Disability assistance restrictions eased in move by Province

B.C. government’s move to increase financial independence for people receiving disability assistance payments.

Social Development Minister Michelle Stilwell has announced that effective Dec. 1, recipients will be able to receive financial gifts

and inheritances of up to $100,000 without affecting their monthly payments. The current lifetime limit is $5,000 per person, after which

assistance payments are reduced. Stilwell said the change affects 96,000 people in B.C. who receive disability

assistance. “It’s available to all those individuals, and of course it would depend on their personal situations, their family support, friend support, whether they’re working or not working,” Stilwell said. “And those are definitely changes that we’re trying to encourage as well, to help individuals to get into the workforce, so they can create opportunities for themselves to earn and to save.” The government previously raised the earned income exemption so people can earn up to $9,600 a year without reduction of their disability assistance, and has encouraged B.C. businesses to hire disabled people. James Ho, a member of the minister’s council on employment and accessibility, called the gift and inheritance policy “a quantum leap forward” for disabled people like his son. Kathy Bromley, a disability advocate whose daughter

attends Simon Fraser University, struggled to control her emotions at a ceremony at the B.C. legislature announcing the change Nov. 5. “Just because Shannon was born with a disability and needs help to brush her teeth and put her coat on … she needs to have a good reason to wake up every morning,” Bromley said. NDP social development critic Michelle Mungall the change is “definitely good news” for those who can take advantage of it. “I know with some of the families that I’ve been working with, people have come forward wanting to help them out, and they haven’t been able to because of the gift rule,” Mungall said. “But at the end of the day, what we know is that the income assistance rates are very low, they are leaving people in poverty, and we see policies like the maternity leave clawback.”

RCMP warn of continuing CRA scam Cranbrook RCMP want to inform the public of an ongoing scam with regard to Canada Revenue Agency. The caller claims to be from the Canada Revenue Agency (CRA). This scam is becoming a growing concern for the RCMP in British Columbia as we are receiving numerous complaints daily and the numbers keep growing. Knowing exactly what to do should it happen to you is very important to prevent identity and financial theft. People receive a phone call from a person claiming to work for the CRA and saying that taxes are owed. The caller requests immediate payment by credit card or convinces the victims to purchase a prepaid credit card (the CRA never requests prepaid credit cards) and to call back immediately with the information.

Make sure you obtain this number through verified channels, such as the White Pages of your phone book or a police agency website. Individuals should be vigilant when they receive, either by telephone, mail, text message or email, a fraudulent communication that claims to be from the CRA and is requesting personal information. The taxpayer is often threatened with court charges, jail or deportation. This scam has been successful because the caller is very aggressive, and if hung up on, will continually call back. Due to the advancement in computer technology/ hacking, the calls are sometimes being routed through systems that can display any phone number the scammer chooses, which in recent cases, has been the local RCMP Detachment phone number, from the area where the call is received. If you want to confirm that a CRA representative has contacted you , call the CRA at 1-800-9598281 for individual concerns or 1-800959-5525 for businessrelated calls. If the caller identifies themselves as a police officer, obtain their name and badge

An update on the ongoing ICU/Electrical work at EKRH Interior Health is entering the final phase of construction of a new intensive care unit (ICU) and major electrical upgrades to East Kootenay Regional Hospital in Cranbrook. Construction of the addition to the hospital that will house the new ICU is nearing an end and work on

the exterior paving and landscaping is finished, with some minor remediation work to take place in the spring to ensure plants and grass are fully established. Final finishing of the interior is underway and commissioning of all the ICU systems is in progress. The major

smooth transition of patients into the new unit. Constructionrelated activity will continue on site from approximately 7 a.m. to 9 p.m. throughout the fall/winter, and the public can expect periodic interruptions to normal traffic patterns during this time. Interior Health is working with the project contractor to minimize these impacts and appreciates the ongoing patience of local residents and visitors to the hospital as these major improvements to EKRH move forward. Pediatric Redevelopment Last October, Interior Health announced the creation of a new pediatric unit for the hospital which would be based in the current ICU space once the new ICU is completed. The Pediatric Redevelopment is separate from the ICU/Electrical Redevelopment project. The estimated cost of this redevelopment

is approximately $750,000 with design work expected to start within the next several months. Currently, pediatric and maternity/neonatal services are located on separate floors of the hospital. While the full scope of the project providing renovated spaces for pediatrics is yet to be complete, planning has started with a goal to create an enhanced environment for these young patients, their families, and the staff and physicians providing care. The new pediatric unit will be adjacent to the existing maternity/neonatal unit, bringing all of these services into one area of EKRH. ICU Equipment Campaign Thanks to public donations and gifts received from regional auxiliaries (approximately $450,000 from the Cranbrook Health Care Auxiliary, $90,000 from the Kimberley Health Care Auxiliary, and $50,000 from the Invermere Health Care

Auxiliary), efforts to raise funds for new ICU equipment are steadily moving closer to the $1 million total goal. East Kootenay Foundation for Health continues to focus its efforts on this important work and expects to see the fundraising goal achieved shortly. ICU/Electrical Project Background: The approximate total project cost of the redevelopment project at EKRH is $20 million. Funding is provided by the Province, Kootenay East Regional Hospital District and through East Kootenay Foundation for Health and East Kootenay auxiliaries, which are contributing towards the clinical equipment. The new ICU unit will replace the current four-bed unit and feature two additional high-acuity beds, which will address current and future needs. The integrated design

includes a 787 squaremetre (approximately 8,470 square-feet) addition on the northeast side of the existing hospital. The size and design of the new ICU will provide for an improved work environment for physicians and staff, and added privacy for patients and their visitors. The enhanced care environment for patients will feature integrated family spaces and maximized natural light. The project also includes a significant electrical upgrade at the facility. The new electrical system will improve the power supply to the entire hospital, optimize the electrical system performance and allow capacity to expand for future power needs. The electrical infrastructure will be located in the basement of the new addition. Lark Projects Ltd. is the contractor overseeing the project, with full project completion anticipated for mid-2016.

Shelter spaces available The B.C. government is funding 24 extreme weather shelter spaces in Cranbrook this winter to help people whose health and safety may be threatened by cold weather. The temporary spaces are available until March 31, 2016 as extreme weather alerts are issued in Cranbrook. The 24 spaces are at Salvation Army Kootenay Valley Community Church, 533 Slater Rd. “In times of extreme weather, we want to ensure no one is left out in the cold,” Kootenay East MLA Bill Bennett said. “These spaces protect our most vulnerable people from the harsh elements, while shelter staff provide a caring hand to those in need.” “For the last few weeks as the weather has gotten a little cooler we were seeing people on a daily basis coming in cold, damp and in ever-increasing poor health,” Salvation Army Maj. Kirk Green said. “The shelter has been open for three nights now with guests from 20 years old to 60.” Each community decides what weather conditions warrant an alert and how many spaces to activate on a given night, depending on the capacity of existing shelters and the estimated need. Throughout British Columbia, close to 1,200 temporary emergency shelter spaces will be available this winter.

Views B.C. Views: COs a thin green line of defence

The B.C. government declared the first Conservation Officer Day on Nov. 4, to recognize the 110year history of the service that started out as mostly volunteer “game wardens.” This is overdue recognition for what is essentially a police force that only receives public notice when a bear or cougar has to be killed to protect people. The ceremony at the B.C. legislature included awards. Chief Conservation Officer Doug Forsdick presented long-service medals and two commendations for lifesaving. One was to CO Jason Hawkes, who rescued a family of four from their sinking boat on Kootenay Lake last June. He reached them in rough, windy conditions when they were waist-deep in water, far from shore. The other went to CO Andrew Anaka, for rescuing an angler from an overturned boat, whom he found “extremely hypothermic” at the base of a cliff at a lake near Powell River on Jan. 22. A second angler didn’t make it to shore. An exemplary service medal went to CO Micah Kneller, who caught up with Fort Nelson RCMP officers and paramedics on Sept. 6, as they treated a hunter who had been attacked by a grizzly in a remote area. As darkness fell, Kneller found a second injured

hunter, got the group together, built a fire and assisted until a rescue helicopter from CFB Comox lifted the hunters out at 3 a.m. NDP environment critic Spencer Chandra Herbert had a couple of things on his mind at the event. He relayed a report from the B.C. Government Employees’ Union that there has been a 10 per cent cut in CO staff since 2002. Not so, replied Environment Minister Mary Polak. The number has “hovered around 148” in that time, she said, including seasonal staff for peak hunting and fishing periods. Polak said extra investment has gone into trucks that serve as mobile command centres, so people aren’t sitting in offices waiting for the phone to ring. They patrol more and respond faster, which can be vital. Chandra Herbert also blasted the government for a “donation” of $100,000 from the Freshwater Fishing Society of B.C. to increase angling enforcement this summer, adding more seasonal CO days. “What’s next, bake sales?” he said. The real story is a bit more complicated. In March I reported that the B.C. Liberal government finally made good on a decade-old promise to turn over all revenue from freshwater fishing licence sales to the society. Its revenue went

College of the Rockies will be celebrating sport during the week of November 16 to 21. In conjunction with RBC Sports Day in Canada, the College will be hosting a week of fun activities to celebrate the power of sport to build community and get Canadians moving. Cori Andrichuk, Manager, Student Life and Athletics explains, “RBC Sports Day in Canada, taking place on November 21, 2015, is an annual national celebration of sport, from grassroots to h i g h - p e r fo r m a n c e, that takes place in communities across the country.” The College’s Sports Week kicks off on Monday, November 16 with half-court hoops games for College students from 1:00 to 3:00pm. Following that, from 4:00 to 6:00pm, will be a volleyball camp for children ages 10 to 12 with the College’s own Avalanche teams. There are 25 spots open with a cost of only five dollars per person. The fun continues on Tuesday with community drop-in access to the climbing wall from 1:00 to 3:00 pm for a five dollar fee and an opportunity to try badminton and/ or Pickle Ball in the gymnasium for free between 3:00 and 5:00pm. Wednesday will see an Indoor Soccer Skills camp for kids aged 9 to 11. Spots are limited so interested participants should register as soon as possible. The camp will run from 3:30 to 5:00pm and cost only two dollars. From 5:00 to 6:00, College students will be invited to participate in an

Local groups partner to screen “Bringing it Home” to city The recent Farm Bill provision for hemp research and pilot programs has sparked national media awareness and conversation about hemp. But what is preventing the U.S. from fully joining 31 other industrialized nations that allow its farmers to grow this beneficial crop? A screening of the award-winning documentary film “Bringing It Home” will be hosted by Citizens for a Livable Cranbrook and Wildsight Kimberley/ Cranbrook on November 16th at 7pm, at College of the Rockies in Cranbrook. Admission is by donation.

In 2013, twentyone states introduced industrial hemp legislation, but current federal policy still places a barrier on production. More industrial hemp fiber, seed, and oil is exported to the U.S. than to any other country, and American consumers are purchasing over $500 million in hemp products annually. Bringing It Home explores the question of why a crop with so many widespread benefits cannot be farmed in the United States by exploring its history, industries and current farming legalization efforts. Filmmakers Linda Booker and Blaire Johnson were inspired

by environmentallyconscious home designer Anthony Brenner’s story to find the healthiest building material available to build a safe indoor environment for his young daughter Bailey, who has a sensitivity to synthetic chemicals. Brenner received national media attention when he and Hemp Technologies completed “America’s First Hemp House” for the former mayor of Asheville, North Carolina. Booker and Johnson tell the story of hemp through animation, archival images and footage they filmed with hemp business leaders and entrepreneurs like Brenner in England,

Spain, Washington D.C., California and North Carolina. “We made “Bringing It Home” with the intention of reaching a broad spectrum of viewers – from policy makers and civic groups, to farmers and health advocates, from consumers to the construction industry –with the same tactical message about how hemp offers solutions and hope,” says Director Linda Booker. The Sheepdogs are set to play at the Key City Theatre

It is going to be an unforgettable night when The Sheepdogs come to Cranbrook’s Key City Theatre on February 25. One of Canada’s top rock bands will be making a stop in Cranbrook on Feb 25th at Cranbrook’s Key City Theatre. The band will be on a Cross Canada tour in support of their latest album “Future Nostalgia”, released through Warner Music. In 2011 the S a s k a t o o n , Saskatchewan band made rock and roll history by becoming the first unsigned band to make the cover of Rolling Stone magazine and have since grown in popularity in both Canada and the United States. In 2012 they won 3 Junos for Single of the Year (I Don’t Know) Rock Album of the Year (Learn and Burn) and New Group of the Year. The band was unable to attend the Junos that year because they were on tour in Australia with John Fogerty. In September of that same year The Sheepdogs released their self-titled album on Atlantic records, produced by Black Keys’ drummer Patrick Carney. The album featured the gold-certified songs “Feeling Good”, and “The Way It Is” which joined songs from the previous album as classic rock radio staples in Canada. The album itself has now reached Platinum status as has their 2010 album “Learn and Burn”. The

band’s fifth album , “Future Nostalgia” was released in

October of this year and features the hit single “Downtown”.

The album was recorded in a remote rented cottage in

Stony Lake Ontario and produced by lead singer and songwriter

Ewan Currie. Currie explained the choice, saying, “We wanted to cut out all the noise and get back to a place where we could just immerse ourselves in music. We worked from morning ‘til night, but we kept it loose, had a real good time and came away with a rock’n’roll record.” Currie describes the band’s retro, guitar driven blues-rock style as “pure, simple, goodtime music.” Their distinctive sound has been called “Guitarmony” because of the use of harmonies in guitar solos and vocals. The Sheepdogs consider their style to be somewhere between the riff heavy bombast of Led Zeppelin and the melodies and harmonies of Crosby, Stills, Nash, and Young. Currie often credits groups like Sly and the Family Stone, Humble Pie,

Creedence Clearwater, and the Allman Brothers band as influences on his style. The Sheepdogs will be one of the headline bands at this year’s Grey Cup Festivities in Winnipeg the last week in November. Bird’s Eye View author coming to speak at the public library bomb targets on the continent. Author Elinor Florence of Invermere, B.C. grew up on a former wartime airfield near North Battleford, Saskatchewan, worked for newspapers in all four western provinces, and was a regular contributor to Reader’s Digest for eight years. She also owned and published the Columbia Valley Pioneer newspaper in Invermere. Elinor will present

a personal account of how she became interested in wartime history, the contribution made by Canadian women, and some of the amazing discoveries made by the aerial photographic interpreters. You’ll also have the chance to try your luck with a wine pull and silent auction.” The Cranbrook Public Library 90th Anniversary Gala, sponsored by Assiniboine Environmental Ltd., media sponsor: Summit 107, is being held in support of the Cranbrook Public Library endowment fund, held by the Cranbrook and District Community Foundation. Doors open at the Royal Alexandra Hall for cocktails at 6 p.m. with dinner -a four-course plated feast catered by The Heid Out Restaurant and Brewhouse -served at 7 p.m. Other highlights include entertainment by rockin’ country blues band Canadian Crossfire, a roaring twenties themed photo set with photography by Seymour Photography, cigar bar sponsored by Dubz 420 Smoke Shop and the wine pull.
