ending next spring, despite a costly forest fire season and a continued decline in revenues from natural gas and other resource

revenues. Finance Minister Mike de Jong released results from the first quarter of the year Tuesday, showing the

surplus down $7 million from the budget forecasts made in February. It showed revenues higher than expected from income

ect, which is located 20 kilometres northeast of Elkford. The decision was made after considering a review led by British Columbia’s Environmental Assessment Office. The decision also con-

sidered the requirements of the Elk Valley Water Quality Plan approved by the Minister of Environment in November 2014. The ministers have issued the certificate with legally enforceable

conditions that have given them the confidence to conclude that the project will be constructed, operated and decommissioned in a way that ensures that no significant adverse effects are likely to occur. Design requirements are specified in the certified project description. Each of the conditions and the certified project

Government spending is now forecast to be $381 million more than the budget, with costs of this year’s forest fire season above $300 million. That’s more than last year, but still below the total for 2009 and B.C.’s worst fire year, 2003. With similar surpluses expected for the next two years, de Jong said the government has room for some “modest” spending increases on programs. But the main emphasis remains paying down operating debt left from the deficit years that

followed the financial crisis of 2008. De Jong said the current trend would see operating debt paid off by 2019-20, for the first time since the 1970s. Capital debt for major construction continues to grow, but not as quickly as the size of the economy. The B.C. economy continues to add employment, but less than one half of one per cent per year. NDP finance critic Carole James said manufacturing and forestry are struggling while the B.C. Liberal government maintains its focus on natural gas exports. “We’re almost at the four-year mark for the premier’s jobs

plan, and here we are, continuing to see less than half of the number they predicted in terms of job growth,” James said. The opposition has focused on the government’s reduced spending on post-secondary education, and charging adults $550 per credit for high school courses they take after graduation, in order to qualify for further studies. “Now’s the time that we should be providing support for people who want to retrain, who want to go back to school, who want to look for for those job opportunities,” James said.

The Amber Alert for two-year-old Hailey Dunbar-Blanchette has been called off as police have found her body. The body was found in a rural area near the home where her father, 27-year-old Terry Blanchette had

been found murdered the day before. The police have charged Derek James Saretzky, 22, of Blairmore with two counts of firstdegree murder in the deaths of the father and daughter. He also faces a charge of

indignity to a body in relation to Hailey’s death. Police have said that Sartetzky and Blanchette were acquainted but provided no further details. Blanchette had been found deceased

But both parties say they would preserve income splitting for seniors. Views: Stunts detract from real efforts by Tom Fletcher “I am tired of managing poverty.” The words of Lake Babine Nation Chief Wilf Adam were quoted by both Aboriginal Relations Minister John Rustad and Premier Christy Clark at their second annual meeting with aboriginal leaders around the province. In her closing remarks, Clark repeated her aim to continue economic development and resource revenue sharing that have dominated the government’s approach in recent years. “Let’s eliminate poverty in First Nations communities,” she said, adding “the only way we can fight poverty is to grow the economy.” Not surprisingly, Clark’s chosen example was the potential of liquefied natural gas development for the Haisla Nation near Kitimat. That and similar proposals require new gas pipelines. And as is customary in B.C., what people most often hear about are threats and wild claims regarding protests such as the Unist’ot’en camp near Smithers, set up to block a gas pipeline. There was a round of this in late August, after Grand Chief Stewart Phillip of the militant Union of B.C. Indian Chiefs claimed hundreds of RCMP officers were about to descend on the camp. This echoed previous false claims made by self-styled anarchists such as Victoria’s Zoe Blunt, who has been organizing outside

support for the camp for the last couple of years. Media jumped at the prospect of another Gustafson Lake-style confrontation. This prompted an unusual statement from Cpl. Janelle Shoihet of the North District RCMP. “To clarify, the B.C. RCMP has no intention of ‘taking down the camp’ set up by the Unist’ot’en,” she said, emphasizing that police are not taking sides or acting as security for pipeline exploration crews being harassed by protesters, who have token support from a couple of dissident members of a Wet’suwet’en clan. Four elected chiefs of the Wet’suwet’en issued their own statement, to correct media coverage that represents the Unist’ot’en as speaking for their communities. “Our Nations support responsible resource development as a way to bring First Nations out of poverty and bring opportunities for our young people,” said Burns Lake Band Chief Dan George. Wet’suwet’en First Nation Chief Karen Ogen said job and benefit agreements for the Coastal GasLink pipeline were entered into after careful consideration, and she objected to protests from outsiders, some from outside the country. “Sustainability means standing on our own two feet, providing our young people with good paying jobs, and reducing the 40 to 60 per cent unemployment

College of the Rockies proudly presented the 2014/15 Canadian Collegiate Athletic Association (CCAA) National Scholar award to seven of their current and past volleyball players. The CCAA National Scholar Award is designed to recognize the outstanding academic accomplishments of CCAA student athletes. To be recognized, an athlete must achieve honours standing at their postsecondary institution in the current academic year. Six of the seven College of the Rockies recipients were members of the women’s Avalanche

team. They are Kara Froese, Taylor Forster, Kendra Hainsworth, Alexa Koshman, Jayden Roch and Alysssa Rundberg. Nolin Hoodicoff represented the men’s Avalanche team. “We are so proud of all of our National Scholars,” says Manager of Student Life and Athletics, Cori Andrichuk. “To have seven student athletes with such high grade point averages is quite a feat considering the time commitments that come with being a part of the Avs. This is a testament to our teams’ focus on academics as the number one priority and to the fortitude of these

individuals.” Two of the 2014/15 student athletes have moved on to continue their post-secondary education at other institutions with Nolin Hoodicoff moving on to Camosun College and Jayden Roch enrolling at SAIT. Alyssa Rundberg is completing the University of Victoria Bachelor of Education program at the College’s Cranbrook campus. Local rider’s Kentucky wins bring her closer to Olympic goal for the Advertiser Sarah Cummings of Cranbrook BC, recently competed for Canada’s ParaEquestrian Team at the North American Junior Young Rider Championships in Lexington Kentucky. Sarah and her new partner West Bay preformed their dressage tests in perfect harmony to place on top of the podium and collect two individual gold medals. Her first gold medal was won for the individual championship test. This is where the horse and rider follow a specific pattern with compulsory moves and are judged on precision, harmony, impulsion and obedience of the horse, and skill of the rider. The second gold metal was secured in Sarah’s freestyle dressage. This is where the rider choreographs their own pattern to music of their choice. The freestyle must include the compul-

sory moves, but also allows the rider freedom to choose their own creative maneuvers. In comparison, this judged event is much like the free skate or long program in figure skating. Sarah eloquently stated ‘we danced our butts off and loved doing it.’ The fun doesn’t stop there, Sarah and her teammates climbed onto the podium to collect the silver medal for Team Canada. The teams were judged by an international panel representing USA, Canada, Mexico, Germany and France. Canada’s team was marginally beat out by the USA team by a mere 3%. The North American Young Riders was a highlight for Sarah this season and was a taste of what it could be like to ride at the 2016 Olympic Games. In order to qualify for Canada’s Para-Olympic Team Sarah must continue to compete in compe-

titions across North America. This takes extreme dedication, hard work, passion, training, athleticism and of course funding. Sarah pushed forward and traveled with her horse West Bay to compete at two more show venues. The international experience that Sarah gained riding for Team Canada shone through as she achieved her personal best scores at these qualifying National competitions. Sarah is overjoyed, because with these scores she now sits sixth overall on Equine Canada’s list of eligible riders for the 2016 Olympic Games. There is no stopping this inspirational young lady now. With her goal so close in sight she is ready to leap towards her next challenge. In order to move forward from here, Sarah and West Bay must travel and compete at the last Olympic qualifiers in

Wellington Florida January 2016. Now its all up to generating enough funds to turn her dream into a reality. Sarah’s next fundraiser is on September 26th. She is hosting a horse fun day at Wycliffe. This is a small horse show that will offer classes in both Western and English. Spectators are welcome to come out and enjoy a day of fun, as well as, support Sarah’s Olympic Quest. It is with profound sadness that we announce the passing of our beloved son - brother uncle and loyal friend. Rob was born in Vancouver and moved to Wycliffe with his parents. He was a happy, inquisitive child — a busy toddler — happy to have so much space to grow and run with his furry friends. He loved the farm! When his two sisters arrived, they completed his childhood family and he welcomed them with an open heart and love. He excelled in school, skiing at Kimberley, learning to pick his guitar and his passion for motocross thrived. Rob loved life. He grabbed his dreams and even when he was too young — mom thought — began his career in motocross racing. Despite wins/losses/ mechanical failures, Rob and his dad continued for 11 years of weekend road trips to Sandpoint (cow pasture), Spokane (barbed wire), Seattle (Gold Cup), St. Marys Idaho (crayfish and major table jumps) Edmonton (flat tire close to finish line) Salmo (spaghetti feeds and rain) Washougal Washington (great track and blackberries) and their biggest adventure Ponca City Oklahoma (with Stanley Hayer). In the 90s Rob chose San Diego Motocross School with Marty Smith. This was our gift to him for graduation (with honours in law). He was later joined there by his friend Jason where they rode and excelled. Rod's need for speed continued throughout his life. He had the courage of his convictions and his desire to be the best. Even when things were tough he would give the shirt off his back to help others even if it left him with nothing. He cared passionately for his friends and was intense at giving back. He was involved locally in clearing motocross tracks and teaching youngsters along with his best friend Quentin. Julie, Quentin and Rob still rode together till last year! In the mid 90s city life called Rob. He left here with his worldly possessions — 2 motocross bikes, his van, his guitar and incredible desire and hope. He also attended music school in Nelson, tried modelling, tried boxing and College several times but he was a free spirit and needed to do his thing. Louise says he had a childlike quality about him that was both endearing and frustrating. He had a big heart, laughed often, was handsome and forgave easily. His passion for music carried through the years and often you could hear him outside or in his room in Cranbrook and Vancouver. Rob brightened our lives and frightened us always. We did fear for his safety. Sister Corrie said he was an awesome brother and a great uncle to Angelica and Elaine. He made them laugh, taught them silly songs and enjoyed frequent campfires, sledding and building snowmen. He showed us unconditional love. Rob was predeceased by his father John Sirosky, July 9, 2015, both sets of grandparents and his 2 great grandmothers. He leaves to mourn — His mother Vickie, sisters Shannon and Corrie, nieces Angelica and Elaine his godfather and uncle Ken, Ken's beloved wife Ann, cousins David and Beth. Thanks to them for this summer and fall, full of love and care. Uncle Dan and Aunt Louise, Auntie Florence, Uncle Raymond Talbot and cousins, Lisa and Melissa, Uncle Steve and Ann, Godmother Linda and Aunt Daisy. His New Westminster family biological mom Louise Cooksey, sister Jessica Cooksey, (Jared), nephew Jack, biological dad Jerry Martin, sister Kaitlyn, Martin, nephew Donavan and brother Cody Martin (Bowser, Vancouver Island). Son, you left us too soon but will live in the hearts of family and friends across the country. I loved you with all my heart, soul, mind and strength. You told us never to be afraid to be yourself and to follow your dreams relentlessly. Love you, Mom.
