PRINCE RUPERT - Documents released following a Freedom of Information request show many community leaders told the provincial government that better transportation was needed along Highway 16. Outlined in the release are details of meetings held in communities along the highway related to the Highway of Tears and the Missing Women Commission recommendations and most say the services offered by Greyhound, Via Rail and the Northern Health Connections bus are inadequate to stop people from hitchhiking. The notes indicate that those
in Smithers told Ministry of Transportation staff that “service needs to be good enough to be an option for people” and that the region will “need consistent accessible public transportation for all” before talking about service improvements. In Vanderhoof, ministry officials were told that “mothers with kids face severe transportation options just to access the social safety net” while leaders in McBride told staff that “rural communities deserve some basic level of access to larger communities” and that any proposal needs to include a “network” to connect smaller communities to the main highway and transportation links. North Coast MLA Jennifer Rice says those type of state-
ments fly in the face of her discussions with ministry and Minister Todd Stone. “I have been pushing this for two years and the minister said that those people I said wanted improved transportation along Highway 16 weren’t saying that ... I am really shocked that he stood in the legislature and said improved transportation was not identified as a practical solution by the people who live here when clearly the people the ministry spoke to said otherwise,” said Rice, who spearheaded the Freedom of Information request to get details of those meetings and was told such records did not exist. “There are two things here — one is hiding and deleting emails, which I think is totally

However, on Nov. 3 he said the file was active. “The important thing here, I think, for people on Highway 16 is that we continue to focus on how we can make this corridor safer. That’s the work that I am pouring myself into. That’s the work that my officials are putting their shoulders into. We’re going to continue to do that important work to make that corridor safer.”

Skiers make pitch for groomer for cross country trail system By Cameron Orr THE NORTHERN CONNECTOR
KITIMAT - The Snow Valley Nordic Ski Club has asked the District of Kitimat for help in reaching their financial goal to buy a new trail groomer. In response, the
District of Kitimat has kicked $10,000 their way for the purchase. Representatives of the club told councillors their current snow groomer is 30 years old and has 10,000 hours on it. They’ve already entered an agreement to
purchase a used groomer that has just 3,400 hours, and they’re hoping they can buy the groomer by December this year. The entirety of the purchase will be $291,000, and the club has managed to fundraise effectively just $20,000 shy of the goal.
The club has been working towards buying a new groomer for five years now, beginning in 2011. The District of Kitimat has provided funds over the course of those five years and this latest $10,000 boost means the town has offered $85,000.

KITIMAT - Improving intersections on Highway 37 in Kitimat is the council’s top priorities for the Ministry of Transportation. The provincial transport ministry had asked the District of Kitimat for their input to the community’s top priorities for upgrades to the road or junctions within the District’s boundaries. The Ministry of Transportation and Infrastructure is responsible for the highway up to the intersection of Haisla Boulevard and Kitamaat Village Road. In particular the top point of priority is the intersection in to Cable Car. Kitimat, through this motion, will
lobby for a separate turning lane in to the subdivision for southbound traffic. As it is some people have been concerned that while the speed limit remains 100 km/h in that area, traffic slowing to turn pose a hazard on the road. Staff’s report and recommendations to council also calls for a northbound traffic turning lane in to the landfill. The third priority is a turning lane in to the cemetery for traffic heading north — just before the road veers down the hill — and fourth the intersection at Forest Avenue made the cut. This intersection has generated interest in the past, but with the Horizon North proposal underway, staff expect this area to look significantly different once construction concludes.

PRINCE RUPERT - Terrace has two, Kitimat and Smithers each have one but Prince Rupert has none. The B.C. government announced earlier this week it will provide approximately $1.6 million this winter to make additional shelter spaces available in about 100 communities to help those who are homeless or at risk of homelessness with access to a safe, warm place to stay at night. “Each winter, the B.C. government works with communities and volunteers around the province to make sure that extra shelter space is available,” Rich Coleman, minister of natural gas development and minister responsible for housing, said. These spaces supplement permanent, year-round services and provide an extra layer of support to make sure that everyone has a warm, safe place to stay.” Under the Extreme Weather Response program, communities can temporarily increase emergency shelter capacity during extreme weather

In the announcement, close to 1,200 temporary shelter spaces will be available throughout the province from now until March 31, 2016, whenever a community issues an extreme weather alert. Those with the largest need for it should get it, it should be taken care of.” Other cities and towns with relatively moderate temperatures such as Saltspring Island, were included in the funding. In the announcement, the province said that last year they provided approximately $213 million in funding for more than 13,000 permanent, year-round shelter spaces, subsidized units and rent supplements across B.C. They also said that last winter, approximately $1.5 million in funding was invested by the province to create more than 1,200 extreme weather shelter spaces.

KITIMAT - The Kitimat Economic Development Office is calling their first Business Walk a success. Approximately 90 business owners or managers throughout Kitimat had a visit by a volunteer from the EDO, armed with a five question survey about successes and challenges facing business in the community. Gathering this information has been a desire of the EDO for awhile, said Director of Economic Development Rose Klukas. “We had them [the 10 volunteers] hit all corners of the town,” she
said. Feet on the ground included people from the Kitimat Chamber of Commerce, the Advisory Planning Commission, the District’s Chief Administrative Officer and a couple of town councillors. “We’re going to tabulate the results of the survey in to a database and produce a report... that we’ll publish,” she said. “We hope to do that in speedy time so that people don’t think their time was wasted.” If there’s common themes or concerns they’ll develop action plans as best as they can. “We can’t fix every problem in the world,” she said.

Pumpkins on display TERRACE - A Terrace tradition continued the days after Hallowe’en this year with the annual pumpkin light up on Ferry Island. Through an initiative of Save on Foods in Terrace people brought their Hallowe’en pumpkins down to the island where candles were inserted and the pumpkins placed on either side of the island’s main access road, creating a parade of orange colour during the evening hours.
The light up began Nov. 1 and continued the next three nights. Many of the pumpkins were intricately carved in various Hallowe’en and other themes. On hand were Terrace firefighters collecting donations for the B.C. professional firefighters’ burn fund which, among other activities, sponsors a week-long camp in July of each year for children age 6-18 who are survivors of burns.

KITIMAT - The Kitimat Valley Institute has its reputation in technical skills training, but the training centre is branching out to tackle an important facet of work life: safety. KVI has recently opened a new facility, their Safety Division, in an office space downtown next to People’s Pharmacy. KVI’s Sherrie Little says
pists. The facility has two fulltime employees, one halftime person, and four others who are called in as-needed. KVI found that opening this separate facility was a better choice than trying to incorporate the services in to their existing campus, partly because audiometric testing in particular requires a low baseline of noise, and KVI’s campus would have needed extensive work to bring the ambient noise down.
KVI has also moved their employment services agency to this new location as well. And even though Kitimat is relatively quieter now than it was a year ago, Little says the companies that operate in Kitimat all need the kinds of services offered, and with the potential for more industry in the coming years she sees their services actually being more in demand as time passes.

It was during the search for boater Bryce Gray on Tchesinkut Lake near Burns Lake that Terrace Search and Rescue member Scott McGinlay realized that there was a need for the organization to purchase a new underwater camera as the power switch was not working 100 per cent of the time. The camera also didn’t have the ability to attach to a pole which would allow the searchers to put the camera into car windows and log jams. Scott had a conversation with local business owners, Gord and Janice Shaben, about the need for a new underwater camera. The start time of BC Hydro’s planned power outage to the City Centre Mall site has been changed. The new start time is set for 1 a.m. Sunday, November 15. Crews will work to restore power to the main mall building by 7 a.m. Sunday, reducing that portion of the outage to six hours and avoiding regular shopping hours. Three customers, A&W, Tim Horton’s and Shoppers Drug Mart cannot be part of this earlier restoration and will be out for the full duration of the project. PRINCE RUPERT - An upcoming theatre performance at Prince Rupert’s Lester Centre of the Arts will feature a pair of local actors in a 15-character dramatic tour de force, as the acclaimed play Stones in His Pockets makes its debut in northwest British Columbia. In four performances presented by the Harbour Theatre Society, actors Lucas Anders and Michael Gurney will depict the humorous and catastrophic string of events that occur when a Hollywood arrives to shoot a motion picture in a rural Irish community. Stones in His Pockets was written by Laurence Olivier Award-winning playwright Marie Jones and premiered at the West Belfast Festival in 1996. “Beyond the technical challenge of switching personalities—and sometimes genders—in a split second, Stones in His Pockets depicts a broad spectrum of emotions,” said Lucas Anders, the play’s co-star and a popular radio host on Bell Media’s EZ Rock Prince Rupert and CJFW-FM stations. “The two central characters grapple with hopelessness, but find direction and solace amid the absurdly swollen egos of the big-budget American film in which they play minor parts.” The two-act Harbour Theatre production is directed by Lyle McNish, a legendary fixture of the theatrical community extending from Kitimat to Prince Rupert. Illegal dumping of deer carcasses being investigated By Margaret Speirs

TERRACE - Whoever dumped a moose carcass and five deer carcasses at Thunderbird near the power lines could be fined close to $1,000. “There’s no evidence at the site so right now it would just be public information that would help us,” said Skeena conservation officer Ryan Gordon Nov. 4. “We’re certainly interested in [hearing from] anyone with information.” Two people out on an ATV Nov. 1 found moose remains and five deer skins dumped at Thunderbird, as one of the people noted on Facebook. On their return trip two hours later, they saw a big pile of corn and a bunch of frozen fish had been added, looking like someone was laying down bait so when a bear came by, hunters could kill it, said the post on Facebook. It was reported to conservation officers, who went out to the site the next day to take a look and take photos. “It looks like it was a bunch of Queen Charlotte deer so probably they processed it at home and took all the inedible portions and dumped them in that spot along with freezer burned fish,” said Gordon. “There was no indication of bear baiting. I think it is more of a case of dumping. It’s still an illegal act – they should be taking it to the landfill.” The reason why it’s illegal is that people walk their dogs along that same area and they could come across a bear there and conflict would ensue, Gordon added.

TERRACE - Conservation officers are reminding people to keep their garbage secured after a bear had to be killed for getting into garbage. The black bear was put down Nov. 3 after hanging around residences in Copper River Estates, getting into garbage and people’s vehicles, causing damage, said Skeena conservation officer Ryan Gordon. “It’s a critical time of year and bears are fattening up.”
Gordon didn’t see any bears there but lots of birds had descended on the carcasses. If the person is caught, the fine for dumping the carcasses is $575 plus the additional fine of $345 for
potentially attracting dangerous wildlife, said Gordon. And the person would have to clean up their mess too. With birds feeding off the remains, Gordon figured the carcasses would be gone in a cou-
ple of days. Animal parts are dumped in the bush probably half a dozen times a year, even though taking the parts to the dump doesn’t cost anything because it’s considered part of resi-
dential waste, said Gordon. “I’m not sure what the rationale is [for dumping]. They just want to get rid of it or it gets smelly and they just want to get rid of it as quickly as possible,”
he said. He speculates this person went to the Queen Charlottes to hunt deer, shot their five deer, brought them back and cleaned and disposed of them there, along with rotten fish.

Disability assistance restrictions eased in the province By Tom Fletcher

VICTORIA - Parents, advocates for the disabled and even the opposition critic applauded the B.C. government’s move to increase financial independence for people receiving disability assistance payments. Social Development Minister Michelle Stilwell has announced that effective Dec. 1, recipients will be able to receive financial gifts and inheritances of up to $100,000 without affecting their monthly payments. The current lifetime limit is $5,000 per person, after which assistance payments are reduced. Stilwell said the change affects 96,000 people in B.C. who receive disability assistance. “It’s available to all those individuals, and of course it would depend on their personal situations, their family support, friend support, whether they’re working or not working,” Stilwell said. “And those are definitely changes that we’re trying to encourage as well, to help individuals to get into the workforce, so they can create opportunities for themselves to earn and to save.” The government previously raised the earned income exemption so people can earn up to $9,600 a year without reduction of their disability assistance, and has encouraged B.C. businesses to hire disabled people. James Ho, a member of the minister’s council on employment and accessibility, called the gift and inheritance policy “a quantum leap forward” for disabled people like his son. Kathy Bromley, a disability advocate whose daughter attends Simon Fraser University, struggled to control her emotions at a ceremony at the B.C. legislature announcing the change Nov. 5. “Just because Shannon was born with a disability and needs help to brush her teeth and put her coat on … she needs to have a good reason to wake up every morning,” Bromley said. NDP social development critic Michelle Mungall the change is “definitely good news” for those who can take advantage of it. “I know with some of the families that I’ve been working with, peo-
ple have come forward wanting to help them out, and they haven’t been able to because of the gift rule,” Mungall said. “But at the end of the day, what we know is that the income assistance rates are very low, they are leaving people in poverty, and we see policies like the maternity leave clawback.”

Mountain rescue team celebrates 40 years of service By Bart DeFreitas

TERRACE - It was a fairly typical winter day in the mid-1950s on Mr. Lipp’s farmland in Old Remo that a young boy’s life was saved thanks to the quick actions of a volunteer responsible for helping prevent injuries and responding to emergencies. Mr. Lipp’s farm was where the second downhill ski area in the Terrace region that had a mechanical rope tow and was built by community members to provide a family friendly winter activity. Marion Clift recalls picking up a load of kids with her husband Ev in their panel truck every Sunday morning to take them to the Old Remo hill for skiing, toboggan rides, and hot cocoa in an old building that was donated by the town and served as the warming hut. On one of these weekend adventures, 12 year old Paul Richardson’s long scarf got caught in the tow rope and kept tightening around his neck as he was pulled towards the unprotected motor. Fortunately, young Paul was saved from chocking or being pulled into the motor by someone that accepted the job of looking out for other people’s safety and stopped the motor before serious harm happened. Community members coming together to build downhill ski areas for the use and benefit of families, and helping users of these areas be safe and healthy during outdoor play is a story that has repeated itself in many locations in northwest BC and across Canada. In the Terrace and Kitimat region alone, downhill ski areas with mechanical tow ropes were built in locations that included the golf course in Thornhill, on Mr. Lipp’s farm in Old Remo, at Bornite Mountain near Kleanza Creek, on the bench in the City of Terrace, across the highway from the Mount Layton Hotsprings, in downtown Kitimat, and on Kitsumkalum Mountain and Shames Mountain west of Terrace. Volunteers and paid staff that focus on the wellbeing of others while they ski and play at downhill or nordic ski areas are called ski patrollers. Today, nearly all volunteer ski patrollers in Canada are members of a national not-for-profit charitable organization called the Canadian Ski Patrol. The Canadian Ski Patrol was formally incorporated in 1962 but its origins go back twenty years earlier, when the Canadian Amateur Ski Association asked Dr. Douglas Firth, a doctor of osteopathic medicine, to organize and train a first aid rescue group to patrol ski hills in the Toronto and Montreal areas. The dramatic increase in the popularity of skiing as a family sport in the decades following World War II saw the national organization grow from 1,000 to nearly 5,000 patrollers and

Today, the Canadian Ski Patrol has over 4,200 volunteers from coast to coast who receive annual training in advanced first aid, accident scene management and mountain rescue techniques in order to provide first aid services at 230 alpine and nordic ski areas in all ten provinces and the Yukon. While young Paul’s rescue at Mr. Lipp’s farm in Old Remo is possibly the first recorded account of a volunteer ski patroller in action in the Terrace region, this type of mountain rescue service has continued into modern times. At the Northern Heights Ski Hill, which was located on Terrace’s birch bench near Cedar Crescent and developed by entrepreneur William (Bill) Little, an ambulance attendant named Guy Rushton volunteered his time to assist injured skiers while the hill was in operation from 1968 to 1972. In the year following the closure of Bill Little’s ski hill, Guy and eight other ski enthusiasts in the community founded the Kitsumkalum Development Society to promote the interest of skiers in the region and undertake the development and operation of a downhill ski area on the north side of Kitsumkalum Mountain near Terrace. Armed with a strong determination and supported by the population living in the Regional District of Kitimat-Stikine, the Kitsumkalum De-
velopment Society helped lead the initial development of the Kitsumkalum Mountain Ski Area by clearing trees from main runs and setting up a tow rope in fall 1974, and then operating the tow rope that winter to generate skier interest. When Kitsumkalum Mountain Ski Area officially opened on December 6, 1975, under the ownership of the regional district, it was the volunteers from the Kitsumkalum Development Society that helped form the first Canadian Ski Patrol team in the Terrace region by coordinating training and providing patrollers with uniforms and first aid kits. They also helped form the Kitsumkalum Ski Club to develop youth athletes and started the tradition of hosting an annual ski swap each fall so that well-priced new and lightly used ski equipment could be purchased by both avid skiers and those new to the sport. These ski swaps also helped generate much needed operational funds to advance the community service goals of the volunteer ski patrol and the ski club. Under the initial leadership of Arnold Smith, followed by Bob Peg and Dan Morrison, the volunteer ski patrol team at Kitsumkalum Mountain continued the tradition of promoting injury prevention and assisting hurt skiers until the area closed in 1988 due to financial challenges from several years of poor snow conditions that suppressed skier
visits. When they weren’t providing their services at Kitsumkalum Mountain on weekends and holidays, the volunteer patrollers participated in regional first aid competitions and mountain rescue training events at other hills such as Mount Hays in Prince Rupert and Hudson Bay Mountain in Smithers. In 1990, all major infrastructure at Kitsumkalum Mountain Ski Area, including the chairlift, tow rope, T-bar lift, day lodge and maintenance building was moved and set up again at Shames Mountain west of Terrace. This infrastructure was purchased from the regional district by the Shames Mountain Ski Corporation which had formed four years prior to develop a new ski area for the use and benefit of families. When Shames Mountain opened its doors to the public on December 15, 1990, the volunteer Canadian Ski Patrol team was there to do what they do best: focus on the wellbeing of skiers and snowboarders playing on the hill. Leadership of the volunteer team during this time was delivered by ambulance attendant Barry Franzmann and the membership included ski patrollers from Mount Hays, which was struggling to stay open due to poor snow conditions. The Canadian Ski Patrol team and the renamed Shames Mountain Ski Club continued to work together both on and off the hill. Ski patrol provided additional volunteers
to support the ski club’s youth development and competitive events and both organizations co-hosted the annual ski swap each fall to connect buyers and sellers of high quality new and lightly used winter gear and clothing. This year marks the 40th anniversary of the Canadian Ski Patrol in the Terrace region, their partnership with the Shames Mountain Ski and Snowboard Club and the annual ski swap that both organizations host as a service to the community. This year’s ski swap, which has grown to be northwest BC’s largest discount sale of new and lightly used winter gear and clothing, will be at Kitsumkalum Community Hall on November 14 from 10am to 1pm.
