President Wendy Heppner says their organization is about building business relationships in the Gold Pan City. “We’re looking to nurture and build local

business relationships within our community in order to contribute to the success of those businesses and the City of Quesnel as a whole,” Heppner said. “We’re there to give and receive referrals to each other and by doing this we are growing each of our businesses.” The group began in 2013 and has grown to 24 members.

Council looks at affordable housing project for seniors Director of Development Services Turner provided a report to Council outlining the Lion’s Club Housing Society’s application to amend land use regulations at the corner of McNaughton Avenue and Reid Street; the intended location of an affordable seniors’ housing complex. The application requests the following amendments to the land use regulations on this site: • Permit additional density to a maximum of 201 dwelling units/ha; • Permit a maximum coverage of approximately 79 per cent; • Allow a front yard setback of 3.0 metres; and • Change the number of off-street parking spaces required to 11 spaces including one accessible stall (1 stall for every 2.7 units). Council passed a resolution for staff to prepare draft Official Community Plan Amendments and Zoning Bylaw and requires the proponents to conduct a public

Local services Council approved Local Services Policy CF-8 – A Local Area Service pursuant to Part 7, Division 5 of the Community Charter. For new municipal services that is designed to benefit a particular physical area of the municipality and is paid for in whole or in part by local property owners through a local service tax. This policy lays out the steps for a homeowner, seeking a new service, to ensure that their neighbourhood is in agreement with the proposed request and willing to assume a portion of the associated costs. Policy Council approved the Asset Management Policy CF-9. This policy is essential in the City

Her parents, Molly and Stanley King, homesteaded in south west Sask. until Stanley could round up a box car of wild horses that he traded for a quarter of land in the Hazel Dell area of Sask. This is where mom and her siblings grew up.

Mom met dad when he was working on road construction in the area. He was building Highway 49 right in front of their farm. They were married in Hazel Dell on October 11, 1948. Their oldest daughter, Ellen was born in 1949. Judy arrived in 1951 and Brenda in 1954. Mom and dad settled on a farm in the Hazel Dell area and raised their family. In 1955, they moved into town and mom ran the Post Office. Dad farmed until he took over as grain buyer in town. In the

In 1973, they moved to Quesnel. Mom went to work for Shoppers Drug Mart. She worked there until her retirement in 1993. Ill health had forced dad’s retirement before that and with both of them retired, they had many opportunities to travel in whatever RV they owned at the time. Mom was a life member of the Order of the Eastern Star and spent many hours attending meetings and events related to the organization’s activities. She and dad used to caravan with friends to meetings throughout the province and beyond. Betty was predeceased by her parents, Molly and Stanley King; her husband Emil; brothers Alf, Gordon; sister Lily Mower and son-in-law Kelly Bare.

She is survived by her daughters Ellen (Jim) Worobetz, Judy (Barry Metzner) Kowaski and Brenda Bare. She also leaves grandchildren Erin (Steve) Croucher, Jody (Danielle) Kowaski, Chad (Nadine) Kowaski, Wendy (Darcy) Severin, Kimberly Bare and Molly Bare (Cody Denton); great grandchildren Emily Croucher, Wyatte, Magnum, Carter and Connor Kowaski, Linden and Stella Severin and Declan Denton. The family would like to tank Amy Quick at Clayton’s Funeral Directors for her assistance and advice, the ladies of the Eastern Star for the lunch at the memorial tea, Mike Orwick for the eulogy and family and friends for their support during this time.

Seniors’ health action plan to guide Northern Health for next five years

Northern Health has developed an action plan that will provide the framework for the effective delivery of seniors’ health services in northern B.C. over the next five years. The seniors’ action plan has been derived from the findings of a consultation report on Healthy Aging and Seniors’ Wellness released in 2014 and aligns with the Ministry of Health seniors’ strategy. “We know that the seniors’ population in northern B.C. is growing more rapidly in proportion to the rest of the province, which has profound implications for the delivery of health services in rural and remote areas,” Parliamentary Secretary to the Minister of Health for Seniors, Darryl Plecas said. “The action plan shows it was made for seniors’ in northern B.C. by aligning with the Ministry of Health seniors’ strategy and Northern Health consultation from last year.” The seniors’ action plan outlines three areas of focus, including keeping seniors healthy in their communities through a population health approach, providing integrated primary and community care with early recognition and support for frailty, and taking a rehabilitative approach to providing quality of care in hospital and residential care settings. To best support

older adults within Northern Health’s resources, the focus of the operational plan will be on health promotion, prevention and community support for healthy aging. “We are committed to developing initiatives to address healthy aging and seniors’ wellness in consultation with key stakeholder groups,” Charles Jago, Chair of Northern Health’s Board of Directors said. “I am pleased to see that the results of consultations we undertook in 2013/14 have led to the development of a comprehensive strategy that will ensure the provision of services to support healthy aging.” The seniors’ action plan has been developed using feedback gathered by Northern Health’s

The City of Quesnel is seeking approval from the Environmental Assessment Office to extract groundwater from City wells at rates that meet thresholds outlined in the Reviewable Projects Regulation enacted under the BC Environmental Assessment Act. The Environmental Assessment Office considers this project is a “Public Good” project and it requires an environmental assessment certificate. The Environmental Assessment process involves Public Consultation and First Nations consultation. City of Quesnel and area residents are invited to attend this Public Open House to learn about the project and to provide input on the environmental components that will be reviewed as a part of the environmental assessment. In addition to the seniors’ action plan, a sub-strategy to address end of life and palliative care has also been developed with a focus on strengthening community based services and a draft dementia care strategy is in the works. These substrategies will be used in conjunction with the seniors’ action plan to address the needs of northern B.C. residents as they age. Premier Clark welcomes Trudeau TOM FLETCHER Black Press Premier Christy Clark is emphasizing cooperation with the new Liberal government in Ottawa on climate change and infrastructure spending, while avoiding comment on plans to run deficits and legalize marijuana. Clark said Tuesday she is looking forward to having Prime Minister Justin Trudeau accompany premiers to Paris at the end of November for the next United Nations climate conference. Trudeau said Tuesday he is looking forward to changing Canada’s reputation as a “less than enthusiastic actor” on climate policy, but he wants provinces to take the lead. Clark said B.C. will outline its “Climate 2.0” plan before leaving, and it will add to the carbon tax on fossil fuels with measures aimed at the “built environment” and other ways to reduce greenhouse gas emissions. Trudeau’s infrastructure plan is in “complete alignment” with B.C.’s efforts to grow the economy, with BC Hydro alone spending $2.5 billion a year over the next decade, Clark said. She sidestepped a question on Trudeau’s deficit plans, noting that a prime minister has to govern for all provinces and B.C. is “an outlier” with operating budget surpluses and projected growth. Clark was even more cautious with Trudeau’s plans to legalize and regulate marijuana, as Vancouver and other cities grapple with unregulated medical pot dispensaries. “If and when they make changes, we’ll work with them to make sure that the changes can be effective in B.C.,” she said. B.C. NDP leader John Horgan shrugged off his federal party’s big setback in the federal election, consoling himself with an increase of two NDP MPs in B.C. The NDP’s Gord Johns won the new riding of Courtney-Alberni, defeating long-time Conservative MP John Duncan for an NDP sweep of Vancouver Island, except for Green Party leader Elizabeth May in SaanichGulf Islands. “I’m also delighted that the country voted for change in massive numbers,” Horgan said. “And that’s good news for me as well, because in 2017 there’s going to be a desire for change.”

Change It’s time for campaign promises and catchy slogans to become something more concrete. Canada’s electorate charted a new course for the country on Monday, handing the Liberal Party a majority government and a strong mandate. No matter how we cast our votes, we might as well be hopeful about what’s to come. Cariboo-Prince George didn’t elect any Members of Parliament who will be part of the government caucus, but opposition voices in Ottawa can make themselves heard. What’s more, issues that are important here are often ones that are important across the country. The federal government’s action – or inaction – on environmental policy, the economy and relationships with First Nations, for instance, will be felt here. Promised changes to tax legislation will affect people in every riding. We will pay close attention to the infrastructure investment file – it was important enough, after all, for the Liberals to hazard three years of budget deficits. We will be paying our share of tax dollars into this pool and therefore deserve to benefit. We could sure use the jobs and the economic stimulus. But until the feds put in place a framework for infrastructure spending, it is impossible to predict what projects will qualify, what share of funding will be required from other levels of government and what role the private sector will play. One of the most intriguing promises made by the Liberals was electoral reform. It has never seemed like something any majority government would realistically enact, but it was promised, and the notion of a more proportional form of representation is an appealing one, here and across the country. This week’s election showed Canada wants change. By marking our ballots, we helped to initiate that change. And now we have an opportunity – along with our elected representatives and our new government – to effect that change. -BP

Back to where they started

he longest election in Canadian history has thankfully come to a close. From the very beginning a large majority of Canadians indicated that they wanted a change in government. The only question was, would anti-Conservative voters coalesce around a single alternative party. We now definitively have the answer to that question. For a long time in this campaign, it looked like Quebec would stick with the NDP while anti-Conservative voters outside Quebec would turn to the Liberals. Stephen Harper was banking on this outcome. For the Conservatives to win again, they needed the NDP and the Liberals to split the vote pretty evenly. So what happened? There were of course many twists and turns along the way, and it is difficult to identify a single turning point but one issue does stand out above all others: the niqab. The issue was thrust into the campaign when a court ruled (again) that the government’s attempt to ban the niqab at citizenship ceremonies was contrary to the Citizenship Act. GUEST SHOT believe that the court had handed him a winning political issue, and he opted to double-down on the niqab ban. Polls suggested that the ban was popular with Canadians, most especially in QueHamish Telfordper presumably calculated that the NDP and the Liberals would oppose the ban and thereby put themselves offside with public opinion. This is the very definition of wedge politics. Justin Trudeau and Tom Mulcair did indeed oppose the ban, but unfortunately for Stephen Harper the law of unintended consequences took over. When Tom Mulcair defended a woman’s right to wear a niqab in citizenship ceremonies, the NDP’s support in Quebec instantly plummeted. The Liberals had nothing to lose in Quebec so their opposition to the ban didn’t cost them anything.

The niqab issue not only cost Stephen Harper the election, it may have done long-term damage to the Conservative Party. Almost alone among conservative parties in the world, the Conservative Party of Canada under Stephen Harper cultivated a strong relationship with new Canadians over the last 10 years. Indeed, the support from new Canadians put the Conservatives over the top in the 2011 election. But in this election the niqab issue—along with the refugee crisis, immigration generally, and Bill C-24 – led many new Canadians to abandon the Conservative Party. In Brampton, Ontario, for example the Liberals took all five seats. Here in B.C., the Liberals similarly took all but one of the seats in Surrey. Today the Conservative Party is back where it started 10 years ago. It is mostly a party of the prairies with a smattering of support in a few rural ridings in Ontario. But Canada is a highly urban country. The future of the Conservative Party in the post-Harper era is now very unclear. Hamish Telford is department head, associate professor of political science.

When the NDP’s support in Quebec collapsed their national polling numbers also took a major hit. Suddenly, by default, the Liberal Party was the only choice for voters who wanted to replace Stephen Harper and the Conservatives. By this time in the campaign, Justin Trudeau had laid to rest doubts about his readiness to govern and allowed Canadians to come to him. And ironically Quebecers rushed to Justin Trudeau as well when they realized that the Liberals were now the best option for defeating the Conservatives, evenly though polls suggested that they didn’t agree with his position on the niqab. The lesson here is that wedge politics is kind of like making bombs in your garage—sometimes they blow up on you. Stephen Harper thought he had a winning issue with the niqab ban, but ultimately he just knocked the NDP out of the game and allowed the Liberals to win it all. In fact, much of the antipathy for Stephen Harper across the country stemmed from his style of politics, particularly his penchant for highly divisive wedge politics.

What service is next? Editor: After listening to our local radio news last week and reading our local community paper Wednesday, Oct. 14, I learned that city residential garbage pick-up will occur every two weeks rather than weekly and it prompts me to write this letter. First the Spring Clean Up was taken away and now weekly residential garbage pick-up, what’s next I ask myself. I wonder if my city utility bill will be cut in half, hmmm? We live in the downtown

core and notice some residents put their garbage out the night before pick-up and others early in the morning the day of garbage pick-up. Many times the container lids are not fully closed because they are too full after one week, what will happen over two weeks? Some seniors may not have a drivers license or vehicle to be able to take their excess garbage to the landfill. Weekly garbage pickup is a service we pay for on our city utility bill each year. Will this encourage people to dump their excess garbage

More support needed Editor: The FASD walk Sept. 9 started in 2003 in Quesnel. The international FASD walk started at the St. John the Divine Anglican church on Kinchant Street. The ones who organized the walk were the people at the Longhouse and Charlene, we would like to thank Charlene for providing the FASD shirts and ball caps to wear during the walk. My concern is that there wasn’t enough community support. But we would like to thank the people who put the posters up that the students from Quesnel

into the large dumpsters in and around the industrial or business areas, hmmm? I did hear statements on the local radio earlier this month asking residents to keep their garbage in a contained area as not to attract bears, some residents may not have this option. In the future I see overflowing garbage containers with an extra week to rot and that will attract bears, numerous crows and leave our city unsanitary and unsightly. Debbie Matthews Quesnel

I

t’s time to sign up for Quesnel’s second annual Santa Shuffle, a fundraiser for the Salvation Army here in the community. Set for Dec. 5, the Santa Shuffle is Quesnel’s only winter running event, but don’t worry its a 5km Santa Shuffle run or a 1km Elf Walk, manageable for just about anyone. “This event is open to anyone regardless of ability,” Salvation Army’s Lieutenant Laura Van Schaick said. “This is a family event and we encourage jogging, strollers, children and anyone who enjoys being outdoors and raising money for a good

cause.” This year, two veteran runners, Sue and Barry Saip have joined the organizing team and are very excited about growing the interest in the Santa Shuffle. “We loved the event last year so much and we’re very keen runners. We love the Salvation Army’s commitment to the community and that we have this run in Quesnel. We love Christmas and we love Laura,” Barry said. “This run combines so many things we care about and of course its all about the bling. You get a medal just for completing the event.” Sue went on to say running in the snow just requires a bit of an adjustment such as taking

smaller steps and dressing in layers but she added you still wear running shoes for winter running. “You really don’t get wet either,” she said. “Even if it’s snowing. And the city does a great job keeping the river walk clear.” She also said don’t worry if you’ve never done a winter run, the Santa Shuffle isn’t a timed event and there’s no first, second or third. “Remember, everyone gets a medal just for finishing,” Sue said with big grin. Last year there were 70 runners and walkers from Quesnel, Wells, Williams Lake and Prince George. This year, Laura, erring on the conservative side is hoping to up that number to 100, however, Barry

and Sue are much more optimistic and are aiming for 150 participants. “Last year we wanted to attract different demographics,” Laura said. “We were looking for families and people in the running community.” Barry and Sue said this run is a great way to start the Christmas season and costumes are definitely encouraged. “People had fun dressing up and this year at the cheer stations there will be various Christmas characters encouraging everyone to have a good time and go the distance,” Barry said. The best way to register for the Santa Shuffle is to go online at www,. santashuffle.ca and follow the prompts, however

you can also drop by the Warriors’ Song cafe to register. Early bird registration fees (before Nov. 1) are $25 each for adults ($30 after Nov. 1), $15 for children under 12 ($20 after Nov. 1), a family of six is $70 ($90 after Nov. 1) and a group of 10 is $175 ($225 after Nov. 1). Tee-shirts are also available for $15 (free with a minimum pledge of $50.) The Santa Shuffle is Dec. 5, beginning at 10 a.m. in LeBourdais Park. Race Kit pickup is Dec. 3, 5 – 8 p.m. and Dec. 4, 1 – 8 p.m. at the Warriors’ Song Cafe or Dec. 5, on site before 10 a.m. in LeBourdais Park. The Salvation Army would like to acknowledge the national

official organizing sponsor The Running Room (www.runningroom. com) which provides the medals, running bibs and Tee-shirts, Big Country Printer for the printing and Cariboo Country and the Goat. All the money raised stays with the Salvation Army in Quesnel for programs and services to the needy. The Salvation Army sees poverty every day – from homelessness to substance abuse to families going without toys, food or even heating at Christmas. Artisan Adventure Gala Dinner set for Nov. 21 Elegant and fun, a delightful evening out

ANNIE GALLANT Observer Reporter With new hands on the tiller, the annual Artisan Adventure Auction Gala Dinner fundraiser, Nov. 21, for Quesnel and District Hospice Palliative Care Association is sporting a whole new look with some of the much loved elements attendees look forward to each year and some new intriguing and fun activities. Earlybird draw is Oct. 31 and those who’ve purchased their tickets by then are eligible to win the contemporary wall art donated by Willis Harper Home Hardware. Again this year the VIP table will be auctioned off and organizer Sherry Webster didn’t let any secrets out but says the decorations are fabulous with special added trimmings which will be the envy of both men and women. The silent auction items currently number around 40 and growing by the day. Live auction items are about 20, however throughout the

evening there will be bucket draws with fun prizes for a nominal cost and a great chance to win as well as 50/50 draws. This year’s event also includes the word adventure and for good reason. One of the many live auction items, along with stellar work by local artisans, will be adventure packages such as the seasonal sleigh ride where you pick out your Christmas tree and enjoy an old-fashioned wiener roast complete with hot chocolate, or for the skiing enthusiast how about a ski trip package to Silver Star. This is just a sampling of the great items up for auction. “The 2015 organizing committee is proud of the new and imaginative approach to this this year’s event,” Webster said. “And it’s all for such a worthy cause.” She was quick to add the dinner this year, catered by Jean’s Side Door, will appeal to mostly everyone’s taste, “truly a feast.” All proceeds remain with

the QDHPCA and assist with their programs, equipment needs and services. The QDHPCA is a group of volunteers who work hard to ensure that all individuals and their families receive the best care when faced with life-threatening illness, end of life and the need for bereavement support. It was through the QDHPCA in 2009 that Quesnel opened the Hospice unit at Dunrovin Park Lodge. The community raised close to $1 million for the construction and furnishing of the Hospice Unit. Thanks to the support from the community, events such as the Gala Dinner continue to help provide this vital service. Kangaroos lose to Smithers in home opener

RYAN GRAHAM Observer Reporter The Smithers Steelheads defeated the Quesnel Kangaroos 7-3 in their home opener this past weekend Oct. 17. Smithers started the goal scoring, recording the first four goals of the game with Quesnel getting two back to stay close. The Steelheads goals were scored by Brendan DeVries who scored two, Ryan Green, Brayden Taekema, Jaden Janzen, Ian Smith and Skylar Hasell, while Paul Girodatm, Ryan Skinner and Ryan Renolds responded for the ’Roos. The third

saw a tight checking game with no goals and a total of only 15 shots on net for both teams. Although the Roos didn’t win they did record the most shots on net with 32 compared to the Steelheads 27, but couldn’t muster more than three goals passed Smithers goaltender David Little, who made 29 saves recording the win. The ’Roos now have a record of 0-3-1 on the season. Their next games will be this weekend when they play the Lac La Hache Tomahawks in a back-to-back series in Quesnel on Friday and in Lac La Hache on Saturday.

Sports WHL announces roster for Canada Russia series

The Western Hockey League has announced the roster for the 2015 Canadian Hockey League, Canada Russia Series. There will be two games in the WHL with the first game in Kelowna on Nov. 9 and the second on Nov. 10 in Kamloops. The roster has a total of eight first round NHL draft selections, which includes Jake Debrusk of Swift Current, Matthew Barzal of the Seattle Thunderbirds and Noah Juulsen of the Everett Silvertips. The team will be coached by Dave Lowry of the Victoria Royals, who will also serve as the head coach for Team Canada at the 2016 International Ice Hockey Federation World Junior Championship. This series allows the coaching staff for the WJHC to get a look at players who could be playing for Canada at Christmas time. The tournament runs from Dec. 26 – Jan. 5 and is being played in Helsinki, Finland. Along with the first two games being hosted by the WHL there will also be four other games by the Ontario Hockey League and Quebec Major Junior Hockey League. They will be played in Owen Sound on Nov. 12, Windsor Nov. 16, Rouyn-Noranda Nov. 17 and Halifax Nov. 18. More information on the Canada Russia series can be found at http://canadarussia.chl.ca

Quesnel boxers head to Cranbrook RYAN GRAHAM Observer Reporter 2 Rivers Boxing Club are bringing four of their boxers to Cranbrook for the Charity Challenge Saturday Oct. 24. The boxers are Rumour Mcgregor, Emmett Emblau, Trey Lightening and Olin Lee. Mcgregor will be the youngest of the group, as she is eight years old and will be taking part in the Initiation category along with Emblau. The Initiation division is for boxers who are from eight – 10 years old. The match does not have a winner or loser, as both box-

ers receive a medal. Head coach Wally Doern says Mcgregor will be one of the youngest to compete. “Rumour is possibly the youngest competitive boxer so far, ever in Canada,” Doern said. He also said this is one of the youngest groups he has brought to a competition. “Over the years I’ve brought other young ones, but with Rumour being eight and Emmett being nine I’d have to say this is probably the youngest,” Doern said. He says there’s a lot of decisions that go into boxers being selected for competition.

“I decide on their performance and training ability in the gym, sparing ability and the final word has to come from their parents,” Doern said. Going into the bouts, he feels very confident with how his boxers will make out and believes it will be a great experience. “I feel fully confident,” Doern said. “We’re definitely ready and we will see what happens when we get there.” 2 Rivers Boxing Club will be hosting Rumble 19 Nov. 7 with the fights starting at 7 p.m.
