agreement will ensure that any and all health services, from the planning stage to the provisioning stage, will include input from Métis and all Aboriginal people in Ktunaxa territory.” Whitehead signed see Ktunaxa page 4

Canfor to close Canal Flats mill by Brian Coombs
Workers at the Canfor Corp. Canal Flats sawmill will see their last day at the mill on November 9. “A lack of economically available fibre supply for our Canal Flats operation, combined with depressed market conditions in the oil and gas and lumber markets that it serves, have brought operating losses we can no longer sustain,” said Canfor President and CEO Don Kayne. “We recognize this decision will be difficult for our employees and the community of Canal Flats, and we are committed to doing what we can to ease that transition.” The mill closure will cost the 750-resident community around 70 jobs and it is the second time in a year that the village has been targeted for layoffs. In May, the company had reduced work at the mill from two shifts to one, resulting in more than 80 layoffs.
Doug Singer, president of United Steelworkers Local 1-405, said that the announcement “... came out of the blue” and that he felt that after the May layoffs, things were going well at the mill. A spokesperson for Canfor, Corinee Stavness, blamed the closure on recent downturns in the oil, gas and lumber markets that the mill served. Fo r Norm Macdonald, MLA for Columbia River - Revelstoke, the closure was something he could see coming due to government legislation. “I am not particularly surprised that Canfor has made the decision to close the sawmill in Canal Flats, as forest corporations no longer have any responsibility to mill wood near where it is harvested, or to take into consideration the effects of their business decisions on the communities they work in,”
said Macdonald. What Macdonald was referring to was the 2003 Forestry Revitalization Plan. This plan removed any appurtenance obligation from the forest companies to mill their product at the closest available mill. In a press release, Macdonald noted that in March of 2015, Canal Flats Mayor Ute Juras wrote to Steve Thomson, Minister of Forests with concerns about a possible upcoming closure. In may, the minister wrote back. “In this case, it is not within my authority to compel any action on the part of Canfor that is not specifically detailed in legislation. While there is little that can be done to directly influence Forest Act agreement holders’ business decisions, I remain hopeful that Canal Flats’ history of encouraging investment and building effective partnerships with industry will contin-
ue to serve it well for years to come,” stated Thomson in his letter. According to the 2015 Canfor Corporation Quarter Two Interim Report, the company “... reported net income attributable to shareholders (“shareholder net income”) of $11.1 million, or $0.08 per share, for the second quarter of 2015, compared to $29.3 million, or $0.22 per share, for the first quarter of 2015 and $54.3 million, or $0.39 per share, for the second quarter of 2014. For the six months ended June 30, 2015, the Company’s shareholder net income was $40.4 million, or $0.30 per share, compared to shareholder net income of $99.8 million, or $0.72 per share, reported for the first half of 2014.” A Canfor representative said that all measures will be taken to employ the laid off workers at other mills in BC and Alberta.

the agreement with Métis Nation British Columbia regional director for the Kootenays Marilynn Taylor, Social Investment Sector Council chair Codie Morigeau, Metis Nation British Columbia Minister responsible for Health, Vice-President Annette Maurice at the Ktunaxa Nation Government Building.
“I believe that by making our planning processes as inclusive as possible, this inclusiveness will be reflected through better health outcomes for Métis, Ktunaxa and all Aboriginal people,” concluded Whitehead. The purpose of the Health Services Letter of Understanding between the Ktunaxa and Metis Nation aims to broaden the relationship by ensuring programs and services
Monday, September 14, 2015 Kootenay News Advertiser are funded through Interior Health Authority (IHA). “ C o l l ab o r at ive ly, they will make recommendations to IHA that will improve IHA’s service/program delivery, access, evaluation etc. The Nations will also work together to create wellness plans with outcome targets,” wrote regional social governance co-ordinator Melanie Gould by email. “Through this working relation-
ship, the two Nations want to ensure IHA is positively contributing to improved health outcomes for all Aboriginal people in the territory.” Ms. Gould added the goal is to close gaps in health care by working together to improve results for First Nation families and to set up a working committee to get started. The Columbia Valley Métis Association
president Debra Fisher was eager to find out the details of the new Health Protocol Agreement and pleased to see the Métis community would be included in the plans. “It’s Métis Nation BC so we would be included,” she confirmed on Wednesday, September 2nd. Whitehead remains optimistic the Health Protocol Agreement would be beneficial for
everyone. “The health and well-being of all Aboriginal people, not just Ktunaxa people, who reside in Ktunaxa territory, is a top priority of the Ktunaxa Nation,” Ms. Whitehead said by email. “This signing of this document affirms our commitment to ensuring that all voices are heard and counted in any health-related programming.” But the demands of
building a relationship together do not end there. “The Ktunaxa Nation has a long and productive relationship with the Métis Nation British Columbia,” said Ms. Whitehead by email. “I am pleased that we can continue to work together on something so important as the health of our citizens.”

And Kendall has added his voice to that of the Canadian Medical Association, calling for mandatory declaration of vaccination when children enrol at school, as is done in Ontario and New Brunswick. The CMA voted at its annual meeting in late August for other provinces to follow suit, requiring immunization records but allowing exemptions for medical or religious reasons. Doctors also called for development of a national database to pull together records scattered between doctors’ offices and schools. “By the time a child

That means excluding unvaccinated children from school during an outbreak, and offering parents the chance to fill gaps in their protection. “Unvaccinated children are at risk themselves, but they also

This is a tremendous opportunity for local businesses.” Mr. Stefanson will share best practices tips that will help businesses build customer loyalty and shed light on how to address complaints before they escalate to a regulatory body. In addition, Dan will offer insight into other dispute resolution options, including Consumer Protection BC’s own experience with online dispute resolution. The workshop is being held at the Heritage Hotel and Conference Centre Tuesday, September 22 starting at 7am. This hot breakfast event is open to members and non-members for a subsidized KUNG FU
price of $20 per person. BACKGROUND C o n s u m e r Protection BC is a provincial regulator that is responsible for the licensing and oversight over seven industries as well as the regulation of certain consumer transactions. The

The Weekday View
Opinion: School’s in, time to slow it down by Brian Coombs What do you call someone who can barely speak proper English, with just about zero writing skills, a non-existent grip on math or politics, poor motor skills and little to no perceptive abilities? If they are short, you generally call them a little kid. The streets are once again filled with these inexperienced ragamuffins as they go

back to school for another year. The above-mentioned deficiencies have nothing to do with intellect. They just show the lack of experience and education that comes with growing older and going to school. And this lack of experience means that occasionally these kids will jaywalk. They will also not get off their bikes to cross a road and they may even chase a ball (or other
kid) into the road. While these actions are wrong, they are kids and pretty much by definition have an excuse for their behaviour. Drivers however, are another matter. Just by being old enough to have a licence is supposed to indicate a level of judgement, experience and intellect placing the driver far beyond the capacities of a small child. And yet, being in an office that borders a playground zone, its pretty clear some people are incapable of learning. The school and play-
ground zones in the city don’t change very often. That 30 kph school zone that was there last year is still there, even if there isn’t an RCMP officer to remind you of that. Seriously, if you are driving to work in a place the size of Cranbrook, the difference it makes slowing down a bit for a couple hundred metres is literally only seconds. Instead of arriving for work at 7:55 a.m., you arrive at 7:55:15 a.m. It’s true that some drivers will knowingly take your kids life in their hands to save those few seconds.
For that group, I have nothing to say—they are foul human beings and nothing anyone can say will mean anything to their selfish brains. People who pass you in a school zone fall into this group. But the vast majority knows that school zones are there to save lives. We know that children tend to be unpredictable and like the deer you see at the side of the highway, we know to look for more of them just out of our range of vision. We also know that slowing down gives us more of a chance to
see that kid who wanders blithely out into traffic, tunnel-vision fixed on their phone. Part of the reason why we know these things is that while we are now adults, we were all once kids. We all did stupid things and most of us can thank our lucky stars that at least a few nameless adults out there kept their eyes open. But we are human. From time to time, you sometimes forget you were in a school zone, (unless there is an RCMP officer there to remind you with a ticket). What
we can’t forget is that there could be an unimaginable price to pay should we speed through a school or playground zone and hit a child. So you can find an alternate route that has no school or playground zones, or you can just slow down. And if you happen to forget and can’t for the life of you figure out why the person in front of you has just dropped their speed by 20 kph, just relax, do not tailgate, and use the extra few seconds to remember. Children are our future.

DORATTY: It is with great sadness that we announce the passing of Marie Vivian (Molly) Doratty at 88 years of age on Monday, September 7, 2015. She was born in Aspen Grove, B.C. on September 3, 1927 to loving parents Alrick Gustav Larson and Jessie Frances Swanson. Her early years were spent in Blakeburn, B.C. The family moved to Fernie and then to Natal in 1941 where she met Bob Doratty, the love of her life and soul mate. On May 3, 1947 they were married and enjoyed 66 wonderful years together raising their five children. Our beloved Mother, Grandmother and GG will forever be remembered for her devotion to her husband and her large expansive family. She was happiest and most proud when surrounded by those she loved. Our hearts were touched by this wonderful person who we were blessed to have in our lives. She leaves a great example for all to follow about lasting marriages, and about raising children in a secure household. Our cherished Matriarch was a person of many talents and hobbies including being a gifted quilter who created amazing quilts for her entire family. She served as a Councillor for 12 years on the Sparwood Town Council, was a lifetime Golf Club member and was a talented curler who won many bonspiels through the years. She was involved with the Catholic Women’s League and recently received her 60 year pin. Molly worked at the Post Office for 12 years. She was a keen traveller and travelled to Japan, Mexico, and also attended the 40th, 50th, and 60th D-Day Anniversaries in Europe. Molly is survived by her children Bob (Rose) Doratty, Lorna (Roland) Perri, Judy (Roger) Berdusco, Kathy (Andy) Wilson, and Nancy (Rob) Roulston; 13 grandchildren: Russell (Annie), Robert, Lauren (Christian), Alana (David), Diana (Brett), Kirsten (Rob), Jeff (Tegan) , Dan (Melanie), Jillian (Zoltan), Kayla, Cara, Pearce, and Brett, and 10 great grandchildren: Zoe, Desmond, Hazel, Gus, Chase, Sydne, Julius, Mia, Seren, and Brooke. She is also survived by her sister Sheila Little, and her brother-in-law Brian Doratty as well as several nieces and nephews. She was predeceased by her husband Robert Doratty, her parents, her sister Harriet Pacey and her brother Charles Larson. The family would like to thank Dr. Shawna Dawe for her never ending support, and Dr. Paul Michael and all the doctors and nurses at the East Kootenay Regional Hospital who assisted in her care. We would also like to thank all the wonderful staff at Joseph Creek in Cranbrook and Lilac Terrace in Sparwood for helping to make Mom feel at home. Funeral Service were held on Saturday, September 12, 2015 at St. Michael’s Catholic Church in Sparwood with Father Marcel Cote, Celebrant. Donations in Molly’s memory may be made to Elk Valley Seniors Housing Society (Lilac Terrace ), P.O. Box 1587, Sparwood, B.C. V0B 2GO. Jazz master bringing trio to Studio 64 by Mike Redfern One of western Canada’s most highly acclaimed jazz drumming masters, Tyler Hornby, will be performing with his B3 Trio at Studio 64 in Kimberley on Saturday, September 26. Formed by Hornby in 2013, the Tyler Hornby B3 Trio features guitar, Hammond B3 Jazz organ, and drums. The trio released its first album, Locus, in 2014 which was nominated for the Western Canada Music Awards (WCMA) Best Jazz Recoding of the Year. It features Aaron Young on guitar, New York City organist Pat Bianchi on the B3 organ, and Tyler Hornby on drums. Hornby started his drumming career at age 10, his earliest performances being with his Calgary high school big band and jazz combo. He went on to obtain a Bachelor of Music degree in jazz from the University of Calgary in 1998 and a Master’s degree in Jazz Performance & Pedagogy from the University of Colorado in 2006. He honed his craft with a number of acclaimed musicians, performing with the Calgary Philharmonic and with Decidedly Jazz Danceworks among others. As a soloist Tyler Hornby has performed on more than 30 recording, including four of his own, and has performed at festivals in North & South America and Europe. His first solo album was selected for a national jazz compilation album, ‘Dig Your Roots’ and his first Tyler Hornby Quartet recording, ‘A Road to Remember’, was nominated for the WCMA Best Jazz Recording of the Year in 2011. Hornby has composed and directed music for several live productions. He has developed workshops and clinics in Canada, the USA, Germany, Italy, Poland, and Venezuela. He is the founder and director of the Drumset Educational Camp at Mount Royal Conservatory in Calgary. Immediately before appearing in Studio 64 in Kimberley with his B3 Trio on September 26, Hornby
will be performing at the Western Canadian Music Awards in Victoria on September 20 where his latest release, Launch,
