Digging for clues

Alan Millbank, Nanaimo Fire Rescue fire prevention officer, digs through debris to find the cause of a fire that gutted a house at 844 Eaton St. Firefighters were called out shortly before 10 p.m. Thursday and found the house fully ablaze. The house had been abandoned and boarded up, but several people who’d taken up residence there were not home at the time of the fire. Investigators are still looking into the cause of the fire to determine whether it was suspicious in nature.

Ottawa armed robbery suspect found dead in Nanaimo A man wanted in connection to an Oct. 20 armed robbery in Ottawa has been found dead in Nanaimo. According to Nanaimo RCMP, the body of Peter Hoelke, 22, a suspect in an armed robbery of an Ottawa CIBC bank, was found in the Jordan Avenue

area, near the E&N Trail, late Friday afternoon. The identity was confirmed by the B.C. Coroner’s Service. Ottawa police had notified RCMP that Hoelke had flown to Nanaimo and landed Thursday. An investigation led

police, including the RCMP’s Vancouver Island E m e rg e n c y R e s p o n s e Team, to the Lost Lake Road area at about 8:30 a.m. Friday. Police blocked Lost Lake Road between Dewar Road and Laguna Way. RCMP searched a home

at about 4 p.m. and found no one in the residence, said Const. Gary O’Brien, Nanaimo RCMP spokesman. The locked down area has since been re-opened to the public. Foul play is not suspected in Hoelke’s death.

Huge challenges lie ahead for the City of Nanaimo, including a decision on the size and quality of its leadership team, according to city manager Ted Swabey, whose resignation was announced Friday. Swabey, who rose through the municipality’s ranks over 24 years to become city manager, quit to take over as chief administration officer at the City of Maple Ridge. His last day is Nov. 13. Two years ago, Swabey started his tenure with the largest restructuring at city hall in recent history. Two buyouts were offered and seven highlevel positions were axed as part of changes that led to a $1-million annual savings. He said in the later part of his career, and as city manager, his goal was to always challenge himself even if that meant looking at opportunities in larger communities and Maple Ridge resonated with him as a place full of growth. “That was one of the big tipping points for me. I am really aligned with a community that’s in growth and wants to do things,” he said, adding that Nanaimo is more in a state of transition, with politicians considering strategic priorities and what the public service will look like after a core review. He said this council has demonstrated its interest in investigating past decisions and service delivery and while there’s nothing wrong with that, it’s going to consume it for three years. When a community talks about what it did wrong more than what it’s going to do, it’s an environment of negativity and “it’s not the type of environment that I thrive in,” he said. Nanaimo will be the launch pad for the 2016 5K Foam Fest Canada cross country tour. The fun run sees participants cover a five-kilometre obstacle course that fea-

tures walls, cargo rope climbs, water lily pad crossings and giant inflatable slides. Think of it like Tough Mudder, but with foam and no rush to be first. The whole idea is to keep the focus on fun whether participants walk or run the course. The event, which happens June 11, was lured to town by Tourism Nanaimo. “It’s supposed to be team-building,

family-friendly,” said Kara Walsh, Tourism Nanaimo destination development specialist. “You can dress up and do costumes and, yeah, it’s just going to be an absolute blast.” Nanaimo is one of just 15 cities chosen across Canada for the 2016 tour. Sun Peaks will be the only other B.C. community to host the run. The event, announced Oct. 15, limits participation

to 5,000 entries and is well on its way to being booked up. “We’re already 75 per cent sold out and the only promotion that they’ve done is Facebook…” Walsh said. “Nanaimo has been the fastest selling city of all time, ever. Summer Games legacy money spent on stage, scoreboard

The Harbour City will benefit to the tune of $65,000 from the 2014 B.C. Summer Games. The games’ legacy fund was $120,000, with $55,000 going to future games and $65,000 to share between the City of Nanaimo, the Nanaimo Foundation and the

Downtown Nanaimo Business Improvement Association. In a press release, Bruce Hunter, chairman of the Games legacy committee, said the board identified capital projects, which when combined with legacy money, would benefit the whole community. The business improvement association will receive $15,000 and it will team with the Young Professionals of Nanaimo and Nanaimo City Centre Association to purchase a $57,000 aluminum portable stage, available for

use by the community. Corry Hostetter, downtown business association executive director, said the stage is something that Nanaimo has needed for several years. The old stage needed a lot of maintenance and wasn’t appropriate for dance, she said. “We decided to partner … together to purchase a brand new portable stage that we think is just going to be perfect for community events,” said Hostetter. The business improvement association will be

administrators for the stage. There won’t be a rental fee, but users will be charged for delivery and setup, said Hostetter. The stage is expected to be ready for Nov. 1, she said. The Nanaimo Foundation will receive $30,000 from the legacy fund. It matched that amount for a total of $60,000, which will go toward a pair of annual $1,000 scholarships for a male and female student in the Nanaimo school district, beginning in April 2016, said Laurie Bienert, foun-

dation development officer. “They have to be alumni of the B.C. Summer or Winter Games, either as a participant, a coach, a volunteer or an official,” said Bienert. The City of Nanaimo will receive $20,000 which will go toward a score clock at Beban Park’s Merle Logan Field. Ian Thorpe, city councillor and parks and rec commissioner said the two artificial fields at Merle Logan are well used. It hasn’t been determined yet, but Thorpe

said two clocks could be purchased. Jeff Lott, 2014 Nanaimo Games president, said the event was a huge success. “We’ve heard nothing but positive comments on it,” said Lott. “We had a lot of feedback from athletes, when they were here, coaches and officials after they’d gone home. Crown counsel appeals sentence in shooting case By Karl yu The News bulleTiN

Crown counsel will appeal a B.C. Supreme Court judge’s ruling for a man found guilty in a July 2012 shooting. In the judgment handed down in June, Jeffrey Ryan Oud, 38, was found guilty of mischief to property causing actual danger to life and intentionally discharging a firearm at a downtown Nanaimo house. Legal arguments about the constitutionality of the mandatory minimum sentence delayed sentencing, but in September, Judge Robin Baird ruled that Oud be incarcerated for four years, minus 153 days’ credit for time served. Crown had been seeking five to seven years.

Neil MacKenzie, Crown counsel spokesman, said the Criminal Justice Branch couldn’t comment as the case was before the Court of Appeal, but a press release said there were errors in the judgment and a reasonable argument could be made that the ruling wouldn’t necessarily be the same if the errors weren’t made. It also said the public interest requires an appeal. “The Crown has advanced, as additional grounds of appeal, that the sentencing judge failed to give sufficient consideration to the principles of denunciation and deterrence when imposing sentence; and failed to impose a total sentence which was proportionate to the gravity of the offence and the degree of responsibility of the offender,”

according to the statement. Crown is also seeking an increase in sentence length, but MacKenzie said how long would be the subject of submissions during the appeal. In his ruling, Baird said Oud was looking to buy crack cocaine in the Nicol Street area. He approached a woman and gave her money. She entered a basement suite and didn’t return. When Oud knocked at the door, he was met by a male who threatened him and slammed the door in his face. Oud became angered and agitated. He took a .22-calibre rifle and fired seven shots at the residence. No one was killed or seriously injured in the incident. A date has not been set for the hearing.

Comments referred to possible catchment changes Steve Rae, Nanaimo school board chairman, is clarifying comments he made at the Rutherford Elementary school closure consultation on Oct. 8. Rae referred to Frank J. Ney Elementary school as being 55-60 per cent full. Some parents questioned those figures as school district numbers said Frank Ney was over capacity. Rae clarified his comments, saying he was referring to possible changes in catchment

area for Frank Ney and Rutherford elementary schools. “Frank Ney is full currently, but the question was about the small catchment area, so the tough part is we could make that catchment area smaller, and that school would be 50 or 60 per cent full and fill Rutherford, but is that the right thing to do because Frank Ney is the newer facility? That’s what I was trying to articulate,” said Rae. “I know it’s full now, but if

we were to redraw the catchment area and make Rutherford’s catchment area larger, the population of that school would be significantly less. So where do we put the kids? Do we put them in the newer school or do we put them in the older facility? It’s a tough call,” he said. Rutherford Elementary is under consideration for closure in 2017, with some of the students transferred to Frank J. Ney Elementary School.

Toby Seward, acting general manager of community development and protective services, is on sick leave. It leaves only one general manager at the municipality. Mayor Bill McKay said the resignation was a shock and Swabey is going to leave a huge hole. He’s well respected in planning and development and has a ‘you lead and I will follow’ management style with council. Coun. Gord Fuller called it the best opportunity Nanaimo has had in decades to make changes in the way things are done at the city. “Most of the people that have been our managers and senior managers have been around Nanaimo for a few decades and employed with Nanaimo for a few decades, so they’ve got certain ideas about how things get done,” he said. “This could be a fresh start.” Council will meet with its director of human resources today to determine next steps.

Suspect sought in horse shooting Inbrief

Police, conservation officers and the B.C. SPCA are investigating the shooting of a horse with an arrow on the weekend. The three-year-old Welsh pony named Bliss, was discovered with wounds to her chest Saturday morning by Joy Rudd, her owner. Bliss was in her paddock on the Rudd’s family acreage next to Rock City Road near the main entrance to Linley Valley Cottle Lake Park. A veterinarian, conservation officer and the RCMP all confirmed Bliss’s injuries appear to have been caused by an arrow, but no arrow or other suspicious items were found after a search of the surrounding area. Two fences separate the horse from the path used frequently by hikers, mountain bikers and park enthusiasts. Bliss is expected to survive, but could suffer secondary infections from the wound and will require rest and continued care. Sailor located safely at home The sole occupant of a boat reported overdue Saturday morning, was found safe and sound. Brandon Austin, Maritime Search and Rescue mission coordinator, with the Canadian Coast Guard Joint Rescue Coordination Centre, said in an e-mail to the News Bulletin, a search of Newcastle, Protection, Kuper and Thetis islands was conducted after receiving a report of an overdue vessel. The person aboard the overdue craft was located at his home.

Rick Slingerland gently plucks a fallen figurine lying face down in the sand of his railroad island and sits her on a beach log. It’s all about the detail for this master of miniature, who can spend years casting characters and setting the stage for his railroad worlds. The model train enthusiast has been practising his hobby for 39 years and has won just about the same number of awards for his craft at train shows. “They’ve stopped handing out awards because the same people keep winning them,” he says with a grin as he looked at a wood-panelled wall lined with plaques. “Wasn’t me.” Slingerland can remember his first train. He might have been four or five years old, living in Ontario’s Niagara-on-theLake. It had a working engine, but not enough strength to

pull the cars behind it, he said. After that, his love of trains was put on the slow track as life took over. As a teenager he worked as a cherrypicker on farms and as a cook at an army

camp before joining the navy. By the time he was 30, he enrolled in art school, something he’d always wanted to do. Trains became his niche market. He even took three cross-

Canada trips by train, but it wasn’t until he went to England that he got all aboard the model train hobby. They were in downtown London and saw a Fleischmann model railway exhibit in sections that put together, were probably bigger than his house, he said. “I was blown away,” he said. He is tackling a make-believe island with tiny Mallard ducks the size of a grain of rice, laser-cut ferns and a plantation. The train is wireless and the scene lights up with tiny micro LEDs. For Slingerland, the satisfaction comes when the glue dries. “That it’s stuck for one thing, and just finding new ways to do things,” he said. “I like evolving this whole system of building a railroad.” news@nanaimobulletin.com

Voter turnout encouraging Elections are about the future, and with that in mind, Canadians can feel encouraged. High voter turnout in last week’s federal election is evidence that people really do care. Voter turnout soared in ridings across the country, including in Nanaimo-Ladysmith. Fair comparisons are impossible because the electoral district’s boundaries changed, but the figures we have show that citizens here were much more likely to cast ballots than in the last election. Of our riding’s 93,578 eligible voters, 71,399 dropped a ballot in the box this autumn, for a turnout of 71.4 per cent. In the 2011 election, the turnout in NanaimoAlberni was 67.4 per cent; in NanaimoCowichan, 65.2 per cent. The reasons for the increased turnout are left to conjecture, and every person who voted might have had different reasons for doing so. Here in Nanaimo, we think the re-drawn riding boundaries had the effect of localizing the election and spotlighting federal issues that impact our city. The strength of the Liberal vote in Nanaimo-Ladysmith, when compared with the party’s historical performance here, suggests it not only drew supporters from other parties this time around, but also attracted a significant number of people who didn’t vote last time, boosting overall turnout. We expect political scientists will study the impacts of social media, and what sort of impact it had on reaching voters and rallying them to one side or another. As for strategic voting – voting defensively to prevent a party from gaining power – it’s sometimes thought that it has a negative effect on turnout, since it can lead to apathy. But it’s clear that even after an 11-week campaign, apathy didn’t win the day. Instead, we got something better – voters who participated and were interested, and who we hope will continue to care during elections, in between elections, and always.

While viewing the televised results of Canada’s 42nd federal election on Oct. 19, I heard sweet sounds of Roy Orbison playing repeatedly in my cranial Wurlitzer jukebox. The Texas tenor’s tune It’s Over perfectly expressed my feelings about the too long 78-day campaign, and the too-long Tory 10-year tenure. Now comes the shouting, and the inevitable question of how long before campaign promises are broken. It seems that hope overcame fear, despite the many distractions, like the hullaballoo about Muslim female attire, the ethnic and religious profiling of potential refugees from Syria and other places, and the Toronto Blue Jays whose ballpark heroics overshadowed

dwindling campaign enthusiasm. Desmond Tutu once said, “Hope is being able to see there is light, despite all of the darkness.” Canadians are thankful to see the campaigns are over, and to shine the light across the 49th parallel where the Excited States of America have just under 400 days remaining in the presidential election campaigns.

Containment breach.” It’s just darkness with flashing lights. Long dark hallways with doctors’ doors. Frightening situations are on the horizon. When people walk into GAME’s The Facility, the newest Halloween creation by Island Haunt Productions at the Vancouver Island Exhibition fairgrounds, they’re in for a scare. “It’s the thrill. If you don’t get that scare at Halloween time you don’t know when you are going to get it,” said Jolynn Mears, senior scarer for Island Haunt Productions, about why people attend the event every year. She describes The Facility as a mix between Resident Evil and World War Z. Mears said watching a scary movie or going through a haunt makes people think of the possibility of things happening. “It’s like if people watch scary movies and you think, what if that happens in real life,” said Mears. People should expect mutants to lunge from the darkness and to walk through dark corridors and on uneven floors.

“There are some pretty good scare spots,” said Mears. Mears said people come to the haunt annually because the volunteers change it every year. The Facility runs Oct. 27-31, 7-9 p.m. and admission is $10. The haunt isn’t recommended for children under 13. If parents are concerned, Mears suggest they go through to determine if it is suitable for their children. Island Haunt’s event at the fairgrounds is just one of many people can attend. The Nanaimo Museum is sharing grisly axe-murder and ghost stories on its Lantern Tour. The tour is Friday (Oct. 30), 6:30-8 p.m.; space is limited. “We’ve explored some of the darker themes of history we don’t usually go into on the regular tours,” said Aimee Greenaway, museum interpretation curator. Until Oct. 31, the Nanaimo Museum’s coal mine display will be haunted with an alien theme to celebrate the season and artifacts related to Brother XII will be on display. Scary times are invading downtown with the Downtown Business Improvement Association’s Halloween Howl. The howl is 11 a.m. to 3 p.m. A Halloween craft area runs at Diana Krall Plaza, 11 a.m. to noon and kids can trick or treat at downtown businesses from noon to 2 p.m. The Queen’s Hotel hosts a free haunted house event from 11 a.m. to 2 p.m. and a pet costume parade starts at the Old City Quarter and goes to the plaza. When the munchkins and ghouls have all gone to bed after stuffing their stomachs with treats the adults can come out to play at Schmooze Productions’ The Rocky Horror Halloween Bash. “It’s an adult-only event. It’s for when the kids have gone to the babysitter or to bed,” said Dean Chadwick, artistic director of Schmooze Productions. “We are going to have some fun for ourselves.” Chadwick said Schmooze members looked at having another live performance of Rocky Horror but felt it was too soon after holding the last one. Votes needed for award People still feeling a twinge of election voting fever can relive that sense of satisfaction by voting for a local company in the B.C. Manufacturing Hall of Fame Awards. Naniamo-based VMAC (Vehicle Mounted Air Compressors) located on Kipp Road in south Nanaimo was nominated for the awards by the Greater Nanaimo Chamber of Commerce and has been chosen as a finalist. The awards are an annual event, voted on by the public, to recognize companies and people that make valuable contributions and demonstrate leadership and innovation in B.C. manufacturing. Jim Hogan, VMAC president, sees the nomination as good for developing new contacts with potential customers and suppliers as well as attracting young local talent in engineering and manufacturing. “It gives us a good public relations opportunity to be more well known in our community and in our province and to put the word out that VMAC is a great for young people to look to come to work to in the future,” Hogan said. “We’ve been in the community for 20 or more years and we don’t do, perhaps, as thorough a job as we could at elevating our profile and making sure that all the local talent that may choose to look to us for a career, that they know of us.” VMAC currently employs just shy of 100 people and continues to grow. Patricia Law July 9, 1926 – Oct. 6, 2015 We are deeply saddened to announce the passing of our beloved mother and grandmother, Patricia. She was predeceased by her husband Harold in 1996. She is survived by her son David (Diane), and daughters June (Lloyd) Poll and Pat (Carl)Hallson; grandchildren Darren, Eric, Melissa, Scott, Holly and Heather as well as great-grandchildren Cameron and Madeline. Mom was born in London, England where she met and married Harold, a Canadian soldier, in 1943. She relocated to Canada in 1946 and lived in Moose Jaw, Ottawa, Winnipeg and Nanaimo and spent many happy winters in Florida. While in Nanaimo, Mom attended Brechin and St. Andrew’s church. She was a valued volunteer in the community. She had been a Brechin pie baker and worked as a Sendial volunteer for over twenty years. She knitted for the hospital nursery and supported the SPCA. She had also been a long time member of the Widows’ Support Group. Mom, known as Nanny to her grandchildren, was famous for her chocolate chip cookies and always had a little dog by her side. Special thanks to Dr. Houghton and the NRGH staff for their care and support. No service by request. In lieu of flowers, please consider a donation to the SPCA.

Oct. 3, 1935-Oct. 18, 2015 “Laurie” passed away Oct. 18, 2015 in Victoria General Hospital from a brain tumor. He was born Oct. 3, 1935 in Ganges, Salt Spring Island. He was predeceased by his parents Goody and Isabel, and sister Barbara (Imler). Loved and sadly missed by his wife of 57 years, Joan (Dutton); daughters Trudy (Dan Rippon), Valerie, Sue Trebett; son Don; grandchildren Jordan and Ross Trebett and Annika and Drayden Goodman; brothers Eddy Jang (Jan) and Don Goodman (Marilyn). Laurie retired from B.C. Tel in 1993 after numerous interesting and varied careers. He enjoyed many hobbies over the years: hunting, home renovating, bowling, camping, travelling, dining and visiting with friends, and especially fishing. His family was the love of his life where he was a huge participant in every aspect of their lives. He was always ready to help others; he was truly a “good man”. Chris Sellars Chris Sellars passed away in Nanaimo Hospital on October 20th, 2015 due to heart complications. Chris was born on April 3, 1950 in Harrogate, England. At 17 he enlisted in the British Merchant Navy. At 22 he relocated to Vancouver eventually settling in Nanaimo in 1980. Chris had a loving family encompassed of wife Rhondda of 45 years and sons Brett and Ryan (Deanna), and two grand daughters Mikhayla and Paittyn. Chris always had a wonderful sense of humour. The V.I. Raiders didn’t make enough plays to provide much opposition in the B.C. final. The Raiders were shut out 54-0 by the Okanagan Sun in the B.C. Football Conference championship game Sunday at Kelowna’s Apple Bowl stadium. The Sun scored on their first drive of the game and led 8-0 after one quarter. A turning point came early in the second, when the Raiders had some bad luck on a tipped pass that ended up in a Sun interception. One play later, Okie scored a 15-yard passing touchdown. The home team kept the pedal down during the second quarter and took a 32-0 lead into halftime. The Raiders gave it their all to try to snap the shutout, but couldn’t. “We knew they were going to be a tough team, they have been all year, they haven’t lost a game...” said Liam O’Brien, Raiders quarterback. “They played well.” Brennan Van Nistelrooy, Sun safety, said his team came out fast and excited.

“All three facets of the game were really well executed,” he said. “The offence took the pressure off the defence and the defence took the pressure off the O.” The Raiders, on the other hand, weren’t at their best on either side of the ball. Coach Jerome Erdman said it was a combination of errors that cost his team. There were

mistakes here and there – a missed assignment, or a wrong route or a dropped ball. A good team like the Sun capitalized and kept piling up the points. “We just didn’t make the plays when we had an opportunity to make a play,” said Erdman. “I don’t think any facet of our team played very well today.” The QB said players

kept fighting and kept their heads up all game, and the coach agreed. “They battled right to the end. Nobody quit, and that’s what being a Raider’s all about. That aspect, I’m really proud of,” Erdman said. O’Brien finished 11-for32 for 107 passing yards and added 42 rushing yards. Rodriguez had 32 receiving yards.

Defensively, Josh Paisley made six tackles, Adam McDonald had five tackles and an interception, Corey Lewis also had a pick and Dexter Shea had five tackles and a sack. The Nanaimo Clippers outskated the Cowichan Valley Capitals to win the first meeting of the season between the Island rivals. The Clips beat the Caps 7-2 on Friday night at Frank Crane Arena. Nanaimo surged to a 3-0 lead after one period and was in control most of the night except for one stretch early in the second period in which the visitors potted two goals in less than a minute. “Other than that, it was pretty close to a complete game for us,” said Mike Vandekamp, Clippers coach. “I thought we did some things we wanted to do. Nanaimo will be the launch pad for the 2016 5K Foam Fest Canada cross country tour. The fun run sees participants cover a five-kilometre obstacle course that fea-

tures walls, cargo rope climbs, water lily pad crossings and giant inflatable slides. Think of it like Tough Mudder, but with foam and no rush to be first. The whole idea is to keep the focus on fun whether participants walk or run the course. The event, which happens June 11, was lured to town by Tourism Nanaimo. “It’s supposed to be team-building,

family-friendly,” said Kara Walsh, Tourism Nanaimo destination development specialist. “You can dress up and do costumes and, yeah, it’s just going to be an absolute blast.” Nanaimo is one of just 15 cities chosen across Canada for the 2016 tour. Sun Peaks will be the only other B.C. community to host the run. The event, announced Oct. 15, limits participation

to 5,000 entries and is well on its way to being booked up. “We’re already 75 per cent sold out and the only promotion that they’ve done is Facebook…” Walsh said. “Nanaimo has been the fastest selling city of all time, ever.
