Ministry earmarks $800,000 for pedestrian part of bridge BY SHERI REGNIER Times Staff

Fresh from working through red tape to get the walking bridge built, the City of Trail is about to receive some serious green from the province - $800,000, in fact. “That is fantastic news,” Trail Mayor Mike Martin said when contacted by the Trail Times Monday morning. (Martin and Trail council members are in Vancouver this week attending the annual Union of B.C. Municipalities conference.) “Fantastic news and what great timing.” All along the city has maintained building a footbridge across the Columbia River is a green project – because no cars means no additional carbon emissions from vehicles. The province agreed, and through BikeBC, the city is receiving the largest piece of the program's $6 million funding to expand and build cycling lanes, trail and paths for cyclists and pedestrians. The $800,000 grant is described as the Trail pipe/pedestrian bridge, a 3.8 metre wide, 280metre long multi-use bridge along the Trans Canada Trail (TCT). The money was granted for the pedestrian platform only, not for the new sewer line. The province has phenomenal cycling corridors and B.C. has to do a better job creating cycling tours, Todd Stone told the Trail Times in March. During the interview, the Transport Minister assured that the city would not be left behind in the province's 10-year B.C. on the Move transportation plan. He noted a 50 per cent increase to BikeBC, saying priorities included partnering with communities to build new bike lanes and trails as well as better safety for cyclist pedalling provincial highways. Meetings reveal tax implications of pipe bridge BY SHERI REGNIER Times Staff

After years of campaigning to keep the Old Trail Bridge open to at least pedestrians, Trail resident John Carter graciously accepted defeat last week. Carter was among 29 people who gathered in Trail council chambers Thursday for a public consultation about construction of the $14.5 million pipe/pedestrian bridge. The open session was information-only but provided a sounding board for resi-

dents to clarify details about the upcoming multi-million dollar project. Following the city's presentation which provided background and rationale, Carter approached the podium. “I accept defeat,” he said. Then, with applause from the gallery, Carter shook hands with the Trail Mayor Mike Martin. The 104-year old bridge has been decommissioned for about five years but the regional sewer interceptor line still hangs from the structure. The decision to relocate the utility

fell to the Regional District of Kootenay Boundary (RDKB) East End Sewer Committee. Partners in Trail, Rossland and Warfield reached consensus last fall that included a $4.2 million agreement for an aerial pipeline to carry waste across the Columbia River to the sewage treatment plant in Waneta. Fast forward to one month ago, when bids for the new sewer line came in well above budget. A whirlwind of talks ensued because of the time crunch associated with the lowest tendering bid from Calgary-

based Graham Infrastructure LP. Then two weeks ago, the three parties agreed to increase the regional loan by $3 million to get the job done. Before the $7.2 million loan authorization is passed by the Ministry of Community, Sport and Cultural Development, all three municipalities were mandated to host public meetings and reveal tax impacts. Trail taxpayers will foot about 63 per cent of the sewer service cost, or $4.5 million. See WARFIELD, Page 3

The celebration was turned up a notch at Piazza Day in Trail Saturday when Roland Perri, Terry Mandoli, Reg Bozzer, and Clark White performed for a crowd of about 150 people. The Italian baking was gone before you could say “Grazie.” The Sisters of Colombo’s Mirella Como and Irene Hanley kept busy handing out favourites like pizzelles and peach cookies. Meanwhile, Frank Como and Fred Romano were on polenta duty while other Colombo Lodge members fried up peppers and grilled sausages for the hungry group at the Piazza Colombo. Trail area residents were all laughs and smiles as they kicked up their heels, exchanged hugs and kisses and gathered around the table. Bass player Clark White snuck in a break for a scoop of gelato with Trail resident Jay Mykietyn before getting back to play the requested chicken dance for children who didn’t hesitate to claim a spot on the dance floor. FROM PAGE 1 That means, based on the average house assessed at $183,000, Trail ratepayers will see a minimum $31.50 increase in property taxes to pay off its portion of the regional loan. Warfield held its public meeting Thursday evening in the village community hall. Twenty residents showed up to hear why council opted for the aerial sewer line as well as tax implications for the village’s $902,000 contribution to the project. Each Warfield household will have a $47 flat fee line item on the 2016 utility bill, dedicated to the pipe bridge, confirmed Mayor Ted Pahl during the half hour gathering. “We chose this option versus property tax,” he explained. “As taxes are based on assessed values, meaning, depending on the value of your home, your actual cost could (have) fluctuated.” Rossland council hosted a drop-in session in chambers Friday from 4 p.m. until 7 p.m. Rossland Mayor Kathy Moore says the city is striving for self supporting water and sewer utilities, meaning general revenue won’t be used to pay for the services. To achieve the goal, each household will pay almost double the current $60 parcel tax. “It’s not like regular taxes that are determined by each property’s assessed value,” explained Moore. “Currently each parcel pays $60 to fund existing sewer projects. With the addition of the pipe bridge, each parcel is likely to pay $117,” she added. “I say likely because it’s possible we may chose to fund it another way one we get into our financial plan, but I doubt it.” Rossland pays almost 25 per cent into the regional service, with the city’s apportionment to the new line being almost $1.8 million. “We have very limited reserves in our sewer fund,” says Moore. “And we have allocated our gas tax money for other projects for our huge Washington street upgrade set to get underway in 2016.” The $7.3 million walking platform, which will disguise the sewer line, will be paid for strictly by Trail. City voters agreed to a $4.9 million loan in a 2014 August referendum for the pedestrian bridge, and the city will internally fund the additional $2.4 million with Federal Gas Tax reserves and other capital revenues.

Search yields heroin, crystal meth By Times Staff Two people appeared in Rossland court Monday after police uncovered approximately 20 grams of crystal methamphetamine and two grams of black tar heroin in their vehicle. At about 8 p.m. Friday night, the Trail RCMP General Duty Section pulled over a vehicle, which was travelling from Rossland to Trail. The three occupants of the vehicle were arrested for Possession of Drugs for the Purpose of Trafficking. Numerous charges including Possession of Drugs for the Purpose of Trafficking, Possession of Drugs, Breach of Undertaking,

and Breach of Probation have been recommended against two of the occupants of the vehicle. These two persons are known to the police, said the press release, and have been remanded in custody prior to their appearance in Rossland court on Monday. Their vehicle was towed from the scene and issued an inspection order as it was deemed unsuitable for highway travel. The RCMP press release stated, this was a proactive police investigation taken on by local uniformed members and is a significant seizure of crystal methamphetamine for this area.

Do balanced budgets really matter?

T

he federal election campaign has produced a jumble of conflicting claims about whether or not Canada has a balanced budget or a deficit, how it was determined, and whether it even matters. The definitive word on this came out last week, with the release of the Government of Canada Annual Financial Report, signed off by Auditor General Michael Ferguson. “The government posted a budgetary surplus of $1.9 billion for the fiscal year ended March 31, 2015, compared to a budgetary deficit of $5.2 billion in 2013-14,” the report says. “Revenues increased by $10.7 billion, or 3.9 per cent, from 201314, reflecting increases across all major revenue streams. Program expenses increased by $5.2 billion, reflecting increases in major transfers to persons and other levels of government, offset in part

by a decrease in direct program expenses.” The Conservative government’s pre-election budget calculated that last year was in deficit, and this year would be the first in the black since 2008. Ottawa pundits say this “surprise surplus” was engineered with intentionally pessimistic budget estimates, so Prime Minister Stephen Harper would get a boost right about now. Liberal leader Justin Trudeau claimed last year’s surplus was partly generated by cuts to Veterans’ Affairs and Aboriginal Affairs. Wrong and wrong. Veterans’ Affairs spending was up 13 per cent, and Aboriginal Affairs spending rose nearly 30 per cent. Trudeau has also insisted Canada is in recession now, which helps his suddenly adopted position that a Liberal government would run deficits for the next three years to build infrastructure.

Harper ran the biggest deficits in Canadian history after the 2009 crash, bailing out auto makers and building lots of “shovel ready” infrastructure, as did the U.S. and other countries. The question raised by Trudeau’s plan is whether it’s a good idea to keep doing that without a financial crisis. France, for example, has run operating deficits every year since the early 1970s, although the current Socialist government vows to balance the books by 2017. France’s operating debt is now equal to

91 per cent of its Gross Domestic Product. Canada’s net debt-toGDP ratio is currently around 30 per cent, down from frightening levels in the 1990s before the Chrétien government finally balanced the budget. (Fun fact: then-finance minister Paul Martin not only cut transfers to provinces, unlike the current government, he inflicted the largest-ever cuts to the CBC. Harper’s CBC cuts were part of government-wide reductions, again due to that 2009 crisis.) NDP leader Thomas Mulcair has promised to balance the budget every year of his mandate, should he form Canada’s first-ever socialist government. He will spend the rest of the campaign trying to reconcile this promise with the grandiose spending plans he has piled up. Meanwhile in B.C., Finance Minister Mike de Jong may have benefit-

ed from Harper’s lowball budget. In his first quarter update last week, de Jong reported that his February budget forecast is on track, with a $277 million surplus. This is despite a $300 million bill for forest firefighting, thanks to personal and corporate income tax revenue expected to be $374 million higher than budgeted. B.C. bases its tax revenue figures on federal estimates, and the ones they got early this year were clearly low. Understated or not, this is a nice problem to have. De Jong says that at the current pace, B.C. will pay off its accumulated operating debt by 2020. The last time the province was free of operating debt was 1982. The big debt peak came during the NDP 1990s, with another spike from 2009 to 2013 under the B.C. Liberals. Tom Fletcher is legislature reporter and columnist for Black Press.

Education helps prevent stereotypes In regards to the three-part series report on mental health patients in Trail (Trail Times Aug. 28, Sept. 4 and Sept. 18), we, as clubhouse members, do not want to be stereotyped because of what the people in the downtown core do not know or understand is scaring them. We feel that we should not

all be categorized under one heading, as mental illness affects people differently. There is a variety of mental illnesses that should be known to the public by educating them about the illnesses, as some are more pronounced than others and also depend on the affect of their medications. We are grateful for the ser-

Health care concerns require answers

The Society for the Protection and Care of Seniors is very concerned with the recent information that Selkirk Family Medicine Clinic in Trail is closing its doors effective December 11, 2015. It is our understanding that up to 1,000 patients will be affected by the loss of access to a family physician. We have had numerous calls from very distressed citizens from within Greater Trail as they were completely unaware that this was in the works. In the letter that was sent to affected patients last week, Wednesday, September 9th., it was made quite clear that of the three remaining physicians at Selkirk Family Medicine, only Dr. M. Smith will be relocating to Rossland and who will ‘initially restrict his practice to those (patients) previously registered to him’. Neither of the other two physicians will be providing ongoing medical care to their existing patients. In conversation with Debra Reid, the Project Manager for ‘A GP for Me’ hotline, it has been determined that there are no general practitioners within our area (from Rossland to

Salmo) who would take on new patients at this time. In the letter it did state that any patients with a Salmo address or Beaver Valley address may possibly be accommodated. It is also our understanding that there has been an awareness of this clinic closure for some period of time and, as advocates for quality health care in our community, we are disturbed that this information was not made available sooner. There was also no opportunity provided for public discussion and consultation to assist in mitigating the impact this loss of service will have on our community. The question being repeatedly asked is, “What do we do now?” It is unrealistic to expect frail seniors to go to the walk-in clinics in Nelson as was suggested, so along with many other affected patients, there will be a very large additional burden placed on emergency room services. Once again, we appear to be in a reactive situation, recognizing that a viable solution will take time, creative problem-solving and additional resources. We must not forget that the loss of this valued medical clinic will have a signifi-

cant cost to the general health and well being of all affected patients. What alternative solutions can Interior Health offer that will meet the health care needs after December 11th. and mitigate the over-all impact that is already presenting as patients worry about what they will do, not only now, but after December 11th. Additionally, there will be a cost to patients to get their medical records from Docudavit Solutions —-approximately $80.00 per person plus taxes and shipping. If a patient is able to secure a new physician prior to December 11th., then the cost of transferring medical records is approximately $35.00 as it will be done directly by the clinic. We would hope that even after the fact, there may still be an opportunity for input from the public, the municipality and the region. No legal basis for niqab prohibition

An editorial from the Hamilton Spectator The Harper Conservatives’ mulishness on the question of whether Muslim women should be allowed to wear face coverings when taking the citizenship oath makes less sense than ever in light of events this week. A Federal Court of Appeal panel has dismissed the Conservative appeal of a previous ruling that found the prohibition of a niqab to be unconstitutional. The Appeal Court agreed the original decision was sound. Yet the Conservatives wasted no time in announcing they plan to appeal the dismissal to the Supreme Court of Canada. Given Stephen Harper’s track record trying to push unconstitutional legislation through the top court into public policy, smart people will be betting with the court, not Harper,

assuming the request to appeal is even granted. Just to muddy the water further, a lawyer for the federal justice department, arguing for the ban, said the original language had no actual force in law, which means the ban wasn’t mandatory to begin with, but rather indicated … “a desire in the strongest possible language …” Pardon? If that’s the case, women who feel strongly about wearing a niqab could do so if they wanted to in spite of stated preference for bare faces. Let’s recap. The government’s own citizenship rules direct judges to be as accommodating as possible of all cultural traditions. So the government first objected to something its own rules encourage. This isn’t about legal identification. No one is questioning the need for faces to be fully

exposed for that reason or any time matters of national security are at play. This is about respecting a stated cultural preference. Wearing a crucifix while being taking the oath isn’t a religious preference in that context, it’s cultural. Hassidic Jews with full beards — which can obscure as much of the face as a niqab does — are not asked to shave before taking the oath. Let’s face it, this is about Muslim women, and the suspicion in the minds of many — apparently Stephen Harper included — is that the niqab preference is somehow linked to Islamic fundamentalism. There is no evidence to support that. Muslim women have the right to cultural sensitivity as much as anyone else. Telling them they can’t wear the niqab during citizenship proceedings is intolerant and wrong.

Grant helps promote BikeBC in province

munities and attracts commuter and tourism cyclists. Earmarking the bridge as a section of the coast-to-coast trail also plays into the large grant. Over the years, rugged terrain, private property impasses and high costs have been obstacles for Trail becoming a TCT stop over. City council,

Kootenay Columbia Trails Society and others involved in project development expressed concern last year that Trail could be bypassed on the route. The trail was originally mapped to come through the city, but securing right-of-ways liabilities and finalizing the route through town put the city’s mark on the TCT into

OBITUARIES FUNERAL NOTICES Donna (Sindell) Briggeman It is with great regret that the family of Donna Briggeman announces her passing. Donna passed away peacefully on September 15 surrounded by her family at Rosewood Village Care Home. Donna was born in Trail in 1932 to Frank and Muriel Sindell. She is survived by her brother Frank Sindell (Phyllis), of North Vancouver, 3 children; Janice of Vancouver, Alan (Tara) of Trail and David (Crystal) of Trail and 5 grandchildren; Chris (Katrina), Tegan (Adam), Kylee (Dan), Jesse (Teagan) and Kelsea. Donna was predeceased in 2011 by her loving husband Raymond Briggeman. Donna grew up and attended school in Trail until graduation in 1950. In 1955 she married Raymond William Briggeman also from Trail and they settled in Glenmerry. Donna was a member of the Trail Art Club, exhibiting her paintings in the annual fall art shows and she served as Secretary to the Trail and District Art Centre Society. She was also involved in many associations and groups including the I.O.D.E., the Jaycettes, the St.Andrews Altar Guild, St. Andrew’s Senior Choir and the Square Dance Association. Donna was elected as Trail’s first Female Alderperson in 1978 and held the office until 1982 being voted in for 2 terms. After Ray retired in 1984, they spent 10 years summering at Christina Lake and wintering in Lake Havasu, Arizona. In the fall of 2001, they moved to Waneta Village in Trail. Donna was an avid bridge player, artist, a proud Trailite and a most loving, kind and patient mom and gram. She will be deeply missed by her children and grandchildren and by the many friends that she made over the years. An Open House to celebrate Donna’s life will be held at Alternatives Funeral and Cremation Services in “Carberry’s Chapel” at 1298 Pine Ave, Trail, BC from 1:00 pm to 3:00 pm on Saturday, September 26. passed away peacefully at Trail Memorial Hospital on Sept 19, 2015 at the age of 77. She is once again reunited with her beloved husband. Mom was born on December 7, 1937 in Vancouver, BC to Ernest and Elaine Fox. She attended school in the Point Grey area and eventually married her childhood friend, Tom Garnett. They would have four beautiful children while they lived and worked in Surrey, where they would make their family home for many years. Our home was always a loving haven for all the kids who would know this couple as kind, but stern supporters. They took pride in their home and family; their kids a testament to this amazing couple. When they decided to retire, Mom and Dad chose the mountain village of Warfield to spend their golden years together. They continued their love of home life here, always a flower and vegetable garden in the works. These years were filled with family and friends always dropping by for a cup of coffee and a chat. Our parents had a very special gift; allowing whoever walked in their door to feel welcome and a part of their family. We always looked forward to a big Christmas dinner and are especially grateful for the special memories created over the holidays when the family could get together in Mom and Dad’s loving home. Mom and Dad were a testament to what is right in this world; compassionate, and always with a hand out to those who had lost their way. We will miss them terribly. Mom is survived by her loving children; Barbara Orrock, Jim Garnett (Charlene), Sandy Bergum (Randy), Glenn Garnett (Dawne), 6 grandchildren and their spouses. There will be a private family celebration of their lives together for the union of Mom and Dad. In memory of their compassion towards animals and in lieu of flowers, donations may be made to BCSPCA. Bette’s family thanks the wonderful medical team at Trail hospital for the excellent care of Mom, and compassion with the family. Thank you.

Following a very successful and enjoyable day at the Birchbank Golf Course for the Trail Smoke Eaters annual Golf Tournament and fundraiser on Saturday, the team treated its supporters to an even better effort on the ice with a 5-3 victory over the Merritt Centennials later that evening. Smokies forward Kienan Scott scored the winning goal 2:15 into the second period, taking a pass from Max Newton and snapping it through the pads of Merritt goaltender Anthony Pupplo to give Trail a 4-0 lead. It was the Penticton native’s second goal of the season and helped to bring the Smokies record back to .500. “It’s a young group and I think they’re still trying to figure out how they can play the game,” said Smoke Eater coach and GM Nick Deschenes. “You see certain moments, and then other moments when there is a complete contrast. Consistency is something you develop as you prepare for games and practise, I mean video work, and everything. That’s just our

Merritt outshot the Smokies 16-8 in the period, but MacBurnie closed the door in the third, making several big saves to preserve the lead. Merritt had the edge in shots, 33-30, but MacBurnie got the win and was named the game’s second star, Kaupilla took first star honours, and Fiorrentino the game’s third star. Black was named Fortis energy player of the game for his two-point night and leads the Smokies with seven points in four games. “We need these games now they are big, and we’re fortunate to play these games before the Showcase because we get a taste of that competition and the grind and what it’s going to take. We’re going to play two really solid teams in P.G. and Wenatchee, so it’s good to carry this win into the Showcase,” said Deschenes. Trail will travel to Chilliwack this weekend and play the Prince George Spruce Kings at 10 a.m. on Saturday and Wenatchee Wild at 4 p.m. on Sunday at Prospera Centre for the BCHL Showcase.

THE ASSOCIATED PRESS STAMFORD, Conn. - As his talk show celebrates its silver anniversary on Monday, Jerry Springer knows better than to wheel a cake onstage with him. No sense tempting fate. He didn’t anticipate he’d be fighting back tears as he addressed his audience. “Know this,” said Springer, who wore a tuxedo for the show’s taping. “There’s never been a moment in the 25 years of doing our show that I ever thought that I was better than the people who appear on our stage. I’m not better. Only luckier.” Don’t mistake that for a valedictory. Springer, 71, is all aboard for another year on the crazy train, and plans to stay as long as he’s healthy. Upcoming episodes include “Spontaneous Sex Mistakes,” ”Big Girls Bring It!“ ”Sorry Sis, Your Man is Fair Game,“ ”I Sexed Your Ex“ and ”Lesbian Stepsister Hook-Up.“ It’s been a long time since “The Jerry Springer Show” was a sensation, and a threat to Civilization As We Know It. Now it’s a dependable daytime comedy, seen regularly by about two million people each day and rarely noticed by others. The days of Springer being shunned or scolded by people at cocktail parties are over, too. “We don’t hear it anymore,” he said, “because I’m not part of the pop culture. It’s not shocking anymore ... You can’t be a grown-up and say, ‘oh my gosh, they’re talking about a gay person.’ The world has changed.” Springer has theories about why his show has endured. Since the dawn of civilization, people have been fascinated by the behaviour of others, particularly when it is outside of society’s norm. Television is dominated by upper middle-class white people and his show regularly features others. It also appeared at the beginning of an era marked by people looking to themselves for entertainment, and not always celebrities. And, of course, it’s a freak show that is hard to take your eyes off. “I can’t sit here and tell you I know why I’ve lasted 25 years,” he said. “I don’t know. There’s a niche. People aren’t watching the show because they want to see me.” He’s prone to joking that anyone can do his job if they learn three phrases: “You did what?” ”Come on out!“ and ”We’ll be right back.“

Davis, Hamm and Morgan win some hearts THE ASSOCIATED PRESS HBO claimed the hardware at the annual Emmy Awards. Viola Davis, Jon Hamm and Tracy Morgan captured the hearts. In the 67th edition of the television awards show Sunday, Davis became the first woman of colour to win best actress in a drama series. Hamm was a sentimental favourite for winning best actor in his last chance with “Mad Men,” and Morgan was an emotional surprise in appearing onstage following his traumatic brain injury in an auto accident last year. For sheer awards tonnage, it was a triumph for HBO. The pay cable network won 14 awards Sunday night, with “Game of Thrones” named best drama, “Veep” best comedy and the miniseries “Olive Kitteridge” best limited series. The next closest network was Comedy Central with four. Add in the creative arts Emmys awarded a week ago and HBO took a total of 43 awards (NBC was second with 12). The fantasy drama “Game of Thrones” was the most-honoured program in any single year, with a total of 12 awards. Davis won for her portrayal of a lawyer and professor in the ABC freshman drama “How to Get Away With Murder.” She invoked the words and spirit of 19th-century American abolitionist Harriet Tubman in accepting the award. “The only thing that separates women of colour from anyone else is opportunity,” Davis said. “You cannot win an Emmy for roles that are simply not there.” Hamm had been nominated seven times before for his portrayal of Don Draper in the AMC drama and hadn’t won. The series ended this past year, with Hamm featured in a memorable scene parodied by Emmys host Andy Samberg earlier in the show. It has been a rough year for the actor, who underwent a stint in rehab and broke up with a longtime girlfriend, and the emotion showed on his face. Morgan, the former “Saturday Night Live” star whose limousine was struck by a Wal-Mart truck in June 2014, presented the best drama award. “It’s been a long road back,” Morgan said. “I suffered a traumatic brain injury that put me in a coma for eight days. When I finally regained consciousness, I was just ecstatic to learn that I wasn’t the one who messed up.”
