Thin ice advisory in effect on local lakes The ice is just beginning to form on both lakes at Idlewild Park and Elizabeth Lake, Joseph Creek and other local water bodies. Thin ice creates many dangers for children who are unaware. Parents are asked to please talk to your children about the dangers and to stay off the ice until it is six inches thick. This year due to the fluctuating water levels at Idlewild, the lake will remain closed to the public for the entire season. Signs will be in place throughout the winter months asking people to please stay off the ice. Public Works will be installing outdoor ice surfaces at Baker Park and also at Pop Price Park this year as soon as the temperatures allow.

Dr. Mark Langer. A young Cranbrook professional has joined some prominent company as BC’s newest member to the Canadian Cancer Society’s National Relay For Life Dream Team. Dr Mark Langer is one of up to 10 individuals from around the province who are hand selected to join this Canadawide team. The Dream Team
concept originated in Nova Scotia with the aim of bringing community and business leaders together with one common goal: fighting cancer. Each leader on the team commits to raising $10,000 to support Relay For Life. For this firstever National Dream Team, each of the ten provinces is looking to enlist 10 members
to commit to this fundraising goal. That gives this project the ambitious goal of $1 million. Any money raised by Dr Langer will aid the Canadian Cancer Society in its mission to eradicate cancer and enhance the lives of those living with the disease. Originally from a small town in Northern Alberta, Langer left home at 17 to pursue further education. Two universities and 8 years of studies later, he graduated as a doctor of optometry from Pacific University in Oregon. Since then he’s had the pleasure of working in Honolulu HI, Vancouver BC, Landstuhl, Germany and Beverly Hills, CA before finally landing in Cranbrook/ Kimberley - an area he’s happy to call home. “I believe that
helping those in need is the most rewarding way to spend your time; in giving back to our communities we’re adding to the foundation of a better future for our families, our businesses, our communities and beyond,” Dr Langer said. “I strive to help out where I can, and - having lost a brother to cancer - I’m very excited to be a part of the Relay For Life team as we aim to contribute as much as possible to help fund life-saving research.” With his deep
personal connection to brain cancer, Mark will take part in a partnership between the Society and Brain Canada - all donations to his campaign will be designated for brain cancer research and will be matched dollarfor-dollar by Brain Canada. Through this partnership, the Society is able to leverage matching funds from Brain Canada through the Canada Brain Research Fund, a publicprivate partnership established by the
Government of Canada. “Rather than just ask for donations I thought hosting an event, would be a lot more fun and give me the chance to interact, raise awareness and fundraise at the same time. Hosting the Guys & Dolls Speakeasy was a great experience and we’re thrilled to have raised $6,320. The support from the community and the generosity of those who attended the event has taken me to over 50 per cent to my fundraising goal,”
said Mark. “I’ve already been asked if this will be an annual event, stay tuned!” Lori Stevenson, Team Lead, Community Giving for the Canadian Cancer Society, said Dream Team members share a common desire to raise money for cancer research, prevention and support programs. “We are thrilled to have Mark as a member of our National Dream Team,” said Stevenson. “Even more exciting see Dream Team page 6
MINISTRY OF ENVIRONMENT ENVIRONMENTAL PROTECTION NOTICE FOR COUGAR PIT EXTENSION (CPX) PROJECT PERMIT AMENDMENT UNDER THE PROVISIONS OF THE ENVIRONMENTAL MANAGEMENT ACT FOR TECK GREENHILLS OPERATIONS Teck Coal Limited (Teck) has filed with the Ministry of Environment an application for an amendment to Effluent Discharge Permit 06248 under the provisions of the Environmental Management Act. The permit would authorize Teck to discharge from new sediment ponds on Willow and Wolf creeks, and authorize new works in Mickelson, Leask, and Wolfram creeks located at Teck’s Greenhills Operations located approximately 8 kilometres northeast of Elkford, B.C. In addition to the Environmental Management Act permit amendment, the Project will require authorizations under the Mines Act, and new and amended water licences. The CPX Project is an integral part of GHO’s mine plan, and would need to be initiated in early 2016 to provide the quantities of coal and blend of coal fractions that are necessary to extend GHO’s mine life through to 2029. The Project would involve: mining deeper in the existing pits; developing a new Phase 7 pit; and placing waste rock as backfill in mined-out pits, in currently-approved waste rock piles, and in the proposed West Spoil Phase 2 Expansion and West Spoil Access Road. Geotechnical stability assessments were conducted for the pit slopes and waste rock piles, and recommended configurations, construction considerations, and mitigation have been incorporated into the Project design. Water management infrastructure would include two new sediment ponds to manage runoff from the new Phase 7 pit area. Greenhills Operations is located on Greenhills Ridge, with runoff from the site draining to both the west toward the Elk River and the east toward the Fording River (a major tributary to the Elk River). The Project would primarily affect a series of small seasonal drainages that drain westward to the Elk River, including Wolf, Willow, Wilde, Mickelson, Leask, and Wolfram creeks.

Teck has carried out public consultation related to CPX with key community stakeholders, including the Ktunaxa Nation, presentation to the District of Elkford, (1) community information session, Project information mailouts to the residents of Elkford and meetings with hunting and recreation groups. Feedback received from this consultation has been incorporated into the application.

Opinion: Small local kindness a big thing by Brian Coombs It’s easy to get disheartened. ISIS is continuing on a killing spree that no longer stays within the borders of the countries they aim to dominate, (ISIS stands for Islamic State of Iraq and Syria). World leaders continue to push back against implementing emissions targets to slow climate change because it will hurt them politically, food banks are stressed because of all the people needing them,
wages remain stagnant in most professions while the cost of living increases, and the list goes on and on. We, like every generation before us, live in terrifying and troubled times. It’s very easy to develop a hard, cynical shell to shield us from the world. And this shell is important, especially when dealing with organizations or large groups that don’t have your best interests at heart. The very tools that are ubiquitous in our lives—the smartphone,

the Internet—have so many nonnecessary products and misinformation that our first response to new information is to simply disbelieve, at least until that information is confirmed on a number of legitimate platforms. That’s not to say that there are not truly amazing and wonderful articles and videos on the web, but sometimes it feels like we are chasing those good news stories, only be sucked into articles that confirm a dim world outlook. This helps foster cynicism and for a world that is now connected, this writer does not feel an over-abundance of real compassion
from the World Wide Web, especially when searching for news. But there is a danger to looking too far afield in judging society. There is a tendency to forget that while large groups can act like a mindless mob, individuals tend to be wonderful if given half a chance. The other day I stopped in at a local drive-through purveyor of coffee and treats on my way to work. It was early, the roads weren’t horrible, but not good either and I was not expecting anything special as I drowsily ordered and drove through to pick up my coffee. Then the surprise

happened. I was informed that the person in front of me had taken care of my order. Pleasantly taken aback, and with my money in hand, I gave the cash to the cashier and asked him to take that amount off of the next person’s order. He told me that would keep up the roll, as four other people in front of me had done the same thing. It is kind of a small thing, but you know what? The gift, and the option to give as well, made me happier. And the more I dwelled on that occurrence, it became clear to me that I had fallen into the trap of the ‘infotainment’ that

the Internet provides. While it is true that there are monsters on the planet, the people right here, in our community, can be awesome. There are people in the community who shovel their neighbour’s walk with no expectation of reward. There are people right here that volunteer to make sure families don’t go hungry, or volunteer so individuals with brain damage receive help and military veterans are remembered. This is a list that goes on and on as well. This small act, in a stroke, dashed my wellcultivated cynicism for a while. It opened my eyes (yet again)
to the compassion and empathy we, as a community have for each other. Forget about government subsidies or changing political landscapes, it is that local generosity which will keep us going when things get tough. And kudos to the staff at that particular drive-through. Subtracting differing amounts from people’s bills must have added a level of complexity to their jobs they weren’t expecting that early in the morning. They did it with a smile and made it look like it was no big thing. Consider me heartened.

College launches Caribbean training program
College of the Rockies’ International Projects and Marketing Specialist, Tracey Brenton and acting Creston campus manager Suzanne Pederson have launched the College’s newest international project, the Youth Skills Development (YSD)/ P r e - Te c h n o l o g y Training program in the Caribbean. Brenton and Pederson travelled to Saint Vincent and the Grenadines and Dominica along with Don Jardine, Academic Chair of the College’s partner institution, Nova Scotia Community College, to kick off the project. The goal of the YSD/ Pre-Tech program is to assist the College’s Caribbean partners, the Sector Skills Development Agency in Saint Vincent and Dominica State College in Dominica, to develop and deliver training programs for at-risk youth that respond to the needs of local employers. At the conclusion of the program, the youth should have the basic skills they need to gain entrylevel employment or to return to school for further education. In Saint Vincent, training will focus on trades-related occupations such as electrical and plumbing while in Dominica the focus will be on hospitality occupations like bartending and housekeeping. The 12-week programs will include 10 weeks of hands-on training and two weeks of work experience with local industry. The goal is to deliver 21 training programs to 280 out-of-school, unemployed youth between the ages of 15 and 29. In addition to the project launch, the team also facilitated Train the Trainer workshops for instructors focussing on industryresponsive curriculum development, identifying barriers to adult education, creating equity in the classroom and workplace, coaching the adult learner and environmental considerations in program planning. The YSD/Pre-Tech project is funded by the Department for International Development in the United Kingdom and Global Affairs in Canada and is administered by Colleges and Institutes Canada through their Education for Employment program. College of the Rockies is the lead college on the project in partnership with

OBITUARY
Henry Gerhard Rakebrand September 8, 1952 - November 18, 2015 It is with very heavy hearts that we announce the sudden passing of Henry G. Rakebrand at home in Kimberley at the age of 63. Born in Dauphin, Manitoba he moved with his family to the Vancouver area. After spending his first career in the Canadian Armed Forces Navy out of Esquimalt, BC, he then became a journeyman sprinkler fitter by trade but there was never a thing he couldn't fix or do or make, especially if it were with metal. He was a jack of all trades. He loved to cook, build computers, and tease his kids. He was a giant of a man with a kind gentle soul, a huge heart, and a hearty laugh, who was always ready to help anyone with anything. He loved to socialize. From sending daily chess moves to his lifetime childhood friend Gary to the guys at the gun ranges, especially Andy and the gals at the pool. You never saw him without a huge smile on his face, ever-ready for any conversation. He is survived by his best friend and wife of 40 years Sharon, daughter Denise (Aaron) in Kimberley, son Jeff in Ottawa, mother Gertrud Rakebrand, sister Ilse (Rick) Ryan and their children and families in Surrey, BC, brothers-in-law Kevin (Trudy) Fitzpatrick in Wycliffe, Gerry (Lynn) Fitzpatrick in Kimberley, sister-in-law Charleen (Rae) Melmoth in Edmonton and each and every one of their children. Henry was predeceased by his father Hermann Rakebrand and his father and mother-in-law Simon and Mary Ellen (Helen) Fitzpatrick. Cremation has taken place. There will be no service at his request. In the spring there will be held a casual gathering of any friends and family to share those special memories of Henry. Date, place and time will be announced at a later date.
