Foreign land purchases continue despite promises to cease AUTUMN MacDONALD Observer Reporter After they stated they would halt land purchases until further investigation, they did it anyway. Independent MLA Vicky Huntington revealed the documentation of land purchased by UK company Reckitt Benckiser (RB Group) late last week. The documents show RB bought an additional 794 acres of farm land, 50 kilometres west of Dawson
Creek for $1 million, July 7. This is three weeks after the company publicly stated they would put their land sales on hold until a full preview was conducted after public outcry. “The public needs to know if RB is continuing to buy B.C. farmland despite its promises and whether the provincial government will do anything to step up and protect B.C. farmers and our productive farmland,” Huntington said.

“The Minister of Agriculture has consistently been wrong about this practice and the public deserves clear answers.” In May, the B.C. government spoke to farmland being purchased by foreign companies in exchange for carbon credits, noting a far greater hectare amount than originally thought. Initially government acknowledged 1,500 hectares of agriculture land reserve were being breached,
then upon the opposition’s request, an additional 8,000 hectares was discovered. Upon hearing the concerns of Cariboo residents, NDP agriculture critic Lana Popham held an open house in the Gold Pan City to further gather information. “The main thing we’re hearing from farmers is this legislation is essentially stealing food security,” she told the Observer in May.

Popham also spoke to the manner in which the trees are planted, noting the close proximity, the lack of after-care and the method of leaving large divots in the soil, creating a hazard for farm animals and wildlife. The agriculture critic also noted the use of pesticides, water consumption and the 100-year land covenant. That’s when RB said they would work with communities or

Annual General Meet
No parking zones on Campus Way
After meeting with President and Board Chair of the College of New Caledonia at the Quesnel City Council Sept. 28 Special Open Meeting, Council decided against installing “no parking signs” on Campus Way and the laneway located beside the campus. For safety reasons, yellow lined “no parking” zones will be painted on the street curb on Campus Way in front of the MacDonald’s restaurant up to the Campus Way/ Northstar Road intersection. City crews will clear snow from the laneway in the winter. Council passed a resolution to refer a staff report on further improvements to the laneway to the City’s Finance Committee for 2016 budget consideration.
Community Theatre Council approved the North Cariboo Joint Planning Committee’s recommendation to create a City statutory reserve for a community theatre. This reserve will allow the City to issue tax receipts to donors wishing to make a contribution over $100 towards the future development of a Community Theatre. Land Use Policy Council has instructed staff
to proceed with preparing a zoning amendment that: • Prohibits shipping containers in residential areas other than on a temporary basis to facilitate construction activities or moving for not more than 30 days, and where greater than 30 days a permit is required; • Existing permanent shipping containers in residential areas be removed within 8 months; • Shipping containers in commercial and industrial zones will require a permit that includes screening/ siting/ventilation requirements and prohibits storage of flammable liquids unless the structure is placarded for such; • Requires existing shipping containers in commercial and industrial zones to be ventilated by June 1, 2016. Council directed staff to consult with the business sector to determine siting/screening requirements and to bring a public consultation plan back to Council when the proposed bylaw is scheduled for first reading.

Right of way clearing
The City of Quesnel invites bids on the clearing of 3 right of way sites. Two of the sites are in the 400 block of Lewis Drive and the third site is on Abbott Drive next to Abbott Pond. The work consists of removing all trees, stumps, and brush from the right of way. The length and width of each right of way varies at each site and will be flagged out by the City for viewing. Once the right of way has been cleared, an access road is to be leveled and roughed in. A mandatory site meeting will be held at 10 a.m., October 15, 2015 to review the work and answer any questions. The meeting will convene at City Hall in the CD Hoy Room.

Open fires now permitted
Effective Wednesday, all open fires are once again allowed across the Cariboo Fire Centre’s jurisdiction. Members of the public will be permitted to: • Burn piles of woody debris. • Burn stubble or grass. Homeowners and industry personnel are encouraged to take the following precautions with outdoor burning activities: • Have enough people, water and tools on hand to prevent the fire from escaping. • Do not burn in windy conditions. • Locate the fire site away from buildings, trees and other combustible materials. • Create a fireguard of at least one metre around the planned fire site by clearing away twigs, grass, leaves and other combustible material. • Never leave a fire unattended. • Ensure the fire is completely extinguished and the ashes are cold to the touch before leaving the area for any length of time. Anyone who lights, fuels or makes use of an open fire must comply with the Environmental Management Act and Open Burning Smoke Control Regulation. The act requires individuals to check local venting conditions prior to ignition. Category 3 open fire is a fire that burns material in piles larger than two metres high and three metres wide, or that burns stubble or grass over an area larger than 0.2 hectares. Maximizing Returns to the Ratepayer In my estimation, local government should apply three basic budget principles: 1) taxes should be spent on programs, services and infrastructure; 2) tax revenue should be expended in a manner that provides the maximum benefits to the maximum number of ratepayers; and, 3) Council should never make spending decisions “in the moment” (e.g. at the end of a delegation presentation) without some form of sober second thought in the context of the City’s entire budget.
Walmart helps Hope Air Walmart stepped up to help Hope Air raise funds for people in the Quesnel area who require financial assistance in reaching medical assistance outside the area. For a hot dog sales fundraiser, Walmart supplied the food, condiments, napkins, a tent and the barbecue as well as Walmart’s head office matching the funds raised at the event. A special shout-out to Dale for bringing his tent to provide a dry place for the public to enjoy their hot dog. In addition to everything else, Walmart Quesnel also added the money raised in the store was from employee activities for the month of August. The event raised $1,070 for flights to medical appointments and procedures for local people. Handing over the cheque from Walmart are left to right: charity leader Sherri, assistant manager Colleen, and cashier Elaine; accepting on behalf of Hope Air, are MaryAnn Sturdy, Denise Carlson and Elizabeth Ross. However, three recent examples illustrate the difficulties inherent in a political body sticking to a principled approach to financial decision-making: a request to financially support the Business Excellence Awards, a request from Hope Air for a donation, and the possibility of spending capital dollars to improve the “non-paid” parking area next to the North Cariboo Community Campus. All worthwhile causes -- all of which challenged the principles outlined above. Fortunately for Council, we made three policy changes in our 2015 budget that enable us to consistently apply a principled approach to spending decisions. Prior to 2015, there was line item in the City’s budget called “Council Projects” which gave Council the latitude to say “yes” to groups and individuals who came to Council asking for donations and provided some flexibility to assign funds to projects that emerged during the year. This practice ended in the City’s 2015 budget. The fact Council no longer has any “discretionary” funds at its disposal means Council must then say no to groups who come asking for support that was not pre-approved in the budget. This is the position Council took in the case of both the Business Excellence Awards and Hope Air; they were not in our 2015 budget, so they did not receive money. This year Council is also asking every external organization the City supports to submit a new budget and new terms of reference this fall. This process will help Council decide if our community is still being well served by these external committees and organizations and budget for them accordingly in 2016. Finally, Council, by policy, no longer makes spending decisions in Council Chambers without a recommendation from our Financial Sustainability and Audit Committee. This ensures all spending decisions are reviewed in the context of our budget as a whole. The parking lot issue at the Community Campus has been referred to this process. This principled and policy-based approach to the City’s budget will enable Council to prudently manage the City’s costs while achieving our vision of a vibrant and resilient community. BCAFM contest salutes farmers in the province As part of B.C. Association of Farmers’ Markets (BCAFM) celebration of Farmers Appreciation Week (Sept. 12 – 19), the public was asked to submit entries for the third annual Ode to a Farmer poetry contest. The criteria was any subject that demonstrated their appreciation for B.C. farmers. One of three accomplished B.C. writers were asked to
judge the 120 entries. “This year’s crop of poems, from across B.C., revealed a depth of insight into the world of farming and the people who work the land,” author and judge Renee Sarojini Saklikar said. Poems ranged in topic from farmers to migrant workers, from the love a wife has for her partner, to food poems about fruits,

Matching donor funds available up to $50k have enabled QFC to hand out more than $350,000 in grants to various local community non-profit groups. The criteria for these grants includes being local to the Quesnel area, must be non-profit and their project must be a long-term benefit to the community

Diversity
C
onsensus building in this province is a difficult proposition. Not quite an exercise in futility, but it’s in the neighbourhood. Think of the varied forms of land we have. The regions of this province look very different from each other and have different challenges. A Gold Pan winter looks nothing like January in Victoria. The diversity of this province – both its land and people – is never more evident than it is every year at the Union of B.C. Municipalities conference. To a city councillor from, say, Williams Lake, Vancouver and Victoria politicians must sound like they are from a distant land speaking an unfamiliar language when they talk about homelessness issues. While this kind of diversity makes us a unique and enviable province, it also presents problems for politicians, especially the ones who are sent to Victoria as MLAs. It poses problems for political parties, too. The NDP, for example, has a long history of support from trade unions. But the NDP also has a strong faction that is, for the lack of a better term, green, people who do not support mega projects. The B.C. Liberals have different challenges, but with a similar theme of geographical/philosophical diversity. What is a party, a leader, an MLA to do? The easy answer is to keep tabs on what is being said on Main Street in your constituency and vote accordingly. But that’s naive — our powerful party system gets in the way of that form of simplicity and if you are a member of the governing party you have a wider responsibility for the entire province. There is no simple answer. Perhaps it is just a matter of holding on for a never-ending, bumpy ride. But we should never lose sight of the fact that this diversity should do more to make us a great place than it does to drive us apart. –BP
A brief history of health spending T
he federal budget document began with an ominous warning about deep cuts. Social programs, justice and corrections would be spared as much as possible, but no department would escape the knife. The stark truth was revealed in a table of figures. Health care spending, the core of the Canadian state, was cut by 3.8 per cent in just the first year of the fiscal plan, as population and need continued to grow. No, this is not from the Stephen Harper budget of April 2015, or any other in the last decade. It’s from the Jean Chretien budget of 1995, more than 20 years ago. That’s the last time anyone actually cut health care spending. But wait, you may say. Didn’t I hear that Harper has slashed health care spending by $30 billion? Yes, you probably did hear the biggest, most brazen lie of this election campaign, either from the government unions that advertised it or the politicians who parrot it. If health care really is everyone’s high-priority issue, as pollsters have long

After cutting provincial health and social services transfers for years to end the string of operating deficits that began under Pierre Trudeau and continued under Brian Mulroney, Liberal finance minister Paul Martin rose briefly to the top job. In 2004, Martin staged meetings with premiers, emerging with what was billed as “a fix for a generation,” with federal health transfers to rise six per cent each year into the future. The future for Martin’s government lasted only two years, as his minority was replaced with one led by Harper. These galloping increases continued until the Conservative majority of 2011, after which then-finance minister Jim
spending increases below three per cent and health care outcomes that continue to lead the country. As the current election campaign turns into the home stretch, Statistics Canada has announced a milestone. For the first time in history, the number of seniors exceeds number of children. This demographic shift is inexorable, predictable and must be addressed by whoever wins the Oct. 19 federal election. NDP leader Thomas Mulcair is on record that he will scrap the Conservative formula for growth-based increases that he pretends are cuts, returning to six per cent every year while balancing the budget. Little detail has been provided on how this would be done. Liberal leader Justin Trudeau announced in Surrey last week that he will ante up an extra $3 billion over four years for health care, and “sit down with the provinces immediately” to renegotiate, a rerun of Paul Martin’s political theatre. Flaherty came to Victoria to inform provincial finance ministers of the new plan. (I was there, and the joke was that this was as far from Ottawa as Flaherty could get without leaving Canada.) The six-per-cent increases, by that time triple inflation, would continue for another five years. Starting in 201718, increases would be tied to economic growth, with a minimum hike of three per cent, still well ahead of today’s inflation. That remains the Conservative plan today. All provinces east of Saskatchewan pitched a fit. Manitoba’s NDP finance minister termed it “unCanadian. Lefties immediately called it a cut, to which Flaherty replied that transfers to provinces would rise from $30 billion to $38 billion in 2018-19, and continue to grow after that. In B.C., then-finance minister Kevin Falcon praised the long-term approach, acknowledging that health spending was ballooning to half of the provincial budget and had to be brought under control as baby boomers start to retire. B.C. has largely accomplished that, with

alloween has changed a lot since I was a kid. For one thing, it’s become big business. Canadians and Americans spent approximately eight billion dollars on candy, decorations and costumes last year. And not just costumes for children, but for grown ups, dogs and even some unimpressed cats. Back in my day our parents bought candy to hand out, and pumpkins to carve - that was about it. My little brother and I happily assembled our getups by rummaging around the house for items we already owned, and although we’d seen the plastic Fonzie and Planet of the Apes masks at the supermarket, it never dawned on us to ask for them. On Halloween night we

On A Brighter Note took our pillow cases and went door to door in our neighbourhoods, often in the bitter cold and rain, never imagining the concept of going store to store inside a dry, warm mall. We also never envisioned an entire shop devoted to costumes. They did exist, but I certainly never set foot in any as a child. If I had, I wouldn’t have wanted to leave. These days, as soon as September rolls around there are pop up Hallow-
een stores all over, with a vast array of costumes and decorations. This unfortunately takes away sales from costume shops that remain open all year and enrich our communities in ways a seasonal retail chain can’t, but that’s not their only competition. Many businesses you wouldn’t normally associate with Halloween have recognized it’s profitablity and now have a piece of the action. Who would have thought you could buy an precious princess gown from a home decor store? Or a huge inflatable mummy while purchasing building supplies? The offering of costumes has expanded significantly as well, not only with an incredibly large variety for all ages, but with a vast array of sexualized
outfits for women and young girls. My daughter was 11 last year and had her heart set on dressing up as Alice in Wonderland or Dorothy from the Wizard of Oz, but the only ensembles we were able to find last minute were slinky numbers you might see on a young lady at a nightclub. Criticism over those types of garments are expressed on social media every year, as is the calling out of people not being politically correct - like the school principal who dressed up like Mr. T or the actress who dressed up as the character Crazy Eyes from Orange is the New Black. They both sparked heated debates over social media, but when our friend dressed up like Aunt Jemima 30 years
ago, no one blinked an eye. She had also applied dark make-up over her light skin, but no one said anything beyond how fantastic she looked. Was society less sensitive to the suffering of minorities back then? Were we less politically correct? That topic deserves a column of it’s own. Dissension aside, escaping reality and transforming into something else can be extremely amusing, and that’s probably why the popularity of it among adults has grown tremendously. The excess consumerism of Halloween comes under fire often, but for a designated day that doesn’t hold any special meaning beyond having a good time, the entertainment value alone could
be considered money well spent. I’ll admit, eight billion dollars is an awful lot, but divided between 356 million citizens, that works out to less than $25 per person. Obviously some folks are spending much more and others aren’t spending any at all. It’s one of those take-it-or-leave-it experiences with varying degrees of involvement and spending. October 31 is on a Saturday this year which will make it more convenient for many and will probably result in even bigger profits. Will you be in the Halloween spirit? Rounding out a great visit for Rose at the Corn Maze On Wednesday, Sept. 30, more than twenty members of Integris Credit Union, their families and one very special guest. Rose Gatakaaa Kithinji gathered at the Cariboo Corn Maze for a wrap up event. Rose is CEO of a credit union in her home country of Kenya and a member of the Canadian Co-Operative Association Women’s Mentorship Program (CCAWMP) which sponsors women managers of credit unions around the world to come to Canada and job shadow and share information with Canadian credit union women. Kithinji arrived in Prince George Sept. 24 and spent the night there with Joan Burdeniuk, Integris Credit Union manager of Corporate Responsibility and also branch manage of Fort St. James. Burdeniuk has also travelled around the world with the CCAWMP. On Friday Kithinji joined the Integris Credit Union board of directors for the yearly strategic planning session before travelling to Quesnel to stay with Kim and Brian Matthews in their home as a guest. On Saturday she had her first visit to the Quesnel branch before heading off to the Farmers’ Market then to Bouchie Lake’s Harvest Festival (a Culture Days event.) It was off to Barkerville on Sunday where the group took in a Theatre Royal show before knuckling down Monday, Tuesday and Wednesday job-shadowing with various members of the Quesnel branch staff to get a feel for what they do and share how it is done in her credit union in Kenya. As Kithinji was heading back to Ottawa on Thursday where she’d re-connect with the other members of the group who has spent time in other credit unions across Canada, hosting a send-off party at the Cariboo Corn Maze seemed like a good plan. Beginning with a walk through the famous corn maze, Kithinji then settled down to a traditional hotdog roast before taking a wagon ride around the large Yorston’s ranch. As the sun was setting and the bright fall colours were fading, the group gathered by the bonfire before heading home.

Bring your giant pumpkin to the Market The Quesnel Pumpkin Police (QPP) report sighting, with the help of Super Special Surveillance Drones (SSSD’s), a number of very large pumpkins lurking within the North Cariboo region. These extra large gourds have likely taken advantage of the hot, dry early summer weather experienced here. They are now exposing themselves as a result of recent frosts that have killed the foliage that has been hiding them. The QPP warn that you approach these behemoths with caution, never attempting to pick them up solo, as some are well in excess of one hundred pounds! You are being directed to bring these giants to the Quesnel Farmers’ Market at the Helen Dixon site no later than (NLT) 10:30 a.m., Saturday, Oct. 10, for the official weigh-in. Let the loans cupboard help with your recovery ANNIE GALLANT Observer Reporter
A
fter surgery, many people need a little equipment assistance to get back on their feet, literally. They can turn to the Red Cross Loan Cupboard for equipment aids and all their items are loaned out free of charge. Charlie Robertson remembers, after he suffered a stroke, the assistance he received through the loans cupboard. Now with almost five years as a volunteer with the Red Cross in the Quesnel loans cupboard he’s happy to be helping others. “When I found out the loans cupboard needed volunteers, I was happy to help out because I knew it was a good service,” Robertson said. The process is simple. People get a referral from their health care professional and bring it to the loans cupboard in the old wing of the hospital, right next to the physiotherapy department. There’s a simple form to fill out, then a volunteer makes sure its adjusted and meets the needs of the client. “The initial loan is for three months but that can be extended should they need it longer,” Robertson said. The compact room houses a wide range of equipment and thanks to a generous Community Foundation grant, the office now has muchneeded shelving. All the equipment from wheel chairs, to walkers, to bath aids and more are

in clean, operational condition with most being purchased new but Robertson said they accept donations of equipment when families no longer need them. “We don’t have anything motorized though,” he added. Within the hospital the physiotherapy and home care departments have a partnership with the loans cupboard to provide their patients with the equipment they require. “It makes you feel good to help people in their recovery,” Robertson said. “We see so many knee and hip replacements patients and they come back and tell us how much the equipment helped them recover.” Quesnel’s Red Cross Loans Cupboard has seen a 12 per cent increase in the number of clients served and the equipment loaned out. In 2014-2015, 873 pieces of equipment were loaned out to 592 clients. Volunteers have logged more than 800 hours annually in service to the loans cupboard. When asked about unusually requests, Robertson remembers a fellow looking for a massage bed. “He’d had eye surgery and needed to lie on his stomach on the bed for as much as 18 hours a day for three weeks,” Robertson said. “Unfortunately, we couldn’t help him.” Another time one of the street actors in Barkerville broke his ankle and needed a wheelchair. “Although we couldn’t supply

a period-correct wooden wheelchair, we were able to provide a wheelchair for him.” One item Robertson said they’re frequently asked about is a cart for oxygen equipment. “But we just don’t have them,” he said. Sometimes the loans cupboard is asked about temporary loans for out-of-town visitors, especially when they plan to attend local events and can’t walk for any great distances or need aids in their guest’s homes. Robertson said that’s doable. However, Robertson would like to remind the public to return the equipment they are loaned. “Even if its been a long time, we need this equipment for others to borrow,” he said.
“So just drop it off.” And if you have a couple of hours to spare during the week, consider volunteering with this worthwhile organization. Drop by the loans cupboard and fill out an application or call 250-991-7565. The Red Cross Loans Cupboard is open 9:30 a.m. – 1:30 p.m., Monday, Tuesday, Thursday and Friday at the south entrance of the hospital, beside the physiotherapy department. Robertson also mentioned the loans cupboard is run on donations and the public is encouraged to give as generously as they are able. The office is also a drop off for any international donations to the Red Cross work around the world.

Despite the cold weather, there was a great showing for the 22nd Quesnel Women’s Fall Challenge last weekend. It gave participants an opportunity to increase their fitness level and support a good cause. The proceeds went to GR Baker Memorial Hospital, Mammography unit to fund the purchase of a digital mammography machine. There was a 5 and 10-km walk, 5 and 10-km run and a half marathon that went around Dragon Lake. Organizer, Anita Dobie said there was about 500 participants and 50 to 60 volunteers and thinks this is a great event for the community.
“It’s helping raise money for the digital mammography unit which we think is really important,” Dobie said. “It promotes women’s health and it brings women together.” Along with the Fall Challenge Integris Support Your Girls were also raising money for the same purpose. There was a post race celebration at the CNC/UNBC Quesnel campus with awards presented for the top three finishers in each age category. The Fall Challenge originally started with 20 ladies going for a walk and decided they would donate money to the mammography unit. Although, it was cold participants came out for a great cause and got a workout in the process.

Change Smoke Alarm Batteries. A good way to remember is to change the batteries when you turn your clock back to standard time in the fall. Matches and Lighters Are Not Toys. These are tools for adults, and are not to be used without supervision. They should be stored in a secure place where kids can’t reach. Plan and Practice an Escape Route. Create at least two ways out of every room in the home. Practice getting out quickly. Keep a Flashlight Charged and Handy. If there’s a fire in the home, it can become smokey and too dark to see. Use a flashlight to get out or signal for help.
