick, Jim Kipp and Jerry Hong left the building and did not return, leaving council one councillor short of quorum to reconvene and award the contract. McKay, Ian Thorpe, Diane Brennan and Wendy Pratt stayed in hopes the meeting could reconvene. Coun. Bill Yoachim did not attend. “I felt the mayor had abused the process and disregarded sections of the community charter in favour of sections he believed were right without any debate and I did not feel it was appropriate to return to the meeting, especially in the event that people were removed by the RCMP,” Fuller said. Council held a second meeting Wednesday on the motion to award the cost-plus contract to Copcan Civil Ltd., but before the vote on the question could be called, Bestwick introduced an amendment that would allow council to re-examine whether the spillway route was the least expensive and least invasive route possible and to make further recommendations to alter the spillway route to save trees. City staff said such a requirement could cause work delays of up to six weeks. See ‘COUNCIL’ /4

MosaiCon, an event hosted by Mosaic IT of Nanaimo, is rolling cosplay, video and board gaming into one big event. The convention, Sept. 12 at Vancouver Island University, is the first in Nanaimo to blend the gamut of electronic and board gaming with Islandbased game vendors and designers, cosplay groups and comic book creators while showcasing the newest gaming hardware and software from major manufacturers. More than 20 exhibitors are expected at the conference, which will also include a League of Legend PC game tournament, Nintendo and
cosplay contests and a Magic: The Gathering tournament, all offering prizes for winners. Marc Gervais, event general coordinator, said he came up with the idea to host MosaiCon after realizing that to attend conventions, he and other enthusiasts had to travel to other Island cities or the Lower Mainland. “We’ve tried to incorporate everything into one because I don’t feel there’s enough of these types of events for people in town,” Gervais said. MosaiCon should reveal what the enthusiast base is in Nanaimo. He and Jan Kubal, who is organizing the League of Legends tournament at the event, hope about 1,000 people will attend, but they’ll be happy with 500. Interest has been strong since the event was first posted on social media. “As soon as I put this out there, vendors started coming to me, people started coming
to me and, ‘Oh, can I do this and can I do this and can I do this?’ Gervais said. Those queries led to the cosplay contest, League of Legends and Nintendo tournaments from new businesses in town, which will be giving away video game consoles among the top prizes. “The Dungeons and Dragons Adventurers League contacted me a couple of weeks ago and they also want to do a couple games,” Gervais said. There is also an exhibitor bringing about 60 different board games for people preferring analogue over digital entertainment. “Everyone who is taking part and everyone who has come on board – everyone has so many ideas for the future that we’ve already started planning for next year,” Gervais said. Hong and Kipp supported the amendment with Hong saying he would only support awarding the contract if he got “that warm fuzzy feeling inside” that the amendment would give him. “If this motion is defeated, I’ll introduce another motion and if that motion is defeated, I give up and say we let them sue the crap out of us and we fight it until we die,” Fuller said. After nearly one hour of discussion Bestwick’s amendment was defeated and the motion to award the contract to commence work on the auxiliary spillway was carried by Thorpe, Pratt, Brennan, Bestwick and the mayor. Fuller, Hong and Kipp opposed. Yoachim did not attend Wednesday’s meeting. The province’s deadline to have the spillway mostly complete is Nov. 15.

During the Transit Future Plan consultations, you told us you wanted clear and easy to understand maps and transit information. BC Transit researched best practices in over 40 transit systems worldwide and created a new look for maps and on-street information for the RDN Transit system. The service is divided into two levels of transit service to show the frequency of service. Frequent and Local routes are displayed with different colours and line thickness for easy identification on the maps. • Frequent: 15-30 minute service on key corridors connecting with local service. • Local: 30-60 minute service, connecting neighbourhoods.
The City of Nanaimo is working to further improve Maffeo Sutton Park. Now the busiest park in Nanaimo, Maffeo Sutton Park has developed over the last 65 years from an industrial site into Nanaimo’s destination waterfront park. The original Maffeo Sutton Park Improvement Plan was developed in 2008 with the Spirit Square opening in 2009 as the first phase of park improvements. However, since 2008, the park has expanded and the downtown waterfront context has changed. Nanaimo City Council and Parks Recreation & Environment staff are keen to hear your input as we move forward in updating the plans for Maffeo Sutton Park. A frequent transit route connecting the north and south ends of the city will be rolled out Sunday (Sept. 6) by Regional District of Nanaimo Transit. With communicable diseases such as whooping cough and measles making a comeback, Provincial Health Officer Dr. Perry Kendall is reminding parents to make sure their children’s vaccines are up to date as they return to school. “By the time a child reaches five or six years old, he or she should have received booster shots that protect against measles, polio, chicken pox, whooping cough and more, and kids in Grade 6 and 9 should receive follow-up vaccinations,” Kendall said. “This is all part of B.C.’s free, routine immunization program.”

The community’s highest vote getters, Bob Colclough and Mark Swain, both said they are excited and looking forward to serving the community while Dot Neary is enthusiastic and “raring to go” and Will Wyn Geselbracht is optimistic. “It feels like a weight has been lifted off because now we can get down to business,” said Swain, who added that he wants to move ahead on the issue of water and the agreement with Nanaimo. Mayor Colin Haime has met with councillors individually and said he loves their positive outlook – they want to get started, they are open to different view-

Lantzville’s new councillors expressed enthusiasm, excitement and a readiness to move forward after being sworn in to office Monday. Four new district councillors took their seats for the first time in front of more than 50 residents and dignitaries who turned out to the inaugural council meeting and swearing-in ceremony at the Royal Canadian Legion Branch 257. It was the first time the new council formally met together since the August byelection and it marked the restoration of a council, which has held limited powers after four politicians resigned earlier this year. Snaw-naw-as Chief David Bob welcomed the new councillors, joking “here we go again” before he made his remarks. Regional District of Nanaimo chairman Joe Stanhope, RCMP Supt. Mark Fisher and former councillors

Gun violence harms us all
The on-air shootings in Virginia that left a television news reporter and cameraman dead, and an interview subject wounded, cannot be avoided. While major news outlets exercised some restraint, the spread of social media has ensured that many of us were also eyewitnesses to murder. Some may decry the media themselves and urge further limits. But, in many ways, the very availability of such imagery is a reminder that we can’t turn a blind eye to a plague of violence that afflicts all of us, no matter where in the world we live. It is a fact of life and we are not cushioned by distance or comforting notions that, terrible as it may be, it is someone else’s problem. When the gunman took video of himself as he took aim at his victims, he bore witness to a simple truth. He reaffirmed that guns are deadly weapons, capable of ending lives in a matter of seconds. Believing himself to be a victim of systemic racism, he had legally purchased the pistol, and the hollow-point ammunition, in the wake of another tragedy, one in which another ‘powderkeg’ killed nine people in a Charleston church in June. From the relative comfort of our small corner of B.C., it is easy to point fingers at our neighbours to the south and urge them to adopt more stringent gun controls. Canada, for whatever reason, has never had the same sense that bearing arms is a basic, constitutional right, or the belief that allowing citizens to carry loaded weapons contributes to a safer society. But at the same time, we cannot claim a holier-than-thou attitude. We cannot claim that gun violence has never intruded Canada. Can we truly know what’s going on in other people’s heads? Can we recognize when anger has reached a flash-point? Would we trust our gun-carrying neighbour to protect us – or would we suspect that some day, that same weapon might be used to victimize us?

We should consider voting strategically To the Editor,
This could be the year that strategic voting finally arrives in Canada. Canadians who dislike Prime Minister Stephen Harper tend to do so intensely, but for differing reasons. For some, it’s skyrocketing debt and dismal job creation. For others, it’s the PM’s war on science and on the environment. For yet others, it’s his childish militarism. Whatever. A quarter
to a third of the electorate will still vote for Harper, some of them enthusiastically. But the vast majority of Canadians have had enough of him. We just haven’t made up our minds on who we would prefer. My hunch is that many of the remaining majority would be OK with either a Liberal or an NDP victory. Those of us who want our country back on track, towards Cana-
dian ideals of fairness, democracy, peacekeeping and environmental responsibility, have only one realistic course of action in October. Take a close look at who has the best chance of winning. Put your personal preference aside and support the stronger opposition candidate. If we all do that, the worst outcome will be an infinite improvement.

Last week we learned that the tax load for most Canadians is around 45 per cent of our annual income. So, voting for any political party that is planning to raise taxes may not be such a good idea. The opposition parties are contemplating extra taxes, including a federal carbon tax. Justin Trudeau has declared that all the Liberal Party candidates

must be pro-choice. Surely this affects the Charter rights of many whose religious and other beliefs are in contrast with his. Shouldn’t this be a personal decision? What other dictatorial visions does he have? Tom Mulcair and the NDP are the favourites of (and beholden to) all the strongest labour unions. That support comes with a price, especially for the already overbur-
dened taxpayers. All the opposition parties have set gender and race quotas for their candidates. Shouldn’t knowledge, expertise, enthusiasm, and training supersede this kind of emphasis? Motorcyclists disturbing peace To the Editor,
I sincerely do not understand why motorcycles should be permitted to make such loud sounds as they travel. Privately owned motorcycles should be legislated to be as quiet as police motorcycles. I realize bikers think that making a big noise means they are terrifying and highly sexual. I feel, as do others, that their adolescent need to make loud disturbing sounds as they pass should be curtailed. Why should I have my nerves jangled

Labour Day (Sept. 7) has its roots in the labour movement and unions are still fighting the fight for workers, says a Nanaimo Duncan District Labour Council executive. Ellen Oxman, council president, said there are a lot of similar issues now as in the past. “Obviously, we’re looking for good union jobs and what that means are jobs that support families
with benefits, and unfortunately, what’s been created over the last few years really are very precarious jobs: part-time, low paying, minimum wage, no benefits…” said Oxman. “So as a worker, it’s extremely important what the benefit package adds to a family and their quality of life.” More businesses are shuttering their doors and materials are still processed “offshore instead of doing it ourselves,” said Oxman, adding with a
downturn in the resource sector and a recession, green technology might be the way to go. Oxman said the council is celebrating its 25th anniversar y and has evolved. “We have gender equity, which is something that unions have fought for and achieved through collective bargaining and we like to make sure that we represent the people of the community that we serve,” she said. reporter@nanaimobulletin.com

Choir holds auditions

Social media has become an essential tool for artists and musicians to share their work. That’s why the City of Nanaimo’s Culture and Heritage department has turned to social media in an effort to promote the arts and culture activities happening within the city. Culture and Heritage coordinator Chris Barfoot says using social media allows the department to engage the community in a new way. “We are really happy with the response that we have been getting,” Barfoot said. Since May, the department has been using Instagram as a means to reach a different seg-
ment of the population. The department’s social media use is all part of their cultural plan, which was adopted last year.
“
We are really happy with the response that we have been getting. “We are really excited with the way that it is going and the growth that we are getting,” Barfoot said. By using social media to promote the temporary pub-
lic art program and upcoming events, the department is getting a better understanding of what community likes and dislikes. “It is a really good tool for public art. We will post a picture of public art and we’ll get a sense of how people feel about it,” Barfoot said. In addition to the promotion of arts and culture, the department has been sharing historical photos of Nanaimo. “Heritage is a large piece of the component in what we do, which is a really hard to engage the public in,” Barfoot said. “By sharing some old photos and historical photos of Nanaimo, which we receive through the community archives, we are

October 7, 1921 – August 28, 2015 FOSTER, Robert (Bob), native son of Nanaimo, passed away peacefully on August 28, 2015 at Berwick on the Lake. Bob was predeceased by his mother, father, and sister. He is survived by his wife of 67 years, Gladys; his children, Robert “Cam� (Barbara) Foster and their children, Jennifer, Derrick, and Anthony; Jonathon Edward (Ruth) Foster and their children, Matthew and Georgina, stepson, Courtenay “Corky� Alan (Patricia) Place and their children, Lori and Sanford; greatgrandchildren, Kyla, Maggie, Jacob, and Halayna. Bob served as a leading Aircraftman with the RCAF during WWII. After the war, Bob made a career of surveying until his retirement. He was a member of the Nanaimo Motorcycle Club, and was a longtime president of the Nanaimo Little League Minor Baseball Association. Bob’s main hobby was reading up on financial information, world affairs, and history. He enjoyed wine-making, curling, and baseball, but still found time to build his own home on Pine Street, of which he was very proud. Bob will be remembered for his soft spoken and quiet manner, and for his love of his family. Private family cremation. No service. It is with great sadness that we announce the passing of Darlene Gail Denman. She died August 27  peacefully in her Nanaimo home, at the age of 57, following a three year battle with cancer. She will be deeply missed by her loving husband of 40 years Ron, daughter Andrea (James) and 3 grandchildren; Brayden, Robert and Emily and her parents, 2 sisters, nieces and nephews, aunts, uncles and cousins. Darlene started her family in Kelowna where they lived for 20 years. She worked in the hospital kitchen, and later studied to become an RN.  Many of the people she worked with in the kitchen and studied with to become an RN, became life long friends. In 1995  Darlene moved with her family to be closer to her sisters and parents in Nanaimo. Darlene was an RN for close to 30 years and made lasting friendships with many of the people she worked with. As an RN she cared for many people, right up until 2012 when she was first diagnosed. She enjoyed camping, hiking, fishing, boating and walks along the ocean. More recently Darlene became interested in playing badminton, tennis and pickleball with her husband Ron, and quickly made new friends in each sport. She also enjoyed camping in their fifth wheel at horseshoe tournaments and became very good friends with some of the other campers. Darlene was strong, fiesty and full of life. She fought hard, until the cancer spread and she lost her struggle. Darlene made a significant impact on the people that got to know her, and will always be remembered for her strong will, loyalty to friends and family, and great sense of humor. At Darlene’s request there will be no funeral service, but she asked that there be a backyard celebration of life at their home, at a later date. Bucs looking for best year yet

The Nanaimo Buccaneers should be able to swashbuckle with the best of them this season. The team expects to be a contender this year as it begins its fourth season in the Vancouver Island Junior Hockey League. “All teams’ goals are to get to the cup. Our goal is to get there, too,” said Alex Orth, Bucs goaltender. “We’ve got a long season ahead of us, but the way we’re going now, I think it’s a good stepping stone forward.” The Bucs have a lineup loaded with talent. It’s a reunion of sorts, with some returning faces back in black and yellow. “We have really good forward lines, really good D and two really strong goalies, so it should be good,” said Jordan Levesque, recently named team captain. The Buccaneers start the regular season on the road Friday (Sept. 4) against the defending champions, the Campbell River Storm. The champs will raise their banner that night and the Bucs will watch, wanting one badly. “That is ultimately the end goal. We all know that; we’re all working towards that…” said Dan Lemmon, Bucs coach. “But for that to happen,

The Nanaimo White Rapids were faster than ever, and that’s saying something. The local club finished second overall last month at the B.C. Summer Swimming Association championships in Victoria. The White Rapids had placed third a handful of times in the past, but bettered that thanks in part to “amazing” coaches, said Leah Johnson, club president. “They’re committed and talented and enthusiastic and so positive with the kids, no matter what the outcome of their race,” she said. The Rapids weren’t just representing Nanaimo at provincials, but Vancouver Island, too, and it added to the team spirit at the event. “There was so much cheering and enthusiasm any time one of our swimmers medalled,” Johnson said. Finishing the year this way bodes well moving forward, said the club president. “ T h e f u t u re i s bright,” Johnson said. “Not only this success [at provincials] – our numbers are up from a few years ago and we look forward to continued success with attracting good coaches.
