Food bank in crisis as supplies run low Current stock will last less than two weeks, says manager Vikki HOPES Abbotsford News

The Abbotsford Community Services Food Bank has reached a crisis situation, with manager Dave Murray saying the facility has only enough donated food to last another 10 days. The shortfall means Murray had to spend $20,000 from the food bank coffers late last week to purchase items considered essential, such as pasta, rice and beans. That supply will last only about two weeks,

and Murray estimates he will then have to spend another $20,000. “I’ve never done that before in my 16 years here,” he said. Murray said it’s not uncommon for the food bank to have to spend up to $5,000 to purchase items during slow periods, such as during the summer, but he’s concerned about the amount of food he has had to buy this time around. Another first for food bank staff and volunteers is that they are running out of canned soup

– usually one of their most commonly donated items. The shelves designated for this product are usually filled, with boxes waiting on the sidelines. Now, the shelves are either empty or nearing empty and there are no spares, either at the main food bank facility on Essendene Avenue or at the warehouse on Progressive Way. The Golden Tree was funded through $280,000 in contributions, including $80,000 from the provincial government, $40,000 from the United Food and Commercial Workers, $30,000 from WorkSafeBC and $20,000 from Vancity. Eight years after three farmworkers died in a horrific highway crash in Abbotsford, a 22-foot-tall monument memorializing those women was unveiled Saturday. The Golden Tree stands as a legacy to Amarjit Kaur Bal, 52, Sukhvinder Kaur Punia, 41, and Sarbjit Kaur Sidhu, 31. They were among 14 workers who were in a poorly maintained and unsafe work van when the driver lost control and crashed on March 7, 2007, on Highway 1. A coroner’s inquest into the tragedy was held in 2009, resulting in 18 recommendations to improve the unsafe working conditions faced by farmworkers. The Golden Tree project has been in the works for seven years, with a committee led by the victims’ families in co-ordination with Abbotsford Community Services, Progressive Intercultural Community Services and the BC Federation of Labour. The monument is now in place in Abbotsford’s International Friendship Garden on the north side of Clearbrook Library (32320 George Ferguson Way). The Golden Tree, which

Issues including tax policy, tourism, technology and affordable housing were among the topics addressed Thursday night during an all-candidates forum for the new Mission-Matsqui-Fraser Canyon riding. Only three of the six candidates – Brad Vis for the Conservatives, Jati Sidhu for the Liberals and Arthur Green for the Green Party – were in attendance. NDP candidate Dennis Adamson and Independent Wyatt Scott phoned in sick, while Elaine Wismer of the Marxist-Leninist Party was a no-show. The event, attended by about 70 citizens, was held at Christian Life Community Church and was hosted by the Abbotsford Chamber of Commerce, the Fraser Valley Real Estate Board and the Fraser Valley Indo-Canadian Business Association. Candidates were asked about the challenges they might face, if elected, in representing the new Mission-Matsqui-Fraser Canyon riding. The large riding includes areas of Abbotsford north of Maclure and Bateman roads, along with Mission, Agassiz and several Fraser Canyon communities stretching up to Lillooet in the north. Green described the riding as the “size of Belgium,” but pointed out that 86 per cent of the constituents reside in Mission and Matsqui, and that is where he would primarily be focused. Vis said the elected candidate will have a

“difficult job” to cover such a large area, but he said, in talking to constituents throughout the riding, two key issues have arisen – the Fraser River and the importance of agriculture. “I plan to champion those two things if I become Member of Parliament on Oct. 19,” he said, adding that he plans to make regular scheduled visits to the more remote communities in the riding. Sidhu said, if elected, he will set up a satellite office in Lillooet. On the topic of taxes versus spending, Vis said the Conservatives have made “record investments” in social and health transfer funds to B.C. and in the last 10 years have spent $4.5 billion on major infrastructure projects, including improvements to the Mission Bridge. “The Conservative fiscal record shows

Sidhu challenged that statement. “We know the mess Mr. Harper has left for the last eight years,” he said, adding that the Liberal party had 10 consecutive balanced budgets and left a surplus of $13 billion in the coffers when the Conservatives took over in 2006. Green, too, challenged Vis’ statements. “This is the first balanced budget that the Conservatives have run, for this last fiscal period, but meanwhile they’ve cut drastically to programs … Up until then, they’ve run deficit budgets for the last eight years.” Green said his party would take one per cent of the GST to bring in $5.6 billion per year for infrastructure, while still balancing the budget.

Support the food bank The Abbotsford Community Services Food Bank announced this week that it has reached perhaps the biggest crisis in its history, with supplies of donated food quickly diminishing. Manager Dave Murray said although it is not unusual for the facility to have to use some of its $980,000 budget to purchase needed items during slow donation periods – such as the summer – this is the first time in his 16 years there that he has had to spend so much. Murray recently purchased $20,000 worth of essentials such as rice, pasta and beans, and he expects to spend that much in another couple of weeks. Typically, the food bank doesn’t spend more than $5,000 to get through slow periods. Many people are having difficulty keeping up with cost-of-living increases that often outpace any hikes in their income. This means they have less and less to give. It also means there is higher demand for social service support, including assistance from food banks. The Abbotsford Food Bank, for example, has seen about a 10 per cent hike in the

number of clients it is now serving – around 4,000 each month – compared to a year ago. Other agencies have experienced increasingly similar challenges, meaning there is more demand from schools, business and individuals to give back. But they only have so much to go around, and they must be selective in the number of groups they support and how much they contribute – the whole “smaller piece of the pie” scenario. It might sound cliched, but it only takes a little to make a difference. Next time you’re out grocery shopping, add a bag of rice or a few cans of soup to your cart. Drop the items in the donation box at the front of the store as you leave. It doesn’t get more convenient than that, and leaves more money for the food bank to provide other important services. If that doesn’t sway you and perhaps you believe that people are responsible for their own circumstances, think about this: About 40 per cent of the clients served each month by the Abbotsford Food Bank are children.

B.C. Views The federal budget document began with an ominous warning about deep cuts. Social programs, justice and corrections would be spared as much as possible, but no department would escape the knife. The stark truth was revealed in a table of figures. Health care spending, the core of the Canadian state, was cut by 3.8 per cent in just the first year of the fiscal plan, as population and need continued to grow. No, this is not from the Stephen Harper budget of April 2015, or any other in the last decade. It’s from the Jean Chretien budget of 1995, more than 20 years ago. That’s the last time anyone actually cut health care spending. But wait, you may say. Didn’t I hear that Harper has slashed health care spending by $30 billion? Yes, you probably did hear the biggest, most brazen lie of this election campaign, either from the government

unions that advertised it or the politicians who parrot it. If health care really is everyone’s high-priority issue, as pollsters have long assured us, voters should at least know the facts. After cutting provincial health and social services transfers for years to end the string of operating deficits that began under Pierre Trudeau and continued under Brian Mulroney, Liberal finance minister Paul Martin rose briefly to the top job. In 2004, Martin staged meetings with premiers, emerging with what was billed as “a fix for a generation,” with federal health transfers to rise six per cent each year into the future. The future for Martin’s government lasted only two years, as his minority was replaced with one led by Harper. These galloping increases continued until the Conservative majority of 2011, after which then-finance minister Jim Flaherty came to Victoria to inform provincial finance ministers of the new plan. (I was there, and the joke was that this was as far from Ottawa as Flaherty could get without leaving Canada.) The six-per-cent increases, by that time

triple inflation, would continue for another five years. Starting in 2017-18, increases would be tied to economic growth, with a minimum hike of three per cent, still well ahead of today’s inflation. That remains the Conservative plan today.

All provinces east of Saskatchewan pitched a fit. Manitoba’s NDP finance minister termed it “un-Canadian.” Lefties immediately called it a cut, to which Flaherty replied that transfers to provinces would rise from $30 billion to $38 billion in 201819, and continue to grow after that. In B.C., then-finance minister Kevin Falcon praised the long-term approach, acknowledging that health spending was ballooning to half of the provincial budget and had to be brought under control as baby boomers start to retire. B.C. has

largely accomplished that, with spending increases below three per cent and health care outcomes that continue to lead the country. As the current election campaign turns into the home stretch, Statistics Canada has announced a milestone. For the first time in history, the number of seniors exceeds number of children. This demographic shift is inexorable, predictable and must be addressed by whoever wins the Oct. 19 federal election. NDP leader Thomas Mulcair is on record that he will scrap the Conservative formula for growth-based increases that he pretends are cuts, returning to six per cent every year while balancing the budget. Little detail has been provided on how this would be done. Liberal leader Justin Trudeau announced in Surrey last week that he will ante up an extra $3 billion over four years for health care, and “sit down with the provinces immediately” to renegotiate, a rerun of Paul Martin’s political theatre. City reverses rezoning of banquet hall

Abbotsford City Council reversed a previous decision Monday and opted not to allow zoning for a 600-seat banquet hall on a lot at the intersection of Marshall and Clearbrook roads. The reversal happened when Coun. Dave Loewen acted as the swing vote. He voted in favour of the decision on Sept. 28, but changed his mind, asked council to reconsider, and then voted against it. “My desire to see such a banquet hall in Abbotsford caused my emotions to overcome logical considerations,” Loewen said. At the new vote, Loewen and Couns. Les Barkman, Sandy Blue, and Ross Siemens, along with Mayor Henry Braun, opposed rezoning the area to allow for assembly use, while Couns. Kelly Chahal, Patricia Ross, Moe Gill and Brenda Falk voted in favour. The banquet hall was to be 1,525 square metres, on the second floor of a two-storey building with light industrial space below. The proposed banquet hall has brought spirited debate from the public on both sides. Proponents said the facility was necessary for Abbotsford’s large South Asian community, who currently have to host the customarily large crowds for weddings and milestone birthdays at larger venues in Surrey or Vancouver. Opponents worried that large gatherings in the area, which is designated as industrial-business in the Official Community

He also thought about comments made by a neighbouring industrial business owner, who opposed the project. Neeraj Chalwa, head of the corporation that owns the land, said he was disappointed in the

reversal – and that he wasn’t notified about the decision going back on the agenda. “I am very disappointed with this being turned down,” Chalwa said. “This was not a democratic way of making this decision.” Chalwa and realtor Hari Sharma, a business associate on the project, said they will be looking into any possible recourse to overturn the reversed decision. At Monday’s meeting, Braun encouraged those involved to meet with the city’s planning department to find other appropriately zoned land to build a banquet hall. The Crystal Gala Foundation pledged $500,000 through the Fraser Valley Health Care Foundation to provide medical equipment and furnishings. The Crystal Gala Foundation first pledged a gift of $500,000 to the hospital in 2007, resulting in the opening of the Crystal Gala Breast Health Unit, for screening mammography, in 2010. A further $500,000 was pledged, and the Crystal Gala Foundation fulfilled its $1 million commitment last year. The Crystal Gala Breast Health Unit, where patients receive mammograms, remains on level 2 of the BC Cancer Agency. The new centre, located in the “JLIF clinic,” offers a triple-assessment service – medical imaging, a physical exam and a biopsy – for those who self-refer for breast exams. The centre also offers encouragement, support and counselling through diagnosis and beyond.

The beer festival on a Sumas Prairie farm brought out a lively crowd from throughout the Lower Mainland.

Inaugural hop fest a success Craft beer producers from across the Lower Mainland showed off their freshest brews to an enthusiastic crowd at BC Hop Fest on Oct. 3, an event at Kinloch Farms celebrating fresh-hopped beer. The seasonal brews can only be made just as hops are harvested – a short window in early fall. Using fresh-off-the-vine hops, rather than dried, gives these beers a unique flavour, aficionados say. Seventeen British Columbia breweries attended the event. Abbotsford’s newly opened Ravens Brewing Company won the people’s choice award with their fresh-hopped extra special bitter. Organizers hope to make the event an annual celebration.

Staff snooping among patient privacy breaches Jeff NAGEL Black Press

Too many health authority employees inappropriately snoop in patient records and some deliberately disclose sensitive information via social media or cellphones. That’s one of the most serious types of breaches flagged by B.C. Information and Privacy Commissioner Elizabeth Denham in a new report on how the province’s health authorities safeguard privacy. The report cites “cases of snooping where staff members access records of VIP or other patients out of curiosity or for malicious intent.” It uncovered four cases in 2013 of staff posting photos of patients to Facebook or Instagram, and three cases of doctors or nurses taking photos. Another nurse commented on a patient’s health information on Facebook. “The (privacy commissioner’s office) has serious concern regarding health authority staff deliberately disclosing the sensitive personal information of patients through their own mobile devices and on social media,” the report said. The report doesn’t break down the number or frequency of incidents between B.C.’s health regions. Denham’s office has received 200 privacy breach complaints over 10 years from health authorities but suspects that’s just one per cent of the actual number of incidents. Misdirected faxes were the single most common type of privacy breach identified.

Lost or stolen records or mobile devices were most common among home health and community care programs.

Half of health authorities reported problems with home care workers leaving patient records unsecured in their cars against policy.

Fraser Health told Denham’s office its privacy officers notify affected individuals in almost every privacy breach, in addition to the

Arts Council accepting submissions The Abbotsford Arts Council is accepting applications until Oct. 30 for artists interested in participating in the Kariton Art Gallery and Boutique in 2016. The gallery is located at 2387 Ware St. in Mill Lake Park and provides a resource for more than 100 artists to exhibit and sell their work. There are 10 to 12 gallery exhibitions every year, with the boutique gift shop open year-round, showcasing everything from jewelry and watercolour paintings to stone sculptures and Venetian masks. UFV women bounce back from loss Ben LYPKA Abbotsford News

For the first time this season, the UFV Cascades women’s soccer team tasted defeat but the club bounced back big the next day. The women traveled to Edmonton to take on the MacEwan Griffins on Saturday and lost 2-1. The Griffins opened the scoring at the 12-minute mark but moments later rookie Gurneet Dhaliwal tied the game up. MacEwan replied five minutes later and despite some offensive bursts from the Cascades, that goal proved to be enough for the win. UFV headed south to Calgary and Mount Royal University on Sunday and exploded offensively with a 4-1 win. The Cascades held a 1-0 lead at the half, with Dhaliwal scoring her team-high fifth on the year to open the scoring, and then the floodgates opened in the second half. Shelby Beck, Brittany Zacharuk and Danica Kump added goals in the second half. MRU scored in the 64th minute to ruin keeper Kayla Klim’s shutout bid. “Overall I’m proud that our girls responded well from (Saturday’s) loss,” Cascades head coach Rob Giesbrecht said. “As well, I liked our strength of character shown by battling through the frustration of not finishing our chances (early in the game).” UFV is in second place in the Canada West Western division and sports a record of six wins, one loss and one tie. The women next host Trinity Western on Friday and then play the Spartans in Langley on Saturday. The men’s team struggled over the weekend at home, losing 3-0 to the UBC-O Heat on Friday and playing to a 2-2 tie

with the TRU Wolfpack on Saturday. UFV trailed 2-0 after the first half on Saturday but battled back with goals from Tammer Byrne and Kree Bryne in the second half to draw even. Cascades head coach Tom Lowndes said he wasn’t happy with the weekend overall but liked the effort against TRU. “If you look at the weekend as a whole, one point from six is not exactly what we wanted,” he said. “I liked the way that we battled back and we fought. To come back and get a tie, it’s big for us.” UFV’s record stands at four wins, three losses and one tie and they are in third place in the Canada West Pacific division. The men next host TWU on Friday at 7:30 p.m.

The W.J. Mouat Hawks were shelled early but finished strong at Friday’s home opener. The Hawks defence allowed two touchdowns on its first two drives to fall behind 20-0 in the first quarter and trailed 34-0 in the first half. But the second half was a different story, as Mouat didn’t give up and fought back to a final loss of 52-22. “Obviously that’s not the start we were looking for but I thought it showed some great character in our team,” said head coach Travis Bell. “I love the way we kept battling. Right now Terry Fox is at a different level than we are but we’re leaving here with a pretty good feeling in our stomach.” Bell said he told his team to keep it simple during halftime. “We wanted them to forget about the scoreboard and just to relax a bit out there,” he said. “When you relax a little bit you start feeling confident and making plays.” Hawks quarterback Shawn Lal picked up the team’s offence in the second half, connecting with Coleton Barker on a 60-plus yard passing touchdown and putting together some good offensive drives. Dion Pellerin scored both an offensive and defensive touchdown, scoring on a threeyard run and stripping the kick returner at the end of the game to score a defensive major. Bell said Lal and Pellerin had solid games. “Lal came in and we were able to move the ball well,” he said. “He brings some calm to the offence. Dion Pellerin is a phenomenal football player and a leader for us and played great.” Mouat falls to zero wins and two losses in AAA action this season. They next travel to Kelowna for a game on Oct. 10 and

return home under the Friday Night Lights on Oct. 16. In AA exhibition action on Friday, the Abbotsford Panthers beat Wi n d s o r Secondary 35-6. Abbotsford displayed a balanced offence, with five different players scoring touchdowns in the win. Abbotsford finished the exhibition schedule with a record of three wins and one loss. The Panthers open the season in Mission on Saturday.

The Robert Bateman Timberwolves scored a 14-10 win over the Holy Cross Crusaders in Surrey during AA exhibition action on Saturday. The Wolves trailed 10-7 at halftime and the defence shut down the Crusaders in the second half. Running b a ck Anthony Bodger and quarterback Keegan Vicklund scored touchdowns for the Wolves. Bateman finished the exhibition schedule with a record of

Helen Wiebe passed away peacefully into the presence of the Lord on Sunday, October 4, 2015 at the age of 84. She was born to Isaac and Maria Ens on January 29, 1931 in Morse, Saskatchewan. Helen enjoyed trips to Hawaii, Mexico, and Yukon. She also enjoyed camping trips across the prairies, and she spent a lot of time knitting scarves for the homeless. Helen leaves to mourn her husband Peter, son Lloyd (Veryl) and daughter Hedy (Bill). A family graveside service was held at Maclure Road Mennonite Cemetery, Abbotsford. She was a dancer, farmer, marksman, protector, stylist, homemaker, and someone who touched the hearts of many. A child of pioneering farmers, she was happiest surrounded by family sharing a meal from the farm she helped nurture. In the mid-eighties, she and her family moved from the lower mainland to a property above beautiful Kootenay Lake, where she resided until her passing. With her green thumb and ďŹ rm hand she managed an impressive garden, and with her husband provided the local community with fresh farm produce for many years. Patricia’s greatest joy was to see her children become parents, providing her with grandchildren to spoil. Patricia passed from this life surrounded by loving family, while under the expert and sensitive care of the Kelowna General Hospital Intensive Care Unit. Patricia is survived by her loving husband Karl, children Tyson (Jessica), Corry and Karla, adored grandchildren Logan, Ruby, Wyatt and Emily, and brothers and sisters Margaret, Mark, Ted (Donna), Corrine (Rolf), and Teresa. A celebration of her life will be held at the Luedtke farm in Sunshine Bay, Nelson on Saturday, Oct. 10, 2015. Olive L. Fussey April 3, 1920 - September 30, 2015

I did it! I said I would live to be 95. “Live life to the fullest, love all God’s creatures, laugh every day.� I was born at home on April 3,1920 in Coldwell Municipality, Manitoba to Tom V. and M. Lillie (Clegg) Thompson (predeceased). Also predeceased by sister Sybil, brothers Dave, Ben, Les and Bill. At age 18 I married my childhood sweetheart, Charles W. Fussey whom I met at age 5, he was 10. We celebrated our 65th anniversary in 2003 before his passing in 2005. Our marriage first took us to Trail, B.C. then to Abbotsford, living there for the remainder of our lives. I was blessed with two children; Tom (Laura) Meadow Creek, B.C. and Barbara (Dave) Gazso of Bradner, B.C. They in turn gave me my most cherished possessions, grandchildren: TomLeanne (John) Mantha, Tomas, Megan(Jere) Prout, Lindsay and 5 great granddaughters - Lauren, Sierra, Abia, Kali and Lacey. Barbara - Lee (Christine), Amber (Mike) Windle and 3 great granddaughters- Sydney, Coco and Macartney. I was a charter member of the Women’s Auxilary with St. Matthew’s Anglican Church. My passion was bowling, belonging to various leagues for 45 years. As an original member of the MSA Riding club I volunteered at many events my daughter participated in with the club. When my granddaughter Amber also became involved with horses, I seldom missed a show and attended the PNE 4-H week with the Mt. Lehman 4-H horse club as their token Grandma. I especially loved attending the Bradner softball games when my grandson Lee was playing. I would like to extend a heartful thank you to the wonderful dedicated staff at Bevan Village where I happily have spent my last years. My family will be celebrating this glorious life next summer when they all can be in attendance. Please remember me by donating to B.C. Children’s Hospital.
