Residents responsible for their trees: City The situation regarding trees, both on private and public property and the responsibility for those trees is regularly a topic of discussion around the community and many questions are often asked of City of Cranbrook staff. Each resident is responsible for trees on their own private property and are encouraged to have a professional arbourist assess and/or remove trees if there is concern around safety and potential property damage should a tree come down. It is the responsibility of residents to talk to their neighbours when it comes to concerns around neighbourhood trees. Ownership of the tree is determined at ground level. Private trees are those that have 51 percent or more of their diameter on the private side of the property line and Cityowned trees are those that have 51 per cent
or more of the trunk diameter on the City side of the property line. If you are unsure as to the ownership of a tree(s), please refer to your property survey, usually found with your home purchase documents. It is also recommended to review your home insurance policy around damage to property or adjacent properties sustained from falling trees or other tree debris like branches, etc. The City of Cranbrook Public Works department has a professional arbourist on staff, which assesses trees, conducts trimming and oversees the removal of diseased, dying, dead or dangerous trees as required exclusively on City owned property. The City is also responsible for the care and maintenance of all public trees that line our streets, trees that are in parks and trees along boulevards.

Public Works is not allowed to access any private property and does not have the authority to remove trees from private property. There are three businesses in the city that specialize in the assessment and removal of trees from private property. Those businesses can be found in the yellow pages. Currently the City of Cranbrook does not have a tree bylaw. The goal of such a bylaw, if there is one drafted, would be to ensure the provision of a sustainable, healthy urban tree canopy within the City of Cranbrook and would certainly protect the old healthy trees in this community. The City of Cranbrook values and supports a diverse and healthy urban forest. The City has an Urban Forest Management Plan in place since 2008. Just over 1000 specimen trees have been planted on City property since the program began, with 350 new trees planted since 2012.

Opinion: ICBC rate hike unjustifiable by Brian Coombs Yay! We defeated the ICBC monster! Well, sort of. The corporation recently asked for a 6.7 per cent increase in basic rates, but after a huge public outcry, dropped that number to 5.5 per cent. It felt kind of like a victory, but why? Now traffic accidents are down, fatalities are down too, but the corporation feels that it needs to increase the rates, like it did last year, and the year before and the year before that. Of course, having the province suck more than $1 billion from the company in the past couple of years to throw into the black hole of general revenue
hasn’t helped the corporation to make ends meet—other than the $4 billion ICBC has made in profits since the 90s. Yes, you heard right; profits. For much of its existence, the public never heard about ICBC profits because the corporation either reduced rates, sent back a “road safety dividend” check, or spent that cash making roads safer. As a matter of fact, between 1996 and 2001, ICBC rates were actually frozen, while the corporation spent hundreds of millions on making roads better throughout the province. And all that worked showed. There was a drop in collision fatalities (13 per cent)

and injuries (16 per cent). That all changed in 2001. With a new government in power that promised tax break after tax break, the revenue had to be made up for somehow—and it was, through ICBC. So now the people of this province pay the second highest rate for coverage in the country without a corresponding increase in service from ICBC. The government just keeps trotting out the canard of “fraudulent and exaggerated claims”, as stated by Transportation Minister Todd Stone, as a reason for the increases. But finding out the actual numbers of fraudulent and exaggerated claims is pretty much impossible, according to the Insurance Bureau of Canada
(IBC). “With the lack of transparency, anyone with an interest kind of wants to see where these cost pressures are coming from, why we’re going to be paying more for auto insurance, it’s difficult to actually look into because the data, it just isn’t there, it’s not provided,” said IBC’s Celyeste Power in a recent interview with CKNW. There is no question that the increases in the province’s basic auto insurance over the years has been, and will continue to be an additional tax. And this tax is by definition regressive, as it is by far more onerous to the poor and working class than those making six figures or more a year. As an example, if you are making $30,000 a year and barely making ends meet, an increase of even a
few dollars will hurt. That is what makes this kind of taxation particularly insidious. As a normal tax, the citizen’s income and ability to pay are taken into account. These increases by ICBC (and other taxes such as the PST or GST) don’t. Then you have the very nature of the insurance business itself. It’s a fantastic business model. Take money in from a huge swath of the population, with only a very small percentage of that population having to use your service. When that service is used, regardless of how many years a person has been paying into it, expect a rate increase. Oh, and one other thing, this business model has no competition from other companies for its basic product.

Maybe, like some of the provinces that have lower rates than we do, we could pressure the government to scrap ICBC altogether and bring in private insurers who have to compete. After all, competition in the business market is the hallmark of a free market economy. But the Consumers Association of Canada, after a recent investigation, deemed private insurers to engage routinely in secret commissions to brokers who steered business their way - basing their recommendations on who payed the best commission rather than who gave the best deal. It also outlined a number of other offenses, along with the practice of only taking the clients that are virtually no risk. So how about something truly
radical. Suppose the Province started another tax, based on a person’s ability to pay, that went exclusively to road safety and maintenance and not general revenue? That would at least be more honest. While we are at it, perhaps the Province could also stop looting ICBC and get insurance levels to a reasonable level? Taxes, (the non-regressive kind) would have to increase slightly, but we would all be paying less in the long run and have a guaranteed fund for road safety. Lastly, it is important to remember that when a government promises to reduce taxes, that never, ever means that they are going to be spending less money. It just means that they will be taking the money from another source—and that source is us.

College of the Rockies providing training for in-demand jobs

Vice President Academic and Applied Research, Stan Chung. WorkBC’s British Columbia Labour Market Outlook was released on October 30, 2015. According to its findings, College of the Rockies is providing the training needed to fill forecasted job openings.
The BC Labour Market Outlook provides the most current information on the kinds of jobs and skills that will be in demand in our province between now and 2024. The report also details projected job openings in key occupations and industries by region. According to the Outlook, there will be almost one million job openings in BC over the next decade. Most of these jobs will require postsecondary training with the largest share, approximately 42 percent, calling for a college education or apprenticeship training. The South East region of the province, where College of the

the park manager of Georgia Pines. On Halloween, a power outage at 2am which resulted in my smoke detector to start beeping. Since it was Sunday, the offices were closed. I rang the bell twice and Cleo helped disconnect the wires. Thanks to Cleo I was able to have a good nights sleep. Hugs: Many, many hugs to the two ladies who sat at the table next to us at the ABC on Nov. 2 and paid for our lunch. The four of us were out for my birthday and it just brightened the day that much more. Thank you for being so thoughtful and generous. May you get repaid in the days to come for this kindness. Musician Arne Sahlen will be performing music from WWI, WWII and the Depression in an upcoming performance in Kimberley. for The Advertiser Pianist Arne Sahlen presents “Call to Arms: Music of and between World Wars” at Kimberley United Church upper hall, Saturday November 7 at 2 p.m. with admission by donation. To honour Rememberance Day, this unique program will feature music of World Wars 1 and 2, the Depression and more much of it inscribed Josephine Radcliffe Suart or Wendy Weir Panattoni. Josephine Suart, one of Kimberley’s long-dedicated piano teachers, also served the United Church for forty years as a keyboard musician. Her fine upright piano was donated in her name to the Church, where it graces the upper hall and will be used for Saturday’s program. Wendy Panattoni studied with her on the way to earning professional diplomas, and carried on the teaching tradition with excellence for decades as well as co-founding the Symphony of the Kootenays. “Helping the Panattoni estate to distribute pianos and music,” said Sahlen, “I found an extraordinary collection of historic songs signed or stamped with their names. ‘There’s a Picture in my Old Kit Bag’, ‘Tipperary’, ‘Remember Nurse Cavell’, ‘The King Will Be Proud of Canada’, and others

Peter William Davidson 1946 - 2015 It is with great sadness that we announce the sudden passing of our Dad, Peter. He died while doing what he loved most, hiking in the mountains with friends on October 25th 2015. He will be greatly missed by his loving wife of 41 years, Maureen, his children: Julie (Adam), Annalise (Mat), Shaun and Melissa (Will). He is survived by his brothers Dick and Bob and predeceased by his parents, Red and Audrey, and his siblings Mike and Carol. Peter was born in Lethbridge, Alberta and grew up on a farm 4 miles east of Coaldale. In the summers, between the ages of 14 and 23 he herded domestic sheep on his family’s mountain lease in the Kananaskis. This led him to university where he earned three degrees, preparing him for a career as a biologist. In 1982 he got his dream job working with the Rocky Mountain bighorn sheep, where he inspired people to participate and become part of their recovery success. Peter was actively involved with the Rocky Mountain Naturalist Society, Rocky Mountain Trench Society and East Kootenay Invasive Plant Council. He sang with the Sun Valley Song Choir, Chuck Bissett Choir, and for whoever else needed a strong, good looking tenor. He shared his passion, his respect for, and love of the great outdoors with everyone he met. Special thanks to the members of the Rocky Mountain Naturalists and emergency 911 personnel. And huge thanks to Cst. Brad Sabo and Dr. Gerry McIntyre for their compassion and sense of humour. A celebration of his life was held at 1:00 pm on Saturday October 31 at Christ Church Anglican, 46 - 13th Avenue S, Cranbrook BC. Memorial Donations can be made to Christ Church Anglican Memorial Fund.
