Love of great food leads to defibrillators in Oyama Three things stirred Alan Gatzke of Gatzke Orchards to bring a relatively small, life-saving set of devices to the Oyama isthmus. It was 25 years ago that Gatzke lost a close personal friend—only in his 40s at the time—to a heart attack. More recently Gatzke has witnessed two more people die on the isthmus—the land between Wood and Kalamalka Lakes—from apparent heart attacks. That was more than motivation enough to look into the feasibility of purchasing community defibrillators in the event they are needed to try and save a life. And he used a unique event at
the Gatzke Orchards to raise the $3,500 to purchase the two units. One of the emergency defibrillators has been installed at the Oyama General Store, close to the beaches on Wood and Kalamalka Lakes, while the other at the Oyama Community Club is close to the Royal Canadian Legion branch. “These are areas where locals and visitors alike gather to experience the heart of the Okanagan,” said Gatzke. After realizing the need for the life-saving units in Oyama, the small, isolated community where response times in the event of emergency can be lengthy

Butters’ request to add a community investment element to the incredible Foodism event, drove this from an idea to the purchase and installation of the defibrillation units. Money for the defibrillators was also raised from the I HEART OYAMA campaign, which includes signs and buttons, and was launched in the spring or 2015 to draw visitors to the beauty, beaches, orchards, farms and people of Oyama. “When the Gatzke

A Discovery Trunk of authentic artifacts relating to each of the stories is also available for sign out through the Lake Country Museum. The project was funded through The History Education Network, and each of Lake Country’s schools has received several full classroom sets of the books and Teacher’s Guide. The publications are especially timely as the content and lesson plans are based on B.C.’s new K-9 Social Studies curriculum. The response has been very positive from local teachers and the Central Okanagan School District. Several teachers have already begun using the books in their classrooms, along with the Origins Discovery Trunk. The museum has visited each school with presentations to teachers and has also begun class presentations, including 150 Grade 7 students at George Elliot Secondary. The museum staff and volunteers worked with local teachers and historians and with Dr. Vicki Green, Professor Emeritus, Faculty of Education at the UBC Okanagan campus through 2015 to develop the resource. “Children have an exciting model of practice to learn Lake Country’s history and geography,” said Dr. Green. “This curriculum reflects the importance of engaging our children today in their past for our future.” The History Education Network is the first pan-Canadian organization devoted to promoting, and improving, history teaching and learning by bringing together the multiple and varied constituencies involved in history education—academic historians; public historians in museums, archives

Seeing others get the gift of sight Annie and Sonia are two of 1,500 children who benefitted from a recent eyesight screening program in Cap Haitian, Haiti. Poor vision made it very difficult for them to see the teachers’ writing on the blackboard. They were identified as having astigmatism and were referred to the Vision Plus Clinic, partly funded by Optometry Giving Sight, for a full examination and to obtain glasses. “Thank you for helping my daughters see the world,” a grateful Mrs. Charles said after her 6-year-old daughter, Sonia, put on her first pair of glasses. Lake Country Optometry donated 100 per cent of its fees from
eye exams on the recent World Sight Day, continuing its long support of a program designed to help what’s called avoidable blindness. Dr. Karla Reimer and Dr. Paul Rollett, of Lake Country Optometry, took part in the World Sight Day Challenge to help give the gift of vision to people in underserved communities around the world. Now in its ninth year, the World Sight Day Challenge is the largest annual global fundraising campaign to address avoidable blindness caused by uncorrected refractive error—simply the need for an eye exam and glasses. On that day Reimer donated 100 per cent of her eye exam fees to help the more than 600 million people in the world who are blind or have impaired vision because they do not have access to an eye exam or glasses. The practice is also raising awareness of the cause and welcomes donations from the public. The campaign is run by global charity Optometry Giving Sight. “I have supported Optometry Giving Sight for several years,” said Reimer. “Preventable blindness is a solvable problem and we are
proud to help give better vision to those in need. Most people are surprised to learn how little it takes to provide someone living in an underserved community an eye exam and a pair of glasses which can transform their lives. Everyone can make a huge difference and we are thrilled to be contributing to universal eye health.” Participating is easy— simply make a single or monthly donation. Flu shot protects those vulnerable to illness Interior Health is gearing up to provide free flu shots for anyone at-risk of complications. Its intention is to protect children, pregnant women, seniors, people with chronic illnesses and others from more serious illness. In a typical influenza season, thousands of Canadians develop serious illness or even die from influenza or its complications. The flu shot is a safe and effective way to help people stay healthy, prevent illness and save lives. “Many people incorrectly use the term ‘flu’ to refer to any illness
caused by a virus, such as the stomach flu or the common cold. However, influenza tends to be more severe. Influenza reduces the body’s ability to fight illnesses and infections and it can also increase a person’s risk for developing other serious conditions, including viral or bacterial pneumonia,” said Dr. Kamran Golmohammadi, medical health officer. “Getting a flu shot and washing your hands frequently are the two most effective ways to protect yourself and others from influenza and its complications.”
The flu shot is free for those at-risk of complications and those in contact with people at risk. This includes: • People 65 years and older and their caregivers/household contacts • People of any age in residential care facilities • Children and adults with chronic health conditions • Children and adolescents (6 months to 18 years) with conditions treated for long periods of time with Aspirin (ASA) • Children and adults who are morbidly obese • Aboriginal people
• All children 6-59 months of age • Household contacts and caregivers of infants and children 0-59 months of age • Pregnant women during the influenza season and their household contacts • Visitors to hospitals, health centres and residential care facilities • People who work with live poultry • Health-care and other care providers who are capable of transmitting influenza to those at high risk of influenza complications • People who provide care or service in poten-
tial outbreak settings housing high-risk persons • People who provide essential community services (first responders, corrections workers). Interior Health holds public clinics for those eligible for the free flu shot. Public clinics have already started in some communities. The silence of the email servers P remier Christy Clark’s government has been steadily backed into a corner on its apparent deletion of emails involving sensitive government topics. A week-long barrage of accusations by the NDP opposition peaked with their most damning evidence of a cover-up, in the long-running case of eight health researchers suspended or fired from drug approval studies. Most have been paid settlements or reinstated after the biggest personnel management blunder in memory. One committed suicide. We are now into a second independent review of this tragic case, after an independent lawyer was unable to determine what went wrong, because she couldn’t compel testimony or demand records. It is now in the hands of B.C.’s new Ombudsperson, Jay Chalke, who has that authority. Everyone agrees that

Tom Fletcher the deputy health minister of the day, Graham Whitmarsh, was legally responsible for the decisions and records. Yet somehow the only record released to the NDP for the two-year period of the firings and subsequent investigation was a heavily blanked-out update from his successor, Stephen Brown, to the premier’s deputy, John Dyble. It refers to an “update on litigation resolution from investigation,” the substance of which is blanked out, and offers to discuss the situation by phone. Here’s an exchange
between NDP MLA Adrian Dix and Citizens’ Services Minister Amrik Virk: Dix: “Can the minister explain why the Office of the Premier, the Deputy Minister to the Premier, has no records and why the successive Deputy Minister of Health had one record over two years?” Virk: “The suggestion from the member opposite that there are no documents is false…. There are more documents now that the Ombudsperson has conduct of the matter and is undertaking a comprehensive review. I fully expect that he will do a comprehensive review and will consent to the release of more documents.” There will be more sound and fury over this, but only Chalke’s report can provide new information. And even then, the damage is done, settlements and non-disclosure deals have been signed, and Clark and Health Minister Terry
Lake have formally apologized. The larger issue is how freedom of information legislation should work. Should the opposition be able to second-guess decisions of bureaucrats by going through their emails? The traditional answer is no. Elected officials are responsible, even if they had no actual role, as should always be the case in hiring and firing ministry staff and awarding government work contracts. The buck stops with Lake and Clark, not their deputies. There are sound reasons for this. Consider another sensitive decision, to shoot wolves from the air in a lastditch effort to preserve dwindling mountain caribou herds. Protesters, pop stars and politicians can sound off as they like, but these hard decisions are made and carried out by wildlife experts working for or consulted by the province. The minister, in this case Forests Minis-
ter Steve Thomson, authorizes the use of helicopters and rifles and takes the political consequences. One can imagine the agonizing discussion that goes on behind the scenes, as provincial and First Nations wildlife experts watch caribou herds dwindle despite widespread habitat protection efforts. They not only make the technical call, they have to pull the trigger. Would wildlife biologists be able to provide frank advice for or against this decision if they knew their names and opinions could later be used in a political battle in the legislature and in the streets? No. And can you run a public service if everyone is subjected to the scrutiny that only politicians choose to endure? B.C. priorities for the incoming Trudeau government A
fter the longest federal election campaign in living memory, I hope all the candidates in the Kelowna area, and across the province, took a day or two off with their families. Putting your name forward and stepping into the often tough world of politics isn’t easy, but our democratic system relies on good people doing just that. Win or lose, they all deserve our thanks and respect. In particular, I want to congratulate Justin Trudeau, and local MPs Dan Albas, Mel Arnold, Richard Cannings, and Stephen Fuhr. And I want to thank Ron Cannan for his service to Kelowna-Lake Country. Regardless of party affiliation, my job as premier is to work with all federal parties to ensure the federal government under-

While we’ve made great strides diversifying our export markets, particularly in Asia, the U.S. isn’t going anywhere—it will always be a crucial market. It’s critical to have a stable agreement with our largest softwood trading partner. We also need a federal partner to support a once-in-a-generation opportunity in liquefied natural gas. The Pacific NorthWest LNG project, currently under review by the federal government, represents a US$36-billion investment, 330 direct operational long-term jobs, 300 local spin-off jobs, up to 4,500 jobs at peak construction, as well as contract, supply, and other economic oppor-
tunities for small- and medium-sized businesses across the province. I look forward to
working with Prime Minister Trudeau to ensure B.C. can continue to contribute to this coun-

Legal rights have deadlines–ignore them and you will be legally out of luck

ntil I drove her crazy teasing her, I had a friend who used to say, as an emphasis of finality: “… period, end of story.” But the concept applies to protecting the rights of injured children. Get to the end of a limitation period without commencing a lawsuit and, indeed, it might be “end of story” for your legal rights. We have laws that impose deadlines for the exercise of most legal rights. Whether those rights arise from a contract,

trespass on your property, slip and fall or car crash injury, a lawsuit must be commenced to enforce those rights within some deadline.

Others, such as a claim related to child sexual abuse, can be much, much longer. There are also some laws that require “notice” of a legal claim to be provided within much shorter deadlines. Fail to meet those notice requirements and your rights might be lost as well. Anyone with a potential legal claim should consult with a lawyer to find out about any applicable notice or limitation periods.
An inexpensive way to do this is to access the Lawyer Referral Service, a program funded by the Law Foundation of British Columbia that enables members of the public to have a consultation with a lawyer, up to 30 minutes, for a fee of $25 plus tax (1-800663-1919). The “protecting children’s rights” aspect to limitation periods arises because children’s claims arising from car crashes have two different limitation periods. How’s that for confusing. The more commonly known relates to the claim against the negligent driver(s) (typically defended by ICBC), and

Sometimes there are financial stresses associated with going back to school, particularly for single parents on income and disability assistance. That’s why our [B.C.] government has launched the Single Parent Employment Initiative to help these individuals find long-term, sustainable employment. More than 16,000 single parents on income and disability assistance will have access to a wide range of supports under this program. School catchments under review
Cadence, Arrowleaf pick up construction industry awards
The latest public consultation meeting in the process to review catchment areas for the three Lake Country elementary schools will take place Nov. 12. Representatives of the school district will meet with the public to discuss the issue and where it stands at the meeting to be held at 6:30 p.m. on Nov. 12 at George Elliot Secondary School. The meeting is designed to work towards one or two preferred options for Lake Country catchment areas from six options presented to a focus group in June before it went to the Parent Advisory Councils in Lake Country. The general public is invited to the Nov. 12 meeting. The issue
is expected to go to the school board committee level in November before a recommendation on new catchment areas goes to the full school board for a decision in either November or December. The school board hopes new catchments will be in place by January 2016, in time for registration for the next school year. ••• The Carr’s Landing Community and Recreation Association directors’ meeting is scheduled for Nov 4 at 7 p.m. The meeting will be held at the Carr’s Landing Fire Hall on Commonage Road. Entrance is on the rear right side of the building. Everyone from Carr’s Landing is
welcome to attend. ••• There is a push for expanded revenue sources to pay for road infrastructure in Lake Country. Coun. Owen Dickie wants the district’s soil removal and deposit fees to increase from the current 50 cents a cubic metre. “The number hasn’t changed since incorporation in 1995,â€? said Dickie. Gravel trucks cause damage to local roads, Dickie said at a recent council meeting, and the industry could help provide much-needed money to ensure the integrity of the roads. “It’s time we brought the fee up to at least reflect inflation.â€?
Among the Excellence Award winners in the annual Southern Interior Construction Association Commercial Building Awards, was Cadence at the Lakes of Lake Country in the Recreation/Resort category and Arrowleaf Cellars of Lake Country in the Winery category. Two firms behind the design and construction of the new Kelowna Yacht Club clubhouse have received special recognition. The elegant wood stairwell in the centre of the clubhouse was designed by Meiklejohn Architects of Kelowna, which was honoured as top architect for the province for the project, receiving the 2015 Jack Sigurdson Award. The Kelowna Yacht Club millwork was done by Top 40 Woodworks from Kamloops, which received the Gold Award in the Small Commercial category.
“It’s an honour to take a concept and bring it to fruition and in this case the result it is indeed a piece of art,� said Top 40 Woodworks owner Jack Mendes. “We’ve done this for a long time and once in a while you get an opportunity to really showcase what your capacity is as a team. “We’re taking a lot of pride in this project.� Meiklejohn Architects feels the honour is well deserved by Top 40 Woodworks, applauding the firm for their commitment to excellence and for going above and beyond for a project that architect Jim Meiklejohn describes as “hard to design, hard to construct and one that became a labour of love.� “It’s rare to see a trade take something and make it better than the design team envisions—all for the betterment of the club,� added project architect Stoke Tonne.
“The stairwell is really the signature of the building on the inside and creates that wow factor for the public and the members that come into the building.� “The team succeeded in creating the wow factor,� added project manager Gord Sandrin, with Sawchuk Developments, lead contractor for the clubhouse construction. “It’s something Kelowna should be very proud of.� Meiklejohn Architects Inc. was selected for the project through an Architectural Institute of BC-sanctioned design competition. Their design offered a simple and elegant use of distinctly nautical forms, materials and shapes. The clubhouse offers banquet facilities and meeting rooms for public events.

For most people, having 26 million options to choose from would seem like good odds. For Central Okanagan four-yearold Nadia Bjarnason and her family, those odds were not quite enough. Nadia was born with Dyskeratosis Congenita. It’s a genetic disorder that affects one in one million people, can cause premature aging or cancer, and requires a stem cell transplant to treat. After being diagnosed at an early age, Nadia and her parents, Tara Beehary and Thor Bjarnason, began their crash course on the importance of countries building and maintaining blood and stem cell donor registries.
“Because Canada is so ethnically diverse, it’s very important for people to become recognized blood and stem cell donors so we can widen the diversity of the registry,� says Beehary. “Finding a match is like finding a needle in a haystack, and for us, it was a matter of life and death.� After being diagnosed, doctors told Nadia’s family that she would need a stem cell transplant that would come from an unrelated, volunteer stem cell donor. Suitability is dependent on genetic compatibility and is heavily influenced by the donor and the recipient’s ancestral background. “There were 26 mil-
lion stem donors registered worldwide that Canada had access to, and there wasn’t a suitable match as Nadia has a mixed ethnic background,� says Beehary. “In the end, we found a suitable match through a cord blood registry (a database that catalogues voluntary donations of umbilical cord blood) and we were able to find a match.� Finding the right match is a numbers game. Having a larger registry, comprised of young, ethnically diverse registrants will improve the chances of finding a match, which is why Beehary and her family were glad to hear about a donor clinic that was
held at UBC Okanagan earlier this week. The clinic attracted over 80 students, staff, and faculty who rolled up their sleeves. “We have such a large pool of potential donors here on campus,� says Warren Brock, UBC Okanagan Partners for Life Representative. “It’s great to see more and more of the UBC community getting involved each year.� As the population grows, so does the need to expand the country’s blood and stem cell registries and access to suitable donors, says David Patterson, director of donor relations, B.C.

DONATE FROM A8 and Yukon region. “Every 60 seconds, someone in Canada needs blood, and blood has a limited shelf life so demand is constant,” says Patterson. “The need for blood and stem cells goes hand-in-hand, and we urge everyone to continue helping Canadian patients by donating regularly at the blood donor clinic in Kelowna.” There are a number of opportunities to donate blood in the Kelowna area, including the permanent Kelowna donor clinic located at 103-1865 Dilworth
Drive. The permanent clinic is open Mondays, Tuesdays, Thursdays, and every other Saturday. According to Canadian Blood Services, although about one in two Canadians are eligible to give blood less than four per cent of eligible donors donate blood each year. Blood is used for a variety of applications, including transfusions for accident victims and people undergoing surgery. Stem cells are used to treat some 80 diseases, including leukemia, lymphoma, and various immune and blood diseases.
A record setting 337 scholarships have been dolled out by the WHL in its 50th season, 13 of which were awarded to Kelowna Rockets Alumni. The WHL announced the record setting number of players using the WHL Scholarship program on Friday. Since 1993 the WHL and it’s clubs have contributed to over 5,500 scholarships totalling more than $19 million. Individual teams provide the financial support for their former players using the scholarships. Of those 13 Rockets, eight have gone on and are currently playing hockey at the CIS or ACAC level. The Rockets are represented at nine different institutions with

The WHL Scholarship is considered to be the most attractive and flexible hockey scholarship due to the fact it is a fully-guaranteed academic scholarship with no requirement to play university hockey to qualify, and the student-athlete can apply the funding to any post-secondary program of his choice.

Municipal Hall News November 4, 2015 NOTICE OF DISPOSAL OF LAND LICENSE TO USE Pursuant to Section 26 of the Community Charter, notice is given that the District will be entering into a Lease with Caroline MacPherson for the exclusive use of the leased area (outlined in red on the map below) of 3165 Hill Road. The site will be prepared and maintained for the purpose of providing 28 parking stalls for the exclusive use of the Kangaroo Creek Farm. Access to the leased area will be through a shared use access (outlined in yellow on the map below) with the neighbouring property and not exclusive to the lessee. The term of the Lease is for 3 years and will terminate on the same day as the applicants Temporary Use Permit (TP2015-001). The rental fee for the Lease is $12,600, plus GST and property taxes, per year.
