The Hemlock Resort Master Plan has been approved by the provincial government. This is one of the final hurdles the mountain’s management company, Berezan Management, will have to climb in an attempt to revitalize the mountain. They started creating the massive plan seven years ago, after purchasing the assets out of foreclosure. The plan includes a sizeable expansion in both size and in operational seasons, with the hopes of making Hemlock a viable, year round resort. While the average number of skiers in 2010 was about 1,150 a day, the hill hopes to one day see 13,440 skiers on the hill each day. Hemlock Resort announced the news on Facebook on Friday morning,
posting a letter sent to owner Ralph Berezan from the Ministry of Forest Lands and Natural Resource Operations. “Hemlock Resort has addressed the concerns raised through the course of the review to FLNR’s satisfaction with amendments to the Master Plan and commitments that will be incorporated into the Master Development Agreement,” the letter states. “In the coming months, our office will be working with you to finalize the new MDA which will replace your existing agreement for the resort.” The finalizations will include working with Sts’ailes on the establishment of a First Nation Woodland Licence over the Controlled Recreation Area, as well as support from the government in working with the Fraser Valley Regional District.
The letter, attributed to Terry Pratt of the Mountain Resorts Branch, said the plan will bring “much-needed capital investment in recreational infrastructure and all season tourism opportunities.” Hemlock Resort congratulated management on securing the support of the government. “After seven years of focused effort, working closely together with Sts’ailes and the BC Provincial Government in the development of a new Master Plan for Hemlock Resort, we are pleased to announce that we have cleared one of the final hurdles by securing approval for the development plan,” the resort’s Facebook page reads. “This announcement brings Hemlock resort one step closer to becoming a year round playground in the Fraser Valley.”

Over those seven years, Berezan has reached out to residents in the the small communities that surround the mountain. They officially unveiled the master plan in 2010, when the review process began. In September 2013, they set up an open house in nearby Sts’ailes to meet with the public. The grand plan is that Hemlock Resort will one day stretch from the mountaintop, down to the shores of Harrison Lake. While the resort is small now, the surrounding area gives it great potential, the master plan says. “At first glance, Hemlock’s physical attributes might be dismissed as insubstantial when compared to the world’s great mountain resorts,” it reads. “As illustrated in this Master Plan, the opportunities at Hemlock are very significant.” Continued on 8

Issues such as the Trans-Pacific Partnership (TPP), taxes versus spending, tourism, technology and affordable housing were among the topics addressed Thursday night during an all-candidates forum for the new MissionMatsqui-Fraser Canyon riding. Only three of the six candidates – Brad Vis for the Conservatives, Jati Sidhu for the Liberals and Arthur Green for the Green Party – were in attendance. NDP candidate Dennis Adamson and Independent Wyatt Scott phoned in sick, while Elaine Wismer of the Marxist-Leninist Party was a no-show. The event, attended by about 70 citizens, was held at Christian Life Community Church and was hosted by the Abbotsford Chamber of Commerce, the Fraser Valley Real Estate Board and the Fraser Valley Indo-Canadian Business Association. The TPP, a proposed trade agreement among 12 Pacific Rim countries, was addressed several times during the forum, particularly as it pertains to the agriculture industry. The agreement seeks to lower trade barriers such as tariffs, but opponents say it will have a devastating impact, in particular, on dairy and poultry farmers by opening the market to more imports. Vis described the TPP as a “once-in-a-lifetime opportunity� for Canada, saying current Abbotsford MP and International Trade Minister Ed Fast is “working in the best interest of all supplymanagement workers� and is “doing an excellent job of protecting Canada’s interests.� “We can’t solely rely
on one major trading partner ‌ We need to reach out and we need to be full participants in the global economy,â€? Vis said. Green said his party is not against international trade, but is against agreements that are “onesided for other countries.â€? “Canada always ends up with the short end of the stick ‌ Selling our resources off at rockbottom prices and not leaving anything for future generations is a travesty, as far as I’m concerned,â€? he said. Sidhu, who was himself a farmer for 35 years, said he understands the importance of trade, but believes all stakeholders should have a voice in the negotiations before any agreement is signed. The candidates were also asked about the challenges they might face, if elected, in representing the new Mission-Matsqui-Fraser Canyon riding. The large riding includes areas of Abbotsford north of Maclure and Bateman roads, along with Mission, Agassiz and several Fraser Canyon communities stretching up to Lillooet
in the north. Green described the riding as the “size of Belgium,� but pointed out that 86 per cent of the constituents reside in Mission and Matsqui, and that is where he would primarily be focused. Vis said the elected candidate will have a “difficult job� to cover such a large area, but he said, in talking to constituents throughout the riding, two key issues have arisen – the Fraser River and the importance of agriculture. “I plan to champion those two things if I become Member of Parliament on Oct. 19,� he said, adding that he plans to make regular scheduled visits to the more remote communities in the riding. Sidhu said, if elected, he will set up a satellite office in Lillooet. On the topic of taxes versus spending, Vis said the Conservatives have made “record investments� in social and health transfer funds to B.C. and in the last 10 years have spend $4.5 billion on infrastructure projects such as the
Golden Ears Bridge, the Port Mann Bridge, the Sea to Sky Highway and improvements to the Mission Bridge. “The Conservative fiscal record shows you can invest heavily in social, health and infrastructure programs while still balancing the budget,â€? he said. Sidhu challenged that statement. “We know the mess Mr. Harper has left for the last eight years,â€? he said, adding that the Liberal party had 10 consecutive balanced budgets and left a surplus of $13 billion in the coffers when the Conservatives took over in 2006. Green, too, challenged Vis’ statements. “This is the first balanced budget that the Conservatives have run, for this last fiscal period, but meanwhile they’ve cut drastically to programs ‌ Up until then, they’ve run deficit budgets for the last eight years.â€? Green said his party would take one per cent of the GST to bring in $5.6 billion per year for infrastructure, while still balancing the budget.

B.C.'s Asia trade will benefit from the Trans-Pacific Partnership, the world's largest free trade agreement, reached Monday after all-night discussions with 11 Pacific Rim countries, according to business and provincial government officials. The Miami River Streamkeepers Society was pleased to host this event once again in Harrison Hot Springs, held on Sept. 26. A total of 18 people participated in the event, including our Mayor, Leo Facio, and councillor John Buckley, along with his wife, Karen. Several members of the Harrison Yacht Club attended, collecting trash from the lakeshore by boat. Organizers said they were indebted to the members of the public who came out to assist in the event. Are you worried about the Trans-Pacific Partnership trade deal?
Rick Mercer’s Talking to Americans special once asked our neighbours to the south to condemn our government’s practice of setting our seniors adrift on ice flows. A glance around any Canadian community would confirm we don’t do that. If we did, we wouldn’t have hit this year’s tipping point: there are now more Canadians over 65 than under 15, for the first time ever. This will no doubt spark some concerned articles about our aging population, and even the possibility of “demographic collapse,” as though we were facing a childless wasteland of a future. We suggest that Canadian seniors will actually do pretty well in the coming years. There will be challenges, of course, but our country is wealthy, and not only do people generally want the best for their parents and grandparents, seniors are perfectly able to look after themselves. They’re a desirable demographic, much courted by politicians, thanks to the fact that they actually vote. No, if we’re seeing more seniors and fewer children, we might want to be careful in the coming years not to neglect the next generation. With a larger population retired and a smaller one replacing them in the workforce, we need to make sure that the children out there now are ready for the world they’ll inherit. It’s impossible to know with certainty what we’ll face in the future, but the next generations will certainly face challenges. They’ll be replacing many hands with few hands, as the number of children per family shrinks. They’ll have to be trained to work smart, not just hard. It’s going to be creativity, flexibility, and skill that wins out in the future. If we can’t make sure that the next generations are able to take their place in a globalized and often ruthless world economy, then who will take care of the growing ranks of seniors? Someone’s got to do it, and it will fall to those currently in elementary school.

Tom Fletcher The federal budget document began with an ominous warning about deep cuts. Social programs, justice and corrections would be spared as much as possible, but no department would escape the knife. The stark truth was revealed in a table of figures. Health care spending, the core of the Canadian state, was cut by 3.8 per cent in just the first year of the fiscal plan, as population and need continued to grow. No, this is not from the Stephen Harper budget of April 2015, or any other in the last decade. It’s from the Jean Chretien budget of 1995, more than 20 years ago. That’s the last time anyone actually cut health care spending. But wait, you may say. Didn’t I hear that Harper has slashed health
care spending by $30 billion? Yes, you probably did hear the biggest, most brazen lie of this election campaign, either from the government unions that advertised it or the politicians who parrot it. If health care really is everyone’s high-priority issue, as pollsters have long assured us, voters should at least know the facts. After cutting provincial health and social services transfers for years to end the string of operating deficits that began under Pierre Trudeau and continued under Brian Mulroney, Liberal finance minister Paul Martin rose briefly to the top job. In 2004, Martin staged meetings with premiers, emerging with what was billed as “a fix for a generation,” with federal health transfers to rise six per cent each year into the future. The future for Martin’s government lasted only two years, as his minority was replaced with one led by Harper. These galloping increases

All provinces east of Saskatchewan pitched a fit. Manitoba’s NDP finance minister termed it “un-Canadian.” Lefties immediately called it a cut, to which Flaherty replied that transfers to provinces would rise from $30 billion to $38 billion in 2018-19, and continue to grow after that. In B.C., then-finance minister Kevin Falcon praised the long-term approach, acknowledging that health spending was ballooning to half of the provincial budget and had to be brought under control as baby boomers start to retire. B.C. has largely accomplished that, with spending increases below three per cent and health care outcomes that continue to lead the country. NDP leader Thomas Mulcair is on record that he will scrap the Conservative formula for growthbased increases that he pretends are cuts, returning to six per cent every year while balancing the budget. Little detail has been provided on how this would be done. Liberal leader Justin Trudeau announced in Surrey last week that he will ante up an extra $3 billion over four years for health care, and “sit down with the provinces immediately” to renegotiate, a rerun of Paul Martin’s political theatre. We live in the safest time period in history. This is not what we hear from many of our leaders, but actually it’s a fact. Statistics bear that out. Even “terrorism” is less of a risk today. You’ve likely heard about all the exotic ways of dying you are more likely to experience (cows, bathtubs, lightning). So why all the fear-mongering? Is this in keeping with the values
of our Chilliwack and Hope communities? The pursuit of peace has long been a Canadian hallmark, shaping our international reputation. Consistently in stateof-the-nation polls, Canadians say that the country’s international reputation as peacekeeper is held dear. And we’re rightfully known for our measured and considered thinking; our hearts beat with both humility and pride (because that’s
the Canadian way eh?). This is an important time of decision. Let’s not allow our thoughts and our discussions to be drowned out by political dogma edged with racism and hate. And fear mongering. Let’s come together, not be divided. Let’s KEEP CALM, and campaign on. Wayne Froese
Arbitrary voting age restriction unfair On average, only 40% of youth ages 18-24 turn up to vote in the federal election. This is a tragic statistic, as the potential change in government primarily affects the futures of these young adults. Many people attribute this lack of voting to laziness or to ignorance. The main reason, however, is that many of Canada's youth
aren?t nearly educated enough on the politics of our country to make an informed decision. Those in the minority that do go out to vote, are prone to voting for whatever party their family affiliates with. Unfortunately, I'm one of the few children born in 1997 that won't be able to vote this year. As a politically minded Canadian citizen, I don't
understand why someone born just a week head of me gets the option to have an impact on the way the country is governed, while I do not. I am angered by the fact that I am shut out of this important civil duty, while the majority of my peers choose to be ignorant. The government must change the voting policy to allow for late-year babies. How

The resort may one day feature a mountainside golf course around 10 Mile Bay, overlooking the western side of Harrison Lake, with a chair lift stretching up into the distance to move mountain bikers around the hills. According to the plan, the main resort would feature hotel rooms, upgraded lifts and four season attractions that would extend the mountain’s viability from three months to a full year. “It’s a 55-year plan,” Berezan told Black Press at that open house, and will roll out in several stages. While some of the final stages may seem
lofty, he said, the initial plan is to upgrade existing services. “The first phase is to build a new chair to replace our oldest one,” he said. Also to be considered as soon as possible would be a hotel with about 22 beds. But first, the plan will now go the Fraser Valley Regional District for approval, and possibly for amendments to the region’s Official Community Plan. It’s good news for a hill that had to cancel its most recent ski season, due to a lack of snow and heavy rains. The plan was designed by Brent Harley, planner behind Big White Ski Resort, along with ski and
bike parks around the world. At full buildout, the plan estimates the hill will provide 1,500 plus year-round and seasonal jobs. The project is expected to bring 34,000 person years of construction related employment over the course of 15 to 20 years of development. The total cost the mountain attraction facilities to buildout is approximately $102 million (in 2010 figures). The current Master Plan, including a water license review from 2013, is available online on the Ministry’s website. Berezan Management has not responded to a request for an interview.

Having lived in big cities most of my life (Vancouver, Toronto and Amsterdam), it was a bit of culture shock to move to the small village of Harrison Hot Springs. What brought my family here and what keeps us here is the beauty, the nature and the small town feel. Personally, my favourite past time is hiking. The Harrison Hot Springs area offers spectacular hikes including: the Harrison Grind (aka Campbell Lake trail), Bear Mountain, and my personal favourite: Slollicum Mountain. A little rougher than the manicured trails closer to Vancouver, you truly feel you’re getting away from the crowds as you hike our local trails. Coming a close second is biking the country roads in the District of Kent. The roads are flat and while I miss the bike paths of Amsterdam, once you’re on the country roads the traffic is light and generally

Flamenco Fusion Dance Spectacular coming to Harrison Hall The Harrison Festival Society will be presenting the colourful dance performance Viñetas del Mozaico, at Harrison's Memorial Hall on Saturday, October 24, 2015, at 8pm. A production of Vancouver's Mozaico Flamenco Dance Theatre, the show
will also feature a special opening solo dance performance by internationally renowned dancer Joel Hanna "Over the years, the Harrison Festival has presented several wonderful flamenco shows,' says the society's artistic director Andy

First Nations Business Forum Oct. 20-21 “We’re Open for Business.” That’s the message which will be repeated again and again when the Agassiz/ Harrison Area First Nations Business Forum takes place October 20 and 21 at Harrison Hot Springs Resort and Spa. Seabird Island Band along with Chawatahil First Nation, Cheam First Nation, Scowlitz Indian Band, Shxw’ōwhámel First Nation and Sts’ailes Band - plan to showcase to the Lower Mainland business community that the eastern section of the Fraser Valley is indeed Open for Business! “We are collectively the largest land owners in the Fraser Valley and our lands are well situated near critical infrastructure required for development and transport,” stated Chief Clement Seymour of the Seabird Island Band. “Now more than ever in history is an opportune time for partnerships between First Nations and the business community to flourish. Business relationships built on honesty, trust and respect will enrich our community and your organization.” The Business Forum
