Quesnel real estate prices remain strong AUTUMN MacDONALD Observer Reporter Despite some economic uncertainty, the Gold Pan’s real estate numbers remain strong. By the end of September, 224 properties worth $43 million sold through MLS compared to 216 properties worth $42 million to the end of the third quarter of 2014. Half of the 101 single family homes sold so far this year, sold for less than $203,000 and took, on average, 87 days to sell. Also changing hands this year were 26 parcels of vacant land, 55 homes on acreage, seven manufactured homes in parks and 17 manu-
factured homes on land. At the end of September there were 297 properties of all types available for purchase through the MLS. “Given the slump in energy prices and overall economic lull, it is reassuring to see the overall numbers for the British Columbia Northern Real Estate Board (BCNREB) are holding strong,” BCNREB vice-president William Lacy said. “Certain areas have been hit harder, but other areas are showing increases in prices and overall activity to create a balanced result through the third quarter of the year. “With predicted increases

in global activity, and growth predicted for B.C. in the coming quarter, we are looking for a solid close to the year and for increases to resume throughout next year. “Also, with potential boosts to the northern markets via large energy projects, this may be an opportunity to take advantage before the next upswing in the market.” In comparison, Williams Lake saw 293 properties totalling $62 million to the end of September compared to 317 properties worth $74.8 million last year. 100 Mile House saw 289 properties worth $68.4 million have changed hands,
compared to 270 properties worth $56.9 million to the end of September in 2014. In the City of Prince George, to the end of September, 1,127 properties worth $291.7 million changed hands, compared with 1,157 properties worth $281.6 million last year. “The Quesnel area is always an attractive destination because of the wonderful quality of life offered in comparison to the prices of real estate,” Lacy said. “Unfortunately, there will be ups and downs in the market prices, but owning your own home always makes sense in the long run.”

The Cariboo Chilcotin Coast Toursim Association (CCCTA) 2015 Summit and AGM began with a bang as two buses transferred attendees to Hallis Lake for an opening reception, complete with trail rides and a walk to the water’s edge via the low mobility trail. This event was, in part, planned by Larissa Mueller who will be going into next year, assisting the Quesnel Downtown Association (QDA) and the Quesnel Community and Economic Development Corporation (QCEDC) plan projects. The partnership between the QDA and QCEDC successfully secured nearly $20,000 in provincial Community and Employer Partnership funding and Mueller, the project participant, has already helped plan the welcome reception at Hallis Lake. She is gathering skills in office administration, research and project management. Mueller will also help write an event planning guide and plan a mural for the QDA’s 25th anniversary in the new year as well as secure an anniversary logo. She will also plan a two-day itinerary for visitors to Quesnel who arrive on the Rocky Mountaineer train. A database of successful outdoor events and street activities will also be created. “This project to me is a way to gain experience and training in a field I would like to continue to learn and grow in and to hopefully one day make my career,” Mueller said. Cariboo North MLA Coralee Oakes, Quesnel Mayor Bob Simpson and local Skyfest organizer Barb van Halderen, who was the guest speaker, addressed the gathering. With entertainment, a bonfire and s’mores bar, the evening wrapped up with buses returning the attendees to the Quesnel Legion for the balance of the Summit and AGM proceedings.

Barkerville’s ‘season of sesquicentennials’ successful National Historic Site attracts record-setting numbers The 2015 Barkerville season resulted in a recenthistory attendance record of 60,371 visitors between May 15 and Sept. 27. It was the first year since 2010 that Barkerville has exceeded 60,000 guests. A variety of factors impacted attendance, including a number of recent improvements to the town and park, amplified earned-media and marketing strategies, and increased overall provincial tourism numbers. Three sesquicentennials (150th anniversaries) were also celebrated in Barkerville this season: • The completion of Cariboo Waggon Road (spelled with two Gs in 1865); • The first edition of Barkerville’s Cariboo Sentinel newspaper (June 6, 1865); and • The first performance of the Cariboo Amateur Dramatic Association (June 17, 1865) In addition to Barkerville’s three sesquicentennial anniversaries, the Barkerville Heritage Trust (BHT) celebrates its 11th “birthday” on Oct. 29, 2015. The BHT is Barkerville’s operating
and managing partner, working with the government of British Columbia, Barkerville’s owner and statutory
guardian. “Having managed Barkerville for more than a decade now, the Barkerville Heritage Trust would
like to thank all of our visitors, partners, and supporters for contributing to the continued success and sustainability of

Committee News As Council’s Financial Sustainability and Audit Committee (FSAC) works toward achieving our goal of reducing operating expenditures in the City, more difficult decisions have been made. We brought to Council our suggestions around garbage pickup reductions and closing the landfill one day a week. Mondays were chosen as most Stat holidays fall on Monday and therefore more savings would be achieved. Changing to bi-weekly pickup of garbage will enable the City to extend the life of the landfill as it is hoped more people will recycle as much as possible. There is evidence of increased recycling and we hope for that trend to continue. Some will find this change more difficult than others depending on many factors. We are conducting a comprehensive review of our waste management system and this will help with our future planning for the landfill site and our waste management and recycling programs in general. FSAC is a Standing Committee of Council that meets regularly and our focus has been on the 2016 budget this past year. I am proud of the work that has been done to meet the shortfalls seen in previous years. No longer is a status quo budget acceptable. We continue to look for savings at every opportunity. Sustainability is also a challenge we have to achieve. With continued diligence shown towards the budget, landfill operations, economic development, taxation, etc. and the effort and understanding of the residents we will make Quesnel financially sustainable. The Tourism and Civic Pride Committee, which I also serve on, continues to work towards marketing, infrastructure and cultural planning for the City. There are many action items that we have targeted for the future. I just returned from Northern Exposure, a conference bringing together industry and municipal representatives from around B.C. The focus was to increase tourism through many different cultural experiences. Some great ideas for Quesnel were mentioned. This is an exciting and challenging time in our city and there is a lot of hard work and decisions taking place. With continued hard work, and your patience and understanding, we will reach the goal of a strong sustainable community together.

B.C.’s tough drunk driving penalties upheld Supreme Court okays roadside prohibitions JEFF NAGEL Black Press
impaired driving.” Roadside penalties have largely supplanted criminal investigations and prosecutions for impaired driving in B.C. The amount of time and money expended on drunk driving cases in the courts and by police is down because of the nearly 70 per cent drop in impaired charges. Police still pursue criminal charges in cases of injury or death due to drunk driving. Defence lawyers have criticized the immediate roadside prohibitions as a de facto decriminalization of most cases of impaired driving. Although drivers who are caught and punished at roadside face stiff sanctions, they do not usually risk an impaired driving conviction and criminal record. Also before the courts was the constitutionality of the compulsory demand to provide a breath sample or face roadside penalties. A majority of Supreme Court justices said the original 2010 provision did violate the Charter of Rights protection against unlawful search and seizure.
Canada’s top court has upheld B.C.’s tough system of roadside penalties for impaired drivers, including vehicle impoundments, stiff fines and immediate 90-day licence suspensions. The Supreme Court of Canada handed down twin judgments Friday that back key elements of the provincial government’s policy after it was challenged by motorists. Justices said there was “no doubt” automatic roadside prohibitions are within the province’s jurisdiction and a valid regulatory measure. They rejected the argument of opponents that the penalties effectively create an offence that requires a right to a fair trial, not an instant decision by police after a failed blood-alcohol reading on a portable device. The court found the province’s “pressing and substantial” goal of enacting the scheme “was not to oust the criminal law, but rather to prevent death and serious injury on public roads by removing drunk drivers and deterring

The province amended its law in 2012 to allow drivers who fail a roadside breath test to take a second test – the lowest of the two readings is used – and created a process for them to appeal driving prohibitions. “Our belief is that the amendments our government made in June 2012 already address the constitutional issues noted in the court’s decision,” B.C. Justice Minister Suzanne Anton said. It’s not yet clear if drivers penalized in the first two years of the program could be compensated. Anton welcomed the ruling, adding immediate roadside prohibitions have been “very effective” and have saved an estimated 260 lives over the past five years.
“People are learning from them, they’re not drinking and driving as much,” Anton said. “As soon as you blow that warn or that fail you will be penalized. And that is what deters people from drinking and driving. That’s what keeps our roads safe.” Defence lawyers
intend to continue to challenge elements of the B.C. law that were not addressed by the top court. About 18,000 roadside prohibitions are issued each year and about two per cent are successfully challenged through the review process.

Quesnel Visitor Centre I love calling Quesnel home. I always feel so lucky to live in such a close-knit, friendly and welcoming community that offers a variety of activities for residents and tourists alike. As a long-time resident and past manager of the Quesnel Chamber of Commerce, I’ve seen how support from organizations like the Quesnel Visitor’s Centre help build our local tourism economy, help create successful events and, as a result, help keep our community strong. The Quesnel Visitor Centre, at 703 Carson Avenue, has gardens, a park for kids to play, picnic tables, a museum a splash park and Wifi. With professional visitor counselling, community information, provincial itinerary planning, service is customized to what you are looking for. Long term plan needed
W
ith so much of the focus on the election over the past 78 days, you would be forgiven if you didn’t hear about a recent provincial court ruling involving a mother and her eight-year-old son. Last month, B.C. Supreme Court ruled that leaving a child under the age of 10 at home alone is unacceptable, regardless of the length of time. The case began after the province’s Ministry of Children and Family Development discovered earlier this year that a woman in Terrace, who was separated from her husband, had been leaving her eight-year-old son home alone between the hours of 3 p.m. and 5 p.m. each day while she was at work. According to court documents, a social worker then visited the home and informed the mother, who was not identified, that a child under the age of 10 could not be left unsupervised. The case then went before a provincial court, where the social worker argued that “children who are eight years of age do not have the cognitive ability to be left unsupervised,” and judge ruled in favour of an interim supervision order against the mother. She later appealed the case, argued that her son was mature enough to be home alone. In September, the B.C. Supreme Court upheld the lower court’s decision. The decision as to whether it is suitable to leave one’s child at home unattended should be left up to parents or guardians, who, in theory, know their child best. Besides, some children mature at an exceptional rate while others don’t. If the province is going to implement the Supreme Court’s ruling, what kind of penalties would there be and more importantly, how much good would it do for the safety of the child? The people who will be affected most by the B.C. Supreme Court’s recent ruling are low-income, single parents and while there are options such as after-school care, it can become expensive, especially for those with multiple children. With a severe daycare shortage and an ever-increasing cost of living, both the the provincial and federal governments must work together to create a long-term plan to ensure that there are affordable daycare spaces and that prevent the law from substituting one victim for another. –BP
Let’s get real about trade deals A
s the dust settles from Monday’s federal election, to paraphrase former prime minister Kim Campbell, it’s time to talk about serious issues again. The Conservatives were hoping to make 2015 a free trade election, by signing onto the world’s largest trade deal at the end of July. But things didn’t go as planned at the talks in Maui, and Canada was among the players that walked away from the Trans-Pacific Partnership table at that time. Then came five days of round-the-clock negotiations in Atlanta, with the U.S. pushing for a deal with Japan, Korea, Australia and other Pacific Rim powerhouses to normalize trade in 40 per cent of the world’s economy. And the TPP came together at the end of September. Canada and B.C. essentially got what our governments were demanding, which was broad access to Pacific Rim markets and continued protection for nearly all of domestic dairy, poultry and egg markets. Also preserved was B.C.’s
Tom Fletcher
B.C. Views regulated market for logs and U.S. lumber sales. The 200-kg gorilla of the TPP burst out in the heat of the election campaign, and the Kim Campbell rule was demonstrated again. Much of the discussion revolved around alleged secrecy, as the legal text of the deal won’t be out for some time to come. Protected farmers downed their pitchforks, counting their blessings, and their guaranteed compensation. The NDP was forced to come out against the TPP, as it was against trade deals with the U.S., Mexico, Europe and others. But it’s getting lonely for them as the rest of the world moves on. Within days of the TPP deal, the World Bank issued one of its periodic reports on “extreme poverty,”
expired on Oct. 1. I’m told by federal and provincial officials that at this stage, the U.S. isn’t even taking our calls on the softwood lumber agreement, which Canada and B.C. want extended. Americans are preoccupied with the TPP and domestic politics. After decades of bitter legal actions from the American industry, the latest softwood deal has provided a rough peace. It set a floor price for B.C.’s allegedly subsidized lumber exports, with an export tax collected by Canada when the price went below the floor of $355 per thousand board feet. That money went back into our government general revenue. Higher prices meant no export tax was collected through 2014 and early 2015, and only five per cent as of September. Now that the agreement is expired, by default we have actual free trade in lumber for up to the next year. Tom Fletcher is legislature reporter and columnist for Black Press. which it defines as an income of less than $1.90 U.S. a day. And 2015 is the first year when fewer than 10 per cent of the world’s people remain below this global poverty line, down from 12.8 per cent in 2012. It’s easy for comfortable First World folks to protest conditions in running shoe and cell phone factories in India or China, but the graph of extreme poverty in those countries shows steep decline since 1990. Trade and technology are lifting up the poorest of the world. For B.C., withdrawing from Pacific Rim trade is unthinkable. We worry a lot about lumber and copper and natural gas, but the TPP also opens up huge markets for services, where much of our economic future awaits. The question for us is simple. Can we compete in health sciences, engineering, architecture, digital media, and information technology? Do we want to? The TPP doesn’t change B.C.’s dependency on the United States. As with NAFTA, our vital lumber trade remains under a separate agreement, which

With essentially no centre lines and no fog lines on the dark, wet pavement, it was very difficult to know

‘where I was’ on the road and I was quite unnerved by what I felt were dangerous driving conditions. The next morning I called Emcon to register my concern about the fact that our highway was still without lines. The woman I spoke with listened to what I had to say and took the time to explain to me that the contract for the resurfacing of the
highway was between the paving company and the Ministry of Highways; thus Emcon was not involved in any way with this project. She did, however, say she would forward my comments to a Supervisor who may know who to contact and she then gave me the name and phone number of a Department of Highways supervisor in Quesnel. concerns – “I drive that highway all the time and it is just fine.” I’m sure he felt I was over-reacting. He did tell me that the lines would be painted by the contractor, who was from Kamloops, “when they got around to it.” In essence, he could and would do nothing about this aspect of the project which needed to be completed. This past Friday – Oct.

Remarkable! To Emcon, I say, “Thank you.” To Highways, I say, “Really? That’s the best you can do?” Sally Service Quesnel

Passed away peacefully in Dunrovin Lodge after a long illness. Survived by his sons Ron (Catherine), Rick (Audrey); his cherished granddaughters Amber, Alex; and many relatives in Germany. He was predeceased by his wife Anne in 2008. Richard and Anne arrived from Germany to Vancouver in 1955. They moved the family and their business, Main Bakery (now Quesnel Bakery) to Quesnel in 1971. The family would like to thank the staff of Dunrovin Lodge for their outstanding compassion and care received during his three years there. A private service was held. If desired, donations can be made to the Quesnel & District Hospice Palliative Care Association.

Small Business Week celebrates local businesses T
he third week of October marks Small Business Week in Canada. From the 18th to the 24th, Chambers of Commerce and other business related organizations across the country will be holding events, workshops, trade fairs, and more, to celebrate and highlight small businesses. The Quesnel and District Chamber of Commerce has close to 250 members and 89 per cent of these members are made up of Small Businesses, businesses that have less than 50 employees. With such a large portion of our membership made up of small businesses, it is important to us to celebrate these businesses and their success. The Ministry of Small Business and Red Tape Reduction has launched a Small Business Profile for the month of October. Each day throughout the month, a small business from the province is highlighted. Minister Coralee Oakes reached out to Chambers in the province to put forward a small business in their area that participate in community events and provide valuable products and services. The Quesnel Chamber chose to
submit Big Canyon Rafting for this project. Big Canyon Rafting has operated in Quesnel since 1998, rafting down the rivers of the Cariboo-Chilcotin. With many years of experience, enthusiasm and passion, Big Canyon Rafting is an asset to the community. During Small Business Week, the Chamber will hold two events, a 12@12 lunch session and our 2015 Business Excellence Awards. The 12@12 session will focus on businesses that offer services for businesses such as insurance companies, banks and financial institutions, realtors, and more. Nine owners and managers will be invited to lunch to discuss how their businesses are doing, how they are affected by changes in the economy and what these businesses consider to be challenges for our local small businesses. The 2015 Business Excellence Awards will be Oct 24th, from 6 p.m. – 9 p.m. at the Quesnel Seniors Centre. There are ten categories to be awarded including Employee of the Year, Business Person of the Year, and Business of the Year Under and Over 10 employees. A total of 56 nominations were

To recognize Small Business Month this year, Quesnel’s Economic Development team is proud to be organizing the 2nd Annual Quesnel Business Walks which will take place Oct. 27 and 30. Quesnel was one of the first communities in British Columbia to implement this program which has now received province wide attention and is recognized as an Economic Development Best Practice by the Provincial Government. The Business Walks program offers an excellent opportunity for organizations who serve the business community to listen to local business owners, identify common themes for action and bring together educational resources and municipal and provincial services for specific action plans. Along with Economic Development staff from the City of Quesnel and Cariboo Regional District, the Quesnel and District Chamber of Commerce, Community Futures North Cariboo, Quesnel Downtown Business Association, South Quesnel Business Association, Mayor Bob Simpson and members of Council, and MLA Coralee Oakes are participating as volunteer walkers. All volunteers have a vested interest in the success of small businesses and are enthusiastic about the opportunity to talk one-on-one with Quesnel entrepreneurs.
received by members of the public for this year’s awards. Previously held in February, the Chamber Board of Directors opted to move the Business Excellence Awards to October to coincide with Small Business Week to further highlight our successful businesses. The night will feature a buffet dinner, awards presentation, and entertainment by magician, Jesaja Class. Tickets for the event are $50.00 each and can be purchased in advance at the Quesnel Visitor Centre. “It is important to all of us at the Chamber that our focus is on supporting our local businesses. “We have work very hard to implement programs and services that we believe will be beneficial and valuable to our members and to the business community,” Chamber manager Amber Gregg said. “The Board of Directors are always coming up with new and fresh ideas and are not afraid to try something new and creative to accomplish our goals. We are especially proud of our Policy and Advocacy work and how we have continued to develop our procedures in this area to ensure that our voice is being heard.”

“A healthy and entrepreneurial business sector is vital to our community’s future,” said Mayor Simpson. “Annual Business Walks allow us to better understand what these significant local employers need to maximize their business opportunities, job creation potential, and contribution to our local and regional economy.” Over the course of the day, small teams of volunteers will walk from business to business to ask a few questions of business owners or managers. The questions are meant to keep the visit brief and very conversational. The goal will be to identify successes and obstacles that face the business community within Quesnel and the North Cariboo region and as a means to help businesses stay in the community and grow. Following the Business Walks, Economic Development staff will use the information gathered to prioritize projects and provide one on one support to businesses as needed. “Economic Development goes beyond investment attraction and must include business retention and expansion,” said Amy Reid, Economic Development Officer. “The Business Walks are a great way to hear about the challenges and successes of our current business community so that we can work to address these issues
for existing and prospective businesses alike.” Last year, the Business Walks program in Quesnel was a great success and welcomed by the business community. During the 2014 Business Walks, business owners identified “Location” as one of the top reasons why they chose Quesnel and 84 per cent of businesses reported a positive outlook. These statistics were highlighted in an Investment Attraction video that was produced by the Ministry of Jobs, Tourism and Skills Training in partnership with Economic Development. Quesnel’s new Relocation Guide was also developed after the 2014 Business Walks to assist businesses in attracting skilled employees. Reports were shared with participating organizations to assist them in their strategic planning. The 2014 Business Walks reports, Investment Attraction video and Quesnel’s Relocation Guide can be viewed on the Economic Development website www.quesnelinfo.com. Businesses are encouraged to share the Relocation Guide with employment candidates and in job postings. If you would like more information or to register your business to participate in this program, contact Rhonda Gutoski by email at rgutoski@quesnel.ca or call 250-991-7449.

Small BUSINESS Week
Supporting small business
O
ctober is Small Business Month in B.C. This was always the annual highlight for me when I worked at the Chamber of Commerce in Quesnel. An opportunity to celebrate and showcase all of the great businesses within our community. Now, in my new role as Minister of Small Business and Red Tape Reduction, I have this same opportunity. In fact, as I was looking at how we could celebrate Small Business Month one of my first calls was out to Chambers of Commerce to provide us with examples of excellence in small business from throughout the province. If you are on Twitter you can follow these stories at #BCbiz and #SmallBizBC. I know first-hand that for the business community, one of the greatest overhead costs is excessive regulations and red tape. In many cases, excess red tape accumulates over time, becomes redundant and no longer serves a fastgrowing economy. It can make us less competitive against other provinces, and even less competitive in what is increasingly
a global marketplace. That is why I am working with the Premier to continue to lead this important initiative and as such I introduced legislation this fall in the Legislature to create a Red Tape Reduction Day (similar to what they have in Australia). I also just finished introducing legislation on a Franchises Act for British Columbia. This ensures that there is a fair and level playing field between Franchisor and Franchisee. It is fantastic to see growing and new franchises move into the community. We want to ensure we work diligently as a government to ensure that they are successful. Our government values small business as an economic driver and job creator. In 2012, we announced the creation of the B.C. Small Business Accord with the goal of making B.C. the most businessfriendly jurisdiction in Canada. My personal goal is to see us be the most business-friendly jurisdiction in North America. The B.C. Small Business Accord has several main goals: First, to create a regulatory environment that small business can access, navigate and

Whether from the ancient French cave or her own backyard, horses have been Lesley Lloyd’s muse ANNIE GALLANT Observer Reporter
A
lthough Lesley Lloyd admits she doesn’t really like getting her hands dirty, pottery is something else. She’s had her hands in clay since a neighbour urged her to take a course when Lesley and her husband were living in Tasmania. “It was a two and half hour drive to the course but I became hooked on potting, she said. “Pottery is so tactile and the act of creating is so rewarding. Lesley’s pottery is the current show at the Quesnel Art Gallery titled
Out of the Cave: Art. Upon their return to Canada in 1973, Lesley joined the Cariboo Potters Guild (she’s been a resident of the Cariboo since 1956 with a few years away at university and the time spent in Tasmania.) For Lesley, horses have been important in her life since she was a child, so when she was introduced to the horse hair technique by a Texan potter in the late 1990s, she was eager to incorporate the unique look in her own work. Horse hair pottery is much like Raku where the work is pulled from a
very hot kiln (about 1,000 degrees Celcius) and actual horse hair from the manes and tails are laid on the pot. They burn into the surface leaving a distinctive and decorative line. “I grew up with horses and currently have four horses which provide plenty of tail and mane hair, she said. But that wasn’t the total extent of her association with horses in her art. In 1994 she visited Europe for the first time with a friend and returned many times after that, however, it was the discovery of the Chauvet Cave in France
and similar caves in Spain which led Lesley to become enthralled with cave art. The Chauvet Cave contains the earliest known cave art, dating back 30,000 – 32,000 years. Although not open to the public, France has recreated the cave and provides an amazing view of the incredible drawings found within. “Horses feature prominently in that cave and that has further enhanced my pottery, Lesley said. “When one considers how human beings have expanded their art and the forms they use to express themselves since
those first primitives, it’s quite amazing. “Extensive traveling has allowed me to soak up the historical aspects of pottery from museums, galleries and artisans around the world, but visiting present day potters as I did recently on Crete, I have come to understand more the influence of ageless forms and decoration while enjoying more modern expressions in the ceramic medium. She added that because horses are so much a part of her life, she expects to express that in her work for the forseeable future. “But I do explore other
techniques and artistic expression, Lelsey said. “I would like to work more with salt and soda firing. Her gallery show features many pieces of horse hair pottery embellished with her interpretation of cave art featuring horses. “My work represents my travels, love for horses and passion for creativity. The show runs until Oct. 31. The gallery is open Tuesday – Saturday, 10 a.m. – 4 p.m. at the Quesnel Arts and Recreation Centre. South Quesnel Business Association sponsors this show.

Nominate for the Gallery of Honour now ANNIE GALLANT Observer Reporter
It’s hard to believe it’s been two years since the last Gallery of Honour recipients were celebrated. But it has and that means it’s time once again to consider nominating people who have made significant contributions to the community through the arts over many years, as artists, as educators, as friends and as advocates for the arts. There are three categories of nominations including youth, (up to the age of 26), adult and posthumous. A committee reviews the nominations and each person selected in each category receives a plaque commemorating their
selection as well as their photograph with a name plate that will hang in the Artrium at the Arts and Recreation Centre. Deadline for submissions for the Gallery of Honour is Jan. 15, 2016. Nomination forms are available at the Quesnel Art Gallery, the Quesnel Visitors’ Centre, the Arts and Recreation Centre front desk and at the Quesnel Cariboo Observer. Included in the nomination package should be at least one letter of support and other supportive materials can be copied and included, such as awards won, clippings, photos and articles that relate to what the person has accomplished in the arts field. You may use up to two
pages of 8 1/2 X 11 paper to include the information resume of the candidate. The more biographical and artistic information that can be provided, the stronger the nomination. Completed forms may be dropped off at the Arts and Recreation Centre or mailed to the Quesnel and District Community Arts Council, 500 North Star Road, Quesnel, B.C. V2J 5P6 Attention: Gallery of Honour Committee. The date for the Awards Ceremony will be announced in February 2016 with details to follow. Beeba Boys explores the Asian gangster world
The final film in Quesnel Film Club’s fall session is Beeba Boys, Oct. 29. The highly anticipated return of Film Circuit favourite Deepa Mehta, Beeba Boys is a colourful, kinetic, gangster drama loosely based on the career of notorious B.C. gangster “Bindy” Singh Johal and the Punjabi Mafia gangs of second- and thirdgeneration Indian immigrants operating on Canada’s West Coast in the 1999s. Jeet Johar is a devoted family man, an observant member of the Jat Sikh community and a merciless gangster who heads a team of ruthless, colourful dressed young men known as the Beeba Boys. Competing with other local Asian gangs for supremacy
in the Vancouver drugs and arms trafficking racket, Jeet leads his band of brothers into battle to fight for their piece of this lucrative pie and the respect they believe they deserve, while also finding time to mentor volatile new gang member Nep and romance a beautiful woman serving on the jury at his murder trial. With masterful assurance, Mehta explores the complex tensions of the malecentric world of the gangs, one that beckons with the promise of glamour and fast money but demands more in sacrifice than it delivers in rewards. Provocative and exciting, Beeba Boys tells a tale of violence, racism, discrimination

CAPSULE COMMENTS with Lee-Anne Williams B.Sc. (Pharm)
About 40% of Canadians will be diagnosed with cancer during their lifetime. If you could lower your risk would you do it? When the link between smoking and lung cancer was made public in the 1960s, deaths from the disease dropped significantly. So stopping smoking is the right thing to do. Other ways you can reduce your cancer risk is to exercise daily (at least 30 minutes), eat less red meat (2x weekly, max) and keep your weight in check. It is well-known that losing weight can also decrease your risk of diabetes. The weight-loss doesn’t have to be a lot. Just a 5-10% drop in your weight can decrease your blood pressure and cholesterol. It can also improve your body’s ability to utilize insulin and reduce glucose tolerance. Losing weight can help you live a longer, quality life. Speaking of diabetes, the internet often targets diabetics to “cure” their diabetes quickly by purchasing liver detox kits and special herbal remedies. Be very wary of these. Depend on your doctor and pharmacist to guide you on the right path to treat your diabetes. September 9 is Fetal Alcohol Awareness Day in Canada. The purpose is to highlight the fact that there is no safe amount of alcohol to consume during pregnancy, The baby’s brain is very sensitive to alcohol while it’s developing. So the best and safest rule is to drink no alcohol at all during pregnancy. Knowledgeable, approachable, dependable…our pharmacists are all this and more.

We have made it. We still have one province and three weeks to go before we complete this phase of our mission but we have ridden across Canada. On April 14, I rode my bay mare Zoe into the waves of the Pacific Ocean. We splashed and played for a few minutes and we watched the ships at anchor waiting for their turn to enter
the port of Vancouver. We are on a mission to change the face of Canadian veterans and, as much as this ride across Canada is a horseback journey, my primary task has always been to reintroduce the Canadian people to their contemporary veterans. The magnitude of what Zoe has done for me really hit home yesterday. The snow and

MOTION Three essential tips for winter car care conditions, replace the tires no later than 5/32” of remaining tread depth. 3. Check antifreeze/coolant level and concentration and top up as needed. The job of this fluid is to maintain the right temperature under the hood which is vital for your personal safety, to prevent vehicle breakdowns due to overheating, and to ensure a longer engine life. Dilley adds: “Topping up the antifreeze/coolant is a quick safety measure but always make sure that it contains a proven corrosion inhibitor. Corrosion is a primary cause of cooling system damage and is not always easy to detect during DIY maintenance. Our product labels are a helpful guide, including the guarantee of engine protection for all vehicles – domestic, Asian, and European. This all-vehicle feature ensures compatibility with fluids in all cars and light duty trucks.” www.newscanada.com
Braving the Elements
Do you feel a little less confident working under the hood of a newer vehicle these days? With all of the technology involved, modern engine complexity may be the primary reason for a decline in do-it-yourself automobile care. “It’s true that the big maintenance jobs might be best left to skilled mechanics, and yet, a few of the DIY basics, especially before winter, are still pretty easy to do,” says Colin Dilley at Prestone. “Just a few routine steps will ensure your own safety behind the wheel and will also help extend the life of such a major investment.” Here are three tasks to top your winterizing list: 1. Top up windshield fluids with a winter specific formula and replace wiper blades if brittle. 2. Check tire pressure regularly and add air to the recommended level if needed. Keep an eye on the treads of your tires as well. For the best vehicle control in any weather

Forestry Hockey League has new record set
I
t takes an amazing game to set a FHL record nowadays and that is exactly what Bear`s Jason “Firecracker” Foreman did in the 10-1 victory over BCS. What “Flash” Fenton, “Chicken” Izzard, “Squirrelly” Turley and “Nitro” Naeth couldn’t do, “Firecracker” did as he scored a magnificent seven in the victory. What was even more amazing was that he did it against the undefeated BCS squad who had only allowed 10 goals in their previous three contests. Joining in on the point parade was Randy “Killer” Crofts and Bruce “The Moose” Broughton who combined for nine assists. Rounding out the scoring for the now first place Bear Boys were Colin “Clutch” Keis with two goals and two helpers as Grant “Plants” Johannesen had one and one. Playing the entire game for the short staffed Bear`s was Kris “Haymitch” Hayman as he and Clint “Make My Day” Winchester tallied two assists apiece. The game between the early season cellar dwellers saw Serenity choke up another lead as
Steve Dodge
PAPERBACK WRITER Fraser River earned their first W of the season by a 5-3 count. Making goal scoring seem to be as easy as block layout in the west was Chris “Crown” Royle who sniped two from the slot as he showed patience and skill usually reserved for the other side of the family. “Crown” even made George “Popeye” Paul look gifted as he lobbed a cross crease pass off of “Popeye’s” shins before he banged in his second of the season. Also scoring his first of the season was Glen “Happy Hooker” Gomer as Chad “Comet” Swanson notched the insurance marker. Replying for the Builder Bunch, who have now lost three in a row was Ian Hannah “Montana” with a pair as Kevin “Nightrider” Hesslegrave managed to break free of the Fraser River shadow
to score his sixth of the year. The fifth week saw the Red Clad Bear party continue to show the rest of the league that they are ready to rule the FHL as their 8-4 victory over Serenity gives them the keys to the Sussex Drive mansion for at least the next week. Having more fun on the ice than a Barrel full of Monkey’s was Clint “Rifleman” Winchester who scored the hat trick and drew an assist on Brody “Next door” Neighbours first trick since he treated his team to a trio on February 13, 2013. Notching his by far league leading 13th goal of the season was Jason “Firecracker” Foreman who not surprisingly only has one assist this year (Why would you pass when you can’t miss?). Replying in a losing, for the fourth time in a row, cause was Kevin “Baywatch” Hesslegrave with one as Ian “Heartbreaker” Hannah scored twice. Scoring his first of the year was the Builders Doug “Big” Mack who became only the third player other
than their pair of shooting stars to score for Serenity. Ensuring that BCS`s stock continued to fall faster than the autumn leaves was Fraser River who doubled them up by a 6-3 count. Maintaining his early season scoring success was Chris “Crown” Royle who pocketed his fourth in five games after taking 20 last year to match that total. Firing in their first of the year thanks to cannonading shots were Dan “The Man” Lowndes and Glen “Boom Boom” Boudreau as Waylon “and Willie” L`Heureux strummed in a pair. You know you’re in trouble when your lockdown defensive players are your only source of offense and that was exactly what happened to BCS who received two goals from Brian “Dominator” Domeris and a goal and an assist from Eric “Bonsai” Bodman. – Submitted by Steve Dodge

Heart of the Home
Top six cottage protection tips as summer winds down Summertime at the cottage provides Canadians with many lasting memories. The times shared with family and friends make the cottage experience a Canadian staple. As the summer winds down, we start thinking about saying goodbye to our beloved summer retreats and closing the properties for the season. Along with preparing their cottage for our harsh winter, owners need to also take necessary steps to protect their summer property from a break in while it stands empty for months at a time. According to Patrice De Luca, V.P. of Customer Care for ADT Canada, breakins remain a fact of life for cottage owners as their properties remain empty and vulnerable to intrusions for several months. “Most break-ins occur over the winter when
cottages are unattended for several months and there are fewer people around to witness suspicious behaviour,” De Luca explained. “There are several steps you can take to deter burglars and reduce the risk that your cottage will be targeted since most burglaries are committed by amateurs. A few simple security precautions will discourage most of them.” The following ADT home protection checklist can help you plan important safety measures to help keep your cottage or summer home safe and damagefree during the winter: 1. Did you burglarproof your cottage by boarding all windows and securing all openings to deter thieves? 2. Did you take your more valuable possessions home with you so not to entice burglars?
3. Is your boat stored in an enclosed and locked building? 4. Did you turn off the water-main and unplug the major appliances as an added precaution against frozen pipes bursting? 5. Did you inform neighbours to keep an eye out for anything suspicious while you’re away? 6. Did you consider a security system? A home security system is a very effective deterrent as thieves usually select an unoccupied property with the easiest access. A cottage protected by a home security system is three times less susceptible to a break in than one without a system. Home security system decals and yard signs are also an effective deterrent. Make sure your security system includes a loud inside house siren, detectors at all exterior doors and
motion sensors in the master bedroom and main living areas. De Luca says the latest wireless fully interactive home security systems can now allow monitoring of your cottage from a distance through your computer or smartphone. Protectron’s interactive security systems let you arm and disarm your alarm, lock or unlock your front door, control lights and your cottage’s thermostat from anywhere at the touch of your web-enabled device. The interactive security system is linked to the ULC interlinked remote monitoring centres that protects your home 24 hours a day against burglars, fire, carbon monoxide poisoning and floods. More information on protecting your cottage is available at www. protectron.com. –newscanada

New apples solve age-old problem Two new crops recently made headlines when they were approved for the Canadian market: the non-browning Arctic apple and the Innate potato, both of which are less susceptible to bruising than their conventional counterparts. In the case of the apple, for example, the new variety solves an age-old problem – apples turn brown when they are cut, bitten or bruised. This impacts the amount of apples that people eat and limits what processors, retailers and those in food service can do with them. It’s an enzyme called polyphenol oxidase that causes the apple to brown. In Arctic apples, additional copies of the apple’s own genes that reduce enzymatic browning have been inserted and they essentially cancel out the original browning genes. “When we’ve talked to consumers, we’ve consistently found that the majority of apple-eaters, especially those that get to see or taste the fruit firsthand, are interested in purchasing Arctic apples and readily recognize the value
of their non-browning benefit,” Neal Carter said, fruit grower and president of Okanagan Specialty Fruits in British Columbia, the company behind the new apple. “Research from Cornell University found that schoolchildren will eat 71 per cent more apples when they’re pre-sliced – the Arctic apple will offer increased fresh-cut suitability and greater convenience so Canadians of all ages can easily enjoy more apples, more often.” Not only is a non-browning apple more appealing, but it will cut down on food waste – about 50 per cent of apples grown currently are wasted, as fewer apples are thrown out due to bruising or browning. And it could lead to new product and market opportunities for the apple industry, too. Apple slices or pieces can easily be part of fresh fruit cups and salads without the treatments currently used to prevent browning and because the juice of an Arctic apple is clear, it can be used as a more versatile base in fruit drinks and smoothies. –newscanada
Why eat fermented foods Before refrigeration, food preservation was essential. That was a time before processed foods when people ate what the earth provided every season. After the summer and fall harvest, families huddled in farmhouses to work on preserving foods to be consumed later in the long winter. Fermentation was one of the methods used – and while it is now uncommon, recent research is pointing to the many benefits of eating fermented foods. Here, the Canadian Health Food Association (CHFA) explains the process, how you can add fermented foods to your diet, and why. Cultures around the world have been eating fermented foods for centuries, from sauerkraut in Germany to kimchi in Korea. The fermentation process preserves the food and creates beneficial enzymes, B-vitamins, omega-3 fatty acids and various strains of probiot-
ics. Recent studies have shown a link between probiotic-rich fermented foods and overall health. Nutrient-rich fermented foods are also packed with enzymes, which aid the digestive process. Natural fermentation has been shown to preserve nutrients in food and break it down to a more digestible form. This, along with the many probiotics created during the fermentation process, explains the link between consumption and improved digestion. In addition to the fact that they taste great and are very good for our overall health, there are several reasons to start making and eating fermented foods, as follows: Probiotics – Consuming fermented foods and drinks will introduce beneficial bacteria into your digestive system and help the balance of good and bad bacteria in your gut. Probiotics have also been shown to
help slow or reverse some diseases, improve bowel health, aid digestion and improve immunity. Absorb food better – Probiotics help to liberate nutrients, allowing us to better absorb them. Having the proper balance of gut bacteria and enough digestive enzymes, helps you take in more of the nutrients in in your food. Pair probioticrich fermented foods with a healthy whole food diet, for improved digestive function. Budget friendly – Incorporating healthy foods into your diet can get expensive, but not with fermented foods. You can make your own whey at home for a couple of dollars, and using that and sea salt, ferment many foods very inexpensively. Drinks like kombucha can also be made at home and cost only pennies per serving. Preserve food easily – Homemade fermented food
lasts months. Cabbage, pickles, beets and other garden foods are great vegetables for preservation through fermentation. Fermentation allows you to store these foods for longer periods of time without losing nutrients as you would with traditional canning. While fermenting your own food and drink can be an exciting project, it’s not always practical. A popular alternative are the foods found in a health food store. Visit your local CHFA member health food store, where you can find all sorts of fermented foods. And if you’re not keen on the taste of fermented foods, consider adding a probiotic to your supplement regime instead. Be sure, however, to speak to a health care practitioner before making any changes to your diet. Additional information is available online at chfa.ca. –newscanada

For many of us, it means a day to relax and enjoy the company of those you care most about. Put a flavourful spin on basic appetizers There’s no better way to wow guests than with a selection of delicious hors d’oeuvres. Keep it simple by serving a selection of hard and soft cheeses like brie or Asiago and dress them up with drizzled honey for a touch of sweetness and flavour complexity.
