The B.C. government’s school antibullying program was
put in place in June 2012. Four months later, 15-year-old Amanda Todd posted a video of her online treatment before she killed herself at her Port Coquitlam home, putting an international face on the dangers faced by young people socializing online. In 2013, Nova Scotia teen Rehtaeh Parsons was also driven to suicide after explicit pictures of her were circulated on social media. Representative for Children and Youth Mary Ellen Turpel-Lafond and Information and Privacy Commissioner Elizabeth Denham surveyed the laws and strategies in place inside and outside B.C. since then. “The circumstances leading to the deaths of these two young women highlight the significant pain and suffering young people can endure when they are faced with repeated cruel treatment
by their peers through online means,” Denham and Turpel-Lafond conclude. Their report, presented Friday to the B.C. government, calls for more measures in schools in addition to the ERASE (Expect Respect And a Safe Education) strategy put in place in 2012. That strategy provides for anonymous reporting by students or parents of bullying, either online or in person. The report calls for the education ministry to “ensure that developmentally appropriate learning objectives about cyberbullying and digital citizenship be included in the provincial school curriculum and delivered to all school-age children as soon as possible.” Education Minister Mike Bernier said Friday the new school curriculum, which began implementasee Online page 3

Anti-gang police release 2015 report: violence on upswing

There have been 30 gang-linked murders and attempted murders as of June 30, nearly twice as many as the 18 in all of 2014 and up from 24 in 2013. Combined Forces Special Enforcement Unit Chief Supt. the community at risk,” Hackett said. His comments were published this week in the CFSEU’s 2015 community report. It can be found at bc-anti-gang.com. According to statistics released in the report, the average age of a gang violence victim is 25 years old, which is younger than in previous years. The youngest victim this year was
15, while the oldest was 66. Over the past 10 years, there have been 15 female victims of gang violence and there have been 35 mass gang shootings (involving multiple victims of gun violence at one location) claiming 85 victims. Significant arrests have been made this year. Two men face charges in connection with a series of arsons and shootings in previous years targeting staff of the Justice Institute of B.C. Hackett also cited the arrests of two extremely violent and prolific dangerous offenders from Edmonton in the Lower Mainland who were tied to crimes in B.C. and Alberta, including murders, attempted murders and violent home invasions involving the torture and mutilation of victims. Hackett said a joint forces operation led by the CFSEU was needed because the “brazen and transient” crime group posed a higher risk to public safety. In the courts, the trial of three men for the

2011 murder of gangster Jonathan Bacon in Kelowna is expected to get underway next spring. The community report features one young woman’s insider story of life within a gang – packaging cocaine for sale, acting as a cross-country drug mule and growing increasingly terrified as risks escalate and drug deals go wrong. Early on she had been seduced by the lifestyle, befriending gang members, including two young men who would later end up dead off Colebrook Road in Surrey. “That’s literally where gangster dreams go to die,” she said. The unnamed woman describes an open casket funeral of one of the young victims – a deliberate choice of his parents to show the bullet through his head. She was one of the lucky ones who has escaped the life. Less fortunate was Brianna Kinnear who once reassured her worried mom “They
don’t murder girls.” The 22-year-old was found shot to death in a pickup truck in Coquitlam in 2009. Her murder is unsolved and her tearful mother is featured in a new CFSEU video. The report also highlights two Abbotsford high school students who were executed in 2009 on Sumas Mountain as examples of adolescents lured by the temptation of a luxury lifestyle fueled by drug cash. “They were not highlevel drug lords,” the report says of the slain Grade 12s from W. J. Mouat Secondary School. “They were two kids who wanted to be able to pay for a limousine to get to prom.” It says B.C. teachers are reporting children as young as nine asking 11-year-olds on elementary school playgrounds who they can talk to about selling some drugs. Prevention remains a major focus of the CFSEU, which continues to press its End Gang
Life initiative with school presentations and emotional videos from former gang members or surviving loved ones. The province has committed new funding for 35 additional presentations of the CFSEU’s End Gang Life presentation to school students in the Lower Mainland, the Okanagan and Vancouver Island. The sessions aim to demystify the tactics of gang recruiters and better equip kids to resist them. They’re led by former gang member Jordan Buna, who served time in jail before becoming a spokesman for the End Gang Life program. “Even though I was lucky and got out, being part of a gang was a death sentence for most of the people I knew. That is the reality of gang life,” Buna said. “It robbed me of so many opportunities and exposed me to horrifying scenes that I will never forget.”

City asking residents to keep walks clear of snow and ice The snowy weather has begun to arrive in the region and City of Cranbrook Public Works staff is ready to clear, salt and sand City streets at a moment’s notice. In order to help keep the public safe and mobile during the winter months, the City is asking residents and businesses to help out by keeping streets and sidewalks clear of snow and ice. “During and following major snowfalls,
our snow removal operation runs 24 hours a day, 7 days a week and operates with a small fleet of vehicles; four salt/sand trucks with belly plows, two graders and two loaders.” says Joe McGowan, Director of Public Works. “With this schedule and the equipment we have, it is reasonable to expect most areas of the City to be cleared within 3 or 4 days of a snowfall, depending on
the amount of snow and how fast it comes down.” Clearing snow is not just the responsibility of Public Works, which does the best they can with the resources available to keep the community moving during the winter months. In the first stage, $10,000 was provided to each of B.C.’s 16 community-based, non-profit brain-injury service providers to help with operational costs. In the second stage, brain-injury organizations in B.C. receive funding based on applications for programs specific to their needs. Miracle on Baker Street aims to help people find shelter On December 11 nearly 20 influential community leaders and Cranbrook business owners will strip down to their Christmas undies and brave the cold to raise $20,000 in support of the Salvation Army’s efforts to build a 24/7 shelter in Cranbrook for homeless men, women, and families throughout the East Kootenay. In order to keep the icicles from forming on their bodies, the participants will need to donate money every half hour to gain access to entertaining “warm-up” activities, sponsored by a local business. Meanwhile, donations will be collected from the public to meet an hourly fundraising goal, which if achieved, will keep the participants exposed to the elements and donating another additional hour. The event, Miracle on Baker Street, takes place noon to 4 p.m. on Baker Street in front of the Bedroom Furniture Galleries, downtown Cranbrook. It is presented by B-104 Total Country and The Drive FM in association with e-know.ca. Leo Baggio, general manager of B-104 Total Country and The Drive FM, said Miracle on Baker Street is a spirited event that will bring a lot of laughs, comraderies, and a few surprises. “We have convinced a group of wellknown and professional men to strip down to their underwear in what could be sub-zero temperatures while we throw a twist at them every half hour, all in the name of charity -- it’s going to be, quite simply, awesome,” said Baggio. “Jim Pattison Broadcast Group and its staff have deep roots in our community and we are passionate about contributing to causes that are important to the people that live here. We are honoured to have supported local business and nonprofit organizations throughout 2015 in achieving their philanthropic goals, and humbled by the encouragement and
enthusiasm we have received from our partners in support of Miracle on Baker Street.” One of these participants stripping down in the name of charity is Derek Korstchaga, Cranbrook’s Citizen of the Year. Kortschaga chose to participate because he recognizes the importance of supporting vulnerable populations in our community that can often be overlooked. “Our homeless are an invisible minority in our community,” said Kortschaga. “They can be right in front of us yet unseen. This event will help draw attention to their plight and the efforts being made to help by our Salvation Army. I am honoured to stand up with our business community
in the battle against homelessness, and thankful that our community is prepared to raise awareness about the issue.” The Salvation Army in Cranbrook provided over 990 extreme weather shelter night stays (beds) in Cranbrook last winter. To date, the community has raised more than $346,000 for the homeless shelter project, with an additional $260,000 commitment from the Regional District of East Kootenay for soft costs to be allocated over a two-year period. The Cranbrook and District Community Foundation is administering funds for the project and actively engaged in the fundraising efforts. “Homelessness is a significant issue in

Views: Green shift goes global by Tom Fletcher We will soon learn what Premier Christy Clark and Prime Minister Justin Trudeau have in mind for Canada’s renewed effort to influence climate change. As they prepare to join the 40,000 people jetting to Paris for the next big United Nations summit to deal with human impact on the world’s weather, here is some context for what is to come in December and beyond. Foreign Affairs Minister Stéphane Dion served as environment minister under former Liberal prime minister Paul Martin. Then, as Liberal leader, Dion’s proposed “green shift” carbon tax was pivotal only in ending his leadership. With a majority government this time, he promises the entire federal cabinet will be involved. Dion gave a revealing interview to The Globe and Mail last week about his experience in government. “The old system was to give the file of the environment to the minister of the environment and say, ‘deal with it, be the hero of the environment groups, but don’t bother us because we have jobs to create and an economy to grow’,” Dion said. “That will not work.” It certainly didn’t work, which is not surprising since Dion is admitting the Liberals considered the
environment ministry a mere public relations tool. This was the period when Canada signed on to the Kyoto Protocol, then pretended to care about it as the United States rejected it in a unanimous vote of Congress. We now understand more about those environmental groups, most funded by U.S. billionaires to target the Canadian oil and gas industry while the U.S. booms. Their tactics were on display in the defeat of the Keystone XL oil pipeline to the U.S., with arguments that even President Barack Obama acknowledged were exaggerated. Dion’s ill-fated “green shift” wasn’t just about greenhouse gases. He intended to impose a national carbon tax and use the proceeds to eliminate child poverty. This concept is back, on a global scale. If you’ve been to the movies lately, you may have seen a slick animated commercial sponsored by the UN, featuring animals running the world from the seats of the General Assembly. “We have a plan,” trumpets the elegant llama at the podium, not only to fix climate change but to eliminate poverty as well. One problem with Kyoto was that it left emerging economies like China and India untouched. And while Canada endures false allegations of sub-

sidizing fossil fuels, actual subsidies are huge in petro-states like Venezuela, Saudi Arabia, Iran, Algeria and Indonesia, where gasoline sells on average at a third of Canadian prices. China and India’s carbon emissions have about tripled since the Kyoto public relations gesture in 1997. That growth is one reason why Canada’s share of global emissions has now fallen to below two per cent. Here in B.C., Clark intends to unveil her “Climate 2.0” plan before heading to Paris. We’ll see if it includes another increase in B.C.’s vaunted carbon tax, which now translates to about seven cents on a litre of gasoline. Even without carbon taxes, about a third of the pump price Canadians pay is federal, provincial and local tax. In Metro Vancouver, it’s closer to 40 per cent. In Venezuela, a big winner in the Keystone XL decision, gas sells for around two cents a litre. The B.C. government admits its post-carbon tax reduction in greenhouse gas emissions was largely due to the global recession of 2008-09. Now with crude oil at historic low prices, B.C.’s carbon tax is a weak signal lost in the noise of a world-wide glut of oil and gas.

Chortyk notes the adoption fee includes vaccinations, spaying or neutering, permanent ID, any necessary medical care, and internal and external parasite treatment. Normal adoption counselling and matching takes place to ensure animals go to a good home, and Petsecure provides six weeks of free pet insurance. November 20th of every year is a significant day for children in many countries of the world. It is National Child Day. This is a day which celebrates two historic events. The first being the signing of the United Nations (UN) Declaration of the Rights of the Child in 1959 and the second being the adoption of the UN Convention on the Rights of the Child in 1989. The combination of these two documents officially created, the UN Rights of the Child. All the countries that signed The UN Rights of the Child stated that they agreed to ensure that all children under the age of 18 are treated with respect and dignity including freedom from harm. The countries also agreed that all children have the right to; an education, freedom to express themselves and to participate and play, a safe and secure family, culture and identity, and a right to have their basic needs such as food, shelter and health care met.

Winter Farmers’ Market in Cranbrook The 6th annual Cranbrook Winter Farmers’ Market will take place
on the evening of Friday, November 27th from 5 until 9 pm, in
conjunction with the Santa Claus Parade, and on Saturday and Sunday, November 28th & 29th, from 10 am until 3pm, at 1114 Baker Street, in downtown Cranbrook. This popular market features more than 75 local area vendors offering a wide range of products including apples, garlic, beef, pork, lamb, honey, jams and jellies, pickles, locally made teas, cozy hand knit goods, handcrafted jewelry, luxurious body care items, scrumptious baked goods, locally brewed spirits, handmade household and
gift items, Christmas cards and ornaments, borscht, stained glass, chocolates, teas, and so much more. The market will continue with the 3 day format this year, so shoppers are invited to shop on a few different days, as there will be different vendors and products each day. The Cranbrook Winter Farmers’ Market provides a wonderful opportunity for shoppers to re-connect with their favourite vendors, meet some new ones and purchase locally made, baked, grown products just in time for the holidays!
Local schools get upgrading funding Schools throughout the province are going to get revamped, updated and upgraded, thanks to more than $35 million in provincial funding, Education Minister Mike Bernier announced today. “This program is all about making sure children have safe, healthy and modern places to learn. We are investing today and expanding this program to fix, repair and upgrade as many schools as possible,” said Mike Bernier, Minister of Education. Students, teachers and staff at schools throughout the province will benefit from a variety of improvements under the Province’s Routine Capital Program. Announced in August as a $20-million program, it was expanded with an extra $15.3 million after districts brought forward a large number of projects where the life of the school
could be extended. In total, 109 projects are being funded under the expanded Routine Capital Program. Projects were chosen based on need, priority and supporting student learning. In School District 5, Laurie Middle School will receive $434,950 for roof and hydronic heat improvements. Mt. Baker Secondary School will get $368,000 to install two boilers and upgrade circulation pumps and Pinewood Elementary School / Amy Woodland Elementary School / Steeples Elementary School will receive $143,800 to install gas fired air handling, furnace, heat pumps. The Government of B.C. has awarded more than $35 million worth of improvement projects to schools throughout the province, as part of the Province’s Routine Capital Program.

OBITUARY
Maurice Paul Bouliane “Moe” 1942 – 2015 It is with deep sorrow that the family of Maurice Bouliane announces his passing on Saturday, November 14, 2015 in Cranbrook at 73 years of age. Moe was born on March 12, 1942 in St. Paul, Alberta. Around the age of 9, his family moved to Warfield, BC where he spent the majority of his youth. Maurice married his first wife, Joan, in 1965 and they eventually settled and raised their family in Sparwood. After Joan’s passing, Moe married Lynda and they resided in Cranbrook where they enjoyed their time together. Moe loved camping, boating and fishing at Kootenay and Koocanausa Lake, golfing and was actively involved in hockey in the Kootenays for many years as a coach, manager and supportive fan. Over the years, Moe went on numerous excursions to Las Vegas and Mexico. Moe owned and operated Sparwood Electric for many years and later partnered with his son, Robert, in establishing M&R Electrical. Moe was a great man and he truly loved family gatherings and reunions and spending quality time with his grandkids. Moe is survived by his wife Lynda, his 5 children Mike (Philippa), Yvette, Tina (Gerry), Robert (Nicole), Allan, (Karen) and 10 grandchildren Lisa, Kevin, Benjamin, Kyle, William, Jared, Aimee, Abby, Aiden and Sophie, Lynda’s 3 children Tanya (Dean), Jennifer (Shane) and Alex (Leanne), her 7 grandchildren Brendan, Dylan, Granite, Flint, Quaide, Oliver and Calla, 11 siblings Annette, Richard, Lucien, Simone, Lorraine, Marie, Eugene, Raymond, Philip, Bernadette and David and numerous nieces and nephews. He was predeceased by his parents, Philias and Antoinette, his siblings Leon, Cecile and Irene as well as his first wife, Joan. A memorial service for Moe will be held on Saturday, November 21, 2015 at McPherson Funeral Home in Cranbrook at 11:00 am. Arrangements entrusted to McPherson Funeral Service. Denham Ford hosts Drive 4UR Community Teaming up with the East Kootenay Foundation for Health this year was a great success. This was a fun filled event as you can see by the pictures. We had 8 vehicles for people to take on a test drive and earn $20 for EKFH. To help us achieve this we had some help with entertainment and food. Patti Pukas provided the Pony rides, Wicked Weenies serving up the dogs, Kootenay Ice Boys helping out as well. A special thank you goes out to Sandor Rentals for the big bouncy tent donation! Already looking forward to new year.
