Tories mum on Harper visit Details about Prime Minister Stephen Harper’s visit to Kamloops won’t be released to the public until Sunday, but a HARPER media representative with the Conservative Party said the event will take place Monday morning. While three of Kamloops’ federal candidates agree the nation is in a recession, Cathy McLeod will leave the labels to the experts. “I’m going to let the economists argue,” she told KTW, adding the country has had two quarters of decline but has a solid future ahead. “Certainly, from my perspective, we have a plan, our plan is working. We’ve had some challenges from outside, not unlike the global recession.” On Sept. 1, Statistics Canada revealed Canada fell into a recession in the first half of the year, declining by 0.1 per cent in the second quarter as a whole. The agency also indicated the economy expanded by 0.5 per cent in June. “We are in a good position to, with our plan, deal with the headwinds from China and the price of oil,” McLeod said. The Conservative plan includes keeping taxes low so businesses can succeed and focusing on trade. “The economist are projecting some good, reasonable growth in the second half.”

While McLeod is content to let the economists argue, the same can’t be said for New Democrat Bill Sundhu, who said Harper has presided over a “lost decade” highlighted by job losses in manufacturing, a struggling middle class and an economic policy solely focused on raw resources. “I think it’s really notable that in the Conservatives’ own balancedbudget legislation, they actually defined what a recession is and it’s two consecutive quarters of economic decline,” he said. “So, by their own legal definition, it’s a recession.”

A City of Kamloops worker who failed to do his job as a parks cleaner and falsely claimed the work was complete will get his job back — along with lost wages, benefits and seniority. The B.C. Labour Relations arbitrator who made the order ruled the

city breached the collective agreement in dealings with the worker. Canadian Union of Public Employees Local 900 grieved the firing of parks worker Joe Cupello, who had a previous record of four instances of misconduct on the job. “The Employer asserted this disciplinary record shows a pattern of failing to perform required duties and of dishonesty

when questioned about such failures,” Robert Diebolt wrote in his ruling. Diebolt agreed with the city Cupello wrongly ticked off a duty sheet in March 2014 that he had performed cleaning duties in a number of parks, when he did not perform those duties. “I have also concluded that the assertion of potential mistake was

itself a somewhat dishonest attempt to avoid accountability,” the arbitrator said of Cupello’s claims. Despite those failings and his record, however, Diebolt ruled the city failed to give Cupello proper notice about the disciplinary meeting that ended in his firing. Diebolt also ruled the city wrongly suggested the shop steward who should attend, adding the stew-

ard did little in the meeting to assist Cupello. Those failings, Diebolt ruled, breached a section of the collective agreement between the city and the union. While the Labour Relations Board ordered Cupello reinstated with lost wages, seniority and benefits, it also ordered he serve a 30-day suspension without pay for his actions.

A representative of Kamloops Immigrant Services said the agency has yet to assist any Syrians in this community and does not know of any families living here. But, Rajinder Lotay said, past experience has shown church groups will sometimes bring families to communities where they have no cultural linkages. “It depends on where the government sends them. In the past, people have come with

no one here,” she said. The province estimated 36,000 immigrants came to this province last year, about 1,500 of them refugees. Only Quebec has the power to target certain numbers or classes of refugees. “We don’t have that power,” Clark said. “I’d love to see all the provinces have the same power as Quebec. We’ve always argued for more immigration.” Clark said the province has also set up a toll-free number at 1-877-952-6914 to assist potential sponsors with navigating the bureaucracy of immigration.

The B.C. Liberal government will set aside $1 million to assist Syrian refugees but has no power to open any doors to the province, Premier Christy Clark said Tuesday. “Our job is not to decide who is coming and when,” Clark said. “It’s to be ready when they come.” Clark choked up briefly when discussing the photo of the lifeless body of three-year-old Alan Kurdi washed up on a Turkish beach that has moved leaders in this country to call for greater Syrian refugee entry into Canada. Extended family in Vancouver was attempting to sponsor Alan’s family to this country. “We’ve all been watching this with broken hearts,” she told

Tentative numbers show decreased enrolment in the Kamloops-Thompson school district might not be what administration feared. Superintendent Karl deBruijn said it appears — with schools back just three days — elementary enrolment may be up 200 students from the March registration. Kindergarten enrolment, which the district had feared would be about 100 fewer than predicted, is also benefitting from 50 new youngsters entering school for the first time. A Kamloops election tradition will be one candidate short this weekend. The Council of Canadians election debate — held during each federal, provincial and civic election — runs from 10 a.m. to noon on Saturday at the Kamloops Farmers’ Market at Stuart Wood elementary. Organizer Anita Strong said three of four candidates for the Kamloops-Thompson-Cariboo riding have agreed to attend, but Conservative candidate Cathy McLeod hasn’t responded to an invitation. NDP candidate Bill Sundhu, Liberal Steve Powrie and Green Matt Greenwood are all set to take part. “We’ll carry on without her, but I guess it’s probably true they’ve gotten instruction to not show up for any of these little forums,” said Strong, referring to a Toronto Star story published in August which alleged Conservative candidates are being told to turn down debate and media requests. McLeod told KTW in an earlier interview she is focused on general debates after receiving an “extraordinary” number of requests to participate in all-candidates events. Conservative candidates have traditionally attended Council of Canadians debates, including

from the audience. “The candidates have always been really happy with it because it’s kind of a relaxed and an easygoing atmosphere, being outdoors,” said Strong. During the 2013 provincial election, then-B.C. Liberal candidates Todd Stone and Terry Lake also skipped the council’s forum. Another planned debate isn’t going ahead at all, due to a lack of candidates. Kamloops and District Labour Council president Barb Nederpel said McLeod declined an invitation to attend, while Powrie did not respond at all before deadline. “When I brought it to his attention, he basically said, in a nutshell, that he forgot about it,” she said. “So, that doesn’t show a whole lot of respect for the labour movement for a party that says they’re pro-labour.” Powrie, however, said his invitation to the debate to confirm attendance by Sept. 4, which he did — only to learn the labour council decided to cancel the event a few hours earlier. Powrie said he did want to attend the forum and wishes he’d been told Nederpel needed a response at an earlier date. “I’ve accepted every forum and debate so far,” he said. Nederpel is hoping the labour council can find another way to question candidates before the Oct. 19 election, possibly through a questionnaire.

Liberal Steve Powrie, meanwhile, pointed to flagging consumer and business confidence as further support for Statistics Canada’s assessment. He, like Sundhu, wasn’t afraid to use the R-word. “I think all the indicators are we’re in a recession, the second one of his [Harper’s] 10 years in government,” Powrie said. “There’s absolutely no doubt. When Stephen Harper says things are good, that whole deflection thing is absolutely mindboggling, where he latches on to ‘There was growth in one month’ and he extrapolates to ‘The whole economy is on the up’.” The Liberal plan involves investing billions in physical, social and green infrastruc-

ture, taking advantage of historic low interest to establish long-term assets. He said the party will run a few deficits to stimulate areas like manufacturing and infrastructure into rebound. Spending on green technology aligns with the Green Party’s Matt Greenwood, who isn’t in a panic over the state of the economy, but certainly thinks change is needed. His party GREENWOOD would diversify the economy — focusing on a broad range of industries, including sustainable energy technology — reform taxes and get the price right on carbon with the Green-proposed fee and dividend system. “We’re in a recession because the Conservative government has sunk all of Canada’s economic eggs in the oil-sands basket,” Greenwood said. He compared the small downturn in the economy to a vehicle’s

check engine light — it isn’t yet a massive problem, but needs to

be taken care of. “It’s the same sort of thing here — we are in

a technical recession that indicates, if nothing else, the economic

path we’re on is not a great one,” he said. “But, it doesn’t

mean everybody is going to be starving tomorrow.”

Jurors selected for murder trial A jury was selected Tuesday to decide the fate of Damien Taylor, who is accused of murdering his 16-year-old girlfriend. C.J. Fowler, a First Nations girl from the Terrace area, was found dead in December 2012, just off a roadway in Guerin Creek, east of the Summit Connector. She was in Kamloops visiting friends, having travelled by bus from her hometown. Just over a year later, Taylor was charged with her murder. Crown prosecutor Alex Janse said the trial is scheduled to start Sept. 28. Twenty Crown witnesses are expected to testify in the three-week trial.

EDUCATION TO SEE BIG CHANGES

T

he new school year is officially underway. Even if you don’t have kids in the education system, there is still a sense summer fun is behind us and we must get down to business. Roads and lives are busier. Parents begin their everyday scramble of getting kids to and from school safely. For some young ones, this week marks entry into the school system. For older ones, they are entering middle or high school. Classrooms are clean and bright, with teachers and administrators rolling out the welcome mat. Big changes are coming. In the coming years, traditional teaching is being phased out. No longer will educators stand in front of the classroom lecturing while students follow from textbooks. Instead, classrooms will be interactive with teachers discovering individual passions. Teachers will direct and fuel those interests on a new learning path. Gone will be the days where everyone has to read the same book and write a report on it. Eventually, letter grades will be gone, too, and grade-point-average won’t be the be-all-end-all for university. It is welcome change for students who don’t thrive in the traditional classroom setting. If teachers can tap into what individual students get excited about, the potential to unlock their brain from boredom and drive passion is exciting news. Many teachers are already adapting their teaching style to this new way of reaching students. There are no two students alike. Some thrive on tests and report deadlines, while others crash and burn. Change is hard, but this is a directive coming from the government that parents and students should support. Individual learning has the potential to unlock bright minds which can make for a bright future. Our future leaders and innovators are in our schools. — Langley Times

Exercise voting freedoms

T

oday’s column inspiration comes courtesy of poet and playwright Bertolt Brecht, a man who saw the world from the left side of the political spectrum. His words, however, bear reading: “The worst illiterate is the political illiterate,” Brecht wrote. “He doesn’t hear, doesn’t speak nor participates in the political events. He doesn’t know the cost of life, the price of the bean, of the fish, of the flour, of the rent, of the shoes and of the medicine, all depends on political decisions. “The political illiterate is so stupid that he is proud and swells his chest saying that he hates politics. The imbecile doesn’t know that, from his political ignorance is born the prostitute, the abandoned child and the worst thieves of all, the bad politician, corrupted and flunky of the national and multinational companies.” I know people who don’t vote and are so stubborn in their beliefs it’s pointless to try and convince them otherwise. They’ll grumble and complain, express deeply held opinions on the country’s political leaders — an attitude that can be summed up pretty much by “a pox on them all.” They’ll disagree when told they have no right to complain if they do nothing to shape the system. Here’s the thing, though; it’s

LEVEL that kind of attitude that has given rise to the perplexingly large number of bigots who cherry-pick the Bible and now believe they can be the president of the United States. It’s that attitude that gives rise to the truly silly debate I see on my Facebook page between a couple of avowed right-wingers and an equally rabid pair of left-wingers who seem to think logical political discourse is to fling insults at each other. A caller this week said his belief in the obligation we all have to vote comes from history — and from the thousands of Canadians who died in places like Vimy, Ypres, Passchendaele and, more recently, in Iraq and Afghanistan. As the caller put it, he votes because of the sacrifices the Canadian military have made. Frankly, that’s good enough for me but I belong to the generation that was impacted by the Second World War, who met Americans fleeing their country to avoid the Vietnam War.

I’ve listened to the stories of Canadians who survived and came home, many of them disabled physically or mentally. Those reasons aren’t always good enough for the younger set, that lost group of souls so disillusioned with society that they don’t take the time to vote. It’s possible many of them will never be swayed from their stance — but let’s try anyhow. Reasons to vote: • Government creates the infrastructure we live in. • Government sets the rules that guide our economy — you know, that place where jobs come from. • Government even influences where you vacation; when our dollar dips, a lot of places look less inviting. • Government tells you who our enemies are — and, in this election, if that’s not enough reason to go out and vote, I don’t know what is. • Government decides how much privacy — another human right — we actually have and, again, that is a major issue in this federal election. Finally, the best reason to vote? Because we have the freedom so many others in the world do not have.

EVEN A ‘FUTILE GESTURE’ WILL HELP REFUGEES Editor: The heartbreak of seeing drowned little boys has deeply saddened all of us. It is only natural and human that we want to do something to help the thousands and thousands of people who have been displaced by war. The fact that in reality there is little we can do to solve the problem for the millions who have been forced to flee war zones only increases the frustration level of the average Canadian. What we need is a futile gesture. We need to take some action that will help out a very lucky few but will make all of us “feel better” because we will have at least done something. It will do nothing to stop

the killing but it will mark us as a compassionate society that wants to help. Whether it does anything to address the real problem is beside the point and must be recognized as such from the outset. We can do this. We have the knowledge and experience of the intake of the Vietnamese boat people. Dust off the files and lessons learned. We have in military facilities located across the country the accommodation to house several thousand families while documentation and screening is completed. We have the private organizations and groups who want to sponsor refugee families. Let’s do it.

I’m sure we can shame the Americans into providing the strategic lift to ferry refugees from Turkey and Jordan. So what are we waiting for? Come on PM Harper, this is your chance to rise above politics. When we have started to expedite the intake of upwards of 50,000 souls, we will have the moral authority to demand the rest of the world take the actions necessary to stop the killing. If that means the use of military force echelons above simply bombing ISIS, so be it. There is such a thing as a just war and destroying ISIS and Assad is a just aim if ever there was one. We must recognize, however, that the power vacuum

we create by military action will require a generation of occupation and education if we are not to repeat the errors made by toppling despotic regimes and walking away (i.e. Libya, Iraq) Those who think the problem can be solved by aid packages and refugee intake alone are criminally mistaken. One wonders if their position is governed by the knowledge that to really solve the problem requires much greater sacrifice than they have the stomach for. That’s my thought on this impossible situation. Sure would be nice if we could get this out of the election campaign. Don McLaughlin Kamloops

DON’T FORGET NDP’S HISTORY AT VOTING TIME Editor: It is too bad Kamloops This Week is the only paper in the city because most of your articles and editorials are slanted to the left and bashing the Conservatives. You don’t seem to pick on the Liberals because you probably know Trudeau is in political kindergarten and no threat to forming a government. Reporters, whether on TV or in newspapers, should stick to reporting facts and not embellish or slant the news to fit their political leanings. In this province we have had three NDP governments and, each time, the economy ground to a standstill and the deficit spiraled downward. Mining and oil exploration companies and well as a lot of other businesses packed up and moved out of the province.

They appear to believe in God because, when the economy grinds to a halt and our debt spirals, the NDP will be like the Israelites and look for manna from heaven to feed the starving population. When a group of concerned Kamloops United Church members got together in the 1970s to sponsor Vietnamese boat people, Lynn Fisher remembers refugees showing up on Canadian shores within a month. So far, her group — Refugees and Friends Together (RAFT) — has yet to be able to sponsor a single refugee fleeing Syria’s civil war. Fisher said it’s becoming more and

more difficult to sponsor refugees from any country. “The paperwork you have to do is incredible and there’s not the communication,” she said. “They don’t have enough people on the ground in the different places around the world for Citizenship and Immigration Canada. The individuals there have lots of people to deal with and they need more people on the ground to do the interviews, the criminal record checks and so on.” According to

Citizenship and Immigration Canada, private groups can expect it to take anywhere from 11 months to nearly four years to process an application to sponsor a refugee. “Right now it’s just very, very frustrating,” said Fisher, who was one of several speakers at a rally in front of Conservative MP and candidate Cathy McLeod’s office yesterday. McLeod did not attend the rally. But in an interview, she noted leader Stephen Harper has pledged to take 10,000 more Syrians into Canada. That commitment came before to the photo of young Alan Kurdi’s lifeless body on a Turkish beach. “It’s important for people in the riding to know we’ve been at the table with this for a long time now.” Rally organizer Anita Strong of the Council of Canadians said the group of about 30 hopes to put pressure on the outgoing Conservative government to take action and make it easier to bring Syrians into the country. “We want Canada to do the morally

right thing, to not just pretend that it’s a European problem or a Syrian problem, or not our problem,” she said. “It is our problem. As long as there are people drowning as they try to flee to safety it is our problem.” RAFT is hosting an information meeting Sept. 29 at 7 p.m. at the United Church, 421 St. Paul St., for those who want to help sponsor Syrians or learn more about the process, Fisher said. RAFT has sponsored refugees from a number of countries over the decades, including Iraq, Iran and Kosovo. Fisher said the group is non-denominational, but based around the United Church because it is a Sponsorship Agreement Holder, meaning it is already approved to sponsor refugees. “This has been the tipping point for a lot of people,” said Fisher. “We’ve talked about refugees before but it hasn’t been in the forefront for some of them. And unless you’re talking about refugees and see some of the horrific things that have happened to these people — it’s easier to sort of not pay attention to it.”

Reconciliation, John Rustad, opened the two day gathering by calling advances over the past decade “remarkable.’’ Union of B.C. OTTAWA — A cucumber recall in B.C. triggered by a suspected salmonella outbreak in the United States is being expanded. The Canadian Food Inspection Agency says B.C.-based Overwaitea Food Group is recalling field cucumbers sold in its Save On Foods, PriceSmart Foods, Coopers Foods, Overwaitea and Freson Brothers stores in B.C. and Alberta. The affected fresh field cucumbers were sold unwrapped and in bulk on or before Sept. 4, 2015. Safeway also began recalling cucumbers this week along with in-store products made with the cukes, such as salads, vegetable trays, sandwiches and sushi. The CFIA says it is not aware of any reported illnesses in Canada associated with eating the cucumbers. Consumers who bought the affected cucumbers should throw them out or return them to the store where purchased. Food contaminated with salmonella may not look or smell spoiled but can still make you sick. Young children, pregnant women, the elderly and people with weakened immune systems may contract serious and sometimes deadly infections.

raig Bonner gambled on goaltenders last season and Connor Ingram flopped on the river. The Kamloops Blazers’ general manager went with two untested 17-year-old netminders — Ingram and Cole Kehler — when he shipped 20-year-old Bolton Pouliot to the Portland Winterhawks in October. Ingram followed an up-and-down first half by posting stellar numbers from January onward — 15-10-1-1, with a 2.69 goals against average and .914 save percentage — to lock up the starting job, while Kehler finished the campaign 3-14-2 with a GAA of 4.65 and a .855 save percentage. Ingram, who was invited by the Detroit Red Wings to attend the NHL Prospect Tournament in Traverse City, Mich., from Sept. 11 to Sept. 15, is the man in Kamloops heading into the 2015-2016 season. The competition for the back-up position is fierce, with Kehler, who turns 18 in December, and Lantzville product Dylan Ferguson, who turns 17 on Sept. 20, trying to stake their claim in the crease. “It’s the only thing I want right now,” said Ferguson, who played last season with the midget AAA Notre Dame Hounds, post-

Ingram will be in Michigan this weekend, so a home-and-home series versus the Kelowna Rockets will likely see both Kehler and Ferguson start one game between the pipes. The Rockets will be at the Sandman Centre for a 7 p.m. start tomorrow and the rematch will get underway at 7:05 p.m. at

Kehler, from Altona, Man., was touted as the Blue and Orange’s goalie of the future at training camp in 2013, but a save percentage of .856 and GAA of 4.79 in 32 WHL games has left his future in Kamloops in jeopardy. The 6-foot-3 backstop still has an opportunity to restore his stock and Blazers’ goaltending coach Dan De Palma said Kehler is showing improvement. “They both had a tough first half of the year and Connor got a lot more ice,” De Palma said. “Cole was improving, but you couldn’t really see it because he’s not on the ice for the fans to see.

“His game is simpler now, which is what he needs, and he’s playing really well.” Kehler said the adversity he faced last season made him stronger and he is entering the 2015-2016 campaign with a renewed focus. “I went through the fire last year and I came out the other side, so I’m pretty proud of that,” Kehler said. “I’m excited to get a new year going here. I’ve got to earn my job again.”

case baseball tournament as part of Team BC. “I’m hoping I can do well there and hopefully someone notices or sees something in me there and it can take me to the next level.” The showcase runs from Sept. 14 to Sept. 18 and highlights the best Canadian amateur players with college eligibility. Eight teams — B.C., Alberta, Quebec, two from Ontario, regional teams from the Prairies and the Atlantic, and a futures squad — will play for the tournament title. And, though Avila was more partial to former Blue Jays shortstop Jose Reyes, playing on the same part of the infield as his replacement, Troy Tulowitzki, isn’t half bad either. “Just watching

games when I was younger, you always see that [stadium],” Avila said. “It’s almost like a dream come true to play where they play. “This year, with all the buzz, it’s going to be even more special to play there.” Avila is one of 20 players suiting up for B.C. and is one of three shortstops listed on the club’s official roster. He plays his league ball for the Kelownabased Okanagan Athletics of the B.C. Premier Baseball League. This year will be his last with the Athletics — fall ball got underway earlier this week — and he’s hoping Tournament 12 can help him get to the next level. Avila will be eligible for the 2016 Major League Baseball draft. He will be playing

in another showcase tournament — the Arizona Fall Classic — later this year. “Sam is a bright young talent who understands what his strengths are as a player and plays to those abilities on the field,” said Team BC coach Corey Eckstein. “He is a plus defender who can spray the ball around the field and be a pest on the base paths for opposing teams.” Last season with the Athletics, Avila had a .241 average with 33 RBIs and nine stolen bases in 112 at-bats. He struck out 16 times. The 17-year-old said he thrives with runners on base — his 33 RBIs led the Athletics. Though he has little experience playing in front of amateur scouts or on the

Blazers sign prospects, trim roster The Kamloops Blazers signed a pair of prospects on Tuesday, inking forwards Brodi Stuart and Carson Denomie to WHL education agreements. Stuart, who stands 5-foot-9 and weighs in at 150 pounds, hails from Langley and was selected by the Blazers in the fourth round of the 2015 WHL Bantam Draft. He had 20 points, including seven

goals, in 18 games with the Delta Hockey Academy last season. He will return to Delta this season, playing alongside fellow Blazers prospect Luke Zazula. Denomie was chosen by the Blazers in the fifth round of this year’s bantam draft, having posted 59 points, including 36 goals, in 30 games with the bantam AA Regina Blues

TORONTO — After winning gold with Canada at the Sochi Olympics, Peter Chiarelli is now tasked with putting together a team to beat Canada when it matters most — at the World Cup of Hockey. Chiarelli and Chicago Blackhawks general manager Stan Bowman will manage Team North America, which will include Canadian and American players ages 23 and under. “We’re just real happy having Peter and Stan leading our charge, if you will, from that point of view,’’ Hockey Canada president and CEO Tom Renney said. “Because of that, we certainly think that that team will be more than competitive and put the fear of God into the other teams because of their preparation and because of that type of leadership that we’re looking for.’’ With the return of the World Cup just over a year away, Chiarelli and Bowman have two of the most intriguing jobs around, putting together a team that could include the past four No. 1 picks in Connor McDavid, Aaron Ekblad, Nathan MacKinnon and Ryan NugentHopkins, along with the likes of Jack Eichel and two-time Stanley Cup-winner Brandon Saad. At the NHL and NHLPA’s news conference revealing more details about the World Cup, the young Team North America had the most people talking. “As the older guys in the league, there’s no way you want to lose to the young bucks,’’ Canadian defenceman

Drew Doughty said. “The league’s all about being a veteran and having experience. So, there’s no way you’d want to lose to them.’’ Canada won’t have to worry about that until at least the semifinals of the tournament that begins Sept. 17, 2016 and could run to Oct. 1. Canada is in Group A with the United States, the Czech Republic and Team Europe, while Team North America, Russia, Sweden and Finland make up Group B. Team Europe will be made up of players from Slovakia, Switzerland, Austria, Germany and other countries not represented. The lineup could feature goaltender Frederik Andersen of Denmark, Slovak blue-liner Zdeno Chara and forwards Anze Kopitar of Slovenia and Austria’s Thomas Vanek. Former Edmonton Oilers coach Ralph Krueger, who won gold with Canada as a coaching consultant on Mike Babcock’s staff at the 2014 Olympic Winter Games in Sochi, will coach Team Europe. Krueger, currently the chairman of Southampton FC in Premier League soccer, has considerable experience from coaching in Austria and Switzerland. “He’s a great international coach,’’ said Team Europe president Franz Reindl, head of the German Ice Hockey Federation. “He’s motivated to come back to hockey. He’s in soccer right now. I think he’s really excited and motivated to lead the team as a head coach.’’ There’s no shortage of motivation all around for the first World Cup of Hockey since 2004. Canada would like to reaffirm

international supremacy after winning back-to-back Olympic gold medals, the United States and Russia would like to bounce back after Sochi and Team Europe and Team North America would like to prove they belong with the big boys. Canada plays its first game Sept. 17 against the Czech Republic. The top two teams from each group go to the semifinals, with those winners meeting in a best-of-three-final. Chiarelli, the Oilers’ GM, has already put together a short list of coaches — dual citizen Jon Cooper would appear to be the ideal candidate — and mock rosters for Team North America. “Everyone can skate — like, really skate,’’ Chiarelli said. “I think the team will be fun to coach, it’s going to be a hightempo team and all the guys are able to play at a high tempo.’’ With 23-man rosters that should include only NHL players and with all games taking place on NHL ice at Air Canada Centre in Toronto, tempo shouldn’t be a problem. NHL stars still want to go to the 2018 Olympics in South Korea, but the World Cup is another chance for a best-onbest hockey tournament that should be at the same level of competition. “If you look at who is going to be on these rosters . . . it’s pretty hard to conclude anything except that this is going to be the best collection of hockey talent that has ever been around in this kind of a tournament,’’ NHLPA executive director Donald Fehr said. “Usually when that happens you get the best hockey played.’’

“The stimulative effects of previous monetary policy actions are working their way through the Canadian economy,’’ said the bank, which twice cut its key interest rate by a quarter of a percentage point earlier this year. Yesterday’s standpat decision by the central bank was in line with the expectations of economists. Sherry Cooper, chief economist at Dominion Lending Centres, said the central bank had been disappointed with the export sector, but more recent data has shown considerable improvement. “That is a result of the decline in the Canadian dollar as well as the strength in the U.S. economy, both of which helped offset the negative effects of the havoc that has been wreaked in the oil sector,’’ she said. Cooper said if the signs of growth for the third quarter hold

steady, the Bank of Canada will likely keep its key rate on hold for a “considerable period.’’ However, the Bank of Canada noted increased uncertainty about growth in China and other emerging markets are raising questions about the pace of global recovery. “Movements in the Canadian dollar are helping to absorb some of the impact of lower commodity prices and are facilitating the adjustments taking place in Canada’s economy,’’ the central bank statement said. The bank noted that the country’s resource sector is continuing to adjust to the lower prices, with some spillover to the rest of the economy, and that this transition is expected to take considerable time. “Today’s statement suggests the bank remains nervous about the impact of the recent slide in com-

modity prices however [it] appears to be willing to be patient,’’ said Royal Bank assistant chief economist Dawn Desjardins. “Encouragingly, the bank did not indicate any predisposition to revise the forecast issued in July for the economy to return to positive growth in the third quarter with this growth continuing to [the] end [of] 2017 despite the recent slip in oil prices.’’ Statistics Canada reported earlier this month the economy contracted in the second quarter in line with the Bank of Canada’s expectations. That was followed by better than expected trade results for July and a stronger than expected jobs report for August that suggested the economy is pulling out of the slump that saw it contract in the first two quarters, putting the country into a recession. Inflation has also

ticked higher in recent months as rising food prices have offset lower gasoline prices, while core inflation — which excludes some volatile items — has been above two per cent for a year. In its statement yesterday, the Bank of Canada said inflation has “evolved in line’’ with its July monetary policy report. Total inflation has remained near the bottom end of the Bank of Canada’s target range of between one and three per cent, due to the drop in energy prices. However, core inflation has been close to two per cent due to the drop in the Canadian dollar and some sectorspecific factors, the bank said. The Bank of Canada’s next rate announcement is set for Oct. 21, when it is also scheduled to release an updated outlook for the economy and inflation in its monetary policy report.

Refugee queries draw catcalls from Conservative supporters THE CANADIAN PRESS

OTTAWA — A Conservative supporter at a Stephen Harper campaign event heckled a reporter yesterday who was asking about the government’s handling of the Syrian refugee crisis. The government’s response to the crisis is now front and centre in the federal election campaign. The catcalls came in Welland, Ont., as the Conservative leader was taking questions from journalists, almost a week after the world was riveted by the image of a dead Syrian toddler on a Turkish beach. A low, collective groan was heard in the crowd before a lone voice was heard to say: “How many kids drowned in pools in Canada this past summer? Do you blame the government for that?’’ Alan Kurdi drowned along with his five-year-old brother Ghalib and their mother, Rehanna, in their unsuccessful attempt to find sanctuary in Greece. Harper tried to keep his daily question and answer session with journalists from going off the rails. “OK, go ahead,’’ he told the reporter, an awkward smile on his face, as the heckler kept speaking. “OK, OK. Go ahead.” The prime minister is under pressure to admit more refugees and Harper said

he will — but while taking care to avoid allowing terrorists from a war zone into Canada. “This government is committed to acting, committed to bringing more people in, committed to expediting the process. And, frankly, I said this before this was in the headlines, earlier in this campaign, we already made announcements and we’ll continue to look at how we can improve,’’ he said. “But yes . . . we are talking about a terrorist war zone a lot of people are coming from. We will make sure we are also protecting Canadians from the security risk.’’ It wasn’t the first time hecklers have taken issue — not with Harper, but the questions he’s been asked. The incident knocked Harper off message, just as it did in August when Conservative supporters heckled reporters asking questions about the Mike Duffy fraud trial. Prior to the incident, Harper spent almost an hour talking expansively about the economy in a controlled questionand-answer session with the Ontario Chamber of Commerce. Harper, Liberal Leader Justin Trudeau and NDP Leader Tom Mulcair were all campaigning in Ontario yesterday, where the fate of the province’s ailing manufacturing sector is a key issue. Harper was responding to an attack by

NATIONAL GEOGRAPHIC SELLS MAJORITY STAKE TO FOX WASHINGTON — The 127-year-old non-profit National Geographic Society is selling a majority stake in its media properties, including National Geographic magazine, to 21st Century Fox for $725 million through an expanded partnership. The agreement announced yesterday will give the company controlled by Rupert Murdoch’s family a 73 per cent stake in the new National Geographic Partners venture. The society retains 27 per cent ownership. The arrangement brings together National Geographic’s magazine with its cable channels and other media businesses. National Geographic originally partnered with Fox in 1997 to launch the National Geographic Channel. Officials said aligning the brands will help fuel future growth. The venture will be governed by a board with equal representation from Fox and National Geographic. Declan Moore, a 20-year veteran of the society, will be CEO of National Geographic Partners. The non-profit will retain its National Geographic Museum and plans to double its investment in science, research and education. It is with heartfelt sadness we announce the passing of our beloved mother, Mary Siegrist in Chase, B.C.

December 7, 1956 ~ July 27, 2015 Darrell was born on December 7, 1956 in Vancouver, BC to Doreen and Marcel Skoglund. A few years later, his brother Calvin was born. In 1971, the family moved to Kamloops, BC where they purchased and ran a small motel. Darrell was introduced to the insulation industry by his father while he was still a teenager. He worked for his father’s insulation company, went to trade school and received his journeyman ticket. He became a member of Local 118 in BC and eventually a member of Local 110 in Alberta. Darrel had an outgoing nature and loved the outdoors and fishing so much that in 1984 he bought a remote fishing resort north of Kamloops, BC, which he still had at the time of his passing. Darrel was predeceased by his mother Doreen, father Marcel and son Ryan. He is survived by his wife Joanne, brother Calvin, grandson Tyler, granddaughter Madison and many relatives and friends. There will be a Celebration of Life for Darrel at the Eagles Hall, 755 Tranquille Road, Kamloops, BC at 10:00 a.m. on Saturday, September 12, 2015.

Mary was predeceased by her husband Murray (2002) and greatgrandson Austin Lysak 2002. Mary leaves to mourn her son John Lysak (Dodie), daughters Carol Lysak (LC) and Kelsey Bernard (Serge), three grandchildren, Craig Lysak (Wendy), Royce Lysak and Amber Lysak, as well as seven great-grandchildren, many nieces, nephews and her beloved pets Chloe, Ruby and Phoenix .

Shannon’s station has been met with frenzied support. A community home to roughly 2,000 people, Shannon said Barriere has received The Bear — a monicker borrowed from the town’s mascot, Barry the Bear — with open arms. “We put it on for four months and the town went crazy,” he said. “Everybody loves it. Everybody loves the station.” After the trial period, Shannon shut the station down and started the year-and-a-half-long process of obtaining a licence from the Canadian Radio-television and Telecommunications Commission. For Shannon, the journey to Barriere started as a 15-year-old, pumping gas in Montreal. Not long after emigrating from England, one of his regular customers — also the late-night host at a local station — thought Shannon had the perfect

A longtime broadcaster who toured British Columbia in search of a place to start his own radio station, Shannon couldn’t shake thoughts of Kamloops’ neighbouring community. Eventually, he gave up trying. “I decided on Barriere — to this day, I don’t know why,” Shannon told KTW, sitting at his desk in the two-room studio, home to CHLW 93.1 The Bear. “There was just some kind of magnet that kept drawing me back.” Now, a year and a half into his radio venture,

personality for radio. Despite his love of AM-FM and memories of hiding under the covers and listening to Radio Luxembourg in the dead of night, Shannon had never considered pursuing an onair career. But, when an entry-level job became available, Shannon was talked into applying. He spent his first few months working part time, delivering mail and cleaning cars, working around the station’s office and completing odd jobs. Eventually, he made it out into the field as a newsman, collecting tape for the on-air hosts. In 1969, 46 years ago, he finally got his big break. “There was a flu bug going around in the radio station and every announcer was sick,” Shannon said. He was asked to cover the all-night show and that one opportunity led to the job offer that started his on-air career. “Thank god for that flu bug,” he said with a laugh. See IT, B3

Shannon’s career has taken him across Canada. He hosted shows in Winnipeg, Toronto, Calgary and Vancouver, but Montreal was always home for the 66-year-old. For some reason, Shannon always managed to get ratings in the Quebec city. No matter where his career took him, the bigwigs in la belle province always seemed to lure him back — he returned to his first station five times. Over the years, he built quite a resume. Though he originally started in news radio, Shannon’s love of music drew him to the other side of the business. He interviewed the likes of Burl Ives, Petula Clark, Chris de Burgh, Dan Fogelberg and Ringo Starr. He can be heard banging on a door in the background of John Lennon’s Give Peace a Chance. He twice had James Brown on the air, once in a telephone interview from the singer’s jail cell.

As a news reporter, it was the likes of Quebec premiers René Lévesque and Robert Bourassa. He exchanged a few words with Pierre Elliott Trudeau. He reported over a two-way radio during the FLQ crisis as protestors tried to flip his news cruiser. Life in Barriere is decidedly more quiet than those days, but his audience is no less hungry for its news. Mayor Virginia Smith said the station has been well-received and filled a void even the municipality didn’t know was there. Sponsors were quick to lend support — and not just by buying ads. In the weeks leading up to his first broadcast, a local company saw a six-foot-tall handcarved bear on the highway near Vinsulla and, after many offers, bought it for Shannon. Ever since, Dudley the Bear has adorned The Bear’s front lawn. Barriere’s commitment extends beyond gifts of hibernating mammals, too.

When Shannon sometimes has to shut down the station for maintenance, his phone lights up with calls from people listening in the dead of night, as he once did. “I don’t know what it is about this town, but they love to listen to the radio in the middle of the night,” Shannon said with a laugh. “It’s quarter to three, go to bed.” Knowing all he knows now, he said it’s hard to imagine what he would have done had he not been convinced to give radio a try. The same goes for deciding where to settle The Bear — Cache Creek, Valemount, Clearwater and Logan Lake were other possibilities. Life might be very different. “Somehow, Barriere just seemed to capture me,” he said. “I don’t even know why I moved here, I don’t know why I chose Barriere — it just seemed right. “I guess it was just meant to be.”

olly Lewis can twirl a baton well enough to impress her two boys. She even knows how to toss one and catch it now, thanks to some women she met in a local park, a YouTube video and the guidance of a Kamloops senior who was once a national batontwirling champion. She’s pretty confident she can show her finesse on stage when Miss Caledonia starts at Pavilion Theatre today. It’s the start of Western Canada Theatre’s new season and Lewis shares the play with one other participant, fiddler Christina Cuglietta, who will be at the edge of the stage, bringing her music into play at various moments. Lewis portrays Ontario farm girl Penny Ann Douglas, who plans to escape life on Rural Route 2 Caledonia and find movie stardom — with the first step winning a local beauty pageant. It’s the first time the play by Melody Johnson has been done with someone other than

Johnson in the lead role, Lewis said, a result of the friendship she and husband — WCT artistic director Daryl Cloran — have with the Toronto actor and playwright. Johnson drew her inspiration for the play from her own mother’s experiences as a smalltown Canadian beauty pageant contestant. Her script won two Dora Mavor Moore award nominations in 2013, one each for new play and outstanding performance. The Moore awards are presented by the Toronto Alliance for the Performing Arts and are named for the woman who helped establish professional theatre in Canada. Lewis called Miss Caledonia a memory play, one that begins with Peggy Ann an adult recalling those earlier days in 1955 when her life — up until a fateful day when she found a newspaper notice for the pageant — was dominated by cleaning stalls, baling hay and dodging the chickens pecking at her feet. Determined to win, she sets off on a journey that brings with it love, comedy, a lot of work, optimism and some doses of reality. “It’s about the drive of Peggy Ann,” she said. “That ‘should I go for it?’”

It’s a theme that resonates with her as she juggles her own real-life realities of mom to two young boys, wife, actor and — to her surprise, since she’s not a fan of the sport — hockey mom heading for the rink with her son. “It’s a question of balance,” Lewis said of the script. “The creative versus the farm and getting to talk about something that has real meaning to me.” Lewis portrays all the characters — she estimated there are about 20 of them, including Peggy Ann’s Scottish dad — but she loves Peggy Ann most. “This is the great thing about it,” Lewis said, “Before, when I was just reading it, I was on Peggy’s side but, as we’ve worked on her character, I’ve started to see different sides to her story. I love them all but I really do love her.” Previews run today and tomorrow, with the official opening on Saturday. Show times are 7:30 p.m. on Mondays to Thursdays, 8 p.m. on Fridays and Saturdays with a 2 p.m. matinee on Sept. 19. ondon England —Rollers, Bentleys and Lambos are as plentiful as shopping carts at the local Morrisons supermarket in this exclusive and expen-

sive residential area of the old country’s capital city. The posh wheels in which I tooled around Primrose Hill for a week was not to be found anywhere but the drive of my temporary city home, blocks away from where the late, great Amy Winehouse spent her final sad days.

The 2016 BMW M6 Gran Coupe, priced here at a base price of $129,000, distracted well-dressed locals from their windowshopping. Some shed the coolness and stroked the ‘bonnet’ of the machine, which conceals the massive 4.4litre M turbocharged, 560 horsepower,

V8 engine. Its sporty looks, racy carbon-fibre roof and large air intakes had signalled to them its power. A few guys, one of whom looked like one of those famous Brit actors whose name you can never remember, broke silence and asked me what it was. Well, they knew

it was a Bimmer but wondered at its length. “It’s like one of those darn Yankee cars . . . too damned long for my coach house,” he chuckled and strode off into the book store before I could comment. Yes, at almost five metres in length it was one heck of a challenge to park at the

aforementioned food emporium, protruding considerably into the space behind. But, it was worth the effort because that cavernous trunk, I mean ‘boot’ was ideal for stashing the huge quantity of sweet confectionary my kids insist I purchase every time I visit the land of my birth.

Pleased as punch with my purchase of malt loaf, Chorley cakes, Curly Wurlys and Jelly Babies, to name but a few calorie-packed treats, I headed over to the less than elite area of Camden Town, where hippies still roam. That was a mistake. See SEVEN, B10
