A proposed mining operation just past Abbotsford’s eastern border would have many negative effects but few positive ones, council says. “This seems absolutely ridiculous,” said Coun. Ross Siemens. “Even if it did go forward, we’d receive no royalties [and] wear and tear on our roads.” The city argues that quarrying stone on the 310-acre area of Sumas Mountain just beyond city limits would disrupt the environment and cause heavy wear to city infrastructure. The operation would be on Abbotsford-adjacent Crown land, in Electoral Area G of the Fraser Valley Regional District, and would produce decorative rock. There has been controversy about quarrying rock from this land since a quarry was first proposed in 2011 by numbered corporation 266531 B.C. Ltd.. That proposal was met with opposition from the City of Abbotsford, the Fraser Valley Regional District, Metro Vancouver and area residents. The 2011 application was later withdrawn. This new mining lease application by the same corporation would be the first in many steps to get such an operation underway again. On Oct. 19 council voted to send a letter vehemently opposing the lease to the provincial government. Coun. Sandy Blue noted that her opposition was not to quarries in general, but she said existing operations in the area are already producing enough rock and gravel to meet market demand. Her opposition was particularly to the wear this project could cause to city roads. Continued on A5

Canada Post is freezing its plan to end door-to-door mail delivery for hundreds of thousands of additional households and switch them to community mailboxes. The Crown corporation announced Monday it is “temporarily suspending” the deployment pending discussions with the incoming Liberal government on how “to determine the best path forward given the ongoing challenges faced by the Canadian postal system.” The Liberals had run on a promise to reverse the shift away from home delivery. Canada Post said 460,000 addresses across the country are in the process of being converted to community mail

weeks advising them of the status of their mail delivery service,” Canada Post said in a news release. “In neighbourhoods where the 10-month internal and community conversion process is complete, customers will collect mail and parcels at their community mailbox. This includes customers set to begin receiving their mail and parcels in their boxes in October. We remain focused on maintaining reliable postal service to all Canadians without disruption.” Community mailboxes have been the target of criminals in Abbotsford, with residents in many neighbourhoods complaining their mail is too vulnerable to theft. The conversion has also been fought by the union representing postal employees.

Most of his crimes were committed in Abbotsford, but some were in Surrey, Vancouver, Williams Lake and Penticton. The Abbotsford Fireworks Bylaw prohibits the sale, possession and discharge of ¿reworks within the City’s borders. This bylaw was introduced in 2005 in order to reduce the number of injuries and ¿res caused by their use. The bylaw is enforced by Fire Rescue Service members as well as by Abbotsford Police and Bylaw Enforcement Of¿cers. Residents caught with ¿reworks will be subject to ¿nes ranging from $200 - $1000 and their ¿reworks will be con¿scated. Residents need to be aware that even though ¿reworks are offered for sale nearby, they must not be used in Abbotsford. Post office must adapt The news that Canada Post is halting installation of community mailboxes across the country will surely be greeted as good news by many. Opposed by both the union representing postal workers and residents who prize door-to-door delivery, the Crown corporation’s efforts to move towards community boxes was always going to be a tough sell. The conversion program was made more difficult by Canada Post themselves, who, in the face of evidence of widespread theft from the boxes, clamped down on information and went into a shell. While mail delivery is hardly the most important service provided by the federal government and the agencies and corporations under its control, the fact that both the Liberals and the NDP thought it politically advantageous to halt the installation of community mailboxes speaks to the failure of Canada
Post to sell its initiative to the public it serves. Which is not to say that initiative is without merit. Indeed, it’s hard to argue that mail delivery has not decreased in importance since the rise of the internet. The amount of mail has been shrinking for years and will only drop more in years to come. Furthermore, many people already receive mail in community boxes in townhouses and apartments. It’s hardly ridiculous for Canada Post, and the government that owns it, to consider ways to reduce costs – even if it means service will not be the same as 50 years ago, when postal delivery played a much larger role in Canadians’ day-to-day lives. The incoming Liberal government will be expected to keep its promise to protect home delivery. But that shouldn’t entail a blank cheque for a service in need of modernization.

B.C. Views VICTORIA – The scandal of the week at the B.C. legislature is what could be termed “delete-gate.” Primarily, it revolves around 36 pages of government emails that the NDP opposition has been trying for a year to get under freedom of information legislation. They relate to a series of meetings between transportation ministry bureaucrats and remote communities along Highway 16, between Prince George and Prince Rupert. If you want all of the accusations about government secrecy and alleged cover-ups, I invite you to read “Access Denied,” the latest report of the Information and Privacy Commissioner at www.oipc.bc.ca, and transcripts of question period in the legislature this week. What you won’t find there is much discussion of the actual problem, which is a shortage of safe and practical transportation op-
tions in and out of these communities, most of which are federally funded aboriginal reserves far from the region’s only highway. What we have seen for decades is a dramatic media narrative about one or more serial killers preying on vulnerable women hitch-hiking along what is now known world-wide as the Highway of Tears. The Wikipedia entry for Highway of Tears gives a sense of the credibility of this narrative. It begins with the unsolved murder of Gloria Moody, last seen leaving a bar in Williams Lake in 1969. That’s a long way from Highway 16. Then there was Monica Jack, killed in 1978. DNA technology resulted in a charge finally being laid last year against a known serial rapist. This was even further away, near Merritt, and she was a 12-year-old riding her bike. Other cases involve street prostitution in and around Prince George, an urban hub for a large aboriginal population similar to Regina and Winnipeg. Discussion in Victoria focuses on urban notions of increased transit, in places where existing service may be under-used. Nationally, the narrative is that deep-seated social problems within aboriginal commu-
nities would somehow be solved by a lawyer-heavy judicial inquiry that looks only at tragedies involving women. If you drive Highway 16 today, you will see fading billboards pleading for information on the disappearance of Madison Scott. She

Her truck and tent were still there. Again, nothing to do with hitch-hiking, but at least it was near Highway 16. Here’s something else you won’t often hear in the Highway of Tears melodrama. There is commercial bus service on Highway 16, although Greyhound reduced frequency in 2013 as it struggles with low ridership and high costs.
BC Transit also operates bus service to some remote communities like Kispiox and Gitsegukla, connecting them south to Smithers. But BC Transit requires local governments and riders to cover about half the cost. Indian Act reserves don’t pay. North Coast MLA Jennifer Rice has noted that what people in remote communities ask for is a way to get back and forth for shopping and medical appointments. Yes, shopping is an important need, as those who live in remote areas can tell you. And Northern Health already runs a bus service for remote residents who need medical care. Rice’s observations at least move us toward practical solutions, although most of her effort seems directed towards political blame. I hope the infamous 36 pages of emails are eventually released, since they were not deleted but rather excluded from release. They may bring the discussion back to the actual public service issue, which is what realistic transportation options exist for these communities. More accountability needed Accountability and transparency became public sector buzzwords in the early 1990s, yet governments are making slow progress toward implementation. In his victory speech, PM Trudeau pledged his commitment followed by some media skeptics indicating that we would, again, be disappointed in a few years. The private sector excluded, few people surpass the accountability of a Grade 1 student. Indeed, it is a moral dilemma that our children are held to higher degrees of accountability than most workers including all governments. Consider that the student will receive a written formal evaluation on their work approximately 50 times before graduation. Their performance will be rated (symbols/ letter grades) and ranked (percent/letter grades) in multiple subjects (reading/ math/etc.) in multiple areas within each subject. Occasionally failure occurs unless the school is still devoted to the now ill-regarded practice of social promotion. During these 12 years our governments are held accountable on approximately three occasions, and the decision will likely be based more on emotional reasons than on empirical data. Even though our previous government had the best empirical outcomes of any country, public satisfaction measures were weak. Governments may eventually catch on to a process of developing a report card based on public input but featuring the same principles as applied to our school children. A recent premier in Alberta set out to do this but he failed to understand sources of strong opposition.
The emergence of accountability and transparency also gave rise to a new corps of government staff whose primary role is to spin messages. This is relatively easy when government’s performance is not given evaluation ratings, and departments made certain that the public could not benefit from a consistent assessment. Within one week of the premier’s staff understanding what was about to happen, he was persuaded to abandon the effort. Surprisingly the media also disapproves. They thrive on creating controversy and also want to avoid consistent assessment so that they can spin their interpretation of the data. We will wait to see whether PM Trudeau was merely tickling

our ears or whether he has a sincere desire to make government more account-
able than children.

Construction expected to start on troubled property Tyler OLSEN Abbotsford News
Construction is expected to begin this week on a troubled property that has been the site of several fires over the past year, according to the site’s property manager. Kyle Van Leeuwen, who works with Onni Group, told The News that work will commence this week on the former home of the Allwood Estates trailer park. The Allwood Street property has
been vacant since mid-January, after the city received a rezoning and development permit for a 224-unit townhouse complex on the site. Several homeless camps were established on the property over the year, and fires in February and June destroyed trailers that had not been removed from the site. Although all trailers were removed from the property, several encampments remained, and last week another blaze broke out just feet from Master Lee’s Tae Kwon
Do School. The business’s owner Seung Yong Lee, had previously raised concerns about a homeless camp abutting his building after discovering a mace-like weapon in his parking lot. Last weekend, another local business became aware that someone had been stealing electricity through an opening in a fence abutting the property. Leeuwen told The News those troubles should be over. “We’re starting construction
this week so everything should be dealt with,” he said. “We’ve been in contact with the police, all the businesses and the city regarding the property.” He continued: “Construction is supposed to ramp up this week. The National Character Conference has encouraged Mayor Henry Braun to continue working on the city’s relationship with local First Nations groups. When attending a morning keynote session on Friday with Aboriginal speaker and academic Wab Kinew, it struck Braun to re-examine how the city relates to area First Nations groups. “Our relationship,
with the city and First Nations, hasn’t always been stellar,” Braun said. “We have a pretty good working relationship, but it isn’t as much as it could be…We do have some things to work out.” He said he wanted to contact leaders to discuss issues like economic development and service agreements. And he also hoped to connect with Kinew after the conference to hear more of his story. A member of the Onigaming First Nation from northwestern Ontario, Kinew’s advocacy has led him to meet famous figures like Nelson Mandela and Barack Obama.

The Insurance Corp. of B.C. has decided to raise basic auto insurance premiums by 5.5 per cent, driving up the annual cost by more than $44 for the average driver. And a further jump in optional premiums for coverage like third-party liability will add nearly $16, for an annual increase of about $60 on average. The basic premium increase is less than the 6.7 per cent jump ICBC had warned in August might be required as a result of rapidly rising injury claims and the resulting payouts. The hit is lower in part because the province has approved an unusual $450 million transfer of capital from ICBC’s optional insurance business to the basic insurance side. There’s been growing financial pressure on the basic side, while ICBC has had more wriggle room in recent years to actually decrease rates on its optional side, where it does not hold a monopoly and competes with private insurers. But officials say optional costs are now also on the rise because optional third-party liability insurance covers injury payouts over $200,000. Adrian Dix, the NDP’s critic on ICBC, noted the average driver will be paying nearly 30 per cent more in basic premi-
ums than they did when Christy Clark became premier in 2011. “Overall what we’re talking about is a major, major increase in rates for the average motorist,” said Dix, who lays part of the blame on management decisions at ICBC and trouble with the rollout of its new computer system. Forgoing the annual dividend to government would have only trimmed the basic rate hike to 5.2 per cent, Stone said. That 0.3 per cent reduction would have been “negligible” in terms of impact on customers, he said, but would “blow a pretty significant hole” in the province’s budget. He called the $450
million transfer a one-time shift that can’t be repeated next year because there won’t be enough excess capital on the optional side. ICBC officials also said they’re stepping up efforts to combat exaggerated and fraudulent claims. A new fraud analytics tool is to be deployed early next year to use data, algorithms and statistical methods to quickly flag patterns and high predictors of fraud early in the claims process. ICBC projects bodily injury claims costs will hit $2.3 billion this year, up from $2.17 billion in 2014. Those costs are up 64 per cent since 2008. The number of injury claims are up about 11 per cent from the previous year. Another basic rate hike is guaranteed next year. The province’s rate smoothing policy requires each new year’s rates be no more than 1.5 per cent above or below the previous year’s. That means ICBC will be considering an increase of between four and seven per cent next fall. The p ro p o s e d basic rate hike is effective Nov. 1, but it must still be approved by the B.C. Utilities Commission. A hearing is set for December and the rate can be changed retro-actively.

As part of a study and learning initiative addressing how Rick Hansen has changed attitudes towards disabilities, a group of 60 students from Rick Hansen School of Science and Business in Abbotsford recently travelled to the Rick Hansen Institute in Vancouver. The event was planned by the Rick Hansen Foundation (RHF) as a kick-off to a cross-curricular project the Grade 9 students are working on. The students’ math, science, English and digital literacy teachers have been working collaboratively to identify common outcomes that exist between their subjects, and to design a project around it for the students. English classes will be investigating: “Is the word ‘disability’ appropriate in Rick’s context?” The science component will explore issues involving the importance of spinal cord research, and math students will calculate the optimal routes for a world tour. The students started their day at the Blusson Spinal Cord Centre with RHF clinical liaison Tova Plashkes, a physiotherapist specializing in spinal cord research, to learn more about spinal cord injuries. WestJet begins Las Vegas service Starting this week, WestJest begins twice-weekly nonstop service between Abbotsford and Las Vegas. Abbotsford Airport Authority chair Dave Holmberg noted that the airport recently eliminated several fees to create a “cost-friendly environment for WestJet to grow its service from the Fraser Valley.”
“This new service will definitely enhance the ease and convenience for our guests,” Holmberg said. Abbotsford Mayor Henry Braun said the added service is “great
news.” “The airport is one of our main economic drivers and is a key factor in making us a regional hub for transportation and investment,” he said.
The new service is available starting this Thursday, Oct. 29. It leaves Abbotsford on Thursdays at 11:54 a.m. and returns from Vegas on Sundays at 2:25 p.m.

United Way offers priority grants The United Way Fraser Valley is offering funding for programs that reduce poverty, reduce homelessness or ensure children are ready for school. The agency’s board of directors has increased their priority grant pool from $100,000 to $150,000. The grants will go to local projects in Abbotsford, Chilliwack, Mission or in the Fraser Cascade region. Any non-profit organization providing local services addressing one of the three priorities may apply. Applications for priority grants can be found online at uwfv.bc.ca/ how-we-help/our-priorities/priority-grants. Board chair Tamara Van den Brink said the grants are possible because of the hard work of United Way employees, the dedication of the campaign cabinet, and the generosity of donors. This spring, United Way’s board approved a grant to Raven’s Moon Society to help identify supportive landlords for individuals leaving shelters and transitional houses. They also approved a grant to Big Brothers Big Sisters to allow children waiting for a Big Brother or Big Sister

Among those participating in a recent kickoff event at the Abbotsford Safeway were local athletes Mike Palitti and Austin Johnston, who earned medals in athletics and 10-pin bowling, respectively, at the 2015 Special Olympics World Summer Games in Los Angeles. Palitti is also the 2015 winner of the SOBC Athletic Achievement Award. They were joined by local floor hockey players Derek Santema, Brandon MacArthur, and Jamie Taylor, who competed in the 2015 Special Olympics BC Winter Games in Kamloops and brought home a bronze medal. Also at the event was Todd Moore, a veteran powerlifter who medalled in the 2014 Special Olympics Canada Summer Games and numerous competitions. Their fellow athlete Jamie Robinson and her mother Kathie, an Abbotsford Safeway employee, were also part of the celebration. “Special Olympics has positively impacted Jamie’s life and helped her create a huge network of friends,” Kathie said. “It has helped her confidence. And it has opened her eyes to different sports that we would never have introduced her to because we don’t participate in them.” The Abbotsford Safeway is located at 32500 South Fraser Way.

Important Notice to Resource Road Users A province wide, safety-oriented project is underway to standardize two-way radio communications on forest service roads and some resource roads. This project includes standardized signage, new dedicated resource road radio channels and standardized call procedures. Many districts around the province have already transitioned or are currently transitioning. The Chilliwack Natural Resource District will be implementing new resource road radio channels commencing on November 16, 2015. Forest industry workers and other road users using mobile radios must have their radios reprogrammed by professional radio technicians to incorporate the new resource road channels.
New signs posted on local resource roads indicate which radio channel to use and the calling interval, with drivers required to indicate their direction of travel and their vehicle type. Drivers using mobile radios must call according to the posted channels and call protocols. All road users are reminded that forest service roads are not radio-controlled, but radio-assisted. All users should drive safely and according to road and weather conditions. It is strongly recommended that all resource road users exercise additional caution during transition. Local resource road safety committees have worked together to implement these changes. Abbotsford author Terry Broadworth holds a poetry reading and book launch on Monday, Nov. 2. The free event, hosted by the Fraser Valley Poets Society, runs from 6:30 to 8:30 p.m. at Clearbrook Library (32320 George Ferguson Way). Broadworth’s book A Poets Passion Revisited is a collection of writings and photo art divided into six chapters and celebrating BROADWOTH the complexities of life, some places explored and a number of charming characters met along the way. The book includes Broadworth’s first poem, required for an English class, and some written stories. Broadworth moved from Victoria to Abbotsford in 1976. She has been writing lyrical poetry since she was a young woman. She is a member of the Fraser Valley Poets Society and the Abbotsford Arts Council. Broadworth is retired from her job as a licensed practical nurse and recreation programmer who worked with seniors and their families in residential care.

The AA battle of Abbotsford had a swift and decisive winner on Friday. The Abbotsford Panthers hosted crosstown rivals the Robert Bateman Timberwolves and jumped on early Bateman mistakes to build a big early lead. The Panthers went up 14-0 after just over four minutes and cruised to a 41-14 win. “I thought we played consistent football for four quarters today, which we’re always looking for,” said Panthers head coach Jay Fujimura. “Offensively we wanted to see if we could run the ball more this week and we did. And defensively I thought we were much tighter today than we were at the start of the season.” Bateman fumbled
on their first drive of the game, giving the Panthers good field position and Chase Claypool caught a touchdown 2:11 into the game. Reese Morrison then grabbed an interception on the Wolves second drive and Claypool scored another touchdown. Claypool added another touchdown off a broken play before the end of the first half. Timberwolves coach Dan Village said the mistakes cost his team. “The first five minutes was a rough go,” he said. “We really put ourselves in a hole early but we ended up battling and the second half was a lot better.” Bateman trailed 28-0 at the half, but then got on the board against the Panthers when Anthony Bodger rumbled in for a touchdown. Make the winning streak three for the Abbotsford Pilots. The Pilots continued a hot streak, picking up wins on Friday at home and Sunday in Burnaby against Grandview. The pair of wins were over the top two teams in the PJHL and Pilots head coach Jim Cowden is liking what he’s seeing from his team. “We have a young team but to be where we are right now I’m pretty happy,” he said. “We have the best goals against in the league, the best penalty killing in the league and our special teams have been solid all year.” Abbotsford exacted some revenge on rivals the Mission City Outlaws on home on Friday, picking up a 4-1 win. Mission took down Abbotsford in overtime earlier this year, and the Pilots jumped out to a 3-0 lead in the second period to notch the win. team’s better performances this season. “I thought we played well, other than in the second period when we turned the pick over a little too much for about five or six minutes,” he said. “But we were in control all night and from our defence to our goaltending to our forwards, I thought we played a good team game.” After beating the best team in the Harold Brittain Conference in Mission, the Pilots then beat the best team in the Tom Shaw Conference, the Grandview Steelers, 6-1 on Sunday. Abbotsford scored five unanswered goals to put a stranglehold on the game. Hayden Guilderson (two), Cole Methorst, Erik Olson, Sean Olson and Michaud all scored for the Pilots. Alexander Methorst had three assists, and the Pilots went one for eight on the power play. Crawford stopped 28 of 29 shots in the win. The weekend improved the Pilots to a record of eight wins, five losses and one overtime loss and they sit in second place in the Brittain Conference. Abbotsford looks to extend the streak to four, when they have a home and home Halloween back-toback with the Port Moody Panthers. The Pilots host at the MSA Arena on Friday, with a 7:30 p.m. face-off. The teams then travel to Port Moody for a date on Halloween night.

For the first time ever, the UFV Cascades women’s soccer team is hosting a home playoff game. UFV clinched the home playoff date after a 2-2 draw on Saturday against the UVic Vikes. The single point ensured that the Cascades finished one point ahead of the Vikes for third place in the Canada West Western Division, and earned them home field advantage for round one. The Cascades trailed 2-1 until midfielder Amanda Carruthers tied the game up in the 81st minute to knot the teams up for good. Brittney Zacharuk also scored. UFV finished the season with a record of eight wins, four losses and two ties. Head coach Rob Giesbrecht said it’s been a successful regular season. “I’m very proud of my team and where

our program has come, because of the quality kids we have,” he said. “We’ve showed throughout the year that we can get results against good teams. If you do that often enough, you earn the right to host a playoff game, and now we can focus on getting ready for next weekend.” The Cascades and Vikes meet again in round one of the Canada West playoffs on Saturday at Abbotsford Secondary. First whistle is set for 4 p.m. The UFV men’s team has also qualified for the playoffs and travel to Edmonton to take on the University of Alberta Golden Bears on Saturday. The men’s team finished the season with a 1-1 tie with UBC on Oct. 24, to end with a record of five wins, four losses and three ties.

PEVERALL, Owen John July 30, 1922 - October 18, 2015 Owen passed into the presence of his Lord at ARHCC on Sunday morning. He was a man of faith, integrity, perseverance and determination. He lived life to the full, ever pushing forward even though his tired body was rebelling. He will be sadly missed by his wife, Perrie, of 38 years, his son, David, and his daughter-in-law, Connie, our dear adopted daughter Christene Mackay, husband Brian and children Evan and Claire, the church family at CrossWay Church, Bakerview Mennonite, the Trinity Western family and related family and friends around the world. A Memorial Service Is planned for November 8th @ 2:00 pm at the Bakerview Mennonite Church, 2295 Clearbrook Road, Abbotsford. Reception to follow at Kingsview Estates, 33922 King Road. She is predeceased by her husband of 60 years, Norman, in 2005. Interment will be held at 12:00pm on Thursday October 29, 2015, at Hatzic Cemetery, 34867 Cemetery Road, Mission, followed by a celebration of life reception at Woodlawn Mission Funeral Home at 1:00pm. Charleen Ann (nee Myers) Nov. 30th, 1945 - Oct. 13, 2015 It is with great sadness that the family of Charleen Ann Patterson announces her sudden passing at the age of 69 on Tuesday, October 13, 2015 at the Abbotsford Regional Hospital and Cancer Center. Charleen was predeceased by her husband Wayne, her parents Charles and Kathleen and her brother Gerald. She was a proud mother of her son Christopher Patterson of Surrey, her daughter Rose-Ann (Wesley) Bransford of Abbotsford and two very special granddaughters Cathi-Lea and Elizabeth. She also leaves behind her sister Claire (Ken) Ollenberger of Grand Forks, BC, as well as her nephew Derek Neid (Jocelyn), 2 great nieces and 1 great nephew, and niece Michelle Neid (Nick Pollard) and 1 great nephew. Charleen was a long-time resident of Abbotsford and her warm nature, steadfast loyalty and support to her family and friends and those that knew her will be greatly missed. No service by request and donations in her memory to the Heart and Stroke Foundation of Canada will be appreciated.

NICKEL, David November 2, 1920 - October 18, 2015 The oldest of 8 children, David, whose parents were from Russian immigrant families, was raised on the farm near Borden Saskatchewan. After Bethany Bible School and
Alternative Service during WWII, he married a local girl, Rosie Anna Rempel in 1949 and entered church ministry. He served as pastor at Compass MB Church 1950 - 1957. With three small children and a move to Winnipeg, David completed high school (having only completed grade 9 prior). A fourth child was added as David received his BTheol degree at the age of 40 and his BA two years later. David and Rosie will pastor various churches the last being South Abbotsford MB Church in BC. In 1972 David became a Real Estate Agent. David and Rosie served as chaplains at Tabor Home in Clearbrook 1982 1986. The Lord took Rosie Anna Nickel home in 1996. Having known each other since they were young adults, Irene (Willems) Tilitzky and David married in 1997. They resided in Garden Park Tower for the rest of David’s days sharing travel, church, prayer meetings, choirs, and volunteering. Service was held October 28th 2015 at Bakerview Church in Abbotsford.
