Rob Hanson leads a choir of Cloverdale Traditional School students through O Canada. The school contributed to the Flag of Canada project, a recording that combines the singing of 26,000 elementary school students across Canada. Travis Paterson/News Staff

Cloverdale students sing Canada’s praises School contributes to largest recording ever Travis Paterson News Staff

With a steady hand Rob Hanson carefully signals to a choir of about 50 kindergarten and Grade 1 students from Cloverdale Traditional School. They’re singing O Canada, and the recording will soon be part of a combined track with 26,000 elementary students from

across the country. Hanson is the only one to notice a boy whose volume is a few decibels too high, and tactfully motions for him to match the volume of the rest of the choir. Hanson is leading the Flag of Canada project which will commemorate the 50th anniversary of the maple leaf flag with the largest recording of O Canada ever. It visits all 10 provinces and two of the territories. “We recorded 270 voices at Cloverdale and 251 at Ruth King elementary school and now we’re off to Yellowknife and Whitehorse [this week],” Hanson said. “So far I’ve heard about 5,000 of the voices

together and it’s pretty good.” Hanson works for the Hometown Music non-profit, based in Whitby, Ont., that’s organizing the project, funded by the Ministry of Canadian Heritage. Cloverdale music teacher Fiona Jones was thrilled to bring the program to her school. The 270 performing students were broken into four sessions, and most of a wall of the classroom (Cloverdale is using the Richmond elementary facility during seismic upgrades this year) was decorated in great detail to honour the maple leaf. Grade 5 student Kaleb Manton was selected to represent the school with a

one-minute monologue which he dedicated to the annual living flag of Victoria. “I talked about what the living flag means to me and what it means to other people,” Manton said. “And how it went from about 300 people in 2006 to 2,100 people in 2010.” All Canadian elementary school students and classes are encouraged to share their hometown and school pride by submitting a project – video, audio, visual arts/ photography or written pieces – by Nov. 1 at flagofcanada.ca. It will be included in a digital yearbook. The galleries will form a historical collection to be shared with libraries across Canada.

UVic putting final touches on campus plan Community associations applaud consultation process Travis Paterson News Staff

The University of Victoria is currently engaging the public one last time as it prepares to finalize its 10-year draft campus plan. Traffic, parking and student resident issues are ongoing and will likely earn a chunk of the final discussion as local community associations have been invited to weigh in on the final 2015 updates on the 2003 plan. It already underwent thorough public review with 1,000 interactions during Phase 1, January to March of 2015. Feedback on the current draft is welcome until Nov. 4. “At every stage of our consultations, we received reasoned, engaged and enthusiastic input from a broad range of people,” said Dr. Valerie Kuehne, a UVic vice-president who co-chairs the planning committee. The draft plan details UVic’s campus vision for the next 10 years and beyond. It focuses on open spaces, land use/built forms and mobility.

Travis Paterson/News Staff

Neil Connelly and the University of Victoria campus planning and sustainability department launched the updated Campus Plan Draft. The draft is now open to public review until Nov. 4. It provides a vision, guidelines and direction for future campus development. An open house was held Wednesday as well as a workshop with members of the Community Association Liaison Committee, which was

created to interact with UVic. CALC is built from members of the community associations abutting UVic, or are influenced indirectly, such as Quadra/Cedar

Hill, which is clogged during peak hours with UVic-related traffic. “It’s a very positive relationship with UVic,” said Bob

Hart, who represents the Gordon Head Community Association on CALC. “We have our issues with non-residential parking and additional traffic but it’s a very improved process, very positive.” It’s been a more positive experience ever since UVic improved its consultation process during the early planning stages of the Centre for Athletic, Recreation and Special Abilities. John Schmuck is the president of the Quadra/Cedar Hill Community Association and is a co-chair of CALC. He said traffic is the only reason his organization joined CALC. “We don’t really have the issues some of the neighbouring communities do, such as student residents leaving ‘free furniture’ on the road,” Schmuck said. “When I lobby UVic, it’s to get cars off the road. We want people on the buses, especially McKenzie at the peak hours 8 to 9:30 a.m., but we still have problems getting that many buses on at that period.” That said, UVic has addressed several issues through cycling infrastructure and bus passes, Schmuck added, but there’s still room to improve to get more of the commuting students, faculty and staff out of their cars. Blaze tears through Cedar Hill home Jacob Zinn News Staff

An early morning fire caused $200,000 in damage to a specialized foster home in Cedar Hill on Wednesday. Around 1:34 a.m., the Saanich Fire Department and Saanich Police responded to a blaze at a home at 3970 Cedar Hill Cross Rd. The house was heavily involved with smoke and fire, but the four occupants – one adult and three teenage youth – managed to escape before emergency crews arrived. Investigators were on scene

throughout the day, trying to determine the cause of the blaze. Sgt. Steve Eassie said the forensics team was brought in because the circumstances of the fire “appear as though they may be suspicious in nature.” “Any time there’s a potential of a criminal act… our forensics team is going to work hand in hand with fire investigators,” he said. “We cannot say definitively at this point, but it would appear that the fire likely started on the exterior of the home, which in and of itself is suspicious.”

The carport was completely gutted, with the fire spreading to other rooms of the house. Nineteen firefighters battled the blaze, with two engines, two ladder trucks, one rescue truck and a battalion vehicle on site. As a precaution, the four residents were taken to hospital for smoke inhalation and have since been released. Some surrounding homes were evacuated until the fire was contained, but Battalion Chief Eric Iverson said he didn’t notice any damage to surrounding properties. jacob.zinn@saanichnews.com

Development breathes new life into old bank building A new development will add life to the Four Corners village where Cloverdale turns into Cook at Quadra Street. Backfit, a local chiropractic clinic, was approved by Saanich council on Monday to move forward with the expansion and renovation of the vacant Bank of Montreal building at 3481 Cook St. Council voted to accept staff’s recommendation, a detailed report that shows a long commitment from the development group, Futurefit holdings. The project will extend the building on both sides while rejuvenating the boulevard on all three fronts along Cook Street, Clovelly Terrace and Cobb Lane. Cobb Lane will also be expanded 1.5 metres. The development neighbours a small one-storey medical clinic.

BCLC could roll the dice on Saanich casino Saanich will throw its name into the conversation for a new casino. The B.C. Lottery Corporation contacted Saanich earlier this month with a letter to Mayor Richard Atwell saying there is “gaming market potential” in the community. Council voted in favour of expressing interest, Atwell said. “We’re just saying we’d like to be part of the consideration process, it’s still very early.” BCLC’s interest should come as no surprise. Saanich is the biggest municipality on the Island with a fairly well-to-do population and central location. It’s also no secret the state gambling agency is looking to expand into Greater

Motorcyclist dies as a result of injuries The 33-year-old Saanich man who crashed his motorcycle Oct. 4 has died as a result of his injuries. Saanich Police responded to the crash that occurred at about 2 a.m. Oct. 4 in the area of Glanford Avenue and Leaside Avenue. The rider was found to have suffered serious head injuries and was taken to Victoria General Hospital, where he was placed in a medically induced coma. The man died Oct. 14 as a result of his injuries. “Our thoughts are with the family and friends of the motorcycle rider during this difficult time,” said Sgt. Steve Eassie with the Saanich Police. Police are not releasing the man’s name and the B.C. Coroners Service will work with police to review the evidence of the collision.

Program targets invasive plants The Horticultural Centre of the Pacific is hosting a day-long workshop that focuses on limiting the spread of invasive plants. Members of the horticultural industry, master gardeners and the community at large are welcome to attend Tuesday’s free sessions based on the PlantWise program. Among the speakers

is Gail Wallin, executive director of the Invasive Species Council of B.C. Topics include transitioning toward invasive-free practices, the local governments managing invasive species and discussion on existing species of concern and how to address them collaboratively. It’s estimated

invasive species cost Canada between $16.6 billion and $34.5 billion per year in increased maintenance costs to public parks and private property, devaluing real estate. The workshops run Tuesday (Oct. 27) from 8:30 a.m. to 2:45 p.m. at the Horticultural Centre of the Pacific, 505 Quayle Rd.

Nothing, it seemed, (other than Elizabeth May) was going to burst the orange bubble that is Vancouver Island. “We worked really hard and it made a difference in the campaign [though] we didn’t quite get there,” said David Merner, the Liberal Party candidate who came close to upsetting NDP Randall Garrison in the Esquimalt-SaanichSooke riding. “The fact that we didn’t win in this riding is just a small part of a much bigger picture, and the bigger picture is fantastic,” Merner said. Merner actually led early in the evening but finished with 18,573 votes to Garrison’s 23,816. Green Party Frances Litman had 13,578 votes and Conservative Shari Lukens 11,885. “We had expected more,” said Liberal Tim Kane, who was third in the Saanich-Gulf Islands riding. “But we are very happy with [close to] 17 per cent of the vote. We were at six per cent in 2011.” Incumbents won all three of the Saanich area ridings. May took an overwhelming 37,076 votes in Saanich-Gulf Islands, ahead of Conservative Robert Boyd (13,263), Kane (11,430) and NDP candidate Alicia Cormier (6,181). The question is whether it’s a major sign of growth for the Liberals, which jumped up from 4,208 in the 2011 election, or as May suggested, a strategic voting anomaly due to a significant antiHarper sentiment on the West Coast. In the Victoria riding, several eyebrows were raised when Liberal Cheryl Thomas garnered 8,482 votes despite withdrawing from the race (too late to have her name omitted from the ballot). NDP MP Murray Rankin handily won the Victoria riding with 30,147 votes to journalist turned Green Party candidate Jo-Ann Roberts’s 23,577. “People voted massively for change. I guess in Victoria I’m proud that I was the vehicle for that change,” said Rankin, who was disappointed with the NDP’s overall results. “Obviously I was hoping for a different result for the NDP, but I am delighted that people have decided that it’s time for getting rid of Stephen Harper’s vision of Canada.” Garrison echoed that it was a bittersweet moment for the NDP on the Island. He pledged to continue his work to bring the shipbuilding jobs to Esquimalt that the Conservatives had promised, and to put pressure on the Liberals to repeal Bill C51. A fourth-place finish in Saanich-Gulf Islands was not the result the NDP’s Cormier had expected, yet her campaign office in Sidney was still buoyed from the sight of a wholesale change of government in Canada. “This was a general desire to change the government,” said Cormier. “That was the main issue. It was not the result we had hoped for, but obviously the Liberal campaign worked.” Outgoing Prime Minister Stephen Harper’s resignation as party leader comes as a disappointment for Saanich-Gulf Islands Conservative candidate Boyd. The 28-year-old had asked Harper to remain on. “I am a little surprised at the result across the country, but we have been in power 9.5 years,” said Boyd, who still believes the riding can return to its historically Conservative past.

Saanich seeks cycle track feedback Travis Paterson News Staff

Saanich engineering staff will be in the field this week seeking public feedback for a proposed cycle track extension to the Lochside Trail. District of Saanich staff are inviting cyclists, pedestrians and motorists to visit them at the Borden Street and McKenzie Avenue intersection on Saturday from 10 a.m. to 2 p.m. They’ll have a large poster of the proposed design and are ready to chat about the concept. “This is a great opportunity for people to view the cycle track conceptual design and provide feedback on the suggested improvements to biking, walking and driving in the corridor before the design is finalized,” says Harley Machielse, director of engineering. “We want to make sure we are

meeting the needs of citizens using this busy route by building a cycle track that is a safe and enjoyable asset to our community.” The Borden/McKenzie cycle track design includes a separated bi-directional protected cycle track on Borden from the McKenzie intersection to Cedar Hill Cross Road, then down Cedar Hill Cross Road to the Lochside Trail. It also suggests relocating the sidewalk on Borden and installing new sidewalks on Cedar Hill Cross, while reconfiguring the Borden and Cedar Hill Cross intersection (for visibility and safety), and other changes. Residents can also visit saanich. ca/services/engineering/projects/ index.html to provide feedback or by emailing engineering@saanich. ca with “Borden McKenzie” in the subject line. reporter@saanichnews.com

OUR VIEW

Canadians cast a ballot for change A new political day has dawned in Canada after voters answered the underlying question of this marathon election campaign. While the scope of the Liberal victory clearly shows that new Prime Minister Justin Trudeau was, in fact, ready, what the results really show is that it was the Canadian people who were ready – for change. Trudeau has a strong mandate to implement his agenda, with the Liberals controlling a majority of Parliament. That agenda seemed to resonate with Canadians, who overwhelming supported the Liberal plan to boost infrastructure spending at the risk of a few deficit budgets; to reduce taxes on the middle class by shifting a bit more of the burden to the wealthy; to create a Canada more welcoming to those fleeing crises around the world. But Canadians were perhaps even more clear on what they didn’t want: They didn’t want a government that viewed climate change with skepticism and saw scientists as a tool to be used at the government’s disposal; a government that greeted questions on missing and murdered Indigenous women with a shrug; a government that would pursue a failed war on drugs at all costs; and a government that saw creating fear and division as a winning electoral strategy. But it’s not as though Conservatives saw a massive erosion of support. The Tories received only 200,000 less votes in 2015 than they did when they received a convincing majority in 2011. It would appear it was the three million Canadians who chose to sit out the 2011 election who were the biggest reason behind the increase to the Liberals vote total. And that is a change that we should all be able to get behind. More than 17 million Canadians cast a ballot in the country’s 42nd federal election, making for Canada’s highest voter turnout since 1993. That means more than a win for any one political party, as it is a victory for Canada and democracy as a whole. What do you think? Shelbourne should remain a car-friendly street The current brouhaha over parking at the Glendenning entrance to Mount Douglas Park is in stark contrast with council’s apparent future vision for the municipality and Shelbourne Street. Mt. Doug Park, touted by many as a pristine natural gem, has several carfriendly entrances, yet needs taxpayerfunded modification to encourage yet more vehicle access, while Shelbourne Street, arguably Saanich’s major traffic artery, is to be modified at huge expense to discourage vehicle traffic. Glendenning Road is a gem in itself and it and the streets nearby are not part of Saanich’s major vehicle routes. Why not encourage cyclists to access Mt. Doug Park off Glendenning and encourage visitors arriving by car to use the entrances that already have ample car parks. The existing Glendenning parking spots could be restricted to handicap access only. Alternately, if council wants to accommodate more vehicle traffic in Saanich, please save us serious money and leave Shelbourne as a car-friendly street. William Miller Saanich

Council sees little change

Trophy hunting wrong

Saanich council’s handling of the governance review is more than an embarrassment, it’s an affront to those of us who voted in the municipal election to endorse such a review. Last November we voted in support of new leadership in the person of Mayor Richard Atwell. We voted to defeat Frank Leonard. And yet councillors continue to perpetuate the complacent, patronizing attitude that characterized previous councils. How are we to endure another three years of this nonsense? Valerie Sullivan Saanich

Trophy hunting, and hunting in general, should be stopped. There is no need in this day and age to hunt. From what I have seen in the newspapers and on TV, all these hunters get from these senseless killings is posing for a photograph with their kill. Tourists come to Canada to see our magnificent wildlife alive, not dead. Iris Nunn Saanich

No response Just wondering if any other constituents of Mayor Atwell have also been ignored by our mayor? Am I alone? I’ve wrote to him twice since he has been in office, and have not heard from him. I must admit, I miss the connection Mayor Leonard afforded me with my concerns. Sarah Wakefield Saanich

Vintage camera captures farmers in their element Travis Paterson News Staff

Saanich Road. “I knew it was for a photo but I didn’t know it was going to be this kind of camera,” she said. Miner originally started by doing blackand-white darkroom work in 1994 with a contemporary camera of the day. He became disillusioned with photography and to this day he rarely touches his digital

camera. But with the vintage camera process, he’s found a way to do it regularly. Inside the van, Miner is prepping an eight-by-10-inch glass plate with gun cotton, or nitrocellulose, a mixture once used in rifles (and also to dress the wounds of the same soldiers who employed said rifles). When he appears from the darkroom,

the plate is ready. Miner follows Bouwsema-Raap, clad in white overalls, along a path to where his 1902 Century View camera is stationed beside her beehives. Bouwsema-Raap takes her position among the hives and Miner affixes the glass plate and disappears under a hood.

“It’s a tricky operation but the process is fairly simple,” says Miner, who wears surgeon quality gloves while handling the plates. “Once you do it a few times you get the hang of it.” After 40 minutes Miner has his first photo. It’s overexposed, so they

do it again. Bouwsema-Raap holds still, this time for six seconds instead of 15. “There’s no meters, you take a photo and then you do it again.” After an hour and 15 minutes the second photo plate is bathed and Miner is content. Of Land and Sea will be available in 2016.

Vintage camera photographer Ken Miner took photos of Wilhelmina Bouwsema-Raap tending to her bees at her Royal Oak farm. Bouwsema-Rapp is one of 20 subjects in the project that uses a 1902 camera to document food producers on the Island.

The curious stack of wooden planks under the back left tire of Ken Miner’s van is telling. The van is carefully parked on the steep slope of Wilhelmina Bouwsema-Raap’s Royal Oak driveway. Miner opens the back door to reveal a mobile darkroom complete with bottles of gun cotton and silver nitrate solutions, ageold chemicals used to prepare and process photographic film for a century-old camera. Miner needs his darkroom balanced so he can give the plate glass a silver nitrate bath. BouwsemaRaap, clad in white beekeeping overalls, is the 18th subject to be photographed by Miner for his project, an upcoming book by the Island Farmers’ Alliance called Of Land and Sea: Portraits of Coastal Food Producers. Miner is using his 1902-era Century View camera for all the shots, having visited Cortes, Sointula and Salt Spring islands, Bamfield, Mill Bay, East Sooke and three farms in Duncan, so far. “Meeting the people has been amazing,” said Miner, a Colwood resident who did some farming growing up outside of Winnipeg. “Everyone’s been so welcoming and shared their produce or product.” A member of IFA saw some of Miner’s wet plate collodion photos, also of a farm, at a Sooke food security event last year. It inspired IFA to apply for (and receive) a New Horizons grant to create the project. “The project itself isn’t a fundraiser,

however, the book that is published will be used as a fundraiser for the Island Farmers’ Alliance,” said IFA member Vanessa Goodall. Bouwsema-Raap was referred to Miner by a friend and agreed to be a subject without really knowing much about it. She’s had bees for 15 years and sells honey from her driveway on West

Lawn bowling champ follows family tradition

Jacob Zinn News Staff

For Arden Grew, lawn bowling is a bit of a family affair. “My grandparents lawn bowled and they had been asking us for a few years and I thought I might give it a try,” said the 14-yearold Mount Douglas student. This past May, Grew and his father Keith joined the Gordon Head Lawn Bowling Club. From the get go, Grew had a knack for the sport, coming second in the provincials after only playing for five weeks. “He just has a natural aptitude for it – it’s kind of uncanny,” said Keith. “He took to it right away.” That might have something to do with Grew’s other sport of choice: curling. Five years before he ever set foot on the Gordon Head lawn, Grew had excelled at curling – a sport he grew up playing with his grandfather. “(My wife’s) dad had been a curler for years, and he got back into curling and the two of them would go off on the weekends to go curling,” said Keith. “They’re two similar games,” said Grew. “I like sports where you have to strategize – it’s the same through lawn bowling and curling.” His provincial silver was just the beginning

of a stellar lawn bowling season. In the summer, Grew became the club’s novice champion for 2015. And here’s where the family comes in: Grew’s dad and grandfather both competed for the club’s top spot. “We were all in the novice tournament together,” said Keith. “His grandfather beat me in the semifinals and made it to the final, and then Arden beat him.” But, showing his sportsmanship, Grew said competing against his grandpa didn’t feel any different than practising with him at the club. “We always went out and practised, so I didn’t really take it as a competition when I played against him,” he said. “We both played great. It was great bowling.” The club title earned him a spot at the four-day Champ of Champions tournament at the Juan de Fuca lawn bowling greens last month. Grew nearly blanked the competition, winning seven of his eight matches and leaving the West Shore with the novice singles men’s trophy. “There was some pretty tough competition, but I made some shots that I thought I wouldn’t have, some pretty difficult shots under pressure,” said Grew. “Those kind of sports where you have to think rather than just straight athleticism, he seems to be able to block out the importance of the shot and just make the shot,” said Keith. While the lawn bowling season is

over, Grew has the curling rink to hold him over until the spring, but when he returns, he’ll no longer be considered novice and will be playing against more seasoned bowlers. Nonetheless, Grew seems up for the challenge and he’s looking forward to getting back on the green – whether it’s a competition or for leisure. “I always enjoy just coming here for the social bowls,” he said. SAANICH NEWS -- Friday, October 23, 23, 2015 2015 Friday, October

Clubman pushes Mini to the max STOCKHOLM, Sweden - It’s hard to stand out in this stylish city full of blondes, boats and boutique prices - but a shapely rear end helps. The 2016 Mini Clubman’s caboose earned its share of stares during a recent debut on the cobblestone streets of Sweden’s capital. This third-generation Clubman is the biggest Mini yet, taking the famous BMW-owned brand from “subcompact” to “premium compact” territory. It would have been easy to mess this assignment up: Upsize an odd-duck subcompact model (the previous Clubman, with its bizarre fifth “suicide door” layout), add a host of roomy creature comforts, religiously adhere to the spunky personality of the car, and make it look like a Mini. Thankfully, the Mini-ons were up to the task. They started with a new chassis, shared with BMW’s front-wheel-drive 2-Series Active Tourer. The look is lower, longer, and wider but the front of the car remains resolutely smileyface Mini. As the elongated roof stretches by Gord Scott over the four full doors and begins to taper, however, things become interesting. The new Clubman is pleasantly two-faced - the trademark “barn doors” combine with sheet-metal and taillight curves to give the rear an arresting “I’m-watching-you” look. All of this design work has one aim - more cupholders. Well, not really. It’s about making it possible to fit in four of your friends or family, plus some luggage. (If you reduce that to four in total, the two in the back do, indeed, get to enjoy cupholders that spring from a fold-down armrest.) Project leader Ernst Fricke proudly proclaimed that the Clubman can “be used as the first car in the family.” The interior certainly lives up to the premium label, and the dash, steering wheel and heads-up display fairly bristle with infotainment connectivity. The presence of a real console (yes, cupholders and storage) comes courtesy of the use of an electric parking brake, and adds unprecedented (for Mini) elbow room. Lots of very cool LED lighting would help ward off some of the inevitable blues brought on by long, dark Swedish winters. The front seats (electric is an option) offer just the right amount of bolstering for go-kart moves, and legroom is fine for an almost-six-footer. A short ride aft revealed almost un-Mini-like room for backseat drivers, although road noise and roughness seemed more pronounced than up front. Trunk volume with the rear seats folded down is listed at about 44 cubic

feet (compared to the Volkswagen Golf Sportwagon’s cavernous 66.5 cubic feet), and there is an optional three-way splitting rear seat back to juggle loads. The barn doors allow plenty of access for those Ikea boxes, and get even more fun with the optional easy-opener feature. With the key in your pocket, one kick under the rear bumper opens the right door, another kick opens the left. Chances are most shopping trips will only require a single kick at the Clubman’s can to stow the stuff. The Clubman shares engine choices with the rest of the Mini clan; a base three-cylinder with 102 horsepower, the Cooper’s three-cylinder at 136 horsepower, or the Cooper S’s four-cylinder with 192. Transmission choices are the six-speed manual, or a new eight-speed automatic. BMW’s usual arsenal of road-conquering technologies are either built in or are available. The Stockholm area presented a few challenges. Firstly, it is city of 14 islands, with hundreds more nearby. This means a lot of water, which means

a lot of bridges - and a good number of ferries. The rolling, lake-studded Canadian Shield-like landscape northeast of Stockholm does present inviting stretches - but the tempting country roads are home to the very vigilant police force, and dreaded Blue Meanies. Once the Clubman broke free from these constraints, its inner go-kart was revealed. There was never any doubt that there was more Mini than usual to throw around, but fun could be summoned - especially with Sport mode selected. The manual certainly kept it real, but the automatic really needed to be in its own Sport mode to simulate the experience. This new six-door strikes a nice compromise between Mini mania and multitasking. Like the car, the families who take delivery after the Clubman shows up in showrooms early next year are growing out, not up. The Mini Cooper Clubman starts at $24,990, the Mini Cooper S Clubman at $28,990. Of course, these being Minis means infinite (almost) options and individualization, which would take you north of that pretty quickly.

The year 1980 holds a deep significance for Saanich writer Elaine Harvey – one that comes out in her gripping, page-turning memoir about her work as a Red Cross nurse in war-torn Cambodia. In Encounters on the Front Line, Harvey details her time in a refugee camp on the Thai-Cambodia border in 1980, after the fall of the Khmer Rouge regime, which had orchestrated the Cambodian genocide. An estimated 1.5 to three million people died under leader Pol Pot, with 100,000 more displaced and traumatized in the Third World country. “All Cambodian people – anyone over the age of 40 – have experienced a profound tragedy in their country,” said

Elaine Harvey (middle), pictured during her six-month aid trip on the Thai-Cambodia border in 1980, has recounted her time working in a refugee camp in her first creative nonfiction book, Encounters on the Front Line. Harvey. “Genocide, war, starvation. It’s a country that was devastated in the late ’70s. It’s a country still dealing with its fairly recent past.” The title of the book uses the term “front line” in reference to the humanitarian workers at the camp, rather than its traditional military connotation, because they were also in the thick of conflict at the time.

“I see ‘front line’ in the much broader sense,” she said. “Nurses work on the front line, aid workers work on the front line. Medical workers, social workers, counsellors, they all work on the front line.” For six months, Harvey worked in the emergency room of a field hospital, tending to the needs of Cambodians who fled their homes

seeking refuge. Their resources were limited, which led to numerous challenges as they dealt with the influx of injured people. “There was no running water, no electricity, no modern equipment,” she recalled. “It was more like First Aid and basic triage, and then we sent the critically wounded or ill people to another larger hospital.

“It was a very intense, very powerful experience in my life.” At the time, Harvey kept a diary, chronicling her personal and professional experience. Though the memory of her time there slipped away over time, she found the diary some 25 years later and felt a need to tell her story – and a need to go back. “It brought up a lot,” she said of reading her diary entries. “It’s more than a glimpse back into your past – ‘Oh, I actually lived this 27 years ago.’ I think it was a fairly intense experience, rereading the diary. “In that way, the story is very authentic. It’s straight from the real, lived experience I had.” The book is told in three parts, beginning with her six months of work in 1980, followed by her return to the country in 2007 and 2009, volunteering at a rural orphanage and an AIDS hospice. By her second return trip, she had already started writing what would become her 318page autobiographical retelling. The book covers a range of themes, including social inequality, the desire to help others, finding our common humanity in people of different cultures. “There’s a little bit of everything in the book: love and loss and conflict and happiness,” said Harvey. “The challenges and the good times – there’s sort of a mix of emotions and experiences that I have. “I end the book on a somewhat philosophical note. There’s no absolutes, there’s no answers to any of these questions – it’s a journey.” Encounters on the Front Line is available in paperback at Amazon, Chapters Indigo and Barnes and Noble, as well as available digitally for Kobo, Kindle and Nook. Additionally, Harvey is available to do book readings. For more information or to contact Harvey, visit elaine-harvey.com or email elaineharvey22@ gmail.com.

B.C. on board with Trudeau’s climate, infrastructure plan Publication: Black Press Victoria October 2015 Template CANADA

File type: PDF Tom Fletcher Black Press

Size: 5.83” X 14”

Premier Christy Clark is emphasizing co-operation with the new Liberal government in Ottawa on climate change and infrastructure spending, while avoiding comment on plans to run deficits and legalize marijuana. Clark said Tuesday she is looking forward to having Prime Minister Justin Trudeau accompany premiers to Paris at the end of November for the next United Nations climate conference. Trudeau said Tuesday he is looking forward to changing Canada’s reputation as a “less than enthusiastic actor” on climate policy, but he wants provinces to take the lead. Clark said B.C. will outline its “Climate 2.0” plan before leaving, and it will add to the carbon tax on fossil fuels with measures aimed at the “built environment” and other ways to reduce greenhouse gas emissions. Trudeau’s infrastructure plan is in “complete alignment” with B.C.’s efforts to grow the economy, with BC Hydro alone spending $2.5 billion a year over the next decade, Clark said.

She sidestepped a question on Trudeau’s deficit plans, noting that a prime minister has to govern for all provinces and B.C. is “an outlier” with operating budget surpluses and projected growth. Clark was even more cautious with Trudeau’s plans to legalize and regulate marijuana, as Vancouver and other cities grapple with unregulated medical pot dispensaries. “If and when they make changes, we’ll work with them to make sure that the changes can be effective in B.C.,” she said. B.C. NDP leader John Horgan shrugged off his federal party’s big setback in the federal election, consoling himself with an increase of two NDP MPs in B.C. The NDP’s Gord Johns won the new riding of Courtney-Alberni, defeating longtime Conservative MP John Duncan for an NDP sweep of Vancouver Island, except for Green Party leader Elizabeth May in Saanich-Gulf Islands. “I’m also delighted that the country voted for change in massive numbers,” Horgan said. “And that’s good news for me as well, because in 2017 there’s going to be a desire for change.”

Saanich had a great showing at this year’s Construction Achievements and Renovations of Excellence (CARE) Awards, with one local councillor getting recognized for his work to provide affordable housing in the district. On Saturday, Coun. Fred Haynes received the Building Better Futures Community Award for his “political leadership supporting housing affordability, policy review and regulatory reform.” The award is a first of its kind in the 75-year history of the Victoria Residential Builders Association, which put on the awards show. “It was a delightful surprise,” said Haynes. “I thought I was going there to help with the presentations, particularly for some of the awards that were given to developments in Saanich.” Haynes’ efforts to improve housing affordability have resulted in numerous resolutions before Saanich council, the Capital Regional District and the Union of B.C. Municipalities, including reviews of renovation tax credits, property transfer taxes, seniors housing and building code changes. “Housing affordability is a serious concern,” said Haynes. “Affordable workplace housing, housing for the homeless, supported housing, co-op housing are all serious concerns. “[The award] highlights the ongoing need, but also the attention that we’re trying to give to where the costs are for housing in our region.” Through a letter campaign that came out of his resolutions, Haynes has received the attention of MLAs and MPs across the country, including Canada’s housing minister, putting a spotlight on housing affordability beyond Saanich and Vancouver Island.

Uptown Place was one of a handful of Saanich properties to take gold at the 2015 Construction Achievements and Renovations of Excellence (CARE) Awards on Saturday. The ceremony by the Victoria Residential Builders Association recognized an array of builders, renovators, designers, trades and suppliers, including one Saanich councillor. “The point is to amplify the issue of affordability up to the provincial and the federal level,” he said. Other Saanich properties and developers took home plaques at the Oct. 17 ceremony. More than 50 awards were presented, with 275 builders, renovators, designers, trades and suppliers in attendance. Uptown Place by Homewood Constructors Ltd. took Best Condominium Project or Mixed-Use Development for its first phase, while Rainbow Hill by Aplomado Developments Ltd. won Best MultiFamily / Townhouse Project.

Saanich’s Jenny Martin Design also cleaned up, winning four Gold awards in the categories of Best Interior Residential (3,000 to 4,000 square feet), Best Residential Renovation or Restoration ($200,000 to $325,000), Best Master Suite under 400 sq. ft. and Best Master Suite over 400 sq. ft. Other multiple Gold winners included Abstract Developments, Christopher Developments, Concert Real Estate Corporation, Denford Construction Management Ltd., Gorter Construction Ltd., Homewood Constructors Ltd., Jason Good Custom Cabinets,

Jason Powell Construction, Jenny Martin Design, KB Design, Limona Group, Parsi Development Ltd., R. Parsons Construction Ltd., South Shore Cabinetry, The Sky is the Limit Design, Thomas Philips Woodworking, Three Sixty Degree Construction Ltd., Urban Core Ventures, Verity Construction, and Zebra Design. “Congratulations to the Gold CARE Award winners and finalists for their outstanding projects highlighting creativity, craftsmanship and sustainability,” said Bill Patterson, chair of the 2015 CARE Awards, in a statement. jacob.zinn@saanichnews.com
