Mayor Steve Price says his community has been working hard to demonstrate that it’s open for business and now it’s a finalist for an award recognizing that effort. Sidney is one of seven finalists in the Open for Business Awards, presented by the B.C. Small Business Roundtable. The award, which has been given out since 2011, comes out of the B.C. government’s creation of the Small Business Accord — a set of principles municipalities can follow to improve support of small business. Sidney is a finalist alongside Abbotsford, Langley, Prince Rupert, Surrey, the Nisga’a Nation and the Tsawwassen First Nation. “We are among the best of the best in B.C.” said Price. The award criteria calls on Steve Price applicants to detail small business outreach initatives, policies, promotion and important economic development opportunities offered in the community. Sidney’s application outlines both its recent Mayor’s Downtown Revitalization Task Force and the summer street market as key small business initiatives. Price said the street market is very popular, with up to 5,000 people every night of the market. In their application, the Town points to benefits such as added employment from the event. May, the incumbent Member of Parliament for Saanich-Gulf Islands and leader of the Green Party of Canada, has worked hard to endear herself to the

Trust, cash to restore

arents of students at Keating Elementary School in Central Saanich got a lousy back to school greeting this week, with word that money raised by a parents’ group has simply
vanished. School District 63 (Saanich) wrote home to parents, telling them that at the end of the last school year, some $40,000 raised for new playground equipment had disappeared from the parent advisory council bank account. The school district and police are investigating and the district says it’s focused on one person, a former member of the council. Time will tell if any of the money will be recovered. If the money was indeed stolen — no charges have been recommended by police at this time — it’s a huge slap in the face to the parents, businesses and others It was money who contributed to the fund raising painstakingly for the school’s raised in the new playground equipment. Their hard community work could very well have been undone by a single person. As the story unfolds, we’re probably going to hear some of the usual complaints that something like this might not have happened if schools — and their playgrounds — were funded better by the province, through the boards of education. This could be used as a minor incident that calls attention to the under funding of our schools — and the fact that parents are, more and more often, called upon to raise money to pay for things that were once covered by the province. In this case, the district has pointed out in a letter to Keating parents, the missing money was ‘non-public’ funds — not monies given to PACs by public sources. It was money painstakingly raised in the community. And that could make its loss all the harder to take. The disappearance of the cash will eventually be explained but getting any of it back is a big question mark. Hopefully members of the Keating PAC are not blamed for the possible actions of one person and can rebuild the trust — and their coffers — to ensure children can play safely at school. Cartoonist should lighten up on Harper Letters to the Editor
As one who spent some 40 years working in and around the media in this province, I look back with nostalgia to the days when editorial cartoonists entertained their readers with wit, irony and humour in their observations of social and political life. The likes of Sid Barron, Yardley Jones, Len Norris, Roy Peterson and Graham Harrop — while at times pointed in their political commentary — did not (and do not) use their space as a sledge hammer week after week to propagandize against one party and one government. Your cartoonist would do well to lighten up on the anti-Harper crusade and try to see the humourous side of the activities and pronouncements of all political parties. Dave Laundy Brentwood Bay

I am trying to trace any relations,a photograph or flying log book of a Second World War Royal Canadian Air Force air gunner Thomas Lloyd Kidd who came from Sidney. Whilst training in the Royal Air Force in No. 78 Squadron, he was in a flying accident on October, 16, 1941. He was in a Whitley bomber and it crashed while making a forced landing in a field not far from its base at
R.A.F. Middleton St. George. Of the four aircrew on board only Thomas escaped from having injuries. The other three all survived but were seriously burned as the aircraft caught fire. Thomas was born in 1918 and he died in 2007 in Saanich. Selfless action I have to tell you of a selfless act done without any hesitation. Today, a man tried to get off a bus at Wallace and West Saanich in Brentwood Bay. He was very weak. A woman took his arm and walked with him to sit on a bench. She then gave him her own cane and her own water bottle. The bus driver checked to see if he wanted further assistance which was declined. Two gentleman came to his aid also. I witnessed the best in a human being today. This elderly, frail lady did not hesitate to help someone else in need. When the driver asked how she would cope, pulling her grocery cart to the store and home again she simply said that although it would not be easy, she would manage and that she would pray for that man. Concerns with a proposed four story building on Fourth Street in Sidney have driven changes to the developer’s plans, however neighbours may still face a larger building than they’d like. Sidney’s Advisory Planning Commission (APC) met Sept. 1 to discuss the proposed mixed-use residential and commercial building after Town council sent the matter to them for review. Initially, proponent Norman Homes had sought parking and density variances to allow for a 16-unit building with another two units of commercial space. Current zoning rules only allow seven units, with potential for a bonus density allotment of 11. Norman Homes’ Norm Verbrugge says they wanted 16 to try to meet some of the Town’s affordable housing objectives in its Official Community Plan.

Their initial design had a variety of unit sizes, including micro units, with a price range of between $200,000 and $250,000. Verbrugge said the building would have the same footprint and with only 11 units, not only would they be bigger in size, but also cost a lot more, in the $400,000 range. The move to redesign the building, he continued, comes in the wake of public concerns over the density question, as well as a lack of parking. The change, he said, means the company won’t have to seek a park-
ing bylaw variance — meaning there would be adequate parking for the fewer units (15 stalls for 11 units, plus four stalls for the commercial spaces) — and nor would they ask to have the Town’s downtown Local Area Plan extended around the building to accommodate the jump in density. However the size and mass of the structure, said Verbrugge, would remain essentially the same. It was the size and shape of the building that had some members of the APC ques-
tioning its ft with the rest of the neighbourhood. “I feel four storeys is out of context with the surrounding buildings,” said APC member Dennis Carlsen. Tara Cumming added she doesn’t like the four-storey design in the area, noting it looks considerably higher than the neighbouring condos building to the north. “I think it doesn’t fit and a redesign for 11 units with the same mass isn’t going to help things.” APC chairperson Kelly Bull-Tomer added

Market and Mayor’s Task Force high on Sidney’s list Continued from page 1

Sidney also outlines the work done by its Mayor’s Task Force in 2014. That group’s recommendations included jobs for a variety of business groups. For the
Town specifically, it asked it to review key policies to enhance economic development and to support groups like the Sidney Business Improvement Area (SBIA). The BIA itself receives $25,000 from the Town to help pay for an events coordinator position. “It’s not just one thing that we’re doing,” Price said. “We are doing so much, for such a small town.” This year, Price noted the
Town is continuing to look the recommendations out of the Task Force. One of those is the process to create a local area plan in West Sidney. This plan will review land use and create a plan to help direct future growth and investment in the community’s light industrial area. Richard Talbot, spokesperson for the Support Our Sidney (SOS) group, says anything that commits the
Town to supporting the downtown business area is helpful. SOS was formed prior to the 2014 municipal election and styles itself as a watchdog group on small business issues. Talbot himself is a retail consultant. He said the information in the Town’s application is true, but much of it has yet to be acted upon, specifically the recommendations out of the Mayor’s Task Force.
Price countered that by saying Sidney is currently looking for members of its new economic development commission. Its mandate will be to retain business and co-ordinate marketing and more with the Saanich Peninsula and Greater Victoria region. Their application also pointed out council has rolled the task force recommendations into its priorities for this year. Winners of the Open for
Business Awards — which included Central Saanich in 2013 — receive $10,000 to support success and growth of local small business. If they win, Sidney has said they’ll use the money to support the work of its economic development commission. The awards will be announced at the Union of B.C. Municipalities conference Sept. 21 to 25 in Vancouver.

Sidney is hoping for a role alongside its Greater Victoria partners in regional economic development. The Town is currently looking for members of its new economic development commission, a body that will “enhance economic succession in Sidney” and take on the goals set out in the 2014 Mayor’s Task Force on Downtown Revitalization. Mayor Steve Price, who was a Town councillor at the time of the task force, says he foresees the commission working closely with groups like the Sidney Business Improvement Area on issues of business retention and expansion. Price added the new body’s mandate will go beyond Sidney and work with the Saanich Peninsula Chamber of Commerce and the Greater Victoria Economic Development Association. Price said he envisions a hub of economic activity, with Sidney having a role in a regional body. “We can’t work in isolation,” he explained. “But by starting with a focus on Beacon Avenue, it can expand its vision to get a greater picture for a more regional and even international draw.” The regional economic development idea is fairly new, he continued. anadian country star Brett Kissel has had quite the summer, playing on one of country music’s biggest stages — the Grand Ole Opry. It’s a dream come true for the Alberta native who was in Sidney Sept. 4, performing songs off his new album Pick Me Up which hits the stands today (Friday, Sept. 11). The Mary Winspear Centre crowd were on their feet before the show was even over, as he wowed them to tears with his song I Didn’t Fall In Love With Your Hair, a song close to his heart. “It’s a very unique song, it’s very special,” he said during a backstage interview with the PNR. “(The song) touches on cancer, which is very, very important in my family because my mom has been battling cancer for many years so it’s for her as well as it’s for my wife Cecilia thinking that if I ever went through something like that the way that my dad went through it as a spouse … well there’s no doubt it’s a song that’s very special and it touches on something that I don’t think many songs if any song in country

on Aug. 29, a show he has dreamed of performing on for so long and a show that has seen some of the biggest names in country music. “It’s tough to put it into words because it was so special,” he said. “It’s something I’ve wanted to do all my career is play that stage and when I look down at these boots and I realized I’m in that sacred circle where Johnny Cash has stood before and Garth Brooks has stood there and they all had their first times, and I had my first time
… I can’t put that feeling into words.” Even though he’s performed some big shows, he said performing at the Mary Winspear Centre where the crowd is a lot smaller than the shows he usually performs, was exciting. He said he gets the opportunity to be intimate with his fans. Written by two of his friends in Nashville, Kissel said the title track on Pick Me Up is also a special song, because it touches on a difficult break up. “It’s just so well written and so well produced that it needed to be on the record and we feel it could be the biggest song on the album.” Kissel will be performing this weekend as part of Country Music Week at IrvingOil FanFest in Halifax and he said it’s one of his favourite events at the CCMAs to attend as a fan. “I’ve attended for the last few years and I’ve performed, but when I was younger I loved Fanfest the most so now that I get to be on the other side of the stage and I’m now on looking on at the crowd. It’s like one of those things that you know ... ‘okay I’ve arrived, I’m here now’ and its really cool,” he said. Kissel will be in full Canadian country music awards mode — which he said is going to keep him and the band busy for a while — as he starts his first headline cross-Canada tour, playing 50 concerts from coast to coast, including the Territories.

County Line, a band usually seen at The Duke Saloon downtown Victoria every Thursday night, are putting together an EP for fans. The band opened for Brett Kissel Sept. 4 at Sidney’s Mary Winspear Centre. Their new EP is drawn from both the backgrounds of lead female vocalist Megan Johns and male vocalist Hayden Cyr. Cyr says the short album has a Lady Antebellum “We closed meets Brad Paisley and down the whole Keith Urban type feel to it, with Johns singing most of weekend (at the songs. Sunfest). ” “She’s probably the stron ger singer of the two of us, – Megan Johns it’s going to be featuring mostly her,” said Cyr. The group is no stranger to big stars like Kissel, as they also played at the Island’s biggest country show, Sunfest in the Cowichan Valley, for the first time this summer. “It was amazing. We closed down the whole weekend so we were the last band that played on the Sunday night after Thomas Rhett,” said Johns of their experience at Sunfest. In terms of opening for Kissel, Cyr said he’s happy to see him doing so well. “It’s so great to see a Canadian artist doing what he’s doing, getting the airplay on Grand Ole Opry, it’s just awesome. It’s encouraging to see that he’s doing so well,” he said. Canadian guitarist, Jesse Cook, who will be at the Mary Winspear Centre for a sold out show on Sept. 19, discussed his journey with the guitar, his ninth studio album and his take on big crowds. Cook has been to Vancouver Island many times before, but says he has not yet been to Sidney. And his favourite part of coming to the Island? The ferry ride. “It’s always a highlight for me of the Canadian tour. We cross the country just so I can take that ferry.” He says it’s been a great experience to travel and if you asked him when he was a teenager, he would have never imagined being to even a quarter of the places he’s been like China, Japan and Singapore. “I feel incredibly fortunate that music has allowed me to kind of live this dream to travel all over the world.” Cook’s interest in music began fairly early in his life and he thought back, telling the PNR he has to rely on what his mother told him, which was that he began on his little toy guitar when he was around two or three, walking around, strumming it for all to hear. His earliest memories are taking guitar lessons as a little kid. He laughed, saying he was that kid with the huge guitar case, lugging it everywhere with him. “Music has always been a part of my life. It’s not something that I’ve ever really questioned, like why I love it or how I came to love it, because it’s always just been there. “There have been friends who have come and gone in my life and music’s just always been there.” He classifies his guitar style as a hybrid. His first teacher was a Flamenco instructor and after attending a guitar academy in Toronto, Cook was moved on to classical teachers. When he was 13 he realized that he was working hard at classical and didn’t enjoy it as much. After taking a bit of a break from the guitar, one of Cook’s friends

was interested in learning how to play and Cook agreed to do it. In teaching his friend, Cook says he began to see how much fun the guitar really was and said that the classical style just sucked the fun right out of him. That led to a break from playing. “When I kind of came back to the guitar, I wasn’t doing it to please teachers, I was doing it just for myself,” he said.

He later played in a rock band and began studying jazz, later getting back into Flamenco. He says Flamenco is a word used incorrectly outside of Spain and he says he hears it in pop songs, saying that people aren’t aware of what it really is. “I think Flamenco is one of those things that people kind of think ‘oh I love Flamenco, it’s those high heels and the accordion,’ and
you realize they are talking about Argentinian Tango or Salsa but they’re not talking about Flamenco.” Cook describes it as gypsy music from Spain. “They were great musicians and they we’re often hired to entertain people at parties and they were also great at kind of absorbing whatever the local music is and then giving it their own twist.” There are some elements of Flamenco in how Cook plays the guitar, but there are also other elements like jazz and world music, so he calls it a hybrid. When it comes to each of his records, Cook tries to go somewhere different each time. “On this record the place I wanted to go to was kind of like a modern Constantinople. “I always imagined that there were musicians from every culture kind of busking in the local square and what kind of hybrids would they have created and I wanted to do a sort of modern Constantinople, where you not only have music from different parts of the world but also electronica mixing in with ancient instruments and everything sort of meeting on equal terms.” Please see: Some of the best shows, page 20

One year in, Seniors’ Advocate issues report VICTORIA — Isobel Mackenzie says the first year in her role as B.C.’s Seniors Advocate has been a busy one, from hearing from more than 10,000 seniors to launching a series of information and referral services. In her first report since taking on the job a year ago, Mackenzie outlines the Officer of the Seniors’ Advocate’s accomplishments to reach their goal of creating systemic change. One of those accomplishments has been thier creation of website input forms for information gathering. Launched in the fall of 2014, the website, www.seniorsadvocatebc.ca, features an input form that inquires about: • Issues that impact a large number of seniors that should be brought to the attention of the OSA • Ideas, solutions and comments related to those issues • Location by postal code, to identify where an issue is of concern
• Information about the submitter’s housing situation and whether the individual is living in an urban, rural or remote location • If desired, contact information of the submitter to enable the OSA to follow up for further information The first input forms were received in mid-October. An average of 10 submissions were received a month, resulting in more than 50 submissions by the end of March 2015. Various themes were raised through online submissions: • Transportation: Across the province, the difficulty seniors face in getting to medical appointments, treatments, the pharmacy, or social activities, especially once they no longer drive, was the focus of many submissions. • Inappropriate prescribing: Some submissions were from family members who were concerned a parent, usually with dementia in a residential care facility, was

being given too many medications. • Needing to move for housing and services: Submissions told how previously independent seniors had to move great distances because no support existed where they lived. • Financial Issues: Many submissions gave details of financial difficulties, such as the inability to pay for vision aids, hearing aids, and dental care. • Lack of choice and autonomy: Submissions detailed instances where competent seniors were being forced into situations not of their own choosing. Mackenzie’s annual report was released at the end of August. It details four reports issued by her office and her effort to appoint a 30-member Council of Advisers (COA), all of whom are seniors —one of whom is from Saanichton. Seniors political forum Sept. 29 at SHOAL SIDNEY — Seniors can have a strong impact on the outcome of any election — and this October’s federal contest is not any different. To help people — and the candidates — know the concerns around seniors’ issues, the Greater Victoria chapter of the Canadian Association of Retired Persons (CARP) is hosting an all candidates forum in Sidney. The forum will take place Sept. 29 from 2 to 4 p.m. at the SHOAL Centre at 10030 Resthaven Drive. Moderated by Bruce Williams of CFAX Radio, candidates will be asked their parties’ position on issues such as: • health care for seniors • pharmacare • affordable housing • pension and pension reform • older workers • caregiver support. Candidates will have more than one opportunity to speak to these and other issues. Participants in the forum will also have a chance to ask questions. — News staff

Cook says when it comes to performing live, it’s a form of communication and observing the audience is something they respond to. “Whatever they do affects how we play, sometimes we’ll change the arrangements, we’ll do fast songs if people are dancing,” he says. There may be hype with big concerts of thousands of people, but for Cook it’s all about the feel of the crowd. “Some of the best shows we’ve ever done have been in little night clubs and some of the weirdest shows we’ve ever done have been in front of 70,000 people.” He says the big crowds often feel very anonymous to him. “Its kind of weird, there’s so many people that it can almost feel like there’s a big gulf between you and them. “You know you do something and you can hear the sound kind of going out and it takes a lot longer for their reaction to come back to the stage and it comes in waves,” he explains.

Condo construction to outpace single family homes in the region VICTORIA — Housing starts in British Columbia’s urban areas were trending at 31,696 units in August compared to 31,099 units in July, according to Canada Mortgage and Housing Corporation (CMHC). The trend is a six-month moving average of the monthly seasonally adjusted annual rates (SAAR) of housing starts. Urban areas are centres with a population of 10,000 or more people. “Housing starts in British Columbia have been trending higher over the past three months, due to gains in multiple-family starts,” said Carol Frketich, CMHC Regional Economist for B.C. “Single-detached starts have remained relatively stable since February. Gains in multiple-family starts have been driven by a combination of rental and condominium projects,” said Frketich. Housing starts are forecast
