With the federal election only four days away, it’s time to rock the vote, says Sarah Thomas. She’s not the only one who thinks so—she’s just one member of Rock the Vote, a nonpartisan organization encouraging people to do just that come federal election day on Monday, Oct. 19. “It’s a non-partisan organization encouraging people to vote,” said Thomas. “We’re giving people information on how to register to vote, different ID requirements and where the Elections Canada office is,” said Thomas. Why are they going to so much trouble? “Every vote matters,” said Thomas. “Only 52 per cent of the people in this riding voted in the last election.” While people may feel that their vote doesn’t count, when only half of the voters in the riding voted—it does. “If the other half were all not voting because they were feeling disenchanted or because their voice wasn’t being heard... if all those people came out things would be different.” For those who feel like the issues on the table at election time don’t apply to them, Thomas said the best way to make

That attitude from voters makes a vicious cycle of certain demographics not voting, politicians realizing that and continuing to ignore them and those people not voting again because they feel they’re being ignored. “That’s a big reason to care; so that those issues get addressed,” said Thomas. “I think if the youth show up and ask the questions about the things that worry them, then politicians will start to pay more attention.” But it’s not just
youth who don’t vote. “The First Nations vote in this riding was 42 per cent,” said Thomas. That’s 10 per cent under the general turnout for the riding. All-candidates meetings like the one hosted by the Nuu-chah-nulth Tribal Council at the Hupacasath House of Gathering on Sept. 28 do help, Thomas said. The 42nd annual federal election takes place on Oct. 19. A multitude of diverse communities make up the newly created federal riding of Courtenay-Alberni. From the remote Hesquiaht in the northeast corner to the Alberni Valley in the middle of the Island to Parksville at the eastern edge, the diversity of the populations that make up the newly created riding are diverse as any across the country. Shipping is Alberni’s future, says John Duncan KATYA SLEPIAN ALBERNI VALLEY NEWS
Port Alberni’s future is as a shipping hub, according to Conservative candidate John Duncan. “Port Alberni is going to be a place to ship commodities and receive goods,” said Duncan, current MP for Vancouver Island North. Duncan is now running for a spot in the new riding of Courtenay-Alberni (the riding split into North Island-Powell River and CourtenayAlberni for the 2015 federal election). “It will be a shipping hub and there are lots of jobs that go with that,” he said. But Duncan believes that some things about the Alberni Valley need to change before that can happen. “The biggest thing we can do for Port Alberni is to make it more accessible to new industries,” he said. “Everyone would

benefit from a second connector.” But Duncan thinks that more than just shipping jobs will come to the Alberni Valley. Manufacturers, Duncan says, will flock to shipping hubs and create the manufacturing jobs that the city used to depend on.
“Industrial waterfront in Port Alberni is a huge asset... it’s available land that’s easily serviceable.” He believes that the Trans Pacific Partnership (TPP), agreed to by Canada last week, will benefit a region like the Alberni Valley. “It will benefit Port
Alberni hugely,” Duncan said. “Tariffs will come off immediately.” With many in Port Alberni concerned about the region’s shift from manufacturing to exporting unprocessed products, Duncan said that the TPP will benefit both equally.
Speaking about the balance between exporting the two, he said “it will be neutral in that regard.” With Canadian exports growing, he added, “Port Alberni is, without much imagination, a good place to receive and ship from.” Economic growth in the Alberni Valley is
not uncertain, he said. “It’s not a maybe— it’s going to happen.” He doesn’t think it will necessarily come from renewable energy. “It’s not a very fast growing industry.” Duncan still stands by comments made during the allcandidates meeting at the Hupacasath House of Gathering on Sept. 28, when he told a woman from the Hesquiaht First Nation that issues in remote communities like hers were best dealt with locally and not by the federal government. “I stand by that statement. Until an industrial road is built around Port Alberni, truck traffic should be directed down Third Avenue—or so say concerned Anderson Avenue residents. Almost a dozen Anderson Avenue residents came to city council on Monday night to protest more trucks being sent through their neighbourhood. “We have more than enough truck traffic on Anderson Avenue already,” said Anderson Avenue resident Vicki Drybrough. “Dump trucks, fuel trucks, tanker trucks, logging trucks, chip trucks, scrap trucks and lumber trucks to name a few.” In the summer, that traffic increases with campers, RVs and trucks pulling boats and trailers, Drybrough added. “Last Thursday morning, I parked along the Anderson/
Argyle intersection from 8:02–8:45 a.m. and 425 vehicles went through that intersection that school children use. And you’re going to put logging truck traffic there too?” Compounding the issue, Drybrough added, is the lack of stop signs and sidewalks along Anderson Avenue. “There are only two stop signs on Anderson Avenue,” she said. “One is at the crosswalk where little kids cross to get to Maquinna Elementary and the other is at the crosswalk young children now use when walking to E.J. Dunn Elementary.” The lack of sidewalks, she added, means more children waiting for buses or walking to school must walk along the edge of the street. But as Winston Churchill pointed out, “Democracy is the worst form of government, except for all the others.” All the federal candidates will tell you our country has challenges facing it. Despite our great wealth, freedoms and privileges, we still have people who live in poverty, people who are unemployed and people who are uneducated. While we are a country at peace, we still battle crime and racism, inequality and even terrorism. But there are those in other countries that would sacrifice their lives for a chance to raise their families on Canadian soil. To have the opportunity to speak without persecution, to learn, to work, to worship, to live in freedom. We sometimes forget that while life may sometimes be difficult, as Canadians we have far more opportunities and resources available to us to change our circumstances than people in most of the countries in the world. During elections, candidates like to remind us of all the things that are wrong with our country. Political parties exploit the whining of comfortable Canadians and use it to try to convince us we really aren’t so well off after all. That’s why they make promises. Promises of a better tomorrow, of a better life for you. But as Mary Poppins would say, those are pie crust promises: “easily made, easily broken”. This week take a break from all the political pandering and ponder instead all that we can be truly thankful for: living in this great country. — Alberni Valley News

ICTORIA – There was a flurry of excitement in the B.C. legislature last week, as Delta South independent MLA Vicki Huntington released documents suggesting that a multinational manufacturing company continued to buy up B.C. farms for carbon offsets after they said last June they would stop. False alarm, as it turns out. Agriculture Minister Norm Letnick clarified that three more farms in the Peace and Cariboo region had indeed been bought, but the company was merely following legal advice to close deals on farms that it had already agreed to purchase. The company, Britishbased cleaning product and pharmaceutical maker Reckitt Benckiser (RB) confirmed this. A company official reiterated that its program to buy farms and
replant them with trees is suspended. By the time the B.C. government became aware of this global public relations scheme, thanks to the work of NDP MLA Lana Popham and others, about 10,000 hectares of farmland was already planted with seedlings. RB initially said they were buying up abandoned and unproductive farms, but local government officials disputed that. RB soon realized that undermining already precarious farming communities was going to provide the opposite of the green publicity they sought, at least in B.C. The company told me it is now looking to switch its carbon offset program to replanting forest areas depleted by pine beetle and fire. I’ll believe that when I see it, but on the face of it, this sounds almost
as questionable as converting farmland back to forests. Pine forests need fire to regenerate, so fires have been part of the regeneration of the ecosystem since the retreat of the last Ice Age. Beetle-kill areas are already coming back, and they were never completely denuded in any case, so the notion of manually replanting these areas seems impractical. Most are now criss-crossed with deadfall and all but impassible. Another situation that received little public attention was a report issued late this summer by the B.C. Forest Practices Board about forest stewardship plans. The board reviewed 43 stewardship plans from all regions of B.C., prepared as required under provincial law by forest tenure holders on Crown land. They are supposed to deal with things like

where roads go and how streams are protected. This is the management system put in place in 2003, when the B.C. Liberal government changed its approach to forest management. Gone was the NDP’s infamous sevenvolume “Forest Practices Code,” which attempted to micromanage every detail of a timber licence, right down to inspecting for litter left at a logging site. In came “results-based” forest management, where licence holders had to produce a plan showing stream protection and other values. The Forest Practices Board has found these plans often aren’t good for much, although results are generally good when they follow up with on-theground audits of actual timber harvest areas. The investigation found that many of the plans cover “vast and overlapping areas of the province, and were written using legal language that makes them very difficult for public understanding or review.”

Canada, and the Alberni Valley, faces an important decision on Monday, Oct. 19. For the past 10 years, Canadians have enjoyed a strong and stable economy despite the economic headwinds buffeting other world economies. The budget is balanced, tax breaks for income splitting and child care benefits are implemented, and trade deals, like the Trans-Pacific Partnership are being ratified. Our safety and security have been upheld and we are supporting international efforts to degrade and destroy the ISIL jihadists, the root cause of a massive migration of refugees from the Middle East and North Africa. Under the competent and capable leadership of Prime Minster Stephen Harper, Canada as a nation is the envy of the world. Now comes along two challengers, Thomas Mulcair, who is opposed to trade, and Justin Trudeau, who is opposed to balanced budgets. Both have
committed to opening the borders to tens of thousands of migrants before Christmas, without care to cost or security. Neither have a plan, other than to withdraw our military from Syria. In their unholy quest for power, both have committed to an alliance to overthrow an elected Stephen Harper government if he does not win a majority. An inherently unstable coalition government will ensue. Here in the Alberni Valley, 23-year veteran Conservative MP John Duncan, previously a federal minister and currently the government whip, is being challenged by ex-Tofino chamber manager NDP Gord Johns. Mr. Johns has offered the Valley little for jobs or investment. He, like his fellow Tofitian MLA Scott Fraser, advocates against mining and forestry. Johns has ridden the fence on Steelhead LNG and given lukewarm support for the Alberni airport and a second highway. Mr. Duncan, on the other hand, supports mining, forestry and LNG. He recognizes the importance of the Alberni airport
and the necessity of a second highway. He has committed to finding federal funding for both projects if a Conservative government is re-elected. The choices are clear—jobs and investment by a government leader, or objections and inexperience by an obscure backbencher. Darren DeLuca, Port Alberni
Duncan out of touch with FN To the Editor,
At Sept. 28th allcandidates’ meeting at the Hupacasath House of Gathering, I was astounded at the audacity of the Alberni-Courtenay riding Conservative candidate John Duncan’s answer to the question whether or not his party would accept all 94 recommendations of the Truth and Reconciliation Commission (TRC). He stated he’d need “for more research” on at least five of the recommendations, singling out (of all things) healing lodges and intimating they may be somehow connected to an increased rate of criminal recidivism?. I became acutely
aware that the last thing residents of Vancouver Island’s Alberni-Courtenay riding needs is federal representation from Duncan—especially for the huge number of First Nations citizens in the riding. Wasn’t it Duncan and Prime Minister Stephen Harper’s refusal to meet with Attawapiskat chief Theresa Spence in the winter of 2012, that forced Duncan’s subsequent resignation as aboriginal affairs and northern development minister, covered by some trumped-up excuse? I may be wrong, but wasn’t John Duncan essentially the “father” of the Idle No More movement? Despite Duncan’s assertion that he’d “transferred power to First Nations whenever he could”, he continually criticized First Nations communities for squandering the taxpayers’ money. That’s all I ever remember hearing Duncan talk about as aboriginal affairs minister: land and fiscal management. Nothing about education and infrastructure funding and the need for an inquiry into missing
and murdered aboriginal women. As Muhammed Yunus (2006 Nobel Peace Prize recipient) said: “Poverty is not created by poor people. It is created by the concepts and institutional arrangements under which people live.” I urge all First Nations people to please exercise their right to vote. Cyclists travelling on the Gertrude Street vehicle bridge will have a little more room soon, according to city engineer Guy Cicon. “The existing substructure itself is sound but there isn’t enough strength or capacity in the substructure to make the road really wide— we’re widening the road a little bit,” Cicon told city council on Monday night. “That will accommodate cycling lanes on each side but pedestrians we’re guiding down to the new foot bridge that we put in just upstream last year. We’ve got an interesting combination there.” It was also cheaper to separate out the pedestrians, Cicon added. Following a tender process, the vehicle bridge widening will be completed by K&G Installations at a cost of $249,500— just $500 under what was allocated for the project. Coun. Jack McLeman inquired as to whether cyclists could traverse Kitsuksis Creek via the
pedestrian bridge. “Is there no way we can put cyclists over the foot path over the creek and just have [the vehicle bridge] a bit wider for vehicles?” said McLeman. “To me cycling lanes are one of the most dangerous things on any city streets.” Cicon said that wasn’t a good option. “I think you have to be a cyclist to understand why you wouldn’t force the cyclist down off the road, onto a bridge and up the other side,” he said. “Cyclists want to go from A to B as effectively and efficiently as possible. There’s room for the cyclists and traffic with the bridge widening that we’re proposing.” Cicon said that work on the bridge will start soon and that traffic disruption will result. “There will be traffic disruptions and we’ll try to manage those the best we can,” he said. Kingsway Ave. construction city’s next step in separating storm water, sewer systems The roadwork on lower Argyle Street— which is causing detours around the train station and entrance to Harbour Quay—will eventually result in less sewage ending up in the Alberni Inlet, said city of Port Alberni utilities superintendent Brian Mousley. “We have an outfall now that goes through the [train station] parking lot and out beside the Canadian Alberni Engineering building,” said Mousley. The outfall directs storm water out into the Alberni Inlet, rather than towards the sewage lagoon. “It’s good because it separates our storm

That’s important, Mousley said, because much of South Port—what used to be Port Alberni preamalgamation—has combined sanitary and storm sewers. “We’re starting our process of coming up Argyle Street with our storm system to handle the majority of the south side of town,” city engineering technician Boyd Wong said. Having a separate
storm water system is important, Mousley said, because having combined storm and sanitary sewers means that all of it gets sent off to the city’s sewage lagoon. “Otherwise we’re treating the storm water,” he said. “The storm water is actually going into our sanitary sewers which goes through pumps and goes to our lagoon and ends up being treated.” That’s more wear and tear on all of the equipment than needed. “It’s just rainwater, it doesn’t need to be treated.” But that’s not the only reason to separate storm water. way it was originally built, said Wong. While the city of Alberni took the time to twin out the majority of its sewer system, Port Alberni did not. Only newer areas in South Port, like Cameron Heights above Canal Beach and the newer subdivisions south of Scott Street are separated, Boyd said, as well as the areas the city has done over the past decades. But the city’s work only has a limited benefit until homeowners have a reason to hook into the new storm systems. “What we do helps because at least we get the road water off,” said Wong. Water coming off roofs, however, continues to enter the city’s sanitary system. Due to the expense of adding a storm water line, Wong said that most homeowners don’t add a storm pipe until doing renovation work.
“Usually it’s perimeter drains when people think about putting in two systems,” said Wong. If a street is not twinned out, Wong recommends that when homeowners are redoing their sewer connections they should connect their roof drains to their sewer line at the property line. That way, when the city twins out that street they can hook the home into the separated storm system at no charge. The work on Argyle Street and Kingsway Avenue should be completed by the beginning of November. Until then, the road will remain closed and traffic will be detoured around the closures near the train station. A water main will also be replaced in the area. “We’re going to replace 120 metres of a cast iron water main,” said Mousley. The city of Port Alberni’s review on its management structure has been completed, Mayor Mike Ruttan announced at city council on Monday night. “Council hired an independent, external consultant—Judy Rogers Consulting—to conduct a review of core service areas and compensation,” said Ruttan. The report had been received during an in-camera meeting on Oct. 5 “At today’s (Oct. 13) in-camera meeting, council considered the recommendations contained in the report and has provided direction to the city manager to bring back a report outlining the process and timeline for implementation,” said Ruttan. “The report recommendation and council’s direction relate to personnel issues and therefore must continue to remain in-camera until such time as council completes all its deliberations.” The review was expected to cost $48,300 plus expenses.

depth the city will certainly do that,” said Mayor Mike Ruttan following the announcement. “We’re working hard on it and hopefully we’ll have something to share within the next 3-4 weeks.” Ruttan said he could not comment on whether or not the ideas floating around were recreational or industrial in nature.

The city of Port Alberni’s economic development office now has two fulltime employees, says economic development manager Pat Deakin. Deakin’s 1.5 full-time employee office— which has himself as manager and Stephanie Stevens as assistant—received an extra 0.5 full-time employee during the
budget process earlier this year. As a result, Stephens’ job will now be considered full time. The extra time will be well utilized, Deakin said. “It mean faster responses to enquiries, extended coverage for the economic development office and greater ability to take part in opportunities that market the city,” he added.
There was $50,000 earmarked during last January’s city budget process towards adding a halftime employee or extending Stevens to full time. At the time, director of corporate service Theresa Kingston said that some of that money could go towards benefits and expenses usually given to full-time but not part-time employees. reporter@albernivalleynews.com

The 51st annual Alberni Valley Kennel Club dog show is happening Oct. 16—18 at Glenwood Centre. This year in addition to three conformation shows, (one each day Friday through Sunday) the club will be hosting a special Breeders Forum to let the dog show people show off their dogs and help the public learn about the different breeds from 5:30—7 p.m. on Saturday, Oct. 17. “We love showing off our dogs to the public but sometimes we’re busy grooming or showing when the show is going on so we thought a special event would let us focus on helping people learn about their favourite breeds,” says Lisa Tremblay, president of the club and show secretary. Breeders will set up in the main show ring with their dogs and allow the public to come in and meet the dogs and talk to the breeders and handlers about the different dogs. Some of the breeds that will be featured include Afghan hounds, bulldogs, smooth collies, Labradors, miniature schnauzers, Finnish lapphund, Tibetan spaniels, Welsh Corgi Pembroke, Portuguese water dogs and Nova Scotia Duck Tolling Retrievers. The TransPacific Partnership agreement doesn’t resolve Canada’s longrunning dispute with the United States over softwood lumber, or remove restrictions on log exports from B.C. Prime Minister Stephen Harper said the Canadian government would like to renew the Canada-U.S. softwood agreement, expired as of Thanksgiving Day. It’s a side deal outside the North American Free Trade Agreement, and it won’t be covered by the Pacific Rim trade deal either. “Obviously we would like to see this agreement move forward, and I think industry on both sides of the border would, but for reasons that were not entirely clear, the American administration hasn’t seen it that way,” Harper said in an interview with Black Press. “In terms of forestry, what the TPP does do is provide new tariff-free access to many Asian countries, including enhanced access to the Japanese market.” Restrictions on log exports from B.C. are also not eased by the TPP, which includes Japan, Malaysia, Vietnam, New Zealand and Australia. FOSTER, Beverley passed away in Victoria on Thursday October 1, 2015 at the age of 85.
Predeceased by brother Norman and sister Rose; Beverley is survived by her loving husband Melvin; children, Shannon (Steve), Debra (Paul), John (Deb), and Lisa (Scott); grandchildren, Michael, Nathan (Marla), and Dana (Alex); great-grandchildren, Samantha, Brittney, and Lennon; as well as nieces, nephews and extended family. Bev came to the Alberni Valley at a young age in the late 40s. She worked seasonally at Woodwardâ&#x20AC;&#x2122;s candy counter and Marjorieâ&#x20AC;&#x2122;s Clothing. Bev was known for having a wonderful singing voice. She sang at some of the local theatre productions, most notably as Dorothy in the Wizard of Oz and even at her own wedding when she sang â&#x20AC;&#x153;Canâ&#x20AC;&#x2122;t Help Loving that Manâ&#x20AC;?. One of Bevâ&#x20AC;&#x2122;s joys was travel. She travelled to Spain and England, as well as 17 trips to Hawaii and later on to Yuma, Arizona. Prayers will be held 7:00pm, Friday, October 16, 2015 from the Chapel of Memories Funeral Directors with a Memorial Mass at 11:00am on Saturday, October 17, 2015 at Notre Dame Roman Catholic Church with Father Stephen Paine officiating. Gail Vigrass
Gail Vigrass passed away on Wednesday,
September 30, 2015. She had a peaceful passing at home surrounded by her family. Gail is survived by her husband John, her four daughters Lori (Gary), Michelle (Kerry), Kristina and Erin (Kyle) as well as her grandsons Scott, Daniel and Michael, her sister-in-law Sharon (Roy) and her nephew Eric (Leah). Gail was a devoted wife, a loving mother and loyal friend. She was active with the Jehovahâ&#x20AC;&#x2122;s Witnessâ&#x20AC;&#x2122; and was very strong in her faith. She was a beautiful, kind, generous and gentle woman who will be missed by everyone who had the opportunity to share her life. It is with sadness we mourn the passing of Ray. He succumbed to his battle with Parkinson and Dementia. Predeceased by his Dad Andrew (1981), his Mom Theresa (1998), Niece Sharon Eichenlaub (1984), Aunt Rose Ganie (1997). Aunt Barbara Volk (1997). Ray is survived by his loving wife Neena of 43 years, and son Todd. Brothers, Leo (Vicky, deceased 2014), Mervin (Ex-Doris); Sisters Carolyn (Tom, deceased), Angela (Fred, deceased 1998), Anne (Ed) and many nieces and nephews all living in Alberta and Saskatchewan. Ray was born in Wilkie, Saskatchewan. His family farmed wheat in Tramping Lake, Sask. Ray moved to Port Alberni January 13, 1969 and started work at APD January 17, 1969 and worked there until his retirement March 30, 2011. Ray was very avid about his job and his co-workerfriends. Ray was a passionate Bulldogs fan, enjoyed skiing, wood working, hiking and coached a successful minor league softball team for ten years. He was a superfan of the Saskatchewan Roughriders, Toronto Maple Leafs, New York Yankees, and Greenbay Packers. No service as per Rayâ&#x20AC;&#x2122;s request. Cremation has taken place.

The Alberni Valley Bulldogs have added strength both on the wing and the blueline with some player moves. Forward Chris Sarault (b. 1997) joined the team last week from Moncton, NB. He was drafted in the eighth round (131st overall) in the 2013 Quebec Major Junior Hockey League draft by the Saint John Sea Dogs. Most recently he won a AAA midget league championship with the Moncton Flyers, scoring 10 goals and adding 13 assists in 20

Celebs coming for Unity hoops The Harlem Dreams are coming to town for the annual Unity Celebrity Basketball game this year on Friday, Oct. 23 at the Alberni Athletic Hall. Jericho Road Church youth pastor Harold “Lefty” Williams has invited an entire team of celebrities this year, who will play against a team of Alberni Valley celebrities. The game is part of the Dare 2 Dream
Initiative. Williams, a former Harlem Globetrotter, will play for the Harlem Dreams. He said fans of the Unity game will be happy to see Roadrunner will be back, and Lynks is a former Washington General—the team that plays the Globetrotters. Tickets cost $15 at the door. Devoin works as a session musician and educator in her burgeoning Nanaimo studio, and can be heard playing jazz, R&B, bluegrass (Hub City Ramblers), and prog rock (Eleanore) around the West Coast.
