Non-resident fees at new rec centre? By DAN FERGUSON Aldergrove Star

A proposal that would see the Township of Langley charge non-residents extra to use the new Aldergrove recreation centre got a cautious reception from council Monday afternoon. The idea was presented by councillor Angie Quaale, who said non-residents currently pay the same fees to use Langley recreational facilities as Township residents, but don’t contribute to their operation by paying property taxes. Quaale wanted to have Township staff investigate a two-tiered fee structure for the under-construction Aldergrove facility and report back to council. Charlie Fox expressed doubt, saying it could be seen as treating Aldergrove differently than other facilities. “We’ve got people from Surrey, Maple Ridge, Abbotsford … playing in our hockey rinks, playing in our sports fields and so on,” Fox said. Fox said any decision should be delayed to allow detailed discussions

involving council and staff at the Council Priorities Committee. Councillor Bob Long opposed a special out-of-towner fee, calling the proposal “troubling.” “We haven’t even got the facility built,” Long said. “Really, we shouldn’t be doing this.” Councillor Kim Richter said with the exception of Port Moody, any resident of Metro Vancouver can use facilities in any other municipality without paying extra (Port Moody charges resident of Anmore extra to use a recreation centre, a move that has reduced visits and revenue from the other community). “Council needs to have a much more robust discussion,” Richter said. Councillor Blair Whitmarsh didn’t see any need for further talks, saying a twotiered fee schedule should be voted down because it was “not a good idea,” and could cause friction with neighbouring municipalities. “It causes a lot of difficulty for us in relation to other communities (if this goes

ahead),” Whitmarsh said. Councillor Petrina Arnason was more positive, noting that some areas have successfully used a system that charges nonresidents more. “I think it’s quite a complicated conversation,” said Arnason. Quaale said the idea deserves further investigation. “It works really well in other communities,” Quaale said. “I think it’s worth discussing.” Council voted to refer the matter for more discussion as Fox suggested, with Long and Whitmarsh voting no (David Davis was absent). The border between the Township and Abbotsford is along 276 Street, although Aldergrove’s suburban population spills over as far as Lefeuvre Rd. In a related development Abbotsford has cancelled subsidies for minor hockey ice time, which is expected to lead to more Abbotsford players moving to Langley Township facilities (see story, page 13). -with files from Kurt Langmann

A 40-year-old Langley man is accused of orchestrating targeted attacks against staff and students at the Justice Institute of B.C. After a complicated fouryear investigation, Vincent Eric Gia-Hwa Cheung was arrested on Friday, Sept. 18. A rural property on 267 Street in Aldergrove was also being combed over by the Combined Forces Special Enforcement Unit (CFESU) that same day. Between April 2011 and January 2012, 15 people were targeted in a series of offences, which occurred in multiple jurisdictions, including Surrey, Richmond and West Vancouver. Their homes, vehicles, and property were the subject of shootings and arsons. In July 2011, the Justice Institute, which trains law enforcement and other officers, received a threatening email. The message referenced nine staff and students at the institute, located in New Westminster. All but one of those individuals had their homes or vehicles targeted. The motive was unknown at the time and police weren’t divulging motive at a press conference on Monday. However, Cheung is alleged to have possible gang ties. The investigation established that an ICBC employee had queried the 15 victims’ licence plates which provided their personal details, including home addresses. When ICBC dis-

covered the privacy breach in 2011, they said they fired the female employee. In January 2012, the investigation advanced after three suspects connected to an arson in Surrey were identified. Interviews with the suspects enabled police to identify the alleged contractor of that arson. This led police to the name of the alleged orchestrator of all the targeted attacks a gainst JI employees and students.

Then, between Dec. 31, 2014 and Jan. 13, 2015, a number of the victims received suspicious letters in the mail, said police. One of the letters contained a warning that attacks would resume in the New Year. Investigators reconnected with all the victims to ensure adequate safety plans were in place. “We know there are still people who have additional information about these offences and this investigation is continuing, with further arrests and charges

Burning ban lifted Aldergrove Star

Cooler temperatures and more rainfall means burning season is now open in the Township of Langley. The season will also be extended an additional month, weather permitting. Extremely hot and dry weather conditions over the summer had delayed the start of the burning season, but on September 22, Metro Vancouver announced that water restrictions had been relaxed to Stage 1. “The threat of fire danger was previously too high to allow outdoor burning, but the change in weather has reduced the risk,” said Township of Langley Assistant Fire Chief Pat Walker. “Residents in areas that allow outdoor burning can now obtain permits and clean up the yard and garden debris, leaves, and branches that have accumulated over the summer and during the recent windstorm.” Those who want to burn must have property that is half an acre or larger and is surrounded by properties that are at least the same size. Burning is not allowed and permits are not issued for the urban areas of Aldergrove, Brookswood/Fernridge, Fort Langley, Murrayville, Walnut Grove, and Willoughby/ Willowbrook. Burning permits can be purchased for $25 from the Township’s Civic Facility, Fire Hall 6 in Murrayville, the Operations Centre, or at the Aldergrove Kinsmen, Walnut Grove, W.C. Blair, or Willoughby Community Recreation Centres. Land clearing permits are only available to properties that are 4.2 acres or larger and can only be issued at Fire Hall 6 in Murrayville, at 22170 – 50 Ave. Under normal conditions, burning season runs September 1 to October 31, but this year it will be extended to November 30, if the weather allows.

Forum takes action to help those in poverty Aldergrove Star

In all of Canada, 86 families hold more wealth than the poorest 11.4 million Canadians combined. In Langley City, 19.2 per cent of residents are classified as low income earners. In the Township of Langley, that number is 11.4 per cent. People with lower incomes are more likely to have poor health, inadequate education or skills training, have trouble securing food and housing, and are more likely to be involved in drugs and crime. These statistics represent real human lives and they are numbers the Langley Healthier Community Partnership (HCP) wants to see vastly improved. On Sept. 17, the HCP’s steering committee, made up of representatives from the City of Langley, the Township of Langley, Fraser Health Authority, Langley Division of Family Practice, and Stepping

Stone Community Services Society, hosted a community action forum called Poverty to Prosperity. Stakeholders from local governments, community and health organizations, law enforcement, businesses, and the community at large were asked to work together to identify tangible ways of reducing poverty and strategies to improve the health of residents. “It is time to stop talking and take action,” said the Partnership’s Janet Burden, Executive Director of the Stepping Stone Community Services Society, who was impressed by what was accomplished during the forum. “It exceeded our expectations,” she said of the event, which attracted 60 people to Douglas Recreation Centre. Guest speakers discussed current poverty issues for children and seniors in the Langleys and outlined what is being done in

the neighbouring municipalities of Surrey and Abbotsford and throughout the province to reduce poverty. Participants also reviewed journey maps, long sheets of paper that lined the walls and graphically captured the actual life experiences of people living in poverty in this community. The information was collected during interviews with children, seniors, families, and those with mental health issues who are struggling with poverty, as “a way of understanding what it is like walking in their shoes,” Burden said. Forum participants then broke into groups to determine the barriers to prosperity that are being experienced in Langley. The seven barriers identified were the lack of a poverty reduction plan, lack of time and resources in bureaucracies, lack of life skills training and mentorship, the community not work-

ing together, a lack of a central resource hub, food and housing instability, and isolation. The input collected and information gathered during the action forum will now go back to the Langley Healthier Community Partnership, which will determine the next steps to be taken. “This event set the stage for looking at the problem in Langley, determining where barriers exist, and how we can address them at the local level,” said Township of Langley Community Recreation Manager Lesley Visser. Visser said the HCP wants to take the lead in facilitating improvement, and that members of the community will be given the opportunity to get involved and help. However, a plan to reduce poverty and enhance health in the Langleys cannot be done without support from the provincial government.

Rivers Day rolls into new location Aldergrove Star

From a bike valet and bug displays, to climbing walls and birdhouse building, there will be more to see, do, and explore when Rivers Day is held in a brand new location. The BC Rivers Day Community Festival, an annual celebration of water and nature, will take on a whole new look in a whole new place this year. The free, family-oriented event, which enhances understanding of the environment and spotlights our water resources, will be held Sunday, Sept. 27, 11 a.m. to 3 p.m., at the Derek Doubleday Arboretum. “For more than 25 years, the Township of Langley has been hosting the Rivers Day Festival so that people of all ages can learn how to keep our community green and healthy,” said Meaghan Norton Daniel, Environmental Coordinator with the Township. “This year, the festival will leave its traditional location at Williams Park for a new site at the Arboretum. This is an amazing spot that is home to the Nicomekl River, lush natural habitat, trees and trails, and the Langley Demonstration Garden. It is the ideal location for this unique celebration.” The Derek Doubleday Arboretum is located in the 21200 block of Fraser Highway, and Norton Daniel is hoping the central location will make it

easy for residents to stop in and explore. The area is flat and full of sturdy trails that offer access to those in wheelchairs or with strollers. Guests can park on site or at the nearby overflow lot at Langley Secondary School. A free community shuttle will transport visitors to the Rivers Day site every 15 minutes. As well, a bicycle valet will be offered to encourage residents to get to the festival using a mode of transportation that is good for their health and the environment. During Rivers Day, visitors can enjoy more than 25 interactive displays and activity booths, featuring gold panning, Dreamfish painting, an animal costume parade, live owls, and a climbing wall. Live entertainment will be presented by Angela Brown (The Ta Da Lady), Tony Prophet, and the Genuine Jug Band. A free barbecue lunch will be provided from 11:30 a.m. until supplies last. Guest are encouraged to bring their own reusable water containers for drinks, and a concession will be available for those who would like to purchase refreshments. The popular Upcycle Boat Build returns again this year, with participants invited to make creative and floatable boats and bring them to Rivers Day for a chance to win a $100

Aldergrove residents of all ages banded together for the 35th annual Terry Fox Run, starting at Aldergrove Kinsmen Community Centre Sunday morning at 10 a.m. Participants could choose to run, walk or ride the three distances offered — 3km, 5km and 10km —

and strollers, wheelchairs and dogs on leashes were welcome too. A hearty volunteer crew, including Aldergrove Rotary Club members, organized the fun event and doled out fresh fruit and refreshments to keep everyone wellhydrated in the light drizzle of rain. A total of funds raised was not available at press time, however,

the Aldergrove Rotary Club contributed $2,600 which they raised in barbecue sales at JD Farms’ Fall Festival on the previous weekend. Langley Ukulele Ensemble got the runners off to a good start with lively tunes at the start/finish line. The Terry Fox School Run will follow on Wednesday, Sept. 30 at Aldergrove Secondary.

The Good Times CruiseIn has come and gone for another year, but Sandy Dunkley plans to keep the good times rolling by building on the massive car show’s success. To do that, the Langley woman has organized a 1960s-style evening of dancing, classic cars and old movies. It all happens at the Twilight Drive-In on Sunday, Sept. 27. The event will be the first annual Ron Dunkley Memorial Society’s ‘Happy Days Are Here Again’ fundraiser, in memory of her late son. Dunkley has rented the Aldergrove drive-in in hopes of bringing back those ‘happy days’ for one memorable evening. Proceeds will support the Ambulance Paramedics of B.C., with proceeds going to the Honour House, a home away from home, located in New Westminster, for all emergency services personnel, veterans and their families to use — free of charge — while they travel to receive medical care. The night will begin with a sock hop and dance contest, while the young and young at heart jive, twist and stroll to the classic rock of Liquid Courage. Jim McGregor will emcee the evening. Dunkley has rented two huge tents in case the weather doesn’t co-operate. Prizes will be awarded for best look-a-likes of Fonzie, James Dean and Elvis as well as for best car. Dunkley will bring her own ’59 Ford Fairlane to the event. Following the dance in the parking lot, two movies will be played: Back To the Beach, featuring Frankie Avalon and

A ’60s-style concession will be open to serve burgers, fries, sodas and popcorn — all of it included in the ticket price. “Ronny was a huge ’50s/’60s music fan. He had the whole Beach Boy collection of music,” said Dunkley of her son, who died in a Seattle hospital in January 2011, two months after being hit by a train. He was 34. He was a full-time firefighter with the Langley City Fire Rescue. Sandy has since created the Ron Dunkley Memorial Society, a charitable foundation which raises funds for a number of causes. “Ronny would love this event. I just feel like he’ll be there, too. It’s just an all-

around fun thing to be a part of,” she said. “Ron also loved Happy Days, and doo-wop music.” “With the world the way it is these days, it’s nice to have one night where things are fun and simple, like the good ol’ days,” she said. Tickets are now available for $50 for a car and two people, or $100 for car with four people. Single person at the gate is $25. The ticket includes theatre admission, movies, sock hop, concession gift certificate, door prizes. Editor: The sod has just been turned to mark the start on the construction of the new Aldergrove Recreation Center proclaimed to be a 12 month of the year facility for all ages to enjoy. Sounds great, but have a look at the plans on their website. You would think that the planning department for the Township of Langley would have been capable of designing an indoor swimming pool that actually has a roof over it within their budget. Seemingly that’s not the case. The proposed Aldergrove Recreation Centre will have an outdoor swimming pool which will only be used when the weather is nice. On average about four months each year. I suppose an Aldergrove Polar Bear Swim on New Year’s morning would appeal to the more hardy among us, but for us lesser mortals who love to enjoy the benefits and pleasure of a swimming pool all year round without freezing to death have literally been left out in the cold. We are told there is not enough money in the budget for a roof. It’s a bit late in the day to tell us that. Nobody mentioned that when the plans were first announced for a new facility with a “state of the art indoor pool” about four years ago. An outdoor swimming pool in Aldergrove! Why waste our money? I notice that the well connected hockey fraternity have been well looked after by the planning department. They have a nice new ice rink (with a roof), with 550 retractable seats, offices and lots more. I suppose since ice hockey is the national religion its not so surprising. I still feel it is totally unfair. Mind you the spin off heat from the ice rink will used to heat the pool. Try not to think about getting from the changing rooms to the pool, and back again, in mid January, wearing only a swim suit and bare feet. Which brings me to my point. The federal election campaign is now in full swing with all the promises being handed out by all the parties in exchange for our votes. Money, no problem, trust us they say. So how about a roof for our pool? A sure fire winner. It would appeal to the keen swimmers of all stripes and ages, Mums and Dads who take their kids to splash around and slide down the slide. Don’t forget the aged and infirmed who can actually exercise in the pool and enjoy it. Swimming classes for the schools, the list goes on. I bet that would amount to a whole lot of votes. It would certainly get mine. I am surprised our mayor and Township council have not thought of this. Or have they? Bernard Major, Langley

Caution over refugees Editor: The current refugee crisis begs for urgent scrutiny. The feasibility of terrorists maneouvring entry amongst them is very real. Here is why. On February 18, this year, various Internet reports and The Daily Mail newspaper recorded that ISIS threatened to flood Europe with 500,000 migrants as a “psychological weapon” against Europe. Other headlines exposed the Islamic State threats to “Flood Europe with half a million Libyan migrants” as a psychological weapon against the West. No one paid much attention at that time. One can still check these threats on the Internet today. Studying recent reports there seem to be two types of migrants streaming in at an unbelievable pace. Those who have lost all they had, who were persecuted, tortured and abused, and the economic refugees who escape with all their money for their own financial reasons. The ISIS statements they would flood Europe with “radicalized “refugees” truly hits a raw nerve. When you see the many healthy appearing assertive young men claiming refugee status you start to wonder are all of them true refugees? Why did these young men not stay in their homeland to try help free their country from the ISIS regime, as they should? Could the ISIS threat have come to fruition already? It is a mighty scary thought indeed. We need to do all we can to help the first type of refugees the sooner the better. The ones fleeing for economic reasons only do need a good second look. The cautious approach of our federal government to screen refugees is commendable indeed. Thank you Prime Minister Harper. We truly do appreciate that. Let’s hope it will stay that way. Otter Co-op distributed $4.45 million in patronage refunds to thousands of their members during the annual Equity Days event, Sept. 17-19. Those who did not collect their cheques in person will receive the rebates in their mail. Otter Co-op has been serving the Fraser Valley since 1922, with locations in Ladner, Surrey, Langley, Aldergrove, Abbotsford, Mission, Chilliwack, Pitt Meadows, Armstrong and Penticton. It is a multi-million dollar retail business involved in feed, food, petroleum, hardware, pharmacy and clothing, and is owned by its members. Otter Co-op also benefits from the purchasing power of Federated Co-operatives Ltd. in Saskatoon. FCL is owned by 212 retail co-ops located throughout western Canada and provides central wholesaling, manufacturing, marketing and administrative services to its member-owners. FCL achieved record sales in 2014 of $10.8 billion and net earnings from operations were $655 million. Otter Co-op’s customer-members were treated to a chicken barbecue on Friday evening in the coop’s parking lot, with the dinners served to 1,200 diners who each contributed $5, and the proceeds going to the “Ride to Live” Prostate Cancer Foundation of B.C. Otter Co-op presented the Prostate Cancer Foundation of B.C. with a $2,500 donation on Friday.

Otter Co-op presented the North Delta Lions Club with a $60,000 grant for the new public playground installed in Delta’s Annieville Lions Park. It was part of the national Co-op Community Spaces program which funded $1 million in community projects across western Canada. The Annieville Lions Park playground upgrade will provide the community a playground that is both safe and reflects the current standards of play while providing more opportunities for unstructured play. Plans are to improve the playground equipment and add water park features as well.

Critter Care invites you to ‘Walk on the Wild Side’ Oct. 4 Aldergrove Star

A Langley wildlife rehabilitation centre is asking visitors to take a walk on the wild side on Sunday, Oct. 4, in scenic Campbell Valley Regional Park. The event, which begins at 11:30 a.m., is Critter Care’s seventh annual walk-a-thon fundraiser, supporting the hundreds of orphaned and injured animals brought to the facility each year. Participants are invited to walk

two or four kilometres, and they’re encouraged to bring along a few friends — human and canine alike. The walk-a-thon will be followed by barbecue. This year was a particularly busy one for Critter Care, which took in more than a dozen bear cubs from across B.C. Nine were released back to the wild in remote areas last June, but several more will remain through the winter to fatten up in the safety of Critter Care’s large enclosures.

“This has been an absolutely crazy year, very busy with so many animals,” said Critter Care founder Gail Martin. Critter Care specialize in the treatment, care and release of sick, injured and orphaned B.C. mammals, including skunks, porcupines, beavers, raccoons, coyote, deer, otter, bobcats, lynx, bears, opossums and squirrels. Critter Care relies on donations from the public and some community grants to operate. Food and spe-

The Aldergrove Kodiaks were up 3-1 over the Mission City Outlaws in the first two periods on Saturday night. However, the Outlaws came back in the third to even the score, setting the stage for a 5-4 overtime victory over the Kodiaks at the Mission Leisure Centre. The overtime loss left the Kodiaks stalled at one win in four games but still gave them a point for three points so far in the regular season. The teams were tied at 28 shots on goal although the Kodiaks scored twice in 10 power plays while the Outlaws scored in none of their five power plays. Kodiak Quinncy Leroux, who was named the game’s second star, notched the only goal in the first period on a power play at 3:38, assisted by Brandon Dolby and

Davin Padgham. Mission scored early in the second but the Kodiaks scored two more, with Leroux assisted by Cameron Davitt, and Joshua Pollock, on a power play, assisted by Dolby. The Outlaws turned it around in the third, scoring three for a 4-3 lead, but a penalty shot by Eric Callegari at 17:18 evened it up at 4-4 and set the game into overtime. The Outlaws scored the winner at 4:47 of the first overtime. KODIAKS TAKE 5-2 WIN OVER FLAMES The Aldergrove Kodiaks finally got on the winning side of the ledger in game three of the Junior B regular hockey season. The Kodiaks defeated the Ridge Meadows Flames 5-2, Sept. 16 at Aldergrove Arena. The Kodiaks outshot the Flames 30-26 and notched three goals in five power plays while the

for him anymore, so Grafstrom has taken the next step: race organization. “Because I pay so much attention to the obstacle racing community, I just saw how many fewer races there were in Canada compared to the US. “I just thought it would be a good idea to start up another race,” he explained. “It surprises me how few people have heard of it even though it has been around for a few years now.” So he organized an obstacle race last year in Abbotsford, raising $1,500 for charity along the way. And now, he is bringing the race to Langley’s Murray Creek Ranch on Oct. 3. Grafstrom is organizing the race alongside his brother Roger. The praetorian race is a series of obstacle courses and trail races developed to challenge and motivate people of all physical abilities. Proceeds from the race will benefit Wounded Warriors Canada.

The brothers’ great grandfather was a war veteran. “I just know that there are a lot of veterans that need help. We just wanted to raise awareness and be able to contribute some money to programs they can benefit from,” Grafstrom said The brothers, as well as a few other volunteers, have spend the past few months clearing trails and digging trenches, as well as building obstacles. This year’s event is a five-km race which will include 15 to 20 manmade obstacles mixed in with trail running and natural obstacles. Some of the obstacles will be wall climbs, an ice crawl and slanted walls, among others. As of Sept. 11, about 90 people were registered and Grafstrom is hoping they can get to 130. There are two categories: the timed (competitive) heat and the noncompetitive division. Cost is $60 for the former and $55 for the latter, or $55 and $50 if registering as a team. Minor hockey fees up as city ends subsidy By LAURA RODGERS Aldergrove Star

It’s getting more expensive to play minor hockey in Abbotsford this year. Local dad Chris Draaistra paid over $1,500 this spring to enrol his four sons. But now he’ll have to pay $300 more, because the City of Abbotsford has stopped subsidizing ice fees for the league. Draaistra’s four boys play in the Fraser Valley Christian Junior Hockey league, which they like for its religious focus and for being “just competitive enough.” The league holds practices and games at the Centre Ice arena in west Abbotsford, which is privately owned. For the past five years, the City of Abbotsford has subsidized ice fees for all minor hockey leagues at Centre Ice, but that agreement hasn’t been renewed. “For us to take the brunt of that, it’s frustrating,” said Draaistra. “It may impact whether or not all of our boys play this year.” Sources told Black Press that when the fiveyear agreement was in place, the city gave Centre Ice $85 for each hour of ice time booked by minor hockey groups.

This allowed the arena to charge these groups $210 per hour of ice time, rather than the usual rate of $299. Two main leagues, the Abbotsford Minor Hockey Association and the Fraser Valley Christian Junior Hockey Association, made use of the lowerpriced ice. Altogether, this represented about $20,000 in savings for the FVCJHA, and about $50,000 for the AMHA. The AMHA, a larger league with close to 1,000 players, was able to make up the difference from its contingency fund this year. But the FVCJHA, a smaller group, had to pass on the extra costs to parents. Mayor Henry Braun says he can’t discuss why the subsidy wasn’t renewed, because of a confidentiality clause in the contract between the City of Abbotsford and Centre Ice. Trevor Bamford, president of the AMHA, said the end of the subsidy came as a surprise for the league. “We were not prepared to pay 50 per cent more than what we had budgeted,” Bamford said. Bamford said he and the AMHA board have been encouraged by

the city to instead book ice at the Abbotsford Centre, which is owned by the city. Since the Abbotsford Heat professional hockey team left the arena in 2014, there has been a civic push to instead fill the ice with community groups. Ice fees for community organizations are currently lower at the Abbotsford Centre than even the former subsidized rate at Centre Ice, but Bamford says the Abbotsford Centre doesn’t have enough time available for his minor league to relocate all practices and games currently planned for Centre Ice. “Concerts and other special events take precedence,” said Bamford. “To get ice on a regular basis is very difficult.” He said the league was able to book a few ice sheets at the Abbotsford Centre “here and there,” but they still have to schedule many practices and games at Centre Ice for now. The FVCJHA, which doesn’t just operate in Abbotsford, may opt to move more practices and games to Langley. The Township of Langley offers ice at $139 per hour to youth groups, subsidized by the city from the full rate of $344.
