Aboriginal claim laid to LNG plant location By Shaun Thomas

PORT EDWARD - The Lax Kw’alaams First Nation is proceeding with a title action for Lelu Island and Flora Bank to establish existing Aboriginal title to the land, something that band says would obligate the government to seek their consent before proceeding with the Pacific NorthWest (PNW) LNG terminal development. The band says it was opposed to test drilling that began this week and that the terminal itself would not have band support on Lelu Island. “Our traditional law, backed by our scientific reports, has made it clear that Flora Bank cannot be touched by PNW or any other company that propos-

es development. This decision is backed by the community and an alternate site must be found if the project is to proceed,” said Lax Kw’alaams Mayor Garry Reece. “We are open to development, including PNW’s project, but not the way the project is currently constituted. We have serious concerns about Flora Bank and its environmental importance. The project needs to change before its embraced by the Lax Kw’alaams members.” As well as the location of the terminal, Reece said the band has been “extremely concerned with the apathy and indifference shown by the Government of Canada and its delegated body, the Prince Rupert Port Authority” who Reece said has com-

pletely ignored concerns about the terminal’s location. As well, Reece said the current federal and provincial environmental assessments are simply inadequate. “We need a proper process and good science. Lax Kw’alaams requires all projects be reviewed to a standard set by our scientists and experts,” he said. Metlakatla, meanwhile, said it “has a strong interest in any title actions concerning Lelu Island and the Skeena River estuary” and said discussions with the company are ongoing. “Our concerns regarding the environmental impact of PNW project have not been resolved. However, we acknowledge a constructive relationship and that design modifications have been

incorporated as a result of ongoing discussions,” read a statement from the band. “As leaders we have a duty to our children and future generations to fairly and thoroughly assess the potential benefits and impacts of project development in our territory. We will continue to participate in the CEAA process and will ultimately decide whether to support this project based on our rights and titles interest.” While noting geotechnical, environmental and geophysical studies were undertaken after consultation and engagement with First Nations including the Lax Kw’alaams Band, the Prince Rupert Port Authority declined comment on the title claim given that it might end up in the courts.

KITIMAT - The manager of Terrace Paving, the contractor in charge of the road work that has been taking place in Kitimat over the past several weeks has said the lengthy delays for motorists is simply a fact of day-time work. He said the alternative would be nighttime paving which would come to a larger cost to the taxpayer. Terrace Paving Manager Mirko Rutar said the work was really a race against the weather given that such work is normally done earlier in the summer but the municipal strike caused delays through the season. “Normally it would be nice not to work in to the rush hour but if your timing is such that you have to get work done with the weather being a factor, so be it,” he said. He also noted the work is done far faster these days than in years passed due to a new asphalt plant in Kitimat, taking a job that would take two weeks worth of work and compressing it to under one week. The subject of traffic control emerged as Kitimatians had to deal with lengthy delays from Haisla Bridge to the City Centre. The community frustration effectively came to a head on Monday, September 14,

as people waiting to leave the Service Centre had to wait upwards of an hour, some say. Among those who said their wait was an hour is city councillor Mario Feldhoff, who encouraged District of Kitimat staff at the September 14 Committee of the Whole meeting to speak to Terrace Paving to ensure the proper practices are in place to spare unnecessary waiting in the future. Rutar said based on conversations with his staff he’s not sure that an hour would have passed for Feldhoff waiting in traffic, but did support the traffic control plans that were in place. “Nothing is perfect from a traffic control point of view,” he said, saying the work involves coordinating a lot of people that are constantly moving, in this case, through three town intersections. Rutar also says motorists themselves need to shoulder some of the responsibility. “People don’t help,” he said. “People go through the site in the morning and they still go back at lunch. Why wouldn’t you take a bagged lunch that day? All my people did...Some common sense sometimes does not prevail.” The company was waiting for another day of good weather to wrap up the bulk of the remaining work, and would also work on some minor patching around town too.

Homeless issue raised

Masonic Hall rezoned for light industrial use

PRINCE RUPERT - After a lengthy public hearing and no shortage of debate around council chambers, the Masonic Hall has been rezoned to allow for furniture storage for Mackenzie Furniture. The first speaker at the public hearing, which lasted approximately 90 minutes, was Masons treasurer Jim West, who said renting the hall was a necessity for the organization. “We need additional income to maintain the upkeep of the 1930 heritage building ... this is needed for us to keep using that building,” he said, acknowledging the Masons have heard concerns about the proposal. “If we did not think this was a safe and responsible long-term proposal, we would not be pursuing it.” Following West, Mackenzie Furniture owner Rob Eby outlined some of the steps the business has taken to address those concerns, including accepting a restrictive covenant on the building that would limit freight loading and unloading times to between 8 a.m. and 8 p.m. and limit its use to solely his business. Much like the Masons, Eby said this rezoning would play a critical role in plans for a

PRINCE RUPERT - The issue of homelessness in Prince Rupert was once again brought to the forefront during city council’s Sept. 14 meeting, with Coun. Joy Thorkelson saying something needs to be done sooner than later. “There are about three camps around town with a number of homeless people and we are coming up to winter, so it is becoming cold, wet and miserable ... we have, I would say, about 25 homeless people living in these camps right now,” she said. Thorkelson noted past discussions with BC Housing to build additional affordable housing units have proven ineffective, but said the answer could still rest with the organization and the land it owns. “I think we should really be pushing BC Housing. I agree with the idea of putting trailers on BC Housing land because people should not have to be homeless while waiting for more affordable housing to be built,” said Thorkelson.

VICTORIA - The B.C. government is on track for a surplus of $277 million for the fiscal year ending next spring, despite a costly forest fire season and a continued decline in revenues from natural gas and other resource revenues. Finance Minister Mike de Jong released results from the first quarter of the year Tuesday, showing the surplus down $7 million from the budget forecasts made in February. It showed revenues higher than expected from income taxes and property transfer tax, as

well as continued rapid growth in retail sales and sales tax revenues. Government spending is now forecast to be $381 million more than the budget, with costs of this year’s forest fire season above $300 million. That’s more than last year, but still below the total for 2009 and B.C.’s worst fire year, 2003. With similar surpluses expected for the next two years, de Jong said the government has room for some “modest” spending increases on programs. But the main emphasis remains paying down operating debt left from the deficit

years that followed the financial crisis of 2008. De Jong said the current trend would see operating debt paid off by 2019-20, for the first time since the 1970s. Capital debt for major construction continues to grow, but not as quickly as the size of the economy. The B.C. economy continues to add employment, but less than one half of one per cent per year. NDP finance critic Carole James said manufacturing and forestry are struggling while the B.C. Liberal government maintains its focus on natural gas exports. “We’re almost at the four-

KITIMAT - Kitimat Council has already endorsed the LNG Canada project, and now they have added their support to the pipeline which would supply it. TransCanada had asked the District of Kitimat for a letter of support for the Coastal GasLink pipeline, as part of the company’s process as they work towards a final investment decision, says a report to council from District staff. “There is very limited opposition to the project, and many Aboriginal communities, local businesses, other local governments, and individuals support this project,” continue the report, prepared by the District’s Economic Development Office. “This project, along with other proposed LNG projects, will bring

significant benefits to Kitimat.” The natural gas pipeline has worked out a number of project agreements along its route with Aboriginal communities, but still faces opposition from the Unis’tot’en clan. The group has blocked attempts by company officials to enter the territory, and has held up work enough that the company has actually altered their proposed route. GasLink is a proposed 48-inch pipe that runs 670km from the Dawson Creek area. In Terrace the city voted to withhold their own letter of support until after they could meet with the provincial government over revenue sharing agreements. Terrace Mayor Carol Leclerc called it a tactical move: “This is a strategic move to hold the province’s feet to the fire,” she told the Terrace Standard paper.

TERRACE - Mills Memorial Hospital has a new, state-ofthe-art high definition endoscopy suite to assist surgeons when taking a look inside a person for diagnosis, treatment or therapeutic reasons. The $300,000 price tag took a little more than a year to raise by the Dr. REM Lee Hospital Foundation and its many individual and business supporters.

The new machine has better high definition (HD) than the older one and allows the medical team to see on a screen where the scope is going inside the patient; before they had to feel around on the patient to determine where it was going, said Holly Pritchett, registered nurse operating room/endoscopy. There are two different types of scopes: gastroscopes are used for looking down into the upper area of the gastrointestinal tract and colonoscopes

for looking up into the colon, said Pritchett. Both types are used to find benign and cancerous tissue. Each type is only used for those specific areas and are not interchanged, she said, adding that some patients ask about that. If patients are brave enough, the screen can be placed so they can watch the scope moving inside them, she added. It also comes with a pediatric scope that is smaller and used on young people, to get in to look at areas that are narrow-

ing or to see areas after radiation or chemotherapy to determine if that treatment is having an effect, she said. The smaller scope could also be used in areas that are bleeding from treatment. Also included in the suite is a tall cabinet with a fan inside that dries the scopes after use and after they’ve been washed, which takes half an hour. Several scopes can be hung up in the cabinet at the same time and are colour-coded so they can be rotated.

PRINCE RUPERT - Images of the North Coast will soon be filling television screens across Germany following a visit by a film crew to the region. “Germans have a big heart for Canada and the Canadian nature. When we were here last summer looking to see if it is worth doing a film about it, we came home very enthusiastic and convinced our editors we needed to do a film because the coast and nature and people are amazing ... this documentary is for German public television. It’s for a series of shows about personal life stories and how it is to live in those places, in this case Prince Rupert and the surrounding area,” explained cameraman Roland Gockel. “There are some differences you wouldn’t find in a travel guide. For instance, how do you go shopping if you live on a remote island? You wouldn’t have that problem in Germany, so we went to one of the markets in town that offer the service to ship the goods far away by ferry or seaplane. We found that very amazing.” And while the crew may have filmed around the city, travelled to Hartley Bay and filmed creek walking

in remote areas, it was the work of artist Jeff King that really drew them to the North Coast. “The first thing that caught our attention was the murals. LNG Canada didn’t have any specific comment about their housing needs over the next year but the company has said that if there is a positive final investment decision for the project that the non-local construction workforce would be housed in a dedicated worker accomodation village, located in the industrial part of Kitimat.

The good work done by Kitimat Search and Rescue has to be paid for somehow. The group’s major annual fundraiser is coming back in October, two-shows of a collection of high intensity films. The first show is the Radical Reels Tour, a collection of “the most outrageous films from the Banff Mountain Film Festival and beyond.” The event is taking place at Mount Elizabeth Theatre October 3 at 7 p.m. The Banff Mountain Film Festival World Tour will follow on October 10 at 7 p.m., also at Mount Elizabeth Theatre. TERRACE - Terrace residents will be helping several Syrian refugee families escape to a much safer place: here. After receiving many requests from residents about how to help the refugees, Skeena Diversity Centre hosted a meeting Sept. 15 and welcomed 20 people, including representatives from two local churches, Sacred Heart Parish and Knox United Church. “About 20 people came out and within an hour, we had a commitment and a plan,” said Skeena Diversity executive director Sasa Loggin. “As a community, we are looking to sponsor two to four families.” The decision was made to establish a “Group of Five,” a term used by Citizenship and Immigration Canada (CIC) because five or more people are required to register as those willing to sponsor refugees, and for the two churches to each sponsor a family. “After getting through the process of registration, we will work on the applications together,” she said, adding that information indicates that the cost of sponsoring a family is $20,000 for the first year. “Yes, the cost is high but people felt very confident,” said Loggin. A Facebook page, Terrace Sponsors Syrian Refugee Families, has been set up and will provide latest information, and ideas.

In addition, we have provided the Department of Fisheries and Ocean with information about our investigative work plans.

The family of Gloria Philpot are sad to announce her passing on September 9, 2015 in Kitimat, BC at the Kitimat General Hospital. Gloria was born in Birmingham, England, to Olive and Harry Storm. Gloria received her schooling in England and began working as a lab technician there. This is where she met and married Leslie Philpot. Gloria, along with her children, followed her husband and immigrated to Canada in 1957, settling in Kitimat, BC. In 1963 she started working as a lab technician at Alcan, where she helped pave a path for women in an industrial workplace. She retired in 1994 and happily began her world travels. Through her lifetime she had many interests, hobbies and passions including sewing, knitting, reading, crosswords, computers, hospice volunteer, business and professional women’s club, travelling, lunch with friends, classical music, aquasize, gardening, aerobics and walking her much loved dog, Spice. Gloria was predeceased by her husband Leslie and son Paul. She is survived by her children John Philpot, Joy Philpot and Lynn Zaharchuk; grandchildren Dylan, Crystal, Delaney, Travis and five great grandchildren. The Philpot and Zaharchuk families would like to thank the homecare workers for enabling our nana and mother to stay in her home as long as possible, Dr. Huang and the palliative care team for your extraordinary care and compassion, not only to our mother but also to our family. We would also like to thank all the neighbours, friends, coworkers and family for your hospital visits, flowers, cards, kind words and gestures. By request a private family lakeside service was held on September 19.

The North Coast-Skeena First Nations Stewardship Society is seeking a Cumulative Effects Coordinator to work with the Marine Plan Partnership (MaPP) North Coast Technical Team in Prince Rupert. The successful applicant will report jointly to the Ministry of Forests Lands and Natural Resource Operations and North Coast-Skeena First Nations Stewardship Society and will work to implement cumulative effects priority strategies identified in the North Coast Marine Plan. Overview The North Coast-Skeena First Nations Stewardship Society is a non-profit society comprised of five member Tsimshian Nations: Gitxaala, Metlakatla, Kitsumkalum, Gitga’at, Kitselas, and partners with the Haisla Nation. The Society was established in 2005 to enable First Nation communities on British Columbia’s North Coast and Lower Skeena River to collaborate on projects where they share common values. The NCSFNSS works on technical issues related to fisheries science policy and marine use planning processes by working with First Nations governments, the Province of British Columbia, and the Government of Canada. The Marine Plan Partnership is a collaborative process for implementing marine plans completed in 2015 for the coastal and marine areas of four sub-regions of British Columbia. MaPP is a partnership between the Province of British Columbia, the Coastal First Nations-Great Bear Initiative, the North Coast-Skeena First Nations Stewardship Society, Central Coast Indigenous Resource Alliance, Council of Haida Nation and the Nanwakolas Council. The partnership includes 18 member First Nations (the MaPP Partners). The MaPP North Coast Marine Plan was developed jointly by the Province of British Columbia and the Gitga’at, Gitxaała, Haisla, Kitselas, Kitsumkalum, and Metlakatla First Nations, represented by the North Coast-Skeena First Nations Stewardship Society. Position Summary This is a full-time position of approximately 35 hours per week. The successful applicant will complete work that supports the implementation of cumulative effects priority strategies identified in the MaPP North Coast Marine Plan. The deliverables will focus on work plan development and management, workshop coordination, reporting and stakeholder engagement. Scope of Work t Coordinate and lead the implementation and monitoring of the MaPP Cumulative Effects Framework for assessing the regional cumulative effects of marine resource development to inform decision-making t Create an inventory of marine based cumulative effects research and processes completed or underway in British Columbia and elsewhere t Coordinate and lead various projects related to addressing marine and resource issues at the strategic, landscape and watershed scale of resolution t Develop and implement project plans including preparation of Terms of Reference, work plans, approval process and monitoring framework t Prepare monthly progress reports t Develop and promote partnerships with officials from all levels of government, cumulative effects specialists, First Nations representatives and stakeholders to obtain input on cumulative effects assessment issues t Coordinate stakeholder engagement processes, including meeting and workshop planning, and summary reports t Develop communication tools to support external communications and engagement activities, such as newsletters and presentations as required t Coordinate activities with resource inventory and data management specialists and other required parties t Use a rigorous scientific approach to selecting valued ecosystem components, choosing evaluation metrics and data sources, and assigning conservation risk to the component or species t Manage and resolve issues arising from the planning and implementation phases of a cumulative effects assessment t Lead, participate in, and facilitate a variety of committees, round table discussions, technical and public meetings t Develop recommendations and prepare technical and policy reports for various audiences, as required t Advise on how to make operational and strategic plans consistent with the assessment of the cumulative effects of resource management activities Qualifications, Experience and Skills t Bachelors degree in anthropology, geography, economics, marine biology, oceanography, natural resource management, marine resource planning, environmental studies, or a related field and a minimum of 5 years of related work experience or Masters degree in a similar field with a minimum of 3 years of related work experience t Experience in public, multi-sectoral planning and/or collaborative management processes within a natural resource context t Experience with cumulative effects assessments and/ or environmental assessments an asset t Experience in chairing or administering work groups of committees through multiple events or across an extended process (for example, more than 3 months) an asset t Experience working in multi‐disciplinary teams and with stakeholders, including facilitation and conflict resolution t Experience working with First Nations’ governments an asset t Demonstrated successful project and contract management experience t Excellent written and verbal communication skills to express ideas clearly and concisely for diverse audiences t Experience writing and reviewing technical documents t Ability to organize and manage own workload under limited direction, adapting to changing priorities and competing demands t Advanced computer skills in MS Excel, Word, and PowerPoint are mandatory Contract Terms Status: The Cumulative Effects Coordinator will work from the North Coast-Skeena First Nations Stewardship Society office in Prince Rupert. Contract Period: Two year with possibility of extension. Review: Review will occur at 3 months and annually to assess suitability and workload, adjustments will be made as required. We are recruiting for a Protected Areas Coordinator on a 9-month term position. The Protected Areas Coordinator (PAC) will help lead and coordinate the development of a detailed Gitga’at Protected Areas Strategy and initiate it’s implementation. This position will report to Gitga’at’s Science Director, and collaborate with the Lead Treaty Negotiator, and Director of Lands and Marine Resources. Purpose: The PAC will work internally among senior Gitga’at Lands and Marine Resource staff and key advisors (legal and policy), to develop an overall strategic approach to managing Protected Areas in Gitga’at Territory, including developing: draft management plans, a communication strategy and compliance monitoring program. Dragon boat races peak regional curiosity By Jackie Lieuwen

TERRACE - Water splashing everywhere, a boat-load of men paddled hard against each other in opposite directions during the new tug-of-war dragon boat event last weekend. The event was a new feature in the annual Dragon Boat Regatta at Furlong Beach. Two boats were packed, with eight men facing east and eight facing west as they fought for each ripple of distance. Dragon Boat Society Treasurer Sally Ryan says it was a good day all around. “The sun shone on us all day which was beautiful and the wind didn’t pick up until the end of the day,” she said. “Everybody seemed to have a good time and the races went well.” The regatta had 140 participants, or seven teams, competing, including three from Terrace, two from Kitimat, and one each from Prince Rupert and Smithers. Two of the Terrace teams were made up of volunteers and new paddlers. Briana Pellegrino put together a team of new paddlers for the City of Terrace. A new paddler herself, Pellegrino says it was “harder then it

“I’m hoping to continue my dragon boating career,” she said, adding that several on her team talked about joining the Lakelse Drag-

ons next year. Ingrid Overbeek, who put together the second team of new paddlers from Northern Health, said

she also had a lot of fun. “It was a really upbeat event, lots of team building. It was great fun,” she said. “Everybody had a really good time.” The big Guts & Glory race took on new shape this year. Instead of the strenuous 1,000-metre race, the two lowest-scoring teams lined up to paddle a race backwards. “That was fun to watch,” said Ryan. In the finals, Kitimat Leftovers and the City of Terrace White Lightning team went head to head, and Ryan says it was a real nail biter. “The difference in the finish was point 8 of a second,” she said. “A great finish to a great day.” Ranked from top to bottom were Kitimat Leftovers at 1:12.0, Terrace White Lightning at 1:12.8, and the Prince Rupert Rainbow Warriors at 1:17.3. Next was the Terrace Lakelse Dragons at 1:20.5, Kitimat Free Spirit at 1:24.7, and the Smithers Tyee Lake Dragons at 1:26.0. The new Health Mob team of Northern Health volunteers did not make finals. The regatta wrapped up the season, and paddlers are organizing for next year. Next spring, the season will kick off with workshops as the weather improves.

PRINCE RUPERT - It’s been awhile since opposing schools from around the Northwest have set foot on a Rupert field or ice rink. But for the first time in the 2015-16 school year, the Charles Hays Secondary School (CHSS) Rainmakers welcomed three teams for a girls’ sevens rugby play day and boys’ sevens rugby informal tuneup. Both host teams found success in their inaugural weekend of competitive play, though each squad’s level of success was measured a touch differently thanks to the very first full season of CHSS girls’ rugby. “I think they’re doing really well,” said girls’ rugby head coach Amanda Barney on Saturday. “They’ve played really good defence. We just held Smithers to a draw, which we’ve never done before, so I’m real-

ly proud of them.” The girls’ team fell by only one try in each game on Friday afternoon in the pouring rain, losing 10-5 to Vanderhoof and 5-0 to the Smithers Gryphons. Then on Saturday, the ‘Makers tied the Gryphs 0-0. “We only had two practices before this weekend when we were asked to host ... We’re new enough to rugby where there’s no game plans, [we work on] all fundamentals. They’re tackling really well ... and they’re doing good running,” said Barney. An area to improve upon would be communication, said the coach. “They’re not talking and ... they’re picking the ball up too much, but we’ll get there,” she said. “These play days give the juniors an opportunity. I think if Smithers or Vanderhoof were playing their strongest teams, the scores would be different, but what I think is happen-

ing is it’s an opportunity for everybody to improve and I think [the teams] are representing northern B.C. well,” Barney added. For the boys, head coach Andy Enns’ crew were in fine form.
