Black Creek conservation officer James Hilgemann said the best way to avoid a bear encounter in your backyard is to pick your fruit. With the berry season ending unusually early this year, bears are more abundant in urban areas. Their main draw is fruit, and there are a lot of unpicked fruit trees in backyards in the Valley. “Based on what we have seen, and the workload capacity, definitely bear complaints are up this year,” Hilgemann said. “It’s no surprise to us, considering the summer we had.” He added that the best thing people could do now is a full-out harvest of the backyard fruit trees. “Don’t wait for it to ripen to perfection; don’t wait for it to hit the ground. Get on top of it right away, otherwise the bears will be there and then you create a danger to your neighbours and yourself.” Hilgemann said in the event of a bear encounter, there are certain steps to follow. Most importantly; do not panic. “Don’t panic, don’t run. Don’t look the bear in the eyes but talk to it in an authority kind of tone and slowly back away. Allow the bear an escape route. Don’t act too confrontational, but back up to a safe haven. The key is not to threaten the bear too much.” Conservation officers have the authority to fine homeowners for not picking fruit, but Hilgemann said that is a last resort. “There are mechanisms we can use to get people to pick their fruit, like Dangerous Wildlife Protection Orders, and the penalties associated to that are $345 fines, but really, we could issue those to every residence in town. Everyone has fruit and a garden. So we try to work with them to educate them and give them the opportunity to do their part and be a good neighbour.” There have also been a few cougar sightings reported in the Valley recently. The defence strategy when encountering a cougar is different. “Typically you aren’t going to see a cougar, because they are so stealth,” said Hilgemann. “But if you have a frontal encounter you want to stand

your ground, make eye contact, unlike a bear. Make noise. Raise your arms. Make yourself as large as you can. Cougars are going to profile you and once they determine you are not easy prey they are going to bugger off. “But in both cases, if the animal decides to come after you and have you for dinner, you have to fight back.” Hilgemann said bears typically do not go into hibernation on the Island until mid-December, or later. “There’s a lot of spawning going
on as coho spawn right into late November and then the carcasses start showing up,” he said. “So there’s a food source for bears right up until January, really.” If you see a bear, or any dangerous wildlife in the area, call the provincial RAPP (Report All Poachers & Polluters) line at 1-877-952-RAPP (7277). In the meantime, Hilgemann urges all people to pick their fruit. “Absolutely. Save a bear’s life,” he said.

RCMP, FD workers save man’s life
On Friday, Sept. 25 Cst. Blouin of the Comox Valley RCMP started her shift like most others, not knowing what she might encounter, or how her presence would be needed. At 12:25 p.m., she responded to a report of an unconscious man, possibly suffering a drug overdose, at a residence in Courtenay. Blouin rushed to the scene, where she located the man inside the residence. Putting her first aid skills to work, Blouin assessed the man’s vital signs, but found no pulse. She initiated CPR, which she continued for several minutes until the fire department arrived and took over. Several minutes after taking over, Courtenay Fire Department personnel were rewarded with a weak pulse. Thanks to the efforts of Blouin and the firefighters, the man survived, and has made a full recovery. “I have absolutely no doubt that the CPR performed by Cst. Blouin and our firefighters was instrumental in this man’s survival,” said Courtenay fire Chief Don Bardonnex. “We’re hopeful this will be a turning point in his life.”

ShakeOut BC Day is on Thursday, Oct. 15 at 10:15 a.m. All Comox Valley residents are urged to use the ShakeOut as an opportunity to practise how to “Drop, Cover, and Hold On.” Official rescue teams that have been dispatched to the scene of earthquakes and other disasters around the world continue to advocate use of the internationally recognized “Drop, Cover and Hold On” protocol to protect lives during earthquakes: • Drop to the ground (before the earthquake drops you!) • Take cover by getting under a sturdy desk or table, and • Hold on to it until the shaking stops. If there isn’t a table or desk near you, drop to the ground in an inside corner of the building, and cover your head and neck with your hands and arms. B.C. is located in an actively seismic region and it is essential to learn how to be prepared. The goal of ShakeOut BC Day is to ensure people are prepared, so that disasters don’t become catastrophes. Individuals, families, businesses, schools and government agencies are all encouraged to be part of this annual province-wide exercise. As part of the drills that morning, and as part of the Comox Valley Regional District’s emergency response preparation, CVRD staff will be launching a test of the “emergency notification” banner on its website at www. comoxvalleyrd.ca at approximately 10:30 a.m. The banner will remain active for 15 minutes and residents can view it to become familiar with how an emergency response mechanism will work locally in the event of a disaster. –With files from the CVRD

Raymond Phillips was granted a wish of sailing on the ocean in the final days of his life. One of Courtenay’s Citizens of the Century, Phillips passed away Sept. 22 at the age of 94. “It was basically his life’s dream to own a yacht and sail it,” said his son Daniel, who designed a hoist to help lift his father onto the boat. “He had built a boat for himself when he was in his 20s or 30s. And he was a principal in a boat building company, and he was a marine engineer.” Phillips originally hailed from Alberta but grew up in North Vancouver. He had lived in Courtenay since the 1950s. He spent a number of years in Alert Bay in the northern reaches of Vancouver Island, where he was vice-principal at a school. “They had a residential school
on Alert Bay, which is like a prison,” Daniel said. “He integrated them (First Nation students) with the regular school system.” Phillips left Alert Bay to teach at John Young’s school in Campbell River. “He (Young) was a famous radical educator, and dad was a great believer and supporter.” Locally, Phillips was active in the theatre scene, building sets and acting with the Co Val Choristers. He also built numerous floats that were displayed in Canada Day parades. “He did a lot for Courtenay,” Daniel said. His father also helped construct lodges, including the K’ómoks First Nation Big House off Dyke Road. “They held him in high esteem, and gave him great treasures,” Daniel said. “There’s a spirit stick that they gave him which is a particularly magnificent thing.” Phillips is survived by his wife Eleanor, seven children, nine grandchildren and two great grandchildren.

In a tie vote at its Oct. 5 meeting, Courtenay council defeated a motion to maintain the City’s purchasing policy, as based on a staff report about a genetically engineered (GE) procurement policy. Mayor Larry Jangula, and Couns. Erik Eriksson and Manno Theos supported the motion. Opposed were Couns. David Frisch, Doug Hillian and Rebecca Lennox. Bob Wells was absent. Earlier in the year, council heard from Arzeena Hamir, a crop scientist who says GE technologies are not precise and that outcomes are unpredictable. She believes a GE-free procurement policy would tie in with a ‘Buy Local’ concept and act as an economic driver. “Why would we want to be totally
against genetic engineering?” Eriksson said. “I think there’s potential for GE crops for the good of the people.” Jangula, who notes the topic is a federal and provincial matter, feels council needs to hear from both sides of the divisive issue. Theos agrees there should be a broader engagement. “We don’t avoid decisions because they’re controversial,” Hillian said. “I would say the information is there for those who wish it.” City staff is not taking a position on the science, or the pros and cons of the evidence, CAO David Allen noted. Labelling GMO (genetically modified organism) products is not required in Canada or the U.S. •Council also defeated a motion to allow a delegation about food security to appear at the Oct. 13 meeting. “Privatizing food services under Compass will likely end any prospect of local food being supplied to the (new) hospital,” Barb Biley states by email to the City. “What happens at the hospital will affect every resident of Cour-
tenay whether they are employees of the new hospital, patients or family of patients.” Frisch, Hillian and Lennox favoured the idea of hearing from Biley and workers at St. Joseph’s General Hospital. Jangula, Eriksson and Theos were opposed. Lennox suggested inviting Island Health officials to discuss the topic. “It’s not our business to manage the hospital,” Jangula said. “We don’t operate the hospital.” But Lennox feels council has a vested interest in the community. •Amethyst House will receive a full exemption from property taxes that total $3,856. Last month, council approved a 40 per cent exemption for the Transition Society facility on Second Street that supports women needing treatment for substance use and addiction. The remaining 60 per cent will come from gaming funds, which does not affect the overall tax burden on Courtenay residents.

Free trade a benefit for British Columbians
W
e do not agree with the hue and cry, the Chicken Little attitude, whenever a trade deal is reached that reduces tariffs and impediments for Canadian products to reach more markets. It was the same thing in 1988 when thenPrime Minister Brian Mulroney signed the free trade agreement with the United States. We were going to be swallowed up by the U.S., become the 51st state, detractors warned back in 1988. What a load of rubbish. That’s the same fear-mongering we are hearing now with news of the Trans-Pacific Partnership. How is the ability to sell our goods to larger markets, without tariffs and other impediments, a bad thing? Why must we be scared by competition? Ah yes, there are those subsidies, the taxpayer and/or consumer-funded propping up of certain industries. Yes, those industries could be hurt by a more free flow of goods in and out of Canada. It’s a cold world when it comes to business, agreed. We are bullish on Canada. We believe in our industries, our innovative minds, our cutting-edge thinking. We believe in the people of this country and their work ethic. We believe our products and our people can and will (and do) stack up against anything or anyone in the world. Now, free trade doesn’t necessarily mean fair. The U.S. continually refuses to play nice with softwood lumber. They have an inferior product (it’s a latitude thing mostly) they continue to prop up. This new Pacific agreement (which still requires approval in many nations) will also have its challenges. If we have to pay more for Canadian dairy products and provide subsidies to Canadian producers because of health concerns regarding dairy products from other countries, that seems logical. We should pay for that peace of mind. But opening up more Pacific markets for B.C.’s lumber or seafood? How is that not something to be encouraged? We rely too much on the U.S. to buy our exports — the diversification of markets through trade agreements like this sets this country up for a better future.

The federal budget document began with an ominous warning about deep cuts. Social programs, justice and corrections would be spared as much as possible, but no department would escape the knife. The stark truth was revealed in a table of figures. Health care spending, the core of the Canadian state, was cut by 3.8 per cent in just the first year of the fiscal plan, as population and need continued to grow. No, this is not from the Stephen Harper budget of April 2015, or any other in the last decade. It’s from the Jean Chretien budget of 1995, more than 20 years ago. That’s the last time anyone actually cut health care spending. But wait, you may say. Didn’t I hear that Harper has slashed health care spending by $30 billion? Yes, you probably did hear the biggest, most brazen lie of this election campaign, either from the government unions that advertised it or the politicians who parrot it. If health care really is everyone’s high-priority issue, as pollsters have long assured us, voters should at least know the facts. After cutting provincial health and
In B.C., then-finance minister Kevin Falcon praised the long-term approach, acknowledging that health spending was ballooning to half of the provincial budget and had to be brought under control as baby boomers start to retire. B.C. has largely accomplished that, with spending increases below three per cent and health care outcomes that continue to lead the country. As the current election campaign turns into the home stretch, Statistics Canada has announced a milestone. For the first time in history, the number of seniors exceeds number of children. This demographic shift is inexorable, predictable and must be addressed by whoever wins the Oct. 19 federal election. NDP leader Thomas Mulcair is on record that he will scrap the Conservative formula for growth-based increases that he pretends are cuts, returning to six per cent every year while balancing the budget. Little detail has been provided on how this would be done. Liberal leader Justin Trudeau announced in Surrey last week that he will ante up an extra $3 billion over four years for health care, and “sit down with the provinces immediately” to renegotiate, a rerun of Paul Martin’s political theatre.

social services transfers for years to end the string of operating deficits that began under Pierre Trudeau and continued under Brian Mulroney, Liberal finance minister Paul Martin rose briefly to the top job. In 2004, Martin staged meetings with premiers, emerging with what was billed as “a fix for a generation,” with federal health transfers to rise six per cent each year into the future. The future for Martin’s government lasted only two years, as his minority was replaced with one led by Harper. These galloping increases continued until the Conservative majority of 2011, after which then-finance minister Jim Flaherty came to Victoria to inform provincial finance ministers of the new plan. (I was there, and the joke was that this was as far from Ottawa as Flaherty could get without leaving Canada.) The six-per-cent increases, by that time triple inflation, would continue for another five years. Starting in 2017-18, increases would be tied to economic growth, with a minimum hike of three per cent, still well ahead of today’s inflation. That remains the Conservative plan today. All provinces east of Saskatchewan pitched a fit. Manitoba’s NDP finance minister termed it “un-Canadian.” Lefties immediately called it a cut, to which Flaherty replied that transfers to provinces would rise from $30 billion to $38 billion in 2018-19, and continue to grow after that.

Assimilation is not the Canadian way
Dear editor, I find it disturbing, during this overly long election campaign, to find the Tories playing the race card in order to win votes from people whom it hurts to think. The fear campaign against immigrants reached new lows when they started muttering about honour killing and such. To imply that non-white immigrants engage in bad practices is a slur on all who come to this country and make new lives. It’s a desperation move on Harper’s part, but one fitting his Reform Party roots. I am an immigrant, who, in 1955 encountered “culture shock” when I first entered Canada. Like all immigrants I clung to my own culture until I settled in. That’s what all immigrants do. We cannot expect them to adopt Canadian ways the minute they set foot in, what is to them, a strange country. I am an ex-Brit but I still like my beans on toast. It’s an icon of British fare. Anyone trying to take away my beans on toast would receive a knuckle sandwich (figuratively; I’m 82). I would resent any effort to force-feed a way of life on me before I’d have a chance to adapt. Most Canadians know this. They also know that, where immigrant parents might be slow getting used to Canadian ways, their children begin adapting the moment they go to school in this country. They are our future: we need them to eventually find the jobs that will help support our growing population of retirees. We cannot run perpetual deficits to finance health care and pensions. We’d soon end up like Greece. Therefore, we must welcome and encourage immigrants, no matter where they come from. Mind you, I’d like to see more Brits come over; they are generally well educated and have immediately usable skills. And maybe local restaurants would start serving beans on toast. Pessimistic grumbling solves nothing
Dear editor, In Tuesday’s paper one writer provided a litany of
his grievances against the federal government. We wonder why he felt obligated to share his dissatisfaction. ‘Insults to [his] intelligence’ disturb him, but he has no clear solution. In fact, he does not even really articulate the problem except to complain that politicians are doing what politicians typically do. We would like to see something a little more substantial, especially during an election campaign. We ought to think about our common values, discuss nationally significant policies and determine which party or local candidate can bring the most effective government. Conservative attack ads unfounded
Dear Editor, With the very real possibility of the NDP forming the next federal government, Harper has predictably launched his attack ads claiming that, if elected, the NDP will ruin the economy as, he claims, they did in B.C. in the 1990s. This myth started with the Gordon Campbell Liberals. Immediately after they were elected in 2001, they announced they had inherited a financial disaster from the NDP and a $3.7 billion ‘structural deficit’. A structural deficit occurs when government expenditures and revenues are such that, no matter where we are in a business cycle, the budget cannot be balanced. However, the Auditor General and the Liberal’s own hand-picked Fiscal Review Panel (FRP), on reviewing the books, found that the NDP had left a $1.5 billion surplus budget (their second consecutive), the second lowest debt per capita in Canada, the second leanest civil service in Canada, and a 20-year low unemployment rate of 6.8 per cent. No structural deficit. The FRP also stated that the NDP’s “accounting policies and financial reporting are substantially sound,” and recommended against acrossthe-board spending cuts. Ignoring this advice, the

Liberals implemented an era of funding cuts, laying off thousands of workers and tearing up negotiated contracts. Even so, they managed to take the $1.5 billion surplus budget and, within a year, turn it into B.C.’s largest ever deficit budget of $4.5 billion. A 2013 UBC report (bit. ly/1VbjjW3) concluded that the B.C. government’s performance was modestly better under the NDP than under the Liberals, relative to the performance of the other provinces at the same time. So much for Harper’s claim that the NDP couldn’t manage the economy in B.C. Over the next month, we are going to hear the same old refrains referring to the NDP: “tax and spend”, “fiscal incompetence”, “10 years of mismanagement”. Don’t be duped, do your own research. Dear editor, With all the negativity surrounding the low turnout of young voters on election day, it was refreshing to attend a workshop on voter readiness presented by two young women. This workshop was held at the Courtenay Library on Saturday morning, and was sponsored by VoteReady BC, a new volunteer-based community education program dedicated to improving voter turnout and promoting an active, vibrant democracy in Canada. In this non-partisan workshop, I learned so much that will help me decipher media messages, understand electioneering strategies, and be more thoughtful in choosing whom to vote for. Kudos to you, Rhiannon and Nancy, for volunteering your time and expertise to this worthy endeavour. Don’t let the low turnout at the workshop discourage you; you are on the right track, and your organization is sorely needed to cut through the rhetoric. Jesse Schut Comox Valley

BUSINESS Good PR more than a handshake ■ Joe Smith IT’S YOUR BUSINESS
Many companies, even large ones, do not think about public relations until they are faced with a crisis. When that happens they are forced into bringing in the “spin doctors” to help them turn a disaster into something positive. A huge undertaking that can be very costly and in many cases not always successful. Given what has been reported in the news over the past month about an automotive company’s nightmare and even with some election candidates, this seemed like a good time to write about the importance of having a good public relations (PR) plan. Now there is a whole lot more to PR than smiling politely, shaking hands and handing out business cards. PR is an ongoing effort that should be integrated throughout your entire business, marketing and communications plans. PR is many things but for the most part it is all about building awareness, creating interest, stimulating demand, reinforcing your brand and ensuring your name is recognized as a company worth doing business with. All of this does not happen with
one campaign but must take place through an ongoing series of activities whose key message and actions must remain consistent and — as has been highlighted recently in the news — above reproach. Like any other business strategy it is important to establish some key goals and clearly articulate how you are going to achieve them through a series of objectives. If you have not done so recently you need to dust off your strategic plan and take a good look at what you perceive to be the fundamental tenets of your business. As always in developing any plan your first order of business is to identify who you want to reach or influence. Knowing who your key target group is will determine how you speak to them, what mediums they use for gathering information and most importantly what it is about your product or service that will be of greatest value to them. In addition, there are other aspects of a PR plan that you need to develop such as focusing on your values. In a small community like the Comox Valley there are ample opportunities to meet with customers face to face in situations that are not necessarily directly related to sales. Sponsoring a community event, cultural activity,
sporting event or becoming involved in a charitable or service-oriented organization all go towards building a positive impression of who you are and what you have to offer. Public relations is all about your reputation. It is the result of what you do, what you say and what others say about you. In this day and age of social awareness these attributes are the keys that will separate your reputation or business from everyone else. The big caution here though, as some have found out rather harshly, is that you must ensure what you say or the actions you take will not come back and haunt you — either tomorrow or three years from now. One of the hardest things to do in life is to re-establish confidence in you and your business if you have committed a serious breach of trust with customers or the public. If you don’t have a PR plan, now is the time to start giving some serious thought as to what you are going to do in order to manage how people view you and your business. While a firm handshake may be a start, there’s a whole lot more to building a good public relations strategy than words can ever say. The lease agreement for a portion of the CVRD aquatic centre includes a five year term with an option to renew for an additional five years. In consideration of this lease agreement, the Courtenay Swim Shop will pay the CVRD a total of $9,964.08 annually in equal monthly installments of $830.34 for the first year with an annual adjustment of the greater of two per cent or the change in the Consumer Price Index for Victoria at the end of December of the preceding year. Rates for the additional five year renewal term will be negotiated with the lessee at the time of the renewal option. His own “policy backgrounder” says he would, “… develop a more effective, better managed system of firearms registration.” “Thomas Mulcair Policy Backgrounder,” page 3 Before the current election campaign started, Mulcair also said, “I think that it is possible to provide the police with the tools to better protect the public and themselves by making sure they’re able to follow every gun ... That’s our bottom line.” Toronto Sun, July 25th If it walks like a duck, and quacks like a duck, maybe it’s a duck? Mulcair ordered all NDP MP’s to oppose scrapping the useless gun registry in 2012. Mulcair severely sanctioned MPs who dared vote for their constituents and against the NDP party line. The long-gun registry cost Canadians over $2 billion and didn’t save a single life. Mulcair still pushes such expensive useless schemes. Mulcair’s NDP also voted against every other effort by the Conservative government to simplify our overly complex and ineffective gun regulations. Should British Columbians trust Mulcair’s NDP? Mulcair must maintain his base in Montreal and Toronto to retain power; they are the people who favour even more and stricter gun controls. Jennifer Lynn Wenschlag December 01/1974-0ctober 06/2015 It is with tremendous love and great sadness we announce the passing of Jen (Skip) Wenschlag. Jennifer will be sorely missed by her soulmate Jason (Jay) Zunino of 14 years, mother Doris (Keith) Hartz, father Gerald, brother David Wenschlag; missed also by 3 uncles, many cousins, and friends scattered all across the world. Jen lived to help people and had a long career in the medical field (LPN, X-Ray, CT). Jen loved the outdoors and lived every day to the fullest. She had a real sense for adventure with a care free spirit. She was a gifted artist. She loved cats. An open house will be held on Wednesday October 14, 2015 at 495 -11th Street, Courtenay. All who have been touched by Jen are welcome to join us. Please avoid parfumes and strong sents due to an allergy.

It is with great sadness that our families announce the passing of Cathy on Sunday October 4, 2015 after a courageous struggle with cancer. She is survived by her spouse Geordon Nasadyk, son Glen, father Alan, brother Craig (Charlene) and their children Evan and David, brothers-in-law Graham (Frances), Garth (Trina) and their families, Geordon’s parents Gail and George as well as great aunt Kay Chapman, aunts Loretta Biffard, Margaret (Rod) Keech and Cheryl (Bud) Smith. Cathy is predeceased by her mother Susan. Cathy always enjoyed the outdoors and studied Fish and Wildlife Management at BCIT. Working as a fisheries technician on the BC coast gave Cathy an opportunity to work in the outdoors as well as the time to travel to exotic places. Born in Vancouver and raised in Richmond, her adventurous spirit and love of skiing brought her to the Comox Valley. There she met Geordon, who shared her passion for skiing and travel. Cathy was lovingly welcomed into the Nasadyk family. During the ski season, Cathy, Geordon and their friends could be found going back and forth between Mt. Cain and Mt. Washington. In the summer, they enjoyed walking their dog, Bentley, along the banks of the Puntledge River. They became dedicated parents with the arrival of Glen in February 2013. Although Cathy bore the burden of her illness from early in motherhood, she was selfless, practical and positive in all situations. Her smile and fun-loving nature will be greatly missed by her family and friends. Cathy’s family would like to extend their heartfelt thanks to all the physicians and medical practitioners who helped Cathy during her illness, particularly Dr. Nancy McFadden for her diligent care and humanity. A Celebration of Life will be held at Comox Valley Funeral Home Cremation and Reception Centre, 1101 Ryan Road, Courtenay on Saturday, October 17th at 2 pm with a reception to follow.

It is with great sadness that we announce the passing of Don Vanetta; words cannot express our loss. Don was predeceased by his mother, Joyce, and father, Lorne. Don is survived by his loving wife of 34 years, Karen, his sons Steven (Stefanie and stepdaughters Nevaeh and Kaelyn) and Jeremy, his brother Jack (Sheila), and other relatives. Don was born in Vernon, BC, and moved to the Comox Valley in 1958. In his boyhood, he was a competitive swimmer for the Courtenay Recreation swim team. At age 10, he ďŹ nished second in BC in the backstroke. He loved baseball and played for the Amanitas, Leakey Logging, and for the Lorne Hotel Rangers. He worked for many organizations in the Comox Valley before spending 25 years with Cumberland Ready Mix. His greatest pleasure was all the people he met on the job. Don and Karen joined the Comox Golf Club 20 years ago and it was like his second home. Again, it was people who brought him joy, making for some great and lasting friendships and memories. Don was a ďŹ ghter to the end, and will be sorely missed. The family would like to thank all our friends for their love and support during Don’s battle with cancer.
