NDP leader Thomas Mulcair promises to reopen the nine dedi-
cated offices, and add $454 million over four years to Veterans Affairs. The NDP says the money would go to improving long-term care, survivor pensions, mental health treatment and expansion of the program to support veterans in their homes. Liberal leader Justin Trudeau has announced that if he becomes prime minister, he will pull Canada out of the development of the U.S.-led F-35 fighter project, which has been plagued by delays and cost overruns. Trudeau said the F-35’s stealth, firststrike abilities are not what Canada needs, and other fighters would serve Canada’s purposes at lower cost. Conservative leader Stephen Harper noted it was the pre-
vious Liberal government that committed Canada to join Australia, Britain and other countries in supporting the F-35, and withdrawing would be a severe blow to the country’s aerospace industry. B.C. Views: Do balanced budgets matter? by Tom Fletcher The federal election campaign has produced a jumble of conflicting claims about whether or not Canada has a balanced budget or a deficit, how it was determined, and whether it even matters. The definitive word on this came out last week, with the release of the Government of Canada Annual Financial Report, signed off by Auditor General Michael Ferguson. “The government posted a budgetary surplus of $1.9 billion for the fiscal year ended March 31, 2015, compared to a budgetary deficit of $5.2 billion in 2013-14,” the report says. “Revenues increased by $10.7 billion, or 3.9 per cent, from 201314, reflecting increases across all major revenue streams. Program expenses increased by $5.2 billion, reflecting increases in major transfers to persons and other levels of government, offset in part by a decrease in direct program expenses.” The Conservative government’s pre-election budget calculated that last year was in deficit, and this year would be the first in the black since 2008. Ottawa pundits say this “surprise surplus” was engineered with intentionally pessimistic budget estimates, so Prime Minister Stephen Harper would get a boost right about now. Liberal leader Justin
Trudeau claimed last year’s surplus was partly generated by cuts to Veterans’ Affairs and Aboriginal Affairs. Wrong and wrong. Veterans’ Affairs spending was up 13 per cent, and Aboriginal Affairs spending rose nearly 30 per cent. Trudeau has also insisted Canada is in recession now, which helps his suddenly adopted position that a Liberal government would run deficits for the next three years to build infrastructure. Harper ran the biggest deficits in Canadian history after the 2009 crash, bailing out auto makers and building lots of “shovel ready” infrastructure, as did the U.S. and other countries. The question raised by Trudeau’s plan is whether it’s a good idea to keep doing that without a financial crisis. France, for example, has run operating deficits every year since the early 1970s, although the current Socialist government vows to balance the books by 2017. France’s operating debt is now equal to 91 per cent of its Gross Domestic Product. Canada’s net debtto-GDP ratio is currently around 30 per cent, down from frightening levels in the 1990s before the Chrétien government finally balanced the budget. ernment, he inflicted the largest-ever cuts to the CBC. Harper’s CBC cuts were part of government-wide reductions, again due to that 2009 crisis.) NDP leader Thomas Mulcair has promised to balance the budget every year of his mandate, should he form Canada’s first-ever socialist government. He will spend the rest of the campaign trying to reconcile this promise with the grandiose spending plans he has piled up. Meanwhile in B.C., Finance Minister Mike de Jong may have benefited from Harper’s lowball budget. In his first quarter update last week, de Jong reported that his February budget forecast is on track, with a $277 million surplus. This is despite a $300 million bill for forest firefighting, thanks to personal and corporate income tax revenue expected to be $374 million higher than budgeted. B.C. bases its tax revenue figures on federal estimates, and the ones they got early this year were clearly low. Understated or not, this is a nice problem to have. De Jong says that at the current pace, B.C. will pay off its accumulated operating debt by 2020. The last time the province was free of operating debt was 1982. The big debt peak came during the NDP 1990s, with another spike from 2009 to 2013 under the B.C. Liberals.

Stable funding for community visitor services announced A new, three-year base funding model for community visitor services centres in Sparwood, Elford, Fernie and Cranbrook will ensure more stable and predictable funding and allow for greater flexibility and innovation. Destination BC, the province’s industryled destination marketing organization, has announced the three-year base funding model for the 108 community visitor centres it helps support following extensive consultation with the community visitor services centre network. The strategy includes a new minimum base funding of $10,000 annually for the next three years for small and rural community visitor centres as well as an innovation fund available in 2016 to assist communities with projects that help them adapt to
the changing needs and expectations of visitors, including through the use of technology. This is a positive increase for rural and small communities across B.C. and acknowledges their ongoing contributions to the tourism industry. “Our government is committed to providing quality, worldclass services for travellers and visitors to B.C.,” Kootenay East MLA Bill Bennett said. “This new, stable base funding over the next three years will help ensure better long-term planning for East Kootenay communities.” As a key sector in the BC Jobs Plan, tourism is an important economic driver in the province. B.C.’s tourism sector is strong and growing, which is good news in light of fierce global competition for tour-
ists. In 2013, the tourism industry generated $13.9 billion in revenue and a direct contribution to B.C.’s gross domestic product of $7.3 billion, accounting for four per cent of the province’s total GDP. Gregarious Gardener 10 neat things...fall tree care 1. Fall is for Planting. Fall is a great time to plant, especially when it comes to trees and shrubs. The soil is still warm, helping roots grow, but the days are cooler, putting less stress on the plant as it is transplanted. When choosing a tree or shrub at the nursery in the fall, you will get good-sized plants, giving you great value for your money. 2. Use Protection. Trees and shrubs, especially young and newly planted ones, are vulnerable to fluctuations of temperature and moisture in the winter. One good practice to protect your plants is mulching. Spread a thin layer of composted mulch over the soil underneath the tree and shrub, at least as far as the branches reach. This will protect feeder roots and mulch will also slowly decompose, adding nutrients to the soil right where the plants need it. 3. Time for Tea. There are some shrubs that will need special winter attention and tender tea roses certainly fall into that category. Once the ground is completely frozen, mulch your roses at least 10 to 16 inches up and around each plant. Using a rose collar will help you keep the peat moss in place. For tender climbers, the stems will need to be wrapped with burlap or laid down on the ground and covered. 4. Get in Shape. Pruning is used to keep trees and shrubs healthy and

looking good, remember that it can never be a successful way of reigning in a tree that has outgrown its space. To limit the amount of stress on the plant, pruning should be done with proper, sharpened tools when the tree or shrub is dormant. Late fall and early spring are the best times to prune. When pruning in the fall, however, be more conservative, removing only dead, damaged or diseased limbs as well as weak and thin or criss-crossing branches. 5. Wrap ‘Em Up. Conifers and evergreens are best pruned in the spring, not the fall, because they are pruned back to new growth and you do not want to unnecessarily expose that in the winter. Winter maintenance for evergreens may include wrapping, or - for larger plants - using a rope to tie up the branches to help protect them from snow damage. You can add another layer of protection by applying an anti desiccant in late fall or early winter. 6. Hit Them in Their Sleep. A great way to control overwintering insects in your trees and shrubs is using a natural horticultural oil when the plants are dormant. This product will smother insects, eggs and larvae, but timing is crucial when applying it. Pick a dry, sunny day with temperatures above 4 degrees Celsius and no frost expected for 24 hours to carefully coat all surfaces. 7. Danger from Below. If mice, voles or rabbits are a problem in your yard, tree guards are an essential piece in
the puzzle when it comes to protecting your plants. Wrap the lower portion of any thin trunk in tree wrap to discourage rodents nibbling and after a snowfall, pack the snow around the tree if rabbits nibbling on low branches can be an issue. 8. Oh Deer, Not Here! With supplies dwindling in the colder months, your trees and shrubs might look like an oasis for a starving deer. To avoid them starting a feeding frenzy on your plants, keep applying deer repellents, such as Bobbex throughout the fall and winter. You can cut down on how often you spray, but should use a bit stronger mix. Keep in mind that temperatures should be above 1 degree Celsius when spraying Bobbex. 9. Fall Food. As the season winds down, you can fertilize your trees and shrubs, You want to match the food with the activity of the plant, by giving the plant higher phosphorous and potassium level. This is the best way to make sure the plant has a healthy amount of nutrients to store for winter. Nurseryland 6-9-18 Fall Food is a great food for lawn, trees, and shrubs. 10. Keep the Water Coming. In the fall, you can reduce the amount of water you are giving your trees and shrubs as they do not need as much. It is important though, right before freeze up, to give them a good, deep drink. What you want to create is an ice ball around the roots of your tree or shrub that will act as excellent winter root protection.

The event takes place during the 1,000km bike ride that Cops for Kids embarks on annually and is one of the preferred stops along the way according to ride coordinator Courtney King. One hundred per cent of the funds raised have been donated directly to Cops for Kids who in turn distribute it locally to kids in need. Category 2 open fires remain prohibited in the Cranbrook and Boundary Fire Zones. Anyone who lights, fuels or makes use of a Category 2 open fire must comply with the Environmental Management Act and Open Burning Smoke Control Regulation. The act requires individuals to check local venting conditions prior to ignition. A burn registration number is not required for a Category 2 open fire. The rescinding of the Category 2 open fire prohibition in the Southeast Fire Centre applies to all BC Parks, Crown lands and private lands, but does not apply within the boundaries of local governments that have forest fire prevention bylaws and are serviced by fire departments. Fun-filled days at the resort yields $7,200 for Starlite the residents through fun filled days of activities. By the end of the camping season an astonishing $7,200 was generously given to recognize and honour Janice “Billy” Salomons who lost her battle with cancer on July 12. “Our family is deeply moved by the generosity of our friends and neighbours here at Eagle’s Nest. When that star lights up for Billy it will truly honour her courage and grace of never letting her diagnosis stop her from loving and living life to its fullest,” shares a grateful John Salomons. On November 27, this donation combined with several others; will light the first two of the 17 large stars atop the
regional hospital. This year’s Starlite Campaign is focused on raising much-needed funds for regional and community health programs. These programs are dedicated to helping those with arthritis, diabetes, heart disease, respiratory needs, and more or for those who may require help with chronic disease management, home care nursing, in-home oxygen, wound, senior, pediatric and self-care programs. This month, Black Press, Kootenay Savings Credit Union and the Columbia Basin Alliance for Literacy (CBAL) are joining forces to raise funds and awareness about the importance of literacy with the 5th Annual Reach a Reader campaign. The campaign will culminate with community leaders and volunteers hitting the streets across the Columbia Basin and Boundary to distribute special editions of local papers and collect donations in support of community-based literacy programs.

The Reach a Reader campaign coincides with Decoda Literacy Solutions’ Literacy is Life Campaign; a province-wide fundraising and awareness campaign designed to put a human face on literacy and shed light on how low literacy affects children and adults, Aboriginal and immigrant communities, those in the workforce, and the economy as a whole. CBAL’s Executive Director, Ali Wassing,
says “Literacy skills are essential for a vibrant BC economy, so addressing limited levels benefits everyone. In May of this year the Golden Hospital struck a committee made up of Interior Health Managers, local physicians and nurses with a dream to raise $43,000 through a community supportive fundraising effort to buy a new transport ventilator for the rural hospital. What has happened since then is literally magical with the community rising to the occasion in fundraising over $20,000 for the cause. Donations poured in from local events and donors who wished to share their gratitude, honour a loved one, and those who simply wanted to get behind their hospital. In addition help from East Kootenay Foundation for Health (EKFH) provided a link to the regional health foundation’s ability to approach other granting bodies for funding consideration. One of those grant requests has turned into a most miraculous moment. Quoting right from a page on their website “Most people take breathing for granted… consider a donation today” are the very words and action taken by TB Vets with an incredible gift of $43,000 awarded to EKFH for the Golden Hospital. For seventy years the mission of TB Vets has been and will continue to be helping British Columbians with respiratory illness lead healthy and productive lives. With the community’s generosity and the
dedication of TB Vets an even bigger dream has been realized for Golden. The combination of all the fundraising allows the hospital to purchase both the transport ventilator as originally planned and also a trauma stretcher that will accompany the unit. “There are moments in health care that are

This program offers Basin non-profits a new approach to help increase capacity, become more sustainable and become more efficient.

There is new provincial and federal legislation that prohibit the transportation of non-native mussels into BC, and roving crews are thoroughly inspecting watercraft for any sign of the tiny molluscs. Zebra and quagga mussels are threatening our pristine waterways with the potential to encrust all hard substrates – rocks, docks, boats, water intakes- to alter the aquatic ecosystem, degrade our beautiful
lakes, and cost a lot of money to manage if they become introduced. With mussels firmly established in the Southern US and Eastern North America, the threat gets closer every year. Mussels were confirmed in Lake Winnipeg last summer, and are transported towards BC on boats that pick them up in contaminated lakes. Fortunately, British Columbian lakes have several lines of defence
and surveillance with our neighbouring jurisdictions that regularly patrol for rogue boats and their unwanted passengers. A contaminated boat was stopped in Kelowna in July, and a there have been a few other near misses in the past. What you may not have heard about recently was a very close call in our region. We worked with Margaret Malandruccolo on Bounty and she’s such a great person a director. A real visionary. Q: What was growing up in Jaffray like: A: It was mostly just bombing around the countryside. I’d come home from school and we didn’t spend a lot of time watching TV. Q: What was it like coming from a place like Jaffray to recording in Nashville? A: When I went to Nashville, I had buddies from Texas, Oklahoma, Florida and when I started to write we had so much in common. If you grow up in the country there is a whole way of living and you can relate to people from small towns the same way. We did a show in France this summer and people were celebrating country life. They had a rodeo and everything. Q: What was your proudest moment when making Gypsy Road, your latest album? A: Well, I think it was the video. I have huge respect for Margaret. She did Upside Down and Bounty. She is so cool on the set - very

The family of the late Marie (Molly) Doratty would like to thank everyone for their kindness over the past while. We would like to thank Dr. Shawna Dawe for her wonderful care and support of Mom and family while she was living in Cranbrook. We are grateful to the Doctors and Nurses at the East Kootenay Regional Hospital for their exceptional care of Mom while she was a patient there. We would also like to thank the staff at both Lilac Terrace in Sparwood and Joseph Creek Village in Cranbrook for all their care and attention helping to make Mom feel at home. We would like to thank everyone who sent cards, masses, and donations. The wonderful lunch and honor guard provided by the St. Michael’s C.W.L. was very much appreciated. Thank you to John and Lynda Gawryluk of Cherished Memories Funeral Services for their professionalism and their kindness and support in making so many arrangements for us. We would also like to thank Father Marcel Cote, the organist, and choir of St. Michael’s church for helping to make Mom’s service so special.

Ken passed away peacefully on September 19, 2015 after a courageous battle with cancer with his family by his side. Ken will be forever remembered by his loving wife of 48 years Pat, his son Shawn (Racheal), daughter Jody (Dave), his grandchildren, the pride of his life, Michael, Kevin, Kristina and Jordan. Ken is also survived by his brother Dave (Shirley), sister Jan (Ray), sister-in-law Daune, mother and father-in-law Earle and Alice Cutler, brothers-in-law Bud, Ron (Shirley) and Bruce and several loved nieces and nephews. Ken was predeceased by his parents Arthur and Reita Armstrong and his brother Bill. A graveside service will be held on Saturday, September 26, 2015 at the Fort Steele Cemetery at 1:00 pm followed by a BBQ at the Armstrong residence. EMEL, JEAN August 25, 1924 - September 21, 2015 Jean Emel of Salmon Arm at the age of 91 passed away peacefully at Hillside Manor on September 21, 2015. Jean was a long time resident of Creston before she moved to Salmon Arm. Jean is survived by her son Dale (Tracy), daughter Bonnie (Wolfgang), daughter in-law Peggy, 8 grandchildren and 18 great grandchildren. She was pre-deceased by her husband Dick, her two sons Pat Emel & Barry Emel and Daughter-in-law Audrey. The family wishes to extend gratitude to the nurses and caregivers at Hillside Manor for their care and support. No service requested.

Don Ohs, September 20, 2015 “Mr. Gas” ran out of fuel. Known around Cranbrook for years as the man who critiqued the large oil companies and the price of gas, Don Ohs has written his last letter. Don was a champion of the Symphony, a volunteer with CASARA, longtime treasurer of the Columbia Basin Institute of Regional History, president of the Friends of the Library, and a supporter of the S.P.C.A. He always had opinions and was quite able to share them. We will miss him.

Donald Angus Tait “Donny” – “Taiter” 1952 – 2015 It is with broken hearts that we announce the sudden passing of Donald Angus Tait. After a short battle with cancer, Don passed away on September 14, 2015 with his family by his side. Don was born in Kimberley and spent his youth in Marysville where he was active in hockey and baseball. He was a gifted skier and water skier. Don enjoyed motor bikes, snow mobiles, race cars and any sport that gave him a rush of excitement! Don was a Light Duty Auto Mechanic at Marysville Motors and then worked as a Heavy Duty Mechanic at Fording River in Elkford where he worked for 32 years before retiring in 2013. He was known for his many talents which included hard work and a willingness to help anyone in need. Don’s greatest enjoyment was spending time at Granite Creek in Idaho with his loving wife Susan and beloved son Jason. While at the lake he loved to fish, visit and spend quality time with his many friends and relatives. Don is survived by Susan, his devoted wife and best friend for 34 years, his son Jason (Julie), daughter Lisa (Garland), granddaughters Taylyn and Kennedy, his sister Irene (Doug), Rob and Scott Wallace who are his cousins, but so close they were like siblings, his cousin Tammie, Auntie Vi, many nieces, nephews and friends. He was predeceased by his mother Lylith, father Archie and close relative Bob Wallace as well as his in-laws Bob and Rose. Don was happiest when working in his garage, fixing cars or just goofing off with friends. He always had a saying “what happens in the garage, stays in the garage!” “The garage is now closed.” At Don’s request, there will be no funeral service. Instead, raise your glass and make a toast to him. The family will have a celebration of Don’s life on July 1, 2016 at Granite Creek, Idaho. He will be forever in our hearts. God saw you getting tired And a cure was not to be So he put his arms around you And whispered, “come with me” With tearful eyes we watched You slowly fade away. Although we loved you dearly, We would not make you stay A golden heart stopped beating Your hard working hands put to rest God broke our hearts to prove to us “He only takes the Best.” Arrangements entrusted to McPherson Funeral Service. LITA SALANSKI It is with profound love and admiration that we say goodbye to the matriarch of our family. Mom, Gram, G.G., was the glue that held the clan together. Her unique spirit, guidance, and endless love have been a gift to us all. She will be missed greatly, but all of our amazing memories will last a lifetime. Mom has had an incredible life. Being so active over the years in the community, and her involvement in groups that she felt passionate about. The Women’s Institute, church, 4-H, the school board, and a founding member of the East Kootenay Community College board. Her real passion was ranching. How she loved the ranch, her cattle, and riding. After the passing of our dad, Pete, in 1982, mom continued on with much determination. She became the first woman president of the B.C. Cattlemen’s Association during the early 90’s, and was appointed to the Canadian Cattlemens board as well. As a family we supported mom in her endeavours with amazement at her energy. Mom’s adventurous childhood and wonderful parents had such a great influence on her life. She has passed on those values to us all. Mom loved horses, her flowers, baking, Sunday family dinners, enjoying a cup of coffee, building, carpentry, rock work, painting, reading, writing, knitting, sewing, and wearing her jeans. She was wise, a visionary, opinionated, sarcastic, humorous, honest, and lovely. Happy, content, and “never bored in her life.” So we dared not to mutter the “b” word around her or we would be un-bored quickly. She was sassy and stubborn to the end. Way to go! Though the past several years were difficult for mom, she said each day how much she enjoyed her life and appreciated what she had. She loved the view out of her kitchen window and would say, “I’ve had a great life. What a beautiful place.” Mom was predeceased by her parents Susanna and Edward Lynn many years ago, and her brother, Charlie, in 2010. Left to miss mom are her children Gary (Wendy), Susan (Dale), Daryl (Greg), and Shelley; 7 grandchildren: Lita (Alan), Stacey (Raenel), Jeremy (Amanda), Jason (Kathy), Lindsay (Matt), Kirsten (Dan), and Jordan (Jessica); and 13 great-grands: Tasha, Owen, Garrett, Kyle, Tucker, Nicholas, Waylynn, Keenan, Ethan, Jackson, Reese, Alaina, and Emma. The family would like to thank Dr. Gadsden for the excellent care she gave to mom over the past years. Thank you to Dorothy, Christa, Sheila, Connie, Tiana, Vanessa, Wendy, and the other wonderful Homecare ladies who provided care. A special thank you to Laurie and Heather for giving mom much joy, friendship, and love. You have all been angels in her life. Nurses Kaitlin, Rosie, and Andrea gave us such great support and compassion at the hospital. Thank you to all of our family and friends who have visited, sent messages and cards, provided meals, and sent flowers. We appreciate your remembrance of mom very much as she was a classy lady. A wonderful open house was held at the ranch on September 13th in memory of mom. A private service was held at St. Margaret’s Cemetery in Fernie on September 20th. Thank you to Jane Clarke for presiding and sharing such beautiful thoughts. If you would like to make a donation in honour of Lita’s memory, please think of the B.C.
