Awesome in every way. That’s how Lake Country RCMP Const. Brandwyn Rigby describes the 10-day, 1,000-kilometre Cops For Kids bike ride that she took part in this year, an event that raised over $350,000 for the organization that helps kids and families in need. From her ascent of the 1,575 metre Paulson Summit near Castlegar, to sweltering through 38 C heat in Oliver, to hail and a 2 C chill in Cranbrook, to riding through her home detachment in Lake Country, there
wasn’t a part of the Cops for Kids ride that Rigby didn’t love. “Awesome is probably the best word and in all the ways that awesome means: Humbling, awe inspiring, amazing,” she said. “We had a lot of laughs and there were tears. There were a lot of high highs and low lows. We experienced the full spectrum, physically and emotionally.” The Cops for Kids annual fundraising ride takes place each year and raises funds for the RCMP’s charitable organization. As the riders made stops in different communities in the region, families who have been

helped by Cops for Kids came out to share their stories. “That was the humbling part,” she said. “We met families who were there to say, ‘Thank-you so much because in our time of need you had our back.’ We heard some pretty amazing stories from people who just needed some help.” Riding together as part of a team was a natural extension of their jobs, said Rigby. As peace officers riders are used to helping each other out and on the ride it was no different as they encouraged each other to keep on riding over the 10day trek. On the long ascent to the top of the Paulson Summit, the only stretch where the pack of riders separated and went on their own, Rigby said she had time to think and it was all about the people that the charity supports and help.

The president of the Okanagan College Faculty Association says students appear to be more engaged in this year’s federal election than any other in recent memory. Tim Walters says if those students realize the voting power that they have, even more might get out and vote. “There is no question students have massive (voting) power, this is what I have been talking to my students about,” said Walter, who works
at the Salmon Arm campus of Okanagan College and represents the college’s faculty association. “They have the power but they are completely unaware. “If you flip the numbers between voting rates for seniors and students we would have a different Prime Minister and a different Premier.” With UBC Okanagan and Okanagan College operating in Kelowna and with satellite campuses around the Okanagan Valley, it’s estimated some 20,000 students are hitting the

big numbers of potential voters that can make a difference in this election. However past elections have shown that young people don’t get out and vote as much as the older generations. In the 2011 federal election, according to Elections Canada, just under 39 per cent of eligible voters aged 18 to 24 cast ballots, compared to more than 75 per cent of voters aged 65 to 74. To get young people engaged and feeling that their vote matters, many have taken to technology
and social media, including a former Okanagan College student and now Concordia journalism student Matthew Heuman. Heuman developed an app this year called Vote Note in an effort to pick up the slack he says Elections Canada has dropped, providing voter information in an easy to use app that people can access on their phones. Heuman says the Fair Elections Act, introduced by the Harper Government, will make it harder for youth to vote. So the former

very archaic.” Heuman says it’s not just youth who aren’t turning out in big numbers to vote but also the 25- to 34-year-old demographic—people starting families and careers. He says together, people from 18 to 34 wield plenty of power. “The ability for 18to 35-year-olds to disrupt the process is huge. Even just a small increase could be a dramatic shift. Five per cent of the youth demographic is 150,000 people which is enough to make a difference. But they see voting as something that is difficult. “It’s an arduous process and I think making it more accessible is the first step in getting people more engaged.” From the Salmon Arm campus of OC, Walters agrees that there could be a shift if the younger generations came out to vote in big numbers. “I thought for a long time that young people would be more engaged in this process and I think there is a different energy about this election that might be attractive to them,” he said. “There has been such R a huge amount of bad will generated by the t current government that has filtered down w to young people. If the students she represents at Okanagan College had as much passion for the election process as Chelsea Grisch, voter turnout amongst students wouldn’t be a problem. Engaged in the election and passionate about the student vote, Grisch, 25, and the rest of the Okanagan College Students’ Union (OCSU) have been working hard to get students motivated to vote in this year’s federal election. “We’re just reminding Dpeople that the youth demographic has low voter turnout which is pretty appalling,” said Grisch, the chairperson of the OCSU. “This (election) is not something that has to be determined by old men essentially. Youth are empowered (to make change). “We’re just reminding people that all over the world people die for the right to vote. It’s a big deal and if you like complaining about the country, the back end of that is you’re socially obligated to vote.” The movement to en-

Online the Canadian Federation of BC Students has a campaign underway asking students to pledge to vote with the tag line This Time We Decide (thistimewedecide.ca).
And it’s not just students. Noted comedian Rick Mercer has taken to Facebook to push voting at votenation.ca while Canadian musicians are attempting to rally the vote by promoting #imagineoct20, an online movement asking for change that has included a few
concerts. All of these are aimed at getting non-traditional voters out of their malaise and to the polling station. It mirrors the efforts of the Okanagan College Students’ Union in its attempts to get students to care about federal politics at a time in their life
when many of them are not only in school but also working one or two jobs to help with tuition. To make it easier and less time-consuming, the OCSU is hoping a unique candidate’s meet and greet on Oct. 14 will allow students the opportunity to have their questions answered and get involved in the political process. Instead of hosting an all-candidates’ forum as they did in 2011, the OCSU has invited each candidate from the two local ridings to an open house style
gathering and as of this week, all seven candidates from the Kelowna-Lake Country and Central Okanagan-Similkameen-Nicola ridings had confirmed attendance, according to executive director Brianne Berchowitz. It won’t be your typical forum where candidates introduce themselves and pledge party promises. Instead it will give students a chance to ask their own questions and take as much, or little time as necessary. “We’re hoping to get community members engaged instead of doing a forum that doesn’t allow students to ask questions they want to ask,” said Herchowitz. “This is more of a meet and greet with some information tables so students can pick up some information and ask a question over maybe five minutes as opposed to a couple of hours.” For Grisch, getting students engaged in the political process is an interesting conundrum. Her peers, she says, are a very political generation. They are opinionated and also open to hearing
both sides of the story. However, their personal philosophy hasn’t translated to votes when it comes election-time. This time—with the help of student organizations pushing the envelope—she hopes it will be different. “My generation has very pronounced opinions on things and often will go and do the research to back their opinions up,” she said. “We’re a very political generation but very politically detached. I do think if we can get those kids voting, there will be a bit of a demographic shift, especially as the political climate has changed. This election is going to be so close. I think the youth will come out. “I think [youth voter turnout] will be higher than it has been due to the mobilization of the student organizations.” The Okanagan College Students Union meet and greet with the federal candidates is Oct. 14, from 11 a.m. to 1 p.m., in the Centre for Learning Atrium at the Okanagan College Kelowna campus, 1000 KLO Road. @KP_media1
Would electoral reform give more voters a greater voice? KATHY MICHAELS Does your vote count? The current first-pastthe-post electoral system, say critics, doesn’t reflect the interests of voters and discourages further political engagement. There are always rumblings about electoral reform, but this year three of the four federal parties have made it an election issue. In June Liberal leader Justin Trudeau said if elected he will convene an all-party committee to study the options, then enact some replacement for the current
first-past-the-post system within 18 months of being sworn in. Liberals have said they lean toward a system where second choices are counted in. The NDP has long championed electoral reform, focusing on mixed-member proportional representation, where every elector gets two votes, one for a local MP, another for a party list. The Conservative Party supports the winner-take-all-system that’s currently in place. In the last election, it had them win 54 per cent of
Wolf Depner the seats in the House with just 39 per cent of the popular vote. Between 2005 and 2009 there were referendums on electoral reform in Prince Edward Island, Ontario and twice in B.C., yet the status
quo in all those places prevailed, said political scientist Wolf Depner. The public appetite for change hasn’t been there, he said. Depner has doubts that the political will for change will persist if the parties now advocating for it are elected. “A lot of people find our system to be antiquated, outdated and no longer in touch with modern realities…but the thing is, generally parties that talk about electoral reform are not the parties in power. “Once they find themselves in power,
they find the value in the system as it is.” The Conservatives, he pointed out, talked about it before they were elected. If the issue gets lost in the shuffle, said Depner, it will be a bit of a shame, as voter engagement seemingly increases in western democracies that use some form of proportional representation. In Germany where it’s used, for example, voter engagement was around 70 per cent in the 2011 election. During the 2011 election, Canada’s voter turnout sat at around 61 per cent. Proportional rep-
resentation produces a representative body (a parliament, legislature, or council) where the voters are represented in proportion to how they voted. Our first-past-thepost system elects only one MP in each riding. When more than two candidates run in a riding, an MP can be elected with less than half of the votes in the riding. The other half of the voters are unrepresented. In contrast, a proportional system elects several MPs to represent a given geographic region so that most voters in
that region have a voice in parliament. With that system, Depner said that coalition building is also more common. “Parties rarely win an outright majority. Coalitions in countries that use a proportional system are the norm, not the exception,” he said. “And proportional systems are part and parcel of a more consensus-oriented form of democracy and governance, while first-pastthe-post systems tend to be common in democracies that emphasize conflict and competition.”

days on the road and she heard the support from people in the community, including her own three children who had set up a sign to welcome her back. But with no official stop in Lake Country,
the riders kept on going, save for one quick stop to thank a sponsor. But the love Rigby felt and continues to feel in Lake Country—$5,000 was raised in the community—has her thinking that maybe, just maybe
she could handle doing the ride again. “Coming into this area was the best for me,” she said. “It was the last day and we were completely gelled. We saw everyone waving and calling out our names.
They were yelling out thank-yous. “And I just thought ‘Wow, we’ve done the right thing.’ We raised over $5,000 in the community and I know everyone of those people that sponsored me. It

The federal budget document began with an ominous warning about deep cuts. Social programs, justice and corrections would be spared as much as possible, but no department would escape the knife. The stark truth was revealed in a table of figures. Health care spending, the core of the Canadian state, was cut by 3.8 per cent in just the first year of the fiscal plan, as population and need continued to grow. No, this is not from the Stephen Harper budget of April 2015, or any other in the last decade. It’s from the Jean Chretien budget of 1995, more than 20 years ago. That’s the last time anyone actually cut health care spending. But wait, you may say. Didn’t I hear that Harper has slashed health care spending by $30 billion? Yes, you probably did hear the biggest, most brazen lie of this election campaign, either from

Tom Fletcher the government unions that advertised it or the politicians who parrot it. If health care really is everyone’s high-priority issue, as pollsters have long assured us, voters should at least know the facts. After cutting provincial health and social services transfers for years to end the string of operating deficits that began under Pierre Trudeau and continued under Brian Mulroney, Liberal finance minister Paul Martin rose briefly to the top job. In 2004, Martin
staged meetings with premiers, emerging with what was billed as “a fix for a generation,” with federal health transfers to rise six per cent each year into the future. The future for Martin’s government lasted only two years, as his minority was replaced with one led by Harper. These galloping increases continued until the Conservative majority of 2011, after which then-finance minister Jim Flaherty came to Victoria to inform provincial finance ministers of the new plan. (I was there, and the joke was that this was as far from Ottawa as Flaherty could get without leaving Canada.) The six-per-cent increases, by that time triple inflation, would continue for another five years. Starting in 201718, increases would be tied to economic growth, with a minimum hike of three per cent, still well ahead of today’s in-
flation. That remains the Conservative plan today. All provinces east of Saskatchewan pitched a fit. Manitoba’s NDP finance minister termed it “un-Canadian.” Lefties immediately called it a cut, to which Flaherty replied that transfers to provinces would rise from $30 billion to $38 billion in 2018-19, and continue to grow after that. In B.C., then-finance minister Kevin Falcon praised the long-term approach, acknowledging that health spending was ballooning to half of the provincial budget and had to be brought under control as baby boomers start to retire. B.C. has largely accomplished that, with spending increases below three per cent and health care outcomes that continue to lead the country. As the current election campaign turns into the home stretch, Statistics Canada has announced a milestone. For
the first time in history, the number of seniors exceeds number of children. This demographic shift is inexorable, predictable and must be addressed by whoever wins the Oct. 19 federal election. NDP leader Thomas Mulcair is on record that he will scrap the Conservative formula for growth-based increases that he pretends are cuts, returning to six per cent every year while balancing the budget. Little detail has been provided on how this would be done. Liberal leader Justin Trudeau announced in Surrey last week that he will ante up an extra $3 billion over four years for health care, and “sit down with the provinces immediately” to renegotiate, a rerun of Paul Martin’s political theatre. As I peered through his machine at letters on a chart, he’d flip from one lens to another and ask, “Is that better?” I always said, “Yes, I think so.” After all, I reasoned, he’s the expert. If he’s trying to help me see better, then clearly, anything he does must be better. I wanted to please. To belong. To be accepted. I didn’t want to imply that he might have made things worse. So I said, “Yes, I think so.” Even if the letters were growing more blurry with each change. Eventually, he gave up asking me questions, and fitted me with something that was certainly better than nothing. But ingrained habits are hard to break. Those of us who hunger and thirst after acceptance tend to say what we think people want

There’s absolutely no acceptable rationalization for choosing not to vote

henever faced with the question, “Do you vote?” I balk. I balk because ofbloody-course-I-do. We are blessed to have the privilege. Seriously, why would anyone not partake in their democratic right? As I launch into my favourite diatribe, someone else speaks up and says, they don’t vote. Their friends don’t. The lady down the street doesn’t. And the weight of disappointment for my fellow Canadians pushes my shoulders down just a little bit. Because I’m not OK with this line of con-

How can you express heartache about refugees dying on European shores, and not march your butt down to the polling station assigned to you when the time comes? We point to the issues, we make calls and ask political scientists, “can you tell us what’s wrong?” “If it was easier, would people vote?” “If it was online, would people vote?” “If there was electoral reform, would people vote?” People still aren’t showing up at the ballot box, but I can’t stop asking. While I’m on a roll, I’d also like to know what are Canadians talking about around the dinner table these days? There can’t be such a
disconnect that people don’t realize that their individual struggles and triumphs, as well as those of their loved ones and neighbours, are affected by decisions far above our heads. Will your one vote make a difference? Maybe not in the most obvious way, but now is not the time to take a pass on democracy. I’m fond of what Shane Koyczan said to me today. “Your vote is the hand on the wheel. You are steering the country, that’s what your vote is for…Things are not going to change overnight…it’s more of a dir-
ection, where we are going.” There are a couple of weeks left, but I hope everyone considers what direction they’d like to put this country in.
Even if it’s not the same direction as I will choose. Just choose. Vote. Be a part of the process that people in other parts of the world are dying for.

Then you say “Yes.” Or at least, “I think so.” Think of Nixon’s Haldeman and Ehrlichman as examples. At one point in my career as a journalist, I 5was sent to Hanover, Ontario, a city supposed to have more churches per capita than any other place in Canada. I introduced myself to the pastor of a small but fervently evangelical church, so small they met in a converted garage. “Welcome,” he said, seizing my outstretched hand in both of his. “Have you given your life to Jesus?” There were a number
of possible responses. I could have picked a date at random, and said, “Yes, December 12, 1953, at 9:27 p.m.” I could have said, “Yes, many times, including this morning.” I could have said, “None of your business. My job is to write about you, not to defend my own religious perspectives.” I could even have said, “I don’t believe that crap!”—and forfeited the interview. But I said–you guessed it–“Yes, I think so.” It took me another half hour to extricate my hand from his clutch, so that we could start the interview. I still don’t want to offend unnecessarily, but I think I’m finally getting over my social insecurities. I’d rather not be ac-
cepted than accepted for something I’m not. It’s simply too hard to live a lie. Like the message Moses got in the desert, I am what I am. The words
came straight from God, the book of Exodus says, so I must take them seriously. If God is what God is, then surely God doesn’t want me to pretend to be something

But that showcase of democracy is beginning to show some cracks. Other systems of governing are increasingly tainted by chaos, inaction, apathy, the wealth continuing to be concen-

But sadly today, as the two world wars which created that thought fade into history, that emotional resonance doesn’t have the same impact. The challenge to all voter apathy must be met by each of us individually who choose to vote. In the modern day of pol-
itical campaigning, the idea of the voter turnout rising by 20 or 30 per cent on Oct. 19 would send campaign strategists into a tizzy. All those additional votes would be gamechangers, but only if voters follow through, realize that cynicism for politics starts and ends with them. Poet addresses voter apathy: ‘How do you wake people up?’

KATHY MICHAELS Award winning, Canadian spoken word artist Shane Koyczan made his mark on this country’s psyche at the 2010 Olympics, with his poem, We Are More. Canada, he opined before an international audience, “is an experiment going right for a change.” Those words, he said, don’t have the same resonance today. “The country has changed. (Stephen) Harper said it himself: ‘You’re not going to recognize Canada when I’m through with it.’ “Well, I already don’t recognize Canada,” said Koyczan, an Okanagan University College grad and Peniticton resident. Koyczan was speaking at the Kelowna airport last week, awaiting a flight to Vancouver where he’s scheduled to perform alongside other musicians involved in the #ImagineOct20th movement . Events are being organized under that banner across the country, and they feature famous Canadian musicians and artists, hoping to encourage voters to oust the Harper government. For Koyczan, it’s the ideal space to express mounting frustrations. “I never thought Canada would be the place to slam the door in the faces of people try to come to the country,” he said, referencing the Syrian refugee crisis. Canada pledged in January to bring 10,000—of an estimated 4.1 million— Syrian refugees to Canada for resettlement. Thus far, only 2,300 have been given access. Koyczan also pointed to concerns he had about the government’s policy to not allow its scientists to speak publicly on their research, and the anti-terror bill C-51. What might be most concerning, however, is that it seems that people aren’t doing anything. Voter apathy brought election participation levels as low as 61 per cent the last time around, and it remains to be seen whether there will be a hike by Oct. 19. “How do you wake people up? Free education? Can you imagine living your life without any student debt at all? It’s being offered and nobody is voting. Why is that not enough? What do you want? Free iPhones? What’s it going to take?” He’s not unaware of the lament that one vote doesn’t amount to much, but Koyczan sees it the way only a poet could. “Your vote is the hand on the wheel. You are steering the country, that’s what your vote is for,” he said. “Things are not going to change overnight …it’s more of a direction, where we are going. The course we are on now feels very dangerous and tenuous.” Koyczan admitted he could speak for hours about politics, but his work isn’t so singularly focused, and those who show up for his show later this month in Kelowna will get a full experience. “It’s more of a roller coaster thing,” he said. “When people come to my shows I want them to have an emotional journey. We will go to some dark places and they will go to some light places, too….I want to reach out to those emotional parts of you and draw them in and remind you that it’s OK to be emotional, you are human after all.” While We Are More was arguably the piece of work that put him on the map for reminding Canadians of their shared connection,
he’s seen numerous subsequent successes. His 2012 poetry collection Our Deathbeds Will Be Thirsty, featured the poem To This Day. That anti-bullying poem was made into an animated video viewed online nearly 16 million times, and Koyczan said it did more for his career than anything else to date.. Graphic novels, films and collaborations with musicians of all stripes have followed. “If you are going to be an artist for a living, you have to try a lot of different things,” he said. And, he pointed out, that trying out different things is what got him a
career in the first place. “It’s always weird to me that I have fans, and this is what I get to do for a living,” he said. “You go to school, and you hear, ‘This is what you want to do? There’s no chance at all.’ And you get told that enough and you start to believe it…I am constantly astonished from the fans and the support I get that allow me to continue trying this. It’s amazing, it’s a beautiful life.” Koyczan upcoming Canadian tour includes a stop at Kelowna Community Theatre on Oct. 22.

Marion Sallenbach honoured as the Community Leader of the Year

Marion’s whole-hearted commitment to making the world a better place, not only for us but also for the generations to follow, makes her an exemplary community leader. Marion Sallenbach is a truly outstanding community volunteer who has made a tremendous impact on countless families in the Okanagan. At 93 years of age, Sallenbach has been an active volunteer in the Okanagan for more than 50 years and her efforts have helped to raise thousands of dollars for the Kelowna General Hospital. She began volunteering with the Hospital Auxiliary in Winfield
in the late1960s. Since then, she has been an instrumental leader in dozens of volunteer clinics and successful fundraising initiatives. Marion was and continues to be involved in running baby clinics, working alongside nurses to prepare newborns for their immunizations. In her role as the Winfield Auxiliary president in the 1970s and her decades-long stint as the treasurer, she helped to create a now-renowned

One of her most successful volunteer initiatives was the Lake Country Calendar, which Marion ran out of her basement in the 1970s before selling it to the McCarthy family in 1979. Marion began the newspaper as a community newsletter and solicited advertisements from local businesses as a way of raising funds. She and her fellow volunteers put in many hours of labour to print the pages, collate and assemble them before distributing them across the entire community, now known as Lake Country. In addition to her work for the hospital, Sallenbach has also volunteered with the Winfield Community Church, the Red Cross and the Independent Order of Foresters, through which she has

Kelowna girl follows in footsteps of Lake Country role model

SAWYER KLASSEN A 13-year-old Okanagan girl decided recently to do what she could to help women and girls living in Afghanistan. So Tessa Monaghan organized a fundraiser for Little Women for Little Women, an organization that supports education programs in Afghanistan with the goal of restoring human rights for women. Little Women for Little Women was started by Alaina Podmorow when she was still a young school girl in Lake Country. “I realized that I was lucky to be born in Canada in this day and age,” said Monaghan, “and I go to a great school (Aberdeen Hall Preparatory School on the UBCO campus) and there are girls in Afghanistan who don’t have those opportunities,” she said of her motivation to organize the fundraiser. “I feel real strongly towards them, and I wanted to do something to help.” Monaghan’s fundraiser was a 5 km walk/run through Kelowna’s City Park on a Sunday last month. She planned the event by herself, and after receiving encouragement from Podmorow, who is still the Little Women for Little Women leader, to pursue her goal, she went through the process of obtaining the necessary permits from the City of Kelowna.

Griechen top of the world in Jiu-Jutsu after Vegas win

Lake Country’s Keith Griechen (top of podium) claimed the gold medal at the World JiuJitsu Championships in Las Vegas late last month. Griechen had a bye in the first round and then won his next three matches to win the championship in the super heavyweight division. It was his second straight medal at the event after he won silver last year. “I vowed to get the gold next time and I did,� said an elated Griechen, who runs the Lake
Country Judo club. “This ranks as one of my best martial arts performances in my life.� About 2,500 competitors from around the world took part in the event and Griechen says he had a lot of support to make his win a reality. “Thanks to my wife Kim for her support, my family, my world’s training partner Scott Payer, my Lake Country judo crew, my RDC Jiu-Jitsu crew with coaches Sterling Redlack and Kyle Deleurme and Dave Rothwell for coaching Scott and I on the mats in Vegas,� he said.

RCMP investigate home invasion The Lake Country RCMP received a report of a home invasion on the 10000 block of Tyndall Road on Oct. 4 at 11:33 p.m. The report indicated that two unknown men entered the home with
a gun. A 61-year-old woman was tied up and a 65-year-old man in the residence was shot in the buttocks. Emergency Health Service attended and transported the man
to Kelowna General Hospital with non-life threatening injuries. RCMP police dog service as well as forensic identification service both worked the scene. The investigation is ongoing.

Mayor James Baker and Lake Country council members met with Premier Christy Clark and B.C. cabinet ministers at the Union of British Columbia Municipalities (UBCM) convention in Vancouver last month to address some of the community’s high priority issues. Among the issues raised was the transference of the previous Highway 97, now known as Pelmewash Parkway between Winfield and Oyama, to the ownership and control of the municipality. Baker said Todd Stone, Minister of Transportation and Infrastructure, understood the issue is something the public are interested in and the devolution of the road corridor is actively being negotiated between his ministry and the District of Lake Country. Council was also interested in whether handyDART services could be excluded from the current freeze on transit expansion. Another ongoing concern for Lake Country is the diminishing number of family practice doctors in the community. Council requested that the Ministry of Health support a multidisciplinary clinic pilot project in Lake Country, and consider assisting the district with incentives to attract and retain general practitioners in the community. The Lake Country delegation met with Premier Clark, City of West Kelowna delegates and representatives
James Baker of the Okanagan Basin Water Board (OBWB) regarding protection of the economy and infrastructure with increased provincial funding for inspection stations in an effort to prevent zebra and quagga mussels from infesting Okanagan lakes.  Lake Country also raised the importance of advancing the timeline to build a middle school. As Lake Country is B.C.’s fastest-growing community and the three elementary schools have become over-enrolled, district council believes a middle school to house the Grade 6 to 9 students is necessary to relieve the pressure on the elementary schools. “The face-to-face meetings with the ministers were encouraging,� said Baker. “Not only was there a high level of awareness of the issues our community is facing, but also agreement to work towards resolution of the challenges that are important to our residents.� In addition to taking care of business matters, Baker received a longterm service award at the UBCM banquet for having served 25 years as an elected official.

With the goal of maintaining it within a cost-of-living range, the 2016 Okanagan Regional Library (ORL) budget calls for a 1.98 per cent increase. Half of the increase would fund negotiated wage increases for staff, while other increases are related to higher rents and utilities, higher book and e-resource costs based on inflation and the effect of the lower Canadian dollar. ORL’s board of directors met mid-September to review the draft budget put forward by the finance committee. The Lake Country library is a branch of the Okanagan system. The budget increase also covers the cost of moving furnishing pur-
chases into the regular ORL levy. Currently, these are funded by local government in a separate process; ORL board asked for further clarification about how such a policy would work be brought to a future meeting. After the meeting, directors participated in a strategic planning session that included a presentation by Ken Roberts, former CEO of the Hamilton Public Library and member of the Royal Society of Canada’s Expert Panel on the Future of Libraries and Archives in Canada. According to Roberts, libraries around the world are experiencing a critical shift “from information to imagination, from consumption
to creation, and to increased collaboration.” His research indicates libraries are becoming places where people connect with technology, can create music, video, or texts, work away from home, collaborate, study, and gather as communities. While libraries still have a strong role in promoting reading and literacy, statistics show more items are circulating online, which can free up space for new activities. Public input will be sought to hear what is most important to the ORL communities. The new strategic plan is targeted to be complete by February 2016. The next ORL board meeting is scheduled for Oct. 21.

Survived by his loving wife Carol Marks; daughters Cathy Marks of Lake Country, BC, Laurie Marks of Cherryville, BC; grandchildren: Kristy Marks (John Harder), Becky Ellis (Josh Ellis), Tyler Stubbs (Jeanna Kucher); great grandchildren: Evan and Jovie, Lilly and Charlie, Silas and Emerson; as well as numerous nieces and nephews. Predeceased by his parents Florence and Robert Marks, sisters Joan and Shirley and his brother Bill. John was born on October 13, 1927 in Orillia, Ontario. He and Carol were married July 1, 1946. John worked as an electrician on hydro-electric projects in Canada and overseas for many years before moving his family to BC in 1967. After living in White Rock and Revelstoke for a few years, the family moved to the Okanagan and have made Winfield their home for the past 41 years. He enjoyed travelling, camping, fishing and prospecting all over BC. His family was his pride and joy. All will miss him dearly. Many heartfelt thanks to all the friends and care workers that made Johnâ&#x20AC;&#x2122;s last days comfortable and peaceful ~ The Marks Family. There will be no service by request.
