Council approves development permit and variances for new arena
Council approved the development permit and variances for the proposed arena development project, the West Fraser Centre. The new 1,300-seat West Fraser Centre will be placed on a new site that will consolidate five parcels of land and a section of roadway and will include a new 73-space parking lot. Two previous studies indicate that the proposed 73-space parking lot, combined with surrounding public offsite parking and private parking sites, is sufficient parking for this proposed arena development. allow for required building setbacks and a provision for off-street parking spaces. An encroachment agreement will be required to allow the front entrance way of the West Fraser Centre to encroach over the building’s front lot line. Council approved entering into a Memorandum of Understanding with the Ministry of Transportation and Infrastructure that includes a provision where major events held on this site should not occur during street peak hours and should the event occur during street peak hours, the City would require
event organizers to arrange for traffic control provisions to restrict certain traffic movement. Council approved the City’s Public Works crews to relocate the City’s utility mainlines for the new West Fraser Centre, rather than a general contractor, as a means to save money and time on this project. The building footprint for the West Fraser Centre is over the City’s existing water, sewer and stormwater mainlines. Public works will move these utilities and prepare the building site at an estimated cost of $294,460 which is within the budget set for this portion of the project
and will be recovered from the North Cariboo Recreation and Parks budget. The majority of this project is scheduled to start October/November 2015 before the ground freezes; with the final installation of the sanitary sewer line expected to be completed in April 2016 once the ground has thawed.

Proposed Group Day Care – Intervention Services
for Autism
Council approved First and Second Bylaw readings of Bylaw 1775 that would permit the use of a proposed Group Day Care at 1341 Pentland Crescent. This zone amendment application is for the use of a Group Day Care that would allow intervention services for children and youth with an autism diagnosis. The proposal is to use the premises exclusively for the intervention services with no residential use. The Public Hearing Date has been set for Monday, Oct. 5 at 6:30 p.m. at City Hall inside Council Chambers.

uesnel has done an outstanding job of setting up three days of cultural events for the public to enjoy, Sept. 25 – 27 across the community. Beginning, Sept. 25, with the Great Sidewalk Challenge which sees elementary students creating sidewalks full of imaginative artwork. The Art Centre studio is offering drop in art 11 a.m. – 2 p.m. with painting, collage and clay while the art gallery atrium will have hands-on all-ages painting from 10 a.m. – 4 p.m. (while you there check out the current show Convergence); The Quensel Museum showcases Bill Caughlan as their artist in residence and also presenting the documentary C.D. Hoy; mural artist Leigh Cassidy will be leading a tour of the Little People hydrants throughout the downtown core; looking for Aboriginal Heritage take the self-directed walking tour along the Riverfront trail. On Saturday, Sept. 26, drop by Brenda Gardiner’s Shabby Chic garden, 1302 Lakeview Drive, between 10 a.m. – 5 p.m. for a whimsical journey of relics and rust; again Arts Centre studio is offering drop-in art and hands-on painting; take a short drive to Bouchie Lake for the Harvest Festival at the Bouchie Lake Country Store; but don’t miss the collaborative art project in Spirit Square where a wild and wacky nest will be constructed over two days; another short drive to 2958 Gook Road brings you to the Gold Pan Grannies plant and harvest event, 9 a.m. –1 p.m.; Bill Caughlin is again at the museum as well as workshops on Caring for Your Heirlooms and Recording your story for Posterity; as always, take in the entertainment a the Farmers’ Market; the museum jumps on board on Saturday with story telling from 2 – 3 p.m.; from 11 a.m. – 2 p.m. there will be art and music in LeBoardais Park. Northern Health encourages immunization after outbreak
A pertussis (whooping cough) outbreak has been declared by local health authorities in northern Alberta and in parts of Saskatchewan. As we are seeing an expected seasonal increase of pertussis in northern B.C., Northern Health recommends residents ensure they are up to date for routine immunizations, including pertussis. You may have heard lots of conversation in the media lately about vaccine preventable diseases such as measles, mumps, and whooping cough (pertussis) cases. Fortunately, due to vaccination most of us have never seen these diseases and their devastating
effects. This is because vaccines have been very effective in helping control the spread of these diseases. Vaccines have saved more lives in Canada than any other medical intervention in the past 50 years. In reality these diseases haven’t disappeared and if immunization rates drop or we stop immunizing the diseases will come back. In many cases these diseases are just a plane ride away. For example in 2014, the Fraser Valley experienced a measles outbreak of over 400 cases. The outbreak was linked to a family returning from a trip overseas where a child was infected with measles.
Baker Creek Society welcomes new member The Baker Creek Enhancement Society – Nature Education and Resource Centre (NERC) would like to welcome our newest member! Her name is Shelly and she is 30 years young. Shelly is a Red-eared Slider. Red-eared Sliders are not a native species to BC. They have been introduced to BC and are known as an invasive species. Red-eared Sliders look similar to one of BC’s Native species, the Western Painted Turtle. What is the distinguishing feature that makes it possible to tell the two different species apart? You guessed it, the red “ears”. We are pleased to have Shelly at the Nature Centre with us as she is a valuable educational asset. We welcome everyone to come into the Nature Centre, Located in West Fraser Timber Park, to say hello to our newest member. Staff at NERC would just like to remind people that if you have a pet that you no longer want, or can no longer take care of, to make sure that it is properly re-homed and that it does not get released into the wild. As doing so can disrupt the natural balance of the aquatic ecosystem, and can damage native turtle and amphibian populations. Fruit gleaning program kicks off
Quesnel’s WildSafeBC program will be partnering with other local volunteer groups and businesses to carry out a Fruit Gleaning Program within the City of Quesnel to remove all surplus fruit or fruit that residents are unable to utilize or dispose of. Of note, WildSafeBC will be participating in Culture Days Saturday, September 26, 2015 from 9 a.m. to 2 p.m. for year-end fruit picking and clean up. Specifically, fruit gleaning pertains to the removal of all types of fruit to prevent attracting wildlife (i.e. bears, deer, etc.) which in turn will keep the

community safe and protect wildlife well-being. Fruit that is of good enough quality for use will be separated and distributed to local aid organizations. The remainder will be disposed of at local agricultural operations or safely disposed of at the local landfill. Retail, real estate keep B.C. in black TOM FLETCHER Black Press The B.C. government is on track for a surplus of $277 million for the fiscal year ending next spring, despite a costly forest fire season and a continued decline in revenues from natural gas and other resource revenues. Finance Minister Mike de Jong released results from the first quarter of the year Tuesday, showing the surplus down $7 million from the budget forecasts made in February. It showed
revenues higher than expected from income taxes and property transfer tax, as well as continued rapid growth in retail sales and sales tax revenues. Government spending is now forecast to be $381 million more than the budget, with costs of this year’s forest fire season above $300 million. That’s more than last year, but still below the total for 2009 and B.C.’s worst fire year, 2003. With similar surpluses expected for the next two years, de Jong said the
government has room for some “modest” spending increases on programs. But the main emphasis remains paying down operating debt left from the deficit years that followed the financial crisis of 2008. De Jong said the current trend would see operating debt paid off by 201920, for the first time since the 1970s. Capital debt for major construction continues to grow, but not as quickly as the size of the economy. The B.C. economy

Liberal government maintains its focus on natural gas exports. “We’re almost at the four-year mark for the premier’s jobs plan, and here we are, continuing to see less than half of the number they predicted in terms of job growth,” James said.
The opposition has focused on the government’s reduced spending on postsecondary education, and charging adults $550 per credit for high school courses they take after graduation, in order to qualify for further studies. “Now’s the time that we should be providing support for people who want to retrain, who want to go back to school, who want to look for for those job opportunities,” James said.

Crash the party

ews earlier this week that Green Party of Canada leader Elizabeth May would use Twitter to participate, in real time, in yesterday’s federal leaders debate on the economy – an event she wasn’t invited to – got us thinking about how technology has drastically changed the way people communicate. Using various forms of social media for political reasons is only one way people have used these and other tools to reach the masses. We’ve seen charitable organizations undertake fundraising campaigns to tap into the multitudes of people online at any given time. In a similar vein, individuals raising money for all manner of ventures, both business and personal, have achieved success through crowdfunding. Both of those examples illustrate a broadening of the conversation around whatever cause for which the funds are being raised. From a news perspective, social media has given us a larger window on the world, as people post alternative-sourced stories rather than solely relying on our traditional outlets. On a more personal level, students overseas are easily able to take university level courses, thus participating in a global learning environment. Drilling down further, people have been using such software as Facetime on iPhones, or Skype through their computers or phones – military families are frequent users – to bridge the miles. May’s example is the latest to show how technology has allowed us all to “crash the party” without even being there. –BP
Get out of the doghouse and get online
I
f you or someone you know finds or loses a pet, post it on Facebook as soon as possible. If you are not on the most popular social media site in Canada, send the picture and details to someone who is, and ask them to post it for you. This advice is intended for everyone who cares about animals, and that includes Dog Control, SPCA and rescue groups. When a tiny white Maltese went missing Aug. 30, her family immediately posted a lost ad to Facebook. It was shared by many, but could not be cross referenced with any found ads because none were placed by the dog pound that had her for days, or the rescue group that had her the week after that. BZ was clearly not a stray. She was a lost dog wearing a red harness dropped off by a good samaritan who’d found her. Unfortunately she wasn’t microchipped or wearing a collar with an identity tag. She also wasn’t licensed since she lives out of town. She did have a tattoo however - it was just too faded to read. As her family frantically searched in a rural area of Kelowna where they’d been camping, BZ was safe at the dog pound. Valerie and Dwayne Bell hadn’t thought to call there though. They

On A Brighter Note were too busy putting up pictures, knocking on doors and talking to everyone they saw. Fearing she’d been taken by wildlife after days of finding nothing, the family was advised to call Dog Control just in case. Val had already spoken with the SPCA and was told they knew of no dogs matching her description. She then called Kelowna Dog Control and left a message. They didn’t call back until September 10th when they informed the Bell’s the 72 hour holding period had expired and BZ had been re-homed. Shocked to hear this, Valerie rushed over to speak with them in person and was met with insolence by the young woman at the front. Val requested they call whoever had her pup to let them know her family was desperate to get her back. She was rudely told no, and that all adoptions were final.

All of this likely would have been avoided if Dog Control or the rescue had simply placed a lost ad on Facebook when they got her. There’s an amazing community of animal lovers that share lost and found pictures to different Facebook pages as well as their own. With so many people working together to reunite pets with their families, the Bell’s would have been alerted if a picture of BZ had been posted. There are well over a hundred stolen and missing dogs in the Okanagan since last year. Some have fallen victim to depraved dognappers or wild animals, and others have been re-homed or euthanized before they had a chance to be found. BZ is not the first, and she won’t be the last, but communicating on Facebook and posting every critter will minimize the possibility of cherished pets falling through the cracks. Tearfully Val explained to her that BZ was 13 years old, had arthritis, was blind in one eye and recently had surgery to remove some teeth. She’d had her beloved pet since she was a puppy and because she’d always been high strung and eccentric, she knew her old dog would be too anxious and stressed to survive in a new home. “She had the compassion of a stick,” Val said of the employee. “I told her she didn’t have a heart and left bawling.” Not willing to give up, the distressed owner took it up with a superior who agreed to make a call. That resulted in being told the same thing: there was nothing they could do, it was done. Val warned she’d keep fighting for BZ and took her story to the media. After a CTV News interview aired on September 13th she received an anonymous call telling her to look on the Okanagan Small Dog and Rescue website. Sure enough BZ was on the adoption page and re-named Peanut. When she contacted Wendy McIntyre at the rescue she was told if they hadn’t taken her, the dog probably would have been euthanized. She was also informed her blind eye had been removed at a veteri-

They picked up the tab for the cost of transporting the 120 seniors, lunch at one of the three restaurants, and admission to Theatre Royal which was so worth the trip out. One of the two buses were equipped to take walkers and wheelchairs and was able to drive into the park to the theatre for those with mobility problems. Quesnel Rotary

Douglas re-creates Fred Wells
Branch #128 Wells Royal Canadian Legion were treated to a special evening as James Douglas of Barkerville gave guests a glimpse into the life of Fred Wells. The town of Wells is named after this gentleman and his story is peppered with historic events and GOLD!
Written by James’ wife Danette Bee, the story is a one-man show as he (Fred) speaks to you personally about his life and times. Townspeople and visiting guests will able to see this show once again at the Legion Zone Meeting on October 24. Watch for more details later.

uesnel Art Gallery’s current show Convergence is the work of two long-time Peace Region artists Mary Mottishaw and Kit Fast, with similar passion for the landscape, two bodies of work with a similar theme, collaborative pieces and layers in the works themselves, both physically and metaphorically. “We reflect the changing Peace region landscape without judgement,” Mottishaw said. “We are observers
of what is going on between industry and the landscape.” In her work, this conceptual mixed-media artist was searching for a way to give her landscape paintings more meaning and context and thus began painting some landscapes over map pieces and historical writing of the area. This led Mottishaw to discover Dawson Creek’s mapping pattern is according to the Dominion Land Survey (DLS), unlike the rest of B.C. “DLS is based on one mile by one mile sections,” she said.
The grid pattern appealed to Mottishaw and she took it one step further, likening the pattern to a cross-stitch design where numbers are assigned to colours and the pattern is worked. This created a seemingly random design but was in fact, orderly. She went so far as to fashion conversations with dots and spaces in some of her work. With surveying as just one way humans interact with the landscape, both Mottishaw and Fast have taken that interaction in several directions. Fast, a photographer, has several large canvases
in the show with bold lines either horizontal or vertical running through his work. These lines are actually two separate photographs, stitched together to create a new reality, also following the grid theme in both artists’ work. Mottishaw uses the grid to observe human’s imprint on the landscape in a variety of ways. Straight lines depict power lines, roadways and of course pipelines whereas the line of jumbled elastic bands remind the viewer that nature is still very evident in such things as brambles in a ditch.
“To describe the fracking process, I used polyester threads in bright colours and acrylic yarn, which are products of the oil and gas industry,” Mottishaw said. Symbols, such as the continuity of the grid pattern throughout both artists’ work, are powerful messages to the viewer. “We want the viewer to find their own interpretation of our work, to observe for themselves,” she said. Fast has ventured along a new direction where he finds objects in the landscape, mounts them for display and includes
the exact mapping coordinates and a few words of his own about the find. Mottishaw admitted this is an ongoing body of work and she’s not sure where it will lead her. Currently she’s back to considering the map and what is implied when land is surveyed. Convergence runs from Sept. 11 – Oct. 3. The company consistently reinvests in operations to ensure our committed and dedicated staff have the right resources to compete and win in a

Over the last ten years, West Fraser has grown outside of the company’s original base in British Columbia, increasing their manufacturing capabilities in Alberta and the southern United States. Today they are the largest lumber manufacturer in Alberta and one of the largest in the U.S. South. By pursuing this strategy, the company is creating new platforms for growth in many of the areas where they operate and in regions with stable or growing timber supply.
In 1955, West Fraser’s history began in Quesnel when the Ketcham brothers –Sam,Pete and Bill – bought Two Mile Planer after searching for many months for the right investment in the B.C. interior. They paid $60,000 and were profitable almost immediately, financing bush mills throughout the Quesnel region. West Fraser’s core principle of controlling costs was born in these difficult first years and serves as a defence against wildly volatile lumber markets. West Fraser currently has five facilities in Quesnel that employ a total of 1,341 exceptional people. Our West Fraser Sawmill is the largest mill (by productivity) in North America with an annual capacity of 612 million board feet. Quesnel Plywood’s product is consumed primarily in Canada, with 98 per cent of our production being sold domestically. Many of our facilities in Quesnel use state of the art technology. At Cariboo Pulp and Paper, we installed a 27 megawatt-cogeneration turbo generator in 2012, which uses wood waste to generate power and steam for the mill’s operation. Not only does it produce power for the site, it supplies enough green biomassgenerated electricity to B.C.’s provincial grid to annually power more than 14,000 homes. Quesnel River Pulp’s heat exchangers capture the waste heat from the wastewater more efficiently and as a result, reduce the demand for natural gas in the pulp drying process. Converting to more energy efficient heat exchangers saves approximately the same amount of natural gas consumed each year by 650 residential homes. The medium density fibreboard (MDF) products manufactured at Westpine are from 100 per event recycled wood fiber from our other operations. West Fraser’s MDF is made from spruce and pine sawdust, refined into a dry pulp-like material, combined with resin and manufactured into different thicknesses and densities to suit every use.

Voice for Seniors responses to seniors’ issues F

our years ago, Peter Nielsen became the founding member of Voice for Seniors. His heart goes out to any senior in Quesnel who is short of food and many people have been helped.

Mini concert set for Sept. 26 During the Culture Days celebrations, a mini concert is planned for Sept. 26 with musician, teacher, musical arranger and composer Grant Simpson and Juno nominee singer Karin Plato. Plato was nominated for a Juno in 2000, Canadian Jazz Vocalist of the Year in 2003 and 2004 at the National Jazz Awards and a Western Canadian Music Award in 2003.
Simpson, for the past 35 years or more, has played, taught, arranged music and composed pieces for dance, choirs, vaudeville shows and full length musicals. SENIORS’ UPDATE
When Peter sees any abuse of seniors’ rights, his group will step in to protest. One concern is the Drive Able Program which asks any senior on their 80th birthday to go to Prince George to take a driving test. If the person cannot meet the requirements he or she is not able
to drive anymore, even just around town. Peter says the group is making some progress with the government to reduce this stress. There was another successful outcome when Voice for Seniors objected to the rule on our local transit buses which limited the bags seniors were able to carry on. Now they are permitted to take as many bags as they can reasonably handle. One of the main concerns the group has is the treatment of seniors at G.R. Baker Hospital. Now they have found an ally in Daryl Petsul who manages the third floor. If there is a complaint, Daryl will see how he can help and let Voice for Seniors know.
Peter is also an active member of the Lions and glad to say progress is being made towards breaking ground for the Seniors Housing Project in North Quesnel. Expect movement next spring. Voice for Seniors meets at the Legion
every third Thursday at 2 p.m. Bring any reasonable concern and Peter and his team will step up to the plate. We are glad to have such a caring person in our city. Marian Gillard is a seniors’ advocate and regular Observer columnist.

BCRA championship finishes off rodeo season RYAN GRAHAM Observer Reporter The rodeo season finished this past weekend Sept. 11–13 with the best riders coming to Quesnel. It was a full weekend with lots of events. Quesnel riders did well as they gave their hometown crowd a lot to cheer about. Although, the weather was bad it did
not deter the riders from giving their best effort in search of a championship win. Saddle bronc rider Cliff Schuk of Tatla Lake, took the title winning $1,031. Kaila Mussell came second collecting $937.50 and finishing third was Christopher Muigg of Hazelton winning $843. Taylor Cherry of Quesnel was ranked number one in the
province for junior barrel racing and kept her title, while Tosha Seitz won the championship final with 130 points. Cash Kerner won the overall and championship in bareback winning $2,018. Bull riding saw season leader Ty Hamil win the overall championship, while Lane Cork of Quesnel collected 150 points to win the championship final.
Wade McNolty won steer wrestling with 160 points and was the overall champion. Tie down roping saw Steve Pozzobon place first with 145 points and Steve Lloyd of Quesnel win the overall title. Dustin Shields and Ryan McNaughton won the overall championship for team roping, while Russell Glassford and Steve Lloyd finished
first in the championship with 140 points earning $1,875 each. Breakaway roping saw Rika Wieth finish as the season leader and championship winner with 160 points, earning $1,875 Riley Bier won the overall championship in pee wee barrel racing and Taylan James was the finals champion, finishing with 160 points. Ladies barrel racing saw Claire
Myers win the championship edging Joleen Seitz after winning a run off. Dyson Leneve of Quesnel took the overall title in junior breakaway roping and championship with 160 points. The championship final winner for junior steer riding was Elijah Gordon of Quesnel with 120 points and the season leader was Blaine Manuel.

IOC narrows Olympic bid to five RYAN GRAHAM Observer Reporter The International Olympic Committee has announced the five cities that are in the running for the 2024 Olympic Summer Games. The five are Paris, Rome, Los Angeles, Budapest and Hamburg. The IOC will select the winning city in 2017. There has been decline in bidding recently, due to the lack of public support and cost. The IOC implemented new policies under ‘Agenda 2020’ which is designed to make it simpler to bid and more affordable to host. Rome hosted the 1960 Olympics and pushed for the 2020 games, but the government stopped the bid due to budget concerns. Hamburg, which has never hosted the games beat out the capital, Berlin in Germany’s bid. Hamburg is suggesting an innercity Olympics within walking distance of each location. They will have a referendum in November to decide whether the city truly wants the games. Budapest has also never hosted the games and has bid for the Olympics five times. Los Angeles will be looking for their third Olympics after hosting in 1932 and 1984. Paris has hosted twice, in 1900 and 1924 and is looking to land the bid after loosing to London in 2012. In August the IOC changed the rules to allow every city bidding to advance to the final vote.

2 Rivers Boxing Club is taking two of its boxers to Edmonton for the Amateur Boxing Championship Saturday Sept. 19. Charlie Clayton faces Rafael Santoro in the main event and Evan Peever takes on Blaze Bogatnov in the other match. The fights take place at the Howard Johnson hotel at 7 p.m. Both have a love of boxing because of the physical fitness aspect. “I’m in better shape than I’ve been in a long time, as well as being fun and good for your mental health,” Clayton said.

Peever echoed the same sentiment. “Being physically active is very important and the fact that we can do it three days a week, at the club here is awesome,” Peever said. They are feeling confident going into their bouts, as they believe their training will pay off. “I feel very confident,” Peever said. “My opponent might be a little bit bigger than me, but if I stick to my technique and what Wally has instructed me to work on, I think I’ll come out with the W hopefully.” This will be the first time the two are competing outside B.C.
Their training includes cardio, core work and lots of sparing before upcoming fights. Peever and Clayton give credit to their coach for preparing them and the dedication he shows. “Wally is 72 yearsold and he’s still competing and that’s a great mentor to have in our corner,” Peever said. The club operates three times a week Monday, Wednesday and Friday from 6 – 8 p.m. and are always looking for new members. “People should come down, it’s a very welcoming club,” Clayton said.

Well it was a wall of cattle in Kamloops Tuesday as 1100 head of cattle hit the sale ring. It was an excellent split of calves and yearlings and the buyers loved them. Peter Deuling from Lumby put the power to our butcher trade with butcher bulls marking 162.00. Paul & Karen Caissie 1275 lb. butcher cows raced to 128.00, their 1550 lb. cows saw 128.50. Kitzel Cattle Co. had 1580 lb. butcher bull marked 163.00. Bob Marshall from Salmon Arm had 1470 lb. cows at 129.00, their 1330 lb. cows to 131.75. Dirk Vandermeer saw his heavy 1625 lb. cows top at 129.00. The Neds Creek Ranch 1584 lb. cows 127.75. Today the Deleeuw Ranch showcased 2 powerful liner loads of steers. The 1st load of 66 steers weighing 964 lb. traded to 245.00, the second load weighing 917 lb. raced to 251.50. The Frolek Cattle Co. with 2 top loads of yearlings, their 856 lb. steers saw 264.25. The load of 889 lb. top Hereford25, the heavy boys 1013 lb. saw 234.00 steers raced to 258.00, the 858 lb. steers brought 262.75. Bill Bifford’s 930 lb. steers sold to 243.50.
