PRINCE RUPERT - For four days last week, a jury of six and several friends and family heard testimony about the circumstances leading to Angie Robinson taking the life of her son Robert before committing suicide. It was an inquest that touched upon issues related to disability support, child safety, domestic violence and the divide between rural and urban British Columbia. For North Coast MLA Jennifer Rice, who was sitting in the gallery during the testimony of family members and RCMP who responded to the case, the testimony was difficult to hear at times. “I have replayed the testimony of wit-

ommendations touching upon everything from additional training to a review of funding to First Nations support to ensure people in the north have equal access to services. “A lot of the 24 recommendations by the jury, if implemented would be very valuable. The lack of affordable, accessible transportation options in the north needs to be addressed,” said Rice. “I hope that everyone involved accepts the recommendations in full - especially the children’s minister. We’ve seen tragedy after tragedy - and nothing changes. Teen could have survived injuries By Cam Fortens

KAMLOOPS - The first week of a three-week murder trial of a Terrace teen who died in Kamloops three years ago revealed how the 16-year-old died, her boyfriend’s sobbing reaction when interviewed by police hours later and that despite major injuries, her life could’ve been saved if she had received immediate medical attention. Damien Taylor, 21 at the time of his girlfriend’s death, was charged with second degree murder in connection with the death of C.J. Fowler, 16 at the time, on Dec. 5, 2012. Taylor and Fowler were last seen in the early morning hours of that day, at Royal Inland Hospital, where they had gone after Fowler expressed worry about chest pains from crystal meth use. At the hospital, the two were told she was pregnant. Tests later showed the baby was Taylor’s. They were seen leaving the hospital arguing. The man who found her body told the 11-person supreme court jury he was walking his dog at 1 p.m. that day when his canine led him to what at first appeared to be a pile of clothes. But he quickly realized it was a First Nations girl clad in a tank top with clothes around her and a concrete block on her chest. Two other people arrived and called 911. Fowler’s stepfather Glen Wilson testified that Taylor had moved into Wilson’s Terrace home to live with his girlfriend, 16-year-old Fowler. Wilson told the jury he agreed to let Taylor move in. While he was worried the pair had too much time on their hands – Fowler wasn’t in school and Taylor didn’t have a job despite Wilson’s attempts to help them do both – trouble didn’t start until a friend of Fowler’s from Kamloops came to visit
and stayed over in late November 2012. Wilson said he came home from a trip to Kitimat to find C.J. and two friends high on what he guessed was a mixture of cocaine and chemicals. He kicked the friends out and Fowler left with them. She returned home days later, but told her stepfather she wanted to go to Kamloops with Taylor and her friends. Less than a week later, beginning in the early evening of Dec. 4, 2012, Wilson said he texted back and forth with Fowler from 8 p.m. to the early hours of the next day — the day she was slain. The last text Wilson received from Fowler, about 3 a.m., said, “I love you Dad. We miss you.” He testified he tried to contact Fowler at about 8 a.m., texting her: “Are you awake?” There was no reply. Wilson bought Greyhound tickets for Fowler and Taylor for the noon bus, but Taylor made the trip north by himself. Police intercepted Taylor in Prince George at the Greyhound station the same day Fowler’s body was found. RCMP Cpl. Jay Grierson testified Taylor was treated as a potential witness and put up for the night in a hotel beside the downtown police detachment. After Taylor checked out the next morning, police searched his room. Grierson said officers found a ripped-up bus ticket in the toilet and socks in the garbage can. The Crown said those socks were stained with blood matching Fowler’s DNA. They eventually seized his backpack. Inside, they found an SD card believed to be from Fowler’s phone and a breaker bar — a mechanic’s tool similar to a socket wrench used to free seized bolts. Laboratory testing of that breaker bar found Fowler’s DNA on it. Taylor wasn’t arrested and charged with Fowler’s murder un-
til a year later. In his testimony, Dr. Gilles Molgat, a forensic pathologist, detailed injuries to Fowler, consisting of blunt force trauma to her face and head. Her skull was caved in on the right side and her jaw was smashed. Molgat said he believes Fowler died from asphyxiation after her tongue was pushed and trapped in her airway. A 56-pound rough-edge concrete block was found on her chest with her blood on it, leading Molgat to believe it caused most of her injuries. While the trauma to Fowler’s head and face were severe, Molgat said she may have survived her injuries with prompt medical attention. Fowler had crystal meth and marijuana in her body, but the amounts were not lethal. Late last week, Crown prosecutors showed a video recording taken in the Prince George RCMP detachment on the evening of Dec. 5, seven hours after Fowler’s body was found. On the video recording, Taylor told RCMP Sgt. Todd Wiebe he had last seen Fowler at Royal Inland Hospital in the late evening of Dec. 4 or in the early-morning hours of Dec. 5. Taylor was intercepted at the Prince George Greyhound bus depot that evening and agreed to go to the detachment for questioning about an investigation in Kamloops. “I really don’t know what’s going on,” Taylor told Wiebe. The officer then told him Fowler was dead. “No way — what happened?” Taylor blurted out. Several times in the next 10 minutes on the recording, Taylor choked and broke down in tears. “She’s the love of my life,” he told Wiebe. LNG Canada leases rooms By Cameron Orr

KITIMAT - Phase one of a residential development at the Haisla Town Centre in Kitimat’s downtown will have LNG Canada as its “anchor tenant.” It was announced that LNG Canada and the Haisla Nation have finalized a 10 year lease that will see the company proposing a liquefied natural gas facility in Kitimat to lease 49 condos — a mix of one and two-bedroom units — which comprised the entirety of a single residential building. The building is Haisla Town Centre’s first phase, out of a planned three residential buildings, and will also be complemented in the future by a twostorey office building, a hotel and restaurant. The LNG Canada-leased building is expected to be finished construction by late 2016. A spokesperson for the company says the units at Haisla Town Centre will be for senior staff on the project.
“The units will be occupied by LNG Canada senior staff and their families. Subcontractors and their workers will initially use housing at the Civeo Sitka Lodge, and then the LNG Canada Worker Accommodation Village when completed.” As for how a 10-year deal should be interpreted by the community, the company says they still need to secure a final investment decision. “Should LNG Canada make a positive financial investment, construction of the facility would take approximately five to six years and we are committed to developing and operating our facility so we have a positive impact on the community. The number of years the facility would be in operation is dependent on a number of factors such as market demand, or license requirements.” In a news release from the Haisla Nation Council, Chief Councillor Ellis Ross says the agreement is a “strong next step” for the nation’s business plan and economic growth.

PORT EDWARD - The Quinn Delta set out to Lelu Island on Oct. 3 to continue exploratory work related to the Pacific NorthWest LNG terminal, but it was quickly escorted away. The ship was surrounded by two skiffs operated by those occupying the island, as well as a fishing boat, and “escorted back to Port Edward”. It is just one instance of those on Lelu Island preventing work in the area that took place over the past week as members of Lax Kw’alaams continue to assert their rights on the island. Earlier in the week, on Sept. 28, a group of five surveyors arrived to conduct sampling at approximately 8 a.m. when members of the Lax U’u’la Camp approached them and told the five the work they were doing was unauthorized. KITIMAT —Kildala Elementary School’s PAC celebrated the end of their long journey towards replacing the school’s playground. While the old and much smaller structure remains, a brand new playground was installed just in time for the new school year. The multi-year long fundraising effort was marked with a thank-you ceremony for the numerous donors who made it possible for the group to buy the new structure. STEWART - The revelation that mines tailings from a local company given to the city for use in municipal road work operations was contaminated with higher than average levels of arsenic and other materials has spawned a series of environmental tests of local roads and water by the District of Stewart. A local resident reported to the city hall that she had seen waste rock being crushed within city limits getting transported to the municipal services yard and stored in two piles. In response, The District of Stewart then commissioned the McElhanney consulting firm to test the crushed ore than had been left behind and “six roadways suspected of receiving mine tailing fill.” According to the McElhanney report, tests “yielded results that exceeded applicable soil standards for arsenic, cobalt, and copper,” adding that it was a “contaminated stockpile” not suitable for use on roads “however was not found to be Hazardous Waste.” They then tested several roads that looked freshly gravelled to see if any of the residue showed up. “Each roadway was reviewed visually for signs of recent disturbance,” said McElhanney. Of these tests, “2 of 6 suspect roadway samples (7th Ave. and Conway St.) marginally exceeded the 15 mg/kg arsenic drinking water standard with concentrations of 16.1 and 16.7.” A third sample also showed elevated levels of arsenic near someone’s home who had requested a test. “The discrete sample collected at 218 9th Avenue exceeded arsenic standards with a concentration of 16,100 mg/ kg,” reads the report. However the roadway results were not necessarily out of the ordinary: “These excedences may be attributed to natural variability of arsenic in the region.” Nor was the contamination deemed to be leachable, meaning it would not seep into groundwater, which was confirmed by initial tests. “We are confident that none of this material was used in our community by Public Works,” the district said in the letter it sent to residents. Mayor Galina Durant said a former district public works director, who has since left town, accepted the crushed ore from Red Eye. Durant herself has researched the use of mine rock in road construction,

PRINCE RUPERT - Two stunning records, both in number of attendees and funds raised, were set this past weekend when the Prince Rupert Harley Riders suited up for the 34th annual Toy Run on Saturday. As construction continued on Fraser Street, bikers from all over the region gathered at their new, temporary meeting place in front of Northwest Community College, close to the Salvation Army, which is one of the beneficiaries of their goodwill and generosity. And that generosity equated to $15,000 for the Kaien Anti-Poverty Society (KAPS), $15,000 for the North Coast Health Improvement Society and a record estimated 900 families, or 2,800 – 2,900 people, helped with food and toys for this Christmas season through the Prince Rupert Salvation
Army. Those numbers blow 2014 out of the water, when 1,100 people were assisted through the Salvation Army’s Christmas Hamper program, helped in part by the Toy Run, and 55 riders showed up to take part. This year, they almost doubled that. An astounding 102 bikers gathered in Rupert, which made for quite the scene in what was an otherwise quiet day for the quiet downtown area at lunchtime on Saturday. But the Toy Run has always been about more than the numbers.

Connecting to youth with photography By Cameron Orr THE NORTHERN CONNECTOR
KITIMAT - A photo project and youth forum seeks to give a voice to young people in Kitimat. The Society for Children and Youth BC have been running a child rights awareness campaign for years and this year Kitimat is one of two communities the society is running this program in. The photo program is called Photo Voice.
“What we’ve decided to do is use a method called Photo Voice which is basically using photography to tell stories with young people. For them to be empowered to make this child rights campaign their own,” said Anique Ross, Child and Youth Friendly Communities Manager for the society. Ross said photography gives the youth a venue to show pride in their work, while also highlighting the ways they see the world.
“I think it’s just an interesting way to see the world through youth’s perspective. I think it’s a very tangible way.” October 23 and 24 will also be a youth forum hosted in Kitimat that will target youth 14 to 18 years old. The forum will talk about grassroots activism, and will also talk about photography topics, such as the ethics of photo taking, said Ross. The youth will also develop activism plans for their photos.
“That could include things like using social media to draw attention to whatever concerns or issues they wanted to bring up.” Ross says she hopes there will be a public art show that coincides closely with National Child Day on November 20, although details of any show haven’t been set. PRINCE RUPERT - It might set an unofficial record for most provincial residents ducking under a table, but the drill to get out of open spaces also saves lives. The Skeena-Queen Charlotte Regional District (SQCRD) has approved the region’s participation in the ‘Great British Columbia ShakeOut’ – a province-wide earthquake drill to be held on Oct. 15 at 10:15 a.m. designed to promote earthquake preparedness in B.C. The drill involves a “Drop, Cover and Hold On” sequence, which protects people from falling furniture or flying objects during a potential earthshaking scenario. The ShakeOut is an annual practice that is held on the third Thursday of each October and individuals and

The cost to the district is only measured in time taken by staff to perform the drill and for the district to advertise the drill on its website and in an email regarding the Do’s and Dont’s of an earthquake. The largest Canadian earthquake took place on Haida Gwaii in 1949, registering a magnitude of 8.1 and the country’s second-largest earthquake happened just three years ago on the same island, registering a 7.8 magnitude.

Luc Joseph Casgrain May 10, 1957 to September 15, 2015
The family of Luc Casgrain are sad to announce his passing in his home on the evening of September 15, 2015 in Kitimat, BC. Luc Joseph Casgrain was born May 10, 1957 and spent his childhood in Granby, Quebec. He moved to BC in 1990 with his wife Agnes and thereafter became ill and since then has endured long years of sickness and being homebound. Luc is survived by his wife Agnes, sister Linda, and brother-in-law Daniel. He was predeceased by his parents Jeanette Tardif and Maurice Casgrain. Luc was a great lover of antique vehicles and animals. His pets were a great comfort to him during his illness. In lieu of flowers, donations may be made to the Kitimat Humane Society.

Wrestling fame within the grasp of Kitimat’s Adam Ryder By Vern May

KITIMAT - A wrestling match at the Cloverdale fairgrounds on the lower mainland gave fans a glimpse of Kitimat’s contribution to the ring and one of the top rated wrestlers in the world today. The main event showdown between Adam Ryder, who attended Mount Elizabeth Secondary school, and the All Star Wrestling champion (and World Wrestling Entertainment alumnus) Gangrel marked Ryder’s first appearance since being ranked in Pro Wrestling Illustrated magazine as one of the top 500 wrestlers in the world. He’s not at all what you’d expect when envisioning a main event professional wrestler. Dressed sharply in a suit, Ryder looks like he’s headed to a fancy dinner in an upscale hot spot - his shoes shined and collar starched. The last place you’d expect to find him is among the rabid working class ticket buyers sitting ringside at the wrestling matches. Yet, this will be a typical Friday night for the 27 year old who has been on a campaign to dominate the sport of pro wrestling for most of his adult life. Ryder, who was born in Prince Rupert and also moved to Smithers at age four in 1992, started his journey toward grappling greatness in 2008, training in a Calgary training
class of fourteen hopefuls under the tutelage of WWE alumnus, Lance Storm. Of his classmates, only one other aspirant is still pursuing a ring career in the game — Australia’s Tenille Dashwood, who is seen on WWE television under the name Emma. Upon his graduation from the Storm school, Adam hit the road in 2009, paying his dues in matches from Vancouver Island to Hudson Bay, overcoming the odds as a lithe 215 pounder in an industry dominated by heavyweights. From good natured ribbing from locker room vets dubbing him solely as “the new guy” for his entire rookie year, to brutal hazing by insecure peers who were threatened by his potential from the outset. Though dedicated to his goals between the ropes, Ryder wisely assessed the risk involved through a career in sport and the importance of a diversified portfolio. He enrolled in the business administration program at Thompson Rivers University and has successfully juggled both pursuits for the past three years. Often, Ryder could be found poring over textbooks in the drafty back halls of arenas, clad in spandex and ready to switch gears at the sound of the ring bell. He is slated to graduate from the university in December. His hard work is starting to pay

PRINCE RUPERT - Fans got a good look at what might be in store for their 2015-16 Rupert Rampage campaign with two home games to kick off the season, and what they saw should excite them. Minus a few hiccups, mostly in the latter Sunday game versus the Quesnel Kangaroos, it was a complete effort from the rhinos in both Saturday’s 5-4 shootout loss against the Williams Lake Stampeders and Sunday’s 4-3 shootout win against the ‘Roos. The home opener on Saturday pitted the Rampage against the powerhouse Williams Lake Stampeders, who only suffered one loss all year in 2014-15, and took the regular season title for most points, before bowing out to the Terrace River Kings in the CIHL post-season final. But the Rampage were up to the task. “It just shows the character of the team. They were giving it everything they had and they want to play better for their hometown and their team. They’re a pretty proud group of guys and they’re going to put a better effort for
them this year than they did last year,” said Rampage head coach Roger Atchison after Saturday’s matchup. The next day, a short-benched Quesnel Kangaroos squad came to town, but the Rampage were unable to capitalize on Quesnel’s fatigue or their own power-play to put them down early. Three extended five-on-three man advantages for the rhinos only resulted in one goal, coming from Patrick Robert in the third period. The Kangaroos hung in against the Rampage and matched their effort, despite being down seven skaters, with the Roos’ Paul Girodat injuring his leg and being unable to continue the game in the first frame. Again, overtime didn’t solve the game and this time the shootout featured even more intrigue. When facing elimination after a goal from Quesnel’s Mike Wakita would give them their second straight loss, Robert scored for the home team when he skated down the ice and his blade caught an edge. While tumbling, he got a shot off and beat Ward to tie the shootout 1-1. The Kangaroos argued that Robert came to a stop before
shooting, but to no avail. Seconds later, Meers scored to win the game for the rhinos, 4-3. It was a solid weekend for Tyler Ostrom, who logged big minutes at even strength, on the power-play and penalty kill, and added three points from the blueline to pace the defence on the score-sheet. “In junior, I usually shut down people, but up here I’m getting the opportunities [to let loose offensively] so it’s nice,” said Ostrom. “Mostly [I play with defensive partner] Marcus Atchison ... I grew up playing with him my whole life, so it’s nice to be back together.” “All through atom and midget rep and we’ve gone to a few provincials together.” Coach Atchison liked Saturday’s effort a little more, but commended Quesnel’s persistence. “They’re a veteran team and they’re missing a few players and they know how to drag it out to keep it close and stay in the game. I thought our pace was not quite as good as we could be early on and I think that that kept them around ... I think we needed a little more compete tonight,” he said Sunday.

Providing the Facts The investigative work happening on and around Lelu Island is providing information about the local environment. The project has not started construction and no boreholes will be drilled on Flora Bank. Eelgrass does not grow on Agnew Bank.

Why is investigative work happening in the slough between Lelu Island and the mainland?
No. The sampling work is being conducted on Agnew Bank in the areas where the suspension bridge support tower, trestle and LNG carrier berths would be located (A). Additional marine sampling will occur where the pioneer dock (C) and material offloading facility (B) are proposed to be located.
Borehole sampling is not occurring on Flora Bank. We are conducting a variety of environmental studies on Flora Bank. The studies include: â&#x20AC;˘ Eelgrass surveys â&#x20AC;˘ Marine mammal/fish surveys * No live eelgrass has or will be removed from Flora Bank.
This investigative work will help inform the design of the bridge that will connect the mainland to Lelu Island. The work involves collecting borehole samples in the slough and on land (D). The work will be conducted by an amphibious vehicle that is specifically designed for work on beaches or boggy areas.
