Deer stewards approach Saanich Vaccine proposed to control Saanich’s deer population Jacob Zinn News Staff

A citizen-led non-profit is asking the District of Saanich to consider supporting the use of birth control to maintain or reduce the local deer population. On Monday, the Urban Wildlife Stewardship Society gave a presentation to council, offering “an alternative program to lethal culls of deer.” The pilot project would use a Spay-Vac, an experimental immunocontraceptive vaccine, to introduce a foreign protein into female deer that prevents fertilization. If permitted, the UWSS would trap, vaccinate, tag and release 25 deer and analyze the vaccine’s effect on the birthrate of fawns. “We seek to control and possibly reduce deer numbers, to inform the public about urban deer, to gather biological facts about these deer, to reduce neighbour versus neighbour unrest and to reduce conflicts between deer and drivers,” said Bryan Gates, president of the society. In a majority vote the Capital Region District board of directors approved an increase that will double their wages for 2016, though one Victoria councillor says she won’t accept the raise. As of Jan. 1, 2016, directors will now make $17,000, up from $8,940.

Digger restores torn walls of Mount Douglas Creek with stumps, boulders Travis Paterson News Staff

Putting a heavy excavator into sensitive a riparian ecosystem, a threatened salmon spawning ground nonetheless, is a last resort. And yet, it was once again the best and only option for the Friends of Mount Douglas Park Society, who did it last month. A team spent a week widening and reinforcing the banks of the Mount Douglas Creek on a crucial area about 150 metres long that’s been washing out as it flows under Ash Road and out to sea. It just goes to show how far gone the situation is, says professional biologist Dave Clough, who led the project. “We have storm water collection from most of Gordon Head, and as far as the university, blasting out of just a few pipes and into the creek,” Clough says. “It’s put more stress on the creek bed in the last 100 years than it did for probably the last 1,000 years.” Pollution and a general lack of stewardship and disregard led to the creek suffering until the Friends of Mount Douglas took it upon them to fix it up. To accomplish the work the creek must be drained. For the entire week in mid-August, the project team, which included a handful of staff from the District of Saanich, built a dam and bypassed by pumping it through hoses do a point further downstream. They used the time to resurface the creek bed, and install boulders, stumps and logs along the banks. Tonnes of gravel, selected as a mixture that is consistent with what salmon like to spawn in, is laid along the bed and power washed when the work is done. The logs and whole tree stumps, as massive as they are, are bound to each

other with steel cables, a natural buffer to endure the erosion. “The water surges down this creek at a surprisingly strong rate and it doesn’t take much of a rain to initiate a surge,” said Darrell Wick, president of the Friends of Mount Doug. “Practically every storm drain and gutter in Gordon Head is draining towards this creek with no natural slowing mechanisms, or man made.” There was a mentality for a lot of the previous century to make ground water (and streams) disappear, whichever way. Now we’re seeing the effect, Mount Doug Creek can’t handle the concentrated surges of an otherwise typical Island rainfall, said Clough. One thing you can still find around Mount Douglas Creek is the odd towering old growth that wasn’t up to par when Canada’s 1800s settlers plundered its forests. Ironically, the surging creek is now threatening to erode the ground below some of the park’s “younger” old growth trees. “Here the creek is undercutting trees that otherwise would have held the creek in place,” Clough said. “Not only are we bringing salmon back, we’re trying to protect some of the biggest trees on the South Island. You have to drive to Cathedral Grove to find a grove of Douglas fir that will match those of Mount Doug.” Thanks to the Friends of Mount Doug, Saanich, and Clough, the team was able to complete the project though it cost well over the crucial $10,000 grant from the Pacific Fisheries Resource Conservation Council. Clough donated half his billable rate to the project to make the project happen while Saanich donated many hours of skilled labour. In addition to several tonnes

The GVPL Strategic Plan will outline priorities and goals for the next five years. Consider contraception: UWSS Continued from A1 The UWSS currently has applications before the provincial and federal governments seeking permits to allow use of the vaccine, with the intent to start the pilot project as soon as the permits are approved. “We hope to reduce the number of fawns born each year, and we hope to understand the biological and ecological science of our urban deer so that they can be managed effectively,” said Gates. The push for contraception follows the culling of 11 deer in Oak Bay earlier this year, which was widely criticized as inhumane by groups such as the BCSPCA. While the injection would spare the deer’s lives, Gates said they would still have to use

that while clover traps were a point of controversy in the previous culling of deer, the injections will be conducted calmly and carefully by experienced wildlife biologists. “At this point, our ask is that if you are going to engage in any kind of a deer management program that you use us as a resource,” she said. The cost of administering the vaccine to 25 deer is estimated at $60,000, though Gates said they have enough Spay-Vac to vaccinate another 25 to 50 deer – the cost is merely dependent on how many deer they can catch. Coun. Colin Plant asked how the cost of using Spay-Vac compares to actually spaying deer. Gates was uncertain of the dif-

ference, but said he was confident SpayVac would be much cheaper than trapping, sedating, transporting, spaying and releasing deer. Gates also said though the vaccine is effective up to five or six years, few deer live past the age of 10. The tags would be used to differentiate between vaccinated and unvaccinated deer, but would also label the deer as “not for consumption,” according to Gates. “It’s an experimental drug and it’s not approved for general use in any wildlife in Canada at this point, but if we are successful in getting the permit from Health Canada, then we will do it that way,” he said. jacob.zinn@saanichnews.com

Council reviews penalties for late utility fees “We are matching what other municipalities are doing,”

Colin Plant addressed concerns from the public, highlighting the exemption as a show of good faith from the district. “We are matching what other municipalities are doing, and if you are late at any one time on a payment or if there’s an accidental forgetting or some other challenge, you can apply for and get, without any question, a one-time exemption from that penalty,” he said. Recognizing Saanich has many longstanding residents, Coun. Vic Derman asked if an additional exemption could be added after an extended period of time. “I’m thinking of the longtime resident who has a problem forgetting, and we come back and say, ‘Well, 25 years ago, you had an exemption,’” he said. “I would suggest that we may want to, at some point, look at something like a decade (as a time frame).”

The District of Saanich is imposing new rules for overdue utility payments, following a review of late fees by the finance, audit and personnel committee. On Monday, council confirmed the committee’s recommendation to set a five-per-cent penalty for unpaid utility balances after 45-days, starting with the first billing cycle of 2016. The recommendation falls in line with penalties in Victoria and Esquimalt, and offers a longer time frame for payment than Oak Bay and Sidney. The recommendation also allows for a one-time exemption to the penalty, regardless of circumstance, per property per owner. The penalty removal applies to residential

Saanich council has authorized the city to borrow more than $8 million to fund various improvements in the district. Council gave final reading to several bylaws on Monday, approving the borrowing of money for improvements Saanich’s sewer ($2.764 million) and storm drainage ($1.5 million) systems, as well as transportation ($2.8 million) and parks ($1 million) capital projects. Technology gets us talkin’ News earlier this week that Green Party of Canada leader Elizabeth May would use Twitter to participate, in real time, in yesterday’s federal leaders debate on the economy – an event she wasn’t invited to – got us thinking about how technology has drastically changed the way people communicate. Using various forms of social media for political reasons is only one way people have used these and other tools to reach the masses. We’ve seen charitable organizations undertake fundraising campaigns to tap into the multitudes of people online at any given time. In a similar vein, individuals raising money for all manner of ventures, both business and personal, have achieved success through crowdfunding. Both of those examples illustrate a broadening of the conversation around whatever cause for which the funds are being raised. From a news perspective, social media has given us a larger window on the world, as people post alternative-sourced stories rather than solely relying on our traditional outlets. On a more personal level, students overseas are easily able to take university level courses, thus participating in a global learning environment. We were struck this week at how China-based alumni from Royal Roads University, many of whom had never been to the Colwood campus, enjoyed face-toface discussions with local grads during the school’s Global Alumni Weekend. This after engaging in mostly online learning scenarios with fellow team members in Greater Victoria and elsewhere on the continent. Drilling down further, people have been using such software as Facetime on iPhones, or Skype through their computers or phones – military families are frequent users – to bridge the miles. May’s example is the latest to show how technology has allowed us all to “crash the party” without even being there.

Drivers, cyclists should plan ahead Cyclist survives run-in with semi (Saanich News, Sept. 9) Regardless of who was at fault in Ladislav Cumpelik’s brush with death, it illustrates the need for bicyclists and motor vehicle drivers to pay attention. Drivers should do shoulder and mirror checks, as bicyclists often speed past vehicles. Bicyclists

should be ready for obstructions and bad shoulders – one fool in England encountered a traffic island and swerved in front of a car, fortunately the driver went up onto the curb to avoid the Darwin candidate. While some drivers don’t signal, and some truck drivers are erratic, drivers may turn off a busy road quickly to avoid being run into by another vehicle. Watch out and plan ahead. After a busy day of chauffeuring kids to soccer practice, swimming lessons and piano recitals, sometimes that extra stop to pick up groceries is one stop too many. Which is why Save-On-Foods has brought it’s successful grocery pickup service to its Saanich Plaza location from the Mainland. Shoppers preorder online, and, while waiting in a designated pick-up lane at the Saanich Plaza store, staff will bring the food to you. The Saanich Plaza location is the first on the Island to do so. “It’s not just what’s in the flyer, it’s everything in our store,” said store manager Lionel Gjerde. “There’s a lookup, so if you’re looking for a specific item, you just go to the lookup, you pick what you want, add it to your shopping cart and away you go. “Pharmacy, bakery, deli – you name it, it’s all on the screen.” Save-On-Foods currently offers its pickup service in Abbotsford, North Vancouver, Port Coquitlam, New Westminster, South Surrey and Langley. Gjerde said the Saanich Plaza location’s proximity made it an ideal spot to kickoff pickup service on the Island. “It’s central, great parking, great access in and out with Vernon Avenue and Blanshard Street,” he said. “It just makes sense to be able to do your order online, drop in, pick it up and carry on.” The service is free for orders of $40 or more. The store has converted two parking spaces into a pickup lane – shoppers use the lane’s intercom when they arrive and staff will rush out with their groceries. Orders placed before noon can be picked up the same day after 4 p.m., with orders placed after noon ready the next day. Tillicum Save-On-Foods is a few weeks away from launching its own pickup service. Orders can be placed for pickup at later dates, making the service handy when returning from a trip or vacation. “When you come back from a vacation, you go home, what’s the first thing? The start of Day Two found us enjoying the spectacular views from, the top of the new Sea to Sky Gondola. Time to head north through Squamish, Whistler and 100-kilometre mountainous stretch that would hone my skills – the Duffey Lake Road from just beyond Pemberton to the gorgeous head of Seton Lake and on to Lillooet. It provides awesome scenery between steep inclines, tight switchbacks and narrow onelane bridges. The auto transmission’s tow mode smoothed out the climbs, descents and need for hard braking. A stiff shot of single-malt whisky at the Pemberton Distillery prepared my drive partner for the breathtaking and scary views deep, down into the valley below. By the time we reached the 38-degree heat of the Fraser Cove Campground, by the river at Lillooet, I was ready for a chilled Riesling from the nearby Fort Berens winery. The air conditioning

An awesome trip in beautiful B.C. It’s hard to imagine a better way to experience Beautiful British Columbia than to tour its highways and byways in a fully-equipped recreation vehicle. Recently, yours truly took a six-day, 1,200-kilometre, road trip in an RV through some of the most spectacular scenery this province has to offer, thanks to the generosity of the promoters of the Snowbird RV Show starting September 24th, and the help of Destination BC and regional tourist associations. My job puts me behind the wheel of vehicles of all sizes and power, but I must admit to suffering some anxiety about safely steering the seven-metre long, almost 3.5-metre tall Adventurer 23RB RV over

some challenging terrain. Perhaps the best preparation were the times I have driven large rental trucks during my children’s frequent moves! First stop was a short hour’s drive from Fraserway RV’s rental centre on Annacis Island to Klahanie Campground and RV Park at the stunning Shannon Falls, along Highway 99. Enough time to get an introduction to the vehicle’s size and manoeuvrability. With a Ford V10 gas engine under the hood, power was never a problem. Once docked by the side of Howe Sound, I got the first real opportunity to survey the accommodation: a comfy double bed, fully equipped kitchen, dining

Day Four was a slow drive through the Okanagan Valley The skies darkened with a mix of rain-filled clouds and smoke drifting up the valley from the wildfires around Oliver. A gale howled as we settled for the night at the Camp-Along Tent and Trailer Resort. Day Five: Time to empty the discreetly named black water Mission Hill Estate tank. Donned the plastic gloves and got on with it. It all went Winery entrance smoothly, so to speak. Keremeos opened the door to the Similkameen Valley and tempted us with the last of the summer fruit. It soon gave way to more rugged terrain leading to the generously equipped Princeton Municipal Campground. Visit the RV tour gallery at DrivewayCanada.ca Day Six would see us climb and journey homebound along the Hope-Princeton Highway, Sea to Sky gondola bridge past rushing streams that made mockery of the extended drought most of the province was enduring. A group of Saanich teenagers dominated the recent B.C. Track cycling championships at the Greater Victoria Velodrome in Colwood. Gordon Head resident Erin Attwell, 16, and Claremont student Riley Pickrell, 14, each finished first in all six of the races that make up the omnium category. Both competed in the U17 category which means moving up from the U15 category that Pickrell is eligible for. It’s becoming quite the norm for the young phenom, said his coach from Tripleshot Cycling’s junior team, Lister Farrar. “It’s quite impressive that [Pickrell’s] doing so well against the U17s, he just turned 14 in August,” Farrar said. “Earlier this summer he beat the top U19 rider at a race during Super Week in the Mainland. His dedication shows, I don’t think he’s missed a practise at the track in the last two years.” Pickrell and Attwell are both coming through the Tripleshot Cycling club junior program and the youth Fast Track program at the velodrome. Farrar is involved in both. Another phenom, Sarah Van Dam of Fernwood in Victoria, won’t turn 14 until December, but is already keeping up with Attwell on the track, Farrar said. Van Dam finished second only to Attwell in the girls U17 omnium. Tripleshot is sending five athletes to the Canadian Track Championships in Milton, Ont., Oct. 7 to 11. Attwell, Pickrell, Van Dam, Angus Brown (Victoria) and Erin’s twin brother, Adam Attwell, a

Now we have five.” Farrar has been part of the Victoria cycling scene for decades. Despite the current success of local teen cyclists it is not the result of a cycling renaissance in terms of numbers. He does have a couple of theories, though he’s yet to firm them up. “I think, if anything, the reason we’re seeing five kids go to nationals from Tripleshot is largely just because we have someone willing to provide the coaching. What we see with the School Bike League is once a parent or teacher commits to running a school program, that school will gain a lot of members, we just need the volunteers.” This year’s B.C. Track cycling championships were actually delayed from the originally scheduled Labour Day weekend to Sept. 5 and 6. Erin Attwell believed the cooler temperatures may have kept riders from hitting personal bests but it ended up getting pretty hot on the Sunday afternoon, regardless. Rugby season heats up The Saanich Braves play host to the Comox Valley Glacier Kings tonight (Friday, Sept. 18). Puck drops at Pearkes Rec Centre at 6:30 p.m. On Saturday, Sept. 19 the junior Braves travel to Oceanside to take on the Generals before taking nearly a week off until their next home game. Last week the Braves had to cancel the Friday night home game versus the Westshore Wolves due to bad ice conditions at Pearkes. That game will be rescheduled. The Mount Douglas Rams football team continues preseason exhibition play this weekend, welcoming Lord Tweedsmuir Saturday, Sept. 19. But the fact of the matter is, we knew what we were getting into when we put our names forward.” The CRD board chairperson will be paid an additional stipend of $25,000 a year, while the board vice-chairperson, standing committee chairperson and hospital district chairperson will receive additional stipends of between $2,500 and $5,000. Directors who are involved in more than two standing committees will also receive an additional $5,000. The increases add an extra $250,000 to the regional budget

— money that comes from taxpayers’ pockets. Derman has been a CRD director for 10 years and said in that time it’s become a more complex role. He says when he compares the current pay rate to the amount of work he’s done as a CRD director over the last year it ends up being close to minimum wage. “I serve on the board and on three to four committees at a time, and I need time to prepare for every meeting, plus there are other issues. To consider the people you want and how knowledgable and informed they need to be, it’s a minimal compensation.” Alto, however, disagreed with the idea of an increased workload. “I don’t think there’s a greater workload that I expected. The biggest residential development in Saanich is throwing a launch party for its second phase – and 30 per cent of the units have already been sold. Travino is having the grand opening of its presentation centre on Thursday, Sept. 24 from 4 to 7 p.m., previewing the next 48 condos that are going on seven acres in Royal Oak. Its first phase finished in January – offering 62 units for rental or sale – and now the developer is gearing up for more people to move in as the second phase gets under construction. Ed Geric, president of Mike Geric Construction, said the second phase features larger one- and two-bedroom units with dens, compared to the first phase. Geric will be on hand to answer any questions at the grand opening, and attendees will have the opportunity to meet other members of the MGC team, as well as members of the local business community such as Brian Bobiak of The Village restaurant.

“From the first phase, the demand has been from people in this area who are downsizing, but they still need some good space,” said Geric, noting that many of the presales have been from retired people and seniors looking for something around 1,500 square feet. With construction not yet under way, potential buyers have the opportunity to customize their units, and Geric said there are numerous possibilities to make a unit just right. “If they didn’t want a den and wanted a larger two-bedroom, or wanted the laundry in another location, we can make some pretty dramatic changes at this point in time until we start construction,” he said. The Travino development boasts close proximity to many amenities, and – unlike similar contemporary buildings downtown – provides residents with expansive green spaces, water features, gazebo, community garden, walking trails and both mountain and pastoral views. The units themselves feature air conditioning, solar-assisted hot water and enhanced sound-

The 3,000-square-foot presentation centre will house a fully furnished one-bedroom suite for potential buyers to check out, as well as models and renderings of other units. “They’ll see the actual finishings and everything else,” said Geric. Geric said the second phase will have a unit for every type of person, including seniors, business professionals, young couples and families. Units range from as little as 450 square feet to a whopping 12,000 square feet. “It covers the gamut – we do offer some smaller units at lower price points, but we also offer the penthouse units,” he said.
