tudent experiences and student successes top North Island College’s five-year strategic plan—dubbed Plan 2020—released this month. And the first step to achieving success with that mandate was to broaden the strategic planning process to include outreach to all NIC communities, president John Bowman said. “We are a complex institution with many moving parts. It’s a longer list of priorities.” The new plan outlines nine key priorities and 45 goals for the college between 2016–2020. Some of those goals include offering high-quality, relevant, responsive curriculum and programs, access to learning across the region, Aboriginal education, focus on people, resources, investment and sustainability as well as strenghtening community connections.
“It was a strong message in our consultations...that for us to be successful we need to be closely connected to the communities where we serve,” he said. The provincial government requires every post-secondary institution to have a fiveyear capital plan, but NIC has doubled that. “We felt a 10-year time horizon is more realistic to accomplish what is on our list,” Bowman said. The No. 1 priority is to consolidate their Campbell River campus from two locations to one. The same goes for Port Alberni, which rents its trades building on Tebo Avenue from the city on top of maintaining its Roger Street campus. NIC is looking at whether it makes sense in the next 10 years to construct a new building at its Roger Street site. “We have a lot of land. We have 20 acres on the Port Alberni campus,” Bowman said. “We’re fortunate our buildings in Port Alberni, Courtenay and Campbell

Alberni gets F for child poverty City has highest rate of child poverty in B.C., advocacy group says

Port Alberni has the highest child poverty rate in the province, according to a 2015 B.C. Child Poverty Report Card released Tuesday. The report, put out by child advocacy group First Call BC, puts Port Alberni in first place for children living in low-income families. With 31 per cent of all children under the age of 18 living in lowincome families, Port Alberni is tied with Duncan for first place. Province-wide, one in five children live in poverty. In early childhood poverty—ages five and under—Port Alberni scores even worse. Again tied with Duncan, 37 per cent of all children five and under live in lowincome households. That number, according to First Call BC, is especially concerning. “Given the critical importance of
the early years for children’s development, it is alarming that the child poverty rates for young children was higher than the overall child poverty rate in nearly every urban area in the province,” reads the report. “The devastating effects of high poverty rates for this age group can include lifelong consequences for children’s physical, cognitive and social development.” The report showed a correlation between children in lone-parent households and childhood poverty. While lone-parent
families only made up 20 per cent of the population, they accounted for half of the children living in poverty. According to Statistics Canada, 37.5 per cent of Port Alberni families are lone-parent families. That’s compared to 31 per cent on Vancouver Island and 27 per cent province-wide. Children with disabilities, visible minorities and First Nations are more likely to experience child poverty, according to the report. Statistics Canada shows that 17 per cent of the Alberni Valley
population is First Nations, compared to seven per cent on Vancouver Island and five per cent provincewide. According to the child poverty report, lone-parent families are much more likely to have food-insecure children. Only two per cent of two-parent families had food insecure children but that number rose to 14 per cent for lone-parent ones. That lack of good nutrition has a negative effect on child development. “Hunger and poor nutrition have wellknown effects on

children’s growth and development. In addition to the impacts on their physical health, poorly nourished children have trouble concentrating on learning at school and may exhibit behaviour problems,” reads the report. Housing is another concern for children growing up in poverty. “In 2011, B.C. was the only province with more than one in 10 children in couple families living in core housing need,” the report states. A family is considered to be in
core housing need if it spends more than one-third of the household’s income on rent, lives in a home needing major repairs or in one without sufficient space. For children in loneparent families, the statistics are even worse. In 2011, 33 per cent of children in loneparent families in B.C. lived in core housing need. Core housing need statistics do not include First Nations reserves, of which the Alberni Valley has several.
“The calculated core-housing-need rates do not include households living on First Nations reserves, which often endure deplorable housing conditions,” the report states. The child poverty report card lists 20 recommendations and calls for a 13 per cent decrease in child poverty rates in B.C. by 2020. storefront operation,” said Smith. However, Smith added, Vancouver is already regulating marijuana dispensaries and Victoria is considering similar regulations. City council approved marijuana dispensaries in Port Alberni at the Nov. 9 meeting and directed Smith to prepare a regulatory scheme. Smith’s proposed regulations are similar to those enacted by the city of Vancouver earlier this year. Proposed zoning bylaw amendments included limiting dispensaries to commercial zones only, keeping them 300 metres away from schools, 300 metres away from other dispensaries, not allowing ATMs at dispensaries and not allowing dual usage for dispensaries. The distance between dispensaries was upped to one
kilometre at Coun. Sharie Minions’ request. Also similar to Vancouver’s regulations was that all dispensaries—nonprofits or otherwise— will require a business licence.

The conditions of a proposed dispensary business licence would state that the business must be in a fully enclosed building with a transparent front, no minors may be allowed in, operating hours must be between 8 a.m.-8 p.m. and a fire alarm,
security and video surveillance system must be in place. While the vote was 5-2 in favour of the regulations, not all of city council was happy with the result. “I would plead with council to reconsider their last decision... there’s no place for the city to try and regulate. Leave it to the RCMP and let them make the decisions,” said Coun. Denis Sauve. Mayor Mike Ruttan agreed. “We’re treading in an area that is not really our responsibility as a council; this is federal jurisdiction,” Ruttan said. “What we’re doing is that we’re taking precautions to protect our people potentially, in the future, not knowing what the federal government may bring down in respect to its regulations.” However, Coun. Chris Alemany believed that the
proposed zoning and bylaw amendments were within the city’s right to implement. “There are measures that the city can take as a municipality in order to zone and make changes to the business licences,” said Alemany. Alemany, who has been a proponent of regulation since the issue was thrust upon council, said he approved of the city planner’s regulations. Sauve told the rest of council he believed that any regulation was an endorsement. “You’re endorsing an illegal activity.” Coun. Ron Paulson vehemently denied any comparison of endorsement and regulations. “In no way for me does this indicate an endorsement of the product,” said Paulson. “It’s not endorsement—it’s protectionism for our community.” Continued / A26

Sewer separation project continues at Coal Creek The next step of the city’s Liquid Waste Management Plan is set to commence following a tender award for the Coal Creek sanitary sewer project. “This really is a big part of our stormwater and underground work in the coming years,” says city engineer Guy Cicon. “Our effort here is to separate rainwater from our combined sewers.” The tender for the project was awarded to the low bidder, Copcan Civil Ltd., for $115,379. According to city engineering technician Boyd Wong, only approximately 40 per cent of the city’s sewer system is twinned out (separated) into sanitary and storm sewers—the rest is combined.

Most of the south side of town— where Coal Creek is located— is not twinned out because of the city’s history. Much of the city’s sewage system was constructed preamalgamation. At the time, the city of Port Alberni (now South Port) went with a combined sewer system. The city of Alberni (North Port) separated its systems. Separating the combined sewers on the south side of town has been a decadeslong project, Cicon said. “A big element of our liquid waste management plan is
to separate out the rainwater that doesn’t need to be treated and pumped,” he said. “Coal Creek is a catchment area we’ve been focusing on for a few years now.” Coal Creek is located at Weaver Park and the segment of the work that was tendered runs under Third Avenue and requires work outside of city crews’ scope. “There’s a huge fill there and to excavate this by conventional means would require a lot of excavation time,” said Cicon. “Using directional drilling technology, we’re drilling into the embankment and
pulling a pipe through which will act as our new sanitary sewer line.” The current combined sewer line will continue to function as the city’s stormwater main. Cicon said that hitting rock—as the city recently has during utility work on Third Avenue and Neill Street—isn’t a concern. “We know that this area has been filled so the wild card here is are we going to hit any rubble that we can’t drill through?” Cicon said, adding that the contractor will pay for any extra costs. The city has done some test holes in the area to get an idea of the composition of the fill and Cicon said it was possible to shift the drill over and avoid any rubble. Work on the sewer separation project will start in the coming weeks and will take 60 days to complete.

Car crash day: are we listening? Wednesday, Nov. 18 was the National Day of Remembrance for Road Crash Victims in Canada, set aside for Canadians to remember those who have lost their lives or been seriously injured on Canadian roads. Each year in this country, almost 1,900 people are killed on road crashes, and almost another 165,000 are injured. But we have to ask, is anyone listening? According to statistics, drug-impaired driving is now rivaling alcohol-impaired driving. Distracted driving continues to be a significant safety concern, with Canada’s youth most likely to text while driving. Additional high-risk factors – all preventable – include speeding and aggressive driving, driver fatigue and failure to wear a seat belt. Here in B.C., Justice Minister Suzanne Anton asked, “How many deaths are acceptable? The answer is none. Last year, we had 290 British Columbians lose their lives in crashes. So many of these are preventable by convincing people not to drink and drive, to put down their phone, or to stay within the speed limit.” The bottom line is that road crashes impact everyone. Too often we think we’re immune to the effects of speed, of driving too closely or answering just one text. It’s clear that issues of speed are of considerable concern for Island residents, but from recent police reports, we know also that incidents of driving after drinking and after smoking marijuana are still finding their way to local streets. Police have issued multiple driving suspensions over recent weeks, impounding drivers’ cars in the process. Another faced several charges this past weekend after colliding with multiple vehicles in the Foul Bay Road area. Any one of these recent incidents could have ended in tragedy. ICTORIA – The fall session of the B.C. legislature petered out two days early last week, as the ruling B.C. Liberals and the opposition NDP agreed to turn out the energyefficient lights and head for home. NDP leader John Horgan skipped the last day and headed to the B.C. Institute of Technology campus in Burnaby. There he announced “PowerBC,” billed as the NDP’s “bold, progressive plan for the future of B.C. energy, with a strong focus on jobs.” Reporters asked, how many jobs? Horgan said retrofitting public buildings and homes for energy efficiency would create jobs all around the province, but he can’t say how many. How much does the plan cost, and does it include subsidizing homeowners to fix their windows and
insulation? “The costing will be more apparent when we get closer to the election,” Horgan replied. Whatever the cost, the NDP plan apparently rests on the assumption that the $9 billion Site C dam project on the Peace River can be stopped by an NDP government after the 2017 election. That money would be used to build wind and solar generation, and to install a sixth and final water turbine at Revelstoke dam. The chances of Site C being stopped are approaching zero. Construction of an access road started two months ago, site clearing and work camp construction a month before that. Energy Minister Bill Bennett says the main dam construction contract will be let shortly, followed by the powerhouse contract next year. Horgan said remaining
legal challenges could slow or stop the project. The West Moberly and Prophet River First Nations have lost their case against Site C twice, in the B.C. Supreme and Federal Courts, and are appealing. The Doig River and McLeod Lake Indian Bands dropped their challenges, and McLeod Lake’s construction company has started work on a Site C contract. West Moberly Chief Roland Willson staged a dramatic protest at the legislature last spring, bringing a cooler of frozen bull trout from a river below the two existing Peace dams, telling media they were too contaminated with mercury to eat. Flooding land for hydro dams does elevate methylmercury levels in water, but BC Hydro provided me with the

latest study that included fish samples collected by West Moberly members. It shows average methylmercury levels remain below federal guidelines for limiting consumption of commercially sold fish. It’s an odd coincidence that Willson suddenly made this claim, 47 years after the first Peace dam was completed, when he happened to be in court trying to stop Site C. A coalition of U.S. and Canadian environment groups is also demanding that Site C be stopped, using typical arguments to appeal to their lowinformation donor base. According to the Sierra Club and others, Site C is not renewable energy because the (largely idle) farmland it floods is a “carbon sink.” Forests do store carbon, albeit temporarily, but farmland where the trees have been cleared? This is gluten-free gobbledegook. They also trot out the claim that Site C will be used to power liquefied natural gas operations.

Who legislated poverty levels? To the Editor,
As an ex-RN who has been studying the system for over 17 years, here’s yet another example of how out-of-touch bureaucracy can be: apparently B.C socialassistance clients, receiving just over $600/month regular welfare to averaging about $900/month on disability, are being notified by the Ministry this month that “if you are eligible for the 2015 Christmas Supplement, it is included in this month’s payment”. “If”?! Pray tell, exactly what level of legislated poverty
does the BC government require that falls within some Dickensian “eligibility requirements” for a $35 “Christmas Supplement”? Surely the extra is welcomed by those who receive it, yet government’s attitude towards clients and the way they are so often treated as second-class citizens still disaffects and perpetually creates a dis-ease within the population. The last thing we need nowadays and hardly accomplishing the mandate of “social” assistance and contributing to a healthy, well-engaged society.

Most proponents so far have said they will use gas for LNG processing, and if they don’t have hydro available for ancillary power, they will have to burn more gas. BC Hydro has just finished its latest grid upgrade, a second high-voltage transmission line from Merritt to Coquitlam. It adds disaster reliability to the system that brings power from the Peace and Columbia dams to the Lower Mainland. If you’re arguing that hydroelectricity isn’t renewable power, you’ve already lost.

Port Alberni has a fantastic combination of weather and trail systems. These two factors have resulted in the trails being high utilized by a combination of users. Often the trails have
to accommodate different user types. It is essential that everyone works together to make the trail system enjoyable and safe for everyone. An issue that continues to cause problems for trail users is that of dogs. The largest issue has centred on unleashed dogs. Unleashed dogs have been responsible for biting both other
trail users and other dogs. The City of Port Alberni has a bylaw specifically to address pet issues, the Animal Control and Pound Bylaw, No. 4593. Under Section 17(c).. no owner of a dog shall permit or allow the dog to be in a public place unless the dog is kept on a leash, chain or tether not exceeding
183 centimetres (six feet) in length and the dog is under the immediate care and control of a competent person. The only public place in which a dog may be off leash is at the designated dog park. The bylaw also defines a vicious dog as one which has killed or injured an animal or human
or one who has aggressively chased or threatened an animal or human. Section 23 dictates that vicious dogs must be muzzled and under control of a competent person. Under Section 20, if an animal defecates in a public place it is the person having care for the animal that shall immediately remove the excrement and dispose of it in a
sanitary manner. The Bylaw provides for fines of $100 for each offence of being off leash, $50 for failing to remove excrement and $500 for failing to muzzle vicious dogs. Additionally, dog owners can be held civilly responsible for the damage caused by a dog bite. Often I hear that “my dog is friendly”
or something similar. Unfortunately, these dog too can lash out and bite a person or another dog. Only by everyone working together and following the safety rules of having pets on leach and under control will be make the trails safe. Insp. Mac Richards is the OIC at Port Alberni RCMP.

Young. “In doing so, we’ve multiplied the capacity of the existing substations.” The two substations had been in service for approximately 60 years and were at capacity, said BC Hydro spokesperson Stephen Watson. “Beginning in the spring of 2012, we initiated a consultation process with the Hupacasath First Nation and the Ucluelet First Nation and local government on some options on how we could upgrade the transmission system for reliable power,” Watson said. Hupacasath chief
councillor Stephen Tatoosh was happy with the way the project has gone. “The Hupacasath Nation was involved in the planning stages. BC Hydro approached our nation and we’re happy that they recognized the Hupacasath core territory,” said Tatoosh. “We know how important power is since we’re involved in the power industry ourselves with the China Creek microhydro project.” Tatoosh was also glad that some of the jobs stayed local within the Hupacasath and the Alberni Valley.
“We managed to get our community members and some local contractors some jobs.” According to Watson, while various options were considered, upgrading the existing stations was found to be the best and most cost-effective option, Watson added. The total cost came in under the budgeted $56 million. Approximately half was relocated per substation. “It’s had good community support,” said Watson. “These substations are kind of out of sight, out of mind...
but they play a critical role in keeping the lights on.” The substations serve about 3,900 customers, Watson added. “The power comes by Dunsmuir substation about 20 kilometres north of Qualicum Beach at Nile Creek, come across to Port Alberni and then goes onto Great Central Lake and Long Beach. From there the transmission system turns into a distribution system, which is lower voltage, and so that goes to Ahousaht, Ucluelet, Tofino and Salmon Beach.” Continued / A20

Trek fan group throws down ‘adopt-a-kettle’ challenge Port Alberni’s Starfleet Deep Space Port chapter is serious about Star Trek. But it’s also serious about fundraising. That’s why members of Starfleet—all Star Trek fans and committed community volunteers—have issued a challenge to other clubs, societies and groups as the Salvation Army kicks off its annual Christmas kettle campaign. “Starfleet challenges every club, society and other group in the Valley to adopt a kettle for one day,” Starfleet spokesperson Gillian Shearwater proclaimed last week. Aside from carrying forward the vision of the future that led
Gene Roddenberry to create the original Star Trek series, each Starfleet chapter undertakes charitable work, Shearwater said. The Port Alberni chapter has cut broom in the spring, participates in the CMHA’s Ride Don’t Hide, sorts bottles to raise money for the SPCA and has worked with the Alberni Valley Hospice Society. Starfleet has adopted the kettle at Quality Foods on Saturday, Nov. 28 and members will look after the kettle throughout the day. Kettles will be in front of Walmart, Tyler’s No Frills, Quality Foods, BuyLow Foods, Save-OnFoods, Fairway Market and the government liquor store on 10th Avenue starting Nov. 27 and daily until Dec. 24. The initial response to the business walks put on by the city’s economic development office has been a good one, according to city council. “I learned a lot about economic development,” said Coun. Denis Sauve. The business walks are an initiative that the B.C. Economic Development Association is promoting with municipalities across British Columbia, city economic development manager Pat Deakin said. The walks were a
collaboration between the city, the chamber of commerce and the province, he added. According to Deakin, mayor and council visited 128 businesses during the inaugural event. “We set for ourselves a target of 110 businesses on Friday and we succeeded in connecting with 128,” said Deakin, adding that 77 of the businesses filled out a survey and the others were directed to an online version on the city website. “I think it was an event well worth its while.” Results from the walk will be available in the coming weeks. Stewart wins ladies’ bonspiel The 2015 Tim Hortons Ladies Bonspiel was held at the Alberni Valley Curling Club this past weekend with Port Alberni’s Lorraine Jeffries Rink competing in the “A” Event Final against the Michelle Stewart Rink from Qualicum. The final was a close and back and forth game with the Stewart rink getting an early lead and the Jeffries rink coming back to tie several times. Jeffries tallied three at the fourth end to tie and again with two in the eighth end to tie the game at 7–7 and force an extra end. Stewart finally

Sometimes hockey can be a predictable game. And sometimes results defy explanation. The Alberni Valley Bulldogs had a weekend road trip full of the latter, losing 10–1 in Salmon Arm on Friday, rebounding to beat West Kelowna Warriors 10–5 on Saturday then dropping a 5–0 goose egg to Vernon Vipers on Sunday. “It was Jekyll and Hyde,” Bulldogs’ head coach Kevin Willison said. On Friday, the Bulldogs scored their lone goal at 17:21 of the first period, a power play effort from Adam Donnelly to make it 3–1 for the Silverbacks. Salmon Arm scored three short-handed goals and two power play goals in the second period alone to put the game way out of reach for Port Alberni. The Bulldogs’ special teams seemed to have missed the team bus, especially Friday night: they gave up three power play goals and three short-handed goals in
the 10–1 loss. “Specialty teams were a real let-down for us,” Willison said. “We didn’t kill penalties very well and we didn’t work very hard on the power play. We were a couple of steps behind and when

Grey Cup scramble Sun. Alberni Golf
This Sunday, Nov. 29 is the annual Grey Cup Tournament and party at Alberni Golf Club. Please register in the Pro Shop with your four-, five-, or sixperson teams or as a single. The teams can consist of all men, all ladies or a mixed team. There will be very few rules, just a fun day. Both golfers and non-golfers are

It is with sadness that the family of Adrian Arentsen announce his passing on November 4th, 2015 at the age of 75 years. Adrian will be deeply missed by his son William and William's mother Theresa Lapin, brother Harry (wife Marjie) and their children Stephen, Inika-Chelsey & Keith, brother Jack from Ucluelet and his children Brent & Alana (Justin) Janisse and sister-in-law Yvonne and her children Shawn, Jolene (Willy) Watt & Yvonne's step-daughter Milina as well as great nieces and nephews and cherished relatives in the Netherlands. Adrian was predeceased by his parents Elizabeth and Willem and brother John. Adrian was born in Zevenhuizen, Netherlands and emigrated to Canada when he was twelve. He worked primarily for Woodwards and the School District in Port Alberni. He loved travel, camping, fishing, hockey & story telling. A regular customer at Smitty's Restaurant, he loved to discuss politics, sports and everything local. A service of remembrance was held at the Alberni Valley Christian Reformed Church. The family would like to thank Pastor Curtis Korver, Dr. Damian White, Dave and staff at Smitty's and all the regulars who were so kind to Adrian. Please consider donating to the local food bank, one of Adrian's favourite charities.

Raymond is predeceased by his parents John and Frieda Lover and his brother-in-law Brent Harris. He will be greatly missed by his siblings Wendy (John), Dyan (Ron), Johnny (Patti), Brenda (Floyd) and Sharon, his many nieces and nephews, his relatives in Holland especially cousin Rem and wife Janneke, his beloved dog Keifer and many dear friends and fans. Raymond was a lifetime resident of the Alberni Valley and was well respected for his skill as a heavy equipment operator and truck driver. He was most recently employed with McCoy Lake Excavating and was a valuable asset to many contractors over the years. Affectionately known as “Pro Mod Ray” for his champagne taste in regard to his endless car projects. His passions included off-road racing, quading and building budget breaking hot rods. Raymond and his quirky sense of humour will be deeply missed by all those fortunate enough to have known him. A service will be held at the Chapel of Memories, 4005 6th Avenue, Port Alberni, BC at 2 pm on Saturday, November 28th with a reception to follow. Raymond was a kind and gentle soul and he loved animals. In lieu of flowers, donations may be made to the local S.P.C.A. located at 4936 Broughton Street, Port Alberni.

Marjorie came to the Alberni Valley in the late 60s with her husband, Walter. She quickly came to love the sights the Valley has to offer. Marjorie would often watch the ships come into port at the Harbour Quay. She loved going to dinners with friends and playing cards afterwards; rummy being a particular favourite. Following Marjorie’s wishes, a private family gathering will take place at a later date. In lieu of flowers, donations can be made in Marjorie’s name to a charity of one’s choice.

Schools team up for The Nutcracker BALLET: | Stage West School of Dance, Urban Dance Connection from Campbell River present joint ballet on ADSS Theatre stage.
Port Alberni residents can get into the holiday spirit this Saturday, Nov. 28 by attending a classic Christmas ballet. Stage West School of Performing Arts, along with its sister school, Urban Dance Connection in Campbell River, is presenting The Nutcracker with dancers from both studios, on stage at the ADSS Theatre in two performances. Co-producers Juli Martell from Port Alberni and Jen Soo from Campbell River came up with the idea to put the school together about a year and a half ago. The two met as young competitive dancers and wanted to give their students the opportunity to perform in the wellknown production. “It is hard for one school to take on all the roles so our older girls have been travelling back and forth and the little ones stay in their

hometown to train,” Martell said. “It is hugely ambitious but every great city has The Nutcracker and we’re a great city too, so we wanted to bring a high-calibre ballet to our community.” Martell has been running Stage West for the past eight years and remembers her formative years dancing in Port Alberni. “When I was younger it was always exciting to do an actual ballet,” she said. “We have the yearend show which is always great, but a traditional ballet is a gift. It is a gift that is exciting to give to dancers in a small town.” The senior dancers at both schools have been rehearsing since the summer and will be taking on the lead roles. Younger students, from the age of six, have been putting the final touches on dances and will take on roles like gingerbread men, party guests and skaters.
“It is a perfect opportunity to give everyone a chance to be onstage and to see how much work it takes to put on a ballet,” Martell said. “It is about team dynamics and working with another school has been a blessing. We usually only see each other at competitions and dance has never been about competition to me. We are working together as a team to accomplish something.” The production is also being put on at no cost to parents of the dancers with the help of ticket sales. Martell hopes this is the first of many community performances. “We have big plans to do something every year and we want to involve other community groups, charities and choirs,” she said. “We want other groups to be a part of it because it is not just about the school, it is about Port Alberni.” The performance takes place at 2
