SERVING MISSION SINCE 1908

Changes all about choices

WILD WINDS

Combined secondary opens doors to students on Tuesday Frank Bucholtz Mission Record

The biggest change in Mission schools in years officially gets underway on Tuesday, when the reconfigured middle and secondary schools welcome students back. Mission Secondary will become the district’s lone senior secondary school, with Heritage Park and Hatzic becoming middle schools. MSS will be home to about 1,250 Grade 10 to 12 students. As middle schools, Heritage Park will have 725 Grade 7 to 9 students, and Hatzic at 800. Elementary schools will now be responsible for educating kindergarten to Grade 6 students. While the shift to a middle and senior secondary education model was controversial with some parents and students, Mission Secondary principal Jim Pearce said the end result will offer students more choices and provide them with enhanced opportunities – both in high school and beyond. “This will give kids more opportunity for learning, with a personalized learning approach,” he said. Pearce said a key reason for reconfiguration was locating enough students at one school to offer them significantly more choices. “We will have at least 12 new courses,” he said. “These were not offered last year in the district.” Among them will be 3D design gaming, animation and robotics – all courses designed to capture student interest in technology, and offer future opportunities. There will also be food service courses. MSS has a new cafeteria with a Red Seal chef, and a restaurant and coffee shop. These facilities are part of the learning experience, and students will learn valuable skills in food preparation and serving. There will also be more specialized courses, such as business law – something that has not been available before.

Still tallying damage Frank Bucholtz Mission Record

Mission public works officials are still counting the damage from Saturday’s powerful windstorm which downed trees and led to many Mission residents losing power — some for several days. The widespread power outages were still being sorted out Monday morning, and a few residents remained without power on Tuesday, 72 hours after the storm struck.

As of 11 a.m. Monday, there were 28 separate outages in Mission remaining to be fixed. They affected about 1,000 BC Hydro customers. Many of the remaining outages were in rural areas of the District of Mission, and there were still a few scattered small outages in areas in Fraser Valley Regional District to the east. However, power remained out on Monday at a commercial area on Lougheed Highway. Hydro said that at the peak on Saturday, 13,446 Continued on A5

He and Alanis Kragh were hosts for a group of students from Chile, the Netherlands, China, and Germany on Tuesday afternoon, as part of an orientation for the 140 international students who will be studying in Mission this year. Most of them will be at Mission Secondary. Among the locations they checked out were the post office, Tim Hortons and a candy store. See story, page 5.

New courses, more offerings From A1

Advanced placement courses for academic students wanting to go to university will be offered in calculus, literature and language literature. These allow students to collect university credits while still in high school. Pearce also gave Biology 12 as an example of expanded course offerings. Last year, there were two blocks of Biology 12 offered at MSS. This year there will be six. Students who want to take the subject will have more chances of fitting it within their timetables, with more seats available. Pearce said teachers to be able to concentrate in teaching their specialties, and not have to take on additional courses to fill their course loads. “I am very excited about our staff,” Pearce said. Most of the teaching staff have taught at one of the three secondaries in the past, and secured the new jobs that were posted. There are also a couple of new teachers. There will also be enhanced sports opportunities at all three schools. There will be a lacrosse academy at Mission Secondary which is already attracting students from out of the district, and enticing some Mission students back from other districts.

The popular Mission Secondary football program will continue, and now there will be football teams at both of the middle schools. Football began at MSS 11 years ago. There have been some renovations to the 63-year-old building to prepare it for its new role. While the decision to go to middle schools

and one secondary did cause concerns when the board of education made the final decision last October, Pearce said subsequent think tank sessions allowed students and parents to voice their ideas for courses. “The community has been very involved in the process,” he said. “Any time there is change, people say ‘oh

my.’ But we are doing this to provide learning for all, and we couldn’t say that before. We are now offering the opportunity to learn at a high level. “Here, we can put in 1,250 students with a couple of adjustments. When a school has under 800 students, you just can’t offer students what they want anymore.”

She’s committed to clinical excellence and is continually enhancing her expertise through continuing education courses in various areas including implants, cosmetics, and Invisalign. Her philosophy is simple – to provide you with the highest quality of personal dental care based on your individual needs in a warm and friendly environment.

International 13,446 lost power students set for school here From A1

Mission Record

Mission’s 140 international students saw their school year start on Tuesday and Wednesday with a series of orientation events prior to the start of classes next Tuesday. Most of the international students will be attending Mission Secondary, which as of next week will be the only senior high school in Mission. There will be 114 of them in Grades 10 through 12, out of about 1,250 students at the school. Terri Szlovicsak, social worker for the Mission School District international department, said that the international students come from Germany, China., Japan, Korea, Chile and Switzerland, as well as several other countries. The youngest ones are in Grade 5. Their objectives in coming to Canada, where they pay $12,000 a year to attend school, are varied, she said. Most European students come for the experience of living and studying in another country, with many are already familiar with English. The Asian students, and particularly those from China, come to learn English and get the Dogwood diploma for graduating from a B.C. high school. Many hope to remain in Canada or go to the United States for post-secondary studies. Szlovicsak said there has been a modest growth in the number of international students coming to Mission over the past five years. On Tuesday, the students gathered at the Leisure Centre to receive their timetables and be welcomed to Mission. After a lunch at the centre, they took part in a scavenger hunt in the downtown area to get to know Mission better.

Cool, wet weather puts end to fire ban The fire ban in Mission was lifted on Monday by Mission Fire/Rescue Service, due to the change in the weather. There is no longer a ban on open burning within the district. In addition, residents with recreational fire pit permits may now use them. The fire/rescue service thanks residents for co-operating to keep the community safe during the hot, dry weather of the past two months.

Back to school picnic For the first time, an aboriginal back to school picnic was held in Mission, as part of a provincial initiative. The Mission picnic took place on Aug. 22. At the picnics, each student receives a backpack and all their required school supplies. They also enjoy a fun day of activities. A total of 2,106 students took part in eight picnics.

Two bus route changes There will be two changes to Mission bus routes, starting on Monday. On route 31, the Abbotsford-Mission Connector, will be adjusted to better meet scheduled times by reducing the amount of trips that route through Matsqui village during the weekday morning and evening rush. Service during these times will continue to operate via the AbbotsfordMission Highway, where new bus stops have been installed at Harris Road. Route 35 (Hatzic) will see outbound trips rerouted to serve the bus stop outside of the West Coast Express Station.

hauled away. Eight District of Mission workers were out on the weekend to deal with problems caused by the windstorm. Matt Dunham, operations manager for public works, said that “at least a dozen roads” were closed on Saturday due to downed trees and power lines. On Wednesday, Dunham said district crews were still discovering problems they had to deal with, and damage estimates were continuing to grow. He does not expect to have a complete tally until next week.

Storm halts cleanup Last Saturday, a community cleanup event was scheduled for the areas adjacent to Mission Central Elementary. Co-ordinator Michele ChapmanSheaves said 40 dedicated volunteers arrive to clean up the forest surrounding the elementary school, in preparation for the start of school next Tuesday. They arrived despite the rain warnings. “As branches and trees started to fall around us in the forest from the

windstorm, we had to end the day early. However, half of the garbage has been weighed in at 310 kgs,” she said. “We estimate 450 kg, up to 500 kg, was actually collected. Our cleanup included the Welton Stairs next to the museum, a portion of the library parking lot, Kinsmen East Park, the forest behind the library and Lane Creek Trail.” She thanked those who took part on what turned out to be a challenging day.

A truckload of fallen branches is hauled away at FRANK BUCHOLTZ Mission Record Heritage Park.

QUESTION OF THE WEEK

Lessons to learn Mission was hit hard by Saturday’s windstorm. As of Tuesday night, a few customers were still without power, as BC Hydro crews and contractors worked to restore service in a number of locations. At the peak, 710,000 customers in the Lower Mainland, Fraser Valley and Vancouver Island were waiting for restoration of service. It is clear from the reaction to the widespread power outage that many people are very poorly prepared for a disaster. When there is a large earthquake, as will happen at some point in the future, this outage will seem like a picnic. There will be much more widespread and long-lasting damage. Overall, Mission residents did not fare too badly. While many were without power for 48 hours, some had generators, or made plans to take care of basic needs while awaiting the lights. The fire department and police

seem to have coped reasonably well with an increased number of calls for service. The hospital seems to have coped well. A number of roads were affected by fallen trees or downed wires, but most major routes were able to remain open. Many traffic lights were out, and some drivers were not following the four-way stop procedure. BC Hydro crews and contractors did a good job of fixing power lines as quickly as possible. However, Hydro did not do a good job in communicating with the public about the storm, and when they could expect power to come back on. With the Hydro outage website down, many people were frustrated at the lack of information. There are lessons to learn from this windstorm, and hopefully decision-makers are taking heed. There will be another disaster, and it may well be worse than this one.

Higher number of fires, but it’s not the worst Tom Fletcher

B.C. Views Is B.C. really burning? Not exactly. On a recent drive through the B.C. Interior, I passed through McLure and Barriere, communities north of Kamloops that were devastated by wildfire in 2003. While these communities have recovered, blackened tree trunks are still visible where fires burned for 75 days and forced the evacuation of 3,800 people. With the early start to this year’s fire season, the media attention and effects of an unusual spring

drought, you might think that B.C. is on pace to match that terrible summer. You would be wrong. As of late August, area burned and money spent by the B.C. Wildfire Service had only just exceeded the totals for mid-August during last summer’s fire season, which were high but not remarkable. The number of individual fires is higher this year, but that’s mostly a result of lightning storm patterns. Spending has topped $200 million, as it did last year at

this time before finishing just below $300 million. The 2003 total was above $400 million, and the 2009 season was slightly below that. Forests Minister Steve Thomson cautions that there are still weeks to go. Once the damage is done for the year, the ministry reviews the impact on forests and begins assessment of which areas should be replanted and which should be left to regenerate naturally. Pine forests need fire to regenerate, and the strategy in recent years has been to allow fires to burn out naturally and contain them to protect people and property. Decades of fire suppression, based on viewing Crown for-

ests strictly as a timber resource, helped create conditions for the beetle epidemic that has left vast quantities of dead wood to fuel more fires.

tection. This task has proven impossibly big, especially as rural community tax bases shrink, but the ideological dance continues in

In terms of dollars spent and area burned, the years 2010, 2011, 2012 and 2013 were all well below average. The 2003 fire season set the tone for political debate on forest fire policy that has continued since then. The opposition points to recommendations from former Manitoba premier Gary Filmon that removing fuel from around communities is the best pro-

Victoria. The NDP campaigned in 2013 on a promise to double tree planting, and its general approach is to spend more money and hire more staff. Speaking of political dances, Premier Christy Clark has made a couple of appearances at fire sites where

homes and businesses have been threatened or destroyed. (Today’s big-city media formula is to emphasize danger and promote attacks on premiers of all stripes. If they don’t visit disasters, they are callous and uncaring. If they do, they’re exploiting the situation for photo ops.) In her first fire scene appearance this summer, Clark warned that drought and huge fires may be “the new normal” for B.C. as climate warms and shifts. This is great positioning for the government’s plan to attend the latest global climate doom festival in Paris this fall, but it’s not borne out by recent forest fire results. In terms of dollars

spent and area burned, the years 2010, 2011, 2012 and 2013 were all well below average. Last year and 2009 were substantially above average, but 2008 and 2013 were among the quietest years on record. Is drought the “new normal” too? The B.C. government’s own climate change forecast is for increasing overall precipitation, albeit with more rain and less snow. Snowpacks for southern B.C. were indeed the lowest on record this past winter, but that record only goes back 31 years. And when were high snowfall records last broken? That would be 2011. YOUR VIEWS Important to restore the relationship Walking through Fraser River Heritage Park, I was reminded how fortunate Mission is to have this beautiful space at our disposal. Throughout its history, the park has been developed and operated by the Mission Heritage Association. They have done an excellent job, building the park with countless donations, and thousands of volunteer hours of labour every year. From its inception, the park has been owned by the Fraser River Regional District. In recent years, the park has been leased by the District of Mission and the district has continued to engage the MHA to manage and operate the park to great effect and economy. The district has exercised ultimate control over the park through a series of formal management and operating agreements. Recently, tensions have arisen

between the district and the FHA, primarily over the construction of new and expanded buildings. To the best of my knowledge, this construction had been formally approved by council resolutions. There are suggestions that the construction has not met building code standards. If true, this is a serious matter. If true, it is also a mystery how the construction would have been allowed to continue without formal building inspections by the district. Clearly the district was aware of the construction, as were most of the people in Mission. While I am sure no deception was involved, it would seem that both parties must accept joint responsibility for whatever has occurred. It is also clear that both the district and the MHA share the same goal – to provide a beautiful park setting that everyone in Mission can enjoy. However, this

current dissension has arisen, it is unfortunate in the extreme. It has seriously injured a previously valued, and valuable, relationship that has served the people of Mission very well. Damaged relationships can be rebuilt. All that is required is an honest desire to do so, a willingness to let go of the need to be right, and a respectful and honest dialogue. Such discussions do not occur in public. I urge both parties to reconsider this situation and do what is required to both restore this relationship. Select a trusted individual to assist with the discussion, and find a solution that best serves the residents of Mission. With such a shared goal and vision, and all of the hard work and dedication that has occurred, any other outcome is both unimaginable and unacceptable. Dennis Clark

The Silverhill hall committee is marking its first 100th anniversary on Saturday, Sept. 12. It’s not the 100th anniversary of the hall being complete – but rather a century since planning and construction of the handhewn log community hall began. Numerous bags of garbage, believed to be from a home used for a marijuana growop, were recently dumped at the entrance to a forestry road just off Dewdney Trunk Road.

Illegal dumping ongoing issue household waste, furniture, appliances, residential renovation waste, green waste and scrap metal. A minimum charge of $5 per load applies to all residential and commercial loads received from Mission and Fraser Valley Regional District Electoral Areas C, F and G. The dump site is open from 8 a.m. to 5 p.m. seven days a week. Dunham and his crews have to keep dealing with illegally dumped materials. Prosecution under municipal bylaws is rare, because people have to be seen in the act of dumping. He says citizens can be of great assistance if they are able to get licence numbers of vehicles involved in dumping garbage along roads. They can call the public works office at 604-820-3761 with tips.

The recent dumping of the contents of a home which was likely being used as a marijuana grow-op highlights the ongoing problem of illegal dumping in Mission, says public works operations manager Matt Dunham. Garbage bags found along Dewdney Trunk Road near Welch Street contained what could have been most of the contents of an average home. Lightly populated rural areas, and many side streets, offer remote locations for dumpers to get rid of trash instead of taking it to the disposal facility. The landfill at 32000 Dewdney Truck Road is, ironically, located in the same rural area where the recent load of garbage was found. The Mission landfill accepts typical municipal solid waste, including

SIGN ME UP and

BACK-TO-SCHOOL Celebrating literacy month Come learn to skate Programs available for kids and adults With kids preparing to return to school, it seems fitting that September has been proclaimed Literacy Month in B.C. And Mission Literacy in Motion wants to spread the word to the community that it has programs designed to suit anyone’s needs. A not-for-profit organization, Mission Literacy in Motion, which has been helping the community for 22 years, provides free programs for both children and adults. “Basically, we break it down into two groups. We have family literacy programs and we have adult literacy programs,” said Candie Thorne, family literacy outreach coordinator. The two longest running programs that may be familiar to most Missionites are Reading Buddies, which runs out of the Mission Library, and CALP (Community Adult Literacy Program). Reading Buddies has up to 50 volunteers who read once a week with children who are struggling readers. High school and middle school students often volunteer their time at the program to help younger kids. CALP, on the other hand, is focused on adults. “All of our adult literacy programs fall under that umbrella,” said Theresa Jackson, adult literacy outreach coordinator. Literacy can mean many things. In some cases it is English as a second language while other learners need assistance with reading and writing, even though English is their native language. Sometimes help is needed to fill out application forms or other documentation. Mission Literacy even offers digital literacy programs for people who have difficulties with computers. “Literacy is everything. It’s how you get through the day,” said Thorne. While most of the programs run during the school year, from September to June, Thorne said there are some exceptions. One of those is the Mother Goose program for kids up to two years old. “Really what it’s for is for the parents. They come, they learn parenting and they hear, all oral, songs,

stories and rhymes. And you have your baby with you. You interact with them. You don’t get any paper, no words. You have to learn it though the facilitators’ repetition,” explained Thorne. Other family programs include Homework Club, The Riot of Reading, Book Buddies and the Thursday Club. “All of our programs, whether they are for children or adult and anywhere in between, they are pretty much learner-driven,” said Jackson. Along with programming, Mission Literacy also has the zebra boxes located around the district. There were 15 boxes, coloured to look like zebra print which contain used books in a variety of genres and age levels. People are encouraged to take the books home with them. “They’re free. You don’t have to bring the books back,” said Thorne. For more about Mission Literacy in Motion or any of its programs, visit literacyinmission.org. Raise a Reader: Each year, the Raise a Reader campaign helps to collect funds for literacy programs across the province of B.C. DECODA, the provincial literacy group that distributes those funds, partners each year with one of Vancouver’s daily newspapers, to sell papers by donation. “Over the years our Reading Buddies program has been funded by the grant from the Raise a Reader fund,” explained Thorne. On Sept. 23, volunteers from Mission Literacy in Motion will sell the newspapers around the district, including in front of the West Coast Express. Organizers encourage people to have extra change on hand for donations. “Donations have grown less and less because people don’t carry cash anymore,” said Thorne, who added volunteers are always needed, for the fundraiser and for all of the programs offered. “We couldn’t exist without our volunteers. They are the backbone,” said Thorne.

Classrooms conducive to learning may go a long way toward helping students understand the subjects they study in school, but the environment kids encounter at home also plays a big role in how well kids do in their studies. A homework-friendly atmosphere at home can facilitate learning, and there are many ways parents can create such an environment for their school-aged children. • Designate a homework zone in a distraction-free area of your home. Some youngsters are easily distracted, and those distractions come in many forms. • Choose the right location for the homework room. Avoid rooms adjacent to the kitchen and living room, as these rooms tend to be popular and subject to heavy foot traffic. • Keep the homework room clean. A cluttered homework room may be less appealing to children, and such disorganization also can distract kids from the tasks at hand. • Let kids rest or relax before starting their homework. Kids rarely look forward to doing their homework. But the right atmosphere can make homework seem like less of a chore and more of an opportunity for kids to apply themselves.

Drivers asked to be mindful of school zones In B.C., 78 children aged five to 18 are injured in crashes in school or playground zones every year. With children heading back to school, the B.C. government, ICBC and police are asking drivers to watch for children, especially in or around school zones and expect more traffic on the roads. Police and Speed Watch volunteers will be closely monitoring drivers’ speeds in school zones across the

province. “We’re encouraging parents to review the rules of the road with their children and go over their daily route to and from school,” said Don Miller, Mission’s road safety coordinator. “Drivers should expect more traffic and watch for children, especially in or around school zones.” ICBC provides free road safety educational materials to B.C. schools to help students learn about road safety using

fun and interactive activities. The materials are unique to each grade level from kindergarten to Grade 10. Tips for drivers: Every school day, unless otherwise posted, a 30 km/h speed limit is in effect in school zones from 8 a.m. to 5 p.m. When you’re dropping off your children in school zones, allow them to exit the car on the side closest to the sidewalk. Never allow a child to cross midblock.

If a vehicle is stopped in front of you or in the lane next to you, they may be yielding to a pedestrian, so proceed with caution and be prepared to stop. Watch for school buses. Vehicles approaching from both directions must stop for school buses when their lights are flashing. Before getting into your vehicle, walk around your vehicle to make sure no small children are hidden from your view. Always

look for pedestrians when you’re backing up. Tips for parents and kids: Review ICBC’s child pedestrian safety tips with your children and post them in your home. Statistics: In the Lower Mainland, 46 children aged five to 18 are injured in crashes in school or playground zones every year.

National championship for seven-year-old rider A seven-year-old Hatzic Elementary student has won a national motocross championship in Walton, Ontario in mid-August. Blake Davies entered the national amateur motocross championships for 50 cc bikes, after winning 22 races in the Kawasaki BC motocross south series in the

50cc 4-6 and 50cc GP classes. Just before the end of that series, he broke a collar bone at Hannigan Speedway on the first day of summer vacation. The injury healed up quickly and he practised extensively to get ready for the national event. His bike was shipped with a family friend and he and his family travelled to

Walton for the Aug. 10-17 event, in which he pulled off a win at the Canadian motocross amateur grand national championship. He also received the Harold Hilbert memorial award for the Walton TransCan top-placing Cobra racer in the 50cc 4-6 class. Hilbert was the founder of Cobra

Motorcycles. “He ended up winning three motocross events to take the championship,” said his father Brandon. He won the category for four- to six-yearolds. The ages for competitors in the event are based on the child’s age at the beginning of the year.

Mission’s Alexia Seal didn’t return home with a shiny new medal, but said the experience with Wrestling Canada at the World Cadet Championships has only inspired further determination to become one of the world’s best. The 43-kilogram freestyle wrestler placed 11th at the world championships held in Sarajevo, Bosnia and Herzegovina this past weekend. Seal fought and lost one match, suffering a defeat against Russian opponent, Alexandra Skirenko, a result Seal said had nothing to do with a lack of preparation. “I felt like I was ready and mentally prepared enough for the match. I just got caught and didn’t react fast enough.” Skirenko managed to pin the Mission Senior Secondary student – the first opponent to do so against Seal this season — in the open-

ing round. Seal explains she was brought to the mat after a succesful outside single, which, fo wrestling laymen, means the wrestler’s front leg was grabbed and trapped, which led to a takedown. “She got between my legs and I couldn’t break out,” said Seal. Skirenko finished third at the championships. Now back home, the Mission native is on a short break for about a month, then she plans to return to Coast Wrestling to begin work for next season. Frank Mensah, head coach at Coast Wrestling and one of three assistant coaches of the Canadian world cadet wrestling team, said better selection of competitions will be key to Seal’s development as a worldclass wrestler. “She needs to compete with the top world competitors,” said Mensah. This was a breakout year for the 16-yearold wrestler.

Heritage Association looking for answers Cancellation of observatory project by Mission council stuns park volunteers Kevin Mills Mission Record

The cancellation of Mission’s observatory project has many members of the Mission Heritage Association shaking their heads in dismay and looking for answers. Representatives from the MHA say the district’s two-page press release – accompanied by 37 pages of studies and expert reports explaining the concerns and deficiencies of

the project, and other building projects at Fraser River Heritage Park – is flawed. Brian Antonson, president of the board of directors of the MHA, said the district’s claim that there were no building permits for the observatory is true. However, he said council and staff knew exactly what the MHA was doing and had no issues with construction — or at least the previous council didn’t.

The MHA’s contract to maintain Fraser River Heritage Park is coming to an end on Dec. 31, 2015. Council has announced it will not be renewing the deal and raised concerns not only about the observatory, but over other buildings being constructed on the site. Lloyd Rash, a volunteer at Fraser River Heritage Park, has overseen most of those building projects. A former District of Mission

employee, Rash said the MHA had verbal, if not written permission to begin construction of the observatory. He explained that after getting council’s approval to start the project and creating a structural design, he went to take out a building permit. But there were still some questions about egress and, for safety and evacuation routes, it was decided that a second exit was need-

ed. A few other minor changes were also needed to the design. Rash said the drawings were kept by the district and a file was created. However, he never asked for the file number. With the weather cooperating and volunteer workers available, Rash said they asked the building department if they could dig the foundation, even though the permit had not yet been issued. He

Antonson concedes that the report on the project prepared for the district raised some good points. However, on the financial side, it calculated costs for paying staff. “We don’t do that. It would be done by volunteers and they don’t seem to get that.” In 2014, the MHA tallied 9,464 volunteer hours at the park. Multiply those hours by $41, which Antonson said “would be the minimum CUPE city rate” and it becomes $388,000 saving. “It’s fine to say you can’t run the observatory with volunteers. Well, in actual fact, everybody else does it.” He referred to the Mission sports parks and the Clarke Foundation Theatre as examples of venues that rely on volunteers. Also raising concern for Antonson is the district’s claim that the Fraser Valley Astronomers Society has withdrawn its support of the project, which he said is untrue. Paul Greenhalgh, president of the society, contacted The Record by email and confirmed Antonson’s rebuttal of the district claim. Greenhalgh said the district’s comments are “highly incorrect.” “No delegation from the FVAS (Fraser Valley Astronomers Society) has even met with the mayor or spoken to Mission city council. We have not withdrawn support for the observatory. We find it highly unfortunate that the project is being met with such negativity,” he wrote. As for the other building projects, which the district said have fire and building code prob-

claims he was told to “go ahead” as long as the drawings were in to the department. “They already had the structural drawings, and it was the foundation – that wasn’t about to change. So we went from there. As opportunities came up, we put the building up,” explained Rash. “We kept in constant touch with the building department to let them know what we were doing. We had the engineers, inspectors inspect the building as we were putting it up. The engineer has to sign off on it in the end anyway, so we used their inspectors, which is the normal way you would do that. So that’s where we got to where we’re at.” Rash believes the construction project wasn’t unusual. “Staff has worked very closely with us in the past and given us some latitude on different occasions and understood what we were doing and what our final outcome was. That’s all ended now,” said Rash. The district’s release also indicated the MHA business plan was inadequate. Mission Mayor Randy Hawes referred to it as “smoke and mirrors” – a comment to which Antonson took offence. “We believe we have built in a lot of cushioning for this,” Antonson said in regard to the plan and its revenue potential. The MHA forecast having 179 days of the year where two school classes, of 30 students each, could attend. The total comes to just over 10,000 students a year. “There are 17,000 interested students in the catchment area. That’s a 7,000-student cushion,” he said.

Council ‘unanimous’ in takeover decision Mission council is unanimous - it will be taking over management of Fraser River Heritage Park at the end of the year. Mayor Randy Hawes made that clear Tuesday, as he responded to some of the comments made about the controversial observatory project which is a topic of disagreement between council and the Mission Heritage Association, which has operated the park since its inception in 1986. The District of Mission invoked a clause in the contract last December, giving notice that it planned to take over park operations in December of this year. “Council is unanimous and is not changing its plan. It is a decision we had to make in the interests of taxpayers. All this carping is destructive and divisive,” the mayor said.

Hawes responded to comments made by Paul Greenhalgh, president of the Fraser Valley Astronomers Society, that no delegation from his group had ever spoken to Mission council or the mayor about the observatory. A district press release issued last week indicated that “FVAS has withdrawn their support” for the project. Greenhalgh maintained that was not true. However, Hawes told The Record, “Mark McLaughlin, one of the (FVAS) directors, contacted one of the councillors. He said the society had told MHA that there were two other sites in Heritage Park that were much better sites, and also said that talk about charging kids to visit the observatory was contrary to what the society supports. He said it did not support charging school children.” Hawes said he called McLaughlin after he

had contacted the councillor, and the district’s press release was based on what McLaughlin told him and the councillor. The mayor also said the district did give approval for MHA to go ahead with excavating the foundation for the observatory, but told the association to “go no further without building plans and a permit. ”There are still no building plans and a permit.” Hawes said the plans were promised on a

problems, the MHA is not arguing those points. “The whole purpose of what has happened with the building construction over the last couple of years has been to facilitate a requirement from the municipality to bring the Blackberry Kitchen up to building and fire codes. So that’s the whole crux of what we’re doing,” said Rash. “We believe that the building issues are relatively minor,” added Antonson. On May 1, the district told the MHA to stop construction at the park. Don Brown, manager of the MHA, said many of the district’s concerns could have been resolved by now. “If we hadn’t been told to stop, a lot more would have been done and some of the things that are being pointed out would not exist. They would have been fixed.” Brown doesn’t see the district changing its mind and renewing the contract, but he doesn’t want the MHA to go quietly. “I feel that what we’re after right now is the truth,” said Brown, adding that the MHA did nothing wrong. It’s a difficult struggle for MHA members. “It’s hard to build up any enthusiasm to keep fighting. My community spirit has really been undermined,” said Rash.

Mission folk festival directors about whether other musical events could be pursued. The popular weekly concerts in the park will continue next year. He said the district’s primary concerns are that buildings on the site meet building code requirements, and new structures be built by professionals. The district, like all municipalities, takes liability very seriously and wants to protect taxpayers against those types of claims, he stated.

trict plans to have municipal employees cut grass at the park when it takes over, but otherwise is anticipating that the park continue to have an active volunteer presence, and be operated under contract. He said the Canadian Union of Public Employees (CUPE) “doesn’t have a problem with volunteers.” He said the district is looking at making Heritage Park even more of a public attraction, and has had discussions with the

$175,000 to bring the Clayburn (maintenance) building up to code, $300,000 to bring the Blackberry Kitchen into compliance with regulations, and another $100,000 to put in a kitchen that meets current building code requirements. These improvements have not been in the district’s capital plan, as it has not been responsible for Heritage Park, but need to be done, he said. Thus they have an effect on other capital projects. Hawes said the dis-

number of occasions but were not delivered to the chief building inspector as requested. While the district has drawings, that is not sufficient to allow building to go ahead, he said. “The lesson council takes out of this is no project of this magnitude on publicly owned property should take place unless there is funding in place, timelines for construction and use of professionals,” he said. He said it is going to cost the district

In Loving Memory of

Don Jackson,

1930 - 2015 Dalrymple, Fredderick William passed away after a courageous battle with cancer on August 26, 2015 at the age of 84 years. Predeceased by his wife Shirley on February 2, 1982. Survived by his loving children, Deborah, Rod (Colleen), Gord and Angela; grandchildren Misty (Virgil), Michael (Kelly) Michelle (Wayne), Jennifer (Steve), Shannon, Amanda, Connor (Courtney), Victoria (Justin), Gordie, Santana, Janie and William; great-grandchildren Jasmine, Creedan, Dante, Shylah, Vanessa, Kaleb, Freddie and Deacon; brother George (Dorothy); brother-inlaw Gary (Darlene) Cooper; nieces, nephew and many other relatives and friends too numerous to mention. Fred was born on the family farm in Rockland, Ontario Nov 29, 1930. He had three brothers, Harold, George and Robert Dalrymple. Fred left the farm when he was 19 and travelled to New Westminster, BC. He met Shirley Cooper in 1954 at the King Eddy Café in New Westminster where she was a waitress. Fred and Shirley married in New Westminster in 1955. They built a home in Newton and had their first child Deborah in 1956. At that time they were building a home in Bridgeview. They moved to Bridgeview the following year. They had their 2nd child Rod in 1958, Gordon in 1965 and Angela in 1967. Their four children were raised in the family home in Bridgeview. Fred was a hardworking man, always working to support his family. He worked at numerous jobs, such as Atlin mines in Atlin BC, Scott Paper in New Westminster, Ocean Cement in New Westminster, IXL Products in Delta and Westroc Gypsum on Annacis Island, where he retired at 65 in 1995. Fred volunteered at the Bridgeview Community Hall where he was president of the Association. Fred enjoyed camping and hunting. He always had a camper or trailer and spent most summers camping with his kids and family. Every summer heading to the Okanagan to buy fruit to can. Fred hunted every year until this past year. Hunting was a favourite pastime for him, filling the freezer with moose and deer to feed his family. Some of Fred’s hunting partners were Pete, Bob, Rod and Connor. Fred’s wife Shirley passed away in 1982, Fred never remarried. He was always there for his family and stayed connected to his four children. Fred loved going to Green Lake at 70 mile. For the past 11 years he spent every opportunity to head to the cabin with family and friends. Fred helped Rod and Colleen work on the cabin and make it a happy place to be…he loved the cabin. Fred loved to travel and never turned down an opportunity to travel near or far. Some places he visited were all over Canada, Mexico, Disneyland, Miami and Vegas. Fred loved to go “digging” at local thrift stores such as MCC and Sally Ann; where he would always look for a new book to read. The majority of his readings consisted of true, historical novels; such as Canadian Native History as well as Western tales. He also enjoyed going to the swap meet most Sundays. Fred was a kind, gentle man who loved his family and would help them whenever needed. He loved his little grandbabies and was thrilled whenever another one was born. He loved going to watch grandson William at all his sports especially soccer. He even made it 2 weeks ago, despite his pain he was happy watching as William scored so many goals for Papa. Some words shared by Fred’s nephew John Starrett, “He wasn’t rich or famous and many of you never had the good fortune to meet or know him, so let me tell you this….Fred was a good man, a real good man. He was a hardworking man who gave and gave and gave…and never asked for anything in return. He was always there for his immediate family and extended family, including my mother, me my brothers and my sisters. He was rock solid, he was a man I highly respected. He was a man I will try to be more like…. Healing tears will flow, but in time they will be replaced with smiles from countless loving memories.” Funeral Service will be held at 1:00 pm, Saturday, September 5, 2015 at Surrey Alliance Church 13474 – 96 Ave, Surrey, BC. Viewing will be held one hour prior.

John Martin Aug. 17, 1919 ~ July 11, 2015 Our Dear Dad passed away in the early morning of July 11, 2015 at the age of 95. He passed following a brief illness in Salmon Arm, BC with his family by his side. Predeceased April 29, 2014 by Mary, his wife of 65 years. Survived by sons Garry (Becky) of Winnipeg, Ron (Judy) of Mission, daughter Bonnie (Roy Peterson) of Salmon Arm, grandsons Brian (Erin), Greg (Sarah), Brad (Emily), Andrew, Bryn, Kean, 7 great-grandchildren and sister-in-law Bea. John was born in England. He was the last surviving member of his family. The family immigrated to Canada when he was 9. They lived in Ontario 5 years before moving to Mission in 1935. Along with his brother Jim they took over their uncle’s dairy farm in Silverdale, they farmed until it was sold in 1972. John met Mary at a dance at the Matsqui Hall. She had come from Alberta to pick strawberries. They were married August 1948. John and Mary retired to their new home across the highway on their hillside property on Silverdale Ave. He took pride in; the wine he made from fruit they grew, the vegetable and flower gardens, and the many rock retaining walls he built. Passing cars would stop to admire the beautiful landscape he had created. John was elected as a Councilor for the District of Mission from 1972-1982. John and Mary traveled extensively during retirement. In 2006 they decided to move to Salmon Arm when it became too difficult to maintain his large lawn and gardens. John and Mary enjoyed 5 good years at Lakeside Manor. With their health failing in 2011 they moved to a care facility. A memorial service for John and Mary will take place September 12, 2015 at 1:00 pm at Silverdale Community Centre. The family prefers a donation to Silverdale Hall instead of flowers. Arrangements entrusted to: Fischer’s Funeral Services & Crematorium Ltd., Salmon Arm 250-833-1129. Email condolences and share memories through John’s obituary at: www.fischersfuneralservices.com

Born June 23, 1930 in Fernie BC to Jakob and Theresa Pfoh. He spent his younger years between Fernie and Calgary following the rodeo circuit. In 1956 he met and married Myrtle Edwards. In 1966 he brought his family to Kitimat to work at Alcan. During his time at Alcan he worked in the pot-lines he was a crane operator and trainer. He finished his work for Alcan at Kildala Beach for 5 years. Those were his best working years. Our home was a home to many kids over the years. Dad used to say that he had to count heads when he went to work, then count again when he came home because he never knew if our family would be bigger at the end of the day. Dad spent many of his years in Kitimat walking the river during steelhead season. He shared this love with his children and grandchildren. In 1999 mom and dad moved to Mission. In 2004 dad lost the love of his life when mom died. A big part of dad died that day too. Dad lived in his own home until November 2014 when he moved into a retirement home. It was with deep sorrow that we found out dad had passed away on August 20, 2015. He was predeceased by his parents, brothers and sisters and Myrtle, his wife. Left to mourn and cherish our memories are Tom (Iona), JoAnne (Butch), Rob (Michelle), Margaret (Kevin), Eddie and Ray, grandchildren; Robbie, Cindy, Troy, Allison, Michael & Terry Anderson, Mackenzie, Brett & Luke Pfoh, Danielle Clingwall, Crystal & Eli Wilson, great grandchildren; Miranda, & Kyle Anderson, Heath, Jaxx, & Kaiyah Anderson. There will be a family celebration of life in Kitimat sometime in September.

Space Odyssey

THE FRUIT OF THE SPIRIT If we live in the Spirit and strive to be godly and good, we should manifest the fruit of the spirit, as opposed to the works of the flesh. It is noteworthy that Paul speaks of the works of the flesh in the plural but refers to the fruit of the Spirit in the singular, suggesting that these attributes are united in the person who lives a godly life. The fruit of the Spirit is “love, joy, peace, patience, kindness, goodness, faithfulness, gentleness, and self-control.” (Galatians 5.2223) And, the person who walks in the spirit will manifest these qualities as if they were the natural outgrowth of their soul. These are qualities which all good people should manifest and for which we should strive, but with which we may struggle mightily. Being patient and kind, and exercising self-control is easy enough when we are dealing with others who are themselves patient, kind, and self-controlled, but these can be incredibly difficult when dealing with those who are impatient, unkind, or lacking in self-control. We should open our hearts to the love of God and let His Spirit infuse us with the seeds of His divine love. And then, work hard to till and tend the soil of our life so that we might bear the fruit of the Spirit, spreading God’s love throughout the world.

And let us not grow weary while doing good, for in due season we shall reap, if we do not lose heart. New K.J.V. Galatians 6:9
