The Rock Creek Hotel, one of the longest running hotels in B.C., had its doors closed on Sept. 23 as representatives of Revenue Canada swooped in to forcibly halt business in the establishment. A history of unpaid taxes led the federal agency to seize the property and assets while a buyer is sought. Previously known as the Prospector Pub, the hotel was first licensed in the early 1890s, and vies with Nakusp’s Leland Hotel for the title of oldest operating hotel in the province. Long a mecca for summer tourists, many of them arriving on motorcycles, the pub boasts a large riverfront patio, annually adorned with hanging flower baskets, which attract not only travellers in search of a break from their travels but also a sizeable population of birds. Patrons are able to catch a glimpse of the steady parade of tubers, making their way along the Kettle River from various points north, some as far away as the Kettle River Provincial Park. It too sits closed, a victim of the recent wildfire that tore through its west side, narrowly missing the large contingent of RV and tent campers lodged next to the river. The pub’s closure will prove disappointing for many residents in the area, as well as those passing through year-round. It has also forced some groups to seek alternative sites for regular gatherings. The Kettle River Lion’s Club, whose weekend meat draw has long been an excellent income source for the club, has been forced to find another location for the event. Lion Phil Gunhouse is pleased to report that Midway’s Hot-L has agreed to host the event beginning Oct. 3. A local icon, the Rock Creek Hotel will be sorely missed, and the community can only hope that a new proprietor will be found in the not-so-distant future.

Expect some smoke SOUTHEAST FIRE CENTRE Submitted

Sustained and persistent work by firefighters, cooler temperatures and significant precipitation have reduced wildfire activity in many areas of the Southeast Fire Centre. The fire west of Rock Creek is now 100 per cent contained and is in patrol status. It will continue to be monitored by BC Wildfire Service personnel and a four-person Initial Attack Crew is ready to respond should the need arise. Solid containment lines have been established around

the Rock Creek fire and infrared scanners have been used to check for hot spots. Other notable wildfires in or affecting the Southeast Fire Centre: • The Stickpin fire in Washington State is now 80 per cent contained and currently covers about 21,783 hectares. The last BC Wildfire Service Sustained Action Crew left the Stickpin fire camp on Sept. 7 and has returned home. • The Paulson Pass fire, mapped at 320 hectares, is now in patrol status. The public can still expect to see smoke emanating from these

fires and others in the region, since some forest fuels within secure containment lines may have not completely burned. The Southeast Fire Centre would like to thank the public for their support and understanding throughout this busy and challenging fire season, and for continuing to report wildfires and unattended campfires. Although campfires have been permitted since Aug. 31 within the Southeast Fire Centre’s jurisdiction, Category 2 and Category 3 open fires are still prohibited within the Boundary Fire Zone.

Vehicle related to suspects

Abandoned vehicle related to robbery suspects On Sept. 7, Midway RCMP came upon a vehicle parked on Highway 3 just west of Midway with its emergency lights flashing. An investigation revealed that the vehicle had been stolen at gunpoint in Kamloops. Additional information received by police indicated that two males had committed an armed robbery of a pizza delivery driver in Grand Forks, nearly running over an off-duty police officer, as the suspects stole cash and the delivery driver’s vehicle. Shortly after the thefts, the suspects were located on Hwy 3b near Trail after crashing the stolen vehicle and attempting to flee from police. Two male subjects were apprehended with the assistance of an RCMP police dog and handler. The abandoned vehicle in Midway is related to the two suspects. Sgt. Darren Oelke of the

Trail and Greater District Detachment reported Tuesday that as well as charges in the Grand Forks incident, both suspects— Rylee Andrew Shipley, 18, of Nova Scotia and Collton Emery Knowles, 19, of Alberta—have been charged with robbery and using a firearm during the commission of an offence for an incident in Kamloops and robbery, using a firearm during the commission of an offence, and wearing a disguise during the commission of an offence for an incident in Chilliwack. Be careful inviting strangers into your home On Sept. 12, RCMP received a report of a suspicious Caucasian male in his sixties riding a bike in Midway. The man ap-

proached a house that is currently for sale and asked the owner if he could tour the property. The homeowner allowed the man to enter the house, at which point he quickly looked around and then left. Nothing was taken from the residence, but RCMP remind residents to be careful when inviting strangers into their homes. Bear lets itself into home On Sept. 13, Midway RCMP responded to a report of a large black bear that was attempting to gain access to a home in Anaconda. The family living in the house managed to escape through the front door and left the scene safely in their vehicle. Police arrived and noted that the bear had already departed the area, leaving behind claw marks and a ripped door screen. Conservation officers were notified and will be following up with the impacted family

RELATED CORPORATIONS & GST/HST In most cases, GST/HST is applicable to transactions undertaken between two related companies. MCo might charge NCo management fees for administrative services provided to NCo, or MCo might charge rent for the use of it’s building from which NCo conducts its business operations. There are a number of reasons these charges might be undertaken. These reasons could include a tax-related purpose, creditor proofing or to ensure that NCo isn’t offside as a qualifying small business corporation if it runs the risk of accumulating too much in the way of passive assets. Typically, payments for rent and management fees are subject to GST/HST if they exceed $30,000 in a year and/or the company charging rent or fees is registered for GST/HST. Further, provided that NCo is carrying on a business of making taxable supplies (or “zero-rated”) under the GST/HST and is a GST/HST registrant, NCo can claim input tax credits to recover the GST/HST that it pays to MCo. As such, the GST/HST “cost” is a temporary cash-flow cost as one company claims the input tax credit and the receiving company reports and remits the GST/HST it collects on the rent or management fee payments. Regardless, there is still a cost and the GST/HST requires extra paperwork and accounting. There is some relief for closely-related corporations such that an election is available to not have GST/HST

apply to certain payments. Closely-related means that the companies are under common corporate control. An example would be where MCo owns all the shares of NCo or where SCo owns both MCo and NCo. It is important that you ensure the corporations meet the closely-related test as defined in the legislation to avoid GST/HST being subsequently assessed by the CRA on inter-corporate payments. When GST/HST was first introduced in 1991, the closely-related corporations’ election was not required to be filed with the CRA. It was sufficient for the two corporations to agree between them that no GST/HST would apply to inter-corporate charges. However, Form GST25 was still required to be completed and kept in the records for each company in the event of an audit by CRA. Beginning January 1, 2015, the CRA requires that a new election form RC4616 be prepared, completed and filed with the tax office. Any pre-2015 elections prepared on Form GST25 are valid only until the end of 2015. Accordingly, if you have corporations that charge any fees or rent to each other without GST/HST applying, be sure to have the new Form RC4616 completed and filed with CRA no later than December 31, 2015 to avoid having the CRA assess the corporation unremitted GST/ HST on the charges for management fees or rent. These

assessments will be subject to interest and possibly penalties. The election does not apply to certain transactions regarding sales of property, joint ventures, imported taxable supplies and services involving the national payment system.

Long debate A proposal for a national park in the South Okanagan-Similkameen appears to be gathering steam again, precipitated in part by a recent press release by BC Parks. The provincial government wants to hear public opinion over plans to transform land west of Okanagan Falls and another piece west of Osoyoos into a national park. The debate over the idea has been quietly raging for more than a decade, with many residents in opposition to it, most notably ranchers, hunters and ATV riders. Area ranchers have long been able to lease crown land as rangeland for the thousands of cattle scattered throughout the region, though this would no longer be possible were the park to be established. Doreen Olson, coordinator of the South Okanagan Similkameen National Park Network, is encouraged by the government’s recent statement and views it a big step toward the group’s vision of protection. Olson’s organization has been striving for national park status for the region in order to protect what it calls one of Canada’s most endangered ecosystems. The province’s recent announcement came to the surprise of many, including Olson, who was aware of an ongoing conversation regarding the park, but the detail and commitment of that conversation proved somewhat of a revelation. In a release issued by the province, an intentions paper outlines its plans to protect land located in the South Okanagan region. As a result of discussions with the numerous stakeholders, community interest and the Okanagan Nation the provincial government claims it currently has a better understanding of various interests and has developed a proposed land protection framework for the South Okanagan - Similkameen that it hopes will address those interests both now and into the future. As recently as 2012, BC Parks withdrew a similar feasibility study due to public opposition, making its latest statement of intent all the more surprising. To be an ecologically viable park, the South Okanagan – Similkameen National Park Reserve must include several basic characteristics, amongst them a funding base of at least $50 million to acquire private lands from willing sellers, to buy out grazing leases and for conservation financing projects with local First Nations. No hunting, logging or mining would be allowed. Via it’s website, BC Parks is now asking for public feedback on its intentions paper for the project and will accept comments until Oct. 12, 2015. At this point it appears almost certain that this debate will continue for years to come.

The Kettle Valley Golf Club held its second annual Members and Friends Appreciation Tournament on a warm and sunny Saturday afternoon this weekend. The tournament is the club’s way of saying thanks to its members in the form of an 18-hole tournament followed by prize presentations and a special dinner prepared by restaurant manager and chef Sam Hall. Eleven teams of five vied for prizes provided by the club

and others donated by community businesses and club sponsors. In summing up the season, one certainly impacted by the Rock Creek fire, club manager Aaron Rexin appeared pleased by 2015. “The fire slowed us down a bit,” Rexin said, “but other than those two weeks it’s been a great year.” He cited the excellent weather, an early start to the season and the terrific condition of the course as reasons for the club’s success. As for the off-season, which typically begins in late October, Rexin foresees lots of effort go-

ing into slated improvements to both the course and the clubhouse. “We’re looking forward to the 2016 season. We’re going to keep ripping and tearing at this place doing improvements, and we’re going to make some upgrades to the course too.” The weather forecast for the first two weeks of October is a golfer’s delight, featuring sunny skies and comfortable temperatures. If it holds, that forecast will likely ensure that the Kettle Valley Golf Club will be as busy as ever right through to the conclusion of another successful golfing season.

fiti, which appeared at multiple sites, including the city’s iconic smokestack and the KVR trail bridge. “Feeling shocked this morning that somebody would graffiti a bridge deck with my name and a derogatory statement,” Yates said. “That since it isn’t

true my family takes this in the context of a threat to our children. The police have been notified and pictures taken for evidence.” Police were unavailable for comment at press time.

School welcomes Stolen ANDREW TRIPP

Dustin Stolen is the newest addition to the West Boundary Elementary School’s faculty, recruited this summer to teach a variety of subjects to several grade levels. Stolen, a Penticton native, brings nearly 20 years of related experience to WBES, though this is his first position in the public school system, having studied and taught oversees for the larger part of two decades, including stints in Europe and Japan. An avid cyclist, Stolen’s love of the open road has seen him visit 40 countries, tackling cycling tours as long as 15,000 kilometres, which took him through the U.K., Scandinavia and continental Europe. He has also cycled across Canada. To subsidize his travels, Stolen worked as an English teacher while “chipping away at a degree.”. Upon his return to Canada from Japan, where he not only taught his own native language but also studied Japanese, he decided to take advantage of his British passport for an extended visit to Europe. Stolen was soon smitten by languages, despite having failed French in Grade 9, and eventually switched his post-secondary major to reflect his newly-found passion. “When I travelled I realized how awesome language is and that made me switch my major to Japanese,” he said. Stolen graduated from the University of Victoria in 2007, then returned to Japan for several years until a major earthquake convinced him it was time to return to Canada. In 2014, Stolen completed his Bachelor of Education degree at Queen’s University in Kingston, Ontario.

“I chose Queen’s because their program was really pushing the new philosophy of teaching that is becoming more prevalent these days,” Stolen said. “Students are being encouraged to become accountable for their own learning, coming up with their own ideas as opposed to the teacher telling them everything.” Stolen, 37, is looking forward to a long teaching career to add to his already impressive personal and professional resume.

Its main focus continues to be on upgrades to the Hope-Princeton section of the highway, along with a smattering of other improvements along the busy route. With approximately half of the attendees being newly elected to office, this year’s Mayor’s Caucus was about getting back on its feet. The majority of the steering committee was not reelected, so mayors discussed ideas to determine what the group should become. One option is for the committee to play more of an advocacy role, identifying two or three issues of importance and using the group’s influence to make sure those issues remain high on government and media lists of hot topics.

Some attendees also met with Transportation and Infrastructure representatives to discuss the issue of rapidly increasing fire coverage costs. While government representatives could not provide any concise directives for controlling costs, they did offer participants a better understanding of the new training and equipment requirements for local fire departments. Greenwood Deputy Clerk Wendy Higashi, attending her first convention, said she was hugely impressed by the event’s scope and relevance to her job as acting CAO. So too was Mayor Smith, who, at Monday’s Greenwood council meeting credited MLA Linda Larson for guiding the first time conventioneers in the right direction. “Linda made sure we met with the right people,” Smith said, “and helped make the convention a big success for us.”

Delcie Cox Delcie Cox passed away peacefully at the hospital in Trail, B.C. on Monday, September 7 at the age of 77 years old. She is survived by her son Larry, daughters-in-law Ticia and Jeanette, grandchildren Danny, Brian, Brandon and Kyla and may other relatives and friends. Delcie is predeceased by her husband Walter and son Garvin. There will be no funeral as per her request.

Teachers and administrators have one year to get used to a new school curriculum before implementation at the K-9 level begins next year. At the school board’s first meeting of the new year on Sept. 6, the board discussed the new curriculum that the Ministry of Education is putting in starting next year for grades K-9 and the following year (2017-18) for grades 10-12. This year is expecting to be a trial year for the district for the new curriculum. “It’s been in draft for two years,” said Kevin Argue, School District 51 (SD51) superintendent. As of September 2016, the K-9 curriculum will be in implementation phase, said Argue. “So then it won’t be draft anymore it’ll be expected that teachers have moved to the new curriculum for next September. The new curriculum for 10-12 will be implemented in September 2017. It has just come out in draft for in the last week or so.” He said the new curriculum has less specific learning outcomes such as you must cover this or that and a great focus on what’s called competencies. “They’ve structured it around core competencies and big ideas,” he said. “The core competencies for all subjects are communication, thinking and personal and social skills. Those are in every subject. Then you have big ideas…which are an overriding theme that runs through the whole curriculum.” He said there are also curricular competencies to actual content, which are more specific. Teresa Rezansoff, SD51 board chair, said that teachers are able to see the new curriculum now. “Right now, the K-9 curriculum is out there,” she said. “It’s actually been out there for the last year so teachers could get in and play with it if they wanted to. But this is a transition year—there it is ready to be played with for the schools and teachers to be able to do in-service to look at it and get a strong sense of it if they choose.” The new curriculum for 10-12 is still in draft form and is essentially a year behind. Norm Sabourin, Boundary District Teachers’ Association president, said that he hopes teachers will not be expected to spent their own time learning and training on the new curriculum.
