Economic slump dominates federal election campaigns By Tom Fletcher
Sliding stock markets and sagging natural resource prices have raised the stakes for the Oct. 19 federal election, as parties try to position themselves as the best choice to deal with an economic slump. Statistics Canada’s release of data showing small contractions of the Canadian economy in the first two quarters of the year sparked a prolonged exchange between party leaders over whether the country is or was in a
recession. Economists such as Central 1 Credit Union’s Helmut Pastrick have mostly agreed the downturn is primarily based on low oil and gas prices, and isn’t a full-fledged recession. Central 1 forecasts continued slow economic growth for southern B.C. based on the low Canadian dollar and improvement in the U.S. economy. Conservative leader Stephen Harper noted that the statistics showed a return to economic growth in June, and he accused

Liberal leader Justin Trudeau of overreacting to “a couple of months of weak data” to commit his party to up to three years of deficit spending. Trudeau’s abrupt change of position on running deficits of up to $10 billion a year has redefined the debate. Trudeau unveiled what he called the biggest infrastructure plan in Canadian history, doubling the current Conservative budget from $5 billion to $10 billion in the next two fiscal years and continuing to increase it over 10 years. Touring the Okanagan, NDP leader Thomas Muclair touted his plan to reduce small business taxes and provide tax breaks for manufacturing, while balanc-
ing the budget in the first full year of an NDP mandate. Mulcair’s promises of tax cuts and spending control prompted both the Liberals and Conservatives to accuse the NDP of creating a huge revenue hole that could only be filled by spending cuts or new tax increases. The Conservatives estimate that Mulcair’s plans for a national daycare program, increased foreign aid and other spending leave a gap of $8 billion in the first year. Election signs vandalized in Kimberley
The Kimberley RCMP has received a report of stolen elec-
tion signs. The signs disappeared from around Kimberley
and Marysville last week. Police would like to remind persons
that the removal of election signs is an offence and charges
could be pursued. Section 325 of the Canada Elections Act says that no one may interfere with the transmission of a election advertising, such as an election sign. However there are a few exceptions. For instance, government agencies may remove signs that do not respect provincial or municipal laws, after informing the person who authorized the posting of the sign that they plan to remove it. Additionally, if the sign is a safety hazard, government agencies may remove it without informing the person who authorized the posting of the sign. If signs are placed on your property without your permission, the election act doesn’t prevent you from removing them. You can also contact the candidate or registered party and tell them you didn’t request the sign, and ask them to remove it. City reminds residents: don’t feed the deer Residents of and visitors to the City of Cranbrook are reminded that intentional feeding of deer, contravenes the City’s Deer Feeding Prohibition Bylaw, which came into effect in October 2010. The bylaw clearly states no one is to provide deer with food by intentionally leaving food, food waste or other attractive edible material for the sole purpose of feeding deer. For example, leaving out a bale of hay, a bag of apples
or other compostable food scraps on a residential lot or property where these items are not consistently being grown or produced for human consumption would be seen as an infraction to the bylaw. Farm operations, home fruit and vegetable gardens intended for human consumption or ornamental plants and flowers will not be included as material intended for the sole purpose of feeding deer under the deer feeding bylaw.
It is also very important to keep any fallen fruit from fruit trees you may have on your property cleaned up so not to encourage deer to stay in your yard, or attract any other unwanted wildlife - like bears. Anyone found violating the Deer Feeding Prohibition Bylaw will be committing an offense and can be fined on an escalating fine schedule; $ 100 for the first offense, $200 for the second, $500 for the third. Letter: Best and worst in area politics With the official start of the federal election being called over the August long weekend, we also saw the start of political parties’ election sign campaigns. Now, love them, or hate them, they are part of the political tradition in Canada, and one of the most effective ways that candidates have to put their names forward to the public. As the campaign manager for Wayne Stetski, I knew that people would quickly tire of seeing too many campaign signs on public property.
So, our team has chosen to be judicious and sparing in our approach. Every election in which I have participated in this area has had some level of mischief perpetrated on campaign signs, of all political stripes. Actions range from supposedly humorous slogans added to signs, to theft of hundreds of signs in a single night, to signs actually being burned or slashed. But I have always chosen to believe that these were the actions of misguided pranksters. I have never

This weekend, reports were made of widespread theft and damage of signs in communities across the riding, and a number of these incidents were severe enough to be reported to the RCMP. Unfortunately, this weekend, some campaign supporters also decided to make this a partisan issue, and statements have been made accusing other campaigns of orchestrating the damage. This is not acceptable in my view. Let me be absolutely clear. Vandalism and theft of campaign signs is a crime. It
cannot be tolerated, and it must be reported. I choose to see the placement of campaign signs as politics at its best: individuals donating to buy campaign signs and hardworking volunteers taking the time to put the signs up and maintain them. This is true for every campaign team in Kootenay Columbia. And I believe that we all need to respect this fact, and respect each other.

This past weekend (Aug.29th) the HOG association held their annual Toy Run. The group toured through the area picking up gifts for children. They were well sponsored throughout the tour by local businesses and citizens. The group raised over $700 in toys and cash. All proceeded were donated by HOG to the local Salvation Army for their Christmas Hamper program.

Restless leg syndrome (RLS) is a torturous neurological condition that causes a throbbing, aching, pulling, crawling or twitching sensation in the legs accompanied by a painfully overwhelming urge to move them. About 10% of the population suffers from this maddening condition made more aggravating due to the fact that it is usually worse at night when trying to sleep. Moving the legs temporarily relieves the discomfort, however, within seconds to minutes of stillness the symptoms return. The symptoms typically affect the calf and lower leg however I have seen several patients for whom the main area affected was the thigh. The most unusual aspect of this condition is that the symptoms are activated by rest and relaxation meaning that most people with RLS have a very hard time sleeping. As a result, those affected report that their personal relationships, occupation and daily activities are often adversely affected. People with RLS often have a hard time concentrating, impaired memory and suffer depression. For some, reducing caffeine, alcohol and nicotine reduces the severity
of the symptoms of RLS. Correcting underlying deficiencies of iron, folic acid and magnesium can also help as can getting regular exercise and taking a hot bath. While the underlying cause of RLS is not known, I believe this condition is, at least in part, caused by nerve injury (the fact that gabapentin is used for nerve pain and approved for use in RLS supports this theory). Nerves are fragile structures and are easily injured during the course of normal activity and movement. Once injured, nerves swell and become very easily stimulated which can cause the nagging symptoms of RLS. Treating injured nerves so they relax and heal provides immediate relief of the symptoms of RLS. This is most effectively done using neural prolotherapy, a treatment where a dextrose solution is injected around the injured nerve. Dextrose has the unique ability to relax nerves and stimulate the production of nerve growth factor which then helps the nerve heal. Improvement is typically seen after one treatment and after 2 to 8 treatments the symptoms are usually no longer bothersome.

Breastfeeding Mamas connects mothers Breastfeeding Mamas is heading into its fifth year of operation in the East Kootenay area. The peer support network organizes and facilitates seminars and conversations dedicated to pregnant and breastfeeding families. The network also provides support online, with a healthy Facebook presence to help anyone who might have questions anytime. “What happens is that if moms have a question or something that comes up or something they want to know more information about, they post on the page and then all the other moms that feel like they have something to add will support them in answering a question or maybe giving a link,” said Daleen Bybee, an organizer of Breastfeeding Mamas. Monthly meetings are organized in five towns across the East Kootenays, including Cranbrook,
Kimberley, Invermere, Sparwood and Fernie. “The meetings are really great to connect with other moms, even for those moms who don’t have issues come to support other moms that might be having issues. It’s really neat just with how the meetings go. They are topical in the fact that we kind of rotate through a series of topics throughout the year but they are also very geared to who is at the meeting,” Bybee said. Bybee believes that a support network like Breastfeeding Mamas is important in the East Kooteanys as it provides readily available information to families, which they might not have access to otherwise. “Unfortunately, in Canada and in our region, there is just not a huge focus on breastfeeding. Once you have your baby and you maybe don’t see your midwife anymore or you don’t see your doctor, there are

not a whole lot of places for moms to go,” said Bybee. “Our public health nurses are really overworked and they have to kind of handle so many different things in regards to kids, so this is just a really specific support network that only focuses on breastfeeding and breastfeeding related topics. It’s easy for moms to come and get all of their support in one place.” Bybee said that the program has been received well by the local communities. “Everybody community is a bit different and some have been a bit more slower to get started and some have started with a bang and gone from there. Overall the response has been really awesome. We have the public health on board, we have the midwives on board, we’ve got the doula community on board, [and] we have early childhood committees in various communities that promote the group for us.” The group also receives funding from Columbia Basin Trust, allowing them to pro-
