KITIMAT - The Hirsch Creek Golf and Winter Club has been given a $60,000 advance from Kitimat Council. Councillors voted unanimously in favour of a motion to release a $60,000 advance to the club “on an agreement in principle that [the golf club] continues to operate the Club’s operations and that the District acquires surplus lands surrounding the golf course.” Since last November there’s been discussion about the town acquiring lands in the White-
sail area that belong to the golf course, which tied in to discussion of monies for the club from the town. In February the golf club asked for $162,000 in financial aid. Debate about that whole amount hasn’t taken place and will be included in the 2015 year end financial and operations report to council, staff say. Discussions at the staff level about the town acquiring the lands are continuing to take place. Mario Feldhoff noted in the debate to provide the $60,000 that an earlier presentation from
the golf course observed that there were immediate spending needs on curling rink equipment to get that portion of the operations going this year. Those costs in theory, said Feldhoff, could use up the entire $60,000. He said he hopes to hear more about those needs, if they are time sensitive issues, in the coming weeks. In an August presentation to council, club President Robin Lapointe pointed to a number of items the club will have to pay for in the coming months. The immense snow dump in February crushed their driving
range cover and they’ll need to replace that. A technician’s report on the curling rink’s condenser revealed it would have to be raised, which is estimated to cost $30,000. Another $30,000 is estimated to replace the dehumidifier in the curling rink as well. The cost for the driving range cover is estimated at $40,000, but that is a temporary budget, and may be reduced once the board finds out how much industrial donation will fit in to it. He said the steel for the project has already been donated, but costs such as equipment are so far unknown.

Rupert rezoning sought PRINCE RUPERT - Residents will soon have their opportunity to weigh in a proposal that would rezone the Masonic Hall to light industrial in order allow the storage of furniture. The concept, which would include the construction of a driveway leading to a dock area on the eastern side of the building, came before Prince Rupert city council for second reading on Sept. 1. Noting that there were concerns raised by residents related to noise, increased traffic and the impact on property values, city planner Zeno Krekic said such a rezoning request is becoming more common. “The City of Prince Rupert is at the brink of some major industrial development and whilst we are sometimes overrun with proposals, applications, speculation and interest, one of the areas that is sadly lacking in Prince Rupert is industrial land use. That is equally important for light industrial and heavy industrial,” he told council. “While all this is taking place, developers are not willing to invest in developing industrial land, so we are caught in a situation that often translates into conversations ... where ideas about using areas in residential or commercial areas for light industrial use. That is kind of counter-intuitive
to planning principles. This is not the only application of this nature, but is the only application that has reached this far.” Despite the potential issues related to industrial use in residential areas and concerns of nearby residents, council gave the rezoning second reading in order to move the process toward a public hearing. “It would be prudent for us to move forward to the public hearing stage to hear from residents that are going to be impacted because we have already heard some of those concerns, whether it be traffic or altering the character of the neighbourhood ... I think a lot of people understand the balance we are trying to strike. This project addresses the shortage of industrial land with that permitted use, it encourages small business development, it encourages greater investment in Prince Rupert and it enhances our tax base as well,” said Coun. Blair Mirau. “This proposal definitely warrants further consideration.” While the proponent was asked to provide information on the use of swampers to aid the trucks in delivery and whether or not the backup beepers could be silenced, Krekic noted that a covenant would be placed on the recently rezoned site that would limit light industrial use to the storage of furniture.

PRINCE RUPERT - The newest judge to serve the North Coast was welcomed to the bench on Thursday afternoon in a packed ceremony that included friends, family and colleagues. Dwight Stewart, who has served three years as Crown Counsel in Prince Rupert but has been practicing law for more than 16 years, was welcomed by provincial Chief Judge T. Crabtree, his former colleagues from the Crown Counsel office, the Law Society of British Columbia, the Haida Restorative Justice Program and several others.
PRINCE RUPERT - The North Coast, once identified as an area significantly lacking in support for youth mental health and substance abuse concerns, is quickly becoming a hotbed of activity in addressing those very topics. In addition to Northern Health adding a full-time psychiatric liaison nurse position to the Prince Rupert Regional Hospital this fall, a new collaborative is scheduled to hit Prince Rupert next week that will identify gaps in services and contribute solutions to youth mental health and substance abuse issues. The Child and Youth Mental Health and Substance Use (CYMHSU) Collaborative, a program of the SharedCare initiative, is a provincial-based partnership between the Doctors of BC and the B.C. Ministry of Health with the goal of increasing the number of children, youth and their families receiving timely access to integrated mental health and substance use services. The collaborative’s purpose, in addition to helping with timely care, is to position the children, youth and families themselves in a place where they can influence decisions related to the program, its design and clinical practice and policy development. The SharedCare initiative has had input from three different B.C. ministries, including the Ministry of Health, Ministry of Children and Family De-
velopment (MCFD) and the Ministry of Education. “The collaborative responds to invitations by the communities,” said CYMHSU Collaborative project director Valerie Tregillus last week, adding that it was a MCFD leader for Prince Rupert, who contacted the organization. An exploratory conversation will take place next Tuesday, Sept. 15 from 12 – 2 p.m. at the Prince Rupert Library meeting room. There, the program will be outlined to any and all stakeholders in the community who work with children and youth mental health. “We listen to the community – what issues they are experiencing, then we’ll provide background information on the collaborative, and then if we feel like the collaborative can add value to the community, then we’ll talk about next steps, which will be a technical briefing, and then [the local attendees] can proceed on to creating a local action team,” said Tregillus. Local action teams are at the heart of the program. They are grassroots participants who identify gaps in care and develop solutions to problems occurring in their area. They bring community partners together to share information to make necessary local, regional and provincial changes. “Anyone who interacts with children, youth and their families should be in the room. That can be local government First Nations leaders, commu-
nity agencies, schools, school boards, Northern Health, MCFD, RCMP, etc...,” said the project lead. The action teams then take their findings to provincial working groups set up by SharedCare, who have the ability to effect change at multiple levels of government and influence. Some of the initial results that have formed out of the local action teams and provincial working groups have been creating service inventories, including websites to navigate local CYMHSU supports and services, increasing the number of school counsellors, providing family doctors for ‘unattached’ youth and children in crisis and providing a single place to access services and support for youth aged 1625 transitioning to the adult system. Tregillus and the collaborative have already begun talks in various locations across the north, from Masset and Prince Rupert, to Prince George, Kitimat, Burns Lake, Fort St. James, Fraser Lake, Vanderhoof, Quesnel and Valemount. “We’re finding that the situations that people are describing in the north are very compelling and need some support and I think this is a great way of adding value and support to local people trying to create solutions,” said the director. The new curriculum is being phased in this year for Kindergarten to Grade 9, with higher grades still in development. Bernier said this year it will be up to local school districts and teachers to begin implementing it before it becomes mandatory in 2015-16. VICTORIA - With communicable diseases such as whooping cough and measles making a comeback, Provincial Health Officer Dr. Perry Kendall is reminding parents to make sure their children’s vaccines are up to date as they return to school. “By the time a child reaches five or six years old, he or she should have received booster shots that protect against measles, polio, chicken pox, whooping cough and more, and kids in Grade 6 and 9 should receive follow-up vaccinations,” Kendall said. “This is all part of B.C.’s free, routine immunization program.” Parents can now sign up for free text message reminders at immunizebc.ca/reminders, and the website also offers a smartphone app to manage immunization records. Kendall advocates that B.C. should join Ontario and New Brunswick in requiring parents to provide vaccination records when children are enrolled in school. Vaccinations themselves would not be mandatory, but the records would allow schools to exclude unprotected children during outbreaks of communicable disease, and give public health authorities an opportunity to help parents fill gaps in their children’s protection.

PORT EDWARD - The Canadian Environmental Assessment Agency (CEAA) says it is considering new research which shows juvenile salmon from more than 40 populations converge at the Flora Bank estuary near Lelu Island, the site of a proposed LNG processing facility. Simon Fraser University scientist Jonathan Moore said the marine environment at Flora Bank had the highest abundances of different salmon species compared to other regions of the estuary. Moore said the research suggests the proposed LNG terminal has more far-reaching risks than previously recognized. “Salmon came from over 40 populations from throughout the Skeena watershed and beyond that are harvested in at least 10 different First Nations territories,” said Moore. “This is at least twice as many First Nations as were consulted during the assessment process. The LNG terminal proposed for the Flora Bank region poses risks to fish and First Nations fisheries throughout the Skeena Watershed.” Moore’s findings are based on genetic testing conducted at the Flora Bank site in partnership with the Lax Kw’alaams Fisheries Stewardship program. He said the CEAA should take the new research into account when preparing its assessment of the facility. “We’re calling for CEAA to recognize the risks posed not just to local fish and fisheries but to the entire watershed,” he said.
“This letter is hopefully a public call. I think there’s a great opportunity for CEAA to use this science to consider the true scale of consequences when they are considering balancing environment and jobs, and jobs not just for LNG but jobs for a salmonbased economy.” He said First Nations that harvest salmon from populations which are found in the Flora Bank area should also be consulted. CEAA spokesperson Karen Fish said the agency would consider new relevant information released during the assessment period. She said the agency was Karen Fish aware of Moore’s findings. “Some of the studies’ findings were presented by Aboriginal groups to the Agency and the (Pacific NorthWest LNG) technical working group as part of the environmental assessment,” she said. “The Agency is carefully assessing the potential effects of the project on fish and fish habitat, in collaboration with experts from Fisheries and Oceans Canada and Natural Resources Canada ... included in this assessment is an examination of potential effects on Flora Bank and on marine species, including salmon that rear and migrate upstream from Flora Bank on the Skeena River, taking into consideration measures to prevent or mitigate these potential effects.” Fish said measures to protect fish and their habitats would be part of legally binding conditions if the project was allowed to proceed. Petronas has applied to the CEAA for environmental approval to build its Pacific NorthWest LNG processing and export facility in Port Edward.

KITIMAT - The Christ the King Parish in Kitimat is putting a new spin on an annual event. This year the parish is hosting a Community Fall Fayre — yes Fayre— which will bring together food and activites for all ages on September 19. Fayre, if you’re wonder-
ing, is an old-fashioned spelling of the more familiar ‘fair’. The event will include a Kids Corner for activities, which will also see the appearance of Flopsy the bunny who will star in his own gameshow. Any further details will have to wait for Flopsy’s showtime that day. Other events will include singers and performers, and a car wash by donation. There will also be mer-
chants at tables and even in the parking lot, where there will be Kitimat’s first car-boot sale. All this takes place from 11 a.m. to 2 p.m. Money raised at the event through donations and vendor fees will be donated to Syrian refugee relief through the Canadian Catholic Organization for Development and Peace. There will be bottle and can collections at the event too.
There will be a “White Elephant Table” where donated items will be sold too. You can donate items for that table at the church basement on September 11 and 18 from 3 to 4:30 p.m. and again from 7 p.m. to 8:30 p.m. You can also drop off items on September 12 from 12 p.m. to 1:30 p.m. Anyone looking for more information about the event can call 250-632-2490 or email tbilina@telus.net.

TERRACE - In what is now a tradition, breakfast on the Riverboat Days Weekend Sunday, which was Aug. 2 this year, is put on by the City of Terrace with the assistance of a number of donors. Beneficiaries this year of cheques for $503.15 each were the Terrace Churches Food Bank and the Salvation Army. From the left are Peter Versteege from Daybreak Farms, Steve Sawatzky from the Terrace Churches Food Bank, Captains Jim and Debbie VanderHeyden from the Salvation Army and Terrace city councillor Brian Downie. Other donors included Save-on-Foods, McDonald’s and Northwest Community College. This is the third year for the breakfast.
TERRACE - The city has accepted a challenge from a southern municipality and is now challenging others in the region to see who can raise the most money per resident in support of the annual Terry Fox Hometown Run to be held Sept. 20 in Port Coquitlam. Last year residents here raised $2,600 and city council hopes to hit the $12,000 mark this year. The challenge was issued by Greg Moore, mayor of Fox’s hometown of Port Coquitlam. “I am challenging each of you to raise one dollar per resident,” he told mayors across the country. In 1981 Fox famously ran for cancer research and raised $24.1 million by generating an average of one donated dollar per person in Canada. He had to cut the run short when his cancer returned. The country’s population has since risen such that $35 million must be raised to match the target this year of one dollar per person in Canada. “I am super excited to get involved,” said councillor Stacey Tyers, who suggested challenging Smithers mayor Taylor Bachrach. The challenge has now been extended to Kitimat and Prince Rupert. In the past Terrace has faced off with Smithers during Bike to Work Week which the city to the east handily won. “The challenge creates momentum,” said councillor Brian Downie. “We can build on it from other years.” To reach the one dollar per Terrace resident mark mayor Carol Leclerc said partnering with local orga-
nizations would be a good strategy.

Lack of fuel truck reroutes Rupert flights through Terrace

PRINCE RUPERT - The Prince Rupert Airport is apologizing after a number of flights to Vancouver had to make their way to Terrace enroute to Vancouver due to an issue with the fuel truck. “The fuel truck had to be taken out of service as a precaution to protect the travelling public due to a concern brought forward during our daily inspections of the fuel truck,” reads a statement from the Prince Rupert Airport Authority, noting a replacement truck was brought in and fueling service returned to normal on Sept. 2. “The Prince Rupert Airport apologizes to our valued customers for any inconvenience caused by not having aviation fuel available at the airport from Aug. 28 to Sept. 1.” Hawkair president Jay Dilley said they were told the fuel truck was unserviceable while one of their flights was in the air, resulting in the need to divert to Terrace. “Later they issued a [Notice to Airmen] saying fuel was not available ... what happened is we had to fly over to Terrace which means extra navigational charges, extra fuel and delays for our guests. It

affects not only flights from Rupert but also our next flight because it goes somewhere else. It has a big impact,” he said, noting approximately four flights were impacted. “It’s a tough situation for the airport and they have always been a good partner for us. We understand, but it does have a pretty big impact for us.” Debra Williams, manager of corporate communications for Jazz Aviation, confirmed that the airline did need to utilize fueling services at the Northwest Regional Airport in the interim but declined to provide a number for how many flights or passengers needed to be rerouted.

Michael L. Fulljames May 17, 1946 - August 30, 2015
Mike passed peacefully after a short illness at St. Mary’s hospital, Sechelt BC. He will be greatly missed by all people who knew him. Curling was a passion, both for the sport and people he met. But, soccer was his game. He played as a youth in England and continued until shortly before his passing. When he couldn’t play, he would coach whenever he could. He is survived by his wife Bette Ann, daughters, Tammy and Ann. Mother Joyce and brother Wayne.

June 11, 1960 to Sepember 5, 2015 It is with the heaviest of hearts that our family shares the passing of Wesley Lief Hegglund; taken from us unexpectedly in the waters off of Nootka Sound, Vancouver Island on September 5th 2015. Wesley was born on June 11th 1960 in Duncan BC, to parents Earl and Dorthy Hegglund and is survived by his father Earl, wife Angela, son Cory Burton (Staci), siblings Carl Hegglund Jr (Mary-Anne), John Hegglund (Amanda), Vicki Fenton (Tim), Maria Rose (Andrew); his nieces and nephews Aaron, Courtenay, Hannah, Tor, Dakota, Daniel, Max, Riley, Shelby, Jackson, Olivia and Demi; and great niece and nephew Lily and Easton. Wes graduated with an honours degree in Hard Knocks from Hecate Straight University; an institution reserved for only the toughest commercial fishermen on the westcoast. Through hard work and determination he attained his lifelong ambition of becoming a commercial fishing vessel Captain - a career he enjoyed immensely. He married his best friend and true love Angela in July 2000, and after moving to back to Vancouver Island they continued building their life together with their friend’s and family here in the Cowichan Valley. A Celebration of life is scheduled for Saturday 12th September 2015 at 2pm at the Crofton Community Centre, 8104 Musgrave. All are welcome to attend and celebrate Wes’s life. In lieu of flowers, donations in Wes’s name are being gratefully accepted for the Crofton Sea Walk c/o the Crofton Community Centre. A lover not a fighter, Wes was and will always be, “the best man,” in his life and work. Loved by all who knew him, he will be deeply missed.

Minior hockey rules begin to tighten

PRINCE RUPERT - It’s hard to imagine that part of the qualifications to be a certified coach or even on-ice volunteer in B.C. is a three-hour online test, but that’s the new reality for minor hockey in the province. More akin to a driver’s exam than a hockey drill, all Prince Rupert Minor Hockey Association (PRMHA) coaches, volunteers and anyone interacting with the players onice or off, have been taking the lengthy ‘Respect in Sport’ on-
line course – a test they must pass to even set foot behind the bench. “It’s probably been in effect for about three or four years,” said PRMHA head coach and Initiation A and B bench boss Gary Coons last week. “Any new parents that want to come out and just help out, they have to [have completed] Respect in Sport and [all coaches and volunteers] must have a criminal record check and then you’re allowed on the ice. Once you get up to house league, you need different certifications and qualifications to
be on the bench and rep hockey as well and so on ... there’s quite a laundry list of credentials coaches need now.” The course is mandated in PRMHA and across Hockey Canada and is described as “a tool to assist coaches in identifying and dealing with abuse, neglect, harassment and bullying in sport”. Respect in Sport (RIS) includes audio and visual presentations in the curriculum, presentations, quizzes and printable handouts. The three hours within the course can be split up into six
different half-hour segments to make it easier for the participant. By Sept. 1 of this year, all PRMHA coaches and on-ice volunteers must have taken the course and it also must be renewed every four years. “We’re going through the process right now of identifying coaches who need to update it, but new coaches, division managers, people working in the canteen – I think it’s an expectation that everybody takes Respect in Sport ... Wwe’re letting people know if their certification [status] runs out,” said Coons.
TERRACE -Terrace’s Roller Derby Association is launching a new junior training program for young people to try out the sport. The eight-week training program will build roller skating skills, with training first focused on teaching youth how to stop and how to fall safely, said junior coach Tarea Roberge. Geared to anyone ages 12-18, the program starts out no contact. “You have to be at a certain level to be allowed to play contact derby,” said Roberge. “At a younger level it starts out with a lot of positional blocking, so it’s getting in front of people and stopping them rather than hitting them… No one is allowed to hit until they are deemed safe to do so [by coaches].” The program will start October 4, with youths meeting every Sunday for eight weeks at the Thornhill Secondary School gym. Despite the Terrace roller derby Nightmares being a ladies-only team, Roberge says boys are welcome to the junior training program. They might start a youth co-ed team, or there are opportunities for male refs or coaches, she said. Since the program is geared toward youths who want to try the sport without committing and buying all the gear, junior skaters can sign out and use league equipment for training. After this eight-week training wraps up, Roberge says they plan to launch a junior team called the Night Terrors. With a 14-person roster, Roberge foresees it taking a bit of time to build up the interest and skills, but eventually they want to have the Night Terrors play games alongside the Nightmares. The latter averages two home games and up to four away games per year, mostly against Prince George and Quesnel. The Nightmares are also starting a Fresh Meat program October 4, for adults who want to try the sport.
