It was a trip or rather a climb up memory lane for about two dozen people who laced up for the United Way Trail and District's Storm the Stairs event Saturday. Executive director Naomi McKimmie was floored by the results Monday, as she counted nearly $5,750 raised, double last year's traditional Day in the Park. Top fundraisers included Sandi MacArthur, who brought in $1,050, Tara DeJong at $465 and Brenda Sukkau, coming in at $425. “The event went great,” said McKimmie. “We were very happy with the day's results. The block party wasn't as well-attended as we'd hoped, but that's due to holding it the same weekend as Golden City Days.” Weaving through West Trail via the iconic covered stairs and running or walking four kilometres in between proved to be difficult but short lived for participants, who were heated up and some even raring to go again. Trail's Jen Dickson didn't have time to catch her breath because she had a ball tournament to get to right after completing the organization's campaign kickoff event. Funds raised will be invested in local programs and services through the 2015 Campaign Fund. And for many, helping an organization that backs so many in the community was reason enough to sign up. “I haven't done the

The new Trail pipe/pedestrian bridge will break ground in October, says city mayor Mike Martin. His words follow Trail council awarding the $12.23 million project to a Calgary company Friday afternoon. Martin maintains the walking platform will not impact city taxpayers even though the bid is $2 million-plus above budget. But that doesn't mean the project won't affect property taxes come June. What will impact taxpayers in Trail, Rossland and Warfield is the utility part of the bridge, which is a new waste-carrying pipeline strung shore-to-shore underneath the pedestrian deck. The three regional sewer partners agreed to a $3 million increase in the Regional District of Kootenay Boundary (RDKB) borrowing bylaw last week to get the utility built, after tenders came in well above the 2014 negotiated contribution of $4.2 million. Before the province amends the RDKB loan authorization to $7.2 million, however, certain conditions have to be met. First, the three municipalities must each host a public consultation process to inform taxpayers about the loan increase and potential tax impacts. Trail council will hold its public meeting Thursday, though the time won't be released until later today (Tuesday). Warfield's public session is slated for Thursday beginning at 7 p.m. in the village's community hall. “We will be providing an overview of the sewer pipe costs,” confirmed Warfield Mayor Ted Pahl. “And sharing how we made the decision we did to support this.” Rossland has scheduled a public drop-in session Friday from 4 p.m. to 7 p.m. at its city hall. Rossland Mayor Kathy Moore says citizens are invited to attend and learn about the bridge deal as well as give council their comments. Trail council unanimously agreed to proceed with the Graham Infrastructure LP bid Friday, subject to the necessary inclusion conditions by the Ministry of Community, Sport and Cultural Development related to the regional loan amendment. The sun was shinning on Rossland’s Golden City Days over the weekend. The annual outhouse races once again proved to be a highlight. The Squeeze Team (left) and the Sh*t Disturbers, a.k.a the young and not-as-young LaFonds, raced against each other in a heat of the annual Outhouse Races. The money received from the United Way, he said, covers the costs that fall outside the responsibilities of School District 20 and the Ministry of Education. “(The funding) supports a full-time therapist, who works with our students and some of the challenges they may face in their young lives, as well as some of activities involved in the adventure-base learning (equipment and supplies),” he added. “It really is a community partnership and without organizations like the
United Way, it’s very difficult for us to support the program,” he explained. “But we’ve received great support from the United Way and many other organizations like Kootenay Savings, Atco Wood Products and a variety of others so we’re extremely grateful and pleased that the community of Trail and the broader community is supporting the Take a Hike program.” Kent sported a yodel.org T-shirt, boasting the online fundraising platform that United Way used for the event. “Being local and having worked with Naomi lots on other projects through other hats I wear, I wanted to come out and support what they’re doing and see how it worked for them,” he said. He was headed up to Golden City Days next to man the Rossland Youth

FROM PAGE 1 Following the public consultation process, an approval by the ministry’s Inspector of Municipalities is required as well as the final adoption with the RDKB. “The regional sewer service members are very hopeful that the ministry and Inspector of Municipalities will see the merits of this project and the potential to save the regional sewer service millions of dollars,” said Martin. “As well as to address the real need to remove the existing sewer
line off the Old Bridge.” Moore reiterated the Trail mayor’s comments saying all three municipalities are aware of the aging infrastructure and the need to replace it. “The bridge (Old Trail Bridge) has been condemned for a number of years,” said Moore. “Though chances are it’s not going to fall into the river tomorrow, we cannot risk a leak or an environmental disaster. So it was important that we get a solution after working on this for years.”

A BBQ will also be held at the organization’s office (855 Farwell St.) downtown from 11 a.m. to 1:30 p.m. that day.

Protest stunts distract from real efforts
“
I am tired of managing poverty.” The words of Lake Babine Nation Chief Wilf Adam were quoted by both Aboriginal Relations Minister John Rustad and Premier Christy Clark at their second annual meeting with aboriginal leaders around the province. In her closing remarks, Clark repeated her aim to continue economic development and resource revenue sharing that have dominated the government’s approach in recent years. “Let’s eliminate poverty in First Nations communities,” she said, adding “the only way we can fight poverty is to grow the economy.” Not surprisingly, Clark’s chosen example was the potential of liquefied natural gas development for the Haisla Nation near Kitimat. That and similar proposals require new gas pipelines. And as is customary in B.C., what people most often hear
about are threats and wild claims regarding protests such as the Unist’ot’en camp near Smithers, set up to block a gas pipeline. There was a round of this in late August, after Grand Chief Stewart Phillip of the militant Union of B.C. Indian Chiefs claimed hundreds of RCMP officers were about to descend on the camp. This echoed previous false claims made by self-styled anarchists such as Victoria’s Zoe Blunt, who has been organizing outside support for the camp for the last couple of years. Media jumped at the prospect of another Gustafson Lake-style confrontation. This prompted an unusual statement from Cpl. Janelle Shoihet of the North District RCMP. “To clarify, the B.C. RCMP has no intention of ‘taking down the camp’ set up by the Unist’ot’en,” she said, emphasizing that police are not taking sides or acting as security for

pipeline exploration crews being harassed by protesters, who have token support from a couple of dissident members of a Wet’suwet’en clan. Four elected chiefs of the Wet’suwet’en issued their own statement, to correct media coverage that represents the Unist’ot’en as speaking for their communities. “Our Nations support responsible resource development as a way to bring First Nations out of poverty and bring opportunities for our young people,” said Burns Lake Band Chief Dan George. Wet’suwet’en First
Nation Chief Karen Ogen said job and benefit agreements for the Coastal GasLink pipeline were entered into after careful consideration, and she objected to protests from outsiders, some from outside the country. “Sustainability means standing on our own two feet, providing our young people with good paying jobs, and reducing the 40 to 60 per cent unemployment we now experience,” Ogen said. Haisla Nation Chief Councillor Ellis Ross has no time for crude oil projects, but he has been working towards gasrelated development as long as anyone. Ross spoke out in support of the elected Wet’suwet’en chiefs in their efforts to resolve the dispute with Unist’ot’en members. “Opposition is the easiest job in the world,” he said. “What is difficult is finding an answer when a First Nations mother has concerns about her child’s
future. “Politicians are quick to shout out sound bites and get into camera shots, but where are the cameras when another First Nations member takes their own life or when they pass away from highway/alcohol related deaths?” Ross noted that recent court decisions have put B.C. aboriginal leaders in the best position they have ever had, with governments and development project proponents coming to them “with inclusion in mind” after decades of resource development that has passed them by. You wouldn’t know it most days, but First Nations along both the Coastal GasLink and Pacific Trails gas pipelines have agreed to them. Warfield council listened to its citizens
A public meeting was held in Warfield, Aug. 11, to address a proposal for a rezoning application Mr. and Mrs. Larose presented a business plan for the property and their realtor, Mr. Alibone, spoke in support of their proposal. The meeting was not held to quash a new business idea as presented in the Trail Times (“Council quashes new business idea,” Trail Times Sept. 8). It was not to criticize a business proposal or to approve or deny a business license. It was held to address a request to change a property in a residential area to a zoning that would allow com-
mercial use. With the number of already vacant commercial properties in this area must we look to rezoning residential property? As reported in the Trail Times (“Residents voice opposition to converting vacant church,” Trail Times Aug. 13), of the 30 residents who chose to attend the public meeting bringing forward questions and concerns, those in attendance were not in favor of the change. In fact, no one at the meeting other Mr. and Mrs. Larose and their realtor spoke in favor of the proposed change. Mr. Larose indicates in the Times of Sept. 8 “I think they
got scared off by 20 people from a community of 1,400. And I don’t think that’s fair.” As only three people spoke in favor of this proposal, would it have been fair to disregard the number who spoke against it? Had council supported the application would it have been fair to say they had been “scared” into it by only three people “from a community of 1400”? Warfield council did what they are supposed do. They listened to both sides and made a decision based on the consensus of those they were elected to represent. Gordon Trotter Warfield
How to help refugee crisis locally Thank you for your interest in the work of the West Kootenay Friends of Refugees and our new Eritrean family (“Choosing refugees to help a heart-wrenching process for WK group,” Trail Times Sept. 9). People are visiting our website and at least one sizeable contribution has been made online. We really appreciate the support. Sponsoring one small family does little to address the problems of the 60 million people now living as refugees in our world. It’s hard for small groups of people like us to influence governments who have created such difficult situations for their citizens that they feel there is no choice but to flee. However, until we can
figure out an effective way to do that, we might as well help where we can. Think globally but act locally. The WKFoR would like to invite the people of Trail to join us in this effort. Your city is perfectly set up to welcome newcomers. The climate is moderate, rents are reasonable and all the services required by new citizens are available in the downtown core. Many of your residents understand and can empathize with the immigrant and refugee experience. The Canadian government has promised to streamline the process for sponsoring Syrians, so that would be a good place to start. All that is required is a small group of committed citizens prepared to do some
fundraising, planning and hands on work. You could start by researching how to access some of Christy Clark’s newly announced million dollars to support sponsorship in B.C. Our group in Rossland has experience and a willingness to help with any aspects of the process that seem daunting. If we can do it, you can too. Candidates asked to speak on seniors’ issues The Trail Society for the Protection and Care of Seniors (SPCS) is hosting a Federal Candidates meeting with interested area Seniors on Thursday, September 17, 2015 at the Trail United Church (1300 Pine Avenue), beginning at 1 p.m. The specific focus of the meetings is to hear and respond to the candidate positions on Seniors Health Care at the National level. While the provinces are primarily responsible for the delivery of direct health care service, the federal government can have a major impact on how they are carried out in accordance with the Canada Health Act. The SPCS has identified several areas of concern from seniors and other advocacy groups: negotiation of a new Health Accord with the provinces; protection of Medicare, the universal and publicly funded health care system; prohibition of parallel, for-profit private care systems; provision of adequate funding to sustain and improve the public system; implementation of a National
Pharmacare program; investing in a National Seniors Health Care strategy; restoration of health care funding for refugees (important given the current crisis); more clear steps to ensure the enforcement of the Canada Health Act. Questions and comments from the audience through an “open mic” will be encouraged after each candidate makes a 10-15 minute presentation on their approach and position in regard to seniors health care at the national level. Then the candidate will have an opportunity to respond and make a closing statement. The sessions will be moderated by a member of our SPCS group and we will adhere to the focus of the meetings, which is to give seniors a voice on health issues in the campaign. There will also be an opportunity for individuals to sign a health care “pledge” where she or he signals the intent to vote for candidates who in turn commit to the maintenance and improvement of the Canadian public health care
system. Both Connie Denesiuk, Liberal and Richard Cannings, New Democrat, are confirmed to the meetings with seniors on the above date and time with Denesiuk to do so between 1 and 2 p.m. while Mr. Cannings will be there between 2 and 3 p.m. Unfortunately, we have been advised in the two days prior to my letter that Marshall Neufeld, the Conservative candidate has chosen not to attend these important meetings with seniors. We are hopefully he may commit to come to Trail later in the campaign. Refreshments will be served before and after each session to minimize distraction from the important issues to be discussed. Helen Beatrice White June 4, 1932 – May 22, 2015 Mrs. Helen White of High River, Alberta passed away on Friday, May 22, 2015 at the High River Hospital at the age of 82 years. Helen is survived by her husband of 57 years Arnold “Arnie” White; son Glen (Sylvia) and their children Shane (Angela), Lance (Renee) and Nicole (Clark) all of Saskatoon, Saskatchewan; son Gary and his children Alan, Hayley and Jake all of Olds, Alberta; son Bruce of Calgary, Alberta and many great-grandchildren. On September 6, 2015 William (Bill) James Meneer passed away peacefully in Nakusp, B.C. as a result of complications with diabetes. Bill was born in 1953 in Trail where he lived until 1973 when he left to attend BCIT where he trained as a chef. He returned to live in Rossland in the early 1980s where he met and married Marsha Stewart who predeceased him in 1999. Since 1992 he has resided in Nakusp where he practiced his cooking talents in many of the local restaurants. His lovely yard and garden at his house in Nakusp was evidence of his love of gardening. Bill was a loving husband, son, brother, uncle and friend to many. He will be sadly missed by his family - stepmother, Doreen Meneer, sister, Leigh Meneer Howard (Abbotsford), nephew, Evan Howard (Melbourne, Australia) and niece, Kelly Howard (Melbourne, Australia). A special thank you for the excellent care that was given to Bill in the Arrow Lakes Hospital. In Bill’s final hours of life he was given comfort and was treated with great dignity by the emergency paramedics, nurses, care aids and doctors. The care could not have been better. Seniors advocate finds holes in home support BY TOM FLETCHER Black Press
A third of people caring for a frail senior at home are in distress, and yet some provincial supports such as adult day programs remain under-used, according to a new report from B.C.’s Seniors Advocate. A survey of health assessments for 30,000 B.C. seniors found that the majority of those who report fatigue and other stresses from caring for a relative or friend aren’t using provincial programs. B.C. offers three kinds of respite services, adult day programs, respite beds in care facilities that offer care for up to 30 days at a time, and home support visits from care aides. Seniors Advocate Isobel Mackenzie said availability of programs is better in urban areas than rural ones, but in general B.C. offers less respite care than Alberta and has more unpaid caregivers reporting distress. Mackenzie says increasing availability for adult day programs could reduce emergency visits from complex home care patients by a third, and hospital admissions by half, detecting medication or other health problems before they produce a hospital visit. One puzzling result from the survey is that while there are waiting lists for adult day programs in B.C., one out of four spaces is empty each day. Mackenzie said there may be logistical problems with home care patients, such as
a need to attend medical appointments at the same time as the day program is offered. Mackenzie isn’t suggesting government-paid substitutes can replace volunteer caregivers, most of whom are spouses or other relatives, but says they should have more opportunities to take a break. “Caregivers do it all,” she said. “Sometimes it is is simple as driving mum to the doctor’s office. Other times it is as complicated as insulin injections or changing catheter bags. “Sometimes it is dropping in on mum and dad at the end of the work day and other times it is living with your wife of 65-plus years as she surrenders to the ravages of dementia, does not know who you are, cannot be left alone and must be fed and toileted.” Health Minister Terry Lake said the province has increased investments in home health services over the past 10 years, and is working with health authorities to shift from hospital to home-care as the population ages. Mackenzie said the number of adult day program clients and days utilized has declined in the last three years, and the number of respite beds at care facilities also appears to be down. The survey found that only half of the clients registered for home support reported receiving a home visit in the previous seven days. Flu-monitoring program seeks health practitioners to evaluate illnesses
THE CANADIAN PRESS VANCOUVER - The BC Centre for Disease Control says the flu season begins in a just a few weeks and more doctors and nurses must help monitor outbreaks while evaluating the quality of this year’s vaccine. Health care practitioners are urged to join the Canadian Sentinel Practitioner Surveillance Network, which has sites in Alberta, Ontario and Quebec. The unique system helps track the effectiveness of tailor-made flu jabs produced annually to match changing strains of the flu virus.

Dr. Danuta Skowronski of B.C.’s disease control centre hopes more doctors and nurses in the western province will agree to receive special kits to evaluate flu-like illnesses, and human responses to new vaccines. There’s concern because the 2014 influenza vaccine was a poor match for the H3N2 virus that caused most of the outbreaks last fall and winter. Skowronski says that meant care facilities were hit by the highest number of flu cases in more than a decade, so the potency of new vaccines must be closely observed.

A Cominco Arena crowd of close to 1,300 fans was hoping the Trail Smoke Eaters game against the Vernon Vipers on Saturday would be a repeat of Trail’s 5-3 victory in Vernon Friday, but the Vipers gained a measure of revenge winning 5-2 to earn a split. “Knowing that if we go and win a game on the road against Vernon in their home opener, I think we would have liked to finish it off tonight, take care of our home ice and establish kind of that dominance on Vernon early in the year,” said Trail assistant coach Craig Clare following the game. “But they came out with a better effort than us tonight and for whatever reason we didn’t have the legs we had yesterday.” Vernon captain Colton McCarthy netted what proved to be the winner on the power play midway through the first period on a setup from Bo Pellah and Trail native Riley Brandt. Smokie goalie Bailey MacBurnie stopped Pellah’s point shot, but McCarthy jumped on the rebound and fire it into the open net to give Vernon a 3-1 lead, as the Vipers outshot the Smokies 13-12 in the period. “I thought coming in tonight, our first period was a lot better and more businesslike with our group,” said Viper’s coach Mark Ferner. “It’s a tough game to play, especially when there’s so many penalties, and it’s early in the year. You hope your power play can take advantage, and I thought our penalty kill did a pretty good job, and our goaltending was good too.” The Vipers caught the Smokies flat-footed in the first, scoring twice in the first six minutes. Michael Roberts took a pass from Joe Cipollone in the slot and beat MacBurnie on a quick wrist shot to the top corner at 3:44, before Cipollone benefitted from a Trail turnover and wired one off the post to give the Vipers a 2-0 lead. “They were playing catch up on us all last night,” said Clare. “But tonight they got

In Friday’s match, Vernon native and Smokies assistant captain, Harlan Orr, scored the winning goal in Trail’s 5-3 victory on what was a triumphant return to his hometown. The Beaver Valley Nitehawks had a solid start to the 2015-16 season, going unbeaten in KIJHL action on the opening weekend, with a 5-3 win over the Spokane Braves on Friday, followed by a thrilling 3-2 victory over the Kelowna Chiefs on Saturday at the Beaver Valley Arena. Nitehawks forward Devin Nemes broke a 2-2 tie on a power play with 4:20 remaining in the third period to give the Hawks their second victory in as many days. The Nitehawks enjoyed a two-man advantage after the Chiefs took back-to-back delay of game penalties, and just as the first one was expiring, Hawks defenceman Jake Yuris sent a pass to Allan Pruss who found Nemes in front of the net for the winner. Brandon Wells earned his first win in goal for the Nitehawks in a game that saw Wells and Chiefs’ goalie Brady Lenardon come up big and receive player-of-the-game nods, as the Hawks outshot the Chiefs 38-36. Jace Weegar opened the scoring with a power play goal at 7:25 of the first with assists going to Yuris and Dylan Heppler. THE ASSOCIATED PRESS NEW YORK - Former California Gov. Arnold Schwarzenegger will try to fill Donald Trump’s shoes on “The Celebrity Apprentice.” NBC announced Monday that the movie star and two-term governor is the new host of the competition show, which will return to the network for the 2016 television season. Trump made the show a success, with first regular folks and then celebrities competing in business-related tasks. In seven seasons, NBC said “The Celebrity Apprentice” has helped raise more than $15 million for charity. There’s no word on whether Schwarzenegger will replace Trump’s “you’re fired” catchphrase with his own “you’re terminated.”

THE ASSOCIATED PRESS LOS ANGELES - “The Perfect Guy” and “The Visit” sailed past modest opening weekend expectations - and budgets - locking in debuts in the mid-$20 million range thanks in part to good timing and robust female turnout. “The Perfect Guy,” a PG-13 rated thriller starring Sanaa Lathan and Michael Ealy, secured the first place spot with $26.7 million, according to Rentrak estimates on Sunday. The Sony/Screen Gems film cost only $12 million to produce. M. Night Shyamalan’s nail-biter “The Visit,” a $5 million production from micro-budget horror-makers Blumhouse, took a close second with an estimated $25.7 million for distributor Universal. Female audiences helped “The Perfect Guy” shoot to the No. 1 spot. An estimated 69 per cent were women and 58 per cent over the age of 25. “The Visit” also saw a majority female audience (60 per cent) on opening weekend, although existing crowds gave this one a B- CinemaScore. This is the eighth successful $20-plus million opening for producer Jason Blum’s Blumhouse Productions, which specializes in micro-budget horror films including the “Insidious” and “Paranormal Activity” series. In third place, “War Room” continues to prove mightily powerful with $7.4 million in its third weekend in theatres, but the faith-based categorization isn’t always a sure revelation. “90 Minutes in Heaven,” a Christian film starring Kate Bosworth, opened in ninth place to only $2.2 million from 878 locations. “A Walk in the Woods” and “Mission: Impossible - Rogue Nation” rounded out the top five with $4.7 million and $4.2 million, respectively. “Mission: Impossible” also earned a gigantic $91.3 million internationally this weekend, with China accounting for $86 million of the total. This weekend was in some ways the last gasp before the fall movie season starts in earnest with a number of high profile releases. “Both ‘The Perfect Guy’ and ‘The Visit’ took full advantage of a perfect release date before ‘Sicario,’ ‘Everest,’ ‘Black Mass,’ and ‘The Scorch Trials’ all open,” said Dergarabedian. “It’s going to be a veritable traffic jam at the box office next weekend.”

Dear Annie: Last summer, our family spent all of our time helping my newly widowed mother-in-law fix up her large home, which had become run down during her husband’s long illness. During one of the days I took off to help, she backed into the side of our car, causing damage. The repair estimate was $1,000, but she didn’t want to claim it on her insurance for fear her rates would go up. My husband didn’t want to ask her to pay, so we simply drove around with a giant dent in our car. Last week, we were in an accident and our car was totaled. The value we received was reduced due to the prior damage. My husband and I work public service jobs with low wages, and my mother-in-law often talks about how she’s investing her half-million dollars.
