The B.C. Public School Employers’ Association is in the process of conducting a review that could lead to wage increases for school administrators in Nanaimo. The B.C. government froze management compensation in September 2012 and the association, which acts as the bargaining agent for B.C.’s public school boards, plans on conducting the Sectoral Exempt Staff Compensation Review Project examining wages and benefits for principals, vice-principals and management staff. According to information provided by the association, the government recently announced interim relief as it moves to transition out of the compensation freeze, so it was timely for the association to help boards in a market review. A substantive review

hasn’t taken place since 2009. The review will be completed in conjunction with school districts and will look at all elements of compensation packages: annual salaries, health and welfare benefits, vacation and other paid time off. The process will take several months and is estimated to be completed early in 2016, according to the association. Graham Roberts, Nanaimo school district secretary-treasurer, said it isn’t a general wage increase and will be done by individual job. “It may be some districts that don’t get anything, there may be some districts that get small amounts, there may be some that get [increases]. What our financial impact is, we will not know for a while yet,” said Roberts. He said elementary principals in the district earn between $97,000 to $104,000, depending on school size,

while vice-principals earn about $90,000. Secondary school principals earn between $112,000 to $123,000, while vice-principals earn $100,000. Steve Rae, Nanaimo school board chairman, said whether administrators will get a raise has not yet been determined. “They need to be treated fairly and whether or not that is a raise, it’s not for me to say yet. It’s way too early in the game to say that, but if in fact, somebody hasn’t had a raise since 2010, I think they deserve to be brought up to current levels.” The findings will be part of a submission to the provincial government, after Nanaimo and other boards of education have reviewed and approved it. Relations on council are still a work in progress, says Mayor Bill McKay, as politicians enter a new phase with a facilitator that’s expected to cost thousands more. Nanaimo city council has spent $50,000 on the first phase of work with a facilitator from The Integrity Group, hired by McKay to help politicians get along. Council is about to continue with a second phase, which the mayor says could cost another $25,000 to $50,000 more. So far there have been no improvements, according to McKay, who said it’s a work in progress but there’s a willingness to continue. “Our council, they want to be productive. They want to get things done. Having somebody help you determine what tools you can use to interact, to communicate, to achieve some of the goals you are trying to achieve on a common basis, that’s going to help us immensely,” McKay said. The work is also about creating a “safe and respectful workplace” for employees, of which city council has one – city manager Ted Swabey. Coun. Wendy Pratt called the work with The Integrity Group a sincere effort to resolve a difficult issue and she is hoping for success, even though she doesn’t know if it will be possible. Coun. Gord Fuller said he hasn’t seen any results and has no idea where the effort with the facilitator is going, adding that part of the problem is the lack of communication by the mayor. Neither is Fuller there to make friends – his goal is to help his community, he said. McKay said he does not know when the work is expected to wrap up.

Inbrief City reviews options on pot shops

Shooting nets four years A Nanaimo man found guilty in a July 2012 shooting has been sentenced to four years in jail. Jeffrey Ryan Oud, 38, was found guilty of mischief to property causing actual danger to life and intentionally discharging a firearm at a downtown Nanaimo residence. “The Crown had asked the court to impose a sentence in the range of five to seven years, so the four-year sentence was somewhat lower than what Crown was seeking in the case,” said Neil MacKenzie, Crown counsel spokesman. Oud was set to be sentenced in June by B.C. Supreme Court Judge Robin Baird, but legal arguments related to the constitutionality of the mandatory minimum sentence delayed that to Sept. 15. According to Baird’s ruling, Oud was looking to purchase crack cocaine and found someone who could “score for him,” but when the person didn’t return, he became agitated and fired seven shots at the house. and has unknown content.” Greg Engel, chief executive officer for Tilray, believes the only action the city can take is to work with the court system and police to take action against the pot retailers. “I can’t really comment on what other steps they could take because that’s really kind of where the line is ... they are selling illegally and they are creating a lot of misconceptions to legitimate patients who could access a legal source through licensed producers like ourselves.” Anita Roy, assistant manager of Trees Dispensary Nanaimo, said her company welcomes regulations that ensure the safety and quality for its clients and patients and would like to see business licensing from the city. “It would legitimize our business and then they can collect revenue and ask us to make sure that we are safe for our staff and our clients,” she said. Federal Health Minister Rona Ambrose was not available for an interview and an e-mailed statement did not address questions about Nanaimo’s review or how municipalities are expected to deal with dispensaries. The statement maintained the federal government’s stance that the storefronts are illegal and will remain illegal under a Conservative government and that police are expected to enforce the law.

Nanaimo city officials are looking at what can be done about pot shops, as illegal dispensaries continue to open across the Harbour City. A city report on the issue of medical marijuana dispensaries is now in the works, with staff members looking at how other B.C. municipalities approached the pot retailers and what options are available to local governments when regulating shops. Medical marijuana dispensaries have been growing in numbers, openly selling bud, tinctures, marijuana-infused candy and soda despite being considered illegal by the federal government. Health Canada licenses only six B.C. producers, including Tilray, to sell to registered, medically prescribed patients and not from storefronts. The City of Vancouver has tried to address shops with new zoning and business licence regulations, while the City of Victoria is now looking at ways to regulate. Nanaimo doesn’t license dispensaries or levy fines for being without one. Nanaimo RCMP, while aware of the stores, has pre-

viously told the News Bulletin it takes time and resources to investigate dispensaries. Now with calls from proponents and citizens about medical marijuana dispensaries and action from other local governments, Nanaimo will take its own look at the issue. Coun. Jerry Hong said he wants to provide some assurance to residents that this municipality is doing what it can to look at the situation. Mayor Bill McKay points to lack of support from the federal government for putting

municipalities in a position of having to decide what to do with dispensaries. He said it has to take a “very hard” and “very thorough” look at what it can possibly do. “My biggest fear is not the sale, but it’s the product that’s going out the door,” he said, pointing out that Nanaimo has seen a number of fentanyl deaths in the last year. “If these places are going to be regulated, I want to ensure we’re not in any way endorsing the activities of a product that people are going to consume of which come from unknown origin

MAYOR SAYS legal opinion backs move.

A stance on sign waving has everything to do with an “obligation to ensure order” in the council chambers, says Nanaimo Mayor Bill McKay. The City of Nanaimo has released an incamera legal opinion, commissioned by the mayor to see if by trying to uphold a section of the Community Charter, he wasn’t also disregarding the public’s right to free speech. McKay has adjourned past city meetings to deal with people in the gallery displaying signs or visual aids. According to the legal document, the mayor can address the conduct of those he sees as being disruptive to the business of the city, as long as he’s satisfied the per-

son’s activity isn’t protected under the Canadian Charter of Rights and Freedoms. An e-mail response to the City of Nanaimo from the B.C. government, however, also shows a councillor can appeal the mayor’s decisions or points of order. McKay hopes the legal opinion provides a more detailed explanation of how the Community Charter and charter rights apply to decorum in the council chamber. Coun. Gord Fuller called the legal opinion “inconclusive” and said if he feels that the mayor is abusing his power, he will make a challenge. “If someone is abusive, then yes, have them removed,” he said. “If the cultural committee is there with a bunch of signs wanting us to support something, should they not be allowed to do that? It’s all about context.”

The timetable has been set for public consultation related to potential closures in the Nanaimo school district. The school board approved revisions in principle for its updated facilities plan on Sept. 2 and Rutherford Elementary, North Cedar Intermediate, Woodbank Primary and Woodlands Secondary schools were recommended by staff as ones that could be shuttered.

As part of the plan, a new wing is recommended for Frank J. Ney Elementary to accommodate some Rutherford students. Consultation for Nor th Cedar and Woodbank will be held on Oct. 6 at a site to be determined. Rutherford will see consultation on Oct. 8 and Frank J. Ney will see consultation Oct. 13 for its parents and those from Randerson Ridge and McGirr elementary schools as they too could see more students if Rutherford closes. Woodlands will have consultation Oct. 20 and a session will be held at Nanaimo District Secondary School on Oct. 27

Julie Leduc, who has children at Woodbank and North Cedar and plans on attending consultation, said she is in favour of closing one of the schools. “When the previous school board suggested closing two out of our three local schools, I did not agree with that plan, however, everyone is aware of our district’s financial issues and closures do need to take place,” Leduc said in an e-mail. Trustees are expected to receive a report from staff on Nov. 24. School consolidation motions are scheduled for a special board meeting Dec. 9.

The team rode out of Port Alice on Sunday and will stop at dozens of schools and fundraising events along its 1,100-kilometre journey to fight childhood cancer. Hilary Eastmure, of 91.7 Coast FM, this year’s sole media rider, and RCMP Const. Mihai Ilioi, are Nanaimo’s riders on the team. “I almost don’t want it to start because I don’t want it to end, but I’m also very excited to meet the people along the way who make the tour so special,” Eastmure said. She expects an emotional roller coaster, meeting child cancer patients, supporters and those who’ve lost loved ones to cancer, listening to their stories and connecting with them. The experiences from training and fundraising

have given her a greater appreciation for life, friends, family and community and the support she has received so far. “I’ve just met so many incredible people,” Eastmure said. “My teammates, the 20 police officers and military police and auxiliary constables, they are amazing people. Sometimes you don’t see that aspect when you’re working with the police as a reporter, but then you get into something like this and they all have just huge hearts.” Ilioi said preparing for the tour has been one of the busiest periods of his life and said he is looking forward to absorbing every experience on the tour. “I know it’s going to be hard,” Ilioi said. “I’m not worried about rain or something like that. We are trained and we’re going to do good, but with everything going on, I just want to sink into it and be part of what tour really means for this two weeks.” Ilioi approached the training as an athletic challenge to see what his physical limits are, but he also knows he will face emotional challenges riders can’t train for. “I know I’m a grown man and a policeman too and I’ve

Canada must help refugees Canada has shown a willingness, in the past, to help in a time of crisis, and must do so again. Our country can claim an admirable record when it comes to admitting refugees in times of crisis. In 1956 and 1957, when Soviet tanks rolled into Hungary to crush a popular uprising, thousands fled the country. More than 30,000 of them had been admitted to Canada by the end of 1957. In 1975 and ’76, and again in 1979 and ’80, refugees from Vietnam flooded out of that country; we took in more than 5,600 from the first wave and an astonishing 50,000 from the second. Now the federal government is sticking to its guns: refugees from war-torn Syria and Iraq will be limited to 20,000 in total, spread out over several years. The NDP and Liberals have both advanced plans that are considerably more expansive. We have seen Canada absorb more people in years past, when we had a smaller population to welcome them. Despite economic setbacks, Canada today is wealthier than it was in 1956 or 1979. Our national mosaic includes communities from virtually every nation around the world – there are already Iraqi-Canadians and Syrian-Canadians here who can help the newcomers, to say nothing of the many towns, churches, families, and individuals who will willingly give a hand if the numbers are increased. The Syrian crisis has been going on for years now. The recent photo of drowned toddler Alan Kurdi has drawn more attention to the issue than hundreds of stories about the plight of the refugees. Canada has always been involved in the wider world. We can argue about what forms our intervention should take, but accepting more refugees should be an immediate priority, regardless of political posturing.

t was too late. It was 1968, and Jessie Mazzelli’s Aunt Jessie was in Detroit, dying of breast cancer. Mazzelli’s mother, determined to be at her sister’s side, made the transatlantic trip all the way from Malta, a little island nation in the middle of the Mediterranean Sea. But Mazzelli’s mother arrived in the United States too late. By the time she got there, her sister was dead. As one life was lost, life around it went on, and changed. Following the funeral, relatives from Powell River brought Mazzelli’s mother back with them to B.C. and she liked it so much she decided she wanted to move there. “She said, if everybody agreed, we’ll go as a family; if somebody disagreed, we’d stay in Malta,” recalled Mazzelli, who was 20 years old at the time. She herself had always dreamed of emigrating from the island, so she was happy to go. The decision was harder for a young man named Frank Mazzelli, but “he said OK,” and the two were engaged, married a few months later in Powell River and had three sons and now seven grandchildren. Just this month, the couple went on a pic-

nic in Ladysmith to celebrate their 45th wedding anniversary. Over those years, Mazzelli has never disregarded the disease that took her aunt’s life. Like so many Canadians, she watched Terry Fox try to cross the country on his Marathon of Hope in 1980 and marvelled at his bravery. Three years later, Powell River held its first Terry Fox Run. “I said, I have to do this in memory of Auntie Jessie. Because of her we’re in Canada. And I kept it [up] ever since,” Mazzelli said. What separates

her from other Terry Fox Run participants is her fundraising. Over 33 years, including the past six in Nanaimo, Mazzelli has collected more than $32,000 for the Terry Fox Foundation. Every summer she sets down her cross-stitching for a couple months leading up to the event and instead spends hours upon hours knocking on doors in her neighbourhood, sometimes staying out so late that her husband has to pick her up because it’s too dark to be out walking. This year Mazzelli filled 24 pledge forms. It isn’t always easy soliciting donations, and a handful of people are rude. But others have come to recognize her and assure her that they look forward to her annual visits. Mazzelli had further inspiration this year, as a cousin is now fighting breast cancer. There’s a history

of the disease in her family, but Mazzelli said she isn’t scared. It’s hope that motivates her, hope for a cure. “That’s the reason I keep on doing it…” she said. “Hopefully I can keep doing what I’m doing … and God knows what’s going to happen next year. But I do my very best.” She’ll keep participating and filling pledge forms, she said, until she can’t walk anymore. “I have people, when I knock the door, say, ‘I had cancer, and I’m cured,’ and this makes me feel good,” Mazzelli said. Because it goes to show – sometimes it’s too late, but sometimes, it’s not too late. sports@nanaimobulletin.com

A Nanaimo theatre company is ready to kick off its 20152016 season. On Saturday (Sept. 25), Western Edge Theatre will open the season with the premiere of Making Tracks, a production about a young woman who returns to her hometown with her boyfriend. Making Tracks is the debut play by playwright Mary Froughton, a former Vancouver Island University student. Frank Moher, Western Edge artistic producer, says Making Tracks is a family drama wrapped inside a mystery that is worth seeing. “I think it is one of the most extraordinary first plays I have ever read, much less had the privilege to produce,” Moher said. “Mary is an extraordinary talent.” In recent years Western Edge Theatre has been unable to produce a full season of shows due to a lack of financial support. However, this season, the theatre company will be running a full season as it will stage productions of Venus in Fur and His Greatness next year. “We have sort of got all the pieces back in place and that is why we are able to present a full season,” Moher said. “I anticipate that will be back even with an even larger season in 2016-2017.” Making Tracks runs from Sept. 25 to Sept. 26 and again on Oct. 2 until Oct. 4 at the Harbour City Theatre, 55 Victoria Rd. Food festival feasts on regional cuisine

An Island feast of food and drink to satiate the appetites of Nanaimo culinary connoisseurs is on the menu this weekend. On Saturday (Sept. 26) the first annual Feastival will take place at the Vancouver Island Conference Centre from 10 a.m. to 4 p.m. Organized by the Greater Nanaimo Chamber of Commerce, Feastival is all about showcasing growers, producers, processors, distributors, restaurants and more. During the event, people can sample dishes or try alcoholic beverages at the sips and samples area, which includes creations from Island wineries, brewers and distillers. Attendees can also

browse the trade booths for the latest kitchen gadgets or appliances. Hilary Malone, co-owner of Sea Salt Food Co., will be speaking at Feastival at 10:30 a.m. and demonstrating how to cook a dish using only regional ingredients. She says the creation of Feastival is an indication of growing public interest in local food. “There is more to food than just function; it’s cultural, political and economic,” Malone said. “Food goes beyond base nourishment. There is a lot we can do. We can make it simple or a gastronomic art.” Admission is $5 or $15 for a family of up to five. Children under 12 are $3. It is with great sadness that we announce the passing of Alfred Clark. Alfred is survived by his brother Donald Clark, children Allan, Linda (Butch), Jim, Dean (Michelle), Susan (Ted), Kathy, and many grandkids and great grandkids. Predeceased by his siblings Bill, Dave, Charlie, Wes, Mary, Alice, and daughter Annette. Thank to the wonderful staff, workers, and care aides at NSV and NRGH for the care they have provided on his journey. A memorial service will be held at Bradley Center in Coombs BC on Saturday September 26, 2015 at 1pm.

Emily Moore The family of Emily Moore are sorry to announce her passing on Monday Sept. 14, 2015 at 94 years of age. She was predeceased by her husband, Herbert “Chub� Moore, and son, Peter. She is survived by sons Tom (Marjorie) and Bill (Elaine, deceased). She was also predeceased by her only brother Peter and sisters Margaret, Evelyn, and Lena. She is survived by four sisters, Marion, Ollie, Louise and Hazel. She is also survived by her grandchildren Tom (Jennifer), Tracey (Brian), Jeff (Dorota) and Dene, and daughter-in-law Reyna. She leaves 13 great grandchildren and one great grandson. Mom was born in Angusville, Manitoba and moved to Vancouver Island with her husband in 1941 where she remained. She taught school for 24 years, beginning in the original Koksilah school in Duncan, then on to Alexander school also in Duncan, and finally at Georgia Avenue school in Nanaimo. Emily and Chub were very active in minor baseball in Duncan, making many lifelong friends along the way. She enjoyed her retirement in Port Alberni and said she would always be happy as long as she could see Mt. Arrowsmith every day. We will miss her very much. A Memorial Service will be held Friday, Sept. 25th ~ 2:00 pm Seventh Day Adventist Church, 4109 Kendall Ave, Port Alberni. Reception to follow at P.A. Lawn Bowling Club, 4255 Wallace St.

Police are looking for the owner of an electric scooter that was found in south Nanaimo in June.

The Nanaimo RCMP is holding a newer model Motorino electric scooter, found in early June in south Nanaimo. The scooter is in excellent condition, with an alarm and a bumper sticker on the rear fender. Since the scooter was turned in more than 90 days ago, if the registered owner cannot be found the scooter might be turned over to the person who found it, according to Nanaimo RCMP. Police are also searching for the owner of a gold ring encircled with diamonds found in 2007 when it caught the eye of a man out for his lunch break. Not seeing anyone who appeared frantically searching for it, he placed it in his pocket and there it remained until one day last week when the man checked the pockets of some old clothes he planned to donate to the Salvation Army and pulled out the ring he found eight years ago. “Our finder is hopeful who ever lost it can finally stop wondering what came of it,” Const. Gary O’Brien, Nanaimo RCMP spokesman, said in a press release. Anyone with information about these items’ rightful owners, please call the Nanaimo RCMP non-emergency line at 250-754-2345.

The Nanaimo Clippers had things under control most of the night and won their home opener. The Clips doubled up the Victoria Grizzlies 4-2 in B.C. Hockey League action Friday at Frank Crane Arena. The home team scored goals in the first, second and third periods to build a 3-0 lead and dominated long stretches of play with its forecheck. “That’s the way that we want to play,” said Mike Vandekamp, Clippers coach. “We want to be a real hard forechecking team and a puck possession club and guys are starting to get a little bit of the idea of that.” Kale Bennett, Clippers alternate captain, said his team tried to stick to the coaches’ game plan. “It works, clearly,” he said. “When we can dominate them like that and play in their zone, it makes it a lot easier on the D men.” A five-on-three power play allowed the Grizzlies to close the gap to 3-1, and then the visitors added another with their goalie pulled before an empty netter by the Clippers iced the win. “It’s still early season, so there’s some mistakes out there, it’s a little sloppy for us,” Bennett said. “But overall, I

Lacrosse dream comes true A Nanaimo player captured Canadian lacrosse’s ultimate prize, the Mann Cup. Scott Ranger, captain of the Victoria Shamrocks, led his team to a national championship this month as his squad defeated the Peterborough Lakers in six games. It might mean a perfect ending to a lacrosse career for the 32-year-old Ranger, who is hinting strongly at retirement. He was an all-star and won an NLL Champion’s Cup with the Calgary Roughnecks, and was a Western Lacrosse Association champion and MVP and now has the Mann Cup. He brought the historic trophy to Kirby’s Source for Sports in Nanaimo last Wednesday, hoping to inspire local minor lacrosse players. “It gives them something to hope for…” Ranger said. “That’s what it’s all about and that’s why I brought it here, just for anybody to see that a dream can come true in lacrosse, and that’s what it is to me, is a dream that came true.” An expanded version of this article was published online Thursday and can be accessed at www.nanaimobulletin. com/sports.
