Several months after the fact, two former Salmo village councillors have spoken out on their reasons for resigning, likening council to a “dictatorship.” Ken Anderson and Cathy Paton previously declined to explain why they quit in June, but shed some light in separate letters to the latest issue of the Salmo Valley Newsletter. Although neither named any specific person or incident, Anderson said during his time on council, there “did not seem to be a democratic process. There was no/ little meaningful debate or discussion on the village business. I felt most decisions were predetermined and the meetings were only a formality. “I felt that there has been no transparency or openness as was campaigned on by others. It seems like a dictatorship when council members were not allowed to make statements. “It felt like a threatening/bullying atmosphere where there were ongoing warnings not to be open to the public. I felt there was manipulation and that facts were twisted to accomplish pre-determined goals.” Anderson said he ultimately believed it was “futile” to continue on council.
Paton said she felt “left out of important decisions,” which were “based on one side of an issue [with] no option, or time, to research the other side. On several occasions, when I expressed empathy for local villagers, I was met with more anger than I have ever encountered in my life. “I have made my life about caring for others, yet I found myself with a group of people who tried to dictate who I should and should not talk to, and who I should and should not empathize with. I began to dread every meeting and every encounter with council, anticipating another angry outburst, or the feeling of being manipulated.” Paton said she wasn’t willing to put up with it for another 3½ years. In an email to the Star, Mayor Stephen White said he was “shocked” by the letters and insisted Anderson and Paton never raised their concerns with him or councillors Dan Danforth and Steve Dimock. White said the two were invited in writing to discuss their resignations, but neither responded. “There is no question it’s a steep learning curve for new council members, especially if they have never attended a council meeting prior to election,” he said. “Council cannot act except by resolution and a democratic majority vote. While it’s true that in many cases these former council
members found themselves outvoted, that’s the nature of the process.” White confirmed, however, that a council member was cautioned not to communicate with someone involved with litigation against the village. Paton and Anderson topped the polls when elected last November. Following their resignations, Diana Lockwood and Jonathon Heatlie were acclaimed to the vacant positions. White said “for the first time in years” the village’s finances are in order, question period has been reinstated during council meetings, and certified minutes of meetings are available. “Town hall meetings are held and for the first time ever items are released from closed meetings as soon as possible,” he said. “No regular council meeting has had fewer than 18 members of the public observing and over 80 attended the town hall meeting. “In short, Salmo has made tremendous positive change since last December when the new council took office. We thanked the two former members of council for their contribution to this progress during their seven months in office and wished them well in their future endeavours. There’s no doubt the progress made by the Village of Salmo will continue.” — With files from Tamara Hynd

On Sund a y , Nov. 29 Rossland will welcome back musician Harry Manx to the Miners’ Hall. Manx visits Rossland every two years, brining his distinctive Indo-blues style to the Kootenays. This time he’s back with a new album, fresh off the presses, called 20 Strings and the Truth, a reference to his signature instrument. “He spent a number of years studying in India under a really famous fellow who basically was sort of a traditional Indian sitar player,” explains Ann Damude, event manager for the Rossland concert. “The fellow took a guitar and crossed it basically with a sitar and created an instrument called the Mohan Veena, and that’s what this title refers to.” The Mohan Veena is a 20-string instrument, invented by Vishwa Mohan Bhatt, Manx’s mentor in India who taught him Eastern scales and ragas, “deceptively complex and regimented musical patterns that form the basis of Indian composition.” Manx’s backgrounds in blues was established long before he got to India, in Toronto’s blues clubs where he worked as a sounds man. He eventually started exploring the relationship between blues scales and ragas, creating his distinct style. Audience members in Rossland can expect to hear songs off the new album, but also old favourites. “People come to hear the new stuff, but they want to hear him perform the old stuff too, so he always plays a really lovely blend of his well-known songs together with introducing audiences to his new music,” says Damude. The show starts at 8 p.m. and doors open at 7:30 p.m. Those wanting to attend are encouraged to buy their tickets early. “The show often sells out,” said Damude. “So just to let people know to get their tickets early, because there’s nothing worse than disappointed audiences standing at the door looking at you with long faces.” Tickets are $35 and available at Out of the Cellar in Rossland or by phone through the Charles Bailey Theatre box office at 1-800-368-9669.

One hundred seventeenth in a semi-alphabetical series on West Kootenay/Boundary place names Last week we started looking at Lemon Creek, the Slocan Valley stream named for pioneer merchant Robert E. Lemon (1855-1907). Several townsites popped up along the creek, and it’s not always easy to keep them straight. The Ledge of Dec. 17, 1896 reported: “A townsite has been staked at the mouth of Lemon Creek by CPR men. Two hotels and a store will be erected this winter.” The Nelson Miner of May 1, 1897 carried a report datelined Del Monte, which explained: “This is the latest addition to the towns of West Kootenay and the indications are that while it may not become a large settlement, it will be prosperous and a great convenience to the miners of Lemon creek. It is by no means certain that the name Del Monte will be finally agreed upon, but J.W. Thurston, who is at work constructing the pioneer hotel, says he was first on the ground and that will be the name if everything he can do will settle the matter.” The story added that Del Monte was “something over a mile from Slocan river, and is at the point where one of the surveys of the railway crosses Lemon Creek. It is not certain that the railway will cross at that point, but the belief is that the fear of high water and the swift current of Lemon creek will lead to the company to do so …” In fact, the railway, completed in late 1897, crossed the creek much closer to its mouth, so Thurston’s gamble may not have paid off. Del Monte — which means “of the mount” in Spanish — was never heard of again. Instead, the Slocan
Pioneer of May 1 and June 12, 1897 carried references to the hotel at “Lemon Creek Crossing.” No townsite plan, whether owned by Thurston or the CPR, is known to exist and no lots were ever advertised for sale. At the same time, a second townsite was platted well up the mountainside at the confluence of Lemon and Summit creeks. The Victoria Daily Colonist of May 25, 1897 reported: “Two new townsites have been started on Lemon creek — one on the railway five miles south of Slocan City, and the other, to be known as Summit, about 15 miles back from the railway. This last townsite is right among the mines located last year in the gold belt. The townsite company is about to build a trail up Lemon creek.” Did the CPR have a silent interest in the latter? Their divisional superintendent, J.S. Lawrence of Nakusp, was one of the owners. The Slocan Pioneer added on June 5: “Mr. A. Driscoll left this week for Lemon creek, where he goes to survey the new townsite, Summit, located about eight miles up the creek, near the wellknown Alpine and Black Prince groups.” However, the Slocan City News reported on June 19: “It has been definitely decided that the title of the new town shall be Lemon Creek — nothing more or less.” Indeed, that’s the name on the plan by surveyor J. Herrick McGregor, dated July 24, 1897, which shows avenues named Balfour, Nakusp, Kootenay, Slocan, Kaslo, and Nelson, and streets numbered first through sixth. The Nelson Miner on June 26 said “The townsite of Lemon Creek has been surveyed and will shortly be placed on the market.” Some lots sold but were Lemon Creek was “The New Clondyke” [sic] according probably never cleared much less built upon. to this ad in the Slocan City Next: The townsite that went missing News of Aug. 28, 1897.

There are still plenty of fans in Greater Trail ready to dress in their finest and waltz, cha cha or fox trot the night away to the big band sounds of SwingSationS. The problem is, the 17-piece musical ensemble has been without a drummer since May. And unless one is found soon, the group may have to fold, says alto saxist and longtime arranger Clark White.
We are the last live band that does nothing but ballroom dance, and it would be a real shame to lose it. Clark white “Resulting in a lot of very disappointed people who regularly attend our dances,” added White. “The loss of the band would be a great loss too, for the musicians who are still members.” He says the new drummer would have to be able to read music well because parts are played precisely as written. “The whole thing is, it’s all ballroom dancing,” White ex-

plained. “And everybody in the band reads their parts. “So, the drummer would have to have very good knowledge of basic dance rhythms and play it exactly. Like the rhumba, tango, polka — all those types of dances.” Rehearsals are at the Legion hall in Trail Sunday night from 7:30 p.m. to 9:30 p.m. And, besides regular practice, the drummer would have to commit to three-hour dance gigs four times per year. White asks drummers interested from the Trail area to Nelson, to contact him at 250-3676115. The band began as the Novatones in the mid-60s, but White says it was mostly rehearsal sessions in those days. After quitting the group, he was asked back in the late 1990s, and following a shuffle of members and name change to SwingSationS, the group performed its first dance on New Year’s Eve 1999. Trail is the place the band now gathers for a crowd of usually 90 people. The orchestra brings an evening of dancing to the classics that always includes a rendition of Glen Miller’s “In the Mood.” “We are the last live band that does nothing but ballroom dancing,” said White. “And it would be a real shame to lose it.” Big bands began dominating popular music in the 1920s and typically played music related to jazz characterized by loud melodies and the presence of a string section. Instrumentation, like with the SwingSationS, consists of five saxophones, four trumpets, four trombones, guitar, bass, keyboard and vocalist. Frequently, as with the Trail group, a jazz quartet is formed within the band. In contrast to jazz “combos,” in which musical performances are largely improvised, big band music is primarily crafted in advance by an arranger.

Heritage BC is giving BC residents the opportunity to share their opinions about B.C.’s Stop of Interest signs and the commemoration of historic people, places, and events across the province. In partnership with the Heritage Branch of the Province of British Columbia, Heritage BC is seeking public input to gauge the present location, condition and content of the Stop of Interest signs. This is the first step in creating a contemporary inventory to start planning for the future of the Stop of Interest signs in British Columbia. Minister of Forests, Lands and Natural Resource Operations, Steve Thomson says “I’ve seen many of these signs during my travels in B.C. and admit that some are in decline. I’m glad we are able to partner with Heritage BC to inventory and plan for next steps for formative signs.” “This is a fun and educational way for family, friends and colleagues to learn more about British Columbia’s history and discover some of the interesting ‘Stops of Interest’ in our province,” says Heritage BC Executive Director Kathryn Molloy. “Send us your photos and notes about the Stop of Interest in your neighbourhood for a chance to win prizes.” Are there Stop of Interest signs near your community? Epic search has happy ending A Blewett dog lost for 18 days in the Similkameen wilderness has been reunited with his owner after a Homeward Bound-style search. Logan Lynn’s 12-year-old lab boxer mix, Boris, darted into the woods around Princeton during a 4x4 trip recently. Lynn and his friends searched for the dog for several days, but eventually had to return home. However, they contacted the local bylaw officer and SPCA and blanketed the area with posters. A few days later they received the first in a series of tips that Boris had been seen.

Much like their parents, students at J. L. Crowe Secondary School favoured the New Democratic Party, if a recent mock vote is any indication. Grade 12 students have tallied results that found 36 per cent of the high school’s student population choose NDP’s Richard Cannings. That fell in line with the approximate 37 per cent of votes cast in favour of the NDP candidate in the Southern Okanagan-West Kootenay riding in Monday’s federal election. The high school took part in CIVIX mock national exercise that helps young
Canadians practice their rights and responsibilities as citizens first-hand. Student Vote is a parallel election for students under the voting age, coinciding with official election periods. Participants learn about the electoral process, political parties and issues, and participate in an authentic vote on the official local candidates. Crowe’s results will soon be part of a national snapshot that the non-partisan, national registered charity undertakes. Grade 12 student Kyrri Stewart admitted her political insight comes from her parents when she placed her support behind NDP during the ballot drop exercise held Friday. But not all youth sided with mom and dad.
Twenty-eight per cent of students tossed their support behind Liberal Connie Denesiuk and 13 per cent backed Conservative Marshall Neufeld. In contrast, Elections Canada notes Neufeld squeaked ahead of Denesiuk in the federal election, capturing 30 per cent of the vote to the Liberal candidate’s 28 per cent. Grade 11 socials teacher David Sterpin isn’t surprised by the outcome, adding that “kids tend to be idealistic and the ideas of the NDP are easier for them to understand than the economics of the Conservatives. “It’s really important that kids understand that it matters,” added Sterpin. “Hopefully this lays the ground for what happens when they turn 18 because that’s when the real acid test comes.”

Right: Some 58 kilometres north of Grand Forks is a jewel in the rough. What was once a three-spot recreation site in overgrown forest has been transformed into 12 sites complete with a staging area and interpretive centre, all nestled in the beauty of the pristine wilderness of the Upper Granby. A grand opening was held on Thursday for the “Trails of the North Fork” project, which is thanks to a Job Creation Grant secured by the Grand Forks ATV Club. About 50 dignitaries and guests joined the club members and project employees for a lunch that featured a talk about the project (which saw Bluejoint Rec Site completed and signage erected over approximately 500 kilometres of trails in the North Fork region) and to thank the project partners and volunteers. Aboriginal elders provide broader understanding at the Gathering Place on Selkirk College campus Advertorial
Retirement Living at its Best
Aboriginal Elders from across the region celebrated the new Selkirk College Elders Program with students and staff at the Gathering Place on the Castlegar Campus. Wisdom and perspective from regional Aboriginal Elders is now available to Selkirk College students through a new program at the Gathering Place on the Castlegar Campus. In late-September, the Elders Program was launched at a gathering that included individuals from around the region who joined with Selkirk College students and staff to celebrate the new initiative. “Throughout the year, we hope to accommodate a regular presence on campus so that students can continue to receive support and guidance from the Elders and build relationships with them,� says Jessica Morin, Selkirk College’s Aboriginal Services Liaison. The September 24 launch was an opportunity for Elders to connect with students and with each other. Selkirk College students played a major role in hosting the gathering and were able to honour the Elders for their contributions and commitments to supporting them as students. The program will run for the duration of the academic year. The program has several goals that will be strengthened over
the next few months. Students will have an opportunity to make connections with Elders in gaining a wider sense of community and intergenerational connections. It will also allow Selkirk College staff and faculty to get to know Elders and develop a deeper understanding of indigenous perspectives. “Selkirk College is a vibrant learning environment,� says Morin “The Elders offer so much support and have vital knowledge to contribute to indigenization efforts.� The Truth & Reconciliation Commission of Canada’s important work over the last three years has identified education as key to Canada’s efforts in reconciliation. The Selkirk College Elders Program will help guide efforts in addressing some the Truth & Reconciliation Commission’s calls to action, particularly the ones related to education. “Although we recognize that change will not happen overnight, we can start by acknowledging indigenous ways of knowing and the importance of the indigenous languages and culture as an essential part of our educational landscape,� says

Healthy smiles for your child at Halloween Halloween is almost here, and that means candy and lots of it! We all know that candy can cause cavities, but trick or treating doesn’t have to be a scary time for your teeth. Cavities can be prevented with a few simple tips There are many factors involved in tooth decay, but the most important risk factors are how often sugars and starches are eaten (frequency), and how long they stay on the teeth (stickiness). The bacteria in your mouth love sugar as much as your kids do! Every time your child eats starches and sugary foods or drinks, the sugars mix with the bacteria in dental plaque to create an acid that attacks the teeth. The longer and more often the sugar touches the teeth, the more damage it can do to the tooth. Each nibble or sip of a sugary food or drink produces a 20 minute “acid attack”. If dental plaque isn’t removed every day by brushing and flossing, over time the enamel breaks down and a cavity forms. The heavy consumption of sugary sweets is why the

Healthy Halloween Tips and Tricks for Teeth • Have a game plan: Before you leave the house take a minute to talk to your kids about the evening and to discuss expectations. How long will you spend trick-or-treating? How much candy will be eaten when getting home? Will there be an amount of treats per day limit? • Use a small bag: One solution to eliminate waste and to reduce the amount of candy coming home is to use a smaller trick-or-treat bag to start. • Switch Witch or candy buy back: Another idea is a midNovember visit from the “Switch Witch” who swaps remaining candy for something like a small toy or passes to a movie! You could also offer to buy some of the candy back. By offering a few
cents per piece you can get the candy out of their hands and give them some extra spending money. • Eat a healthy meal: Healthy meals and snacks should always come before candy and treats. Have a good dinner before the big night so you and your kids will have energy for a night of fun. A satisfied stomach will indulge in fewer sweets. If your children do want to snack when they get back make sure they understand it’s Halloween and after that it is time to get responsible about snacking and their teeth! • Scheduled meals and snacks: It will be tempting for children to dip into Halloween treats on a regular basis. To resist constant snacking, it is best to limit snacking to particular times. Having scheduled snacks and mealtimes reduces the amount of “acid attacks” on the teeth, reducing the risk of decay. • Restrict treats to mealtime: Saliva levels are higher at mealtime. Saliva helps to re-
move plaque and to neutralize the acid that causes tooth decay. • Chose candy carefully: Sticky candy, including toffee and gummy bears, and hard candies such as suckers tend to stay in the mouth longer bathing your child’s teeth in sugar, which contributes to tooth decay. Aside from how often you snack, the length of time sugary food is in your mouth plays a role in tooth decay. • Brush, floss and rinse: Candy can get stuck in between teeth and cause tooth decay. Make sure to floss your child’s teeth daily
and to brush their teeth twice a day with fluoridated toothpaste. Rinsing with a glass of water after eating a sugary treat can also help to “flush away the sugar bugs” that settle in the grooves of the teeth. Treat your child to a new toothbrush or flavored floss to reinforce the importance of oral health. • Take your child for regular dental visits: Regular visits to your dental professional can help prevent problems from occurring and catch those that do occur early, when they are easy to “treat”. You can also contact your public health

with a zombie theme,” said Suzanne Lehbauer, executive director of the Hospice Society. Attendees were encouraged to dress up and had the chance to win prizes for their costumes. And of course there was lots of candy to go around. Funds raised during
the evening’s event will support all the services provided by the Hospice Society. “We’re very grateful for all of the sponsors tonight: the Thirsty Duck Pub, Nelson Brewing Company, Castlegar News, The Goat, and of course Hospice,” said Lehbauer.
