NDP’s Cannings wins South Okanagan-West Kootenay riding BY SHERI REGNIER Times Staff
The red wave that swept across the country last night didn't flow into the newly formed South Okanagan-West Kootenay (SOWK) riding. This area remained orange for a fourth straight federal election while the Liberals took hold of most of Canada. NDP Richard Cannings was declared the winner after garnering 18,262 votes from 239 of the 276 polling stations. By 9:45 p.m. Cannings had arrived to the celebration at his Penticton headquarters. “I pledge to not only take your concerns to Ottawa, but also to seek out your ideas on how we can this a better place to live,” Cannings told the crowd. “Together we can build a better country and a Canada we can be proud of once again.” Liberal Connie Denesiuk held second place with 14,270 votes, followed by Conservative Marshall Neufeld with 14,012, Samantha Troy from the Green Party, 2,159 and Independent Brian Gray, 329. While the new electoral boundaries didn't affect the local outcome, the new Kootenay Columbia Riding had a very tight race, with Conservative David Wilks battling NDP Wayne Stetski. Electoral boundaries in the West Kootenay and Okanagan have changed many times throughout the years, but no matter where the Greater Trail area has fallen in the mix, its Member of Parliament has been either NDP or Conservative. The exception is Jim Gouk, a threeterm MP who held the seat for the Reform Party from 1993 to 2000 in what was then the Kootenay West-Revelstoke riding. A boundary change moved the region into the West Kootenay-Okanagan riding that year, with Gouk retaining the position for the Canadian Alliance Party until 2003, and finishing his political career as a Conservative in 2006. Since then, Atamanenko won the seat by a large margin, serving as NDP MP for B.C. Southern Interior until his retirement earlier this year. Notably, there's never been a Liberal MP since the Kootenay West riding was created in 1914. (Kootenay West was abolished in 1987 when it merged into Kootenay West-Revelstoke).

Green Leader Elizabeth May was also re-elected on Vancouver Island. The New Democrats were decimated, dropping below 40 seats after entering the election with 95. Mulcair had a tough fight just hanging on to his own Montreal seat. The campaign, which began on a sweltering August long weekend with the country firmly Conservative blue, ended under a threat of October frost and a Liberal red tide. The shocking Liberal onslaught opened on the East Coast, where Liberals were on track for a remarkable sweep of all 32 Atlantic Canada seats, before rolling into Quebec and Ontario and Manitoba. ambitious commitments to Canadians and Canadians will have high expectations for their next Parliament.” Harper called the extraordinarily long, 78-day election on Aug. 2 hoping to become the first prime minister since Sir Wilfrid Laurier in 1908 to win four consecutive mandates. However with all opposition parties vowing not to work with him after Monday’s election, it was apparent that only a very strong Conservative minority or a Tory majority would keep Harper on as prime minister. While the new fee structure may fall in line with today's standards, the sudden jump still doesn't sit well for Ben Postmus, coordinator for the local Special Olympics. a path that makes me feel uncomfortable.” Changes to the rental policy surfaced when it made the “long list” as a potential budget item in March. The trustees briefly reviewed the rental policy, which states rentals are to be at no extra cost to the board and that rates are set annually. The board’s rates have remained stagnant for many years, beyond an added $30 administration fee tacked on in 2013. The estimated $10,000 rental revenue line also became part of the “administrative savings” submission to the Ministry of Education when SD20 was tasked with finding about $210,500 in administrative savings for the 2015/16 budget cycle, which will punch up to nearly $392,000 come next year. Under the new rental rate structure, the board currently has an estimated $17,000 in billable rentals for September until December of this year.

s the dust settles from Monday’s federal election, to paraphrase former prime minister Kim Campbell, it’s time to talk about serious issues again. The Conservatives were hoping to make 2015 a free trade election, by signing onto the world’s largest trade deal at the end of July. But things didn’t go as planned at the talks in Maui, and Canada was among the players that walked away from the Trans-Pacific Partnership table at that time. Then came five days of round-the-clock negotiations in Atlanta, with the U.S. pushing for a deal with Japan, Korea, Australia and other Pacific Rim powerhouses to normalize trade in 40 per cent of the world’s economy. And the TPP came together at the end of September. Canada and B.C. essentially got what our govern-
ments were demanding, which was broad access to Pacific Rim markets and continued protection for nearly all of domestic dairy, poultry and egg markets. Also preserved was B.C.’s regulated market for logs and U.S. lumber sales. The 200-kg gorilla of the TPP burst out in the heat of the election campaign, and the Kim Campbell rule was demonstrated again. Much of the discussion revolved around alleged secrecy, as the legal text of the deal won’t be out for some time to come. Protected farmers downed their pitchforks, counting their blessings, and their guaranteed compensation. The NDP was forced to come out against the TPP, as it was against trade deals with the U.S., Mexico, Europe and others. But it’s getting lonely for them as the rest of the world moves on.

Within days of the TPP deal, the World Bank issued one of its periodic reports on “extreme poverty,” which it defines as an income of less than $1.90 U.S. a day. And 2015 is the first year when fewer than 10 per cent of the world’s people remain below this global poverty line, down from 12.8 per cent in 2012. It’s easy for comfortable First World folks to protest conditions in running shoe and cell phone factories in India
or China, but the graph of extreme poverty in those countries shows steep decline since 1990. Trade and technology are lifting up the poorest of the world. For B.C., withdrawing from Pacific Rim trade is unthinkable. We worry a lot about lumber and copper and natural gas, but the TPP also opens up huge markets for services, where much of our economic future awaits. The question for us is simple. Can we compete in health sciences, engineering, architecture, digital media, and information technology? Do we want to? The TPP doesn’t change B.C.’s dependency on the United States. As with NAFTA, our vital lumber trade remains under a separate agreement, which expired on Oct. 1. I’m told by federal and provincial officials that at this stage, the U.S. isn’t even taking our calls
on the softwood lumber agreement, which Canada and B.C. want extended. Americans are preoccupied with the TPP and domestic politics. After decades of bitter legal actions from the American industry, the latest softwood deal has provided a rough peace. It set a floor price for B.C.’s allegedly subsidized lumber exports, with an export tax collected by Canada when the price went below the floor of $355 per thousand board feet. That money went back into our government general revenue. Higher prices meant no export tax was collected through 2014 and early 2015, and only five per cent as of September. Now that the agreement is expired, by default we have actual free trade in lumber for up to the next year. Tom Fletcher is legislature reporter and columnist for Black Press.

THE CANADIAN PRESS TORONTO - Amanda Lang is joining Bloomberg TV Canada. The soon-to-be-launched business channel says Lang will produce and host a half-hour show called “Bloomberg North.” The weekday series will dissect local and global business news and is set to debut early next year. Lang joins the channel from CBC-TV where she filed reports for “The National.” She also hosted the daily business series “The Exchange with Amanda Lang” on CBC News Network.

It is a lovely facility whose walls are alive with hockey history to be cherished. My point in writing today is to let you know that while we were in the Cominco arena,
our reception from the fans was wonderful. Many Smokie fans came over to us and welcomed us to Trail, and thanked us for coming all that way. They really did make us feel at home, and made our evening watching hockey a great one. The BCHL is one of the best and most competitive hockey leagues on the planet and what a great way to spend an evening watching two great teams like the Silverbacks and Smokies compete for the win. Czechoslovakia and the parts of Germany (about a fifth of its current area) that had been given to Poland by the victors. Between 1945 and 1950 some twelve million German refugees arrived in Germany – a Germany that had been bombed flat and was desperately poor. Even food was scarce in the early post-war years. But the Germans took the refugees in, shared what they had with them, and together they gradually pulled their country out of the hole it had dug for itself. Germans don’t like to dwell on this period of their country’s history, but it hasn’t been forgotten. Indeed, one-fifth of today’s Germans are those now elderly refugees and their children and grandchildren. Deep down Germans have an understanding of what it is to be a refugee that no other Western Europeans can share. Does this explain why Merkel did what she did? Nobody can say except herself, and she isn’t saying. She certainly hasn’t been a strong advocate of largescale immigration in the past. But she grew up in the town of Templin in northern Brandenburg, in what was then East Germany. When she was a child and a young woman, that area, not very far from the new Polish border, had a population that was 40 percent refugees. Does their own refugee heritage explain why half of Germany’s 80 million people still support a policy that, so long as it lasts, will be adding one and a half million more non-German-speaking Muslims to the country’s population each year. Arthur Cleveland Cowland “Cleve”
99, of Rossland BC passed away peacefully in his sleep on October 14, 2015. He was born in Neepawa Manitoba on June 24, 1916 to the late Arthur John and Olive Cowland (Reece). Cleve worked as an Operator for Teck Cominco for many years from where he eventually retired. Cleve spent his youth growing up in Melville, Saskatchewan and playing hockey was his passion. He came to Rossland in 1935 to play hockey for the Trail Smoke Eaters. Cleve served in the R.C.A.F. during WWII. When he returned from the war he was given an offer to play for the Montreal Canadians Hockey Club in 1945 but chose to stay in Rossland and marry the love of his life Thelma Cowland (Kozamaki). He remained married to Thelma until her passing in 2003. He had a very kind heart and was always donating his time to helping his community. Cleve is survived by his granddaughter Tamara; great granddaughter Tiana; and son-in-law Phillip. He was predeceased by his wife, Thelma and daughter Cheryl. A service will be held at the Rossland United Church on October 23, 2015 at 11:00 a.m. Relatives and friends are welcome at the service. Al Grywacheski of Alternatives Funeral and Cremation services has been entrusted with the arrangements. In lieu of flowers, the family is requesting donations be made to Canadian Red Cross Help, Trail branch, 1238100 Rock Island Hwy, V1R 4N7. in the early hours of October 9th after a brief illness at the age of 82 years. Predeceased by her parents Erminia and Mario and survived by her husband and constant companion of 42 years John, as well as brother in law Lou, sister Inka Sandulak, many nieces, nephews and cousins. Rachele was a charismatic and highly energetic person who found her passion in teaching and was well known in the community as an elementary school teacher at Warfield School. Not a day went by without her mentioning one or two of her many memories of the students she taught in Trail as well as Hazleton. Her love of animals was legendary, demonstrated by her work placing rescued Greyhounds into adoptive homes. She loved watching the wildlife near her beautiful log home, built by herself and John. The day before her passing, the wild turkeys and a Stellers jay returned as if to say goodbye. She appreciated the help from many in recent years as cancer impacted her life. Thank you to her excellent medical support staff especially the hospital nursing staff and physicians (including but not exclusive to) Dr. Purcell, Dr. Scotland and Dr. Houde. In Rachele’s words... “Friends and relatives, more than I can remember, all played a part in shaping my life, and now, more than ever my doctors and care people. To them and others, no words of praise are adequate, suffice it to say, Thank You and May God Bless you All.” A funeral mass will take place at Holy Trinity church in Trail on Thursday, Oct 22 at 10:30 a.m. A reception will be held in the church hall immediately following the mass. Private interment will be carried out at a later date. In lieu of flowers donations to your charity of choice would be appreciated.

We are deeply saddened to announce the passing of our beloved Linda, after a long and courageous battle with cancer. She was born May 10, 1954 in Trail and came to rest October 6, 2015 in Kelowna with her family by her side. She is survived by her loving husband of 43 years, Glen, and their 2 children, Jeremy and Nicole of Calgary and grandson Brayden. She will also be dearly missed by her mother Elsie, sister Debbie (Ken), brother Darryl (Pam), and aunts and uncles and many nieces and nephews as well as her extended Plamondon family. Allen W. Dixon Born May 19, 1917deceased Oct. 15 at Popular Ridge, where he resided for the last 9 months. He was born in Rossland, B.C. Predeceased by his wife Lucy, son Bob, daughter Merina (Cookie) daughter-in-law Harlene, grandson Todd, brothers Robert (Olive), Harry (Vi). He is survived by his son Ken (Irene) & daughter Darlene (Dolly), grandchildren, Shane, Shawna, Bree, Lisa, Randy, and Sherrie, and great- grandchildren, Jordan, Tarryn, Karly, and Donald, and son-in-law Graham (Shirley). He worked at Cominco for 43 years in the fertilizer plant. Also worked for his brother Bob in his garage, and worked for Ted Davies on the wrecker. Drove truck for R&O trucking. Was one of the first to log the face of Red Mountain by horse. He was a beautiful downhill powder skier, and was instrumental in cross country skiing and helped groom the trails with Ritchie Mann. He was a member of the Rossland Eagles for 68 years and also a member of the Rossland Legion, he also was an executive member of Rossland Warrior hockey team. He will be sadly missed by all. The family would like to thank all the staff at Popular Ridge for all their care and special treatment of Dad. A gathering of friends and family will be held at the Rossland Eagles- Friday, Oct. 23 at 3:00 p.m. to remember Dad.

Up until a few years ago, Kimberley was free of Columba livia domestica, the domestic pigeon. But suddenly, you could spot one or two in town, and now you can seldom walk through the Platzl without seeing them. At their regular Council meeting last week, Council was asked by a local business owner, Michelle Forbes, of City Bakery, to do something about people feeding pigeons in front of hers and a neighbouring business. Forbes says feeding attracts more and more pigeons. “Initially there were three or four pigeons, which is not a problem, but as he has persisted feeding the pigeons every morning, this has grown to about 30 birds that have taken up roosting on the bakery roof and surrounding roofs. This is a health issue, as the large number of birds leave bird feathers and droppings, with feathers ending up inside of food establishments, which could actually have businesses shut down.” Forbes told Council she had spoken with the bylaw officer and City staff, but doesn’t feel there is a satisfactory solution yet. She believes pigeons should be added to Kimberley’s Do Not Feed Wildlife Bylaw. Council discussed where pigeons fell into the wildlife bylaw. “How broad is the bylaw? We’re going to review that,” Mayor Don McCormick said.

Deadmarsh named to AVs 20th anniversary team
By Times Staff Fruitvale native Adam Deadmarsh was voted to the Colorado Avalanche’s 20th Anniversary Team as selected by the fans. In celebration of its 20th Anniversary Season, over the past month fans went online to vote for the top 20 Avs players from the past 20 years. Players were named to the team according to the following criteria: • Their jersey number was retired (Sakic 19; Forsberg 21; Roy 33; Foote 52; Bourque 77); • They are a forward or defenseman who played at least 246 regular-season games in an Avalanche sweater (equivalent of three full seasons); • They are a goaltender who played a minimum of 75 regular-season games in an Avalanche sweater. Deadmarsh played six seasons with the Avs, that included 405 regular season games, 129 goals and 142 assists to go along with 667 penalty minutes. The Quebec Nordiques drafted Deadmarsh in the first round, 14th overall, in the 1993 NHL entry draft. The franchise moved to Denver to become the Avalanche for the 1995-96 season, and in the club’s first season in Denver, Deadmarsh and the Avalanche won the Pacific Division and went on to sweep the Florida Panthers in the Stanley Cup Finals, becoming the first NHL team to win the Stanley Cup in the season following a relocation. The Avs have won two Stanley Cups, the other in 2001, and nine division titles. A total of 12 forwards, six defensemen and two goaltenders were named to the 20th Anniversary Team including forwards: Matt Duchene, Valeri Kamensky, Joe Sakic, Peter Forsberg, Claude Lemieux, Milan Hejduk, Stephane Yelle, Paul Stastny, Chris Drury, Alex Tanguay, and Gabriel Landeskog. Defensemen: Rob Blake, JohnMichael Liles, Erik Johnson, Sandis Ozolinsh, Adam Foote, and Ray Bourque. Goaltenders: Semyon Varlamov and Patrick Roy. The 20 players will be honoured in a special on-ice ceremony before Colorado’s contest against the Minnesota Wild on Dec. 7.

THE ASSOCIATED PRESS LOS ANGELES - Scare-seeking audiences preferred the family-friendly “Goosebumps” over the gothic horror of Guillermo del Toro’s haunted house pic “Crimson Peak” two weekends out from Halloween. Sony’s “Goosebumps,” based on the popular book series, earned $23.5 million out of the gates to take the first-place spot, while del Toro’s “Crimson Peak” languished at fourth with $12.8 million. “Goosebumps” also managed to beat “The Martian” by a hair, pushing Ridley Scott’s space adventure to the second-place spot for the first time in its three-week run with $21.5 million. Starring Jack Black as author R.L. Stine, “Goosebumps” cost a reported $58 million to produce. Audiences, 59 per cent of whom were under the age of 25, gave the film a promising “A” CinemaScore, and reviews have been mostly favourable for the PG-rated pic. The Halloween-timing didn’t necessarily help “Crimson Peak,” though. The Legendary film, distributed by Universal, failed to attract a significant audience in its debut. Those who did turn out gave the film a lousy B- CinemaScore. It’s one of del Toro’s lowest wide openings; 1997’s “Mimic” earned only $7.8 million in its first weekend in theatres. Also on the lower end, Steven Spielberg’s well-received cold-war thriller “Bridge of Spies,” meanwhile, debuted in third-place with $15.4 million from 2,811 theatres. Despite the PG-13 rating, audiences for the $40 million film starring Tom Hanks were overwhelmingly adult. An estimated 88 per cent were over the age of 25, according to a Rentrak survey. “Beasts of No Nation,” meanwhile, failed to ignite a day and date revolution. The film, produced by Netflix, debuted simultaneously on the streaming platform and in theatres Friday. Its earned only $50,699 from 31 theatres for a lacklustre $1,635 per theatre average. Internationally, “Ant-Man” opened in China to $43.2 million, bringing its global take to $454.6 million. Disney recently announced that a sequel is in the works for 2017.

Tracy Morgan returns to host ‘Saturday Night Live’ THE ASSOCIATED PRESS NEW YORK - Tracy Morgan returned to a familiar stage, hosting “Saturday Night Live” in his first appearance on the show since a vehicle crash that left him in a coma. “I was in a terrible car accident more than a year ago. It was awful, but it also showed me how much love and support I have in this world,” the comic said in his opening monologue. “People are wondering, ‘Can he speak? Does he have 100 per cent mental capacity?”’ he asked. “The truth is, I never did. I might even be a few points higher.” In one sketch, he was joined by “30 Rock” co-stars Tina Fey, Alec Baldwin, Jane Krakowski and Jack McBrayer. Fey broke character to inject a serious note: “We’re so happy you’re OK. We’re even happier you’re ready to make people laugh again.” Morgan suffered severe head trauma in June 2014 when a truck on the New Jersey Turnpike slammed into the back of the limo van he was riding in. Comedian James “Jimmy Mack” McNair, a mentor of Morgan’s, was killed in the crash. Morgan suffered head trauma and was in a coma for two weeks. Three other passengers suffered serious injuries.
‘Downton Abbey’ final season to begin in January THE ASSOCIATED PRESS NEW YORK - The final season of the popular British drama “Downton Abbey” will begin on Jan. 3, leading up to a finale on the first weekend of March, PBS announced Monday. The show has been both a creative and ratings triumph for the network. On the Sunday before its final episode, PBS will air a marathon of the season up to that point and a behind-thescenes program on how the show was made. The network will also try to use “Downton Abbey” as a launching pad for “Mercy Street,” a Civil War drama premiering on Jan. 17 directly after an episode of the outgoing hit. PBS also has a new two-part Ken Burns documentary on Jackie Robinson that will premiere in April to coincide with the start of a new baseball season.

Dear Annie: My family is very dysfunctional because of my mother’s poor parenting and her history of playing favorites. I maintain minimal contact with my siblings. One of my sisters is very controlling and has always manipulated my mother to get what she wants. She’s my mother’s “golden child.” A number of years ago, this sister took all of the old family photos from my mother’s home. Mom says she only borrowed them. Knowing my sister, I was concerned that the family would never see those pictures again. I recently decided to ask my sister to let me have the pictures so I could go through them, make some enlargements and copies, and write down some names and dates. My adult children also have expressed interest in having access to the pictures, as they have never seen them and would like to know about their family’s history. My sister lives four hours away, and I offered to pick them up.

- “Nice to Eat You”: This toothy door is simple but effective. From a sheet of white craft foam, cut a row of teeth that will fit across the top length of your door. Cut two large eyes from yellow craft foam and pupils from black craft foam. Staple the pupils to the eyes. Staple removable-foam mounting squares to the backs of each shape (FamilyFun used two squares for each eye and three near the top of the teeth). Adhere the eyes directly above the doorway and set the teeth so they hang from the inside of the frame or attach directly to the door. - Eyes Everywhere: Cut pupils out of black felt and attach to white Styrofoam half-spheres (available at craft stores and online). Use removable tape to stick spheres to the front door, according to this Woman’s Day craft. Make smaller “eyes,” attach them to skewers and stake them into potted greenery around the door. - Monstrous Wreath: FamilyFun says this wreath “will keep an eye (or 10) on your kids.” Cut out the flat centre from a plain, white paper plate. Paint the remaining outer piece of the plate and let dry. Cut eight to 10 teeth from the discarded centre piece; glue the teeth to hang from the inside top of the ring into the open centre. Glue large and small white pom-poms (or cotton balls) onto the plate, then glue black paper circles for pupils on each pom-pom. Cut out and glue on two yellow paper horns at the “head” of the plate. - Googly-Eyed Wreath: Use a hot-glue gun to cover a white foam wreath with pingpong balls, building up layers so the wreath is fully covered. (It takes 2 to 3 bags of pingpong balls, bought online or at a sports store, says HGTV’s Smith.) Attach a small or large googly eye to each white ball. Attach the wreath to the front door with a metal or plastic hanger (rather than wrapping it in ribbon) to keep the wreath intact. “If you store it flat (so the balls don’t dent), it never goes bad,” says Smith.

These nine do-it-yourself projects are simple enough to be done by kids with an adult’s help, and use easy-to-find supplies. “The door to your house is basically the entrance to Halloween,” says Susan Spencer, editor in chief of Woman’s Day magazine. “It shows off your creativity.” Just keep Halloween decorating fun and spooky, not truly scary or gory, says Camille Smith, HGTV’s managing editor. “You want it to be family-friendly,” she says. “There’s nothing worse than having a toddler scared.” NEW USES FOR POPULAR SYMBOLS - Pumpkin Patch: Turn the front door into a giant, welcoming pumpkin. Cut orange wrapping paper and attach it to the front door. Cut oversize jack-o’-lantern features from sparkly gold wrapping or other paper and attach them to the orange paper with double-sided tape. To accent the door, place pumpkins of various sizes, shapes and colours on the stoop or porch. - Cat’s Eyes: Transform a string of orange lights into black cats, and ring them around the front door or windows. Download a template from FamilyFun magazine (familyfunmag.com/printables) and trace the cat-head shape onto black card stock (marking where the eyes are). Cut out several heads and use a hole punch to make the eyes. Insert bulbs from a string of electric lights into the holes. Laminate the blackcat cutouts against weather, or hang the lights indoors so they’re viewable from outside. - Skeleton bones: Take apart several large plastic skeletons and “frame” the front door with the bones. Use double-sided tape to attach them or wire them together like a garland. Add a string of lights or orange-and-black ribbon, says HGTV’s Smith. ALL EYES ON YOU
